Today, in Australia, it is increasingly common to see agreements between Indigenous peoples and resource companies being achieved generally as Indigenous Land Use Agreements or agreements pursuant to the ?right to negotiation? process under the Native Title Act 1993 (Cth). Despite progress in this area, resource development on Indigenous lands is not without its challenges for both the resource proponents and the Indigenous parties. History demonstrates that resource development on Indigenous lands has produced struggles between the traditional owners of the land and the resource proponents. In Australia their relationship is generally defined by issues of access to land and assuring continued access to the land for the life of the project. In this context, divisions in Indigenous communities often emerge. The proposed resource project can have the effect of polarising members of an Indigenous community. It may be regarded by some traditional land owners as an advantageous opportunity for the community and by others as a hazard to country and culture. The process of agreement making has proved not only a test for the Indigenous community but also for the resource proponent. In this paper we undertake a contemporary case study of a proposed Australian resource related-development project on Indigenous lands. This project involved a multi-billion gas hub precinct proposed at James Price Point in the Kimberley region in Western Australia. The James Price Point proposal produced a litany of challenges for all parties. The traditional owners faced fundamental social and human rights issues, including a minority opposition to the project, the project's potential cultural heritage impact, the threat of compulsory acquisition of their native title interest by a State government due to an initial failure to settle an agreement, a fracture of their unsettled land claim and a minority rejection of the agreement ultimately reached. Additionally, the ?green? lobby also rejected the proposed gas hub on environmental grounds bringing the green lobby into direct conflict with both the traditional owners in favour of the project and the resource proponent. Ultimately, Woodside announced its decision not to proceed with the proposed gas precinct at James Price Point, in April 2013. In this paper we analyse the complexity of the James Price Point gas hub negotiations with the traditional owners which resulted in an Agreement that promised to deliver substantial benefits for the Indigenous communities. We question why such a favourable and beneficial agreement for the Indigenous community also produced the plethora of challenges and concerns and we consider how future negotiation processes could be better structured to avoid the difficulties that have confronted Indigenous land owners and resource proponents alike.

Raw materials used by the Flat Glass Industry are known in the Industrial Minerals geology sector as Specialty Products. These pro- ducts must meet specification limits usually not the same for all glass manufacturers. Evolving new glass compositions will require mineral concentrates of consistent purity being produced within economic limits that will assure market viability of the resulting glass product. The amount of success the Flat Glass Industry will achieve by developing and maintaining domestic production centers will be determined by many economic factors which affect the costs of doing business. Technological developments by mineral processors must continue in order to achieve more efficient production of high quality glassmaking raw materials.

For the benefit of those who are not familiar with the history of the western Provinces-Manitoba, Saskatchewan, and Alberta-as regards our natural resources, a few words of explanation may be in order before taking up the consideration of the Mines Act of 1930. In 1867, The British North America Act was passed by the Imperial Parliament. That Act, which is our constitution, created a union between the provinces of Nova Scotia, New Brunswick, and Upper and Lower Canada (now known as Ontario and Quebec respectively) under the name of the Dominion of Canada. Provision was made therein for embracing other parts of Canada from time to time. That portion of Canada which today comprises the Provinces of Manitoba, Saskatchewan, and Alberta and the lands to the north of them, was then known as Ruperts Land and the North West Territory. In the year 1670, King Charles II had granted by Letters Patent to Prince Rupert and his associates, known as ?The Governor & Company of Gentlemen Adventurers of England, Trading into Hudson's Bay?, commonly known as the Hudson's Bay Company, the lands and territories therein described, being roughly all the lands adjacent to and west of Hudson's bay; also the gold and silver to be found or discovered therein and other rights as more fully described in said Letters Patent. The land so granted was called 'Ruperts Land'.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

The Sherritt Fort Site nickel refinery and fertilizer plant has been operating continuously since 1954. The ammonia leach process uses ammonia and sulphuric acid, producing nickel and cobalt and an ammonium sulphate byproduct. One of the features of an ammonium sulphate based process is the aggressive nature of ammonium sulphate to concrete and structural steel. After six decades of operation, portions of the structural steel and concrete at the Sherritt facility have become degraded. Infrastructure replacement programs started in earnest more than a decade ago with pipe racks and electrical infrastructure, and have now progressed into building steel. Replacing and repairing this infrastructure within the tight constraints of an operating plant poses several difficult challenges. This paper will outline the approach taken to accomplish this difficult work, and discuss key learnings from the ongoing program.

The Tetreault mine, operated by the British Metal Corporation (Canada), Limited, holds a unique position in Canadian mining, being the only steady producer of zinc in Canada east of the Rocky mountains. Its importance in Canadian zinc production may be gauged with some accuracy, since, in 1927, it was responsible for over 13 per cent of the zinc output of the Dominion. In addition, it also made valuable contributions to the production of lead, silver, and gold. Location: Situated in the foothills of the Laurentian mountains, 600 feet above sea level, 20 miles from the St. Lawrence river, and 52 miles due west from the city of Quebec, the property is in the township of Montauban, county Portneuf, Province of Quebec, as shown in Figure I. The municipality of Montauban, immediately adjoining the mine, has a permanent population of 700 people and is six miles by road from Notre Dame station on the main line of the C.N. Rys. between Montreal and Chicoutimi-Notre Dame being n6 miles by rail from Montreal. Connection by 19 miles of dirt-and-gravel road with the Provincial highways' system of Quebec Province, the city of Quebec, which is distant 78 miles, can be reached by automobile in less than three hours, while the distance to Montreal by road is 16o miles .

"The most important factor in Canadian mining is not the operating cost of current projects but the availability of capital for future projects. The future of mining at depth will be producing ore from the top of the orebody working downward with very effective, tightly controlled mining methods, i.e. either selective mining or bulk mining with well controlled dilution and fragmentation. The key characteristics of future mines will be smaller access excavations, more effective ground support, very precise blasting techniques and more efficient and reliable materials handling systems. Equipment will be smaller and designed for high efficiency and low maintenance, reducing both the capital and operating cost. This means there will be fewer scoops, more continuous mucking machines and conveyor belts, both lateral and vertical.Orepass failures have become accepted and the resultant redevelopment and retramming has become common. The capital investment in so-called permanent ore passes and crusher stations becomes questionable, particularly when crushers are only necessary for less than 10% of the ore going through the system. The best way to solve the chronic instability of ore passes is, as with all of the stability problems at depth, by reducing the excavation size rather than increasing ground support. Smaller access drifts would reduce the capital cost and increase the rate of development as well as reduce the amount of waste to be handled, reducing the ground support and the ventilation requirements. Large drifts and ore passes are essential only for the equipment needed to handle large pieces of ore and the productivity of scoops is very expensive when the requirements for ventilation and large access drifts are taken into account. The key issue is the fragmentation generated by primary blasting.The future of mining in Canada will depend on simple and robust technology geared to the environment in which it will have to operate. Its survival will depend on some-thing much more fundamental and difficult to accomplish than a technological advance — it will require a dramatic change in the way the mining process is managed, how work is organized, how effort is rewarded and how costs are measured — a complete change in mind-set."

Introduction Several basins of the Nanaimo series, a group of coal-bearing sedimentary rocks of Upper Cretaceous age, underlie parts of Vancouver island and the adjacent gulf islands. One, the Nanaimo basin, occurs on the southern half of the west shore of the gulf of Georgia. About fifty square miles at the north end of this basin are known to be underlain by productive coal seams, this area being known as the Nanaimo coal field. Coal has been mined from two horizons- that of the Wellington seam, fairly low in the series, and that of the Newcastle and Douglas seams, about the middle of the series. Coal has been mined here since the fall of 1852. About fifty million tons have been produced, almost half the total production of British Columbia. About seventy-two years ago, James Richardson of the Geological Survey made a reconnaissance of the coal measures on Vancouver island, and thirty-five years ago C. H. Clapp mapped and reported on most of the Nanaimo coal field. Twenty-four years ago, J. D. MacKenzie extended the work to those areas not mapped by Clapp. MacKenzie died before the results of his work could be published, but did issue a revised estimate of the Goal Resources of Southern Vancouver Island. Work by the present writer is a further contribution by the Geological Survey to knowledge of the island coal measures. Having spent more time in the field, and having had more data at his disposal than were available to his predecessors, the writer has been able to throw additional light on the Nanaimo, and other, coal fields on Vancouver island. A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

Increasing global demand for commodity metals and capital and the greater operating costs of mining and metal production present significant challenges for the metals mining industry. Current conventional technologies may not be feasible for processing deposits of declining grade, challenging mineralogy or those that occur at increasingly greater depths. To overcome these issues, the development of a step-change technology such as in situ recovery (ISR), which reduces mining and avoids milling costs, may be vital in ensuring future economic metal production. ISR has been used extensively to treat porous soft rock deposits such as the water-soluble salts, sylvite and halite. Although ISR has typically been used for mining conventionally uneconomic uranium ores, it has also been used less frequently for the treatment of other restricted permeability hard rock deposits, such as those containing copper and gold. The reason for the limited uptake of the technology for hard rock mineralisations is primarily due to low natural rock porosity and permeability and hence poor response to available lixiviant. However, additional challenges include solution containment, management of groundwater and regulatory, ecological and societal requirements and expectations. CSIRO has focused on understanding the challenges of hard rock ISR and identifying global capabilities that can contribute to developing the essential enabling technical areas required to realise ISR. Specific focus areas include geochemistry and advanced resource characterisation; drilling and controlled rock-breaking technologies; solution chemistry and environmentally benign lixiviant systems; lixiviant delivery systems and ‘subsurface mixing’; subsurface hydrology and reactive transport mechanisms and models; downstream processing options; legal, social and environmental aspects; and techno-economic modelling. This paper will discuss ISR challenges including industry feedback focused on addressing this issue, gaps preventing ISR from being applied in practice, capabilities to overcome these gaps and the development of a collaborative approach to making hard rock ISR a reality.CITATION:Kuhar, L L, Breuer, P, Robinson, D J and McFarlane, A, 2015. The ideal entering freshman for the College of Mineral Industries possesses the necessary aptitude to complete successfully a difficult technical curriculum, has a highly developed intellectual curiosity and adequate preparation in basic mathematics, sciences, and English, is enthusiastic about pursuing a career in the mineral industries, and puts forth a good academic effort while attending Penn State. The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.

This paper describing the dredging operation of J. K. Davison & Bro. on the Allegheny River near Pittsburgh, Pa., is one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of dredging sand and gravel in the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. Many underground mine void spaces are not suitable for human entry due to unprotected roofs, instability or having an unknown safety state (eg if they are many decades old). Investigations of these voids may nevertheless be important for general mine safety, for example to detect propagating collapses or water accumulation, prevent accidental intrusion by new developments or drilling to reassess old spaces for re-mining. Robots are an ideal technology for investigating these spaces, especially flying, rotary-wing robots that can access and map vertical structures and spaces while avoiding rocks, water and mud that have accumulated on void floors. To operate in underground mines, we are developing customised unmanned aerial vehicles (UAVs) as well as interactive 3D virtual models of the vehicles and their underground environments for controlling vehicle operation and visualising incrementally gathered survey data. Using a game/simulation engine to provide an interactive interface for UAV operation makes it possible to orchestrate external spatial information and video feeds with in-game cameras for optimal visualisation that is not limited to the position, orientation or field of view of cameras mounted on the UAV. First and third-person points of view with respect to the UAV are provided, together with 2D and 3D gaze tracking to provide effective interfaces for geology and mine engineering experts without the need for specialist UAV piloting skills. Ongoing work is addressing the provision of greater levels of autonomy for these vehicles to support mapping well beyond the line of sight of operators and geological characterisation of rock surfaces using sensors mounted on them, including miniature X-ray fluorescence and Raman spectrometers. The concept of Big Data refers to data sets that are so large, variable and/or complex that traditional data processing applications struggle to integrate the data for effective investigation, analysis and value generation. With advances in sensor technology and smarter equipment, the mining industry is experiencing Big Data, and in a different way to how the intelligence and marketing communities experience Big Data. Future mining will bring larger, more complicated and diverse data sets increasing the strain on traditional data integration and investigation techniques. Block caving is an important mining method for the extraction of massive, low-grade ore deposits due to its low operating cost and high production potential, given the right orebody geometry and ground conditions. This paper focuses on block caving due to its increasing popularity and importance in the future economic extraction of multiple commodities. The block cave mining system (BCMS) is a complex interrelation of factors, and due to the reliance on natural processes within the system, it is one of the least understood mining methods. Obtaining information on the factors within the BCMS generates large, complex data sets on various time scales. Each sensor network within the BCMS combines spatial and temporal information with tens to hundreds of recorded parameters. Data sets are quickly moving from multidimensional to n-dimensional. Optimisation of the BCMS is only possible through a holistic analysis approach, thus involving the integration of multiple, diverse, n-dimensional data sets (Big Data). This paper presents a current example BCMS Big Data situation involving 12 sources of information with differences in volume, data format and frequency of data generation. This suitability of virtual reality scientific visualisation (VRSV) as a solution to BCMS Big Data interpretation difficulties is then discussed. These 12 data sets can be effectively integrated using VRSV for intuitive and accelerated investigation of the BCMS. Potential future Big Data within the BCMS is presented involving 20 sources of information resulting from our increased need for monitoring and advancements in technology. Current methods of defining queries may not be suitable within these future complex, multidimensional data sets, and the potential of artificial intelligence algorithms within this system is discussed. These advancements in technology and machine learning lead to the requirement of live data acquisition and analysis. This report covers the installation and evaluation of lb reinforced concrete sets, 6 in each of 3 mines in the Goeur d'Alene mining district, Shoshone County, Idaho, and is the second of a series to determine the feasibility of a more permanent type of mine support. Closure measurements, where applicable, were made periodically of the concrete-set installations and were compared to the initial cross section of the sets. A different method of blocking was used at each test site; at one test site the type of blocking was changed several times during the test. Results from each test site are reported separately. No attempt was made to compare the cost of the concrete installations with the cost of other types of support used in the district. Such an evaluation of permanent types of support would require a longer period of time. At this time, tests are not complete enough to determine the applicability of underground concrete supports. However, results to date tend to confirm the general opinion that precast concrete mine supports could be used to advantage in openings that require support and must have long life, especially where decay of timber is an important factor.

The ability to target, delineate, excavate, and produce local resources is essential to the establishment of man's long-term presence in space. Many procedures and equipment utilized to mine resources here on Earth may be directly applicable on the lunar surface, while others may need extensive redefinition and development. This paper compares, for a lunar base, the alternative of burrowing into and below the lunar surface with that of surface mining. A conceptual underground mechanical excavator is presented.

Mining projects are capital-intensive and are also characterized by high technical and economic risks. These factors pose challenges to mining entrepreneurs when they seek to raise seed capital for mining start-ups. There are limited sources of mining investment funds in South Africa and each has shortcomings due to one reason or another. Another impediment is South Africa?s status as a developing economy, in which the standards of living ? which in turn influences the savings culture ? the limited GDPs and budget, the socio-political environment, and banking, mining, treasury and other regulations, determine the size of investments, particularly in mining ventures. The proposed funding mechanism was developed with the aim of filling the gaps identified in existing funding mechanisms that were developed by the government with the introduction of the Minerals and Petroleum Resources Development Act (MPRDA), 2002. The shortcomings identified were presented to the study participants as questions to obtain views that were used to define innovative ways of raising mining start-up capital. Most participants in the study supported the derived hypotheses and proposals, and these were used to refine the proposed mechanism for mining investment in South Africa. The proposed funding framework is aimed at encouraging interaction between mining entrepreneurs, government, and the investors to align goals and expectations when undertaking a mining investment.
