[SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. At the Washington meeting of the Institute, May, 1905, a very instructive and interesting paper was presented by Mr. J. E. Johnson, Jr., entitled " Notes on the Physical Action of the Blast Furnace,"' in which reference is made to Mr. Gayley's dry-blast process. A few of Mr. Johnson's conclusions, as summarized in the last pages of his paper, do not appear to me to be in complete accordance with the results obtained at the Isabella furnaces; and I therefore present the following notes which may throw further light on this subject: Mr. Gayley has called attention to the fact that the moisture in the air is an extremely variable and uncertain factor; and

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

DISCUSSION AT QUEBEC MEETING MR. A. V. CORLETT: With drill holes radiating from a common point, is loading carried to the collars, and do you undertake to distribute the powder evenly? MR. R. V. PORRITT: When the collars of the holes, particularly the diamond-drill holes, are close together, two out of three holes are loaded only to within six or seven feet of the collars, and the intervening holes are loaded close to the collars. When the collars are farther apart, the holes are loaded close to the collars. No spacers are used, and the holes are filled solid with powder, this applying particularly to the diamond-drill holes, except, of course, where the collars are close together and some holes are not loaded close to the collars. MR. J. G. L. McCREA: I would like to enquire in respect to the various efforts made to reduce the cost of diamond drilling to the lowest point, what is. the relative cost of the solid bit to the standard bit? It would seem that the solid bit has the higher cost. MR. PORRITT: The non-coring or solid bit gives a slightly lower diamond cost than the coring bit. With the coring bit, the greatest diamond loss is on the inside stones, apparently due partly to vibration, but mainly to the core blocking against these stones. This condition, of course, does not apply with the non-coring bit. Our experience is that the non-coring bit, which drills out a much greater area, has a diamond consumption slightly less than the coring bit. The non-coring bit is sturdier, and is far less liable to damage in starting holes and in drilling through cracked or broken ground.

The gold district of northwestern Quebec, though it has attracted such widespread attention during the past year, is still in the prospect stage throughout, and one must preface any remarks about it with the plain statement that its capacity to produce gold commercially is still subject to proof. However, this proof may be forthcoming any day, and from widely separated localities. Consequently it is of interest to note some of the features of the region and of the prospects now being developed. First I shall note the relation of this mining development to the province of Quebec and to the Dominion; then will follow a brief resume of the known geological facts; and finally I shall describe briefly some of the more advanced prospects developed during the past twelve-month. Those that have followed closely the fortunes of the new gold-field will find little that is new in what follows, but it may serve a useful purpose for others by bringing together scattered items of information and presenting them as a whole. GOLD MINING AND AGRICULTURE First let us consider the gold belt in its relation to the province of Quebec. Apart from the world-renowned asbestos camp south of the St. Lawrence, it is the only mineral development of major importance the province has experienced. It is the first important development in the province's vast area of Precambrian rocks, most of which remains as yet totally unexplored and unprospected. The relative importance of this first mining camp in northern Quebec cannot as yet be gauged, but it is bound to stimulate an active interest in the other mineral-bearing areas now known to exist, and in the vast unexplored spaces.

Seismic repeaters are rarely observed phenomena in underground mines. However, recent studies in Garpenberg mine (Sweden) have demonstrated that seismic repeaters and multiplets may represent significant portion of the total number of microseismic events (> 80 %) related to excavation operations. Detailed seismic analysis, involving template matching, multiplet clustering, double-difference relocation, source parameter and mechanism estimation, and interevent time analysis, suggest that seismic repeaters represent brittle frictional parts (asperity) of creeping, planar shaped, pre-exiting structures of several meters length. It is furthermore suggested that seismic repeater occur preferentially in weak rock-mass materials (e.g. talc) associated with strengthening friction behaviors. These results may imply that postblast related stress redistribution may be governed by “silent” aseismic movements in preferentially weak rock mass materials, what questions the reliability and performance of seismic monitoring to survey stress evolution during excavation operations. However, once the seismic and aseismic coupling processes and the geological nature linked to repeater occurrences are better understood, their detailed monitoring bears also opportunities to survey and quantify aseismic post-blast stress transfer. Here we present ongoing investigations on repeater occurrences aiming at better understating on their geological and geomechanical origin. Furthermore, we try to develop advanced monitoring tools helping to quantify aseismic slip and to provide criteria for seismic hazard as asperity density and the related potential to generate larger dynamic rupture zones. For this respect a local monitoring network has been set up close to certain repeater target families. Furthermore, geological well log drilling throughout repeater occurrences as well as geotechnical strain measurements (e.g. extensometer, optical fiber etc.) are currently conducted to provide crucial information on the geological nature of repeater and to quantify and characterize background creep induced from excavation.

Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

Optimising flotation designs and innovations is a complex process involving many parameters, one of which is ensuring sufficient testwork is carried out at plant level before these innovations are launched in the marketplace. This paper will describe how modern design tools are utilized, what are testwork phases at various plants and how results and observations have helped to validate and optimise flotation design innovations. Scale-up of equipment has long been the prevalent trend, but how long can it continue? Are there other means for pushing the boundaries of present technology? Some present challenges and future directions are given in the light of theoretical criteria for scale-up and how it has been applied in practice. Very large flotation cells of 300 m3 size have been installed in New Zealand, and relevant results from the metallurgical and mechanical aspects are presented and discussed. Utilization of the cell volume is also important. New innovations in the hydrodynamic domain are presented and discussed. Means to enhance flotation of coarse and fine particles are shown with results from plant testwork. Accurate control of large flotation cells is vital to optimize yields and grades. Froth image analysis and intelligent level control are presented ? again - with relevant plant results.

Security engineering is similar to other forms of engineering – the design is guided by the loads, materials, and desired function. For facility design, the load is the threat. Facilities that are designed with considerations for explosive hazards are designed with a shot, or series of shots, of a given size and distance from key locations. These facilities range from office buildings and industrial sites in developed nations to military and police stations in contingency areas. The challenge is the design shots are not often communicated to facility owners and managers. If the hazards change, whether it’s due to an increased capacity to cause damage by a threat or a decrease in capacity by a structure, not knowing the design shot means not knowing if security design needs to change. Blast modeling is an engineering tool that can be used to reverse engineer what a facility is suitable for, as well as be a tool for modifying security design for new conditions. This paper will examine military and civilian examples, including a case study of a military facility that did not know their as-built conditions and had to be rapidly closed; due to the determination their security engineering shortcomings could not be mitigated.

"In a rewarding career spanning nearly two thirds of a century, the author has worked at the frontier of such diverse fields as the creep of metals, structure properties and production of novel dental and surgical materials, molten salt electrolysis for titanium production, greatly improving the productivity of large iron blast furnaces and of oxygen steelmaking. While each of these has given great satisfaction, special thrills have derived from the development of new methods for the continuous production or refining of both ferrous and non ferrous metals. A rewarding segment was the evolution of various aspects of WORCRA technology. Unfortunately, several of these inventions have been ""ahead of their time"". Introduction""I am greatly honoured by the convening of this meeting to recognise my contributions to pyrometallurgy. My appreciation is the greater because this is the third Howard Worner Symposium; the first took place in the University of Newcastle in 1988, close to my 75th birthday. It was arranged by the local branch of The Australasian Institute of Mining and Metallurgy with the theme, ""Frontiers in Pyrometallurgy"". The second was organised by the University of Wollongong in conjunction with the Australian Academy of Science and the Australian Academy of Technological Sciences and Engineering; it celebrated my 80th birthday and, at my request, covered a broad range of topics under the heading of ""Recent Advances in Science and Technology"". Now, this very international meeting on ""Injection in Pyrometallurgy"" has been convened by the G K Williams Co-operative Research Centre for Extractive Metallurgy in my alma mater. I am both delighted and honoured that the cosponsors are the TMS (USA) and ISIJ (Japan).Dr Madhu Nilmani consulted me about the field to be covered and I readily concurred because ""injection"" has been of keen interest to me since the beginning of the 1960s when I began my pioneering work on sequential oxygen (or air) injection into flowing streams for both refining of blast furnace hot metal to steel and for the continuous smelting-converting of copper and nickel."

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

Despite the attention belatedly bestowed on tidal power in recent years, it remains largely a potential rather than an actual source of energy. The resource is, practically speaking, non-depletable. Extraction is technically feasible and environmentally acceptable. The restraints against development are economic, and they could be removed by technical improvements, changes in the cost or availability of other energy sources, or simply by a change in the cost of money. The exponential rise in the demand for energy makes it inevitable that the tides will be harnessed sooner or later.

Most 3D geological modelling tools were designed for the needs of the oil industry or detailed mine planning and are not suited to the variety of situations encountered in other application domains. Moreover, the usual modelling tools are not able to quantify the uncertainty of the geometric models generated. The potential field method was designed to build 3D geological models from data available in geology and mineral exploration, namely the geological map and a digital terrain model (DTM), structural data, borehole data and interpretations of the geologist. This method considers a geological interface as a particular isosurface of a scalar field defined in the 3D space, called a potential field. The interpolation of that field, based on cokriging, provides surfaces that honour all the data. The 3D model and its parts are always consistent with the observations. New developments allow the covariance of the potential field to be identified from the structural data. This makes it possible to associate sensible cokriging standard deviations to the potential field estimates and to express the uncertainty of the geometric model. It also, for the first time, gives a statistically optimal, geologically sound way of interpolating geology, other than directly joining the dots as you do with CAD. Practical implementation issues for producing 3D geological models are presented: how to handle faults, how to honour borehole ends, how to take relationships between several interfaces into account, how to model thin beds over many kilometres, how to optimise lithological properties and how to integrate gravimetric and magnetic data. We describe all geology surfaces and volumes using implicit functions. These are then rendered onto the required sections, plans, etc. The estimation of orebody grades and tonnes, using an unbiased and optimal geostatistical technique, makes use of the stratigraphically bound 3D geology model. An application to the geological modelling of the Hamersley iron ore district, Australia, is briefly presented.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

The ever increasing trend of the gold price has meant that ore deposits that were previously considered too complex, or unattractive by virtue of their low gold grade, are now being investigated more closely. These ore deposits present a greater risk of failure than previously was the case. To ensure that the risk of project failure is reduced and the maximum value is derived from the deposit, its mineralogy, as well as other characteristics, should be well understood such that the optimum process can be designed.Quite often the flow sheet design is assembled using individual process components, from various sources, and without consideration of the complete system. Test work programs require careful planning and an open viewpoint in terms of comminution circuit design particularly with respect to ever increasing power costs across the globe. As an example, high pressure grinding roll (HPGR) technology in many cases offers better mineral liberation than the more traditional comminution devices and it does so at a reduced energy input, and yet HPGR test work is often restricted in its scope due to the perceived novelty of the technology and the resultant lack of generally agreed and accepted test work routes.In this paper the authors outline a typical HPGR test work process route driven by the needs of different ore types and illustrate that to optimise the project value, any test work program should start from the premise that thorough understanding of the ore is vital.CITATION:Bookless, T, Meadows, D and Pownell, J, 2013. The Gulf Coast, from New Orleans, Louisiana to Brownsville, Texas, is one of the largest high energy consuming areas in the United States. This region has areas of very high industrial density. The lower Mississippi River from Baton Rouge past New Orleans has a high industrial density. Lake Charles, Louisiana, the Orange-Beaumont-Port Arthur area, Houston (4 separate areas) and Corpus Christi all have the same high industrial density. This situation developed due to good transportation, good labor conditions, good weather and the abundance of cheap energy-gas and electricity. Obviously the latter had the greatest impact. The availability of cheap natural gas made Gulf Coast sites very attractive to energy intensive industry such as metals and petro-chemicals. The area was also very attractive to refinery development due to the large supply (endless?) of crude oil available. As we all know, the energy situation has changed dramatically in the last five years. The cost of a MMBTU has risen from the 17¢ to 19¢ level to a price of $1.95 to $2.10. The price of interstate gas, as defined by the National Energy Plan recently passed by Congress, was approximately $1.98/MMBTU escalated to October, 1978. It goes without saying, that this has had a major impact on doing business in the Gulf Coast. As fuel prices soared, different companies responded in different ways; but overall, industrial energy consumption along the coast was reduced 20% to 25% from 1974 to 1975. Since 1975 production and energy use has been increasing, however, production at some plants is still significantly below plant capacity.

The probable inadequacy of physical tests of coke for the purposes for which they are made has been a subject for discussion for many years. However, little has been published in this connection, even though most workers in the field believe that the physical properties of coke are of major importance in its utilization in the steel and allied industries. In fact, the reproducibility of the recognized tests is largely unknown or can only be approximated. This situation occasions many difficulties when attempts are made to judge the coke-production qualities of various coals or coal blends. During World War II the Coke Production Committee, composed of representatives from industry and the Solid Fuels Administration, concluded that study of existing testing methods and possible improvements would be of material assistance in answering questions relating to coke quality. Since that time the Bureau of Mines has taken samples of coke produced in industrial slot-type coke ovens in connection with studies aimed at extending coking-coal reserves by adding to the list of sources known to be suitable for this purpose. Testing procedures on these cokes were arranged so that the data obtained would yield information on (1) the degree of precision of tests commonly used in the industry, (2) the causes of the known poor reproducibility in several of the physical tests, and (3) possible improvements or modifications of existing physical testing procedures.

This paper describes four new families of flotation products which are currently being introduced at the industrial level. A brief summary of the chemical basis behind each product family will be given. This is then followed by a selection of flotation examples which illustrate the more important use characteristics that have been observed to date. It is becoming more apparent with further testing that these four new product families can offer both technical and economic advantages to the industrial flotation process operator.
