THE manufacture of wheels of metal for locomotives and cars constitutes an important branch of the iron industry, and one closely related, moreover, to many of the conditions of railway practice, such as speed, safety of passengers, and economy of working. It has been, also, since the introduction of iron roads, a subject of constant study on the part both of engineers of construction and iron manufacturers. The car-wheels at first used in Europe had spokes of wrought iron and a hub of cast iron. Subsequently endeavors were made to make the wheels entirely of wrought iron, by forging successively the different parts which constituted the hub, spokes, and rim. By this treatment the expansion of the heated portions at the last forgings gave rise to interior ruptures in the already cold and finished parts. The metal was thus strained before use, and the wheels broke frequently in service. It was in consequence of these failures, doubtless, that the engineers of this country were led to employ exclusively wheels of cast iron. The railway companies are nevertheless greatly interested in the reduction of the weight of rolling stock, while preserving abundant strength, and by the employment of wrought-iron wheels one may attain this double end if the defects of manufacture which we have just mentioned are avoided. This may be accomplished by making the wheels in such a manner that the different parts are welded at the same time, whereby the interior strains which so frequently give rise to ruptures in wheels successively forged are avoided. This result has been attained by what is known in France as the Arbel process, of which I will give you a short description if you will kindly give me a few minutes' attention. The direct-metal cars or ladles of the Maryland Steel Company have a capacity of 18 tons when filled within 12 inches of the top. On account of this large capacity, the formation of skulls in these ladles is by no means as rapid as in smaller ladles; but a skull once formed is a very unwieldy piece of metal to handle, and especially to remove from the ladle. We have found it cheaper to clean ladles often rather than make very heavy skulls. We aim to keep the ring of chilled metal that forms on the surface of the iron chipped off, so that the skull shall form principally at the bottom until it becomes so thick as to render the ladle unfit for service. Sometimes it happens that a ladle may be held for several hours filled with molten metal. This invariably leaves a large amount of chilled metal in the ladle. Frequently the skull will weigh several tons, and will be of the full size of the ladle inside, with a top crust, having perhaps a hole 12 inches square, through which the molten metal was poured. In order to remove skulls that cannot be easily chipped out with a bar, we use what may be called a skull-extractor, consisting of a hydraulic cylinder mounted in the center of a heavy cast-iron plate, standing vertically on a suitable foundation. Figs. 1 and 2 show the construction and operation of this apparatus, Fig. 1 being a view of the extractor with pistons extended to full stroke, and Fig. 2 a view with ladle in position and pistons about to commence the stroke. in both figures, A is the hydraulic cylinder, B the vertical cast-iron plate, and C the foundation. The water-pressure, admitted through the pipe, P, is 750 pounds per square inch, and the inside diameter of A is 14 inches. P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

The high temperature physical properties of graphite are reviewed and interpreted in the light of present day knowledge of the mechanisms affecting these properties. The thermal and mechanical behaviors only are discussed and, whenever possible, comparisons are made with other refractory materials. Possible further studies are indicated, including some carbide work. AS long as the term high temperature implied only temperatures up to about 1000°C, the materials problems which arose could usually be handled by fairly conventional metal alloy types, such as the Co-Cr-Ni superalloys, for which there exists a great deal of technology. Perhaps this temperature can still be considered an upper limit for normal applications, but it is certainly true that the number of abnormal applications is increasing rapidly. The advent, in recent years, of ram-jet and rocket missiles and of high power nuclear reactor heat sources has raised a host of questions concerning the basic problem of what material to use in the temperature range up to 2000°C and higher. While there are, of course, many metals, in the second and third transition series, which melt at considerably higher temperatures than this, these metals are, at present, pretty well excluded from practical use by other considerations, such as re-crystallization, chemical activity, or excessive plastic deformation. The behavior of metals, from the standpoint of dislocation theory, is just beginning to be understood and thus there is some hope for the future development of very high temperature metals, but the immediate problems would most logically appear to have solutions involving the nonmetals, such as the refractory ceramics and graphite. For this reason, there is presently a great deal of engineering and experimental research being performed on the latter materials, much of this research being exploratory in the sense of gathering new property data. The situation, so far as graphite is concerned, is somewhat more fortunate than with the other refractory solids in the sense that a great deal is already known about its basic properties. This stems both from the fact that the carbon-carbon bond has been of interest to chemists for a long time (and graphite can be considered as a very large aromatic molecule, if desired) and the fact that its properties, both as a function of temperature and of radiation damage, are of critical importance to nuclear reactor designers. It is still true, of course, that such fundamental questions as why graphite remains solid to such a high temperature and why it has such a high thermal conductivity cannot entirely be answered at the present time. It is, nonetheless, meaningful and instructive to consider such problems in the light of existing knowledge. This is what the present paper will attempt to do. Before going on, it may be appropriate to classify graphite and justify its discussion before readers primarily interested in metals. Graphite is comparatively unique among materials in that there is always a property or group of properties which precludes calling it either a metal, a semiconductor, or a ceramic. It has the high electrical and thermal conductivities of a metal, but the artificial, poly-crystalline types show a negative thermal coefficient of electrical resistivity, generally characteristic of semiconductors. On the other hand, semiconductors, by definition, show an ever increasing resistivity as the temperature is lowered, whereas graphite approaches a finite, and, indeed, a rather low resistivity in the region of 10°K and, furthermore, a good single crystal of graphite has a positive temperature coefficient, as for a metal.' On still another hand, its porosity and brittleness at lower temperatures would put graphite in the ceramic class although, unlike most ceramics, it is readily machinable and has a high resistance to thermal shock. All things considered, it is probably more nearly appropriate to call graphite a metal than anything else. Although certainly outstanding in some ways, graphite has its peculiarities and, especially if the reader is unfamiliar with the data, it is probably valuable to review some representative property variations at high temperature. This review is meant to be mainly illustrative and no attempt has been made to be exhaustive. Review of High Temperature Properties At ordinary pressures, graphite does not melt, but sublimes directly into the gaseous phase at about 3700°C. Although the phase equilibrium diagram is still in some doubt, graphite will melt, at a slightly higher temperature, at pressures in excess of about 100 atm. The chief difficulty of using graphite in an oxidizing atmosphere is that the reaction rate becomes quite high at fairly low temperatures. If a threshold oxidation temperature2 is defined as the temperature at which graphite loses 1 pet of its weight in 24 hr, the value in air is 450°, the value in steam is 700°, and the value in carbon dioxide is 900°C. Efforts are presently being made to raise this threshold temperature either by impregnation with a retardant of some type (sodium tung-state and phosphoric acid, for example) or by a suitable metal or oxide coating. It is probably fair to say that, to date, these attempts have not shown any outstanding success in all respects. Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. As of Feb. 3, 1978, all new operations, and as of May 3, 1978, all existing surface coal-mining operations, on lands on which such operations are regulated by a

MR. NEILSON was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city: In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company. In 1871, when the Logan Iron & Steel Co., of Burnham, Pa., failed, Mr. Neilson was appointed receiver, re-organized the company, became' its General Manager, and spent more than four years in this work. In the meantime, he became interested in the Freedom forge of the same place, and, with Mr. Wm. Burnham and Mr. Milton Brosius, laid the foundations for what is now the Standard Steel Works. From Jan. 1, 1877, to April 1, 1890, he was General Manager of these works, and closely associated with the Baldwin Locomotive Works. In 1878 he was in charge of the first consignment of Baldwin locomotives to Europe, which, with a picked crew of men from Baldwin's, he took to Eydtkennen, Russia, and placed in service. In 1890 he resigned from the Standard Steel Works and ac-

To expediate the transfer of technology from Bureau laboratories into new products and processes that enhance the economic competitiveness of the U.S. mining and minerals industry in world markets. Background The U.S. Bureau of Mines and various members of the industry are concerned about the current technology challenge to the minerals industry in the United States. They arc working together to delineate ways of enhancing the mineral industry's technology base. More emphasis is being placed on collaboration between the government, academia, and industry to formulate the innovative revolutions needed to maintain our technology edge. Through these partnerships, real issues and problems can be identified, the industry's needs as customers can be defined, and research and development activities can be tailored to meet these needs. Now is an especially exciting time in research because some special opportunities exist to encourage private industry to capitalize on Federal laboratory research and development. These opportunities arc called CRADA's. What Is A CRADA? The Congress recently enacted a mechanism that enhances collaboration between industry and government through the Technology Transfer Act of 1986. A key lea lure of this Act is a provision through which Cooperative Research and Development Agreements or CRADA's can be developed to encourage industry and government to work together and stretch their research budgets. By entering into a CRADA, a private, non-Federal company can cost-effectively perform research by sharing the costs of this research with the Federal Government. The agree¬ment involves no transfer of funds from the Government. The Government agrees to provide personnel, services, facilities, equipment or other resources (but nut funds) and the non-Federal party agrees to provide funds, personnel, services, facilities, equipment, or other resources needed to conduct a specific research or development effort.

INTRODUCTION At the time of the death of Mao Tse-tung in 1976, China was a major oil producing country with a daily oil flow in the order of 1.735 million barrels. This position had been achieved with minimal assistance from the outside world. Further, only some fifteen years had elapsed since the country's daily oil production capacity had hovered at the barely significant level of one hundred thousand barrels. Why then did the new leaders of China, after this very creditable record of success, suddenly change the direction of the country's drive for future hydrocarbon production? First, by switching much of the emphasis of exploration from onshore to the offshore continental shelf basins, and further by apparently abandoning the philosophy of self reliance calling upon the world's oil industry to share in the task of locating and developing these potential offshore energy reserves. The answer is probably only partly understood by those of us outside China, However, a number of factors exerting an important influence on this decision can be identified. THE MOVE OFFSHORE The new leadership was anxious to rapidly move China into her rightful place amongst the powerful and technologically advanced nations of the world. Modernization became the slogan, specifically modernization on four fronts, agriculture, industry, technology and military with the goal to "catch the west by the year 2000". But how to generate the capital to finance this massive modernization program? The rapid escalation of the price of crude oil following the 1973 Oil Embargo and the continuing apparently insatiable world demand for this now extremely precious primary resource was very clear to all. China, as a major producer, could export crude to help finance the ambitious development programs of the government. To do this, however, would require a very significant in¬crease in present production capacity, as the domestic demand even for China with her relatively low per capita energy consumption, is essentially equal to the current production. Trying to rapidly move the new regime's programs into actions, one can only assume that the planners looked at the success of the petroleum industry over the preceding fifteen years and quickly concluded that this well established curve could be maintained and indeed steepened with an increase in effort. The rapid discovery of a few more Daqing's (China's premier oil field, producing one million barrels a day) would have the country's ambitious modernization goals within reach. Petroleum would be the principal bridge to the bright future. The next decision involved the question of where to look for these vast new reserves. Chinese exploration teams had already looked at most of the onshore sedimentary basins and, while they were the first to admit that there was much yet to do, it was fairly clear to them that the potential for large new accumulations was confined to two areas: the little explored, remote, inhospitable regions of western China, principally Xinkiang Province and the equally unexplored offshore basins of the continental shelf and slope. In both cases China faced a very serious problem. The inhospitable environments were severely straining her petroleum industry's current technological ability to cope, particularly as the government needed rapid results. Thus the pragmatic and, to the foreign oil industry, unexpected decision to invite cooperation with the outside world. The reasons for the initial emphasis on the exploration of the offshore basins with the cooperation of foreign oil companies are again supposition on my part, but probably involved considerations of technical merit, ease of development and delivery to markets together with more sensitive issues such as controling the influence of foreign philosophies and values on the Chinese population by containing most foreign activity to the offshore. So within three years of the death of the great helmsman, China had developed a plan to involve foreign oil companies, both state and private, in a grand plan to rapidly increase the nations oil production. In fact, by this time, the first round of talks had been concluded and the first phase begun, and what a beginning. Some forty eight companies from thirteen countries had signed documents to participate formally in this world scale event. It was far easier to list those companies which did not participate than to list those which did. FOREIGN COMPANY INTEREST Why the rush by the world's oil industry to be involved in China? What was China offering which made everyone so anxious to join in? Again the answer is complex in detail, but principally involved a combination of factors which together caused this virtual stampede. Timing was a major element. Oil Companies, despite an ever increasing take by governments, were beginning to benefit. from the' rapid escalation of crude prices induced by OPEC and were looking for suitable areas to reinvest these funds. The authors have previously described a piezoelectric-based system to measure the dynamic pressure during actual detonation in the field. This technique is used in a water hammer test set-up where a donor detonator is fired first, with the pressure sensor and an acceptor electronic detonator placed underwater in a water tank, and maintained at a fixed distance away from the donor detonator. The functioning and timing of the acceptor detonator are captured using a customised microcontroller board called the water hammer timer. Using such water hammer testing, the effect of dynamic pressure was studied as a function of the magnitude of pressure during the electronic timing countdown. Data obtained indicate there is no significant impact in the timing of the electronic detonators in contrast to what has been reported in non-electric detonators.CITATION:Teowee, G, Solis, H, Papillon, B E and Ibarra, R, 2015. Since our time is very limited, I would like to relate to you as best as I can a few important areas that I think may be helpful. 1.) The Real Difference between Dense Phase and Dilute Phase Pneumatic Conveying: Within the many variations of so called Dense Phase conveying, it is often difficult to determine to what degree a system is Dense Phase or if, in fact, it is a Dense Phase system at all. A system that appears and is generally known to be Dense Phase can under certain operating conditions perform as a Dilute Phase system. If, for instance, a high pressure system, which is generally a Dense Phase system, operates at 60 PSIG, say 4 atmospheres, utilizes enough air volume, the conveying velocity will easily exceed the normal design velocity of a typical Dilute Phase system. THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. (Communication to the Secretary): Having spent considerable time in a systematic study of this field,'both as regards the details of its structure and stratigraphy and the broader question of its relation to the Appalachian basin, I wish to add a word concerning the correlations made by Mr. Hodge in his paper. From A commercial standpoint, the question of correlation, even along the strike, is of little or no importance, for the variability is such that each opening should be tested individually, regardless of the horizon at which it appears; but these correlations assume an entirely different aspect when their scientific bearing is considered; they then become of vital importance, and, before being accepted, should be subjected to the most rigid scrutiny and severe tests. Mr. Hedge states positively that the Imboden seam of coal is equivalent to the Elkhorn coal of Pike and Letcher counties, Kentucky. In the writer's opinion, such equivalency is, at the utmost, only a possibility. This correlation has been generally adopted by the geologists of the Kentucky Geological Survey, but the writer has been unable to find on what grounds they base the statement. The evidence of identity seems to be in the character of the coal, as both seams furnish fine coking coal; also, in the similarity of the interval between them aid the " Bee Rock," or top of the great conglomerate. It is probably an easy matter to determine the thickness of this interval on Elkhorn creek, and we will assume that the measure of 300 to 350 feet is correct. In the Big Stone Gap field, the question of measuring the interval between the Imboden and the " Bee Rock " is exceedingly difficult. The line of outcrop of this mass of strata is along the northern base of Stone mountain, and, in the uprising of the great arch, the strata on its flanks have been thrown into many minor folds, and, in places, have been broken by local faults. This complicated structure, together with the absence of ally well-marked stratum, renders it exceedingly difficult to obtain a correct measure of the intervening sandstones and shales. MR. R. V. NEILY stated that he had at one time operated at Goldenville. The practice and results are much the same now as in the olden days. Inside plates were then found to be a source of trouble and had been removed. At the Libbey mine, Queen's county, the sulphides carried considerable gold, and $45.00 to $60.00 per ton had been recovered from the concentrates by roasting and chlorinating. Later, concentrates were treated with bromocyanide. Following that practice, a cyanide leaching plant was installed, which did not require concentration of the tailings. Cyanidation brought a recovery of around 95 per cent, with but $300 worth of plant. In Nova Scotia, the ore of each locality presents an individual problem of its own as to treatment required. Ma. W. B. Timm stated that, in the majority of Nova Scotia gold ores, more than 75 per cent of the gold content is free-milling and, naturally, stamps are most efficient for collecting and amalgamating this gold. In Ontario and the West, they had got away from stamps, and perhaps the main reason was that the supply of battery-men, who came from Nova Scotia, had died off. Ball-mills had been installed, which required smaller space and handled large tonnage, even though, as far as amalgamation goes, the stamps were probably more efficient. If concentration is to be done, ore from stamps is usually in better shape for recovery in passing over the tables, as there is no slime. With the ball-mill, flotation is necessary. The better practice, undoubtedly, is to take out what gold is possible before it is all smashed up, as in the ball-mill, though recent developments in the ball-mill make it possible to trap and take coarse gold directly from the mill. In this way, cyanidation is speeded-up, due to saving of the time the coarse gold would take before going into solution. PROFESSOR A. E. FLYNN found it unusual in these days to read anything in favour of the stamp mill, and thanked Mr. Henderson for the excellent paper in which he upholds the stamps and backs his opinion with facts from actual operations. For the typical Nova Scotia ore, containing coarse gold, stamps are un¬excelled. It used to be said that the virtue of stamps is that they brighten the gold for amalgamation. Although this saying is almost classical, it is not true, for gold is never brighter than in the native, untouched state. Any hammering that gold gets makes it more difficult to amalgamate.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

Their design is a multidisciplinary activity with a wide range of inputs, based on: the business case; metallurgical and process requirements; and the main processing equipment selection. Many constraints limit what can be achieved. Appropriate phasing of the design and development, and clear go/no-go decision criteria, are critical to successful implementation of a plant design project. Risk management concepts are used as a framework for successful project development, working from the business case, through project development, to implementation and startup, paying constant attention to technology, safe design, and sustainability. 1.1 INTRODUCTION The subject of “Metallurgical Plant Design” is the design of metallurgical plant facilities in the broadest sense. Plant design represents the culmination of many multidisciplinary activities: knowledge of process metallurgy is applied to design facilities to manufacture useful, economical, metal-based products. In the field of metallurgy, plant design is often overlooked, and its unique requirements are commonly not well understood, let alone appreciated. This book is a contribution to remedying this situation. The focus is the specifics of the metals industries, because an extensive literature already exists on the general topic of plant design.

Conventional blasting activities in the mining process use various types of explosives, with the primary raw materials being Ammonium Nitrate and diesel fuel. The quality and specifications of the two raw materials significantly affect the performance of explosives. One program from the Indonesian Ministry of Energy and Mineral Resources requires mixing 30% Bio Diesel 30 with 70% diesel fuel oil in several industrial sectors, including mining, to reduce greenhouse gas emissions and stabilize CPO prices. This program aims very well for environmental sustainability and the palm oil business. However, it turns out that this change impacts the performance and results of the blasting process in the mining industry, which is the appearance of fumes. This paper will discuss the tests carried out in the laboratory on Bio Diesel 30, the explosive products used, and rock samples were taken from a mine in East Java, Indonesia. The aim is to determine what factors can cause fumes utilizing a mixture of Bio Diesel 30 with pure diesel fuel. The parameters tested were visual differences, infrared spectrometry, density and viscosity, surface tension and contact angle for Bio Diesel 30, stability test for explosives, and the SEM-EDS method for rock samples.

"When the United States entered the World War, the heavy requirements for sulphuric acid in the manufacture of explosives made necessary a definite knowledge of the sulphuric acid capacity of the country. The Bureau of Mines, under the authority conferred by the explosives regulation act, made a thorough survey of the sulphuric acid situation. In this work, which was personally directed by the writer, comprehensive data were collected on the situation and capacities of the various acid plants, sources of supply of raw materials (brimstone, pyrite, pyrrohotite, zinc ores and concentrates, waste sulphur dioxide gases from copper smelting, and spent oxide from gas works), the principal points in regard to manufacturing processes (chamber and contact) and the uses of the acid. The results of this investigaion have recently been published by the Bureau of Mines, as Bulletin 184, entitled ""The Manufacture of Sulphuric Acid in the United States"" by A. E. Wells and D. E. Fogg. The following paragraphs on the uses of sulphuric acid are abstracted from this bulletin.Sulphuric acid is one of the most important of all chemicals, not only because of the large quantities manufactured but also because of the wide use of the acid in many different industrial works. Sulphuric acid is to the chemical industry what iron is to metallurgy. The general public, however, does not realize this fact, for sulphuric acid does not appear in the finished product as does iron and steel, but is only a means to an end. It is essential in many industries, such for example as in the manufacture of phosphate fertilizers, explosives, dyes and petroleum products. In recent years in the United States, especially in the East, the demand for sulphuric acid for chemical and metallurgical industries has been an accurate and sensitive barometer of the general business conditions. This demand for acid responds much more quickly to a general slump or boom in the industrial world than does the demand for iron and steel."

(communication to the Secretary*): Professor Lodge takes issue with Mr. Crawford and myself on results obtained by the scorification-method of assay on " zinc-box precipitates," which we published in a paper on the subject in the publication named below.' In our work we found that the normal seorification-method, employing only test-lead and a very little borax-glass as a flux, gave results on cyanide precipitates which mere invariably very low, loss having taken place by slag-absorption and volatilization, as repeated slag-assays failed to bring up results similar to those obtained by other methods. Professor Lodge anil his students made a large number of what he terms " scorification-assays," but which, I would like to point out, have claim to that name only in that they are made in a scorifier, for the charge consists of test-lead, a very considerable quantity of borax-glass (10 grams), at times also of litharge and even charcoal, so that the assays are in reality crucible assays. A scorification-slag proper is an oxide-slag to all intents and purposes, while the slags made by Professor Lodge are borates, certainly acid-slags. It has been our experience since our paper, The Assay of Cyanide Precipitates, was published, that the nature of the assay slag in the crucible assay has a great influence on the result. A " basic " or oxide-slag invariably causes high slag-losses, while an " acid " slag gives very fair results on material containing much zinc. This has also been the experience of a mellknown cyanide chemist with whom I have corresponded on the subject, who found that acid crucible-slags gave good results on zinciferous material, but that the scorification-method, as ordinarily employed, gave high slag-losses.
