"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

Along with other phases of mining , the ventilation of metal mines has been affected by the business depression of 1930. As might be expected , some of the results are favorable , and some are distinctly disadvantageous to progress . Probably the worst effect of the recession of mining activity is that , as usual , one of the first departments of almost any industrial establishment ( and this is especially true of mining ) to be curtailed is that which concerns what might be called welfare work , such as safety , health , etc. , and ventilation : in consequence , a number of men who were employed mainly on ventilation work in metal mines are now out of employment and their former duties either are being handled by others as only part of a crowded routine or are being allowed to lapse . On the bright side of the picture is the following paragraph from a letter by the ventilation and sarety engineer of the United Verde Copper Co. , Jerome , Ariz . , indicating that money and effort expended on ventilation during " flush " times give results which aid in money savings when depression comes : The desirability of absolute control over the ventilation system has again been demonstrated at this mine . Under full operation we have been using approximately 500 hp . to drive our big fan . Under curtailed operations we naturally do not require as much air , so by sending the air only where needed and airing out all other places periodically to keep timber , etc. , in good condition we have been able to economize in the quantity of air required . The fan speed has been reduced and the power dropped to 300 hp . , thus effecting a material saving in the power bill , and still maintaining an efficient ventilating system . "

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. (UNEP 2017) The European Union has already begun to de-scribe pathways to decarbonization. PART I.-GASES IN INDUSTRY INTRODUCTION THE part played by gases in industry can be considered from at least four distinct viewpoints, viz: (1) As air to support combustion and life and do various kinds of work (2) As fuel, or as essential to certain chemical processes (3) As sources of danger from explosion or fire ( 4) As hazards to man's health The present paper deals with gases only insofar as they are sources of danger, or are hazards to health. It may be noted, however, that, in point of tonnage, air is one of the most important materials handled in any industrial plant. In the operations of the Consolidated Mining and Smelting Company, for example, 138,000 tons of air are handled daily, the only material exceeding this figure being water. The United States Bureau of Mines has listed no fewer than seventy-four gases and vapours that, under certain conditions, may be considered as ex-plosive or dangerous (poisonous). It is becoming evident that traditional methods of econometric analysis are inadequate in estimating-the long-run supply of minerals. Econometrics is limited to extracting estimates from observations of the theory predicts that the least cost deposits will be exploited first.1 The estimation of parameters from past data then must lead to biased projections of the future. Mining conditions in the future will be worse than in the past and it is the impact of the future conditions on cost that we need to know. In this paper we present a methodology for dealing with this problem. We estimate a "cumulative cost" function that yields the long-run marginal cost of mining as a function of cumulative output produced over time.2 This is relatively easy to do for coal mining in the United States where exploration for new deposits is not a major factor in supply. The first step of the procedure relates cost to the rate of output and to the geological conditions of the mine. The second step combines geological information on remaining deposits with the cost function to yield the cumulative cost function. A central theme of both these steps is the interaction of economics with geology. The best deposits are selected first and in each step of the estimation allowance must be made for this fact. The problem of depletion is part of the general problem of structural change. The change through depletion in the nature of the exploitable mineral stock is only one factor that calls for an analysis sensitive to the changing circumstances of the industry. This Bureau of Mines publication considers the feasibility of augmenting the present transportation system by pipelining taconite concentrates from the Mesabi Range to the Chicago area. The cost of pipelining in the hypothetical system using water as the carrier is estimated to be between $3.66 and $3.97 per long ton. This appears competitive with the 1970 rail-vessel transportation rate of $4.08 even after allowing a few cents per ton for barging from the terminal to existing furnaces. Political obstacles requiring solution before such a pipeline could be built and the feasibility of using crude oil as the carrier fluid are also discussed. FORTRAN routines used to calculate unit transportation cost for specific estimated values of cost items and for a range of values are presented. The effect of deviations from estimated values of cost items on the total unit transportation cost are shown graphically.

The paper describes experiments at the Somerset Mine, Colorado, under a cooperative agreement between U.S. Steel and the U.S. Bureau of Mines. A test was made of the tube bundle method of mine air sampling which was developed for European longwall mines; some 300,000 running feet of tubing provided continuous monitoring at 39 locations. Carbon monoxide concentrations were obtained with standard deviations of less than 1 ppm and oxygen concentrations with standard deviations of less than 0.20 percent. A base level of CO index (ppm CO evolved/pct 02 removed)) was determined to be 0-20 through most of the passageways of the mine. However, in one working section where the coal was initially hot (about 180°F within a pillar) the CO index was demonstrably higher, >20 trending upward to about 60 when smoke appeared and the section was sealed. The data are discussed in terms of laboratory experiments on CO evolution from coals.

During the summer and fall of 1973 a series of Skylab and high-altitude aircraft overflights provided excellent hard-copy photographs of the Great Basin. These photographs, with a wide range of ground resolution were used by the NASA Project of the University of Nevada, Reno, to conduct specific geologic studies. The principal objectives of these studies were to: select individual areas covered by Skylab photography for detailed studies, develop mapping techniques using varied film-filter products with a wide range of ground resolution, compare the results of the mapping techniques to existing geologic maps at comparable scales, verify the results wherever possible by direct field observations. These studies were conducted by Jack Quade and Dennis Trexler and by graduates and undergraduates of the Reno campus under a contract with the Manned Spacecraft Center Houston, Texas.

Derelict and ownerless (D&O) mines in South Africa have been an ongoing concern for over a decade. While some progress has been made to rehabilitate D&O asbestos sites, significant work remains, exacerbated by the growth in illegal mining. There are concerns regarding the accuracy and transparency of the D&O database, lack of oversight, and constrained funding, and the government is increasingly looking to the private sector to fund rehabilitation. Given these challenges, a new, sustainable approach to D&O sites in South Africa is needed to bring clarity and transparency to the process, recognise responsibilities and promote partnerships, and explore economic opportunities at D&O sites to reduce the financial liability and respond to the growing demand for critical minerals. This article has three components: i) reviews of international D&O good practices; ii) it analyses South Africa’s current approach and the D&O sites; and iii) proposes a D&O framework that addresses data, risk ratings, responsibilities and rehabilitation, economic opportunities, and stakeholder engagement. The study finds that the majority of the 6,100 so-called abandoned D&O mines are quarries and mine site features, 16% are operational, at least 11% have owners, and only 752 (12%) require rehabilitation. The framework aims to bring clarity and fairness to decision-making and to assign risk and responsibility for rehabilitation and seeks to incorporate economic opportunities to reduce the financial burden of rehabilitation, create jobs for local communities, and respond to the growing demand for critical minerals for the clean energy transition.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

Mining is experiencing a difficult period of low profitability and declining productivity. To achieve sustainability, mining companies are challenged with improving output, quality and safety while decreasing costs. At the same time, organisations are having to manage a workforce in which individuals no longer accept a traditional style of management, employees prefer more flexible employment, and diversity within teams is becoming the expected norm.Increasing organisational diversity has been shown to have a positive impact on performance and therefore sustainability. Gender diversity and equality between working men and women is the area most studied in this regard. Executives are becoming more aware of the correlation between gender diversity and performance with some larger organisations having dedicated resources to increase the number and status of women in their organisations. Despite this, limited improvement in gender equality is apparent globally over the last decade with some industries, including mining, going backwards. So why is this the case and what other strategies are available?In 2015, the United Nations Women National Committee Australia (UN Women NCA) in conjunction with Autopia released a white paper discussing the lack of visible change in gender equality despite the widespread implementation of merit-based personnel management strategies. Using research from around the world and thoughts from influential government, education and business leaders, the paper ‘Rethinking Merit’ debunks the myth of the meritocracy. It provides a number of recommendations for organisations committed to improving their performance and sustainability through diversity, including a variety of real-life company examples, instead of relying solely on merit-based decision-making.This paper takes the recommendations of ‘Rethinking Merit’ and applies them to the mining industry. It shows the relevance that rethinking merit has for the industry and why applying the recommendations can result in an increase in diversity, therefore enabling greater performance and sustainability of mining companies. This paper provides case studies from Aurizon, Iluka Resources and BHP Billiton and, as a guide for managers, a generic diversity strategy designed to be implemented alongside traditional merit-based personnel management techniques.CITATION:Hobbs, K, 2016. Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. Hydraulic fills are widely used in the tabular, steeply dipping stopes of the South African gold and platinum mines as an integrated process within a daily cycle of drill and blast. There is therefore only a small time window in which to fill the geotextile bags used as primary fill containment, without the risk of loosing production. Consequently, mines tend to increase the flow rate to the stopes, although this compromises adequate drainage, consolidation and strength development during filling. Recent underground measurements inside the geotextile bag have revealed that at high rates of rise and at 25 degrees dip, the backfill can remobilise within a limited area inside the geotextile bag during filling. This sudden downward surge of backfill exerts, for only a few seconds, additional loading on the geotextile, its supporting mesh and the props. This unstable behaviour poses a serious threat as it can push props out of place, thereby damaging the geotextile bag and causing a mud slide in the stope. To reduce the risk of accidents, the phenomenon of sudden slumping was further investigated for various filling conditions in the laboratory. The results confirmed that the maximum pressures associated with the sudden slumping can be more than five times those experienced during steady-state consolidation. Based on this new insight, the current best practice for hydraulic backfilling was critically reviewed. A practical approach to implementing meaningful standards is presented to ensure safe operations in relation to the consistency of the backfill quality and the appropriate matching of geotextile characteristics with backfill properties.

"Conventional design criteria assume that the fracture strength of a structural material exceeds its yield strength. Fracture below the design load is not expected, y et many structures have failed in this way. The causes of the fractures are almost always discontinuities such as cracks and welding defects. Linear Elastic Fracture Mechanics (LEFM or simply 'fracture mechanics') provides an analytical framework for assessing the influence of sharp defects on the load-bearing capability of a structure. Fracture mechanics techniques have reached the point of acceptance by ASME Design Codes for nuclear components, and ASTM Standards now include well-defined rules for measuring fracture toughness. Starting with a simple equation which relates applied stress and crack size, the influence of the material's thickness and yield strength can be calculated. Thus, the size of defect which will cause failure under the applied stress may be determined. Armed with this information, the metallurgist can assess the safety of a structure from the viewpoints of non-destructive testing standards, construction standards and conditions of operation throughout its service life."

The organic act passed by Congress in 1910 instituting the Bureau of Mines provided that the director of the bureau should promulgate such investigations as might be necessary to determine the causes of mine accidents and the best methods of preventing them. With the object of accident prevention in view, Director Joseph A. Holmes, and others who were pioneers in the bureau, conceived the Plan of having first-aid and mine-rescue training as one of the major activities of the Bureau. Out of this plan grew the first-aid and mine-rescue contests, which have been featured as an incentive for men to take courses in this type of mine safety training. The first appropriation for mine-accident investigations became available on July 1, 1908, under the jurisdiction of the U. S. Geological Survey, with Dr. J. A. Holmes in active charge. During 1908 there had been some first-aid training in the Pennsylvania anthracite field and a start made in Illinois, although there appears to be no exact information as to when or where first-aid training in the mining industry first became a reality, it is generally conceded that the St. John's ambulance corps of Scotland was one of the first - if not the first - to make the work effective. In 1911, to celebrate the establishment of the Bureau of Mines and the formal opening of the Pittsburgh, Pa., station, a first-aid and mine-rescue demonstration was conducted on Forbes Field, Pittsburgh. President William Howard Taft and many other men notable in public life were 2 resent. This was the first general national contest of the kind held it the United States; and since then there have been a number of nation-wide first-aid and mine rescue contests, as well as some which have been international in scope. There are over one hundred first-aid and mine-rescue contests of various kinds held annually in connection with mining and the allied industries.
