Compact and field portable infrared spectrometers have been increasingly used over the past few years by an exploration industry constantly searching for a technological edge and the ability to more accurately and rapidly assess project areas. In particular, this technology allows large amounts of data to be rapidly collected on-site and sample mineralogy, mineral crystallinity and mineral composition to be quickly assessed. In recent years, short wave infrared (SWIR) reflectance spectroscopy has proved useful in a wide range of geological environments and at various stages of exploration programs, from grass roots reconnaissance through drilling programs and resource evaluation. Unfortunately these data have frequently been analysed and interpreted in isolation using time consuming data analysis techniques removed from the realities of a fast moving exploration industry. This paper presents new analysis techniques which allow these data to be efficiently integrated in the exploration program. Although SWIR data contain a wealth of mineral information it is impractical to use this information in its raw form. A more effective approach involves the extraction of key characteristics of these data (ie mineralogy, mineral composition and crystallinity) as numerical values, and the integration of this ædigital mineralogyÆ with more conventional exploration datasets (eg geochemistry, coordinate data, etc). This paper demonstrates that the integrated analysis of sound geological observations, geochemical, spatial and spectral data can quickly lead to a greater understanding of the nature and distribution of target mineralisation. As a first step, software driven pattern matching routines enable the identification of the major clay mineral species in a series of samples (eg kaolinite, montmorillonite and sericite). This allows the major alteration facies and their spatial distribution to be identified. Quantification of diagnostic absorption feature characteristics then allows more accurate determinations of mineralogy to be made (eg mineral composition and crystallinity). Examples of the application of SWIR analysis for alteration mapping from selected porphyry and epithermal systems from around the Pacific Rim are discussed. The data presented are derived from a variety of locations and sample types including drill core, ridge and spur rock chip samples, soil samples and geochemical pulps. In these large alteration systems, the spectral data can be used to describe and map the distribution of various alteration facies as many of these are characterised by clay and phyllosilicate mineral assemblages and are detected by SWIR analysis (eg smectite, chlorite, biotite, illite, muscovite, kaolinite, dickite, pyrophyllite, alunite, etc). In addition, the ability to evaluate even subtle trends in mineral crystallinity and composition is often vital in these systems when looking for vectors towards higher temperature parts of the system. In addition to detailed evaluation of mineralogy, the integration of digital mineralogy data with geochemical data leads to the ability to describe not only geochemically anomalous intersections or regions but also to recognise associations between subtle changes in mineralogy and target mineralisation. This is often important because understanding these mineralogical associations can lead to more accurate targeting and rapid assessment of the project.

"During the period 1958-1980 seven deep shafts were sunk from the surface in the UK. From 1977 until 1989 sixteen deep shafts were sunk in the UK, all concrete lined. Subsequently from 1989 up to the present day no deep shafts have been sunk in the UK, a period of 30 years. Developments in the design and construction of deep shaft linings in the UK therefore were predominantly carried out throughout the period 1977–1989. This knowledge is recorded in several published papers by the author over that period which will be referred to in the paper. INTRODUCTION The paper includes a review of past precedent for the design of deep shaft concrete linings in the UK and sets out the principles for future designs, including the design load to be adopted and Factors of Safety (SFs) to be used in the design. Hydrostatic pressure increases with depth from the surface and therefore the concrete lining must increase in thickness and strength throughout its depth to resist the pressure. High strength concrete mixes were developed to enable economic linings to reach greater depths and these will be detailed. The ground conditions to sink through in the UK consist of predominantly competent (self-standing when excavated) rock, which can be water bearing, and hence a hydrostatic pressure resisting lining is required. The paper describes the construction measures needed to produce a dry shaft by way of pour length, joint detail, backwall grouting and joint sealing details. PAST PRECEDENT FOR UK DEEP SHAFT SINKING AND LINING Seven deep shafts were sunk from the surface in the UK from 1957–1977 over a 20-year period (Auld, 1987). These are listed in Table 1. Three shafts were for British Coal, two were for Cleveland Potash Ltd and two were for the Central Electricity Generating Board. The British Coal shafts were 5.486 m and 7.315 m internal diameter to depths of 550 m and 780 m, respectively. At 5.5 m internal diameter and a depth of 1150 m, the two Boulby Mine shafts for Cleveland Potash Ltd are currently the deepest shafts in the UK. The two Central Electricity Generating Board shafts of 5 m and 10 m internal diameter, to depths of 255 m and 440 m, respectively, were ventilation shafts for a pumped storage scheme. Six of the shafts were sunk by Thyssen (GB) Ltd and one by Cementation Mining Ltd."

In-situ characterizations of green state part density and sintering state have long been desired in the powder metal community. Recent advances in non-contact electromagnetic acoustic transducer (EMAT) technology have enabled in-situ monitoring of acoustic amplitude and velocity as sintering proceeds. Samples were made from elemental powders of Al (99.99%), Al (99.7%), Ag, (99.99%), Cu (99.99%) and Fe (99.9%). The powders were pressed in a uniaxial die and examined with acoustic waves for changes in velocity and amplitude during sintering. The changes in acoustic properties were correlated with mechanical properties. Evolution of a series of reverberating echoes during sintering is shown to provide information on the state of sintering, changes in sintering kinetics as well as having the potential for detection of interior flaws.

The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

"The possibilities of greenhouse gas mitigation using various methods are brought out. The special case of utilization of mixture of CO2 with other greenhouse gases in a synergetic way inside non-thermal plasma based system is described in detail.Measurements on pilot system comprising pyrolysis chamber as alternative energy system (production of hydrogen and liquid tar) were made for various biomass and waste as the input material. The exhaust from this system was treated with non-thermal plasma gap suitable for up to 650Nm3/hour of exhaust gas flow. Condensable portion of exhaust is liquefied in distillation unit; produced hydrogen is stored on-line inside nano sized carbon of our own production.The CO2 removal efficiency varies depending on exhaust composition between 45 to 98%. Other oxides as CO, NOx, SOx and several hydrocarbons and VOC are also removed. The main product connected with CO2 removal is a solid powder of proteinoid nature. There exist strong probability, that precursor of the origin of life on the Earth from primary atmosphere were formed in the similar way as it is present in the electric discharge system used. Our system is equipped with on-line as well as ex-post analysis of all forms of products. We have also developed a system for recuperation of all forms of produced heat. It is stored inside as latent heat of waxes.IntroductionNatural greenhouse effect on the Earth is caused mainly by water vapour with the average absolute concentration about 4%. Other gases able to absorb long-wave radiation and thus this causing greenhouse effect are CO2, CH4, N2O, halocarbons and as precursors ozone and NOX. Some of them we produce and introduce into atmosphere in large quantities during production of energy and in transport. This factor leads to permanent increase of average temperature of air, sea and oceans, so called global warming.Nowadays large amount of data exists showing that the temperature of Earth in the last 150 years has been continually increasing. It represents about 03°C per ten years and the most of climatologist believe, that the increased concentration of greenhouse gases in the atmosphere is responsible for this effect.The most important greenhouse gas is carbon dioxide CO2. Majority of CO2 emissions comes from electric power stations working with fossil fuels, cars and industry. Burning of fossil fuels contribute up to 80% to world wide anthropogenetic emissions of CO2."

My old passport from Czechoslovakia has a stamp with date 10-10-1968 at 10:00 AM, the exact time I crossed the border between the former Czechoslovak Republic and Austria. This date has an important meaning because I could not come back to my country for the next 21 years. The 40th anniversary of Soviet led invasion, which took place on the 21st of August 2008, revealed some unknown and long time kept secret news.

"Syncrude has entered a new era involving the use of pipeline slurries to convey oil sand to the extraction plant. Hydrotransport operations and base plant operations encounter vast performance differences when processing different types of oil sand. This paper describes the hydrotransport process, its history at Syncrude, methods of describing the source ore characteristic and plant performance. The use of this information within Syncrude and how it will be managed on an ongoing basis will also be described. IntroductionThe Syncrude Canada Ltd. site is located 43 km north of Fort McMurray, Alberta, on the Athabasca oil sand deposit. The Syncrude operation consists of mining, extraction, upgrading, utilities and other support facilities. The mined ore is sent to the extraction plant where water and solids are removed from the bitumen. The bitumen is then sent to the upgrading plants to be further processed into Syncrude Sweet Blend (a light sweet crude oil). Syncrude produced 73.5 Mbbls of Syncrude Sweet Blend in 1996 and produced 75.7 Mbbls in 1997. Prior to 1993, Syncrude moved ore from the pit to the extraction plant via four dragline / bucketwheel/ conveyor systems. These systems, supplemented by auxiliary ore crushers, satisfied the feed requirements of the extraction plant. Ore was conveyed to the control tower area and placed in the dump pocket via four radial stackers. Various blending scenarios occurred at this point, using feed from the four mining quadrants and from auxiliary feed crushers. Upon entering the extraction plant from the base mine, the oil sand passed through a series of tumblers where it was mixed with hot water and caustic. It then proceeded to one of four primary separation vessels where bitumen froth was floated off and the middlings and coarse fractions were recombined and sent to the tail oil recovery vessels, or TORs, for further processing."

In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

"The rise of autonomous haul truck fleets may have been initially driven by the rapid escalation of the cost of equipment operators, but the actual improvements reported by the major iron ore miners far exceeds the simple reduction in workforce. Utilising cost models developed for feasibility studies and mining contract modelling, the limits of cost improvements due to simple labour reductions are compared to those achieved by the early autonomous fleet adopters and through traditional process improvement techniques such as fleet class upgrades or hot-seating of equipment. As autonomous fleet implementation matures, it is likely that the gains seen by current adopters will seem minor compared to the limits generally governed by the limit of equipment utilisation. This ultimate limit is explored through time utilisation models, which were also developed for use in feasibility studies and mining contract modelling.Citation:Miller, B H and Price, R, 2016. The application of thickened/paste tailings for surface disposal has been practiced for many years but has recently started to gain wider international acceptance. With tailings ponds coming under increasing environmental scrutiny, there is growing momentum towards mine/tailings plans that greatly reduce the size or even eliminate tailings ponds completely. This paper provides examples from the author's own experiences of the application of thickened/paste tailings for surface disposal in different countries, under different climatic conditions and in different industries. The paper will also comment on current research initiatives and future trends.

"According to the Office of Surface Mining Reclamation and Enforcement, Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires in nine states. This is considered to be an underestimate for the actual number of fires nationwide. Many mine fires are started by people burning trash where the coal seam or an abandoned coal mine is close to the surface. Other fire ignition sources include lightning and forest fires. Once ignited, a coal mine fire can easily spread into the remaining coal pillars and mine entries. Once established, the fire creates its own ventilation system supporting further combustion by drawing air down into the workings through unsealed mine shafts, fractures and surface subsidence depressions. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards (Richmond, 2017).Abandoned mine fires, if left uncontrolled, can burn for years and, in fact, one of the most wellknown mine fires in the United States is the mine fire in the Borough of Centralia, PA, that began on May 27, 1962. Reportedly, officials decided to clean up the local landfill for the upcoming Memorial Day holiday by burning the garbage on the site. Unfortunately, the landfill was located on the site of an abandoned strip-pit mine on the edge of the Borough (Dekok, 2009). The strip pit had been left open after being excavated around 1935 and was approximately 23 m (75 ft) wide and 15 m (50 ft) deep. It is believed that the lack of a properly constructed noncombustible shale barrier in the strip pit enabled the fire to spread to adjacent carbonaceous refuse material and then to nearby coal mine workings (PA DEP, 2017). As time went on, the fire grew and spread under the Borough and directly affected the residents despite various efforts to extinguish the fire by the state and federal governments (Fig.1). In 1984, a voluntary program was begun to move residents from their homes. Many accepted buyout offers for their properties and moved elsewhere and after leaving, their homes were demolished. In 1992, the state used eminent domain to take control of all the property within the Borough. In 2013, after years of litigation, the eight remaining residents were allowed to stay for as long as they lived. Today, only a few buildings remain within the Borough (Centralia, PA, 2014). This fire has been burning for more than 55 years."

IN preparing this paper on Canadian mine taxation, there has been no attempt to detail the requirements of the various taxing bodies; but rather to consider the matter from the standpoint of its underlying principles and give a general idea of the methods adopted. I have added an Appendix setting forth the principal features of the various Acts, which should be used for general reference only, since new rulings alter minor details from time to time. In current legislation, many important points are left to the discretion of the Ministers and their deputies. We are, indeed, fortunate in having in Canada an able and conscientious body of permanent officials, who bring a sense of justice and courtesy to their work which is most commendable, and which has done much to simplify the working out of general problems. The production of metals may rightly be deemed a form of manufacture, but differs from the average manufacturing business in three important respects: (1) In its early stages, it is wholly speculative, since it is impossible to make any definite appraisal of value or possibilities. (2) The principal asset of any mine, i.e., the ore in the ground, is a wasting asset, and is irreplaceable. (3) Any additional burden by way of taxation cannot be passed on to the public but must be borne entirely by the producer. Having regard to the first of these differences, it is apparent that, since the risk of loss is great, the reward in case of success must be correspondingly great. This fact seems to be constantly overlooked by those who regard the all too few outstanding successes in Canadian mining history as fit prey for predatory legislation. As an illustration of the speculative nature of early mining development, let us consider the Province of Ontario-and I take this illustration simply because I am more familiar with conditions there, and not because I believe it differs greatly from any other province. From 1907 to 1933, 165,243 claims were staked and recorded, from which 43 mines were developed which paid one or more dividends. There was, of course, some duplication through re-staking; also, on some claims very little work was done, and most mines have more than one claim. But, since staking and recording cost real money and effort, each of these claims must have been considered to have had merit.

"The increase in tunneling operations that requires working under pressures greater than that of ordinary atmosphere has raised the question of the use and possible limitations of respiratory protective devices under such unusual conditions. As little, if any, information is available, there is need for a comprehensive study of this subject before specific recommendations can be made. In the absence of such data it seems desirable to make a few preliminary observations regarding the problems associated with wearing respiratory protective devices under increased air pressures.Two distinct problems must be considered--the mechanics of the apparatus used under such conditions and the physiological effects of increased pressures on wearers of respiratory apparatus. Transportation of iron ore from the mine to the plant is critical to business success. Ore from the mine may have to be transported across states, countries and even continents to get to the processing plant or export facilities, and ultimately to the client. Numerous transportation steps may result in potential logistical difficulties. Companies are continually seeking ways to increase production rates, decrease delivery times and reduce operating costs. Transportation cost is a major component of the total cost of mining iron ore and therefore requires effective use of transport systems.Bottlenecks in iron ore transport systems, due to material handling issues, can result in loss in profit in the order of millions of dollars per hour. Bottlenecks can be seen anywhere in the transport system where the desired flow rate cannot be achieved. These bottlenecks occur for various reasons such as increasing throughput in a transport system originally designed for a lower throughput resulting in plugged transfer chutes, changing material characteristics (eg finer material, increased moisture content), changing to a new type of material or blend that again alters handleability, or changes in operational philosophy due to equipment availability or process utilisation.Stockpiles may have limited live capacity such that an adequate amount of ore may not be readily reclaimed when required (eg to fill a complete train’s railcars). In bins and hoppers, material may discharge through a central flow channel resulting in the formation of a stable rathole, which can then collapse causing material to flood the downstream system and cause significant downtime for clean-up (eg railcars beneath train load outs). In transfer chutes, bottlenecks can be caused by pluggages or downtime required for the change-out of liners due to excessive wear. In ship loading, long settling or de-aeration time, or material exceeding its transportable moisture limit (TML) may result in further bottlenecks. These bottlenecks all have associated costs because of the need to address their causes and because of the lost opportunities for throughput.This paper will discuss how bulk material technology and proper understanding of material flow characteristics can be applied to mitigate bottlenecks. It will discuss how to predict potential bottleneck locations through a scientific method of analysis and evaluation to determine if an increase in throughput of an existing transport system is possible, as well as whether or not a new material will flow reliably through an existing system.CITATION:Hartford, C E, Holmes, C P and Tan, T, 2015. This is a shortened version of the paper ?The Methane-Air Explosion Hazard Within Coal Mine Gobs published in the 2013 volume of SME Transactions (Brune, 2013, pp. 376-390). This paper analyzes the explosion hazard resulting from the formation of methane-air mixtures in the mined-out gobs of underground longwall coal mines. Evidence from numerous mine explosions suggests that explosive methane zones can form within longwall gobs. Explosions and fires resulting from these methane accumulations have led to severe and fatal injuries to the miners, including the explosion of the Upper Big Branch Mine in West Virginia, where 29 miners lost their lives April 5, 2010.The paper also reviews current research on numerical modeling of gas flows in longwall gobs and outlines how targeted injection of nitrogen into gobs can effectively reduce the volume of such explosive methane zones. The paper concludes that comprehensive monitoring of gas compositions, along the accessible fringes of the gobs along with inertization, improved ventilation schemes and further research are necessary to control this explosion hazard and make mining operations safe. The extractive industry has the potential to impact the health and well-being of workers, families and surrounding communities. In the current environment of social performance, project planning considers that activities should be conducted in the best environmentally, socially and economically acceptable way across the development cycle (i.e. from exploration ? post-closure). In this context, health impacts of mining can be mapped and extend over the Life of the Community and can encompass worker injury and disease, exposure to communicable and non-communicable diseases, and health outcomes specific to family and community health and well-being outside the fence. To contribute to an emerging field focused on Health and the Extractive Industry, this paper reviews and compares health activities extracted from social and environmental reports published by selected major mining, oil and gas companies with operations in Australia and Canada. The objective of this review is to map corporate approaches to public health management across our previously developed Life-of-Mine within Life-of-Community (LOMLOC) framework in order to identify and compare trends and behaviour in corporate health investments across the project cycle, as well as identify the level of prevention targeted by this investment activity (i.e. primary, secondary and tertiary prevention of detrimental health impact). With the extractive industry facing ongoing rapid growth worldwide, this paper provides preliminary comparative information about corporate health spending by some companies in Australia and Canada. This information serves as a resource for minerals industry managers, civil society and regulators regarding current health management approaches in this sector.

Dust suppression is an important environmental control in most mining operations. The poorest quality water within a mine site is often used for dust suppression since it provides an effective means of reducing the volume of poor quality water. The ultimate fate of contaminants or salinity associated with water used in dust suppression is important to consider for optimising water management and assessing the environmental impact and life span and maintenance requirements of roads associated with dust suppression.The propensity for remobilisation of contaminants or salts depends on a range of factors such as the application rate, climate, road construction, water chemistry and soil geochemistry. This paper describes a typical study approach which could be used to assess the short- and long-term impacts of mine water application for dust suppression. The steps of the study are: reviewing the environmental setting, estimating water requirements for dust suppression, reviewing source water chemistry, developing a mass balance model and assessing the mobility and fate of contaminants with a geochemical model.This approach identifies which salt species are likely to form and whether they are prone to remobilisation. It is possible to quantitatively assess the risk of exporting contaminants or salt from roads and to refine the dust suppression strategy to minimise the environmental risk. The approach can be applied at mine sites to address regulator concerns, aid decision-making and improve the understanding of short- and long-term environmental risks.CITATION:Gimber, C, 2013. "The selection of a site for plant facilities is a function of several factors and has as its objective the maximization of profits, given fixed markets and sources of raw material locations. In practice there are several sites, any one of which or a combination of two or more would be suitable to meet the basic requirements of source of supply of raw material and labour and still fulfill market demands. The model used to select the optimum profit combination utilizes both computer programs and traditional financial analysis techniques. Of the three computer programs used in the mode), one is a linear program and another is a transportation simulator. Basic cost and price data are required. In examining costs, three levels are used: (a) distribution costs of raw material to the plant and finished goods to the market; (b) direct production costs at the plant, such as labour and locally supplied material; and (c) capital and overhead costs at the plant, such as construction costs, taxes, insurance, and federal and provincial cost allowances. The direct costs generally depend on the scale of operations, so that a large plant in one location may have a lower unit cost than two smaller plants. This, of course, must be balanced against distribution costs. In examining profit, it is necessary to think in terms of the price and volume of sales at each of the market locations. Given basic data and relationships, the model can be used to optimally locate production facilities or, alter-natively, optimally structure a transportation network given existing locations of plants and markets. It is dynamic to the extent that it can react to changes in volume, price and cost to optimally locate an additional plant, the expansion of existing plants, the shutting down or cutting back of plants, or the restructuring of distribution networks."

"Arctic Canada is one of the largest undeveloped terrains remaining in the world, and is in many ways unique. The ecological balance of the region is more delicate than tropical or temperate regions of similar size. This region is likely to be developed by research for and production of resources, primarily petroleum, in the immediate future. As well as sensitive terrain surface caused by permafrost in some areas, many large and small mammals and birds are also in a delicate balance with the environment. Small changes in this balance can have large effects.The probability of finding petroleum in different regions varies widely, but already there are good indications on the mainland and in the Islands that both oil and gas are present. Geophysical work in the offshore, particularly the Beaufort Sea, suggests further promising potential. Possible reserves in the Islands and mainland Arctic may amount to 50 or more billion barrels.A responsible approach to problems facing exploitation in an Arctic environment includes the careful monitoring by industry of likely effects of their activities. The Mackenzie Valley Pipeline Research Association test loop at Inuvik provides an example of such monitoring. Outside Canada, the operations at Prudhoe Bay on the north coast of Alaska show how major companies may operate responsibly and reduce environmental interference to a minim'.::at. Nevertheless, four variables must affect any decisions to be made concerning energy resource exploitation in the Arctic. These are man's need for energy, economic and industrial pressures to develop energy sources, the desire to preserve a deteriorating environment, and the role of government as representing all individuals in the country and their several points of view. Factors that must be taken into account in making any decisions include the importance of Canadian oil in a world picture, the need for alternative sources of energy in the near future, the depletion of nonrenewable resources at an accelerating rate and the increasing awareness that the major problems facing man have no direct technical solution and that social or political decisions must precede further techno-logical development."
