The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

DESIRABLE as it is to summarize what has been set forth in preceding chapters, the task can only be approached with great hesitation. What follows represents the personal views of the author at the moment of writing, reserving the privilege to change them on more mature reflection or in the light of further evidence. With that reservation they may be stated somewhat as follows. Education for the mineral industries falls into two categories; general education and technical vocational, using the word vocational not in its usual sense but to signify preparation for specific activities, in which sense a law school is a vocational school. Even at the beginning, as indicated in the first chapter, mineral industry education was partly general and, partly technical and that relationship still persists, because technical education requires a firm basis of general education. Our general American system is to provide free public' general education through the twelfth grade, or completion of high-school work, though there are already many technical vocational high schools, and even in a community where nearly all the young people are preparing for entrance to college there will be some who wish to qualify for employment at the end of the high-school course, or even on completing junior high. Our educational system, therefore, has not only to provide education for those who intend to proceed beyond the twelfth grade but also for those who, for a variety of reasons, may wish or be forced to cease full-time education at any level between the first and twelfth grades. This study has been chiefly concerned with the problem of what kind and how much technical education to provide for those who have completed the twelfth grade and who wish to make their living in the mineral industries. Why did it fail? My first reaction when assigned this topic was to say: because somebody "goofed"--then thank you all for letting me say those few words, then promptly sit down. All of you have been bandying this problem around for many years--so all of a sudden I should come up with the solution. Well, While I might not provide you with your particular answer, I think I can show you some of the resolutions to it. Somewhere along your path of experience you may have discovered that a good formula for starting a fight is to tell a group of dedicated (Nordberg Crusher) users they should be using (Allis-Chalmers), or a group of (Allis-Chalmers) 'users they should be a (Traylor). Now, if you really want a melee, get both groups together and tell them they should be using a (Stedman Cage Mill). This is one sure way you can learn how great minds arrive at logical, well thought-out conclusions, based on all the relevant facts. Why did it fail? I could go on for hours giving you specific reasons why. One of my engineering professors used to start his new class off each year by writing on the blackboard--four and two, then turn to the class and ask: What is the problem? One brave scholar would venture to answer 8. His head would shake no. Another would dare 6. Again, a head shake. Now that the ball had gotten rolling, a number would vocally decide it had to be two, which produced only another shake of the head--no. All of them had missed the question he had asked : What is the problem? What he had gotten ,were some of the possible answers to the problem.

When Ralph Banks called and asked if I would agree to present a paper on environmental health in the coal industry, I was reluctant because I have not been actively involved in coal mine dust control on a day-to-day basis for a number of years. Ralph reminded me that I am one of the few industry people with an industrial health background who remembers the pre-1969 Federal Coal Mine Health and Safety era. This marks the second time within the past year that I have had a similar request based on the same basic reasons. While I was pleased to have been remembered, I'm beginning to feel like the football player who has played one too many games. In responding to Ralph's request to present an overview of the past, present and future of environmental health in the coal industry, I have attempted to take the broad approach of someone who, having been intimately involved in an area of endeavor for a number of years and then leaves, has an opportunity to revisit that area at a later date to see what has changed and what remains the same, what have been the successes and the failures. Since none of us can foresee the future, trying to project too far ahead is fraught with frivolity, except that unless one is foolish enough to accept a future invitation to review those predictions compared to actual events, no one will recall how accurate or inaccurate those projections might have been. I can assure you that I will not ask to accept that challenge, so you can rest comfortably that five years from today you will not be asked to sit through a similar presentation by me - and that's a promise.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

MEMBERS of the Engineering Education Committee held two meetings at Joplin preliminary to the opening of the main meeting there. The first was held on Sunday afternoon. It was attended by all who had arrived early enough and as among the dozen or' fifteen who were present the heads of a half dozen schools of mines were included it was a representative gathering. C: H. Fulton, chairman of the Committee presided and T. T. Read acted as secretary of the meeting. The chair., man reminded those present that last year there had been some discussion as to the advisability of the proposal, made by Edward Steidle, that a, separate society, devoted to education in the mineral industry, he organized. Many .people had felt that there are already so many societies in existence to demand one's time and attention, that it would be a mistake to add to their number and the counter suggestion had been made that the work of this committee could be so reorganized as to meet all the needs that a separate society could fill. He therefore presented for discussion these four' questions: (1) Shall a subcommittee .be appointed to study, and report in February, 1932, the possibility of the reorganization of the work of the Engineering Education Committee into the equivalent of an' Institute division; (2) if the work is so reorganized what shall be the relation of the work of the Committee (division) to the work of the-Society for the Promotion of Engineering Education; (3.): what are the, cardinal objectives of education for the mineral industry; and (4) what should be done as regards the movement in some institutions to plan their work-in the light of that being done in other institutions, for example, in geophysics?

The load capacity of a friction bolt has long been regarded as 4 t/m of embedment for ground support design analysis and supported by in situ pull test results. In recent years, the authors have observed lower pull test results or inconsistent results which were rarely sighted in the early 2000s. The lower pull test results indicated in some cases that reliable friction bolt capacity (≥90 per cent of results) is closer to 3 t/m of embedment with some geotechnical engineers adjusting the ground support parameters in the design work accordingly. This can be in contrast with other mines which reliably obtain 4 t/m (or greater) using the same suppliers bolt in similar ground conditions. This raised several questions: • What is the effect of poor installation (bolt twist or bolt hole deviation)? • Does the performance of friction bolts vary in different rock masses? • Does bolt performance vary between suppliers? • What effect does increased jumbo feed/percussion/rotation settings have? • Have the bolt dimensions or steel strip width changed? • Have the physical bolt properties changed? • Have the steel properties changed? This paper was aimed to answer as many of these questions as possible and discuss each variable in detail. This project included friction bolt trials at various mine sites across Australia, multiple friction bolt manufacturers, steel manufacturers and laboratory analysis. The paper also includes discussion on what the authors consider best practice for pull testing. It should be noted, the terms ‘friction stabiliser’ and ‘split set’ used in this paper are used in a generic manner and is not linked to any specific ground support supplier. Whilst its acknowledged within the industry the term split set and friction stabiliser is used interchangeably, the authors acknowledge that the term split set is a trademark of Split Set Mining Systems and has been used in context in this paper.

This paper will review thickening theory, from the ( ) of the practicing engineer, with particular emphasis on ( ) uncertainty or disagreement. It will attempt to outline broadly what we know and what we don't know. This should serve two purpose First, it will warn the process engineer where he might get into trouble. At least it will alert him to the risk involved in uncritically accepting any of the recommended design procedures. Second, it will identify for researchers some areas in which further work might be fruitful. Not too many years ago there would have been little to write on such a subject. We had been designing thickeners for decades, using the classic Coe and Clevenger procedure. As far as we were generally aware, they all turned out to be about the right size. And so if there was anything we didn't know, It certainly wasn't hurting us much. Today we know better. While it is true that in most cases units designed by the Coe and Clevenger procedure (1) will perform satisfactorily, we now know of cases in which they don't. And during the past few years there have been many developments and advances in basic thickening theory. So there is now a lot more room for disagreement, and a whole lot more to be uncertain about. What is "thickening" "Thickening" means different things to different people. For this paper we define it to mean sedimentation behavior characterized by line settling. Solids subside with a clear line of demarcation between settling solids and supernatant. Although the supernatant will usually be clear, in some cases it may be turbid. Line settling must entail that all particles just below the pulp-supernatant interface have the same subsidence rate, so that

THE proposed revision of the mining law as set forth in the Arentz Bill, now before Congress, is centered about the pretty commonly acknowledged f act that the present law is outlawed both by the large mining companies and the United States Land Office. By common agreement, the law of the apex is non-opera¬tive as between adjacent properties in many instances, and this practice is becoming more common. - If this is a fact, there is no escape from the conclusion that the law is antiquated and should be revised to meet modern conditions more equitable. The thing to be considered seriously is in what direction and to what extent the laws should be changed. Before deciding this, it is logical to inquire in what particulars the present law is troublesome or useless. This was all threshed out by the committee of the Bureau of Mines that worked out the proposed bill, but their testimony was not placed before the public, so far as 1 am aware. Most mine managers and engineers connected with producing properties are a unit in agreeing that the law as applied to the underground extension of orebodies, that is, the "law of the apex," as it is called, is the source of more litigation and expense than any other phase of the law, or perhaps than all other phases combined. This being true, it seems that this part of the law should be changed. Another phase which is troublesome and will continue to be so long as there is unpatented mineral land on the Public Domain, is the discovery requirement. The present law requires that a dis¬covery be made before a claim is staked and the courts certainly agree that such must be the case before patent issues.

F. W. SPERR, Houghton, Mich.-Why does 10 to 20 per cent. of the ore formation have to he lost? It is not clear to me why it should not all be taken out, from the conditions as I saw them underground this afternoon. H. I. YOUNG.-The grade of our ore is so low that we cannot stand the expense of timbering to support the roof, which, in a sheet-ground mine, would be from 25 to 50 per cent. of our total mining cost at present. After the orebody is mined out, we can often recover 10 to 20 per cent. of the material that is left. F. W. SPERR.-I think it should be a very simple mining engineering problem to mine all of that mineral without the use of a stick of timber. Similar work has been done in the mines of Grand Rapids Plaster Co. The usual operation in deposits of this kind is to open up and excavate as far as the roof will stand; when it caves, start in and dig somewhere else. But in the case I referred to they learned that by working the ground more systematically and leaving in a sufficient amount of pillar, they could later draw those pillars and get them all, and avoid uncon¬trolled breakages which would be likely to occur if they tried to hold up the overburden permanently. From the point of view of safety and also from the financial point of view, I contend that it is better to keep the caving under control and make it do what you want it to do, rather than to take out what you can conveniently for the time being and after a while be compelled to let the overburden do what it pleases.

Anyone who has driven backwards using only their rear view mirrors knows how difficult it is to avoid spinning the steering wheel the wrong way. So why run your mine that way? Traditionally Reconciliation has focused on the past performance of the mine. In this paper we make a case for Prognostication û the act of forecasting or predicting something in the future from present indications or signs. Reconciliation is a common activity carried out at most mines around the world. Countless geologists and engineers spend hours poised in front of spreadsheets diligently comparing how their resource/reserve model, grade control, and survey pick ups compare to what was actually produced. The result is usually a group of factors, which are applied to future estimates in an attempt to better predict how the operation may perform. Unfortunately, if the road ahead isnÆt the same as what you have just been down, youÆll be æoff-roadingÆ in no time! An alternative is to constantly collect and analyse key measurements that are used to calibrate critical estimates in an iterative process. When variations occur, they are analysed and corrective action is taken to ensure the estimates and measurements realign. In this way the estimates become forecasts and can then form the basis for decision making to ensure that what does happen in the future will match the plan or schedule. By automating this process, some mines have been able to be proactive on a daily basis in order to improve the overall performance of the operation. This paper outlines the key estimates and measurements used for reconciliation, details the characteristics of an automated web based information management system to facilitate the process and provides some insights about how mining operations might move beyond reconciliation.

What should be the chief aim of a metallurgical laboratory ? Before answering this, let us ask, What should be the chief aim of metallurgical instruction ? Taking a definite case, that of the iron blast-furnace, should we chiefly teach the methods of bosh- and tuyere-cooling, of storing and assembling materials, of removing the iron and cinder, of firing boilers and cleaning stoves ? Or should we aim chiefly to lay clear and bare the nature of the reactions which occur in the blast-furnace, the reason why changes in the rate of driving, in the blast-temperature, in the composition of the cinder, cause their known effects ? Shall we chiefly describe or explain ? Shall we teach chiefly the looks or the reasons ? Put thus, the question admits but one answer. Hours of labored description at a technical school give a less true and clear view of actual metallurgical operations than a brief visit to metallurgical works. If in my teaching 1 take the far more laborious course and lay so very great stress on explanation and so little on description that I seem to err on that laborious side and not to give description enough, the student will quickly make up for my lack of description in his first weeks in the works; he will there learn quickly and easily what I could have described only obscurely and with labor. Details of practice are learned easily and retentively in the works, but with difficulty and slowly at school. With the principles, and especially the chemical principles of metallurgy, the reverse is true. The works have little facility for teaching them; the school has every facility. The place then for explaining, for teaching principles, is the school. But,

The problem and responsibility of maintaining high health standards among miners and their families should be given as much consideration as safety, economical production and efficient distribution are given in the successful operation of coal mines. Company Policy In the inauguration or administration of a medical program for a large mining operation or for an individual mine, the first question to be solved is what the company policy is to be with respect to the following factors pertinent to a medical program: 1. On what basis will the company and the employees finance the program ? 2. Should a contract doctor or a full-time doctor on salary be employed ? 3. What measure of service is to be rendered the employee and his family in return for his monthly contribution to the medical program?

IN looking around me for some subject on which to frame an address for this meeting, it has occurred to me that some results of observation and investigation, in regard to the varied conditions under which gold is found, may possibly prove of interest. The subject is one which frequently crops up in discussions at our meetings, but there is always an immense amount of uncertainty expressed as to the actual condition in which the gold exists in any particular ore. It follows, therefore, that any light which might be shed on this rather complex subject, would be of value to science and of service to mining and metallurgical practice. In some investigations which I have, from time to time, been led to make, for the purpose of determining to what extent an ore might be concentrated, I have been astonished at the very varied and apparently inexplicable results encountered, and have been naturally led to inquire into the causes for such seeming inconsistency. The mines of Gilpin county, Colorado, where gold was first discovered in that State, furnish an infinite variety of examples of its occurrence, and it was here that difficulties first presented themselves to the Colorado miners, in the sudden transition from what is called " free-milling gold-ore " to an ore characterized by properties which make the ordinary treatment by amalgamation stamp-mills utterly impracticable. So long as mining was limited to what might be called the zone of oxidation in the veins, just so long might amalgamation be conducted without difficulty; but directly the miner reached a point beyond the influence of the oxidizing power of the surface waters, the gold resisted all attempts at amalgamation, and recourse • was had to smelting.

INTRODUCTION Public opinion, over the effect of industrial development on the environment, has required government to institute guidelines for the protection of the environment both during the development of and after the decommissioning of mines. In no other area of mining has this requirement been more consistently applied in recent times than in the development of uranium mines. Uranium mines have been a focal point because of the very real uncertainties associated with the detrimental effects of radionuclides and the possible hazards of radiation. In order to determine if there is an environmental effect caused by a development or the storage of the mine waste as tailings, it is necessary to know what the quality of the environment was prior to the production of the tailings. This is the reason for baseline data programs. It is neither technically nor economically feasible to completely define the environment in any given region. Therefore, judgement decisions must be made prior to the development as to what aspects of the environment are more likely to be affected by the presence of the tailings, and to what degree. These decisions have evolved over a period of time based on information generated from existing facilities, scientific research, and the development of strong public opinions. This process is not static, but evolves with the growth of information and the technological developments which permit greater control of industrial pollution and waste management. A well-designed baseline program will reflect changes in science, technology and public attitude, even in advance of government regulations to enforce policy changes. RATIONALE FOR PREOPERATIONAL BASELINE STUDIES There are three distinct phases to be considered in the construction of an environmental assessment for a uranium mine tailings containment facility. I. Pre-operational 2. Operational 3. Post-operational (decommissioning and long term).

Project Management is the planning, implementation and monitoring of the Engineering, Procurement and Construction activities that are necessary to complete the project in the most economic manner. In the case of a crushing and grinding plant, completing the project would mean bringing it into full operat ion. Engineering is the design work for the purpose of producing drawings and technical specifications for Construction together with technical specifications and quantities for Procurement. Procurement is the arranging of con- tracts so that equipment, material and labour are brought as required to the construction site. Construction covers the on-site activities that bring together the components of Engineering and Procurement so as to arrive at a finished plant. Need & Cost Benefits Project Management systems are needed to allow progress and expenditures to be monitored so that any significant deviations from the plan can be identified and the appropriate corrective action taken. In this way, Project Management is able to give continual updated answers to the Owners broad questions. - What am I getting? - What will it cost? - When will it be ready? The need for Project Management is not always immediately apparent, a common belief being that the existence of the three components -Mining Company - Equipment Supplier - Construction Company - is sufficient to get the job done without a formal project management group.
