Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. It describes several methods of assessing blasting vibration impacts, innovative uses of blasting for excavation and the mitigation measures employed to provide the best outcome for all project stakeholders.CITATION:Bedford, N and Muir, J W, 2014. Computers are a valuable tool to the aggregate industry and should not be overlooked. The selection of proper mechanical components is necessary. Merely the addition of a computer to operate a mechanical system will not guarantee that the system will work. Material delivery by rail or truck for stock-piling and intra-plant material transfer can be accurately supervised by automation with simplified controls for the layman to use. There are mechanical problems that occur in material blending and load-out systems when such a system is automated. Such things as material flow, bridging, stockpiling methods, overloading of equipment and safety must be considered. How these problems can be overcome by proper selection of compatible mechanical and computer equipment will be discussed. Also, there are many individual material circuits in a plant that can be computerized at a nominal cost. This type of computer installation will not necessarily result in increased production, but it will produce greater efficiency in manpower. These small computers, binary counters, memory circuits and other devices and their application to the aggregate industry will also be presented. A careful evaluation of the mechanical and computer inter-relationship by someone understanding both "Rocks and Electronics" is essential to proper handling of material by computers. Computers for the mining industry may be either digital or analog computers. Unless the computer is to control some type of chemical process, such as a cement plant, the, analog computer is not required and the digital computer' will be quite adequate and less expensive.

This study was undertaken to provide a more adequate knowledge of the chemistry of the sulfide volatilization process for recovery of tin from low-grade Bolivian ores. The investigation was partly supported by the Department of State under its program for scientific cooperation with South American republics. The results of this investigation demonstrate the conditions under which cassiterite (Sn02) may be converted to stannous sulfide by reaction with pyrite or sulfur vapor, Quantitative data are given on the rate of sulfidization and on the vapor pressure of stannous sulfide.

The surface-to-inseam (SIS) directional drilling technique has been utilised at Oaky Creek Coal for more than a decade to predrain both the Oaky No 1 and Oaky North mining areas. The cumulative drilling program constitutes a total of 140 lateral and 200 vertical holes, and 405 km of lateral drilling.The use of SIS gas drainage has been successful with the following site-specific benefits being recognised:ability to drain German Creek seam gas contents to residual gas levels of new mining areas within an 18-month period from commencement of well productionstructural geological verification of the mine design well in advance of development mining occurring in an areaability to conduct successful predrainage of the overlying Aquila seam to reduce subsequent goaf emissions.Appropriate and up-to-date geological knowledge during the design and drilling process is a significant influence to achieving success. Vertical production wells need to be located in a position that is most effective to remove water from hole. The lateral hole should not include intersections with significant geological structure.SIS drilling provides continuous seam roof/floor data to help define seam geometry and locate geological hazards with high accuracy. In faulted ground and with variable seam gradients, SIS data can resolve geological ambiguities from seismic sections and enhance seam correlation that would otherwise be available only from discrete and closely-spaced infill vertical exploration drilling.Here, we review some examples of SIS configurations and practice to highlight key learnings in drilling long inseam holes (up to 1900 m per arm) ahead of development and mining. An example of market development is described. The market in rail-lake movement of coal is vital to a rail carrier because of its location. This market is threatened by nuclear and other competing fuel sources and by depressed all-rail unit train rates, The first step to develop the rail-lake transportation market consists of rate adjustments and tariff changes to force tighter scheduling of mines, railroad, port and boats, and thus reduce cost. The second step provides a surge pile at the port to eliminate most of the seasonal disadvantage of rail-lake movement and reduce car detention at the port to almost zero.

Simulation models have been widely used to analyze the operations and characteristics of a variety of systems. Such models mimmick a projected reality by analyzing the interaction of the events, transactions, and facilities which combine to make up the system. The models are structured as a computer representation of the system components and their logical, precedence and timing relationships. The operation of the system is then simulated over some finite time interval to gather analytical and staistical data. This paper presents a method whereby bulk handling systems, either actual or proposed, may be analyzed by means of simulation models to project the enconomic consequences which may be expected from the system over some future time interval. An example is given to illustrate the construction of bulk handling simulation models, the derivation of performance data, and the analysis of the information with an eye to effective decision making.

"The purpose of this study was to establish the impact of discount rates on cut-off grades for narrow tabular gold deposits as characterized by the goldfields of the Witwatersrand Basin in South Africa. There are various methods available for determining the cut-off grade, from simple breakeven calculations to sophisticated software packages that consider a variety of inputs to optimize the cut-off grade. For this study a simple financial model was created in Microsoft Excel® that links the ore flow, block listing, and the cash flow. This allows the cut-off grade to be optimized considering how the cost of capital and chosen discount rate affect the cash flow.The discounted cash flow (DCF) and resultant net present value (NPV) are a widely used valuation method for production properties according to the South African Code for the Reporting of Mineral Asset Valuation (SAMVAL Code). The financial model in this study utilizes the Solver function, as well as simple Microsoft Excel spreadsheet formulae to optimize the NPV. Solver was chosen as it is a standard feature in Excel and thus no additional software costs are incurred beyond the basic Microsoft Office suite. For the purpose of this study, just narrow tabular gold deposits of the Witwatersrand Basin were considered. An example of a typical ore block listing, as well as the costing figures, was obtained from an operating gold mine. The results obtained from the study financial model were compared to the current cut-off grades obtained from the mine using their proprietary optimizer program, and were found to be comparable. The methodology utilized for this study thus appears valid.The cut-off grade was optimized considering the cash flow, which includes the variable mineral resource royalty tax, the variable gold income tax, as well as the discount rate. By comparing the resultant NPVs using discount rates of zero, 9%, and 12%, the impact of the discount rate on cut-off grades, resultant life of mine, and average mining grades (AMG) could be compared for the example ore block listing. The South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code) does not require operations to state if a discount rate was considered in determining mineable reserves. Mining companies approach the question of applying discount rates in determining their cut-off grades, and thus mine planning strategy, in different ways. Due to the negative impact that optimizing purely on NPV has on the life of mine, some choose to optimize only on profit. Other companies have reverted to utilizing pay limits as their primary grade planning strategy. The calculated cut-off grade is then considered to be another planning indicator rather than a hard determination of mineable reserves."

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

The Grasberg copper-gold deposit was discovered in Spring 1988, just one year prior to the planned closure of Freeport Indonesia's original Ertsberg open pit copper mine. In spite of Grasberg's remote location, 600m above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought their latest open pit mine into production in the last week of 1989, less than two years after discovery. This paper describes the start-up of the operation, highlighting synergies drawn from both the original Ertsberg experiences and the current Freeport Indonesia underground mines.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

The possible value of the red hematite iron ore of the southern Appalachian States, if some practicable method of concentrating it could be devised, has long been recognized. The ore is very low grade, and although in enormous quantities, particularly in the States of Alabama, Tennessee, and Georgia, is only at a few points rich enough to work, and even the best of it ranks among the lowest grade iron ores being mined in the United States. A cheap method of beneficiating this ore would make enormous quantities available and vastly increase the iron-ore resources of the country. However, this low-grade ore in effect constitutes a potential iron reserve, and as long as ample quantities of ore can be obtained elsewhere the question of its utilization does not demand immediate notice. Where these ores are in part of workable grade, however, a problem of more immediate importance arises which, from considerations of economy and prevention of waste in their mining, ought to be solved or, at least, attacked as quickly as possible. Where these ores are being worked they are usually intimately associated with lower-grade material that in mining is left behind. The difficulty and expense of going into ground broken by old workings makes the recovery of this lower-grade ore practically impossible and it is lost forever. Success in concentrating the red ores, therefore, would save material that is now being irretrievably lost. The successful large-scale concentration of law-grade ore in the last few years on the Lake Superior iron ranges should encourage the attack of similar problems in the Birmingham district.

Consumption of Diesel fuel oil in the United States has increased very rapidly during recent years. At the present time approximately 5 percent of the crude oil refined in this country is said to be processed for this purpose. This figure represents approximately 20 percent of the total distillate-type fuel oils now being produced in the United States. One factor contributing greatly to the recent increase in consumption of Diesel fuel oil has been the conversion from steam locomotives to Diesel engines by a number of railroads. Other contributing factors are greFl.ter use of Diesel engine8 in buses, trucks, tractors, water craft, and stationary power plants. The growing importance of Diesel fuel oil has resulted in a need by the petroleum industry, engine manufacturers, and consumers for more information regarding the types and quality of Diesel fuels currently being marketed. To supply this information, the American Petroleum Institute and the Bureau of Mines, United states Department of the Interior, under a cooperative agreement, have conducted a survey of Diesel fuel all produced in refineries in this country during 1950. Under the agreements, samples of Diesel fuel oil, representative of actual shipments, were analyzed by the manufacturers in accordance with instructions issued by the Fuel Survey Panel of the Automotive Research Committee of the American Petroleum Institute. Results of the analyses were transmitted to the Bureau of Mines, and that agency has studied the data and compiled them by groups in comparable form as shown in the tables of this report.

The prevention of coal-mine explosions has been one of the chief purposes of the Bureau of Mines. In facti the first Federal appropriation relating to mining methods, in 1908, authorized the investigation of the causes of mine explosions and the possible methods of preventing them. When that investigation started the mining industry had not determined the real causes of a succession of terrible coal-mine explosions in various countries, culminating in the great disasters at CoulTièl'es, France, and Monongah, W. Va. Coal dust as an agent of widespread explosions had been under suspicion, and watering to allay the dust was recommended by some mining engineers but the watering of coal-mine dust was adopted in comparatively few mines of the United States and Great Britain, and had not been introduced widely in any country except Germany. Rock dusting, another method of preventing explosions of coal dust, was early tested with success by the Bureau of Mines in its fist gallery at Pittsburgh and, beginnig in 1911, at the experimental mine, Bruceton, Pa. Several of the fist publications i of the bureau suggested that rock dust be used in gaseous or dusty bituminous mines, and in 1915 Technical Paper 842 strongly recommended it. Since that time additional tests in the experimental mine have fully confied this :ft judgment.

The first reaction in organizing a project of magnitude is that it's the same as smaller projects -- just bigger. This is not totally correct. The industry's record of completing big-money jobs on time and within budget is not outstanding. From a personal point of view, my question is: What is the project size at which controls are lost? Is it controls? Is it the number of pieces of equipment? Is it the number of decisions to be made? The slowness of communications? Or is it a combination of all of these? In working on multimillion-dollar jobs, the percentage of overrun seems to be lower or show an underrun when the following basics are followed: 1) Preplanning is intensified 2) Data gathering is complete 3) Approach is optimized 4) Planning is realistically scheduled 5) Changes are minimized 6) Decisions are expedited

Introduction Very little fundamental research has been done on asbestos fibre to cake maximum advantage of its properties and to determine in what commercial products it can best be utilized. For the research chemist who is associated with asbestos development work, a thorough study of mineralogical information on asbestos deposits would furnish reliable information on the rock formations and the mineral impurities closely associated with the asbestos. Furthermore, ?he must have an intimate knowledge of the uses of the fibre in various products so that he can visualize the importance of the fibre and the role it plays in industry. Some of the properties of asbestos fibres such as strength, composition, length, harshness or softness, and mineral associates are of considerable importance to the manufacturer because they are responsible for many production difficulties. Fibre Strength It has been known for some time chat asbestos filaments have considerable tensile strength. These strengths have been referred to merely as 'weak' to 'very strong'. Not until recently have numerical values been applied to the strengths of asbestos fibres. But today we can take a thin fibre filament and mount it between two holders and apply a gradually increasing load or pull until the fibre breaks. By measuring the cross sectional area of the filament and the amount of load applied, we can calculate the tensile strength of the fibre in terms of pounds per square inch. This type of test is slow and rather difficult, but the fundamental data obtained furnish important basic information that can be applied to mechanical processing equipment and to certain asbestos products.

WITH the example of the steel open-hearth men and their round table conference before the copper men, the query naturally arose "Why cannot we do likewise?" The advantage of pooling and comparing knowledge on smelting in the copper reverberatory furnace seems particularly pertinent at this time when all metallurgical economies possible must be rigorously enforced. A great deal of data had also been obtained and filed during the period of litigation over the Carson patent, and it would naturally be available with the cessation of further suits. With these ideas in mind, H. Foster Bain took up the advisability of holding such a conference directly with the heads of all the companies in the United States operating copper reverberatories, and found a nearly unanimous response. The mining companies appointed representatives directly, or indicated to the heads of various metallurgical operations what members of their staffs should be sent to such a conference.

THE formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write-and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore . able to present an authoritative sketch-concerning the details of which I shall add my own comments, and some particulars obtained from others of his personal friends. James Duncan Hague was born Feb..24, 1836, at Boston, Mass., where his father, Rev. William Hague, D.D., an eminent clergyman, then resided. After a preliminary, education in private. schools, be studied in 1854 at the, Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. S. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property.
