In this bulletin the same general plan of classification of references has been followed, but several additions have been made. Adaptive re-use of existing structures in urban environments has become very common due to lack of available space in our cities and requirements for increased structural capacity. Often, it involves retrofitting existing foundations to support increased loading. In such cases, Engineers face the need to review existing deep or shallow foundations for their true load carrying capacities in order to determine the required magnitude of retrofit work, if any. To accomplish this, the engineer must track down and cull through the existing construction documentation to determine what was actually constructed, complete an investigation to confirm these conclusions, possibly sample the foundation elements for strength properties, and on occasions complete non destructive or full scale load testing of indicator elements. This paper describes the typical procedure followed by the authors for design of retrofit schemes for existing buildings in the Washington DC metropolitan area. Three case histories are presented that illustrate various issues encountered during design.

Operator efficiency and control capability along with cost effectiveness have been the quest of mining, industrial, and mobile hydraulic engineers for years. The majority of the functions in present day fluid power systems are controlled by on/off control valves. They are inexpensive and provide easy installation and operation, but they lack the quality of fine control of load flow or what is sometimes known as "feathering the load". An alternate approach to obtaining this capability is the use of electro-hydraulic servo-valves, but their implementation into a system is complex, and they are expensive. As a result, electrohydraulic systems are still used primarily in the aerospace industry. Of late, a compromise seems to have evolved between the on/ off control systems and the servo-technology is the so-called proportional flow control valves. A proportional flow control valve meters fluid to the load in proportion to the input command from the operator. In principle, it is similar to a conventional flow control valve and is tailored to meet the control requirements from the load point of view. The hydraulic system using this valve usually works in an open-loop mode with the operator closing the loop. Incorporating load-sensing mechanisms and adoption of electrical/electronic signalling into the valve make it the "ideal valve" which designers have been looking for from a techno-economic point of view.

Your thoughts on the current status of the global minerals industries? The global economic, technological, social and political changes of the last two decades of the 20th century resulted in the emergence of a restructured minerals industry. This industry is now based on a new cost-cutting philosophy; utilization of modern technology; productivity gains rather than production tonnages; diversification of mineral markets; and globalization of exploration, mining and processing. Quantity and tons used to be the focus. The emphasis today is on remaining competitive in the marketplace by lowering per-unit production costs as much as possible. What factors and trends will impact the minerals industries in this, the 21st century? A number of parameters will impact minerals operations and shape the future sustainability and growth of the minerals industries. Increased demand for minerals will be accompanied by the demand for technical advancements. We will also see a continued emphasis on health and safety, environmental stewardship, and education and training. Let me elaborate.

"Agglomeration has become common pre-treatment step to improve heap leach percolation thereby recovery, the fundamental understanding of the agglomeration process for crushed ores is still lacking. Agglomeration is required for ores which either contain excessive amounts of clay or an excessive quantity of fines generated during mining and crushing. Numerous experiments have been carried out in laboratory scale batch drums using different ores. It has been found out that experimental agglomerate size distributions exhibit self-preserving spectra. The self-preserving/ similarity distribution of the agglomerates is found to be independent of operating conditions and is uniquely determined by the size enlargement mechanism. An empirical model based on the absolute difference between moisture applied and optimum moisture was developed. This model uses self-preserving spectra in the form of a Rosin-Rammler distribution function to predict size distribution at different operating conditions. The empirical model was considerably easier to work with plant scale agglomeration drums. Also, a test known as dip test is developed which improves fundamental understanding of the agglomerate formation and growth mechanisms. This test also provides the progeny size distribution of each agglomerate size. The progeny size distribution was analyzed with a model that partitions the particles into a host and guest category. The ensuing partition coefficient identifies the behaviour of a particle as a host for other particles or a guest layering on other particles. This concept helps in identifying the type of agglomerate that would result for a specific feed size distribution. INTRODUCTIONHeap leaching is one of the hydrometallurgical processes that have served as a green and economically viable process for the treatment of low grade complex ores of copper, uranium, nickel, silver and gold (Dhawan et al., 2013). Heap leaching appears to be a favorable candidate for the least energy consuming process for low grade ores. In heap leach operations nowadays a pretreatment step known as crushed ore agglomeration has been implemented (Dhawan et al., 2013). A bed of agglomerates improves the uniform percolation of solution through the heaps of ore. Therefore, it was possible to treat wastes and mill tailings via agglomeration and heap leaching. Agglomeration pretreatment is required for ores which either contain excessive amounts of clay or an excessive quantity of fines generated during mining and crushing (Bouffard, 2005; Dhawan et al., 2013).While agglomeration has become common practice pretreatment step in heap leach operations, the fundamental understanding of the crushed ore agglomeration process is still lacking. The author reviewed publications up to 2012 on the crushed ore agglomeration process and did not come up with modeling studies on the topic (Dhawan et al., 2013). Some of the possible reasons can be the stochastic nature of the process, experimental difficulties, and lack of instrumentation for fundamental studies."

"In February 1980, Dome Mines Limited announced a $50 million expansion program which would result in a 50% increase in mill capacity from the present 1,815 tonnes per day to an eventual production rate of 2, 720 tonnes per day in the year 1984. As an integral and necessary part of this planned expansion, a new vertical production shaft, No. 8 Shaft, would be sunk from surface to a depth of 1,645 metres.Throughout the seventy-year history of mining at the Dome, gold has been found in a number of different rock types and in association with a number of different structural settings. However, the key to successfully locating ore deposits lies in the recognition of the favourable environments in which they generally occur. First and foremost, the exercise of locating the No. 8 shaft became an exercise in geological deduction based on the projection of these favourable lithologic environments.In November 1980, after detailed engineering work was completed, the total cost of the project was estimated at $75.5 million 1980 dollars or $91 million dollars allowing for inflation over a four-year construction period. These estimates include the shaft, significant replacement and alterations to the milling process, and an upgrading of the plant."

"The increased costs of underground mining have continually challenged engineers to identify opportunities for alternatives to common approaches to underground development. Considerations to the design of horizontal and vertical development at the Dugald River mine targeted inclined raise boring to reduce horizontal development, not only to reduce cost, but to allow development activities to focus on other areas of the mine.The mine plan consists of 50 raise bored ventilation shafts, of which 17 have been mined to date with diameters ranging from 3.1 m to 5 m and lengths from 30 m to 200 m. The expected performance and stability of these shafts has been determined using methodologies proposed by McCracken and Stacey (1989) and further refined by Peck, Coombes and Lee (2011). Actual raise performances have been collated and compared to a database of raise bore performances across Australia as presented by Coombes, Lee and Peck (2011), and form a database of raise bore performance specific to Dugald River.Opportunities to further optimise the mine plan and reduce costs have seen the introduction of large diameter-inclined raise bored ventilation shafts to minimise the required lateral development to connect the ventilation circuits. Large diameter inclined shafts ranging between 3.1 m and 4.5 m in diameter have been successfully mined with dips down to 70°, reducing the cost of lateral development by more than $1 million over the next two years.Both technical and operational challenges were overcome in the mining of large diameter-inclined raise bores, including modification of: existing methodologies of assessing shaft wall stability for inclined raises. These included variations of the McCracken and Stacey method and the utilisation of the modified stability number (N’) previously developed for stope performance (Potvin, 1988). both the collar and toe development profiles, including the general set-up of the raise bore drill rig to reduce the operational risks associated with angled raises.Due to their success, inclined raises have been designed for subsequent stages of the life-of-mine ventilation system at Dugald River. Exploration for gold .deposits on Hispaniola has taken place sporadically over the years but has expanded in the past decade. There are veintype, disseminated, alluvial and elluvial deposits. Investigations were previously undertaken in Haiti by combined Haitian, Bureau of Mines, and UN geological teams at Grand Bois Limbe(Milot) and Cap Coq areas. Later studies were conducted at the Miches and Moncion districts. Gold occurrences were reported in quartz, silicic-barite veins and gossans. An important deposit ?at Pueblo Viejo is? a disseminated type where extraction is taking place in the oxidized zone. Exploration by Japanese and West German firms with local geologists are described in this paper together with Pueblo Viejo, Miches, Restauracion, Milot, and Meme ?areas where occurrences are known. Copper deposits with associated gold va1ues are also described. These include vein deposits in Central Cordillera and disseminated deposits at Terrier Rouge and Blondin.

Optimisation of the underground mining production process benefits from informed decision making during the process of explosive rock fragmentation. Selection of the most appropriate bulk explosive products for underground production blasting is an area of endeavour that offers significant economic upside if correctly and thoroughly undertaken. The explosive selection process is facilitated by a clear understanding of:the physical and detonic properties of the alternative explosive options available; the response of different rock masses to these different explosive options; and the importance of maintaining a clear focus on desirable blast outcomes in order to enhance value creation aspects of the mining production process. The level of understanding of these issues is raised through the application of measurement and modelling technology, quantifying the effects of blast design (and implementation) on process outcomes. Homestake Darlot and DynoConsult applied a range of dynamic blast measurement and outcome modelling techniques in order to explore the relationship between rock properties, explosive properties and mining process efficiencies. A campaign of vibration and explosive Velocity of Detonation (VoD) measurement produced feed data for use in vibration and fragmentation modelling during the extraction of one of the major stoping blocks at Darlot Gold Mine. The paper describes the use of these tools and discusses the understanding gained concerning the limitations and capabilities of, and the reconciliation between, a selection of analysis and modelling approaches.

"Edward Haycock, Engineer and Public Contractor Edward Haycock was born in Shrewsbury, England, June 14, 1813. His father was John Haycock, a timber merchant and soap manufacturer, residing at Swan Hill Court, Shrewsbury, and his mother Esther was the daughter of William Hilton of Hempstead, Hertfordshire. Edward's paternal grandfather, John Hiram Haycock, was the first of a line of architects that ""changed the face of Shrewsbury"" and ""provided some of the best examples of typical Victorian architecture in Shropshire""(1). Nothing is known of Edward's early life or education, although it appears that he made no attempt to follow this artistic trend. In 1833, Edward immigrated to Canada. The following year, he married Mary Butler, daughter of Johnson Butler, a Lieutenant-Colonel in the Lincoln Militia during the War of 1812. Mrs. Haycock, as co-heiress of Johnson Butler's estate, was assigned 600 choice acres of farmland in Brooke Township near present-day Sarnia. This alone would have guaranteed a tidy income, but the Haycocks soon disposed of this land, the last lots being sold in May 1840. Instead, Haycock turned his hand to engineering and, for a number of years, was employed by the Great Western Railway first in Woodstock and later in Hamilton. He then moved to Port Hope, tried farming, worked in the engineering office of the Port Hope, Lindsay and Beaverton Railway Company, and later constructed a portion of this railway(2). During his stay in Port Hope, Haycock met his future partners Ralph Jones, a contractor, and Thomas Curtis Clarke, chief engineer with the P.H.L. and B. Railway Company. The alliance was styled Jones, Haycock and Company and their most successful venture was the construction of the Government Buildings in Ottawa. This work was the crowning achievement of Haycock's career and, no doubt, his proudest moment was at 11:30 a.m., April 2, 1860, when his daughter Mary Emily, then a little girl of 4, with a special silver trowel ceremoniously laid the first stone. Of special interest in this project were the quarrying operations, which introduced Haycock to the art and difficulties of mining as well as to the potential returns of mines. Sandstone, for facing, was drawn from four quarries, 10 to 12 miles from the Departmental Buildings. Haycock seems to have been in charge of these operations, which in the early stages involved an average labour force of 86 men and 43 teams. However, by 1861, quarrying had declined in importance and the contractors were able to concentrate whole-heartedly on the construction site."

The Fabrica Mine of the Brazilian iron ore company Ferteco mines on an extremely inhomogenous ore deposit. A large amount of the crude ore consists of fines minus 100 micron which cannot be sold without further treatment because of its chemical and physical properties. In order to make full use of the mined crude ore an expansion program has been realized which incorporates among others a concentrator to produce classified blast furnace ore , sinter feed and pellet feed. The pellet feed is converted in a 2.5 million tons per year Lurgi Dravo plant into high grade pellets. The paper discusses the selection of the concentration process, the pelletizing process and describes the experiences with the operation plant during the startup and the first years of operation.

In 1972, a cooperative program to map and estimate the quantity of Tertiary coal resources in southern Saskatchewan was initiated by the federal and Saskatchewan governments. More than 700 exploratory boreholes were drilled over a two-year period, and data were obtained from other organization s on an additional 1500 boreholes in the area. Stratigraphic data and data on each coal seam penetrated in the boreholes, along with technical and location data for each borehole, were stored in a computer data base for convenience of retrieval, modification and manipulation. Programs and program packages were developed or adapted to: (1) select borehole information defined by variable retrieval parameters from the data base; (2) calculate derived information , such as overburden ratios. cumulative net coal thicknesses , mean weighted center of gravity of coal seams in each borehole, etc., from the selected data ; (3) produce posting maps of either selected data or calculated information in various combinations at variable scales on a plotter or CRT display; (4) produce contoured structure, isopach or ratio maps , and perspective diagrams as appropriate , utilizing plotter or CRT display; (5) calculate and categorize quantities of coal in place within user- defined "mineability-economic-reliability" limits. The emphasis in computer utilization was placed on geological credibility of the results and ease of operation by relatively untrained geological personnel, resulting in extensive use of interactive methods. The single most important benefit derived from using computer-assisted procedures is the ability to produce new maps and quantity estimates rapidly and inexpensively as a result of availability of new data or/and changes in external criteria which impose economic or mineability constraints.

The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. The U.S. Bureau of Mines, Tuscaloosa Research Center, is conducting a review of the usage of different types of refractories, the current industrial practices to recycle/dispose of spent refractories, and the concerns associated with these practices. This information will serve as the technical basis for initiating a research program to recycle or find alternate uses for spent refractory materials. Approximately 1.6 million metric tons of clay based and 1.2 million metric tons of non-clay based refractory materials were manufactured in the United States in 1992 alone, representing a value of almost 2 billion dollars. Landfill has been and remains the disposal means of choice. Issues such as environmental regulations, concerns over landfill disposal, future liability, and product stewardship programs have brought about increased emphasis for recycling or alternate material use. Information on refractory consumption and the issues associated with recycling or disposing of used materials will be discussed, including current recycling practices.

Selection of delay times to optimize fragmentation has been a controversial topic among researchers and blasting practitioners. This paper reviews previous experimental information and presents the results of new tests conducted in small blocks constructed using a commercial grout. The effect of the delay on the average fragment size, coarse fragmentation and uniformity of fragmentation is discussed. Fragmentation was coarser at extremely short or extremely long delays, while a fairly constant average size was obtained at a variety of intermediate delays. Uniformity, defined as the slope of the fragmentation distribution through the average fragment size, was poor at short and very long delays and relatively constant at the intermediate delays. Some tests attempted to minimize the effect of gas penetration by lining the boreholes with copper tubes. When this was the case average fragmentation changed marginally, while uniformity was significantly affected by delay and was typically smaller than in the unlined tests.

Commodity agreements, trade liberalization, producer cartels, the New International Economic Order, price stabilization and access to supply are buzz words of the day. The international concern and dialogue on these concepts, often by a new breed of politically motivated experts, have generated intense interest in seeking an international solution to natural resource problems. While this momentum was maintained during the past year, the growing incidence of protectionist actions by several major nations has been eroding confidence in the global approach. The seriousness of current difficulties has created an urgent need for decisive action. At the same time, the limitations of the global approach have become more evident.

THE prospector's pan was the first implement used for saving gold, and its action is so effective that it has never been equalled for thorough work. Copper plates, blankets, sluices, and amalgamators of several patented designs have thrust it aside, but in spite of all the advances made there is no dispute among experienced men as to the comparative thoroughness of the work done by it and its rivals. When its rivals are doing their best, the pan can take their discarded refuse and prove their inefficiency by producing from it not only gold, but even the mercury which has been lost from the machines themselves. The trouble with the pan has always been that it was only a tool. Man was the machine that moved it. His work was high-priced, the quantity treated small, and it was impossible to use the pan for any but the richest sands. As a consequence the best gold-saving appliance known has been discarded for years and replaced by machines of inferior excellence, but which could more than make up for their limited ability in saving gold by their capacity for treating great quantities of ore. Mr. Peck is one of the old-time amalgamators of the Comstock district, and the first idea of the new machine came to him as he used to pan below the tailrace of his mill. No matter how fine the work of the mill was, the pan invariably proved that better could be done. The tailings always contained gold, silver, and mercury. This state of things is just as true to-day, after all the improvements that have been made, as it was then, and the much-vaunted method of the " Washoe process" consists in extracting 72 per cent. of the gold and silver by one operation, and then repeating this operation half a dozen times to get out about one-third of the remainder. With all the advances of twenty years in milling, there is nothing more crude in metallurgy than the treatment of tailings in many of the large mills of the West.
