A modular computer program APEX (AMAX Process Evaluation Executive), has been developed at AMAX Extractive R&D, Golden, Colorado to facilitate rapid simulation of steady state material and energy balances of existing and/or proposed metallurgical process flowsheets. Currently, APEX is being used for the design, analysis, and evaluation of several of AMAX?s Nickel, Molybdenumand Tungsten processes. A unique feature of APEX is that it allows specifications of flow rates and compositions for different solid size fractions in addition to aqueous organic and gaseous phases. Thus, a metallurgical process which may involve crushing, grinding, flotation, leaching, washing, solvent extraction, precitation and refining operations can be simulated in a single computer run using APEX. APEX requires two input data files. The first is a process data file which includes physical and thermodynamic properties of the various chemical components of interest. This data file is unique to the process under study and does not require changes for alterations in the process flowsheet. The second data file is specific to a simulation case and includes descriptions of the flowsheet, various feed streams and the process equipment's operating conditions. In addition to temperature, pressure and percent solids, calculated information for each stream includes weight and volumetric flow rates, chemical compositions, specific gravities and enthalpies of solid, liquid and gas phases. For each process equipment in the flowsheet, APEX prints its operating conditions and detailed information about the streams that enter and leave the unit. Models of several general unit operations are preprogrammed in APEX. Also, the modular design of APEX permits quick and easy additions of simulation models which are specific to new and/or unique process operations. To study process stability and optimization, APEX permits several cases of a flow-sheet to be run together. Three simulations of the Moa Bay Nickel process have been excluded to illustrate the ease and flexibility of using the APEX system.

"The Athabasca Basin occupies about 100,000 km2 of the northwest corner of Saskatchewan with its western margin extending about 50 km into Alberta (Fig. 1). The basin is filled with a Helikian sequence of predominantly fluvial sandstones up to 1600 m thick. The sandstone beds are generally flat-lying, and rest unconformably on a crystalline basement which consists mostly of granitic intrusive complexes and quartzfeldspar- biotite gneisses. The basement rocks represent Aphebian sediments and Archaean basement rocks that were metamorphosed and remobilized to varying degrees during the Hudsonian Orogeny (ca 1800 Maj.Since 1968, three mining camps and several substantial unconformity-type uranium deposits have been discovered in the area (Figs. 1 and 2). These deposits lie along the unconformity surface, partially enclosed in sandstones, and partially in the basement rocks. The major deposits have elongate, pencil shaped orebodies that are parallel to the strike of underlying graphitic biotite gneisses. The total tonnage of uranium is in the order of 150,000 to 200,000 tonnes and mining grades range from 0.5 to 2.5 per cent U3O8.IntroductionUranium exploration started in Saskatchewan in 1945 when Jolliffe and Murphy headed field parties to investigate uranium occurrences on the north shore of Lake Athabasca (Kupsch, 1978). Their investigation lead to the development of the Beaverlodge camp in the following years. Some of the early prospectors were impressed by the fact that the uranium occurrences at Beaver lodge were centred on a thick sequence of unmetamorphosed arkosic redbeds which are now called the Martin Group. This sequence was referred to as the Athabasca Series by Christie (1949), and although some occurrences of uranium were found near Stony Rapids and Black Lake, the vast expanse of Athabasca sandstones south of Lake Athabasca was generally regarded as unpromising."

This paper discusses the operating model within Endeavour Mining Corporation regarding the options of owner mining against contract mining. It’s based on the concept of ‘are we carrying out the most efficient mining’ regarding cost and performance. This question can only be answered through an extensive contract mining tender process and conducting a comprehensive comparison to evaluate the transition viability. Karma mine, located in Burkina Faso, is the subject of this paper. The Tender model included sales of equipment, parts and tooling associated with the traditional Load and Haul Schedule of Rates (SOR). The methodology focused on the structure of the tender process, which consists in the development of a SOR based on haulage profiles and mining schedule. This is a new Endeavour framework that allowed the bidders to compete on an even level. This was performed using a systemic analysis which encompassed all the elements involved in a transition such as the Human Resources (HR), taxes and customs implications, directs and non-direct costs (Finance and interest on assets, depreciation, insurance), contractor risk profiling. It was assessed against the normalised internal pricing tender-based. This paper gives an insight into how a West African mining operation addressed the sensitivities of the HR functions against the commercial aspects. This was one of the most successful transitions in West Africa and was carried out during the COVID crisis. The outcome of this project has created value by detailing a lesson learned model for both commercial and HR aspects. This discusses the commercial comparisons along with the internal model with the underlying HR functions as a risk factor that could have jeopardised the continuation of the operation. This resulted in a smooth transition with the additional cash flow generated by the sale of the parts and equipment turned Karma into a viable operation.

Brazil is one of the most outstanding examples of economic development of our time. Its amazing growth record is substantiated by a GNP which has increased at an average rate of 92% for the period 1968-1970 and estimates for 1971 range from 11.7-12.5%. Hence, this growth, coupled with a more relaxed attitude of the Brazilian government towards foreign participation in business opportunities and the remittance of profits out of the country, has caused many exploration companies to reevaluate the potential of Brazil. Despite recent press notices and publicity, Brazil is still not a mining country in the tradition of Canada or Australia. It is still basically an agriculture and manufacturing country.

A SPRING meeting is to be held at Cleveland this month under the joint auspices of the Iron and Steel Committee and the Ohio Section with the cooperation of the neighboring sections in Pennsyl-vania, Illinois, and the other States of the Great Lakes region. Nearly 14 pounds of manganese is needed for every ton of steel made. Estimates indicate that the total reserves of ore in this country suitable for making ferro would hardly supply domestic requirements for ten years, even if it could all be mined in that time. The grade of ore called for by present practice must come from abroad. The present tariff policy of this country is stated to cost industry $8,000,000 in order to force production of manganese ore to the extent of $600,000. What is the wise thing to do? Should a stock be accumulated? If so, how? Is it feasible to change practice and use low-grade ore or to beneficiate the ores of this grade and meet our requirements? What progress is being made in this direction? ,These and similar questions are raised in the various papers that have been submitted and will be open for dis-cussion.

MINING and Metallurgy closed the year 1928 showing a small profit, the receipts, exclusive of the charge against members, dues for subscriptions, having been $43,067.81, and expenditures $40,925.58. In accord with the policy of the Board the budget is made each year with the purpose of balancing the accounts rather than the maximum of profit from the undertaking since it is the service the journal performs for members that justifies its existence. This service is being constantly increased. Within the year a number of changes have been made in the dress of the magazine, a new cover adopted, color more frequently used, and illustrations more generally employed. These changes seem to have been appreciated both by readers and advertisers. More space has been devoted to papers read before local sections and to the news of their activities. It is believed that this has helped materially in sustaining and increasing the interest in such meetings. The general, regional, and division meetings have also been fully reported and news of Board meetings, of the work of the various committees, of the employment service and other activities of the Institute has been spread before its members month by month. The 570 pages of reading matter printed in the course of the year constitute not only a record of what the Institute was doing but of what the most representative sections possible of the members of the mining and metallurgical professions were thinking. With 9000 members scattered around the world, occupying key positions in the industry, the Institute affords through its own journal an unsurpassed medium for broad contact and enables the readers with the minimum of expenditure of time and at no extra money expense to keep a general contact with the whole range of subjects touched by miners and metallurgists. In these days of intense specialization but rapid change such contact is particularly valuable. The more formal papers presented to the Institute are published in the Transactions, Technical Publications and the special volumes. Mining and Metallurgy carries abstracts of all papers published ,by the Institute and prints in full the shorter, less detailed papers and those which reflect work in progress rather than finished. Such papers have a news value which is supplemented by editorial comment, discussion by members and others, and the actual news of the organization itself. Without therefore attempting to fill the place of a general news sheet, it has a timeliness that gives it an immediate value much appreciated by the readers. In accord with the general policy of the Board every effort will be made constantly to improve the quality of the magazine to the full extent that its revenue will permit. PRESIDENT LITTLEJOHN: Is there any member that has any question to ask Mr. McCleary on the subject? MR. TESCHER: What do you figure it costs to do this? MR. McCLEARY: Between one and a half and one and three-quarters cents per kilowatt hour. MR. TESCHER: That includes all charges? MR. McCLEARY: All charges, fuel and labor. PRESIDENT LITTLEJOHN: Mr. McCleary, you were talking about a ten-inch top on the cars. Don't you find there is considerable spillage when raising or lowering the cars? MR. McCLEARY : Not after the men get accustomed to loading cars properly; at first, they just loaded it on in any old way, but wall it onto the cars solidly after a few days at the mine. I do not think we have that condition now. PRESIDENT LITTLEJOHN: Did I understand from the paper there that the rock dust you are using contains 90 per cent silica? MR. McCLEARY: Twenty; less than twenty. PRESIDENT LITTLEJOHN: I got that figure wrong. Are there any other questions to ask? MR. SCHLOSS: I would like to know what kind of machinery Mr. McCleary is using for rock dusting and are they rock dusting the rooms, or not? MR. McCLEARY: We have only recently started rock dusting, and the machine that we are using is Mr. Tescher's machine. We start in at the face of the main entry and move against the air current rock dusting every room and the entry every 50 feet. Every 50 feet, we stop the machine fifteen or twenty minutes at that point and rock dust up in the room and around the entry at that point. PRESIDENT LITTLEJOHN: Do you do any water sprinkling at the faces-at the working face? MR. McCLEARY: Yes, sir, every working face is sprinkled every day, and at least every two days at all points in the mine. PRESIDENT LITTLEJOHN: Does it affect the rock dust in any way? MR. McCLEARY: That was true before we started rock dusting. The faces only are sprinkled now. PRESIDENT LITTLEJOHN: Where you stop to sprinkle with water, you do not figure on rock dusting? MR. McCLEARY: I will just change that around. Where we do rock dusting, we do not expect to sprinkle. Where the faces of the coal are fresh, from day to day, that is where the sprinkling will be clone. PRESIDENT LITTLEJOHN: That is the fresh faces? MR. McCLEARY: Yes. I might add right here, I believe Mr. Tescher made the statement that cross-cuts up an 8 per cent pitch were the steepest that

0. C. RALSTON, Salt Lake City, Utah.-I have merely glanced over this paper, consequently, I am hardly in a position to discuss it intelligently. There is one thing, however, that is of interest, that is, the claim that the oil mixture which they have chosen is the best adapted to the work at hand. I would like to ask Mr. Mathewson if they still feel that that is the case-if that really does give the best grade of concentration and the best extraction for the same money, compared to any particular oil mixture which they could get. E. P. MATHEWSON, Anaconda, Mont.-We are still using that mixture, and we consider it the most economical mixture used. DAVID COLE, El Paso, Texas.-I would like to ask Mr. Ralston if there are some other mixtures that would be better? E. P. MATHEWSON.-We are open to suggestions. 0. C. RALSTON.-My own paper on oils* calls attention to the fact that certain hardwood oils, especially the tars, are now being burned or wasted. A great deal of hardwood tar is available as low as 4 or 5 c. per gallon, that being its value as fuel under the boilers. As a matter of fact, a great deal of testing has been done with only the commercial products that are as a usual ride sold on the market. Very little hardwood tar is sold on the market. In asking a great many people who have tested flotation oils, I have not heard hardwood tar mentioned very often. I think I would add to that that the hardwood tars can probably be bought in quantity comparable with the sludge acid at Anaconda, and. should contain a greater proportion of the frothing constituent, and at a price fairly commensurate with what they pay for the sludge acid. E. P. MATHEWSON.-I would like to make a correction in one statement I made that there has been no change made in the mixture. This change has been made: We found that the amount of wood creosote in treating the sand from tables was extremely small, and we tried some experiments on a large scale, dropping it out and using simply the sludge acid and sulphuric acid. We found that this gave practically as good results as wood creosote. We use wood creosote in treating the slimes. We find it necessary in that operation. An Environmental Impact Statement (EIS) for a major mining development typically has to address various aspects of surface water management, including some which generally tend to be the more contentious: the diversion of rivers and creeks from areas disturbed by mining, and their rehabilitation; the effective management of disturbed area run-off via the collection, containment and treatment of contaminated water on site in sedimentation dams; the collection, containment and treatment of mine pit water; the decommissioning of surface water storages; final void water quality; and water discharge criteria. Environmental Impact Assessment processes for proposed mining developments in Australia at the state and commonwealth level usually involve a form of Initial Advice Statement (or Notice of Intent), Terms of Reference, an EIS, and a Supplementary Report (or similar) which responds to agency and public comment on the EIS. The EIS is used by approval agencies to decide the acceptability of the Project, and to set the conditions of approval. The conditions are often in the form of a state-issued æOperational LicenceÆ or similar. With mining, the initial approval at the EIS stage is often just a pre-cursor to various other planning related approvals, including obtaining a mining lease. Afterwards, mine plans and plans of operations must be submitted to government at various stages of the mineÆs life, ostensibly to provide the detailed mine planning over periods of one û five years. Despite all this additional planning and documentation beyond the submission of the EIS, government approval agencies are increasingly not satisfied with conceptual water management designs and commitments to an outcome (such as meeting a specified water quality standard) in the EIS. Agencies are also requiring sufficient water management design information to be convinced that the outcomes are achievable. To assist proponents of major mining developments, the Queensland Government has published Technical Guidelines for water management, and Environment Australia has published a æBest Practice Environmental Management in MiningÆ booklet on water management. In addition, the Australian and New Zealand Environment and Conservation Council (ANZECC. 2000) has published Water Quality Guidelines which provide an approach to water management, and provide receiving water investigation trigger criteria. So, what are the water management issues that are likely to be the subject of comment, debate and negotiation prior to the EIS being approved? and what commitments may a mining proponent have to make in order to convince the approval agencies that sufficient investigation and design has been provided? This paper provides some answers to this question, by reference to recent major mining proposals which the author has managed through state and commonwealth Environmental Impact Assessment processes.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.

Opinions vary widely within the community on what are legitimate environmental social respon- sibilities. The extreme conservationists see the responsibility as the total preservation of the natural environment achieved by opposition to all forms of industrial development that would disturb it. The `growth-at-any-price men' consider it more important to stimulate economic growth, develop new industries, and maximize profit letting the environment take care of itself: within this wide spectrum of concern are the middle-of- the-road men, part of the vast majority, fully aware of the need to compromise to achieve a satisfactory economic growth rate whilst pre- serving to the greatest extent practicable the con- ditions upon which we depend for a balanced self-perpetuating existence. Environmental change is not new. It is the inevitable accompaniment of human activity. Plato wrote in the 5th Century B.C.* of the devastating changes wrought by man and his animals on the ancient world of the Mediter- ranean. Down through the ages rural development to *The Dialogues of Plato: `What are now her moun- tains were lofty, soil-clad hills; her so-called shingle plains of the present day were full of rich soil; and her mountains were heavily afforested-a fact of which there are still visible traces. There are moun- tains in Attica which can now keep nothing but bees, but which were clothed, not so very long ago, with fine trees producing timber suitable for roofing the largest buildings; and roofs hewn from the timber are still in existence. There were also many lofty cultivated trees, while the country produced bound- less pasture for cattle. [Two of the most useful and important equations available to the metallurgist for the study of plastic deformation of metals are the Huber-von Mises-Hencky1-3 and the St. Venant7-10 equations. HUBER-VON MISES-HENCKY EQUATION The Huber-von Mises-Hencky equation answers the question: When does plastic flow occur in metal that is subjected to a multi-axial stress? It occurs, according to this equation, when the three principal stresses,? al, a2, and a3 satisfy the equation: (s1 - s2)2 + (s 2 - s 3)2 + (s 1 ? s3)2 = 2K2 [I] Here K is the yield strength of the material as determined in an ordinary tensile test. If the quantities a1, a2, and a3 are assigned to the coordinates of a Cartesian three-dimensional system, this expression describes a cylinder whose axis of symmetry is inclined at equal angles to the three coordinate axes4,5 (Fig. I). The radius of this cylinder is v2/3K. For the purpose of simplicity, it is sometimes advantageous to ascribe the values s 1/K = si, s 2/K = s2, s 2/K = s3 to the three coordinate axes instead of the principal stress alone. In this case, Eq. I becomes (s1 - S2)2 + (S2 - S3)2 + (Sl - S3)2 = 2 [2] and the radius of the cylinder becomes 2/3v. In the latter method of representation, a point lying inside the cylinder indicates that the metal will react elastically, whereas a point lying on the cylindrical surface indicates that the metal will behave plastically. Some of the geometric features of this cylinder are worthy of study. Let us inquire first as to what interpretation may be placed upon what we will choose to call the "circles of latitude" of the cylinder (L in Fig. I) and the "meridians" of the cylinder (M in Fig. I). Circles of Latitude Circles of latitude are formed by allowing a plane, passing perpendicular to the cylinder axis, to intersect with the cylinder. Any point, P, on this circle is presumed to have the coordinates s1, s2, and s3. The coordinates of the point resulting from the intersection of the plane and the cylinder axis will be a, a, and a (since the cylinder axis is equally inclined to the three coordi¬nate axes). The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

APRIL BEGAN with increased disorder in the Ruhr and some blood-shed. The war cloud in the East disappeared, however, with the signifi- cance by the Turks of their intention to return to Lausanne to negotiate a treaty of peace with the Allies. The French occupation of the Ruhr continued during April without there being any spectacular develop-ments. Of course there was surliness on the part of the Germans. In the meanwhile the statesmen on both sides were intimating what they might give and what they might take, sounding the sentiment of their respective populaces. The British Government found that its revenue for the last fiscal year has been greatly in excess of expenses. The surplus was applied to reduction of the debt. A consequence of this development has been a reduction in British taxes for the ensuing year, which has naturally created a much better feeling in Great Britain. On the other hand the unemployment situation in Great Britain caused increasing alarm. At the begin-ning of April about 1,500,000 men were out of work and the thought was developing that this might be not merely a temporary emergency, but a long continuing condition. The uneasiness of the workers themselves began to be exhibited in increasing strikes and threats of strikes. There were important domestic events during April. The six miners who were on trial in Illinois for the Herrin massacre were acquitted, following which the State dropped further prosecutions on the ground that Williamson County is so thoroughly under labor domina-tion that justice could not be had there. The Supreme Court of the United States on Apr. 10 handed down a decision that an act of Congress fixing minimum wages for women in the District of Columbia was unconstitu-tional, being interference with the freedom of contract included within the guarantees of the fifth amendment. Advances of wages became more general during April. The leading event under this head was the action of the United Steel Corporation putting into effect an.11 per cent. increase in the wages of common labor on Apr. 16, by virtue of which the rate per hour was raised from 36 c. to 40 c. This was dictated by competitive conditions, the labor difficulties of the steel industry being due less to a scarcity of men than their disinclination to take jobs in that industry while the building and other industries were paying as high as 60 c. per hour for similar work.

S. A. TAYLOR, Pittsburgh, Pa.-What was the distance of haul? J. B. WARRINER.-There is practically no limit to the haul. The length is determined entirely by the feasible location for a dump. -I have known of hauls up to 2 miles in length. R. V. NORRIS, Wilkes-Barre, Pa.-This paper was originally presented to the Anthracite Section as the result of the appointment of Mr. Warriner as the Chairman of the committee to study this matter and present this paper. As he has stated, he obtained data very freely from all the stripping operations in the region, and it is a type of paper of which we should have more in the Transactions. Two or three things in it strike me as particularly valuable. The two tables, 1 and 2, showing the coal remaining, have been the result of a great amount of study, as it is not an easy matter to obtain data as to the amount of coal left in mining. As an example, one of the, anthracite mines was mined and robbed out in 1850, so the maps show. That mine is today producing 250,000 tons of coal, over 50 per cent. from the bed which on the maps is marked as exhausted. What actually happened is that the seam was on a light pitch inconvenient to mine. There was ample thickness of coal and the chambers were driven at a convenient pitch through this 30,-ft. bed, leaving top and bottom, taking out about 10 ft. The pillars were removed and the working caved and marked as gone. That is the type of area that is now being stripped, which explains the reason for the enormous amount of coal left in, and the fact that Mr. Warriner has worked out the actual results from a large number of strippings is of great interest to the operators in any region handling thick coal which has been mined over in the past, generation. The modern mining, of course, is different. We do not have all the coal we want in big veins, and we do not mine it that way. Another interesting feature of the paper to me was the study of losses. It is not uncommon to assume that after you have stripped off the overburden all the coal goes to market. Mr. Warriner has shown that there is a loss ranging up to 10 or 15 per cent. that does not go, so 'that estimates made on stripping, figuring on all the coal, are subject to this very material correction.

The use of scrapers in mining and earthmoving operations is not new; in fact they are one of the earliest methods of bulk earthmoving. A single machine, which can load, haul, and dump material with a minimum of ancillary support is a highly productive and cost-efficient method of earthmoving. In recent times scrapers have been unpopular due to perceived problems and operational limitations, but the last couple of years have seen a resurgence in the use of scrapers in the Bowen Basin as a primary prestripping tool. The main operational limitation of scrapers is the economic operating range. Maximum productivity and lowest cost per bcm is achieved on short leads, as the lead distance increases the cost per bcm quickly reaches and then overtakes that of an truck-excavator fleet. The geometry of a ætraditionalÆ coal mine does not readily allow short leads for prestrip fleets due to the nature of dragline stripping operations. The strip arrangement means that material has to be taken around the end of the pit, meaning a longer haul distance than the actual point-to-point distance between load and dump. This can be alleviated by using pit bridges, however these can cause spoil problems for draglines if not properly planned and have been avoided by many mines. Due to the economic haul distance limitation of scrapers, truck-excavator fleets have become the normal method utilised. Currently more geologically complex mines are opening up, which do not allow traditional down-dip strip mining to occur. Cross-dip mining methods allow for short leads between prestrip loading and dumping areas, hence scrapers and bulk doze are realistic alternatives to a truck-excavator fleet in the prestrip environment. Keeping the lead distance to a minimum a fleet of 657Æs can move material at a very low cost. The other main operational limitation of scrapers is the type of material that can be economically excavated. Hard material can lead to damage to the bowl, free-flowing sand will not readily stay in the bowl leading to reduced load factors. Ripping the material with a dozer prior to excavating can lead to improved loading time, and greatly reduced GET consumption. When considering scrapers for prestrip operations a number of things must be considered: is the lead distance within the economic haul distance? should twin power (push-pull) or single power (dozer pushed) scrapers be used? do I need to rip, what should I rip with? what ancillary support is required? is there another system already available on-site which is currently under utilised? This paper considers the parameters under which large twin power scrapers are the most effective way of undertaking prestrip operations.

DURING recent years thermal drying of fine coal has increased at a tremendous rate, but very little discussion of the several excellent units has found its way into print. This is particularly true for operating and maintenance costs, and the operator who is faced with his first fine coal drying installation must depend chiefly on hearsay when trying to determine what his drying costs will be. This article presents the maintenance and operating costs for the seven drying units now installed in preparation plants of Pittsburgh Consolidation Coal Co. and lists other cost information that should be obtained before any particular drying unit is selected. Plant Description: The fine coal drying section of Plant A consists of four Flash driers operating on two furnaces equipped with spreader stokers. Plant B has one Flash drier operating (together with a screen-type coarse coal drier) on one furnace equipped with a spreader stoker. Plant C has two Cascade-type driers operating on a single furnace with a spreader stoker. Plant Costs: Tables I, 11, and III present the cost of operating these units as reported by the individ- ual plants. As can be seen, the labor rates vary, depending on the amount of overtime paid and the time interval the cost figures cover. There is considerable variation in thermal units used and in the value given to the thermal units at the particular mine. There is some difference in power costs at a given location and, finally, the power costs of conveyors leading to the drying plants were included in some cases. Maintenance supply costs are simply a tabulation of the cost of all supplies used on the driers, furnaces, and stokers. Depreciation is not included, and the tables omit items such as supervision, plant cleanup, oiling, general maintenance, taxes, and insurance. These tables in themselves do not offer a true comparison of costs. This information must be reduced to some common basis. But what is this common basis to be? A mine operator must calculate his overall mine and preparation plant costs in terms of tons of clean coal sold. Unit costs on pieces of equipment within a given plant are correctly calculated on the same basis. However, when unit costs are compared between one plant and another, some thought must be given to unit design. This reasoning is similar to the old argument concerning i solid bowl vs basket-type centrifuges—the units themselves are not directly comparable without their supporting equipment. Mr. Chairman, Fellow Members and Guests, our chairman this morning got over into the geneological field, so perhaps I may be pardoned if I revert to some of my ancestral training and give you a text. I always like to talk about some special little text that may illustrate what we want to say. So the text that I will take for this afternoon is a very simple one, "Win the War." That is the guide for all of our actions, or should be. We should question everything we do to see what it does to contribute to winning the war. If we fail to do that, nothing else is going to count. On the wall of the office of one of the branch chiefs in the Copper Division in Washington there is a little slogan which I think we should take very deeply to heart, "The difficult we do right away. The impossible takes a little longer." I think that is a very good guide for us to follow in the work that lies ahead of us in the metallurgical field and in the handling of these secondary metals and the things that result therefrom. My subject is "Conservation and Specifications." Some people would wonder just where that fits in, and how you might define "conservation." One very good definition would be "the utmost use of our resources." If you will pardon my going back to some of my earlier experience for a little simile, those of you who know me know that for ten years after the last war I was in the railroad business. If we are with the engineman in a cab, and we have a green signal ahead of us, that is a clear signal and tells us to proceed at full authorized speed. Now suppose we come to a yellow signal that is caution, slow down to one-half authorized speed and be prepared to stop. Now if you do slow down, the chances are that that obstruction that was ahead of you will move out of the road, and you may get another yellow or caution signal at the next block, and be able to keep going at a slow speed. As of the date of Pearl Harbor our tin supply took on a very yellow tinge, and it threw the caution sign right in our faces. If we had not heeded that sign, and cut down our consumption of tin, we would not have any today; but because we have done so we are in a much better position today than we were a year ago, that is comparing our visible supply with our present rate of consumption as contrasted with the visible supply a year ago and our then rate of consumption.

The concern for sustainability and the supply of water and energy is nowadays part of the top priorities of mining countries and communities. This is also the case for Antofagasta Minerals. Several years ago its mining group implemented an energy policy based on intelligent, strategic and sustainable management, in order to successfully face the challenges imposed by the market. It is called an intelligent policy because it intends to provide energy through a diversified range of sources, which includes the development of in-house alternatives. It is also a policy focused on efficient energy consumption and one that is strategic. Because it is in line with the characteristics of the mining activity, it is developed for the long term. Finally, what makes the policy sustainable is that it gives priority to energy usage from renewable resources and as such, the required capacities have been developed to generate innovative solutions that respond to the restrictions that characterize the industry today."

While sustainability itself needs to be redefined in a selfless way, methods of measuring and optimizing it also need to be reformulated. Gone are the days when we had the luxury of abundant resources and the freedom to extract values in self-centered ways. In the past, focus has been mostly on reagent performance, processing operations, and upgrading of tools to maximize rather than optimize value extraction from the earth's crust. Today we as extractors face a new set of challenges that include value separation from low quality resources including wastes, but within the energy, environment, and societal constraints. Development of such technology depends on understanding the role of entities and concepts such as bio-molecular interactions at surfaces, forces involved in inter-granular versus intra-granular fracture in new fragmentation methods, robotic in-situ or extraterrestrial mining, exploiting new membrane and nano technology, use of new sensors and actuators for detection and separation and computation capabilities for faster and economical processing. Equally importantly, we need to communicate with everyone what we foresee and anticipate when we extrapolate the type-performance-cost relationship of ores to the era ahead of us and establish viable schemes for ecological survival.
