Two characteristics of the modern mining industry are that there is a skill shortage and that young professional people rise rapidly into highly responsible supervisory positions. With this responsibility comes the burden of identifying and managing health and safety risks. Without the benefit of a comprehensive health and safety training program, these young professionals may be putting both themselves and those under their supervision at risk. The Moura Mine explosions and the asbestos health disaster should not be just artifacts of history, but highly valued lessons that impress the need for comprehensive health and safety risk management strategies on young professionals. From the perspective of the former secretary of the Committee to implement the findings of the Moura (Disaster) Inquiry and as the former coordinator of the Coal Workers Health Scheme, key issues in occupational health and safety management systems are explored.

Simulation of complex equilibria is usually done in the P-T-X coordinates, where "Xu is the amount of individual chemical components in the system. This approach is not productive in some very important cases: (i) investigation of "open" systems, (ii) determination of coordinates (trajectories) of mono-variant points, among others. To solve these and some other problems, we use the idea of chemical potentials of elements (CPE) of the system. A system of different coordinates axes (CPE-axes ) leads to a new strategy of simulation, observing the results of the simulation, and to efficient technology of compressing and storage the data of the simulation.

In order to best-discuss the met spar industry let me take the liberty to review our involvement, that is, my company's. Our organization has been involved in the fluorspar industry for approximately thirty-five years. We started our activity in Western Kentucky as a mining company and a beneficiator of spar, that is, grinding and grading. After a few short years, the mine became contaminated and rather than invest in a flotation plant, the property was sold and our spar activity was moved, primarily to Mexico. It was decided not to establish ourselves as a Mexican corporation, so, it was necessary to take the position of backer-financier of numerous mining operations. We served in this capacity for quite some time. We also built processing plants on the border in Texas, that is, sizing, grading, etc. in order to market into the steel industry. In 1957, generally speaking, fluorspar for the steel industry was purchased as gravel fluorspar with a maximum of 10% -1/16". The price of this material was $23.50 to $24.00 per ton f.o.b. railcar at the Rio Grande Crossings and about $26.00 or $26.25 f.o.b. barge, Brownsville, Texas. Usually the material was purchased on an effective basis. As you know, 2-1/2 times the silica total, subtracted from the total CaF2 gives the effective calcium fluoride. This was normally the extent of the chemical specifications. Consequently, material was shipped with no regard whatever, to anything other than effective units. The variations in material was absolutely unbelievable. In addition to this, quite frequently, cars were shipped, as they say in the industry, topped. This being, good material placed in the top of cars or barges over bad or low grade. The entire shipment may very well have met the effective unit spec, but the complete imbalance of the sub grade vs. the high grade more or less guaranteed that the consumer was probably using a great deal of low grade and therefore, his usage had to be way higher than it should have been. He came to the conclusion, that because of these conditions and the new technology developing in the steel industry, it was just a matter of time that the entire raw material industry would have to improve. Rather than spend our efforts directed to a substitute flux, we put together a sizing and grading plant in order to ship a controlled crude product, with independent laboratory analysis confirming size and quality. The age of control was started. We began shipping 70 to 72-1/2, 80 and 85 effective with sizing 1/2" by 2", 1" by 3", and 2" by 5" with absolute control on the amount of fines. A material with no fines was a premium product. Incidentally it sold for $24.50 -60 effective up to $28.50, $29.50 for 80 effective.

The main variables are: belt cleaner blade materials, cleaning pressures, cleaning angles, belt speeds, and belt top cover grade. The bulk material used is a standard test-grade silica sand. The measured results include: blade mass loss, belt mass loss, and cleaning efficiency.

THE Guianas region is a geological unit, consisting of the northern lobe of the Brazilian Shield, but political accident and the fact that rivers act as the principal means of transportation have divided the region between five separate sovereignties. Brazilian and Venezuelan Guiana have already been considered. The French, Dutch, and British colonies consist of a coastal plain some fifty miles wide, which, together with the lower reaches of the principal rivers, support the greater part of the population. Inland from this tidewater region is a wide area of low, forest-covered hills, under-lain by gneisses, schists, granites, and pegmatites of the Shield. As in Venezuelan Guiana, these rocks are overlain by a thick series of horizontal continental sediments intruded by moderately basic magmas. Gold, bauxite and diamonds have been the principal products of the colonies. The first metal is quite widespread in the hill country. The quartz mines are small, though occasionally rich; probably the greater number of veins remain undiscovered because of the thick mantle of decomposition product that covers the schists and gneisses. The greater proportion of the gold, therefore, is derived from placers which are exploited in all three colonies. Some geologists claim that they occur in two belts parallel to the coast; whether this feature has its origin in the location of the primary mineralization or in the gradients of the rivers is not clear. In some instances the river gravels grade into auriferous laterite. The laterites are well developed in the Guianas and represent the weathering products of the more basic rocks.

THE September issue of the Engineering and Mining Journal carried an item regarding the Cercapuquio Mining Co. which was mentioned as a large producer of lead, zinc, and cadmium, situated near Huancayo, Peru. The paragraph caught my eye because I had not heard of the property in thirty years and I recollect all too well the circumstances of its accouchement. In 1916 1 was making my headquarters in the town of Huancayo, then the terminus of the Central Railway of Peru, and was examining mines and prospects in that general area for Cerro de Pasco. In the course of my work I became acquainted with an engaging and energetic "practical" miner named Balarin, a Dalmatian living in Huan¬cayo, and made numerous trips in his excellent company. One day Balarin came to the down-at-heels hostelry where I stopped and told me that a Cholo prospector, a character by the name of Jose, had just reached town and claimed to have made a discovery in a little known locality called Cercapuquio. Lead-silver, Balarin said, and showed me a sample of galena about the size of his fist. "Fine," I remarked. "When do we leave?"

IN the discussion on the paper on subsidence by R. V. Norris and H. W. Montz (Teohnical Publication No. 153), H. N. Eavenson has been good enough to quote some of my views regarding the phenomena of subsidence; he has, of course, only mentioned these briefly, and as he has not represented them quite correctly, it is evident that I have failed to make them clear. Seeing that he, and apparently some of the others who took part in the discussion, appear to hold views different from my own, I think it advisable to put my opinions down as definitely and as clearly as possible, because it appears to me at least possible that some of the differences above referred to may be differences of language and definition rather than of fact. The statements I propose to submit refer to the simplest cases, namely where an area in a practically horizontal bed has been entirely worked out. My experience has been confined to beds of bituminous coal and of ironstone, but D I do not at the moment see why there should be any difference in principle between the working of a bed of anthracite and one of bituminous coal, provided that the other conditions are the same. I wish to emphasize that I am considering the conditions of complete working out of the mineral bed with the roof allowed to come down and form goaf in accordance with the general British practice; 1 am excluding, therefore, methods of hydraulic, pneumatic, and hand stowage where extraneous material is brought in to hold up the roof. I am also excluding the case of bord and pillar working where pillars of small size are deliberately left in, apparently with the idea that these will subsequently crush and let the roof down gradually. Such a method of mining has long been discontinued in this country, indeed in Europe generally, and I venture to predict that the time will come when such a recklessly wasteful method will no longer be tolerated even in the United States. THE Western States Joint Convention opened at Denver on Sept. 20, with about 400 registered the first day. Monday was devoted to the American Mining Congress, and the afternoon session was taken up with a discussion of the public land laws of the United States. Hubert Work, Secretary of Interior, and William Spry, Commissioner of the General Land Office, presented a comprehensive review of the origin and operation of the laws and argued against any general change in the system. Charles E. Winter, Congressman from Wyoming, marshalled the arguments in favor of turning over the public lands to the states within which they lie, and George H. Dern, Governor of Utah, presented a well-reasoned argument in favor of allowing the school sections to pass to the states regardless of their mineral or non-mineral character. The debate made it clear that in the West especially, there is strong feeling against any further development of the policy of reserving and leasing the public lands. Tuesday forenoon was devoted to the Silver Producers Association, F. H. Brownell and Charles A. Thomas being the principal speakers, and in the after- noon the American Association of Petroleum Geologists met with Alex. W. McCoy presiding, and Glenn C. Clark, J. V. Howell, and J. W. Beede presenting papers.

ALTHOUGH it is universally accepted that free oxygen is A necessary in a cyanide solution for the dissolution of gold and silver-in accordance with Elsner's equation that 2Au + 4KCN + 0 + H20 = 2KAu (CN), + 2KOH- little has been written and insufficient attention paid to the drop in extraction due apparently to loss of dissolved oxygen in mill solutions. Aeration or oxygenation of cyanide solutions has been more or less successfully accomplished by various types of agitators such as the Dorr (with or without air lifts), Pachuca tanks and more recently "Turbo-mixers" and Denver "Super- agitators"; also by the introduction of chemical oxidizing agents such as Solozone (Na,O,) . At the Wright-Hargreaves and other mines in the Kirkland Lake camp, the introduction of this reagent at the rate of about 1.25 oz. per ton of ore applied to the feed of the ball mills has certainly been beneficial.

IN THE early stages of the depression the Utah Copper Co. realized that an unemployment problem would he created which demanded an intelligent and sympathetic solution. The company recognized that as many men as possible must be kept at work on a basis which would ultimately permit of the most efficient reabsorption of displaced labor. The company therefore determined to distribute available work among the greatest number of men and to that end adopted a system of rotating employees on a part-time basis. An employer requires a certain number of days' or shifts' work during the month. Obviously one employee working thirty days or shifts a month is equal to two employees each working fifteen. In principle, therefore, where two employees equally fitted to do certain work are available the work could be divided between them on an equitable basis and twice as many persons would benefit. A rotation plan on this basis was adopted by the Utah Copper, Co. on Jan. 30, 1930. Some variations of the orig¬inal plan have been made from time to time, the reasons for which will be discussed.

IN 1920 the Minnesota Tax Commission estimated a reserve of 1,341,674,538 long tons of iron ore in Minnesota, the Michigan State Tax Commission report showed 199,092,855 long tons in reserve in that state, and the Wisconsin Geological Survey set the Wisconsin reserves at 21,500,000 long tons. The total reserve that year for the Lake Superior District amounted to 1,562,267,393 long tons. Ten years later the reserves of iron ore in these same districts were Minnesota 1,235,227,510, Michigan 168,349,823, and Wisconsin 23,000,000, or a total of 1,426,577,333 long tons. The decrease in ore reserves in this ten-year period was 135,690,060 long tons, but the shipments were 520,746,975 long tons. In other words, the ten-year depletion in reserves was only 8.68 per cent. If similar conditions carry into the future this calculation would indicate a life for the ore reserves of the Lake Superior region of over 100 years.

WHEN scientific literature was lacking or meager, research necessarily meant laboratory investigation above all else. Today, scientific literature has attained tremendous proportions, and the volume increases at a much faster rate than it is digested and efficiently utilized. For that reason the present-day research worker should spend much more time in the library, and correspondingly less in the laboratory, than is the general custom. Library research would overcome two serious errors often made by scientists: duplication of work described completely and failure to appreciate inventions described almost verbatim in the literature. To emphasize these failings that often occur in present-day research, consider a hypothetical scientist as he conducts his search from inception to the stage where it is made available to the public by patent or other publication.

WE as employees of these related companies, I am sure, are proud to be affiliated with them, and have great faith in the sagacity and fore- sightedness of our employers. Most of us here have been called into important positions in these organizations, and it should be our most earnest endeavor to sense and carry them out as if they were our very own. We have been asked to supervise and carry on a work over which our employers cannot personally watch. It has been well said that the most efficient organization is that which requires the least attention from its head. Because of the very nature and condition of our work, which separates us by many miles from our employers and makes it impossible for us to receive attention and instructions from the heads of our departments, save for occasional visits and correspondence, we are given a great opportunity to prove that we can be efficient workers without too much attention from the heads of our departments. There are few employees who cannot do their duty when it is laid before them in specific terms, and when their employers are always there to see that their plans are carried out. But the employee who is really giving efficient service sees his duty himself and willingly does it. '

THIS announcement of the topics relating to production control, which the Committee hopes to have discussed at the February meeting, supplements the preliminary announcement published in the November number of MINING AND METALLURGY. In the previous article, the writer indicated the kaleide-scopic nature of the questions involved in obtaining better coordination in industry, and that, as a matter of practical expediency, the discussion in February would be limited to the more obvious difficulties in industry which need attention and to those questions which the Committee thinks would be of greatest interest to members of the Institute. But while practical considerations necessitate limiting the program, free discussion of all phases of the subject is urged by 'the Committee. In a preliminary consideration of the production control problem, there loom up two questions which have to be faced: (1) First, there is the question of the extra industrial capacity necessary to meet demand during the ordinary fluctuations of business, commonly characterized as `the "business cycle." Anyone who tries to formulate a program pertaining to productive capacity must decide whether he wishes to discuss the control of business cycles. While this question may eventually lend itself to treatment, the Committee does not feel that it can be considered at present with much profit. (2) The second question arises from the existence of over-stimulated capacity above and beyond peak demands in boom times. Discussion of this topic, it is felt, would be most fruitful. I. The second annual miner?s safety celebration which is sponsored by the Association was held in Paracale on Sept. 2, 1940. The event is the big occasion of the year when the thousands of employees of the mines in the district meet to compete for prizes and has become a great social function as well.=

UltimaTM rolls have been designed for intermediate and finishing stands of rod and bar and small and medium section mills. The rolls and rings are spun cast, with a highly alloyed working layer and a tough nodular iron core. Microstructure and hardness level can be adjusted over a wide range, which allows us to adapt the rolls to differing rolling conditions. After introducing the UltimaTM concept, this paper will describe the results of UltimaTM rolls achieved in various mill applications, like finish rolling of rebar, and slitting. Special emphasis is given to performance gains when using UltimaTM rolls, compared to standard rolls. This paper also examines the impact of UltimaTM rolls on mill and roll shop productivity.

At the, Crescent Valley Mine of the Hanna Coal Company, several 10,000 ton unit trains of 41" x 0 strip coal are loaded per week during the lake season. This is accomplished without the use of any accumulation of prepared coal. A large raw coal pile is built up during the winter months adjacent to two truck dump bins. This is added to whenever trucks are coming in from the pits and trains are not being loaded. During the loading of trains, trucks from several pits dump into the truck hoppers and coal is also dozed in from the pile. At a rate up to 3200 tons per hour this coal is screened, the plus 6" hand picked, the plus 4" crushed, and' all weighed and sampled as it goes directly to railroad cars being handled on two tracks by car retarders. With such an arrangement it is possible to exercise some control over coal quality, if it can be assessed rapidly. For instance, if the moisture rises to a level where it seems probable the BTU per pound will be reduced to the point where the contract calls for penalties, the trucks from, the wettest pit may be stopped, more or less coal may be moved in from the stockpile, or other measures taken to assure that the average BTU of the trainload will be satisfactory.
