It is with some trepidation that I approach my subject, for I know that I shall at once incur the suspicion of the mechanical engineer, with his concern for boiler tests and efficiencies; of the mining engineer, with his mechanization problems; and of the chemical engineer with his unit processes. Nevertheless, it must be recognized that the technology of fuels, the systematic body of knowledge relating to the production, processing and utilization of mineral fuels, has grown to such proportions and involves so many widely diverse applications of fundamental science and engineering that it behooves us to stop and consider just what its status is in relation to other technologies, as well as in relation to the present and future needs of the social order. The time has come when technologists, applied scientists and engineers must consider the possible effects that their achievements may have on Society. The development of a machine to - -replace -several hundred men is a fine achievement when considered solely from the point of view of creative endeavor. But what of the men who are displaced by the machine! Does not the responsibility for the development of this machine embrace as well the consequences of obsolescence and technological unemployment resulting from such development? I believe that it does and that we must recognize this fact in our practice of engineering and tech- nology as well as in the training of future engineers and technologists. Magnitude of the Fuels Industry Fuel technology is the body of knowledge that relates to the mineral fuels. The fuels industry is by far the most important of all Our mineral industries. The chart in Fig. I, reprinted from U. S. Bureau of Mines Information Circular No. 6643, indicates the compartive values of metals, fuels and other nonmetallic minerals for the year 1929. Of the grand total of 13¼ billions of dollars in value of minerals at the mines, the mineral fuels contributed 48 per cent. Coal, with 34.4 Per cent, exceeded the value of any other single mineral. In fact, the value of the production of the Pennsylvania anthracite mines alone anand exceeds the value of the gold production of the entire world. Petroleum and natural gas in 1929 contributed 14.3 per cent and 3.3 per cent, respectively, of the total value of world mineral production. So much for the world picture; let us now look at the situation in the United States. Over the 60-year period 1880 to '939, $46,409,727,000 of metal1ic products, $80,788,852,000 of fuels (coal, petroleum, natural gas, natural gasoline) and $27,871,-ooo,ooo of nonmetallic minerals other than fuels were produced. The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. Table I (Jones, 1973) affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 (Anon., 1967) is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak-type brines, produced mainly for lithium. Market Attributes Some of the important market traits common to industrial minerals used by the chemical industry are listed below. 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. For example, fluorspar from China and Thailand normally goes to Japan, while South African fluorspar can go either to Japan or to the US. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities.

GILBERT Coal producers are not only faced with the problems of mining coal, but must also decide to what extent they can invest capital and what operating and maintenance expense they can afford, after mining, to market their product in sufficient volume and at a reasonable profit. Regardless of whether the operator is contemplating a new operation or merely considering expanding present facilities, market requirements, ability to make a product meeting requirements, probable costs and possible future changes in raw coal or finished product must be considered. In addition, such items as flow sheet, structural designs, storage facilities, etc, must be examined individually and collectively. In estimating preparation costs to meet predetermined market specifications, the operator must calculate the economics of present preparation practices to anticipate the increase to total production which results when the quality of the finished product is increased. The consumers of coal are continually seeking to obtain the best and most adaptable product for their money. Regardless of whether coal is used for coking, industrial requirements, electric power generation, domestic fuel or for other purposes, it will be scrutinized from such standpoints as delivered cost, suitability for utilization in certain equipment, ease of ash disposal, adaptability to material handling system plans and its potential for generating dust problems. Utilities, due to large capacity volume requirements, are generally in a position to select coal that will result in the lowest over-all cost per million Btu. Freight costs, paid by the utility, are important and are given utmost consideration when a coal is under consideration. Steel companies, whether producing or purchasing coking coal, are continually seeking coal that will result in lowering the cost of pig iron production. Since it is usually necessary to clean to lower specific gravities, say 1.40, to turn out a product meeting metallurgical requirements, it follows that a high ash "middling" product is created. These low quality middlings do not command a good price. Therefore, unless the metallurgical coal can command sufficient realization to carry or subsidize the middlings, the operator may be ahead economically to prepare steam coal at a higher specific gravity. While the "unit-train" rate reductions have been helpful to the economy of the coal industry, the establishment of these rates has made mandatory the installation of storage and rapid car loading facilities at mines and plants shipping utility coal (see Chapter 15). Definition An industrial mineral, says the Glossary of Geology, is "any rock, mineral, or other naturally occurring substance of economic value, exclusive of metallic ores, mineral fuels, and gemstones; one of the nonmetallics." Probably most geologists and engineers would accept this simple and straightforward definition, at least as a general statement. On analysis, however, certain anomalies crop up. For example, it may be considered arbitrary to include industrial diamond and corundum and to exclude their precious varieties, gem diamond and sapphire. So the present volume has a section on gems and gem materials, in spite of the definition. Another problem arises when we try to define precisely what is metallic and what is nonmetallic. Bauxite and ilmenite certainly qualify as metallic ores, but both are also raw materials of important nonmetallic substances; hence they are included in the book, A third anomaly is that, by common consent of geologists, engineers, mineral economists, and others concerned, the term industrial minerals may include not only rocks and minerals but also certain manufactured products like cement and lime, and even mixed groups of natural and artificial products, such as abrasives and refractories. Thus the central realm of the industrial minerals is clear enough, but its boundaries tend to be indefinable. Since a definition that allowed for every irregularity in the outer fringes would be excessively unwieldy, the one quoted above may be considered satisfactory. The expression industrial minerals is commonly equated with nonmetallics, and with the somewhat more precise phrase industrial minerals and rocks as in the title of this book. Characteristics of the Field The industrial minerals as broadly interpreted are a highly diverse group of materials; indeed, we may say paradoxically that diversity is about all they have in common. At one end of the spectrum are ordinary earth materials such as gravel and crushed stone, with a value of perhaps $3 per st; at the opposite end are industrial diamonds, which sell (by the carat) at the rate of roughly $18,000,000 per st. Neither the metals nor the fuels, and few if any categories of manufactured products, include items that differ in value by more than six orders of magnitude. Most gravel and stone are of no value unless close to a market; diamonds and other exotic substances possess such unique and desirable properties that their occurrence in remote corners of the earth is no deterrent to their use. The broad range of industrial minerals falls between these extremes of unit value and place value. The industrial minerals penetrate the entire fabric of modern industrialized society, from such fundamental operations as drilling for oil and smelting iron ore to the manufacture of virtually the whole array of consumer products. There is no industrial-minerals industry; there are many industries. The simple term field is convenient as an all-inclusive expression. An industry is considered to belong in the industrial-minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof. INTRODUCTION This paper analyses certain of the financial considerations which will commonly apply in relation to the following questions: - what equity structure or project vehicle should be adopted for the exploration and/or exploitation of a project by more than one unrelated participant? - what vehicle should be adopted by a participant for its participation in a multiparty project? Due to local, politically motivated laws in certain jurisdictions, or due to the overriding requirements of a dominant participant, there may be little choice of the underlying multiparty structure which may be adopted for the exploration, appraisal and/or development phases of a project. Nevertheless, even in such circumstances, attention should be given, at least in the preparation of the related documentation, or in considering methods of participating or funding the project, to certain of the points discussed below. This discussion of financial considerations in the context of the more commonly adopted multiparty structures concentrates primarily on fiscal, financial accounting, financing and funding aspects. TYPES OF PROJECT VEHICLE FOR MULTIPARTY INTERESTS The well known types of vehicle adopted for the participation in a project by more than one participant (assuming that the participants are effectively unrelated) are as follows. Joint Venture (unincorporated joint venture) By far the most commonly adopted structure for mining ventures, a joint venture is usually defined and documented in terms to distinguish it from a partnership for important tax and legal reasons. In essence, this is a contractual association of more than one participant to carry out a specific commercial project or purpose. The relationship between the separate participants and their respective rights, interests, obligations and liabilities are agreed between the participants in one or more contracts (viz Joint Venture Agreements or Joint Operating Agreements together with ancillary documentation). Unlike other project vehicles of participation, in most jurisdictions there is no specific body of law governing joint ventures. The participants thus enjoy contractual freedom to negotiate whatever deal they may wish between themselves. Jointly-Owned Project Company (corporate joint venture) A very familiar vehicle, this is a separate and distinct legal and tax entity incorporated under the company laws of the place of incorporation to undertake specific objects, and granted specific powers, in relation to the Project. Although certain rights, interests and obligations may be circumscribed in the governing corporate instruments by the promoter participants, the corporation laws of the relevant place of incorporation, and the selection of such governing laws (assuming freedom of choice) and future political changes in such corporate laws, should be carefully considered. The use of a company in a multiparty structure may be peripheral to the project itself as a specific purpose vehicle (for example, a joint sales agent or marketing company or a joint borrowing vehicle) or it may form a central function such as in the case of a tolling company which will own the project for legal and taxation purposes and raise financing with the backing of the shareholder participants commonly by the adoption of take-off, throughput and/or user agreements. Partnership This is a legal relationship, subject to the often wide-sweeping restrictions of the relevant local partnership laws, under which the participants have agreed to carry on a business venture together with a view to profit. We will bet you that, without prior programming within 10 minutes, we can design and simulate a 10,000 unit operation separation circuit. We will even do it at your place. We do it all the time. [ ] There are no tricks; we do it in a spreadsheet. We do it in those user friendly spreadsheet such as Quattro Pro. Spreadsheets must be user friendly. Accountants use them as do managers, business men, lawyers, doctors and salesmen. What these users seldom realize, is how powerful a mathematical tool a spreadsheet is. Among their other capabilities, spreadsheets can do a finite element analysis. That is why they are useful for accounting. That is also why they are more useful to engineers in the mineral industry. Spreadsheets are ideally suited for the engineering problems in the mineral industry. We have used then for solving problems in: a) mine ventilation; b) circuit design and optimization of dense media, flotation and sizing; c) comminution circuit design; d) shaking tables; e) Humphrey spirals; f) sluice ways and channel flow; g) lock particle and liberation problems; h) tunnel and shaft stress problems; i) cascadograph simulation; j) complex heat transfer problems; k) flow in porous media; and sheet flotation (Figure 1). Mineral industry problems presented on or with a spreadsheet are an excellent teaching instrument, problem statement and solution tools and sales devices. Spreadsheets answer easily, quickly and reliably many mineral industry engineering problems. What makes spreadsheets so useful to the mineral industry. The short answer is: they are easy to use; mineral industry problems fit the spreadsheet format. Those reasons are part of the answer. The real answer lies with the structure of the spreadsheet itself. Essentially, a spreadsheet is a "finite element analysis" form of computer software. Many mineral industry problems are readily solved by finite element analysis techniques. While some in the mineral industry may think they have never heard of finite element analysis, most use it weekly if not daily. Any profit and loss statement is essentially a finite element instrument. In fact, any array of numbers where one number is related to another may be construed as a finite element analysis product. Finite element analysis is a common daily activity. To get an appreciation of a finite element analysis, think of a monthly sales forecast for the next year. For each product and for each month, there exists a dollar figure for the forecasted amount of sales. In the forecast statement, for a given product in a given month, there is a "box" where the forecasted figure is presented. The forecast figure in that box was arrived at through some type of formula. The formula probably required some information from other neighboring boxes in the master forecast statement. Voila, one has a finite element analysis. Today the analysis would be done in a spreadsheet. A typical mineral industry problem is ventilation in an underground mine. Think of a rectangular room and pillar mining operation. Each room has air entering at a given pressure and velocity and air leaving at another pressure and velocity. During steady state, the air entering and leaving the room is determined by conditions in the adjacent rooms. One can readily model the room and pillar mine layout in a spreadsheet, and then find the flow in and out of each room at steady state. Change the flow by moving a brattice cloth or blocking off a path way and one gets a new air flow profile. Change the numbers on the spreadsheet that reflect

In 1820, the Board of Public Works was considering some improvements to the canal, in order to reduce the cost of transportation, and in its annual report for that year gives a description of the method of loading the coal from the pit to the boat, and also from the boat to the dealer's yard, which is illuminating in showing how coal of this type should not be handled. It follows:- "It will be seen by the estimates, that the improving the present canal, forming a canal of large dimensions, from the head of the present lower canal to Sabbot Island; erecting locks of large capacity, and making a communication with the river, so as to completely accommodate the coal trade, (except it should hereafter be found necessary to make another communication with the river,) will not cost more than 126,000 dollars. But as there is some doubt whether the streams that may be received into the canal between Sabbot Island and the upper arch, will at all times be competent to supply the locks on that portion, we will extend our calculation to a point nearly half a mile above Pleasants' Island; where, by erecting a dam, any desired quantity may be thrown into the canal. This extension of the canal with one lock, and the dam across the river, is estimated at 34,000 dollars, making in the whole a little over 160,000 dollars. There will then remain a surplus of 40,000 dollars after completing the works to the point last mentioned. "In order to discover what effect the improvement of this first section will have on the tolls, it will be necessary to take a view of the present state of the coal trade, and endeavor to ascertain what change will result from the increased facility of transportation. "That part of the business which is carried on by water, is conducted nearly in this way. When the coal is drawn out of the mines, it is thrown in a heap near the mouth of the mine, or shaft; it is then loaded into carts, and carried to the river bank, where, in some instances, it is discharged from the cart at the brow of the bank, and runs down to the beach near the water's edge; then shovelled into wheel-barrows, and wheeled aboard of the boat, and discharged from the barrows by upsetting. In other instances, the carts are driven on to a kind of scaffold, furnished with a wide spout or director at the edge; by which the coal is conveyed immediately into the boats. These boats are the common James river poplar batteaux, and require three men to each. The up-stream navigation being laborious, the boats are built of light materials, and continue fit for service but a short time, (say) from two to three years; their cost, when new, from fifty to one hundred dollars. "When the river is tolerably flush of water, one of these boats will carry about two hundred bushels; but in low water their load is sometimes diminished to one hundred, and even as low as eighty bushels. They pay for passing the canals and locks to the Basin, one dollar per load; so that when full loads are taken, it will amount to half a

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

In 1856 Henry Darcy described in an appendix to his book, Les Fontaines Publiques de la Ville de Dijon, a series of experiments on the downward flow of water through filter sands, whereby it was established that the rate of flow is given by the equation: q= - K(h2- h2)/I1 in which q is the volume of water crossing unit area in unit time, I is the thickness of the sand, h1 and h2 the heights above a reference level of the water in manometers terminated above and below the sand, respectively, and K a factor of proportionality. This relationship, appropriately, soon became known as Darcy's law. Subsequently many separate attempts have been made to give Darcy's empirical expression a more general physical fornzulation, with the result that .so many mutually inconsistent expressions of what is purported to he Darcy's law have appeared in published literature that sight has often been lost of Darcy's own work and of its significance. In the present paper, therefore, it shall be our purpose to reinform ourselves upon what Darcy himself did, and then to determine the meaning of his results when expressed explicitly in terms of the pertinent physical variables involved. This will be done first by the empirical method used by Darcy himself, and then by direct derivation from the Navier-Stokes equation of motion of viscous fluids. We find in this manner that: q = (N4(p/p)[g - (l/p) gradPI = WE, is a physical expression for Darcy's law, which is valid for liquids generally, and for gases at pressures higher than about 20 atmospheres. Here N is a shape factor and d a characteristic length of the pore structure of the solid, p and IL are the density and viscosity of the fluid, a = (Nd2)(pip) is the volume conductivity of the system, and E = [g - (l/p) grad p] is the impelling force per unit mass acting upon the fluid. It is found also that Darcy's law is valid only for flow velocities such that the inertial forces are negligible as compared with those arising from viscosity. In general, three-dimensional space there exist two superposed physical fields: a field of force of charucteristic vector E, and a field of flow of vector q. The force field is more general than the flow field since it has values in all space capable of being occupied by the fluid. On-the-job training is a common means of training or retraining workers and the practice may seem simple and straightforward. Doing it effectively however requires more thought and preparation than simply having someone follow an experienced worker around and watch what they're doing. Over the years, various techniques and practices have evolved that pass on the skills and knowledge of a trainer or coach in a manner that leads an inexperienced trainee to really absorb the information being taught. On-the-job training thus becomes less a haphazard show-and-tell and more a real transfer of information. The goal of this document is to describe how to develop or manage an on-the-job training program so that information is passed on from trainer/coach to trainee efficiently and effectively. By efficient is meant the best use of time and resources of all those involved in the training process, and by effective is meant that the trainee truly learns the skills and internalizes the knowledge needed to perform the job well. The first part of the document discusses topics to think about when developing a formal on- the-job training program. A structure based on coaching is suggested. Then a workshop designed to prepare trainers as coaches is described. Workshop materials include an instructor’s guide and trainee workbook. These materials can be used to train coaches and to assist trainees as they go through the learning process. Content related to specific jobs can be added to these materials to create targeted on-the job-training manuals. Structuring a formal on-the-job training program It is likely that some form of on-the-job training (OJT) is being conducted at your workplace. The formality of that training can range from a structured program to an informal “follow Joe around” method. If your program is completely unstructured, it may not be meeting current training needs. Worse, it may perpetuate bad habits and create “trained” employees who are not given the same information or evaluated to the same standards. Wiehagen et al. comment that, “Success in using unplanned OJT is usually dependent on the luck of the draw, that is, whether the informal trainer is competent at the task he or she is teaching, is motivated to teach, can organize the job into logical components, and knows something about good practices in teaching and evaluating” (2002, p. 27). It is only through planning a structured OJT program that consistency can be created and maintained. At the least, all trainees who have successfully completed such a program can be expected to perform at an established level—they will know what they must do to be successful.

L. A. ROE*—This paper is one of great value to the iron ore industry. The Humphreys spiral is a relatively new tool and gives promise of being quite useful in solving certain problems of iron ore beneficiation. Spirals have been tested on a martite ore at the Benson mine of Jones and Laughlin Steel Corp. in northern New York State. Our New York ore is considerably different, physically and mineralogically, than the one mentioned in this paper, and contains only 25 pct iron. This ore can be processed on spirals to give a concentrate containing 62 pct iron with an 85 pct recovery. On our particular ore we found operating difficulties when the spiral feed was coarser than 14 mesh. These were chiefly due to excessive "build-up" of locked middlings in the spiral circuit. In extreme cases these middling particles would accumulate to such an extent that the plant had to be shut down and the spiral surge tanks cleaned out. It is interesting to note that there exists a close relationship between the results of tabling a given iron ore and concentration of this same ore on Humphreys spirals. The size range of the ore must, of course, be within those limits acceptable to spiral concentration. Comparative tests on several of our mar-tite ores showed tabling results to be the same as spiral results. The authors make no mention of the use of a tailing stream splitter (now available from the spiral manufacturer) which is a useful tool in studying iron losses in the tailings stream. 011 our particular martite ore we found a considerable accumulation of fine-sized iron ore particles in the outside portion of the tailings stream. This fraction may be amenable to further treatment. E. H. ROSE*—The authors have concluded an interesting piece of work and this paper is an excellent factual account of a rapid and somewhat unusual transi-;ion in practice in the plant described. Perhaps it was modesty on their part which caused them so casually to limit to one sentence the fact that "several other methods of concentration on the fine ores representative of the Hill Trumbull group . . . failed to produce consistently an acceptable grade and recovery of finished product." The fact is that they were confronted by a difficult mineral-dressing problem and they are to be congratulated on their courage and persistence in staying with it until a satisfactory solution was evolved. A visitor to the plant might have been mildly astonished, as I was, to see one type of concentrator handling that part of the load early in the 1947 season, its experimental replacement by another a little later, and then in 1948 to see that both types had simply disappeared and their place taken by the spirals which were operating as placidly as though they had been there all the time. In working out economic methods of beneficiating Alabama red ore, most of which development is still ahead of us, it is likely that we also will pass through a period of successive disappointments, for we too have a problem where it is next to impossible either to "guess 'end right in the first place," or, because full-scale operating cost is such an important factor, to lay the ultimate answer on the line in advance by means of laboratory experimentation. Iron ore being what it is instead of what it used to be, it is encouraging to have the example the authors have given us today that a tough nut that will not crack on the first blow or the second is apt to do so on the third or fourth.

"The prediction of froth flotation performance is still an unresolved topic. Classic industrial models based on particle size, elemental and mineralogical information provides recovery results with deviations that may become significant. One possible reason for this deviation may be the fact that the current liberation analysis provided by electron microscope based techniques does not take into account the outmost surface layer composition of liberated particles. In order to complete the description provided by the liberation analysis, other spectroscopy techniques measuring the extreme surface of the minerals can be tested. For instance, X-ray Photoelectron Spectroscopy (XPS) is a technique which measures the first tens of nanometers providing elemental composition over the particle surface and allows resolving the elemental associations present at the surface sample. However, this information needs to be statistically robust, reproducible and most importantly representative of what is occurring in the process. The aim of this research work is to develop a statistical model based on particle population to evaluate the feasibility of turning the XPS technique into a metallurgical tool. The model consists of classic statistical population arranged in a bed of heterogeneous particles with a known grade and mineral liberation. The simulations showed that the XPS results statistically followed a well-defined pattern. The statistical results were confronted with pilot plant results obtained from a rougher bank when processing a copper sulfide ore from a Chilean mine site. It was observed that the probability function distribution was in agreement with the experimental data. Further analysis on how the XPS results provide valuable information improve the computation of froth flotation recoveries is also discussed."

George H. Abeel, Hurley, Wis. (communication to the Secretary) : Doubtless Mr. Boss did not mean to be understood as saying that the dikes of this range are everywhere overlaid with iron-ore. I know of places where the dark, massive dike is found near the surface, but no ore is found on it. And his statement (p. 557) that a wherever the slightest inclination is shown it is always to the east," should be modified to " usually." There are several instances of a westward pitch, e.g., at the Palms, Newport and Odanah properties, and also at the Montreal mine, where we encountered in the ore a small dike pitching west. Mr. Boss's statement (p. 559) that. the ore of the Pence mine lens " has all been removed from the Pence and Father Hennepin lands, and practically from the Montreal property, and is now being wrought by the Montreal Mining Company on the ' Sec. 33' property," does not convey the exact state of the latter company's operations. We are still mining ore on the Montreal property from the lens referred to, and expect to continue doing so for some little time to come. On the other hand, we are getting a shaft down to the ore on the " See. 33 " property, but ye have not yet encountered the dike. This can hardly be considered as working the ore. I do not understand upon what evidence Mr. Boss can consider the correctness of a previous hypothetical location of the dike to have been established " within 2 feet," when the dike has not yet been reached. Possibly he has been misled by hearsay reports.

The development of specific risk-based methodologies to guide and prioritize clearing decisions in countries contaminated by Unexploded Ordnance and Land Mines (generically defined as Explosive Remnants of War: ERW) either at country-wide scale or road-network-scale was used in an unexpected way when a large mining company asked Riskope (www.riskope.com) to develop a multi-modal transportation network risk assessment plan, which included ocean going vessels, ports, wharves, railroad, trucking and other modes of transportation. What had been a first-in-the-world attempt in the humanitarian landmine clearing industry turned out to be extremely useful and equally innovative in the extractive corporate world. Instead of a country contaminated by man-made hazards such as Explosive Remnants of War (ERW) we were now dealing with a very complex multi-modal transportation system afflicted by all sorts of potential hazards from quakes to climate change, sabotage to labour strikes, and vulnerable infrastructures to potential energy crises. Interestingly enough the method developed to deal with ERW risk based clearing was also capable of solving the transportation risk evaluation problem, after necessary customization. This paper shows how ?out of the box? thinking and industry cross dissemination can bring significant evolution and a competitive edge even to unexpected areas of the world-wide mining industry. The results of the logistic system risk assessment shed new light on the management of the system, changed the way insurance coverage was purchased, and led to significant potential cost reductions in a period of global recession.

Modern civilization is centered around a small group of essential occupations, the three principal ones which are agriculture, mining and manufacturing. Agriculture might be called the most important of the three, as it has to do directly with the supply of food for the human race. Mining, however, is certainly next in importance, as it furnishes the supply of fuel and many of the raw materials used in manufacturing. Without mining, modern machinery and many industrial operations would be impossible. Mining takes advantage of the, natural resources in fuel and minerals that lie underneath the surface of mother earth, and while at times some of these metals are hard to find and mines come and go, mining must continue to increase. Mining is no longer a haphazard proposition but one calling for careful study and complete plans of operation for years to come. The shafts, power houses, rock dump crusher, concentrator, and other machinery must be located advantageously in order to enable owners to make a profit. Many tons of rock or mineral must be mined frequently to get one ton of concentrated metallic ore or metal itself. Economy in mining is just as essential as it is in manufacturing. The mining engineer of today is called upon to utilize every branch of engineering, and not only, is a wide: range of knowledge required, but ingenuity to meet the unusual conditions which are constantly arising from week to week. On account of the wide variety of information required by the mining engineer, some things with which he is in almost daily contact may be passed over with only a small amount of attention, provided everything is going well, in order that time and attention may be focused on what might be termed the more important features of mining operations. Because competition has become keener than ever, owing to overproduction at times of certain minerals, it becomes a matter of first, importance to understand as far as possible the factors which enter into the cost of production of any mineral which may be mined. In such times of overproduction, the high cost mine is forced to close down while the low cost mine may, if desired, be kept running constantly. In keeping a cost record, wire rope on account of its high first cost 19 coming into the lime light, and a comparison of records of one mine with another is now frequently made in order to see whether the rope service is satisfactory or not. Every rope maker, on the other hand, is interested in seeing that the rope which he produces gives the maximum possible return for the money invested. Modern mining owes much of its success to the use of wire rope for hoisting materials from beneath the surface of the ground. Deep mining would be impossible without the use of wire rope as a means of hoisting. A study, therefore, of rope problems in mining work and a discussion of the points which are beneficial to maximum life will enable the mining engineer, manager, or superintendent to keep his costs down to the minimum while at the same time he provides a suitable and sufficient safety factor for operations at all times. Mining might be defined as the extraction of coal, metallic ores, or minerals from below the surface of the ground. Introduction In the same way that a blueprint communicates informa¬tion about a structure, a systems architecture should provide information that guides the construction and implementation of a computing system. Taking the blueprint analogy a step further, a plot plan can also show where, in the "bigger picture," a particular design fits (if in fact it does) and what a builder needs to know about the environment in which he or she will operate. In the context of business systems, a meaningful architecture should convey the following: • the primary purpose of computer-based systems rela¬tive to particular tasks or operations, • the relationship of the systems to each other and an indication of their interaction and dependencies, • the relationship of the systems relative to the organiza¬tion and its objectives, • indications of where IS/IT resources can best be allo¬cated to support the organization and • the overall context in which new systems and technolo¬gies can be assessed for both their impacts on current systems and on the organization itself. In theory, a well-designed systems architecture should allow an organization to focus its resources on those aspects of its business that matter most, thus, leveraging investments in information technology to a competitive advantage. In addition, the way that a computing systems architecture is represented should be un¬derstandable to non-IT staff, and it should be eas¬ily recognized by the people it supports. This pa¬per attempts to show that a meaningful systems model exists and that its applica¬tion to mining can achieve the desired results. The following discus¬sion is based on the au¬thors interpretation of a concept referred to as the computer integrated manu¬acturing (CIM) model, as developed by Allen-Bradley. An inherent strength of the CIM approach is that the model combines aspects of business-reporting structures with the manufacturing process itself. What results is a systems frame¬work that is aligned with relevant business processes and is, therefore, easier for non-IS/IT personnel to interpret. The successful application of the CIM model can be seen in a large number of both discrete and process-manufacturing facilities throughout the United States. This paper provides a brief overview of the CIM model and then describes how the model can be applied at a conceptual level to the mining industry. Finally, this paper proposes an extension to the CIM model that the authors believe will make it easier to understand and apply. CIM model As shown on Fig. 1, the CIM model begins with the most detailed levels of process equipment and works its way up to the highest level of consolidated financial reporting. Systems at each level are characterized by common attributes, users, time frames, etc., providing a clear picture of their interac¬tion. Further analysis of the relationships between systems and between levels provides insight into the opportunities for integration. Regardless of the industry or processes involved, the CIM model provides a framework in which the characteristics of systems and the data they manage can be predicted based on the nature of the business function they support. In general, as data moves upward from the lower rungs of the CIM model, it changes from de¬scribing the physical na¬ture of a process to describ¬ing its financial aspects (e.g., from productivity to cost). The time frame to which data applies also transitions from a very short duration, perhaps only milliseconds, to financial or regulatory reporting time frames that may span years. In a simi¬

Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.

The land phosphate deposits of the U.S. southeastern coastal plain have long been a major factor in the world trade of phosphate rock (Fig. 1). As recently as 1979, deposits of North Carolina and Florida alone accounted for about 33 percent of the entire world's phosphate exports. This situation is changing, however. World production increased by ~9 %, yet the U.S. share was down to ~28% in 1984. A complex interaction of economic and political factors combined with increasing costs of raw materials, production, and transportation have led to this systematic erosion of the U.S. market share. Changing land-use patterns within the southeast, environmental pressures, exhaustion of shallow high-grade resources in Central Florida, and the increased pressure from expanding low-cost production in other countries throughout the world account for much of the present difficulty in the U.S. phosphate industry. Considering this depressed environment -- what are the prospects for development of offshore resources? A summary of new research on offshore phosphorite within the U.S. Exclusive Economic. Zone (EEZ), as well as an attempt to place possible development of these resources within the current economic setting, is the purpose of this presentation. We will emphasize work in progress on a major offshore deposit along the U.S. Atlantic Margin as well as new research on Pacific Ocean occurrences of phosphorite on seamounts and insular slopes within U.S. waters.

ASBESTOS is a name applied to a group of naturally fibrous minerals. As indicated in a later section devoted to a detailed discussion of the early history of asbestos, the tern may be defined as a. fibrous form of serpentine or amphibole. It does not include fibrous forms of other minerals, such as wollastonite, nemalite (fibrous brucite), or the fibrous forms of calcite or gypsum. A material that has the characteristics of silk or cotton and at the same time will not burn is unique. Because it combines these qualities with other advantageous properties, asbestos has specialized uses for which no substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products and their manufacture constitutes a vast industry. The United States leads all countries in the manufacture of asbestos products. The value of such commodities manufactured in 1952 exceeded $332 million. They are not only of vast importance to budding construction and industry but axe absolutely, essential to certain important fields of use, for example, steam packings and friction materials, such as brake-band linings on automobiles.
