It is always a pleasure for me to address a group of mining engineers. I am doubly grateful when I am allotted sufficient time to describe the total Office of Coal Research program. My remarks are directed to our total program but I trust you will all understand my emphasis of the utilization aspect of our activities since that is my portion of the program. From its inception, the Office of Coal Research has sought out creative ideas for improving our national use of coal by developing new uses, improved mining procedures, lower costs, and appropriate studies with respect to the resource itself. Quite early in the game, our Economics and Marketing Division contracted for studies with respect to New England export market, Western coal, and similar items. Our Mining and Preparation Division has successfully developed a packaged coal-fired boiler and has partially developed a packaged fluid-bed type boiler as well. Our Mining and Preparation Division is working in such diverse fields as treatment of sewage with coal and the separation of coal into distinct-petrographic constituents so that all fractions of the coal can be put to the best possible use. We would like to be doing more work on improved mining methods, better preparation techniques, and any other mining improvement that will benefit the industry and our program. The synthetic fuel plants I will describe later will operate seven days per week, 24 hours per day. We would like the mine to operate on this same sort of cycle and are prepared to support research that will lead to this.

The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. Innovative mining and metallurgical operating techniques or processes can be identified and developed by systematically analyzing change as it occurs within the mine, plant, technology, or industry. Sources of change to be monitored for innovative opportunities include unexpected successes or failures, incongruities between perceived and actual events, process needs, changes in perceptions, and the development of new knowledge. Innovation can be effectively organized, practiced, and managed. The perception of change as an opportunity rather than a threat is mandatory, as is the systematic measurement of innovative performance. Innovation is enhanced by specifically-designed policies regarding organizational structure and staffing, daily management practices, and compensation and incentives.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

The Bureau of Mines made laboratory absorption measurements on oil shale samples, which showed that the amount of methane absorbed is proportional to pressure and oil yield, and can be much larger than would be predicted based solely on porosity. Oil shale cores collected in the field were also measured for their gas content using the Bureau of Mines direct method. Cores taken from deep locations and far from outcrops yielded more gas than cores from shallower locations or at outcrops, when taking into account variations in oil yield, and all data indicate that oil shale mines that are both deep and far from an out-crop will emit low levels of methane gas.

This is not by Any means a new condition, but never before has it loomed up in such' menacing form. - Those of us who have devoted most of our professional efforts to the discovery and development of 'new mineral supplies now suddenly find ourselves with the job apparently accomplished, waiting for some one else to find an outlet for excess mineral production before we can further. The management of the industry is in much the same boat. The psjrcho16gy of the industry has been so grooved in the direction of acquisition of, minerals that at the present moment the mineral industry confronts the new problem of surplus in more or less of a daze.

UNEMPLOYMENT is the most ominous shadow ahead of the industrial nations today. Only two great industrial countries are free from unemployment, France and the Soviet Commonwealth. In France the social unit is the family, not the individual. This has saved France. In the Soviet Commonwealth, development is proceeding so rapidly from agricultural to industrial that there is still a dearth of muscle workers in the non-agricultural enterprises. In the other industrial countries unemployment results both from acute temporary recession in industrial activities and from the rapidly increasing substitution of the machine for the man. Temporary recessions can be mitigated, alleviated by makeshifts, often ill considered. Secular recessions due to a fundamental change in the way of accomplishing physical, chemical results cannot be cured by any makeshift. There must be a period of transition. There is therefore before us the three- fold problem, immediate, prosimate and ultimate.

Interferometric Synthetic Aperture Radar (InSAR) has played an integral role in many large scale tunneling projects globally. Until recently, it has been regarded as a complementary monitoring tool. On the Los Angeles Metro Purple Line Phase 1, InSAR was proposed as a primary means to replace weekly and bi-weekly surface monitoring requirements on surrounding critical infrastructure. This paper will summarize the statistical analysis approach engaged in order to compare and contrast a year of historical InSAR data to known geodetic survey data, in order to utilize InSAR as an operational monitoring tool on this project.

The Antamina orebody is a geologically complex, polymetallic skarn located in the Peruvian Andes. A range of copper and copper-zinc ores are campaigned separately through the concentrator producing copper and zinc concentrates as well as lead and molybdenum by-products. Ore type classification at Antamina is based on chemical assays; geological or lithological variations are not considered. Consequently, each ore type demonstrates a wide range of concentrator performance. Antamina is currently implementing a system to track ore movements from the shovel face to the concentrator. Relatively sophisticated models of the ROM and coarse ore stockpiles ahead of the mill will be used to account for the variable delay between mining and milling. One of the numerous benefits of ore tracking is the ability to directly associate the measured concentrator performance with a physical location in the orebody. Using existing mine planning software, three-dimensional models can be created of such performance measures as metal recovery, concentrate quality, operating cost and reagent consumption. Such a database of information allows the true value of different ore sources to be determined. The value of an ore source is conventionally measured as metal content (individual or combined ?equivalent?) with a cut-off grade applied to indicate some base level operating cost. However, the true value of an ore source should include dynamic factors like haulage cost, reagent use, smelter penalties and even prevailing metal prices. If an ore source is considered from all perspectives rather than simply its potential to deliver value, the concept of ?ore? becomes more flexible. Any ore source that reveals itself to be unprofitable can be eliminated from the mine plan or possibly blended with others to improve its value. The ability to predict mill performance ? and thereby profitability ? is a powerful tool. In an operation such as Antamina, where managing ore sources, campaigns and the delivery of a variety of concentrates in a narrow timeline to customers is a daily challenge, prediction is the key to success and improved efficiency.

"Rio Algom's Stanleigh Mine and Mill Operation Was' officially started up in August 1983. In September 1982, Rio Algom contracted Estonix International Inc. from Lively, Ontario, to develop and implement two innovative programs: (1) Work Renovation Planning, and (2) Systems Performance Training. This paper deals with the development and implementation of these two concepts relative to the plants technology from start-up to present and the exceptional results achieved. This paper discusses how a small but motivated workforce resulted in the smooth transition from startup to full production. It also deals with how these concepts were applied elsewhere in the organization which permitted a successful transition and downsizing of the over-all operation.IntroductionRio Algom Limited produces uranium in Elliot Lake, Ontario. In the late 1970s Rio Algom entered a contract with Ontario Hydro to supply uranium from its Stanleigh property, which had been idle since 1960. The mine was subsequently upgraded, and a new modem mill was designed and built, commencing operation in 1983.From then until September 1990,Rio Algom had three producing mines and mills in the Elliot Lake area. Quirke mill, with a capacity of 6350 tonnes per day, operated continuously from 1968. The Panel mill with a 3000 tonnes per day capacity, operated since 1979. Stanleigh mill continues to operate under long-term contracts, although at a production rate about 25070 lower than its rated capacity of 5000 tonnes per day.Both the Quirke and Panel mills, although not entirely similar, were conventional uranium mills utilizing crushing, grinding, leaching and ion exchange. As such, and in keeping with the traditional management style, there was a rather large mill operating workforce, which utilized a line-of-progression job classification system."

The introduction of 'post' pillar mining at the Strathcona mine represents a new approach to ground support in cut-and-fill applications. The method has also shown significant economic advantages. It is believed that the development of this concept is one of the few examples where rock mechanics principles have successfully been applied in the development of a stoping method. The paper describes the evolution of this method and contains discussions on the theoretical analysis of the technical, operational and economics aspects of the system. Pillar design procedures and field observations on the practical application of theoretical analysis are also outlined.

Cognitive representations and misconceptions of flow through circuits is an area which has received little attention from science educators, cognitive psychologists, or accident investigators. Misconceptions are also called Aristotelian thinking. They involve a person using primitive unscientific ways of reasoning to make decisions about events (Piaget, 1929; Nussbaum & Novick, 1982; McCloskey, 1983). The use of such primitive concepts leads to errors in reasoning about scientific and technical problems. The existence of misconceptions is well documented among children, adolescents, and adults involved in learning science concepts (Piaget, 1929; Cole & Raven, 1969; Clement, 1982; Mistrell, 1982; McDermott, 1984; Richardson, 1987). Concepts of flow through circuits are important because miners' conceptual errors about these aspects may be, in part, responsible for two fatal mine disasters. On at least two separate occasions, methane gas explosions occurred in underground mines when separate ventilation systems were connected (Elam, Fuller, Carter, Cavanaugh, Fesak & Painter, 1983; Fesak & Cavanaugh, 1984). A review of these disasters indicates that conceptual errors made by miners may have resulted in the accidents (Cole, Wala, Haley, & Vaught, 1987). In this study, co-author Andrzej Wala, stated that his research had "identified conceptual errors that may have caused the miners in these disasters to make fatal mistakes" (Cole et al. 1987), p. 167. Further exploration of these conceptual errors by Wala has led to the hypothesis that misconceptions of basic aspects of flow distribution changes in mine ventilation circuits, are at least, in part, responsible for some mine disasters caused by errors in ventilation systems (Wala & Cole, 1987). Why should these conceptual errors occur? Ausubel (1963) suggested that students come to a new area of study with their own conceptions or preconceptions about how a process operates. Furthermore, these preconceptions may be in conflict with the empirical data from the discipline. In such cases, learning becomes a process in which new concepts must displace or be re-molded from stable concepts that the student has constructed over many years (Clement, 1982). Given the existing research with misconceptions and the work of Wala and Cole (1987), it was hypothesized that experienced miners; either working miners, students of mining engineering, or professional mining engineers, harbored misconceptions about the formal or conceptual aspects of mine ventilation circuits. The misconceptions hypothesized to exist involved flow distribution changes in complex mine ventilation circuits; specifically, how does flow distribution change when a ventilation circuit pathway is altered? Given this information, the following research questions were proposed. Research Questions 1. Do experienced miners and mining engineers harbor misconceptions about mine ventilation systems? As the resources sector becomes tougher with rising costs and cyclical metal prices, mining companies need to continue to reduce their costs and do more with less. Many new resource projects fail to come in under or on budget based on Feasibility Studies. Particularly, capital expenditure (CAPEX) proves difficult to achieve for resource projects. A number of resource projects have failed because of aggressive plant CAPEX cost cutting resulting in projects with no surge capacity and are unable to achieve design throughput. In addition, the plants are not operable because of the omissions. In recent times many businesses have also experienced the "costs" of simply implementing aggressive operating "cost cutting” measures as a strategy for solving business performance problems. This paper looks at technology driven, employment related, luxury cuts, department cuts and restructuring cuts. In the past companies used an incremental approach based on the use of past budget information as an integral part of the budget construction process going forward. The use of performance reports and Management Information Systems (MIS) is examined along with the role of continuous improvement in achieving sensible cost cutting.

Gold extraction from double refractory ores using conventional cyanidation has proved challenging due to the presence of carbon within the ore. Carbon particles may adsorb leached gold resulting in gold losses to tailings, i.e. preg-robbing the gold. Some of the preg-robbed gold may be recovered by the application of the HiTeCC process on CIL tailings. The process developed by Metso Outotec involves caustic conditioning of the tailings followed by high temperature desorption and simultaneous adsorption onto virgin activated carbon of the aurodicyanide. The aim of this paper was to develop a model for the HiTeCC process which could be used to support design and optimisation of the process, based on the adsorption characteristics of the preg-robbing and activated carbons. It was found that accurate experimental isotherms can be used to predict the behaviour of preg-robbing adsorbents. Comparing the sorption isotherms for preg-robbing ores and activated carbon indicated similar dependencies on temperature and ionic composition. Applying boundary layer diffusion models coupled with experimentally determined isotherms for preg-robbing ore and activated carbon, the HiTeCC process was successfully simulated at experimental and plant scale. Gold recovery of the HiTeCC process is most sensitive to the temperature of desorption and gold loading of the activated carbon, with increased temperature improving recovery. The gold loading of the activated carbon in the process should always be maintained lower than that of the normalised pregrobbing carbon gold loading to ensure favourable conditions for adsorption onto the activated carbon. Caustic conditioning stabilises adsorption and is therefore not necessary during the desorption stages of the process, but potentially improves recovery during adsorption. The key technical theme of ‘orebody knowledge’ has been applied by Rio Tinto in the Pilbara iron ore precinct from 1966, when operations first started there. It forms the basis of present day application, as well as planning for the future.This paper will review how the early towns and mines commenced and how they formed the basis of Rio Tinto’s early operations, on which the Pilbara precinct has been based. A profile of the last decade of Pilbara growth will be highlighted, together with the current integrated network of mines, rail and ports and the next generation of expansions.The paper will specifically describe the Rio Tinto process of significant resource evaluation, including comprehensive drilling programs and the conversion from resource to reserves. It will also describe the overall mine planning process, both from the strategic view, as well as for short-term mine plans.The ability to innovate in resource development will be discussed. This will include not only the technical dimension of changing cut off grades, use of low-grade ores and managing low-grade stockpiling and beneficiation, but also the broader application of new technology and innovation in the iron ore business.

Ranger Uranium Mine is located within the Alligator Rivers Region of the Northern Territory of Australia and surrounded by the World Heritage listed Kakadu National Park (Figure 1). The mining operation is currently producing about 1500 tonnes of uranium oxide annually, as well as considerable volumes of waste rock, low grade ore and tailings. The rehabilitation of the project should ensure that the radioactive mill tailings and other contaminants remain contained for at least 200 years, as required by the existing guidelines (Commonwealth of Australia, 1987). The present uranium mining operation is regulated by the Northern Territory Department of Mines and Energy who must refer to the Environmental Requirements when considering regulatory options. Many regulatory bodies have, or are considering, guidelines that require rehabilitated mine spoils to be erosionally stable (satisfying quantitative limits) over specified design lifetimes. One of the problems facing the industry is that many of the computer models used for erosion assessment were developed for agricultural applications and are unable to predict the change in the shape of engineered landforms over extended periods of time. In particular, they cannot predict where valleys and gullies will develop in the landforms and how big or deep they will be. Furthermore, many existing models require considerable skill to use. A computer model (SIBERIA) developed by the first author, able to model this valley and gully development over long design lifetimes, and which is directly based on digital terrain maps is discussed here. Proposed rehabilitation strategies for waste rock dumps at Ranger Uranium Mine as assessed with SIBERIA are discussed. New features of SIBERIA of interest to the mining industry include the spatial distribution of erosion, deposition and gully development, and various measures of the quantitative risk of failure. A collaborative project with the Queensland Coal Association, involving the first author, aims to deliver these capabilities to the coal industry in a user-friendly package. The objective is the cost-effective rehabilitation of strip mines. Some preliminary results from this project are presented.

Beutter's introductory remarks, being simply a resume of Prof. Hone's paper, with a disclaimer of the intention to criticise it, have been omitted, and the remainder of this contribution lias been somewhat condensed, without omitting any essential statements. M. Beutter, St. Etienne, France* (communication to the Secretary†):—Professor Home observes in $ 47 of his paper that the fluid-compression of steel diminishes piping by forcing the liquid and viscous metal, while the pipe is forming, or after it has formed, into the space so produced, and proceeds to study the different systems of compression, alluding to the four principal ones: Whitworth, Illingmorth, Williams, and Harmet. Having now for many years had in use the last-named process, that of M. Henri Harmet, I shall attempt to explain the difference between it and the three other processes named. The Harmet process does not diminish or close the pipe after it has formed, but prevents it from forming; and I may add that it is the only one of the four which produces this result. It is true that the Whitworth process diminishes the interior hollow by localizing it around the central axis of the ingot, which is afterwards removed by trepanning the hollow forg-ings for which this process has been, I believe, always exclusively used. The Illingworth and Williams processes, which, in my opinion, are applicable only to small ingots, of necessity allow the pipe to form, or (to use the expression of Professor Howe) they allow the surface of the lake of liquid steel to sink into the interior of the ingot, since they involve waiting a certain time before compression, so that (in the case of the Williams process) the ingot-mold can be opened without danger, or (in the case of the Illingworth process) so as to avoid the risk that the steel may enter the grooves produced by the removal of the distance-bars. During a mine disaster or emergency, underground air can quickly become contaminated. In these circumstances, all underground mine workers are taught to don breathable air supply units at the first sign of an emergency. However, no contemporary oxygen consumption data is available for the purposes of designing breathing air supply equipment specifically for mine escape. Further, it would be useful to quantify the oxygen requirements of breathing air supply users for various escape scenarios. To address this need, 14 participants crawled a distance of 305 m each while their breath-by-breath oxygen consumption measurements were taken. Using these data, linear regression models were developed to determine peak and average oxygen consumption rates as well as total oxygen consumption. These models can be used by manufacturers of breathing air supply equipment to aid in the design of devices that would be capable of producing sufficient on-demand oxygen to allow miners to perform self-escape.
