This paper discusses operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable underwater activities. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources in international waters is coming closer. Presently regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

In terms of underground tunnelling in metres advance per capita, Australasia compares well with the best world performers. This is because of the large number of metalliferous mines, coalmines and civil tunnelling projects, with the Australian tunnel advance for civil and mining projects exceeding 625?km/a. In terms of hard rock quarry extraction, Australia produces approximately 200?Mt/a of aggregates, roadbase, fill material and specialist rock products from its quarries, which equates to approximately 8?t/capita. Australian mining and tunnelling contractors are also of world standard and are used to excavating in a variable range of ground conditions in a competitive environment. One author has been involved in tunnel and underground space planning and quarrying in Australia for the past 25 years and predicts that, over the next 20 years, there will be a major swing towards underground space for commercial uses. This paper identifies the potential uses of underground commercial excavation and the planning and geotechnical challenges for the future. Underground quarrying creates new opportunities to extend existing quarries within their urban footprint with minimum impact on the surrounding community. Investigations by the authors reveal that there are very few cities in the world that actually incorporate underground space planning in their city plans. However, cities such as Helsinki have been planned in detail to utilise the rock resources beneath them. This report concerns a seismic geophysical exploration program which was conducted 3 miles southeast of the Carlin Mine, in Lander County, about 18 miles north of Carlin, Nevada. A twelve-fold reflection seismic line was executed over a one-mile traverse in section 32, Township 35 North, Range 51 East. This study is part of an exploration pro- gram directed toward finding Carlin-type gold deposits which are concealed under younger alluvium and volcanics. The exploration objectives of this program are as follows: 1) measure the thickness of the younger, sedimentary and volcanic deposits which overlie the "productive rock sequence", 2) delineate the Roberts Mountains thrust fault, 3) investigate the origin of the geochemical anomalies present in the western portion of section 32.

"This paper reviews the installation, start-up, and operation of a comprehensive monitoring and targeting management technique in which all plant utilities (i.e., electricity, natural gas, compressed air, and water) are managed as controllable resources in the same way that raw materials, mined ore, personnel and capital are managed.The essential elements of monitoring and targeting (M&T) include:•gathering in a systematic, disciplined way the utility information by energy account centres;•closely monitoring the utilities used in each centre and comparing them with production on a common time base (e.g., kWh/ton per day);•bench marking and target setting to pro-vide attainable energy reduction goals which can be further refined as they are achieved; and•establishing an implementation plant that may provide efficiency enhancing benefits to various operating areas within the plant.The M&T system will reduce utility consumption per unit of production on a continuing basis.This would translate into sustained operating cost and waste. M&T will also provide better information for assessing the plant operation and progressively implementing further enhancements."

Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

In view of the alarm expressed in many quarters over the increased production of copper to come from Canada and Africa in the future, it is of interest to study the history of the principal producing districts of the world and to attempt to forecast the future part to be played by them. Tables 1 and 2 record the world production and that of the United States, together with their respective rates of increase, both in percentage and actual amounts. The important point in this record is the decline in rates of increase for both the world and the United States, but more particularly in that of the latter, since 1881. The increase for the United States in the last decade is less than that for any decade since 1881, and is only 20 per cent of that for the decade 1911-20. The increase for the world is less than that for the two preceding decades, and is only about 65 per cent of the war decade 1911-20. Referring to Table 1, the decade 1871to1880 showed an increase of 32.l per cent in the world's production, which was the low until the last decade, ending 1930, which shows an increase of only 24.5 per cent. These decades both represent periods of economic stress following wars. In the first case the recovery was very sharp, the percentage increase in 1881-90 reaching a high of 86.4 per cent. It would seem dangerous, however, to assume that a similar high will be reached in the next ten years, because of the severity of the depression brought about by the Great War and the probability of its influence extending well into the next decade.

It is out of the question, at this time, to select any one prereduction process as superior to the others. It is apparent that several share a basic similarity and that within the groups listed in Part 1, the reduction vessel is sometimes the only significant variable. Claims as to the virtues of one machine over another are difficult to substantiate: one may be rapid, another thermally frugal. Based on published data, however, all seem to be performing adequately. It would appear that processes based on carbonized pellets are most applicable to foundry iron at low production rates. Adaptation to large scale manufacture of blast furnace hot metal or to agglomeration of fine concentrates at the mine site is much less likely.

Having passed through the worst of times for industrial minerals demand, there are signs that the best of times lie ahead. If the downturn was the result of unsustainable economic policy, the path forward has everything to do with sustain-ably meeting the demands of more people enjoying higher standards of living than ever before. Minerals producers must be poised to understand and meet their requirements well into the next decade. Successfully marketing industrial minerals - the building blocks of a growing and increasingly urban world population - will depend on producers? ability to respond nimbly to a rapidly changing and regionally evolving macroeconomic environment. A renewed focus on energy conservation, sustainable agriculture and building practices and consumer demand for products with a smaller environmental footprint will drive product and market segmentation strategies. These trends will not only shape the way industrial minerals producers do business, but also the type of skills and people they will require to run those businesses.

Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

A SERIOUS hazard which must be faced in some mines, though quite absent in others, is that of rockbursts. Bursts cannot be wholly avoided in such mines, but the hazard would largely disappear if they could be predicted. The problem of prediction resolves itself into that of measuring pressure in the mine and determining when that pressure nears a critical value. The geophysical approach to the problem lies in discovering some physical property of the rock, which varies with pressure, which can be measured for rock in place, and for which the indication of critical conditions is sufficiently definite and open scale. A physical property, suggested first in connection with earthquake pre-diction, is that of sub-audible snapping. It was argued that, as the pressure grows, the rock probably yields microscopically and that minute snapping occurs which is so faint as to be inaudible to the unaided ear. Experience has proved this to be the case. Following other earlier work begun early in 1939, experiments with this method were initiated at Lake Shore Mines in 1941, and equipment was slowly being developed in practice when, fortunately, it was found possible to by-pass this tedious development programme. Experiments with sub-audible snapping in mine rocks had been carried out by Dr. L. A. Obert of the U.S. Bureau of Mines and his associates over a period of about four years. An amplifier and a recorder were developed, each reasonably satisfactory in practice. Lake Shore Mines offers a tempting field for rockburst research. Dr. Obert was invited to test his equipment in this and other mines in Ontario and did so. As a result, he and the administrative personnel of the Bureau became interested in the Lake Shore experiments co the extent of most generously arranging for the manufacture of sets of their own designed equipment for use in this programme. The first three sets of recorders were ordered at once and were delivered in May, 1942. A second group of three sets, incorporating various improvements indicated by experience both in the United States and in Canada, reached Kirkland Lake in April, 1943. The pick-up devices, known as geophones, were made in the electronics laboratory at Lake Shore by Mr. Zack Gibbs, who has had charge of all the instrument development in this re-search.

Variable nature of rock and face conditions, varying execution and changing nature of blasting are making ongoing optimization challenging. Intelligent planning and on-going analytics are required to mitigate variability and convert blasting into a predictable outcome by use of technology. Blasting operations generate a huge amount of data which can be used intelligently for optimization. In this paper, details are provided of a system which is used for blasting data collection in the field – Key details around blast parameters, explosives, initiating system details, video, photographs, vibration and fragmentation are collected in a cloud-based platform. Data can also be collected through a mobility device in the field (even without internet connectivity) and synchronized with cloud-based system. Also, data from various sources can be imported in excel formats in the software including from upstream and downstream processes from blasting. App also gives indication about exceeding of vibration, air blast overpressure, fragment size etc. Thus, making it possible to perform QA-QC before charging and deciding initiation timing and sequence at the blasting site. The data can be processed and analyzed to spot trends, help predict events, and formulate strategies at the design and execution stage. Data gathering of blast parameters, explosive used processing and analysis can be used to optimize operational efficiency, improve safety and environmental controls.

A case study is presented that details the safety journey at a North American project involving two major contracts: a 1000 m shaft recovery and rehabilitation, and the development of a drainage gallery in a large open pit operation. In the early stages of the contracts, there were a number of incidents that created tension between the owner and contractor, which resulted in the contractor being placed on a final warning with almost imminent potential termination. As a result of this, it was agreed to initiate a focused safety recovery plan as a ‘last chance’.Over a period of two years, the engagement and consequent performance of the contractor was turned around, steadily working to set it up for success such that in one of the contract work areas, a record of ‘one year LTI (lost time injury) free’ was achieved. The journey involved the owner and the contractor teams working cohesively to educate all parties in the safety requirements and, most importantly, providing the context and understanding for certain requirements being put in place. Early on in the process, it was recognised that the owner team unknowingly was an impediment in that they did not fully understand the safety requirements and so was not able to lead the way for the contractor effectively. The journey to rectify the situation was supported and followed up by focused engagement with the project team, which generated a progressive improvement in a very challenging environment.In particular, the contractor turnaround was significant and of enough value for the contractor to ultimately export some of the safety systems from this site to other contract sites. Methane Rating has been developed from a need, in South Africa, for quick and simple measurement of coal face methane characteristics. It employs proven existing direct measurement methods, adapted specifically for rapidly advancing coal face conditions, to deal with the short term high release rates encountered during continuous miner coal cutting. The Rating is a comparative value, relative to the normal or average conditions encountered within a maintained data base. The seam gas content and the initial emission rate are plotted against each other on a graph, where they are compared with the average conditions to obtain the rating. The higher the seam gas content, and the higher the initial methane release rate, then the higher the Methane Rating, on a scale of 1 to 4. Methane being released from a newly mined coal sample is measured once underground, from a sealed gas-tight canister. The sample is returned, still sealed, to surface and milled to rapidly release the remaining methane. It is later intended that the milling process is also completed underground. Applications include the identification of changing methane conditions, outburst prone conditions, methane emission against advance, and mining in devolatilised coal.

"This paper presents an interim progress report on our recently begun research project on respirable dusts. We are reporting on a sophisticated, predictive, probably correct, testable hypothesis that postulates a mechanism by which some natively cytotoxic respirable size mineral particles, such as kaolin, are not harmful to the lungs, while other equally cytotoxic particles, such as quartz, are, even in small quantities, very harmful. In essence the hypothesis predicts that some mineral particles, not normally present in the earth's ambient dust, causes the lungs dust defense mechanisms to turn on the lung and harm it. However fruitful the hypothesis may be, it is a hypothesis and much work remains to be done before it can be accepted as a theory.While I may make the presentation and be the PI, my co-PI, Dr. William Wallace of NIOSH, has and will continue to make at least as much contribution to the project as I. Our sophisticated hypothesis is deeply scientifically based and unfortunately, in spite of the multifacited aspects of this project, there is virtually nothing in the literature to guide our work. This means we must go back to the classical physics to develop the models for calculating the powerful electrical effects near particle edges, and we must measure the fundamental biological constants associated with pulmonary macrophage. While there are daily discussions on Boltzman distributions, Einstein's Brownian Motion paper, the Nernst Equation, and sophisticated semi- in vivo biological time constant measurements, we are aware that this is not an easy problem and we are not likely to have irrefutable closed solutions to these problems by next Monday morning.HypothesisLet me now turn to our hypothesis. In order to occupy all the naturally occurring surface areas on the earth, man, during his long evolution from fish, had to evolve effective defenses against all the naturally occurring cytotoxic rcspirable mineral dusts. For example, clays, which are often the main component in naturally occurring respirable mineral dusts, are quite cytotoxic but do not harm the lung. However, for respirable mineral dusts that contain significant amounts of nonnaturally occurring but equally cytotoxic quartz and asbestos particles, the body has not had to evolve- an effective defense mechanism, and thus respirable mineral dusts containing these particles may harm the lung. Our hypothesis is, therefore, that a few nonambient minerals such as quartz, cause the bodies dust defensive system to harm the body in a manner analogous to Lupus or MS, diseases of the immune system."

The current efficiency in zinc electrowinning is a key indicator of the performance in a cell house. This is typically measured by comparing the weight of the cathode to the electric current applied over the deposition period. This calculation can be cumbersome because the deposition history of each pulled set of cathodes will be unique. It will depend on the applied current and electrolyte conditions from onset of deposition until the cathode is removed and stripped. Not accounting for these can introduce errors to the calculated current efficiency. To track this history and reconcile the current efficiency, a time based computer process simulation was made of an industrial cell house. Two months of hourly recorded measurements from the cell house were input to the simulation, including current to the cell houses, concentrations, flow rate, and temperature of the purified leach solution. The simulation’s predictions of the concentration of zinc in the circulated, spent, and returned electrolyte all showed good agreement with the industrial data over the two months giving a validated zinc balance. The simulation was then tuned to predict the instantaneous current efficiency for all times, as well as the expected masses for the deposits given their deposition history.

he destruction of free cyanide on a Co3O4 doped carbon felt was studied. The experiments were done with an eiectrochemical filter press cell on dilute alkaline solutions containing 250 mg/l NaCN. No chloride ions were added to the solutions. The cobalt oxide protects the felt against corrosion and has a catalytic effect on the degradation of the cyanide. This kind of electrode allows working with current density as high as 1200 Aim without any visible degradation of the felt. The most interesting results were obtained with a current density of 400 Aim' at which the cyanide concentration can be lowered to 5 mg/l with a current efficiency of more than 70 % and a specific energy consumption of about 10 kWh/ kg CN.

"The Lexington-Lone Star CU-Au deposits straddle the Canada U. S.A. border, south of Greenwood, British Columbia. This 3 km long linear porphyry system occurs in a northeast dipping belt of sheared quartz porphyry and serpentinite. The best grades of mineralization occur in three principal bodies known as the Pit zone, the Northwest zone and the Lexington Main zone. The Pit zone at the Lone Star mine is the largest of the mineralized bodies and consists of fracture fillings and disseminations of pyrite, chalcopyrite and minor molybdenite, hosted by the Lexington quartz porphyry. The Northwest zone, discovered by drilling through overburden near the 49th Parallel, consists of pyrite-chalcopyrite-gold mineralization in the quartz porphyry and the footwall serpentinite. The Lexington Main zone has the highest grade of gold and occurs near the footwall of the quartz porphyry with the mineralogy and setting similar to the Northwest zone. Alteration of the host quartz porphyry is mostly sericitic and chloritic; alteration in the adjacent serpentinite is mostly talc and carbonates.A weighted average of the drill-indicated reserves is 19.5 million tonnes grading 0.56% CU and 0.55 gl t Au.IntroductionThis paper describes copper-gold mineralization associated with the Lexington quartz porphyry in the Greenwood mining camp of south-central British Columbia and adjacent parts of Washington State (Fig. 1).Access to the property is mainly by a network of farm, logging and old mining roads to the U.S. border, 10 km south of Greenwood, British Columbia."

This paper describes research being undertaken by the Chamber of Mines Research Organization (COMRO) which is designed to assist the continuous miner operator and section foreman in the performance of their jobs. The project will initially provide visual assistance to the miner operator, and later will semi-automate the mining (cutting) process. Using a technique known as "RF tagging," the project will also provide real-time or near-real-time information about the performance of the loading and hauling units to the section foreman, allowing him to quickly detect problems and take action where appropriate. The project is based upon the application of currently available technology, and the first phase is scheduled for in-mine testing within the next year.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.
