The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

The U.S. Bureau of Mines investigated the resources, costs, capacities, market relationships, and short-and long-term supply of bauxite, alumina, and aluminum. The 45 evaluated mines and deposits in 14 market economy countries (MEC's) have a demonstrated resource of 8.4 billion mt of bauxite and an aluminum content of approximately 2.1 billion mt. Developed world bauxite resources and existing primary aluminum smelting and refining capacity are sufficient to satisfy demand through at least 1995, when additional properties (with higher cost levels) would need to be developed to satisfy future demand levels. It is anticipated that new alumina or aluminum production most likely would occur in developing regions with large bauxite potential, low-cost energy sources, and a close proximity to refining and/or smelting capacity. An increase in aluminum recycling capacity would help meet future demand increases. A series of network model supply analyses was performed for the period 1988 through 2000. Based on announced future production levels and assuming demand grows at the level outlined in the analyses, model results indicate there is sufficient material available to meet demand until 1998, where-upon an aluminum shortfall is projected. Additional analyses investigated the effect of a reduced growth rate of demand and regional production variations in Venezuela on the international aluminum industry.

Oil shales differ from coals in that they contain less carbonaceous material, convertible to volatile hydrocarbons, and more inorganic rock. In all pre-commercial oil shale development, involving extensive full scale mining operations, there have been no explosions. However, large scale mine tests with oil shale dusts by the Bureau of fines showed that propagating explosions could be induced under certain circumstances. Laboratory tests were conducted on a broad spectrum of oil shale dusts to define chemical properties and to seek correlations with subsequently determined fire and explosivity properties. These latter properties, indicative of safety hazards, increased as the Fischer assay oil yield of the dusts increased and as particle size decreased. Laboratory data were used to relate fire and explosivity properties of oil shales to those of coals and other carbonaceous materials and to assist in the identification and evaluation of potential hazardous situations which may be encountered in oil shale mining and processing.

From the time when man first pounded one rock upon another or used heat and sudden chilling with water to disintegrate rock, the art of crushing advanced but slowly to the mule-driven arrastre and the Chilean mill stage until the advent of power-driven appliances made material progress possible. The combined efforts of manufacturers and operators have made modern machines highly efficient mechanically. Although marked progress has been made along mechanical lines, the theory and conception of underlying principles have not advanced so rapidly. This lack of advance in theory may be attributed to the unfortunate situation resulting from the controversy as to whether the Rittinger or the Kick law is applicable to crushing. Many pages of the technical literature are burdened with theoretical discussions in favor of one or the other of these laws, which have tended to cloud rather than to clear the atmosphere.

This bulletin is the third of the series of yearly petroleum bibliographies being published by the Bureau of Mines. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

For the 22nd year, the chance to exchange knowledge, experience and business cards drew hundreds of mining and phosphate professionals for a two-day regional Phosphate Conference in Lakeland, Florida Nearly 400 people participated in the October conference, which focused on the phosphate industry?s future success. There were 41 exhibitors, 13 program advertisers and 23 sponsors among those supporting the conference. It was chaired by David Gossett, 2006-2007 SME Florida Section Chairman. In the opening panel session that he chaired, John Garlanger (SME) of Ardaman and Associates posed the questions; ?How successful has the industry been? How do we measure it and what factors contributed to the industry?s success? How long will the ethanol boom last? Can the industry obtain the permits it needs to mine for the next 30 years? Can the industry attract and retain the quality of workers it needs??

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. WE got our chance to talk with Arthur J. Blair at the Annual Meeting at the Pennsylvania Hotel. By two o'clock Wednesday afternoon things had quieted down enough so we had our interview in the foyer to the Ball Room. There were the usual questions. Where were you born? In La Salle County, Ill., on March 26, 1885. Where did you go to school? Northwestern University, B.S. degree in 1906. Where did you start work? For E. J. Longyear right after leaving school. One's ability as a geologist was measured by one's ability to wield a brush hook and ax. He stayed on the job as geologist for three years and then got to thinking about the advantages of a warmer climate. The advantages stacked up favorably, so off he went to Birmingham, Ala., just about the time U.S. Steel took over the Tennessee Coal, Iron and Railroad Co.

The material in this paper is intended simply, to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions on various phases of the subject have been published, a few of which (4, 20, 25, 88, 90)4/ have more or less extensive bibliographies of tie earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon. dioxide with perhaps sore methane) is quite apparent.

The mining industry depends upon inexpensive water transportation. Today, large quantities of mined products are transported by ships over oceans, from continents to continents, over lakes and waterways to the ultimate users. Sometimes, the routes these Bulk Carriers travel cover only a few hundred miles, sometimes thousands of miles halfway around the world. Most of the products of the mining industries are relatively inexpensive. A significant portion of their cost to the ultimate users are in the cost of transportation and not in loading and unloading these commodities at the ports of origination or destination. So far, the industry has produced very efficient loading and un- loading installations, but has very little influence over marine transportation or the design of the vessels themselves. Very little was ever published dealing with integrated transportation systems properly correlating all phases of the operation; namely, loading, marine transportation and unloading bulk materials.

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

"Location. The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. The object of this paper is to give to mining companies and to all others who are interested some idea of the possibilities in the treatment, by differential flotation, of lead-zinc ores of the Coeur d'Alene region and other districts. The purpose of these investiga.. tions is not to evolve a differential flotation process that would replace present methods of gravity concentration but rather one that could be applied to the relatively fine material and slime produced in the mills and treated unsuc_pessfully by gravity methods or by flotation. It is expected, of course, that the products to be obtained by differential flotation would be of much better grade than those now produced by flotation in the Coeur d'Alene mills. In view of the fact that it has been difficult to obtain representative samples of flotation feed from the mills, owing to the necessity of shipping the material wet and free from oil or other foreign matter that might be deleterious to the differential separation of the sulphides, the writers have felt justified in running flotation tests with the mill feeds in order to ascertain whether a differential separation of the sulphides could be effected. However, two different lots of flotation feed were tested for differential flotation, and the results of tests of one of these are given in this report. It is hoped that it will be possible later to test out the flotation feed for differential flotation on a large scale in some of the mills. This paper covers part of the investigations carried on by the United States Bureau of Mines in cooperation with the Idaho Bureau of Mines, the University of Idaho, and certain mining companies of the Coeur d'Alene region. Although the results of the tests included in this report are not to be considered final, they indicate possibilities and may suggest others leading to a solution of the problem of separating lead and zinc sulphides by differential flotation in the treatment of certain ores.

MANY improvements have been made in recent years in the milling of industrial minerals and it is the purpose of this paper to review some of the more important innovations that are now being used in the preparation of these products. Some of the observations which will be made have been prompted by what was seen on a recent trip to industrial mineral milling plants in the north and central sections of the eastern United States. The flotation plants visited were those of the Valley Forge Cement Company at West Conshohocken, Pa., the International Agricultural Corporation at Mount Pleasant, Tenn., and the Aluminum Ore Company at Rosiclare, Ill. Besides these, sand plants in Pennsylvania, West Virginia, and Ohio, coal-cleaning plants in Pennsylvania, pyrophyllite, mica, feldspar, clay, and kyanite plants in North Carolina, and a zinc mill and the Tennessee Valley Authority ceramic laboratory in Tennessee were visited. The milling of industrial minerals can be considered under three broad headings, namely, crushing, grinding, and purification. Usually there is both a separation and grinding problem in treating an industrial mineral, but the problems are distinct, although sometimes a separation is made while grinding, as in the case of a Raymond throw-out mill, which grinds and at the same time throws out most of any hard material present in its feed.

I appreciate this opportunity to discuss with you OPIC's new policies designed to assist U.S. minerals companies in developing new sources of minerals overseas. A comparison of recent figures on U.S. investment in mineral exploration, development and production gives results which are remarkable --and disturbing. Through the 1960's the flow of U.S. foreign direct investment in mining and smelting in the developed and less developed countries were nearly equal. However, by 1973, roughly 80% of all exploration expenditures by mining companies was taking place in the developed countries and principally in the U.S., Canada and Australia. Clearly it is to the interests of both the developing countries and the United States to put these figures back in better balance. As you may be aware, the administration as a whole is examining systematically what can be done by government to reduce the disincentives and increase the incentives to mineral investment in the less developed countries --the LDCs. A subgroup of the National Advisory Council chaired by the Treasury Department has been formed to coordinate U. S. Government policy and program efforts relating to mineral and energy development in these countries. Among other matters, this subgroup will examine how public policies could positively influence the private investment decision-making process in the minerals industry.

"For over 50 years the JKMRC has applied a unique education-based research strategy to develop modelling and simulation tools that are "fit for purpose" for industrial application. These tools are widely used for the analysis and optimisation of mining and mineral processing systems. As the mining industry context evolves to deal with declining head grades, falling commodity prices, professional skill shortages, and an exponential growth in the volume of data, a re-evaluation of what "fit for purpose" means in the future is required. It is contended that future industry needs for simulation-based decision support requires tools and systems that incorporate: • Multi-component modelling, • Models of complex sensor behaviour, • Integration across the physical value-chain e.g. resource to market, • Financial analysis including risk and uncertainty assessment, • Enabling multi-criterion decision making (technical, financial and environmental), • Ore-body knowledge at multiple scales, • The use of fundamental numerical models to provide insight for the development of practically useful models, and • Decision support delivered through remote operations centres. JKMRC and CRC-ORE are collaborating to develop a next-generation simulation-based decision support system that assists in addressing these challenges. The Integrated Extraction Simulator (IES) combines many years of pragmatic and successful work integrated with modern technology trends - in particular the rapid move to cloud-based computing."

REQUIREMENTS for war materials have led to large scale experimentation upon metallurgical innovations. It is of interest to inquire what this may contribute of permanent value to our existing technology, as innovations adopted during war are apt to be discarded promptly at its end. This is because utilization of substandard ores usually requires a new technology for ore treatment, and a new use-pattern for employment of the products. Thus two very different problems are involved: first, devising a process; then, adopting its products by industry, with readjustments of the use-pattern if necessary. A new process may be as good or better than an old one, but the readjustments required for use of its products may prevent its general adoption if this implies scrapping existing plants and investing much additional capital. Metallurgical innovations are of three kinds: I. The use of substandard material in processes already established; 2. The grading-up of substandard material to render it more suitable for established processes; 3. The adjustment of technology and use-pattern to the raw materials that we have.
