Introduction The prosperity of any country today is dependent upon the efficiency and growth of its primary steel industry. The ?march of the United States of America to its present commanding position in world affairs parallels the growth of its steel industry. The remarkable growth of that industry was possible only because bountiful providence endowed that country with adequate supplies of the raw materials necessary for steel making -coal and iron ore. If we accept this hypothesis, and surely we must, then to what extent can we envisage the future of our own country? This symposium deals with the most important of the raw materials required for steel making -iron ore. If we are blessed with a bountiful supply of iron ore, then surely a glorious future awaits only our taking advantage of that blessing. It is becoming increasingly evident that Canada has immense iron ore deposits. It is my privilege to make you acquainted with one of these, one that can only be classified as among the more important ore reserves in the world. I refer to the Wabana ore deposits in Newfoundland. Location These deposits lie under the floor? of Conception bay, off the east coast of Newfoundland. They consist of a series of beds which outcropped for a distance of about three miles on the northeastern shore of Bell Island, dipping at approximately 8° toward the northwest. This three-mile outcrop is the only key to the occurrence.

WHAT is an engineering opportunity? To the mining .engineer the natural assumption is that the first requisite 'is a mineral deposit, but, of course, it is not so simple as that. There are at various points on the earth really very great mineral deposits which, on account of geographic location, backwardness of the country, or hostility of its natives, are now, and for a long time to come will be, quite valueless. The mining engineer, and for that matter the civil engineer, is more dependent upon the decisions of capital than upon any other factor in his profession. Ordinarily it is to be assumed that money will go to any place where it is clear that an adequate return upon its investment can be secured, but for many years it has not been safe to depend upon this. ' As already stated, there are many places where local conditions are such that mining is not safe to engage in and there are still other places in which conditions have been so aggravated by the Great War and by the social unrest which has upset the Asiatic region that capital is naturally most reluctant to venture, even when engineering data makes the undertaking appear attractive. It will be evident, I. believe, that there are many factors vital to the success of a mining enterprise in some of the remote countries which we do not have to consider in the United States and which do not, in fact, exist here.

Objective To develop safety training tools for mine safety and health professionals that fill gaps in currently available materials. Background Over the past 4 years, NIOSH has developed and released a series of training videos targeted at underground mine safety. These videos were developed in close cooperation with the mining industry and safety training professionals and were intended to provide realistic, interesting, effective training to both new hires and experienced miners. The videos cover the mining cycle, starting with the breaking of the rock (Handling Explosives in Modern Mines), making certain the work area is safe after a blast (Rock Falls— Preventing Rock Fall Injuries in Underground Mines), installation of ground supports and recognition of failed supports (Miner Mike Saves the Day), and hauling both ore and materials in the mine (Hazards in Motion). A separate video (Hidden Scars) captures the story of a fatal rock burst through an interview with a miner who nearly died and who lost his partner in the accident. These videos have been extremely popular in the mining industry and are being used across the nation as well as in 18 other countries. Two of them, Rock Falls and Miner Mike Saves the Day, have won Alice Hamilton awards, NIOSH’s highest recognition for Excellence in Occupational Safety and Health, in the Educational Materials category. Approach A recently completed independent evaluation of the SRL mining videos identified five themes that mine safety trainers consider necessary for successful training materials: high quality, credibility, accurate content, effectiveness, and an engaging nature. All of the NIOSH videos were rated very high for each theme. Using these measures of effectiveness, a more difficult challenge has been undertaken. Much has been written in the mining industry about the coming turnover in employment. The average age of miners in the United States is approaching 50, and many of the “experts” will be leaving the industry as they reach retirement age. The mining industry, like many industries involving skilled labor, relies heavily on a master-apprentice relationship between new hires and older miners. New hands learn from experienced miners. Their learning falls into three primary categories—they learn what’s important to know, they learn how to do things correctly and safely, and they learn the culture.

"The maintenance of permissible equipment which is tested and inspected at the Pittsburgh Experiment Station of the United States Bureau of Mines is dependent to a surprisng degree upon the voltage at which the equipment is operated. The difficulty of maintaining 500-volt equipment is frequently brought to the bureau's attention, and it is quite possible that if the bureau had appreciated at the beginning the full hazard involved, it would never have undertaken the approval of equipment operating at voltages greater than 250 volts.In this connection, the following statement from State mine inspection departments and other sources are of interest as showing the general feeling in safety organizations with respect to voltages higher than 250. These statements, although obtained as a result of a questionnaire sent cut several years ago, still apply very well to present conditions.A. I have not had time to consider seriously the proposed change from every angle, but looking at it from a standpoint of hazard, feel that the danger would be greatly increased. I have always occupied the position that underground voltage on portable equipment should never exceed 250 volts.High voltage of course would mean smaller transmission lines, which would be more economical and no doubt would require in several instances smaller equipment; notwithstanding, if this statement is true, the writer is still favorable to low voltage on underground portable equipment.B. I believe 500 volts should be the limit on the best equipment ender the best conditions and that the U. S. Bureau of Mines should do all in its power to limit the voltage to 500 volts on permissible equipment, as any increase in voltage means increased hazard.C. I will refer you to a section of our mining law, entitled ""An Act to Regulate the Tine of Electricity in the Mines of the State of ----"" which reads in part, as follows: Trolley wires, or other exposed electrical wires, shall not carry a voltage above 275 volts.You may readily see by this that we are not permitted to operate mining machines under ground in -----, with more than 275 volts at the terminals, except that we are permitted to install transforming stations throughout the mines, after complying with certain regulations at the mine.However, as we have had to date, within the calendar year of 1925, six men electrocuted in the mines of the State, using a voltage of 275 volts, I am of the opinion that if this voltage was increased, the hazard would also be increased in proportion.D. I do not care to make a statement for publication: however, I am referring you to our mining laws. On page 27 and 28 you will find what the laws of -----¬require relative to the installation of electricity in the mines.""Hereafter where electricity is installed no higher than two hundred seventy-five (275) volts shall be used underground, except for transmission, or for application to transformers or other apparata, where the high-voltage circuit is stationary. High-voltage motors, and transformers, shall be installed in suitable chambers, built of fire-proof construction, and well ventilated, and shall not be placed on intake, or between intake and return air courses. All high-voltage lines lines and apparata must be clearly marked, to indicate their danger. Main and distribution switchboards for high voltage shall be made of insulating and incombustible material, such as marble or slate, and to be free of all metallic veins, or of material equivalent thereto. Same shall be installed in a dry place. All switches or other instruments used in connection with high voltage shall be installed on suitable switchboards, with at least a three-foot passageway in front and rear properly floored, and kept looked by a door at each end that can be opened from the inside without a key. With higher than medium voltage, there shall not be any live metal work on the front of switchboard, and the entry circuit must be protected by an oil breaker s"

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

The purpose of this investigation was to assess the environmental impact of the surface mining methods currently used in the steep-sloped areas of Central Appalachia: southern West Virginia, eastern Kentucky, southwestern Virginia and northeastern Tennessee. Comparisons are made between mountaintop/cross ridge mining, contour strip, augering and an innovative method surface shortwall mining which was attempted at Julian, West Virginia. Included in this final report are a discussion and analysis of current Appalachian production, reserves, and the extent of land affected on a county- by-county basis. Additionally, the seams within the steep sloped region have been assessed according to minimal standards of thickness, surrounding lithology, and areal extent to determine their amenability to surface shortwall mining. These seams have been tabulated with their ash, sulfur, and BTU content on a county-by county basis. Only minimal statements are made concerning quantity because of the narrow set of conditions required by the shortwall method. Other sections deal with the possible technical failings of an operational surface shortwall system based on field studies at shortwall operations, discussions with people experienced with shortwalls and research into ground control problems at sites where short- and longwall operations have been monitored. A final section details proposed additional research directions which the Bureau might take in the future.

This report has been prepared, not only for the purpose of recording the results of the first series of coal-dust tests conducted in the experimental mine of the Bureau of Mines, but also to place before the mining public a description of the mine and an account of the objects sought in its establishment. Soon after the organization of the technologic branch of the United States Geological Survey, J. A. Holmes, then chief of the branch, concluded that for the solution of various problems relating to the causes and prevention of mine explosions it would be best to carry on large-scale tests in a mine rather than in a surface gallery. The idea of utilizing the underground passage of a mine for making explosion experiments did not at' first meet with general approval among investigators in this country or abroad. Many thought a mine passage was not a proper place in which scientific tests could be conducted, as great difficulty in controlling conditions was expected. However, after all arguments for and against such an investigation had been carefully considered, plans for opening an experimental mine were definitely adopted by the Bureau of Mines in 1910, and an allotment of funds was made to carry out the project. The first endeavor was to find an existing mine suitable for the purpose, but the mines offered by owners were either worked out, were wet, had poor roofs, or presented complications of various kinds, so that it was finally decided to open a mine if a site could be obtained having natural conditions that would fill the various requirements. A most desirable location was found on property of the Pittsburgh Coal Co., near Bruceton, Pa. The president of this company, Mr. W. K. Field, the general manager, Mr. G. W. MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. It is well known that the crushing and grinding steps in the mineral processing of ores represent a substantial proportion of total energy, cost and carbon emission in mining. For instance a recent study calculated that 36% of the energy consumed by gold and copper producing mines in Australia was attributable to comminution (Ballantyne et al, 2012). Understanding this component of a business is essential in a world seeking to lower production costs, improve earnings and reduce its carbon footprint. The issue commands the attention and support of industry leaders in the mining sector, government, equipment manufacture, engineering design and research organizations. Furthermore, several researchers have often stated that globally, comminution processes consume between 3-4% of the world?s electrical energy production (Daniel and Lewis-Gray, 2011). In 2009-10, Australia?s Federal Government Energy Efficiency Opportunity (EEO) participants in the mining sector used 336.5 PJ, representing approximately 6 percent of Australia's total energy use. It is evident that the current practices of breaking rocks in tumbling mills are relatively inefficient (Fuerstenau and Abouzeid, 2002). Research and improved engineering design has established that a range of improved blasting, crushing and grinding techniques and flow sheets may lower project costs and carbon footprint. These include relatively simple process flow sheet strategies such as gangue rejection or pre-concentration prior to size reduction, a better combination of grinding technologies (both current and new systems), and selection of coarser grind sizes where ore and waste mineralogy allow. Yet, despite this systematic and detailed research, the industry remains somewhat reluctant to implement these strategies. CEEC (Coalition for Eco-Efficient Comminution) was established in 2011 to support knowledge sharing and change in an area of high-energy consumption for the global mineral industry. CEEC is a not-for-profit industry company, funded by grants from world wide industry companies, whose mission is to accelerate knowledge and technology transfer in the field of energy-efficient comminution. The key benefit to the mining sector arising from CEEC?s activities will be an increase in the rate at which more energy-efficient comminution data sets, processes, and technologies are developed, demonstrated, shared and applied. This will contribute directly to the industry?s target of reducing operating costs and carbon emissions. CEEC International Ltd and JKTech Pty Ltd teamed together to facilitate the inaugural CEEC Workshop, in June 2012. The purpose of the workshop was to produce a roadmap to provide guidelines for how (1) operations can achieve best EEC practice in the short to medium term, in collaboration with vendors, engineering companies and other service providers, and (2) what R&D is needed to achieve paradigm change in EEC in the medium to long term, e.g. 75% reduction in comminution energy in 10 years.

AUSTRALIANS and New Zealanders, whose countries have respectively yielded gold to the value of £666,000,000 and £96,000,000, are taking full advantage of the current high prices for that metal. There is a marked activity in ordinary prospecting, geophysical exploration, further development of working mines and reopening of old properties, formation of new companies, installation of new equipment and processes, and expansion of operations generally. Australian gold production last year was approximately double the quantity of 1929 and its value three times as great, 1929 being the low of recent years. The 1933 production was about 821,000 oz. From New Zealand, 165,000 oz. was exported last year. Papua and New Guinea contributed slightly over 100,000 oz. What the future price of gold will be nobody knows, but, even if it returns to the former level, Australian producers are almost sure of 110 shillings an ounce until 1940 through the Commonwealth Government's Gold Bounty Act, at present temporarily and necessarily suspended from operation.

The design and effectiveness of ground consolidation to regain stability of longwall faces vary widely and are often based predominantly on-site precedence or what were considered successful applications at other sites in similar situations. Little is known regarding product migration characteristics or change in rockmass conditions as a result of the application of consolidation chemicals. This paper presents the in-situ testing rationale designed and implemented recently across several longwall operations in the Bowen Basin, Queensland, Australia to provide quantitative measurement of the actual zone of influence of various resin injection products. Product migra- tion was physically measured by monitoring the change in rockmass temperature as a result of the exothermic chemical reaction of the various strata consolidation chemicals used. In conjunction with strata coring and Lugeon transmissivity testing pre- and post-injection to characterise the improvement in rockmass conditions due to consolidation product injection. The results of the testing programme, migration measurements, and rockmass assessment are presented, along with a discussion on how site- based Rock Mechanics Engineers can incorporate the data into the design of strata consolidation plans.

As someone who has enjoyed photography as a hobby for many years, aerial photography to me has always been an exciting way to give a different perspective to my images. Our industry is always in search of new technology for bet­ter and more cost effective methods to improve our trade and aerial photography is a great tool to improve project planning or document its progress. It has typically involved conventional aircraft both fixed wing and helicopters but neither method is always available or cost effective. The lat­est innovation since digital imaging is the development of Unmanned Aerial Vehicles (UAVs) or drones. But there is a lot of uncertainty with this amazing new technology’s fu­ture in the U.S. as the Federal Aviation Administration (FAA) is under review and development of UAV regulations for commercial use which are slated to be completed in 2015.

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). A HISTOR Y of the development and application of instruments, from the simplest U gauge to a modern indicating recording controller, would contain many interesting accounts of difficulties experienced and over-come. Important as is the history of development to any branch of science, this phase will, of necessity, have to be omitted from this paper and remarks confined to the results from the use of instruments in their present form. The steel industry bas, in the past decade, become increasingly instrument minded. More than ever, economy and adherence to doser specifications are demanded, and any tool that will aid in attaining these objectives by intelligent application and use finds a ready acceptance. The open-hearth furnace bas offered a field for instruments which is different from almost any other and one in which even a small percentage saved in operating costs may represent a considerable sum. Nevertheless, this department of the steel industry has been more cautions than most others in accepting the benefits which automatic control bas given on many other types of industrial furnaces, and one is puzzled why open hearths have not more generally benefited by the application of controlling instruments. The furnace operator bas to adjust the same three main valves that control fuel, combustion air, and stack draft as on most other furnaces, with the additional regulation of reversing the furnace. He is just as aware of the importance of proper draft control and correct air volume to burn most economically the applied fuel as any good boiler-plant engineer. What, then, are the special conditions that pertain to the open-hearth furnace?

(Communication to the Secretary) : The investigation so fully described by Mr. Laudig was undertaken with the idea of determining if it is possible to learn by expesiment, without an actual trial in the furnace, what economical results can be expected from the use of a given ore-mixture. The research was necessarily preliminary, and the results obtained are only to be depended upon so far as they relate to the samples treated. With the exception of the ores obtained from the stock-piles of the Buffalo Furnace Company, and several samples taken at a neighboring furnace, there is no certainty that the ores represented the average shipments of any mine. For this reason the publication of the names of the ores might do producers a great injustice. The names of the ores arc therefore withheld, and their identity is further .veiled by leaving out of the analyses the phosphorus-contents. The investigation was begun with the preconceived idea that the rate of reduction would be found to be dependent upon the accessibility of the particles of the ore to the action of the reducing-gas. In other words, a spongy, brown hematite or a very fine Mesabi would be the easiest reduced. I had formed a scale with No. 21 first, No. 30 second, No. 1 third, Nos. 5, 24, 25 and the remaining Mesabis fourth, etc , which is sufficient to show how much actual results differ from a judgment based on physical characteristics. At noon his shift foreman stopped by his workstation. At 2:00 p.m. he was contacted by phone by a fellow belt drive attendant. At 5:00 p.m., he was found dead by the oncoming evening shifter.

Unfortunately, I don't know the unit cost per cubic yard of treatment. I reflected on that yesterday and I don't think that we considered the use of micropiles. They could have been an option. The challenge may have been picking up some of the lateral load but I think the micropiles could have been installed on a batter and perhaps extended to rock. We could have considered them, but I do not believe we explored micropiles as an option for this project.

The rapid growth of mining development, along with the shortage of skills and training globally are reflected in an increasing need to identify the ideal conditions for employee wellbeing and investigate ways to improve quality of life of miners and their families in remote locations.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights.
