WHEN the Board of Directors of the Institute in June 1931 approved the formation of the Committee on Eastern Magnetite and its then membership of eleven, little did any of those concerned envision that twelve years later the annual Committee luncheon would attract 34, and the technical session, jointly with the Iron and Steel Division, more than 70. Yet that was exactly what happened during the February meeting just passed. And what is more important, some members of the Committee are now predicting that by 1944 over 10 per cent of the iron ore produced in the United States will come from these Eastern Magnetite properties. Chairman Crockett, in opening the meeting, advised that due to the serious illness of Meredith E. Johnson, State Geologist of New Jersey, Mr. Johnson would be unable to brief his scheduled paper, which would therefore be reserved for a later date.

The cave man of ages past took his wife-and family from the cave pointing to a fire he had built and beating on his breast said, "Look what I have done". Today man is taking his family back to a cave saying, "Come enter in because of what I have done". At the close of World War II Germany said if they had gone underground one year earlier with more of their operations, the war could have lasted four years longer with perhaps much of Britain devastated. The protection of the home front no longer rests with the soldier in actual combat. The battle will be won at home with the most careful kind of protection against missiles. After Nagasaki-Hiroshima Sir Winston Churchill said in substance "Up to now the Almighty has mercifully withheld from man the knowledge of these terrible weapons of destruction."

The idea of using only one strand for both sintering and cooling of the sinter is not new. In 1952, in the U.S.A. a sintering plant was built at Benson Mine (Star Lake, N.Y.), including : - 68 m2 or 735 sqft (8 wind boxes) for sintering, - 22 m2 or 237 sqft (3 wind boxes) for cooling. In the USSR, a large number of machines have been built allowing for cooling of the sinter on the strand, especially the 4 m (about 13 ft) machines, with : 252 m2 sintering grate area 60 m2 cooling grate area 312 m2 total grate area. However, such ventures did not prove very successful, and the IRSID embarked many years ago on a research program to discover : - what are the problems associated with cooling on a sintering strand ; - what are the possible solutions for industrial plants.

The use of explosives bring countless benefits to our everyday lives in areas such as mining, oil and gas exploration, demolition or avalanche control. However, because of the potential destructive power of explosives, strict safety procedures must be an integral part of any explosives operation. The goal of this paper is to provide a solution against the hazards which unfortunately accompany the use of explosives. For this reason, a blast shield is specifically designed and tested for protecting personnel against these unpredictable effects. This document will develop a complete analysis answering the following questions: what are the potential hazards from an air blast; what are their effects; and how can we be protected against them. In order to answer these questions, theoretical, analytical, and numerical calculations are performed. Finally, a full blast shield prototype is tested under blasting conditions proving its effectiveness as a safety device while explosives are used.

In the last few years it has become legal for women to work without restriction underground in some States in Australia. Since the mid 1970's there have been women graduates in mining engineering from several Australian tertiary institutions. Women from this group are the first females to have been employed to do manual work underground this century. The questions which arise are "What are the current parameters surrounding the employment of women underground?" and "What have been the experiences of those women who have worked underground?". In order to answer these questions, contact has been made with the various mining schools in Australia, the relevant government departments, the main underground mining companies, the relevant unions and professional associations, and other women who have worked undergrond. Personal experience as both a miner and a mining engineer at the CSA Mine near Cobar in New South Wales is also used.

A good mining engineer is supposed to make a good mine. What then makes a good mining engineer? There certainly are a lot of answers to that question. The answers depend on whether you are one, work for one, or employ one. There are several cliches about mining engineers, and there is some truth in them-as there usually is in any stereotype. Hollywood chose Jeff Chandler to portray a mining engineer in Foxfire. The image here was of an almost one-man mining operation. When Chandler picked up a jackhammer, cradled it in his gut and started drilling out a tunnel round, it gave one the hives. I would have liked to see him finish just one round that way. There are limits to what even the most hairy-chested of us will try. We can assume that Hollywood feels it needs to over- draw any profession to add impact.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

In the real world of coal mining, the bottom line for almost every support project decision is economic (i.e., what is it going to cost?). Up to this point, I have discussed the methods to improve the performance of typical support projects by better installation, materials, and techniques, thus lowering the impact of the bottom line cost. In this chapter, 1 shall explore what costs are relevant in mining construction, and how these costs are developed. The chapter centers around two major discussions: (I) developing cost accounting techniques, and (2) cost-estimating procedures for support construction. Each focuses on the fundamentals of practical cost considerations necessary for decisions on construction projects underground. Since cost accounting, economics, and investment planning are all subjects which warrant complete discussions on their own, this chapter will focus on distilling the important concepts required by a planning engineer into an easily understandable presentation.

The last decade has seen a very rapid development in TBM tunnelling. Some trends are purely technical or economical and others relate more to preferences of different interests. Power levels have more than doubled and thrust levels too. Shield machines are developed to be able to handle harder rock and the open TBMs are made more feasible for `difficult' rock. What is right and what is wrong is more a matter of opinion, but one thing is certain: TBMs now are a useful tool and no longer an experimental work-shop for the enthusiasts.This paper highlights some recent developments and indicates some probable future ones. A few features that have increased the open TBMs' ability to cope with ever harder rock and also to overcome problems with poor rock are discussed in detail, using the Atlas Copco JARVA Mk 27 -the most powerful TBM built so far - as a reference.

Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

ONE of the major problems of management is how to restore in some measure the personal relation-ship between employer and employed which, in the days of small concerns, meant better morale among employees. The complexity of industry today, the heterogeneous mass. of workers employed, many .of them new to this country and to its institutions, the inability of those whose task it is to get out production to spend much time on the problems of labor-all these and many other factors serve to make of great impor-tance the question of how to establish more satisfactory mutual good will. While there is no such thing as a sure cure for labor troubles, in spite of the fact that charlatans have been selling alleged cures to guileless employers, study and experience have brought to light methods of approach to the problems confronting management in its relation to labor that are well worth consideration. Labor problems must be approached with common sense and an open mind. Facts must be the basis of action. So it is with the question of morale in industry. What makes or breaks morale? What are the forces behind the actions of men? What is there in one man that makes him act differently from another man under similar circumstances? How are men affected by the actions of others in their own group or by the actions of those under whose supervision they work? These are questions that must be carefully studied if we are, to get at the bottom of industrial unrest. It is an easy thing to say that good will can be created by "treating men right." That involves so many things and points of view that it will hardly serve as a full answer to our problem; but it is a good starting point if we mean by right treatment the payment of wages consistent with the well being of the worker and his family as members of the community, and if we also mean the provision of sanitary, wholesome working conditions and a working schedule that does not overtax the worker physically, and mutuality-a give and take relationship. With this as a basis we can go a step farther and see what else can be done to promote better relations between management and the workers.

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

The rush for alternate iron-units in the last few years spurred a true outbreak of new alternate iron units projects many of them incorporating new process in what can be classified as the.most fruitful and innovative technology outburst, in the steel industry, in decades In a recent paper we focused on what would be, in our opinion, the ultimate targets of the use of alternate iron-units by mini-mills: 1. to improve quality, 2. to reduce cost, 3. to increase plant productivity, and 4. to improve `supplyability'. With these objectives in mind liquid hot-metal, among all possible scrap substitutes, has been proven to be by far the best. This conclusion stems from many different authors who have reviewed the `value in use' of hot-metal against other alternate iron units and measured its impact on steel-shop productivity and cost (Figure 1).

JOHN HAMRIC: Our next topic leader is David Huth, superintendent of sulfuric power generation, DAP, and shipping for IMC-Agrico, Nichols Plant, Mulberry, Florida. With a title like that it's no wonder he believes in empowerment. His topic today is "The Triumphs and Pitfalls of Using Empowerment Techniques." DAVID HUTH: Empowerment and its benefits are a desirable alternative to the traditional management structure. The difference between the two is the amount of decision- making authority and responsibility given to individuals by a supervisor. Just what is empowerment and how does it work? Empowerment is relinquishing to individuals the authority and responsibility to make daily decisions. Can everyone be empowered? What if they make a wrong decision? Will I empower myself out of a job? These are questions that all managers have when they hear the word empowerment. In today's fast-paced and high-pressure business environment, the old way of managing people must be replaced with a new approach. No longer can we, as managers, make all the decisions. The increased work loads due to downsizing, consolidation, and synergies have stretched us too thin. What about our employees? How can we motivate them into the high-performance teams that our companies are demanding? What possibly could satisfy both these issues? The solution to these problems can be solved with the power of employee empowerment. Employee empowerment will not only lessen the load on managers but will build teamwork, motivation, and pride into the employees who work for the managers who use it. American business was rudely awakened in the early 1980s when the Japanese companies not only caught up to American companies but literally flew by them. America was fat, dumb, and happy after World War II. Why wouldn't they be? They had all the factories. Everyone else had to rebuild. So for 40 years American business lounged in the limelight of very little true competition. But times change. Unfortunately, American business did not. Now the cry to perform in the new global economy has come down from the corporate boardrooms. Down through the ranks it has been felt. Guess who is supposed to make it work? But where are all those people who are going to make this rejuvenation and corporate renaissance possible? Many of them are gone-lost in downsizing, synergies, and rightsizings

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The processes involved in turning a set of seismograph records into a geological structure map may be divided into three classes; (1) picking reflections on the records, to be used for the computations; (2) determining the basis on which the computations should be made in order to arrive at correct results; (3) making the necessary computations and plotting sections and maps. The first is usually done by the crew chief, or at least checked by him. The computing system usually originates in the head office, occasional consultations with the party chief providing modifications as necessary to meet special conditions. The computations and plotting are done by the party computer, with possibly one or two assistants if the calculations require much time. Picking the Rejleclions Marking of the reflections on the records is perhaps the most important step and the one most likely to determine the reliability of the final results. Making the "picks" is important because most of the problems that come up in practical work are connected with the problem of what can be done with poor records. The lack of any definite criteria by which to judge what are good and usable reflections is at the bottom of the difficulty. Give the same set of records to several people to mark and they will probably come out with a variation in the number of reflections per record that are deemed usable. With good records the correct picks are obvious to all, but with poor records experience seems to be the only reliable guide as to what picks are reliable and what are merely born of imagination and desperation. Experience in marking records and seeing how the structures eventually check out is more important than training in physics or geology. Different types of equipment and shooting methods may produce records quite different in appearance, from the same territory, and the computer can do his best work with records of a type on which he has had considerable experience, and has learned the limitations and shortcomings as well as the virtues of the data with which he is working. OF what use is the federation to me and why should I support it?" is a question that has been asked by many members of the constituent societies of the F. A. E. S. during the last year; a question that is asked because the speakers do not realize what the Federated is doing or what is the field of its activities. "What is it doing for the profession and for mankind?" would be a more appropriate question, the answer to which is found in the closing chapter of Prof. Cassius J. Keyser's "Mathematical Philosophy."' The chapter is entitled "Science and Engineering." Professor Keyser writes from the layman's point of view. He is looking at the profession and at engineers from the outside. We have in his thoughts the oppor-tunity that Burns sought when he wrote "Oh wad some power the giftie gie us to see oursels as ithers see us." With the permission of the author and the publisher, we quote the following paragraphs: A layman, viewing a profession from the outside, seeking thus to ascertain its proper relations to the common weal, may bring to the task a certain freedom, which, were he a member of the profession, he might have lost. "Men trained in a profession," said Prof. David Swing, "come by degrees into the profession's channel, and flow only in one direction, and always between the same banks. The master of a learned profession at last becomes its slave. He who follows faithfully any calling wears at last a soul of that call-ing's shape. You remember the death scene of the poor old schoolmaster. He had assembled the boys and girls in the winter mornings and had dismissed them winter evenings after sundown, and had done this for fifty long years. One winter morning he did not appear. Death had struck his old and feeble pulse; but, dying, his mind followed its beautiful but narrow river-bed, and his last words were: It is growing dark-the school is dismissed-let the .girls pass out first."' I shall not be so much concerned with the present status of the science as with its potency and promise. Of individual engineers the ideals may be high or low, worthy or unworthy; but of engineering itself the ideal is great and mighty. It is of that ideal that I intend to speak.
