"New contracts for 65 million long tons of coking coal valued at over $900 million, over the next 15 years, herald the rebirth of Alberta's coal industry. The industry is optimistic that export orders may reach 20 million tons per annum by the mid-1970's. Coal will be extracted from underground and surface mines and it is expected that the total labour force will double from the present 1,200 men within the next two years. Ali the health hazards associated with coal mining are likely to be encountered and it will be incombent on the Provincial Department of Health to specify the standards which relate to health and environment where no such standards have previously existed. This paper examines some of the problems which are being encountered in setting up an environmental health program and reviews the practicability of environmental monitoring methods, with special reference to respirable dust."

"The TankCell® 300 forced air flotation cell designed and built by Outotec, with active volume of over 300 m3, was installed at Codelco’s Chuquicamata concentrator in September 2008. After that, a program was conducted, where the new cell was tested against the plant’s existing flotation cells of type TankCell® 160, with an active volume of over 160 cubic meters.Testing program was exhaustive and detailed. Grade-recovery curves for each setup were reported, along with recoveries by particle size. Secondly, operational characteristics like air feed and froth height setpoints, and power consumption are compared side-by-side. As the third topic, gas dispersion characterization included velocity mapping, holdup, bubble size and bubble surface area flux operating range. The fourth area of interest was the retention time distribution (RTD) of the 300 and 160 m3 cells in comparison. A detailed campaign using radioactive tracer tests was conducted to clarify this.All of the investigations mentioned above are reported in separate papers for more detail. The aim of this paper is to collect the key findings, and present them in real terms, always referring to operability and metallurgy of the cells. It is destined for people designing new plants and to those improving and expanding existing ones. The most frequently heard question is: will the new large cells operate at same efficiency as the smaller ones. In short, the answer is: NO. They operate at improved efficiency!INTRODUCTIONIn the last two decades of minerals processing, there have been three dominant trends of development in the flotation technology: equipment scale-up, cell characterization and circuit modeling. Equipment scale-up has been rapid in the past two decades. In the year 1990, the largest flotation cell in use was 50 cubic meters of size. This year, 300 cubic meters is the largest installed cell. Characterization of flotation equipment and circuits is a very popular subject nowadays and has helped many operations to improve their recoveries through better control strategies, for example by using optimized air feed and level control profiles (Gorain, 2005), (Doucet, Gomez, Finch, 2006), or through better maintenance (Coleman, Urtubia, Alexander, 2006). Characterization work is closely linked to circuit modeling. The aim is to produce sufficient amount of data to allow reliable model building. These models are then used to design new circuits and to improve existing ones. So in summary, these three lines of development have slightly different aims – from capital and operational cost to performance optimization. Ultimately, they converge in the same end result – maximizing the profitability of the operation. Following chapters will summarize the extensive test work and scientific studies at Codelco Chuquicamata. The aim was to compare a TankCell® 300 cell, with nominal volume of 300 m3, against two TankCell® 160 machines, with 160 m3 volume in each. The work should yield answers to questions: does the larger cell produce similar results – is the scale-up successful?"

Hawkins* The thesis of the paper is a very interesting one, but, before it is used as the basis of any firm proposals to restructure the mining industry, which changes may be irreversible, one should be very sure that the basis of the calculations is sound. Niewenhuizen* The hypothesis advanced by Mr Monro that the demonetization of gold in August 1971 introduced a major new policy variable, namely the supply-pricejdemand-price relationships, into the decision making process touches on a matter that has never really been given serious thought by the industry. Teams continue to play a major role at the Phelps Dodge Mining Company El Paso Operations, especially during the present time of low copper prices. The El Paso Operations' teams have taken the initiative during this copper market downturn and have helped reduce operating costs significantly. Because of this, Phelps Dodge El Paso Operations has continued to grow within the team process by creating a total, non- exempt salaried workforce. In the last year alone, the El Paso Operations have implemented three major initiatives to accommodate the team process. The first was the creation of "guiding principles", a policies and procedures handbook. Second was the "zero and beyond" safety initiative. Third was team compensation. In addition, the Copper Products Company has now adopted a work-team environment, following the lead of the refinery.

(communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. There is increasing demand for geotechnical contractors to commit to carbon reduction, net zero or science based targets. A lot of focus has therefore been placed on using low carbon materials and low emission rigs. However, whilst these are ways to help reduce carbon, there is a need to look beyond just substituting materials and fuels to meet net zero. Using the IEMA carbon hierarchy, there is a need to first look at eliminating and reducing emissions, before considering substitute materials. For example, in geotechnical designs, this may mean considering using ground improvement or reducing the number of piles, before considering using low carbon cements. Equally, for remaining emissions, this hierarchy means considering carbon negative products to offset emissions, such as ground source heat pumps. This hierarchy can also be applied throughout geotechnical contractor organisations. For example, considering video conferencing for meetings, before considering public transport or using an electric vehicle. This article explores the carbon hierarchy and how it can be applied to all areas of a geotechnical contractor’s business. Only through embedding this hierarchy across the business can geotechnical contractors achieve the step change required to meet net zero.

Drilled Displacement Piles (DDP) provide an ideal deep foundation solution that combines the benefits of ground improvement with traditional advantages of piling systems. This paper consolidates data from 20 construction projects in which more than 30 DDPs were installed and tested axially. High quality site exploration data (e.g., Cone Penetration Test and Standard Penetration Test) were evaluated to derive geotechnical analysis parameters. The test sites consisted of mostly mixed soil types with strongly stratified layers of sand, silt, and clay. Pile diameters ranged between 40 cm and 61 cm. Test results were compared with predictive methods developed specifically for DDPs as well as methods used in general geotechnical practice. The accuracy of the empirical methods is presented in terms of total pile capacity, pile length/diameter, and soil type. The large majority of all examined methods underpredict the in-situ pile capacities. It was also found that the difference between the tested and predicted capacity is strongly related to the level of improvement in the surrounding soil due to the piles’ installation. A general comparison between predictive axial accuracy and the observed level of ground improvement upon installation is also discussed.

The Marangoni effect is an important phenomenon where a surface tension gradient drives liquid towards high surface tension regions. Temperature gradient, evaporation, disparity of viscosity, and surface roughness and topography are all significant factors that can affect this thermo-capillary migration. The purpose of this study was to investigate the influence of micro-groove patterns on the migration of paraffin oil, and obtain a well-designed texture of micro-grooves to prevent the thermo-capillary migration. Patterns of micro-grooves with differing orientations and geometric parameters were fabricated on the surface of SUS 316 stainless steel substrates. Experiments on the migration behavior with different viscosities of paraffin oils were carried out various temperature gradients. The experimental phenomena indicated that the surface with the micro-grooves perpendicular or parallel to the temperature gradient have a strong impact on the migration performance of paraffin oil. Micro-grooves perpendicular to the temperature gradient exhibited extraordinary slower migration velocity than that of the parallel one. Width and depth of micro-grooves had an obvious influence on the behavior of temperature-driven migration and detail discussions on the effects of these geometric parameters were carried out.

Discussion by E.J. Garrison A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent. Reply by A.C. Noble E.J. Garrison asserts that I confuse the difference between a resource and an ore reserve. In fact, this paper was motivated by the observation that resources and reserves are almost universally confused throughout the industry. While Garrison is concerned that too-early consideration of engineering, metallurgical and economic factors will result in dropping properties too soon, some issues that must be considered include: •The purpose of exploration is to discover ore reserves, not to discover resources. •Ore reserves are always smaller than resources. • Decisions on exploration expenditures must be made based on the expectation of the quantity of ore reserves that will ultimately be defined. Noble's Fig. 2 can be used to give guidance as to when it is appropriate to begin reserve calculations. When exploration enters the "flat" portion of the curve, representative samples can be selected for metallurgical studies and appropriate mining methods chosen. It is at this stage that we know enough about the deposit to make intelligent choices of representative samples and recognize constraints on mining caused by the deposits shape, environment and physical properties. Once the appropriate technologies have been chosen, then their cost can be estimated with reasonable accuracy. Early entry of economic and process factors gives the false appearance of reserve status to the resource estimation. It would be more informative and less subject to abuse and misunderstanding if resource calculations were made at a number of cutoff grades. The cutoff grades should be chosen to cover the range of grades found in practice in existing operations of similar type. This would emphasize the open nature of resource estimates and encourage creative evaluation of mining and process technologies. It does not preclude the use of economic, environmental and recovery technology factors in deciding the advisability of continuing exploration expenditures, but would highlight their speculative nature. It is thus hoped that decisions on the future of the deposit would not be made on the presumed suitability of a given technology but on the actually known reality. I agree that resource estimates should be reported as a range of cutoff grades. Since reporting at a cutoff implies application of underlying economics (even by analogy to similar properties), however, it should be clearly stated that resources do not consider economic, mining or cost factors, and that ore reserves will be substantially less. The dilemma of the explorationist is that until the continuity and limits of ore-grade mineralization have been established, it is difficult to make quantitative estimates of either resources or ore reserves. Further industry discussion is needed regarding standards for disclosing early exploration information in such a way as to fairly represent the potential of an exploration property.

The recovery of gold from sands and gravels is one of the oldest forms of mining; it antedates history and has been practiced by savage peoples. In North America the search for placer gold has been a powerful agency in the exploration and development of unknown regions and has profoundly influenced the course of our civilization. With the progress of invention, the improvements in machinery, and the availability of large capital for the conduct of great operations, the tendency in placer, as in many other branches of mining, has been toward the working of extensive but comparatively low-grade deposits. The early miner washed the rich spots in stream beds or terraces with his pan, his long tom, and his primitive sluice. Then followed the growth of hydraulic mining and the use of giants supplied with water under pressures of hundreds of pounds to the square inch that could work at a profit gravels whose gold tenor was less than 3 cents to the cubic yard. Finally came the dredge that could handle deposits lying so far below water level as to be beyond attack by other methods. Although the gold dredge was first successful on a commercial scale in New Zealand, it has reached its present strength and efficiency in this country and its development is a monument to the daring, per- severance and technical skill of the many men, mine owners and engineers who have each contributed something to the final result. The Bureau of Mines, authorized to conduct investigations for the purpose of increasing efficiency in the mineral industries, had its attention called some years ago to the need of a comprehensive report on gold dredging in the United States. The director of the bureau recognized that such a report should summarize the development of the gold dredge, should describe in detail the essential features of present-day dredges, should discuss the facts that determine whether a placer deposit can be profitably dredged, and should point out the approved methods of prospecting placer ground and of operating dredges. At the request of the director, the author undertook the preparation of such a report and has been intermittently engaged on the task for several years. This bulletin is the outcome of his labors. He hopes that it will prove of interest to designers and builders of dredges, to mining engineers, and to persons who may contemplate investing capital in placer-mining ventures.

CHAIRMAN LITTLEJOHN: We have with us this afternoon, Mr. D. W. Rockey, of the Industrial Educational Organization, who would like to occupy a few minutes of our time. There is still an hour left, and there is a lot more talking to be done, and when the time is up you can go. D. W. ROC'KEY (U. S. Vocational Training Bureau, N. M.) : Mr. Chairman and Gentlemen: I am sorry to say I am not more closely connected with the coal mining game. I am interested in it because I am interested in a great deal of educational work being done in New Mexico. Two years ago, this Institute appointed an Educational Committee to investigate the opportunity for education in coal mining, and you have the report of that committee; it was issued in May 1924. Mr. Littlejohn, Mr. Moorhead of the Phelps-Dodge Corporation, Mr. Dickinson, and Mr. Miller, I think, of the C. F. C I., and Mr. Pryde, were members of that committee. They investigated the work being done in Safety, Training, First- Aid, and other topics, and made a general survey of the educational problems that might be said to be of benefit to the coal operators and to the coal miners. I believe, if I understood Mr. Moorhead correctly, while this report was accepted the committee was not discharged; but everyone seemed to be a little in doubt as to whether this activity should continue. My plea here directly is, of course, to ask that they be made a permanent committee, and asked to report to you at the next meeting in February on what has been accomplished in carrying out the program that was advised by the various companies, and what success, from a standpoint of improved work and financial return to the company, has been had. I believe that the whole trend of your discussion here has shown the need or the opportunity for improved production through education. For instance your mechanical loader the need of men who are experienced along mechanical lines, rather than the old pick and shovel methods, and the need of better understanding of your problems, just as in your safety lamp discussion that came up in the report of your Safety Committee. We have also developed a new phase, a new may of getting at some of your problems at Dawson this year, that has not been covered previously. I want to ask Mr. Holman here to tell you what is being done as a starter. Remember, we have not worked this out. He will tell yon how we are making a preliminary start in training inexperienced miners with the idea of cutting the accident record and keeping the production of inexperienced men at a higher level. If you are interested in that, I would like to suggest that this committee be requested to investigate some of these things very carefully. The State of New Mexico was willing to put five hundred or a thousand dollars into this training program as an experiment. We are willing that the Institute should have the credit for it, but we want it carefully surveyed so at your next meeting or some subsequent meeting, they can say this has been a feasible project and worthy of consideration. Mr. Holman, will yon tell us a little about this? (Applause.) MR. HOLMAN: We had an idea that by putting a green man in the mine with an experienced miner, the green man would probably learn something, and not get into trouble, etc. We decided to take a certain portion of one of our best mines, cross entry room work, and establish an underground school. We picked one of the assistant foremen who was well trained in our particular mining methods, and any green man who was employed was put into this school. He was paid a salary and he trained each and every man. Each man or two men world be working in a room and we paid them the regular contract price; they were trained how to shovel coal, pick waste and various other things. INTRODUCTION I retired in 1977 and have been enjoying myself ever since doing odd jobs for various people - on occasions, politicians. I commend it to you as post retirement - get involved in situations that nobody else will take on. It produces all sorts of excitement, it is a lot of fun and, courtesy of the media, you provide great raw material for their current Punch and Judy shows. The example of the adventures in the Escondida financing made me think about the history of the minerals industry in the United States. In order to see more clearly what is going to happen in the future, we have to look at the past and what we have learned, and try to extrapolate from that a scenario for the future. This paper is about global material cycles and the financial needs of the extractive industries. Since about 2,000 years B.C. we have been living in the Iron Age. Since about 4,000 B.C. we have been living in the Copper Age. These have been the two foundations of modern industrial society. Understanding the use of metals and materials helps us understand the civilization in which we live today. Let me focus more closely on the United States, particularly in this century. In the first two-thirds of this century the United States was growing and expanding and developing. It was providing for its inhabitants a society which was enjoying the benefits of a rising standard of living, improved opportunities and the ability to support a population growing at quite a dramatic rate. It is still growing. In the Department of Commerce, there is a clock that shows how many people there are in the United States. It turns all the time; the numbers are going up. On January 21,1980, when Ronald Reagan was sworn in as President, the number on that clock was a little over 220 million, and in the last week before he left, it was travelling towards 245 million. During his period in Washington, we have added , the equivalent of one total state such as California. That gives the dimensions of the U.S. appetite for raw material inputs. The inputs are of critical importance. COMPARATIVE ADVANTAGE During the first two-thirds of this century, the minerals sector enjoyed comparative advantages. There was a clear understanding of the importance of minerals enshrined in the tax legislation of the country from the early decades of this century - the depletion allowance. No other country identified as clearly that the supplies of minerals were finite. As they are used up, just as with a wearing-out machine, one must get capital back to replace the resource when the time comes. Within the last decade, that idea has been questioned and criticised. It is now seen as giving money away to a preferred part of the economy, instead of recognizing what depletion is all about. In previous times it insured that the U.S. always was able to regenerate the capital in its minerals industry, so that it could remain competitive. The U.S. had plenty of everything, including energy. We had a growing population. Equally important, we had an agriculture that led the world in productivity, even as far back as the turn of the century. It continues to do so. We still retain that comparative advantage, an ability to produce our foodstuffs in quantity and quality at excellent cost. Look at another ingredient of our comparative advantage, the energy position. We ran through the first two-thirds of the century with ever- decreasing energy costs. In the 1940s and 1950s the coal industry went into a decline. Why? Because the $3.00 - $5.00 a ton cost of mining coal in the U.S. represented relatively expensive energy. A ton of good grade bituminous coal contains 25 million BTU's. $0.20 a million BTU's represents $5.00 a ton at the pithead. J. Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—The fact that the experimental work has been applied to copper rather than iron and that the paper is presented to the Iron and Steel Division, I regard as rather significant. It shows the unity of metallurgy and the fallacy of trying to cut it up by metals. This result for the solubility of sulphur in molten copper correlates with Professor Schuhmann's finding that the published data on the other side of the copper-sulphur miscibility gap are also in error. I should like to ask the author to say a little bit more about the sulphur capacity of the slag. T. Rosenqvist (author's reply)-—I hope that Dr. Chipman will find the derivation of the expression for sulphur capacity more clearly explained in the printed version of the paper than in the oral discussion at the meeting. I feel that this quantity, which actually is the ratio of two activities, can be measured more easily than the individual activities. Even if the ratio CaO/CaS is chosen as the standard state, the expression can be used for any slag, even for slags completely free of lime, and it represents a way to put the desulphurizing power of all slag constituents into one bag. Some doubt has been expressed as to whether oxygen ions really exist in calcium oxide and in molten slags. From a thermodynamic view point that question is of minor importance. The term oxygen ion activity, or any activity for that matter, is defined rigorously by the equation: activity = exp p/RT, where p is the change in free energy connected with the transfer of one mol of ions from the standard state into the slag. Whatever happens to the ion in the slag is of no concern to the thermodynamicist. Regardless of whether the ion is "free" in the slag or not, or whether it is present in a very small amount, its activity can always be expressed, and for a thermo- dynamic calculation that is all we need. However, ionic activities will only be of some real value if they are simple functions of the slag composition, or can be measured easily. Concerning the real nature of the oxygen in the slag, my feeling is that the oxygen atom has a rather multiplex nature depending on how strongly it is tied by covalent forces or polarized by the other atoms or ions present. The oxides of iron, cobalt, and nickel differ from calcium oxide and blast furnace slags as to the amount of free electrons that can give rise to electronic conductivity. In slags we know that the conductivity is mostly ionic. The fact that reversible emf's can be obtained with oxygen electrodes in certain salt melts, indicates a significant amount of oxygen ions in these melts. But extended work, e.g. polaragraphic studies and measurements of transference number; are needed to obtain quantitative information about the real structure of the slags. D. E. Babcock (Republic Steel Corp., Youngstown, Ohio)—-With reference to the ion, it might be well to remember Dr. Moses Gomberg. All of his life he had no use for the ionization theory and he contributed greatly to the field of chemistry on the assumption there was no such thing as ions. I do not think we have to worry about whether the oxygen is ionic or not. I think one thing specifically should be brought to your attention and this I think is one of the important contributions of Dr. Rosenqvist. He pointed out what we know as oxygen potentials or what is described as oxygen potentials. I have used this concept for a long period of time and I want to state that if this concept is properly applied, it vitiates much of what we have in the literature, or makes our usual ideas regarding oxidation seem primitive. THE Secretary of Commerce is to be urged to as-sume leadership in assembling data as to produc-tion and consumption of minerals and metals, and studies of their importance in trade, as a result of the joint conference of the Institute and the Mining and Metallurgical Society of America, held on Tuesday afternoon, Feb. 15. With no set program and no especial effort to promote interest 120 members of the two soci-eties assembled and for two hours discussed in the most informal and frank manner the whole situation. George Otis Smith acted as chairman, Clinton H. Crane, who was to have served in that capacity, having been called abroad unexpectedly. Major Taylor for the Army and Capt. R. E. Bakenhus for, the Navy paid high tribute to the value of the reports already made by the committees of the two societies and pointed out the need of addi-tional data and of constant review of the figures, as a measure of national defense. J. E. Spurr, R. C. Allen, W. O. Hotchkiss, Fred Hellmann, W. Spencer Hutchin-son, P. N. Moore, A. C. Lane, E. E. Ellis, and others discussed various phases of the subject, reviewed what had so far been done, what was now in progress, what had been planned for the future, and the necessary limitations of the work. A. W. G. Wilson related the experience of the Canadian Government in this field, emphasized the importance of studies of the rate of consumption, and brought up the special case of the waste of the sulfur in sulfide ores with correspondingly increased demand on raw sulfur supplies. Mr. Lane pointed out that conservation, to be soundly based, must recognize the necessity of the present value of the ex-pected future returns exceeding the cost of the conserva-tion. Mr. Ellis called attention to the remarkably rapid change in technology and other factors that made predic-tions for more than a very short period extremely risky. Mr. Hotchkiss noted the large part of modern industry that is fundamentally dependent on minerals. Studies made by him indicated that even in a furniture manu-facturing center, such as Grand Rapids ids with its large consumption of wood, the metal and mineral industries constituted 60 per cent of the industrial life. For Michi-gan as a whole 55 per cent of the capital used in all in-dustries was employed in the mining and the metal in-dustries. This, he said, was little recognized because the buyer of alloys and metals was so far from the pro-ducer of raw materials, .but the ultimate supply of the latter was evidently of fundamental importance to the whole people. Mr. Spurr held that the more knowledge as to these matters the better. Mr. Hellmann felt that in the especial case of copper, wastage was less impor-tant than markets and economical routing of metal to them. Mr. Hutchinson classified minerals into three groups: (a) those, such as gold, that are used with very little loss; (b) those, such as coal, as are entirely consumed in use; and (c) the intermediate group. The problem, he thought, was necessarily different for the minerals of each group. Mr. Manning proposed definite-ly that since it was manifestly a great national problem, the Department of Commerce be asked to assume leader-ship here and to devote the necessary funds and staff to keeping up such a perpetual inventory of mineral resources as would best serve the public needs, both for war and peace. Both George Otis Smith and Scott Turner agreed that this was probably already within the authority of the Department but Mr. Turner told of the difficulty in obtaining sufficient funds for the work. Recognizing that the job was large enough to require the help of both public and private interests and the desire of the two societies to be helpful to the maximum extent, the Chair was asked to appoint a committee from the meeting to present to the Council of the Society and the Board of Directors of the Insti-tute a definite plan for further work. Introduction A longwall operator can make few changes to increase output, significantly reduce respirable dust, and decrease power consumption. Reducing drum speed, and thereby cutting with increased pick penetration, is one. This article defines the benefits of deep cutting in terms of reduced dust production and power consumption. It also identifies the practical aspects of high pick penetration in terms of shearer performance and coal loading. Before examining some practical aspects of reducing drum speed and looking at the theoretical background, it is worthwhile to summarize what is meant by high penetration and deep cutting, and what potential benefits and pitfalls may be expected. Deep cutting (in the sense of high penetration rather than wide web) can be defined in one or more of the following ways: • Cutting with an average pick penetration distance higher than that used in the past. • Cutting with a pick penetration higher than the longwall operator would have used if the advantages of deep and slow cutting were not considered. • Cutting with a well-designed shearer drum below 40 rpm. All these definitions are slightly arbitrary. They are given to provide a basis for discussion and to make the point that any move towards deeper, more efficient cutting can result in operational benefits. The benefits of deep cutting appear in many different areas. The most noticeable benefit, provided suitable instruments are available, is the reduction of airborne respirable dust. During an experiment on a longwall in the Pittsburgh seam, a nearly four to one reduction in dust levels was seen when drum speed was halved. Not all studies have shown such a big reduction, but it seems that some benefit is almost always obtained when drum speed is reduced. Production rate and specific power consumption are also affected (in a positive sense) by reducing drum speed or increasing pick penetration. Although these changes may not be as spectacular as those in dust level, they contribute to the economic return of the longwall operation. Similarly, improved washability through fines reduction may have a beneficial economic effect. Cutting with shearer drums operating at lower speeds does have some possible deleterious impacts that an operator should be aware of. For example, cutting reactions - loads imposed on the picks by the coal being cut - will be increased as a deeper cut is used. Steps must, therefore, be taken to ensure the stability of the shearer and provide an adequate haulage effort. These increased cutting reactions also result in higher loads on the power transmission system (gearboxes, ranging arms, pick boxes, etc.) from the shearer motor(s) to the pick tip. These higher loads must be anticipated and provided for with the necessary hardware. In particular, extra haulage power must be provided with low drum speeds, since haulage effort required increases roughly in proportion with pick penetration. Because the drum will be rotating more slowly or will have fewer picks, the load on shearer components will also be more variable. If suitable, robust equipment is not used, this increased vibration will decrease reliability. Benefits of Deep Cutting Lower dust levels, decreased specific power consumption, and improved product washability are the most noticeable benefits of reduced drum speeds. Although the benefits will vary greatly with mining conditions and the type of coal, some examples of what can be expected are described below. Reduced Dust Levels Figure 1 shows principal results of a study on the effects of reduced drum speed conducted on a longwall in the Pittsburgh seam (Ludlow, 1981). This figure shows that average dust production was reduced by about 70% when drum speed was halved. By making some assumptions about such quantities as coal density, it is possible to apply this proportional reduction to the quantity of respirable dust liberated per ton of coal mined. When this is done, two kinds of results are obtained: • At 70 rpm, about 1 g (15 gr) of airborne respirable dust is created for every ton mined (roughly one part per million). At 35 rpm, only 0.28-0.37 g/t (3.9-5.1 gr per st) of coal mined become airborne respirable dust. • At 35 rpm, nearly four times the amount of coal may be mined before the compliance level is exceeded, compared with 70 rpm.

"INTRODUCTION The major objective of our research is to help reduce the incidence and severity of coal worker's pneumoconiosis (CWP). To that end, this project is designed to improve our understanding of the processes that lead to pulmonary dysfunction following mine dust exposure, and how those processes might be interrupted or attenuated. The response of the lung ' to inhaled particles is complex, and the course of development of disabling CWP is slow and unpredictable. From among the numerous cellular and molecular interactions involved in the pulmonary response to inhaled particles, this project is focussed on the role that the pulmonary alveolar macrophage (PAM) may play in regulating the activity of fibroblasts.The PAM is the lung cell that has the most immediate and the most obvious interaction with inhaled particles. Within a short period after particles are arrested in the alveolus of the lung, they are phagocytized (engulfed) by these specialized cells. The PAM then has a diverse potential repertoire of subsequent activities. Which reaction actually ensues is determined, in large part, by the nature of the phagocytized _particles. Activated PAMs produce a variety of products that may affect adjacent lung tissue, including superoxide free radical, elastase, collagenase, prostaglandins, platelet activating factor, etc. Those may well be important in the pathogenesis of CWP, but they are beyond the scope of this project. Background information that is cogent to this project has come primarily from investigations using animal models of silicosis and asbestosis. PAMs that have ingested silica particles synthesize and release molecules that control the behavior of surrounding cells. One such mediator is interleukin-1 (IL-1), a molecule that plays a central role in many aspects of the response to injury. It can stimulate fibroblasts (the cells that help to hold tissues together) to release the enzyme collagenase, resulting in breakdown of the structural collagen fibers that support the lung tissue. IL-1 also stimulates fibroblasts to undergo mitosis and to proliferate, which is an initial stage of fibrosis. Certain stimulants cause PAMs to release fibroblast growth factors (FGFs) that are distinct- from IL-1. Under other circumstances activated PAMs synthesize and release molecules that stimulate fibroblasts to accelerate synthesis of collagen fibers, thus contributing to fibrosis. Although these observations provide a valuable precedent for analysis of the mechanisms involved in CWP, their relevance to CWP cannot be assumed since most of those studies involved macrophages or fibroblasts obtained from tissues other than the lung, and because almost none of them have used CMD as the stimulating particles. Therefore, the goal of this project is to learn how exposure to CMD affects the behavior of PAMs, and in turn how products of dust-exposed PAMs affect fibroblasts and the process of fibrosis in the lung."

A stability theory is developed for miscible liquid-liquid displacement within a porous medium. In the usual case considered, a high-density high-viscosity "oil" is displaced downdip by a low-density low-viscosity "solvent'! Perturbation methods are used to find the conditions under which the spreading mechanism changes from the stable dispersion process to unstable viscous fingering. We find that instability is conditional, that there is a dependence on the shape of a disturbance leading to a"diameter" effect and that very difficult experimental scaling problems may result. A useful consequence is the definition of a minimum "slug size" for stable miscible displacement. This should make possible optimum use of the solvent process for oil recovery. The results may apply to many situations in which one fluid displaces another of somewhat different fluid properties within a porous medium. INTRODUCTION The process of miscible liquid-liquid displacement looked very favorable when it first received serious consideration as a means to increase petroleum recovery. Some early laboratory results were interpreted to mean that only a small "slug" of solvent was needed, perhaps 2 to 3 per cent of a hydrocarbon pore volume. This "slug" could recover the oil in an entire reservoir provided the fluids remained miscible.1,2 Only a slow growth of the "mixing zone", or gradual transition from oil to solvent, should occur. This would follow naturally from mixing by a dispersion mechanism such as that described by Scheidegger.3 And, indeed, laboratory cores have shown this kind of behavior provided solvent viscosity was at least as great as that of the oi1.2,4-6 The same kind of behavior has also been observed with solvent viscosity lower than that of the oil after the distance traversed became large. Not all laboratory results have been this favorable, however.7-9 Mixing zone growth may become proportional to the distance traveled rather than the square root of this quantity. Such behavior accompanies high rates in short systems of large diameter, provided the viscosity ratio is adverse. If this more rapid spreading were to persist in a reservoir, the solvent requirement for miscible "slug" displacement could exceed 30 per cent of a pore volume. There is considerable economic importance in the difference between 3 and 30 per cent solvent. A 1ogical conclusion is that two different kinds of flow behavior are possible, with each kind leading to a different result. One kind gives efficient displacement, the other does not. In the efficient case, the solvent bank spreads out only by the mechanism we have termed dispersion. Under these conditions, displacement is as near piston-like as possible. In the second kind of flow, found only with adverse viscosity ratios, viscous fingering occurs. That is, permeability variations cause a small finger of low-viscosity solvent-rich fluid to move ahead of its average position within the mixing zone. This creates a path of low resistance to flow, and an even greater amount of solvent-rich fluid follows. Thus, the process is autocatalytic. Once started, the fingering mechanism rapidly becomes dominant. The question to be answered is this. Under what conditions will each of these two different kinds of flow occur? In particular, what conditions denote the transition from dispersion to viscous fingering as the solvent spreading mechanism? The answer may tell us whether or not the desirable, near piston-like miscible displacement process is practical. An answer to this problem can be obtained from theory by the use of perturbation methods. The procedure is as follows. We first formulate a mathematical representation of the system. Then a small disturbance (or perturbation) in solvent concentration profile is introduced and observed to see what happens. Unstable flow is indicated when a small disturbance will grow larger. This will lead to eventual viscous fingering. If on the other hand the disturbance dies out, the displacement is stable. In this latter case, with dispersion as the spreading mechanism, near piston-like displacement is possible. A paradigm shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results can invoke questions such as how much was produced, at what cost, and was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as pre-eminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured and formed new coalitions. Investments in new technology and a concentration on productivity have been an essential part of these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. This situation presents an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now night offer some interesting opportunities for the Future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work Force. The Work Crew Performance Model (WCPM) is one approach to defining, capturing and transferring this expertise. The WCPM suggests a paradigm shift, moving from a focus on products (quantity) to a focus on the process (quality). It also involves a slight change in the process -- a different way to think and work. Of great importance, it entails a belief and a commitment to people within the organization; a commitment to collect simple (but interesting) data; exploration for insightful ways to plot and integrate that data; and finally the search for creative methods to reinvest that knowledge back into the organization, that is, back into the work force. As a way of thinking, the WCPM subordinates information about how much is produced daily or how many were injured over a year's time to concern and detail for how the individual's and the work crew's performance contribute toward meeting organizational goals. Drawing upon the expertise within members of that work crew to address and solve operational problems is one approach for meeting organizational goals. This everyday focus on how we work is hypothesized by the WCPM to make the difference between a good section supervisor and the average one; an exemplar continuous-miner operator and the run-of-the-mill one; a mining crew that produces consistently high quantities, but, inadvertently, degrades the production of other units. The WCPM permits objective and reliable performance data to be collected. This data then can be used to define variability within tasks of work crew members; to relate observed variability to a cost consequence; and to more meaningfully analyze performance through the integration of traditional analytical tools, such as the production simulator, CONSIM, with a recommended behavioral approach, the WCPM. Basis for engineering test Most equipment selections and purchases involve a field trial test of the system. Technology is routinely bench tested at the manufacturer's facility, government agencies and the mine site. The WCPM suggests a similar, but more practical, method for testing the performance of a work system -a test for how technology is used (by people) at the work site. It implies learning from veteran mining personnel that have gone well "beyond the book." This approach to learning and to integrating training with everyday work life can help answer questions such as: What constitutes desirable perfor¬mance as, for examples, a shuttle-car operator, a miner operator or a bulldozer operator; what characterizes exem¬plary performance within the context of the work system, the technology and the work crew; how can investments in the worker he linked to measurable results within the organiza¬tion? This paper explores these questions and makes recom¬mendations for enhancing the cost-linkages between invest¬ments in people and the mine's monthly cost sheets.

To evaluate chemically the sample of rock obtained by diamond drilling, it has long been recognized that the analyses of the two components of the sample, core and sludge, must be given appropriate influence in computing the average analysis of any unit of depth. The purpose of this investigation is to set forth what means are available for apportioning the effect of core and sludge on the final analysis, what variables affect the problem, and what combination of applied mathematics will closest approximate the truth under each condition as these variables proceed within their limitations. A drill hole is bored in iron ore exploration principally to test variations in rock composition with depth and is usually directed as nearly normal to the bedding of a horizon to be tested as possible. This practice has a tendency to minimize variation in composition laterally which in any event is not likely to be great. It is obvious that the opportunity for change in analysis of a particular rock is not statistically as great radially in a diamond drill hole where the distance in which such a change may occur is from 0.719 in. (EX bit) to 1.469 in. (NX bit) as there would be longitudinally even in a' run as short as 5 ft. Variations in composition of bedded or layered rocks are usually greater normal to the bedding than parallel thereto. Even in massive rocks, like porphyries, variations are functions of distance. Hence. in either case, variations along the hole are of greater effect than across it. Let us examine Fig 1 briefly to observe a cross section of a unit of depth of a typical diamond drill hole. If we neglect radial change in chemical composition, which we have seen is small compared to lengthwise variation, we can see that if core recovery was 100 pct, the core and its surrounding area, which would be recovered as cuttings (assuming 100 pct sludge recovery), must analyze the same if the sampling is perfect. This is the foundation of this paper, namely, that if core recovery is complete we may assume that the core constitutes as nearly as possible a perfect sample of the ground drilled. Now let us pass to the methods of weighting core and sludge in the final analysis and then develop each in turn. One might employ core analyses only, sludge analyses only, or apportion the influence of each by one of several methods. The most common apportionment is by direct proportion to relative theoretical vol- ' ume occupied by each component in the cylinder hollowed out by the drill, known as the Longyear formula. Another logical treatment would be to consider core and sludge in the final analysis according to the weight of each recovered. This procedure was elaborately set forth and refined by R. S. Moeh1man.l Then to be sure that we have embraced all the possibilities, we must admit that some other method or methods may be devised empirically or by mathematical maneuvers. Should a drill machine be capable of recovering 100 pct of the core in all types of rock, certainly core alone need be analyzed and no complicated mathematics are required; but although some companies have had fair success in obtaining high percentages of core in certain homogeneous ores on the Mar-quette Range, their same methods have proved disappointing on the Menominee, Cuyuna, and Gogebic Ranges where the iron formation often varies widely from flinty chert beds interstratified with soft hematite to wholly leached ore material composed of an unpredictable mixture of hematite and limonite with occasional zones of sugary, recrystallized chert. In spite of numerous mechanical improvements in core barrels, few drilling programs can count on complete core recovery. The sludge alone might be analyzed but for practical reasons this is inadvisable when core is obtained due to the numerous opportunities for contaminating or losing portions of the cuttings. The Longyear formula involves a weighting of the core and sludge in proportion to the theoretical volume of each, that is, where the volume of the core recovered is one-third of the total cubic volume of the cylindrical hole made by the drill, the analysis of the core is given one-third of the weight in the final analysis. September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.
