Gentlemen, I think that many of you here, who have to do with the design of mines in an age where costs and difficulties generally, are increasing at a rate which we find almost impossible to keep up with, I would agree with you that we are fortunate to have a band of people like Professor Starfield, and others who are dedicated to producing the tools, and methods which we need to sort out these problems. I am sure that you would agree with me, that the old rule-of-thumb methods are finished forever, that we can never go back to the methods which served us in the past, when we were close to the surface and had not met the conditions which we are meeting now, and which we are going to meet in an increasing degree in the future. It is to people like Professor Starfield, with these clear, completely logically described new methods, that we look for the solution of our problems in the future. I think the whole problem of layout of any mine, is one where you can reliably prognosticate what you are likely to find in a variety of circumstances to meet the wide range of things which must happen when you consider the costs in these modern operations. Thank you very much, Professor Starfield, for coming and giving us this paper. Thank you for making plain to me how these mathematical models of yours are used. I am sure that what you have said will be a very valuable addition to the archives of this Institution. ALTHOUGH many persons know that a lot of type metal and etchings are used in the U. S. Government Printing Office few would expect to find anything on metals in the annual report of the Public Printer, George H. Carter. Yet the report for the fiscal year ended June 30, 1931, contains many interesting items. For example: Among the 57,500,000 lb. of materials and supplies delivered to the printing office was little new metal, but the metal in circulation is 6,000,000 to 7,000,000 lb. In the cost of production $31,523 is charged against metal, nearly one-third for salaries and wages. In miscellaneous sales were $4,696 from waste metal and $1,147 from waste gold (from books). Electrotype and stereotype covered 11,438,314 sq. in. The vaults and storage rooms contain 1,700,000 plates and 130,000 pages of type containing 4,600,000 lb. of metal valued at $275,000. In what was known as the Congressional Globe vault were 46,000 stereotype plates; these were salvaged by remelting for other platemaking service. The Congressional Record superseded the Congressional Globe in 1873.)

This investigation is concerned with the possibility that the creep resistance of metals might be reduced as a result of recovery at the creep temperature when the applied stress is reduced. For this purpose the effect of stress on the recovery of the creep behavior of pure polycrys talline aluminum was investigated in the cross-slip temperature range where the activation energy for creep is 28.000 cal per mole. Before recovery all specimens were given the same substructure by creeping them under a stress of 7800psi to a strain of 0.218. Recovery was then accomplished by holding the specimens at the creep temperatures of 327" and 337°K under a series of reduced stresses for various periods of time. When the original stress was reapplied the specimens crept more rapidly than when the original stress was first removed, illustrating that recovery did take place. The extent of recovery could be indexed in terms of the UNDER certain conditions of test, the creep rate decreases over the primary stage of creep often by as much as a factor of 10~B. Since the external variables of stress and temperature are held constant, such pronounced and significant changes in the creep rate must be attributed to various substructural modifications that are introduced as a result of creep itself. At the secondary stage of creep, over which the creep rate remains constant and the substructure no longer changes, a balance must be achieved between the rate of increase in creep resistance due to creep straining and the rate of recovery of the substructural modifications. The general validity of these concepts on substructural changes has already been shown,' including the corollary that a more creep-resistant substructure is introduced under a more rapid creep rate arising from a higher applied stress.' In spite of these well-documented facts, very little progress has been additional strain undertaken by the recovered specimen to achieve the same strain rate as the unrecovered specimen. It is significant that the higher recovery stresses gave the most rapid rates of recovery. Over the high range of reduced stresses, where some creq took place during recovery, the activation energy for recovery equaled that for creep, namely 28,000 cal per mole. But for stresses during recovery below 0.80 of the original creep stress, no creep was detected during recovery and an activation energy for recovery of about 72,000 cal per mole was obtained. Whereas the activation energy of 28,000 cal per mole suggests that cross-slip of dislocations is responsible for this recovery, the mechanism for the 72,000 cal per mole process is not known. This activation energy, however, is about twice that for self-difhsion. made in determining, in satisfactory detail, precisely what substructural changes so effectively modify the creep rate.' Up to the present, electron microscopy has failed to uncover, in a satisfactory quantitative manner, the mechanistic processes involved. Since, however, creep, at least at moderate and high temperatures, arises from one or more types of dynamic recovery processes, it should be possible to shed additional light on the total problem by investigating the recovery of creep resistance. The importance of such an investigation becomes apparent when the fact is recognized that there has yet been no direct experimental proof that the rate of softening due to substructural changes as a result of recovery equals the rate of hardening due to creep-induced substructural strengthening over the secondary stages of creep. Furthermore the problem of what happens to the creep-strain induced strengthening when the material recovers either at zero or some reduced operating stress has significant engineering consequences. It was for these reasons that the present investigation on the recovery of creep behavior was initiated. Inasmuch as a substantial background has now developed on the creep of high-purity aluminum, this material was again selected for the current investigation. Furthermore extensive evidence is now

This paper reviews the three major distillation processes: multiple effect (LTV) evaporation, multi-stage flash distillation and vapor-compression forced circulation evaporation. Scale preventative measures are discussed for all saline water applications. Operational data is presented on the Freeport, Texas, demonstration plant, which is the first government facility to produce one million gallons per day of fresh water for a municipality. There has been much publicity concerning the water crisis that confronts many peoples today. There is little doubt that the arid regions - which include the Middle East, parts of Africa and the Caribbean — have suffered to no slight extent for the lack of this most precious commodity. But what about our own country? Government experts have extrapolated demands and flatly predict that by 1980 we will be faced with a shortage of 80 billion gal per day. The validity of this prediction has been disputed by others; however, it appears certain that there will always be a natural abundance in some areas, a shortage of supply in other areas. Distributing our total natural water resource equitably would be impossible. Transmission of water by means of aqueducts can be an expensive undertaking. The controversial Feather River Project in Calif. is an example. The estimated cost for this venture is a staggering three billion dollars. As our population continues to increase and our standard of living rises, agricultural and industrial requirements will be proportionate. What can be done to avoid a crisis? We can conserve and use our water for industrial and irrigation purposes more judiciously: we can attempt to eliminate pollution of our natural resources from sewage and industrial wastes; we can develop, while there is time, saline water conversion processes for the massive production of low cost fresh water. The scope of this paper will be limited to only the distillation type processes that are commercially feasible. The first step in making potable water is to find a source of raw material. An inexhaustible supply is provided by oceans in coastal regions, but the supply of water is more critical in the inland communities of our country. The source of raw material in these. regions is brackish well water and this must be utilized. There is a significant process difference when handling brackish water compared to seawater and this brings out an important fact: No single conversion method can be universally applied to solve all the water problems. Composition of the raw water and degree of distillate purity are factors which must be considered before a particular process is selected. Local conditions at the plant site, fuel costs, labor costs, disposal facilities, etc. are other equally important factors which must be evaluated. WATER CONVERSION PROCESSES Conversion processes commercially feasible today are: 1) multiple effect evaporation, 2) multiple flash distillation, 3) vapor compression distillation and 4) electrodialysis. The first three are distillation processes which take potable water out of the raw water, while the fourth is a membrane process which takes out the salt. In addition to the above there are a good number of other promising methods for production of potable water, many of them in the basic research stage. Freezing is another promising process with commercial potential. This process hinges upon the formation of ice crystals which are free of salt occulsions. Separation and washing of the crystals are problems that must be solved before this process can be considered commercially feasible. Freezing processes have several advantages mostly attributable to the low temperature of operation. This low temperature reduces the scaling and corrosion problems encountered in higher temperature operations. Several different freezing processes are being considered and will be tested in the pilot plant at Wrightsville Beach. One process is a flash freeze process, a second uses a secondary refrigerant such as butane for freezing, and a third process employs a secondary refrigerant particularly controlled to produce large ice crystals. Data and information for this study were collected in June-July 2009 onboard the RV Yuzhmorgeologiya in the area covers about 7000 km2 in the eastern part of the CCFZ between 10º05? - 10º55?N and 119º25? ? 121º08?W. In accordance with the IOM research program the cruise was intend to acquire both geological and environmental data and information necessary for delineation of nodule deposits and also data for identification of the baseline of benthic ecosystem. Having implementation of its 15-year plan of work for exploration under the contract with ISA, current activities of IOM were focused on nodule fields within prime areas that could be mined in the future. Bottom photographs obtained by towed deep-sea vehicle NEPTUN along 6 profiles with common length about 300 km (Fig. 1). In total, about 11,500 digital photographs (what cover approximately 40,000 m2 of the ocean floor) were analyzed for assessment of nodule coverage and investigation of megafauna (animals, visible in photographs, the dimension more than 2 cm). The giant single-cell organisms Xenophyophorida were the most multiple animals in seabed photographs. Their number on the site area averaged 1187 ind/ha. However, the vertical camera position does not allow counting all xenophyophorids, therefore their valid number is represented 10 times more. According to all available information these protozoans play the relevant role in assemblage of deep-water environment, giving for other animal groups an [ ] additional source of nutrition and a substratum for settlement and attachment. The ophiuroids are found in assemblage with xenophyophorids in many cases, standing on a sediment at their base.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

(Canal Zone Meeting, November, 1910.) UNDER the title, Labor-Saving Appliances in the Works-Laboratory, I published a paper1 in which was described how multi-manipulations, in a works-laboratory, and in the furnace-room of an assay-laboratory, can be condensed into single manipulations by applying the proper mechanical devices. For example, I now deposit in, or withdraw from, a muffle a set of 48 cupels as one unit. The front row. (8) of these. are blanks or heaters; the other 40, when they have attained the proper temperature in the muffle, are charged simultaneously with the 40 lead-buttons. Three manipulations here accomplish an operation which by the generally customary method requires 136, and this number is only limited by the size of muffle and cupels. This operation is an enlargement of what I have already described in my former paper, and Fig. I shows the improved implements. In the paper referred to I described a gold-silver bead parting-bath, which is the last of the devices used in regular sequence in practice. This bath was designated as being convenient, but was not a labor-saver properly. Fig. 2 of the present paper shows a new device. Instead of the original tray, there are now sectional holders for the test-tubes, each having a wooden handle on either end, so that the holders may be removed from the boiling bath, and the acid or water poured off from each set of tubes (in this case, 7) without waiting to cool. The tubes, held in place by clutches, as shown in Fig. 3, rest in holes in the base-strip, having a smaller diameter than the tubes. Each holder is stamped at either end with a number, so that the bath becomes further useful by permitting several men to use it at the same time without interference. Apart from the handles, the holders are made of sheet-copper. ' Trans., xxxvi., 3 to 18 (1906).

Model pillars of limestone, marble, sandstone, and granite, with length-to-diameter (LID) ratios of 3, 2, 1, 0.5, and 0.25 (0.286 for granite), were broken in axial compression to determine to what extent an increase in end constraint increased compressive strength. Radial end constraints of 13 to 23% of the average axial stress in the pillar, produced by solid steel rings bonded with epoxy to the ends of dogbone-shaped specimens, increased compressive strength somewhat above that of cylindrical pillars without ring constraint. However, when the results were compared with those obtained by other investigators for straight specimens of several rock types taken collectively, with LID ratios greater than 0.5, the resulting strengths were not significantly different. Thus, the amount of end constraint produced by the solid steel rings was about the same as that produced by the friction from the steel end plates. In other tests, a radial prestress of 3000 or 5000 psi was applied prior to axial loading by adjustable hardened steel rings to increase the constraint above that obtained for the solid rings. The average radial constraint stress, expressed as a percentage of the average axial pillar stress at failure for the 3000 psi prestress, was 54.3% for limestone, 40.3% for marble, 44.7% for sandstone, and 23.4% for granite. The average radial constraint stress, expressed as a percentage of the average axial pillar stress at failure for the 5000 psi prestress, was 74.2% for limestone, 51.2% for marble, 61.6% for sandstone, and 29.7% for granite. These constraints increased the compressive strength significantly above the strength of straight specimens and solid-ring constrained specimens. These results suggest that large horizontal stresses in orebodies mined by the room-and-pillar method should increase the strength of the pillars and allow an increase in ore recovery by a reduction of pillar size when major structural defects are absent. One important objective of the U.S. Bureau of Mines (USBM) mining research program is the rational design of mining systems. In the design of room-and-pillar mining operations, pillar strength is a fundamental variable. It is customary to estimate this strength from uniaxial compression tests of rock samples and to correct this value for the length-to-diameter (LID) ratio of the in-situ pillar. This method of estimating pillar strength corrects for pillar shape but does not consider the effect of a large horizontal in-situ stress field that sometimes exists in underground formations. The purpose of the work covered in this report was to determine to what extent the compressive strengths of model pillars of relatively brittle rock loaded in axial compression were affected by lateral end constraint. In previous work, Obert l used solid steel rings bonded to the ends of dogbone-shaped specimens to study the creep behavior of three quasi-plastic rocks -salt, trona, and potash ore - during a test period of 1000 hr. These rings provided radial constraint during the loading cycle of 20 to 50% of the axial stress for specimens with LID ratios of 2, 0.5, and 0.25. He concluded that (1) "for a quasi-plastic material the end constraint strongly affects the specimen strength, and (2) as D/L increases (length-to-diameter decreases), the specimens lose their brittle characteristics and tend to flow rather than fracture." He also concluded that model pillars constrained by rings were better for use in predicting the strength of mine pillars than either cylindrical or prismatic specimens. This conclusion appears to be valid where mine pillars, roof, and floor are a single structural element. In the present study, 460 specimens of four relatively brittle rocks — limestone, marble, sandstone, and granite - were tested to failure. The study consisted of two parts: (1) the effect on the compressive strength of end constraint produced during the axial loading cycle by solid steel rings bonded with epoxy to the ends of the specimens, and (2) the effect on the compressive strength of increased end constraint produced in part by a prestress applied prior to axial loading and in part by lateral expansion of the specimen during the loading cycle. The first part of this study was reported in some detail earlier.2 EXPERIMENTAL PROCEDURE AND EQUIPMENT Model rock pillars of the sizes and shapes shown in Fig. 1 were broken in axial compression when the ends were constrained as shown in Fig. 2. he straight specimens were broken without ring constraint. Tensile data for coarse grained aluminum Polycrystals suggest that the "grain size" effect is not due to dislocations piled up at grain boundaries but rather is primarily a relative size effect due to surface crystals being weaker and less confined. STUDIES directed at interpreting hardening of poly-crystalline metals normally identify their strain hardening properties with those in some particular type of single crystal.1"4 The recent recognition in face centered-cubic metals of a nearly linear stage with rapid hardening occuring at comparable rates for both polycrystals and single crystals, suggested that the same process or processes determine both cases and hence that there exists some justification for the use of single crystals to understand polycrystals. Further evidence for the above view may be found by an approach initiated by Chalmers:5 By using bicrystals of controlled orientation it is possible to begin to assemble a polycrystal and also to study grain boundary effects in detail. In this way it has been found that a single grain boundary affects easy glide but not the subsequent stage II hardening.6 This result suggests that a sensitive way to observe grain boundary effects in polycrystals would be to vary grain size and measure easy glide. As will be seen, easy glide is only possible for coarse-grained samples, and hence the results will serve to fill in the gap in measurements between single crystals and bicrystals on one hand and fine-grained polycrystals on the other. One problem inherent in comparing single crystals with polycrystals is the uncertainty as to what slip systems are acting in a polycrystal. To compare the two types of samples, rates of shear hardeninn---L. on the acting -planes are needed. and these may be computed only if it is known what particular systems are active. The acting systems were examined for a coarse-grained polycrystal and it will be shown that the systems supplying the preponderance of slip can be determined with little ambiguity. EXPERIMENTAL PROCEDURE Twelve samples of aluminum were prepared by chill casting into a heated graphite mold, followed by annealing at 635° ± 5°C for 24 hr with an 8-hr fur- nace cool, and finally either etching7 or electropol-ishing.' The samples, with a 7 to 10 cm length between grips and 4.4 by 6.6 mm in cross section, were deformed at a strain rate of about 3 10 -3 . per min in a tensile device which has been described elsewhere.5 The composition was reported by Alcoa as 99.992 pct Al, 0.004 pct Zn, 0.002 pct Cu, 0.001 pct Fe, and 0.001 pct Si; nine samples were deformed while immersed in liquid helium and three in air at room temperature. The stress-strain curve for one of the samples (P-1) deformed at 4.2 "K has been reported previ~usl~.~ This sample was selected for determination of active slip systems. Eighteen of the crystals were examined by optical microscopy to determine the angles of slip line traces and by X-ray back reflection to determine orientation. By this means the slip planes were determined and the resolved shear stress factors for possible slip systems could be computed. Finally each sample was sectioned so that after etching, the number of crystals could be counted for each of ten newly exposed surfaces. The average of these ten values will be termed n, the number of crystals per cross section. Values of 11, varied from 1.9 (nearly bamboo structure) to 12.7. Sketches of typical cross sections appear in Fig. 1. RESULTS AND DISCUSSION: SLIP SYSTEMS 1) Determination of Acting Slip Planes—The stress axis orientation and operative slip planes in eighteen crystals of sample P-1, as determined by slip line traces and crystal orientation, are summarized in Fig. 2. For one of the crystals two planes had a common trace. so that the traces alone did not distinguish which plane or planes were slipping. However it was found that the stress resolving factor for the primary system was 0.386, .while that for the most stressed system in the other plane (indicated bv the dotted arrow) is 0.138. It will be assumed tgerefore that only the primary plane acted. Since the orientations were determined after extending the samples 4 pct, the stress axes may be rotated from their original value by as much as 2 deg in some cases. It is interesting to note that in five crystals only one slip plane acted, in eight two acted, and in five three planes were observed—an average of two slip

lsoembrittlement curves depicting the influence of time and temperature in the range 800' to 1260°F (425' to 680°C) on the development of embrittlement in a commercial chromium alloy steel and a commercial molybdenum alloy steel are presented. Two distinct regions of embrittlement occur in the chromium alloy steel: I—at 800' to 1000°F (425' to 540°C) and 2—in the region just below the lower critical temperature. Embrittlement is most pronounced at 800' to 1000°F, decreasing very rapidly with increasing temperature above this region, only to increase again as the lower critical temperature is approached. The data suggest two distinct modes of embrittlement with possible superposition of the two modes at extended embrittling times in the temperature range 1100° to 1150°F (590' to 620°C). While the molybdenum alloy steel shows little susceptibility to embrittlement at 800' to 1000°F (425' to 540°C), considerable embrittlement may occur just below the lower critical temperature. THE subject of temper embrittlement in alloy steels has received considerable attention in the last few years. Points of view on the mechanism of embrittlement differ, however, resulting in part from the incompleteness of the data developed and in part from the speculation regarding the susceptibility of plain carbon steel to temper embrittlement. Libsch, Powers, and Bhat1 carried out short-time embrittling treatments on an AISI 1050 steel and demonstrated that hardened plain carbon steels are quite susceptible to embrittlement when tempered in the range from 850°F (455°C) to the lower critical temperature. The isoembrittlement diagram,' representing the embrittling characteristics of this steel, is reproduced in Fig. 1. It is evident from the shape of the curves shown that embrittlement in plain carbon steel increases progressively with both temperature and time in the embrittling range. A comparison of the isoembrittlement diagram for AISI 1050 steel with that presented by Jaffe and Buffum' for an SAE 3140 steel shows that up to 930°F (500°C) the isoembrittlement characteristics of the plain carbon steel are similar to those of SAE 3140 steel, although the embrittlement is much more severe in the latter steel. Above 930°F (500°C), the rate of embrittlement in the plain carbon steel increases continuously with increasing temperature; whereas, in the SAE 3140 steel, the embrittlement rapidly decreases. The influence of alloying elements upon embrittlement during tempering thus appears to cause a decrease in embrittlement above the region of maximum embrittlement, i.e., 850" to 1000°F. The question naturally arises as to what effect individual alloying elements have upon the embrittling characteristics of the plain carbon steel. Current knowledge on the influence of alloying elements on temper brittleness may be found in the review papers of Hollomon" and Woodfine. Hollo-mon," from the results of other investigators, has shown that, in general, the amount of embrittlement increases with increasing alloy content (except for molybdenum and possibly tungsten and columbium). Jaffe and Buffum," by a comparison of the embrittlement in a plain carbon steel with that of a SAE 3140 steel postulated that the presence of alloying elements in moderate amounts tends to retard the development of temper brittleness. It is difficult to determine what effect chromium has upon temper brittleness, since most of the information available has been based on the combined effect of other elements with chromium, particularly nickel and manganese. However, Wilten, and recently Jolivet and Vidal,' Vida1, and Woodfine have reported that chromium steels are temper brittle, that the embrittlement is reversible with a maximum rate of embrittlement at approximately 975°F (525"C)," and that the susceptibility increases with increasing amounts of chromium. Taber, Thorlin, and Wallacel" have found a large embrittling effect with increasing chromium content in a medium C-Mn-Ni steel. But Hultgren and Chang," from their experiments conducted on synthetically prepared ternary Fe-C-Cr alloys, could not conclude that these alloys are susceptible to temper embrittlement. However, on addition of manganese or phosphorus, these Fe-C-Cr alloys became susceptible, from which fact they concluded that the embrittlement developed in chromium-bearing Fe-C alloys is due chiefly to the presence of these elements. Considerable data are available to show that molybdenum decreases the susceptibility of steel to temper embrittlement. However, its effectiveness in preventing or decreasing embrittlement appears limited to its presence in small amounts. Vidal" has shown that a plain 2 pct Mo steel was susceptible. Hultgren and Chang" also have shown that molybdenum additions in excess of 2 pct to synthetically prepared Ni-Cr steels did not prevent embrittlement. Jolivet and Vidal' and Lea and Arnold found that molybdenum reduced temper brittleness. Lea and Arnold further stated that molybdenum decreased the rate of embrittlement rather than the total amount of embrittlement, whereas Preece and Carter" have shown that the presence of molybdenum greatly reduces the equilibrium extent of the change at a given temperature but does not appear to influence the rate of embrittlement. There appears to be very little information as to how molybdenum by itself affects the temper brittleness susceptibility of a plain carbon steel.

Introduction The 1980s have not been kind to the mining industry, especially in the United States. As mineral commodities prices plunged, marginal producers were squeezed out and then major players were forced to cut back or close down operations. Base metal miners suffered the most. Gold was all that glittered. As had been the case throughout min¬ing's history, exploration activity was an early victim of these depressed conditions. Mining companies had to economize drasti¬cally and exploration was deemed a nones¬sential activity. Funding for new explora¬tion ventures dried up as mining was seen as a poor investment. A national magazine even proclaimed the death of the industry. Indeed, ignoring matters of independ¬ence of supply and the relationship of min¬eral production to national security, it was argued that mining was but a small cog in the overall scheme of things in the United States. The industry made a relatively small contri¬bution to the gross national output. We were becoming a service industry economy, re¬member? But what of those countries where mining plays a major role in the economic well-being? In some, mining is the national economy. In a few specific cases, special conditions actually brought prosperity. Copper production in Chile is one example. There, high grade copper, low production costs, and a technically advanced industry reaped the benefits of mine closures else¬where. In most other cases, however, par¬ticularly in the lesser developed countries, whole economies were devastated. This article will show what one major mineral producer, Canada, did to ensure the survival and even growth of its minerals exploration activity during these lean years. Background While Canada is among the world's mining leaders, mining is not its dominant industry. Still, it plays a far more important role than in the United States. It is a major earner of foreign exchange, currently accounting for about 25% of the total value of exports. Through spinoffs and a multiplying effect, it is a significant employer. In the far north, particularly, mining is the major nongovernment industry and a leading factor in the opening up of frontier territory. The industry cannot be allowed to die because it is often the main economic underpinning for vast, remote areas. Thus, exploration for new deposits cannot be cur¬tailed significantly without it having a long¬term negative impact on the very fabric that melds such a large, sparsely-populated ex¬panse of country into a nation. Over the years, Canadian governments have employed various means to encourage the development of new mines. Often, these incentives were tax-oriented, such as the three-year income tax holiday that applied to new mines in the 1950s and 1960s. The advantage of the tax connection is that any such incentive policy can be applied across the board to the 10 provinces and two territories that make up the federation of Canada. This is important because mining, except for the two federally-administered northern territories, comes under provincial government jurisdiction. Mining taxation is a complex give-and-take between the central and provincial authorities. In Canada, expenditure on mineral exploration is an allowable cost against reve¬nue for tax purposes. This works well pro¬vided there is some revenue from which to deduct. New exploration companies, those with no income from mining activities, de¬rive little benefit from this type of tax provi¬sion. Similarly, in times of depressed prices and reduced or nonexistent profits, the tax deductibility of exploration spending loses its value even for the major mining compa¬nies. To encourage exploration in Canada during the lean years, a different sort of incentive was required. The instrument used during the 1980s was again tax connected. It became known as flow-through financing or, simply, flow-through shares. When it assumed its final shape, it worked dramati¬cally. Flow-through shares Flow-through shares are so-named because they permit tax benefits earned by a corporation to 'flow-through' to the share¬holder. Basically, when an investor buys a flow-through share and the proceeds de¬rived by the company from this transaction are used for Canadian exploration, the in¬vestor can claim a deduction for tax pur¬poses as if the exploration expenditure was made by him personally. Flow-through shares go back to the early 1970s when Canada revamped its mineral income tax law. At that time, it permitted full deduction of exploration and development expenditures and provided for an automatic depletion allowance of one¬ third of operating profits from mining. There was also the three-year income tax holiday for new mines. New legislation replaced the depletion allowance with an earned depletion arrange¬ment whereby one dollar of depletion was earned for every three dollars spent on ex¬ploration and development. This earned depletion was `banked' during a transitional period (to 1974). After that it could be deducted from resource profits up to a maximum of 25% of such profits in any one year, with the excess carried forward. To promote exploration and mine de¬velopment in Canada, the earned depletion allowance plus the continued deductibility of exploration and development expendi¬tures permitted the recovery of risk capital before taxation. The three-year tax holiday, however, disappeared. Also, mining com¬panies that did not reinvest in exploration lost the depletion allowance benefit.

Discussion J. de V. Lambrechts (Fellow): The author's paper is a brilliant follow-up of an earlier paper by Starfield and Dickson.1 I have no quarrel with Dr Starfield's computerization of a complex problem, but I do not believe that he is getting quite the right answers from his programme. My impression is that his predictions about wet bulb temperature increases in very deep mines are over optimistic; in other words, that it will be hotter than Dr Starfield predicts. This is putting my views in a nutshell. This is not the occasion on which to indulge in lengthy argument about the original paper by Starfield and Dickson, but the present paper is, after all, based directly on that earlier paper and if the one fails, the other cannot succeed. I did level certain criticisms at the first paper and cannot say that the authors' replies were very convincing. I do not think it is a sin to admit that I belong to the old school which believes in thorough field experimentation and practical trials and no amount of mathematical manipulation or physical theorizing, no matter how excellent, can make up for inadequate practical confirmation. This, as I see it, is still the crux of the matter. The original paper by Starfield and Dickson still rests on somewhat scanty practical evidence and I would be much happier if Dr Starfield's computer programme, based on the Starfield-Dickson model, had been checked against a large mass of observations in the practical mining situation. This is what both Wiles2 and myself3 had tried to do previously. What we lacked in mathematics and/or computer aids, I think the present paper by Dr Starfield lacks in practical substantiation. This is no condemnation of the author's paper which, taken by itself, is excellent but I think the final stage is still lacking, namely the bringing together of theory and empiricism in a manner acceptable to all. This may be wishful thinking on my part but I hope, within the next year or so, to come up with a modified Starfield-Dickson model in such a way that the computer answers will agree in the majority of cases with the few hundred field observations which are already on record. Hemp (Visitor): Dr Starfield's paper has very effectively rounded off one particular aspect of the general problem of heat flow in mines. The ease with which this computer programme can be used to calculate temperature increases in horizontal airways must lead to its wider use in ventilation planning and, in developing this rapid method, Dr Starfield has indeed rendered a valuable service to the mining industry. One could consider further instances of heat flow in airways in which the availability of a rapid computer method would be desirable, e.g. the flow of air down a shaft, where there is an increase in temperature due to adiabatic compression, as well as an increase in virgin rock temperature as the depth increases. However, this particular case would not present any new problems and would merely require an extension of the exisitng work. I should like in this contribution to talk about an aspect of environmental control in mines which, I think, will become more important in the future. It is well known that wet bulb temperatures are subject to fluctuations underground. In some instances, particularly in stopes, the fluctuations, both with time and position, can be considerable. The theoretical work which has been carried out on temperature increases has been aimed at the prediction of mean temperatures, and no account has been taken of fluctuations around this mean. It is questionable whether this approach will, on its own, be sufficient, particularly when temperature increases in stopes are considered. The fluctuations in air temperatures underground arise from two causes. The first of these would be the fluctuations in surface conditions, and here one could list random, diurnal and seasonal fluctuations. The second cause is the multitude of things which vary in a mine and here one could list variations in air flow quantity, sources of evaporation, heat transfer from pump and compressed air columns and, particularly in the stope, variations in air flow patterns. Fluctuations arising from surface temperature variations should be amenable to calculation, and here one envisages figures relating the decay of temperature variation with distance to factors such as air flow quantity. Fluctuations resulting from changes in the mine are perhaps more difficult to tackle theoretically and the best approach could well be to analyse underground observations. In this connection, there is a good case to be made for the increased use of statistical methods in the analysis of underground temperature measurements, and it might be of value to look at current air-conditioning practice. "I HAVE BEEN ASSIGNED the pleasant task of adding a last word in way of summary to this session. I think that the trend set in having a geochemical session at the CIM Annual General Meeting is a good one and I hope it will continue so that members of the mining fraternity can get together on a regular basis and discuss geochemical problems peculiar to our Canadian scene. A series of interesting papers have been presented on what has been considered by many in the past as not only a problem area for geochemistry but even an impossible one. The papers should help dispel some of these fears. Lack of development of geochemical techniques in the Shield has been due to a variety of factors, many of which have been mentioned. However, I feel that one of the main reasons for this lack of development has been timidness on behalf of many people to get out and do the necessary work which helps produce answers to many of the questions asked. New developments and applications of geochemical methods in the Shield will not be done by the faint of heart but by those who have the curiosity, interest, imagination, drive, resources and, most of all, the intestinal fortitude to stick to it and not give up because results or conditions do not meet with preconceived notions. Another element that will be needed by those who will successfully apply the techniques and who will be responsible for new breakthroughs is the systematic approach to sampling and analysis and the integration of geochemical, geological and geophysical results. Erratic sampling patterns - a sample here and a sample there - generally lead to more problems than solutions."

DERRY (Ventures Limited) referring to the diagram (Figure 15) which shows a transverse structure section across the Central Slocan area, asked what the assumed structure at depth was, remarking that dips are steeper and more uniform at depth and that the contortions with gently-dipping axial planes are at higher elevations. He wondered whether the section represented ,part of a very large fold with steeply-dipping axial plane.MR. J. D. LITTLE (Canadian Exploration, Limited) replied that E. B. Mayo (Kelowna Exploration Company) and others had considered that the entire section illustrated faces to the southwest and represents part of the lower limb of a great overturned •syncline which is concave toward the southwest.DR. DEWIT (Geological Survey) remarked that the photograph of a ripple mark (Figure 7) showed internal lamination conformable to the ripple mark and wondered if the structure was not due to slumping during consolidation, since the normal mode of formation of ripple mark would seem to preclude the possibility of such internal stratification.MR. Formally, a mathematical model could be defined as: A set of equations whose solution will approximate the response of a physical process or system to a set of stimuli which appear as parameters in the equations. The purpose of a mathematical model is to permit the rationalization of experience to proceed by simulation rather than by physical experimentation. In the application of digital computer control to an industrial process, the mathematical model of the process (subsequently called the process model) is needed to calculate the present process performance from the measured variables and to predict the response of the process to a control change. Functionally, the cardinal element in process model development is a concise set of control objectives. These, besides implicitly defining the boundaries of the system to be modeled, will determine the accuracy demanded of the model its nature: dynamic or steady-state, and so forth, The objectives should explicitly define what process efficiencies, production rates, qualities are to lie within the scope of the computer control project, thereby providing a basis for simplifying assumptions in the development of the model. This requirement, a limited set of control objectives, is so often disregarded in formulating industrial control problems that its repetition can scarcely be avoided.

ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

The purpose of this research is to determine (I) the efficiency of small banks of enriched gar driven by methane in displacing oil from a porous medium and (2) the effects of variation in bank size and composition of that efficiency. Most of the experiments were conducted in a sand-packed tube 20-ft long and 1/2-in. in diameter. The hydrocarbon system generally used was methane, butane and decane at 2,500 psia and 160°F. The results of these experiments indicate that, in the regions contacted by the gas, a small bank of an oil-miscible gas driven by methane can displace all of the oil in a piston-like manner. If the enriched gas is of such composition as to remain immiscible with the oil, displacement of oil is less efficient than for the miscible case, and the gas bank travels through the sand with a velocity less than that of the driving gas. These data along with theories discussed imply that smaller banks and less total gas are required when the enriched gas and oil are miscible. INTRODUCTION Widespread application of enriched-gas drive to the recovery of oil rests upon a key factor — the use of limited quantities, or "banks", of enriched gas. At the present time, the value of liquefied petroleum gas or other enriching agents discourages their use in a continuous injection technique, or even in a large bank, except in a few isolated reservoirs. If small banks of enriched gas driven by methane were as effective in displacing oil as is continuous injection, the enriched-gas drive process might be applied to a larger number of reservoirs. Previous research on the mechanics of the enriched-gas drive process reported by Stone and Crurnpl and by Kehn, Pyndus and Gaskell has utilized continuous injection of enriched gas. This work has shown that two types of displacements occur. With gases containing sufficient intermediates. the oil is displaced misciblv and complete recovery is obtained from the regions swept. When gases are used which contain insufficient intermediate hydrocarbon for miscible displacement, oil is displaced immiscibly. In the latter type, selective solution of the intermediate hydrocarbons causes a swelling and reduction in viscosity of the oil and leads to an increased recovery over that obtained by dry-gas (methane) drive. The size of the enriched-gas bank necessary for efficient displacement of oil is determined by those factors which cause deterioration of the bank. A differentiation may be made between those factors which operate on a microscopic scale and those which act on a macroscopic scale. On the smaller scale, the enriched gas mixes in the direction of flow by diffusion and convection with the fluids immediately preceding and following it. On the larger scale, the gas may by-pass the oil by flowing through permeable streaks, by overriding the oil because of density difference, or by fingering because of unfavorable viscosity ratios. In such cases, the enriching material tends to mix with the oil both laterally and in the direction of flow. The increase in effective area available for diffusion and dispersion of the enriching components leads to a faster degradation of the bank and a need for a larger bank than is necessary for those cases in which no by-passing occurs. The effects of such macroscopic factors in the deterioration of enriched-gas banks have been reported in a separate paper by Blackwell, Terry and Rayne. The present study was confined to the factors which operate on the smaller scale, in particular to the behavior of banks of enriched gas in sands uniformly swept by the gas. Experiments were designed to answer the following questions. 1. Can small banks of enriched gas driven by methane be used to secure oil recoveries comparable to those obtained by continuous injection of enriched gas? 2. What is the optimum bank size (the minimum bank size necessary to obtain a recovery comparable to that obtained by continuous injection of the same enriched gas)? 3. How many total pore volumes of gas must be injected to obtain the maximum recovery when the optimum bank size is used? 4. What is the effect of varying the number of enriching components in a gas bank? This report describes the experimental investigations and discusses the results in terms of their significance to reservoir behavior.

REGISTRATION started bright and early Monday morning in the Silver Corridor at the Waldorf-Astoria with Mrs. W. H. Bassett as chairman. What a registration-over 200 ladies! Several joined us from as far away as California and Washington State. Apparently they enjoy our meetings so much that present travel inconveniences didn't discourage their coming. At noon the ladies joined the men at the All-Institute Luncheon and Monday evening we had our informal dance, which is separately reported. Tuesday morning was devoted to our annual meeting at which all Section annual reports were read. At noon we were all the guests of the W.A.A.I.M.E. at a luncheon at the Port Arthur Restaurant on Mott St. in Chinatown. Many of us rode down on the old 3d Ave. elevated railway-the last of four. It, too, is soon to be torn down. The luncheon was delightfully unusual, with huge dishes of delicious Chinese food on each table. Our chairman, Mrs. Read, who lived in China in her youth chose our menu, and she chose it well, for most of us indulged so heartily that as we arose from the table we felt we couldn't eat again for 24 hours. Someone donated sherry wine, and boxes of Chinese pencils as favors. We wonder who? All owe a big vote of thanks for this lovely party to Mrs. T. T. Read and Mrs. H. A. Prosser, chairmen, and Mrs. H. W. Hardinge, Mrs. R. Hursh, and Mrs. R. L. Lloyd, vice-chairmen.

L. C. GRATON, professor of geology in Harvard University, addressed the New York Section on April 24 on-his impressions of the Rand. His beautifully clear and concise address was delivered without notes, so that what follows is merely a resume of the principal points made. The world is apparently coming to the end of ore discoveries easily made, yet we need metals at a steadily increasing rate. If surface discoveries are to decline, then we must find other ores or use less metals. The probable chances of finding ore are greater in the centers of big production than in new districts, as proved statistically. It is unsafe to say that a field is worked out. Therefore, deep mining holds possibilities and is an interesting study that will progressively gain in importance. The origin of the gold in the banket of the Rand has been a geologic football for a long time. Of the various theories, two have survived: 1. Infiltration into permeable conglomerate beds from deep-seated sources; 2. the placer hypothesis, which holds that gravel beds originally had the gold in them. At present, the second theory is accepted by the majority, as a result of the studies by the Union Geological Survey and by E: F. Mellor which were published about fifteen years ago.

TO unload large tonnages of lead bullion cast in 100-lb. bars is a problem which has confronted the lead refineries for many years. The bars, on arrival, must be restacked for unloading by truck or hand-charged to charging machines. Selected crews of labor, capable of working at sustained speeds for five- or six-hour periods, are required for this exhausting task. Due to the fatigue involved crew personnel changes rapidly. During the war it became increasingly difficult to maintain crews, especially in critical labor areas, so that the development of casting and shipping ten-ton lead blocks from the smelters to the refineries became a must in our operating program. For many years lead refineries, when making interdepartment or intradepartment transfers, have cast lead blocks weighing five or ten tons which are easily handled by crane by merely attaching the crane hook to a steel anchor embedded in the frozen lead blocks. In previous years, the practice was to use regular smelter slag pots which, due to their rounded shape, produced what were called "buttons" by the refinery personnel. The button-type blocks were unsafe as they rolled and tipped easily and were unsatisfactory for stacking since no piling pattern could be followed. To remedy this situation, flat-bottom molds came into general use and later the bottoms were made concave to prevent slipping.
