"This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1988. The program was developed in response to the terms and conditions of the Water Licence issued to the mine in 1981 by the Northwest Territories Water Board. Echo Bay Mines Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle.The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that the total containment concept would require reevaluation since discharge from the pond would be required within a few years. During the initial years of production, an investigative program was established to determine the most effective means for treating the tailings pond water. This program incorporated both laboratory studies as well as monitoring of the tailings pond contents and environmental conditions as the impoundment area was filling. The program showed that natural degradation phenomena, if properly utilized, are effective in lowering the concentrations of all contaminants to within Licence limits with the exception of arsenic. To ensure compliance with arsenic limits, an iron salt was added to cause arsenic to precipitate from solution in the tailings pond.As a result of our studies, the tailings management system finally implemented at Lupin Mine includes the following components:Tailings pulp retention cells constructed by dyking off one end of the tailings impoundment area.Two tailings ponds in series operated in a sequential decant and fill fashion.An iron salt solution preparation and metering system.A syphon system into which the iron salt solution is injected as the contents of the first pond are decanted into the second pond.A second syphon system for decanting the contents of the second pond to the receiving streamThis paper discusses the findings and conclusions of the waste management investigative program, describes the civil work completed to reach our final operating scenario, describes the sequence of operating the treatment system, reviews performance data, and comments on abandonment and restoration of the tailings impoundment area."

Joseph LeConte, Berkeley, Gal.: I have read with some care and with extreme interest the work of Dr. Don, and have 110 hesitancy in expressing my high estimate of its value. We have here an example of laborious work undertaken in the true scientific spirit and by right methods. Loose statements and rash conjectures are here brought to the test of chemical analyses. By such work only may we hope to reach reliable conclusions and finally to solve the complex problems presented by the occurrence of ore-deposits. Such work as this is not only scientific but Is in the highest degree practical; for while a crude and imperfect science, by interfering with the results of approved empirical methods, may be positively hurtful, a more perfect science must eventually become the only sure guide to practice. Such a more perfeet science can only be reached by such work as Dr. Don's. I am sure every member of the Institute will unite with me in the hope that Dr. Don will continue his work, and that his example will incite others to similar work. S. F. Emmons, Washington, D. L. D. GODSHALL, Everett, Washington: This very interesting paper cannot fail to command the attention of every one who has ever had experience in the amalgamation of gold-ores. I wish to call attention to three very important facts brought out very prominently by the paper, namely: 1. The extent of accumulation of amalgam on copper plates in the form of scale, not removable in the ordinary manner; 2. The change in the relative quantity of the two metals in the amalgam as we. recede from the battery-discharge; 3. The difference in fineness of the bullion obtained from the above-mentioned scale as compared with the bullion from the daily clean-ups. From Mr. Bayliss's figures we find that during the life of the plate in question 14,942 tons of ore were crushed, yielding amalgam of the value of $5.03 per ton, or a total value of $75,158.26. The amalgam accumulating on the plate during this time as scale, we find to have had a value of $8340.54, or $0.558 per ton of ore treated, representing 11.09 per cent. of the total amount of amalgam saved in the ordinary clean-up; or, taking the amalgam saved by daily clean-up plus the amalgam-scale as representing the total saved on this plate, or 100 per cent., we find that the daily clean-up saved 90.01 per cent., while the scale represented 9.99 per cent. The above figures do not include some additional amalgam still adhering to the plate after scale had been removed. We are told that this was not an exceptional case at the Drum Lummon, but that other plates have even yielded a third more than the one in question. The interesting query now comes up, whether this experience at the Drum Lummon is exceptional or universal at all mills; and another question arises, as to how long such an accumulation might continue,

(communication to the Secretary*):—Mr. Meissner announces early in his paper that one of its purposes is the discussion of my paper entitled, Notes on the Physical Action of the Blast-Furnace,' with which he disagrees in part; and as the second stage of the discussion of this important subject has centered around his paper, some reply by me may not be amiss. Unfortunately, Mr. Meissner has not indicated a single statement or conclusion in my paper that he wishes to controvert; but as there is evidently a difference of opinion between us I will disregard this fact, and will discuss those conclusions of his that seem to me not to be justified by the facts of general practice, or even by the data which he produces to support them. An intensive safety campaign at Mount Isa Mines Limited from 1956 to 1966 saw the lost time accident frequency rate fall to half its original level. A review of the safety programme was carried out in 1967 and in 1968 the Five Point Safety System was introduced. The seven years since its introduction have been years of significant achievement both in production and safety. Improving safety is a fundamental part of Mount Isa Mines Limited's policy and this system has been a major tool in implementing that policy. To be successful personnel need to be prepared and trained for its introduction and subsequently counselled on its use. A carefully prepared programme is required to phase in various aspects of the system and to make use of complementary steps. The system has been a success and it is anticipated that the continued drive to improve the use of principles of the system will further improve safety. It is hoped that this paper will be of value to those personnel concerned with industrial safety in Australia.

The Jundee gold mining operation is located in the Western Australian Yandal Greenstone belt. Jundee is a mature operation encompassing multiple and complex underground ore resources, dwindling open pit reserves, large surface stockpiles, small satellite resources and two near-mine but stand alone process plants. The imminent completion of continuous open pit mining and the associated drop-off in total mill feed precipitated a review of the strategic mine plan and development of options that would optimise the exploitation of the remaining mineral resources and the utilisation of the existing plant and infrastructure.An initial review of the strategic decisions to be made, available options as well as the quantity, complexity and co-dependency of the strategic variables quickly led to the conclusion that an Operations Research style modelling approach would be appropriate. An 'off-the-shelf' program engine by the name of WHATSBEST! (LINDO Systems Inc.) was chosen on the basis of price, reputation and ease of use. The model was formulated with the unknown variables (being the ore mining rates) expressed as a proportion of the maximum achievable ore mining rate from each source. Costs were defined as variable or fixed, with this definition being a key aspect of the modelling process. The critical application of the model was in determining the optimal extraction rate of ore, the destination (ie Jundee or Nimary mill) and the sequence of extraction of each ore source that maximized the cash flow of the operation. The program was designed to be able to quickly derive an optimal result from the many variables, replacing the previous laborious iterative process of arriving at an acceptable answer by means of several large and static spreadsheet models. This paper presents the process of selection, formulation, application and scope of operation of the turn-key linear and non-linear program strategic model now used as part of the Jundee Operation strategic decision making process.

The Rochester Mining District is located some twenty-five miles NE of Lovelock, Nevada. The District was discovered and named in the 1860's by prospectors from Rochester, New York. For a number of years, they worked Rochester Canyon, sinking shafts and inclines and making open cuts. After reaching a depth of approximately eighty feet, the miners tapped an underground channel and were driven from these workings by a strong flow of water leaving pumps in the shaft and barely escaping with their lives. With the Rochester workings no longer accessible, the miners went to the southeast and established the Relief Mining District. About 1881, gold was found in the gravel at the mouth of American Canyon, to the east of Rochester. These placers were worked until 1895, first by the Americans who reportedly took out $1 000 000, and later by the Chinese who mined the gravel with great skill. It was estimated that the Chinese took out as much as $10 000 000.

In a congested city or urban area, so called “lifeline of the city”, i.e. Gas, Electricity, telecommunication, as well as other utilities or facilities are supplied or transported underground through buried pipes or utility tunnel. Sometimes these buried pipes or utility tunnels are deep underground and interfere with the foundation of new structure. It is highly probable that a pile foundation is placed near an existing underground buried pipe or utilities tunnel and may influence its load bearing capacity. Hence, estimation of reduce load bearing capacity of the pile foundation placed near the existing buried conduit or utility tunnel is a complex soil-buried structure interaction problem. It is further complicated owing to uncertainty in estimation of geotechnical parameters of foundation soil due to measurement and testing errors, inherent soil variability and model transation. Under such circumstances, load bearing capacity is best assessed in probabilistic framework or through reliability analysis. The present study demonstrates how concept of response surface method (RSM) in conjunction with Numerical Analysis and First Order Second Moment (FOSM) methods can be combined to per the reliability analysis. The study answers the following question “reliability in reduction in the load bearing capacity of single pile placed near the existing underground pipe or utilities tunnel”. It is demonstrated that the approach provides first hand ination on the reduction in the load bearing capacity and then estimate the reliability of that estimation in terms of an index called Reliability Index (). Such preliminary investigation can be useful for advocating the detailed analysis as well as in the decision making for relocation of pile foundation.

NCHRP Synthesis 418 (2011) entitled, “Developing Production Pile Driving Criteria from Test Pile Data” details the occurrence of dichotomy between pile Skin resistance and pile Tip resistance mobilizations at different times for different hammer blows during pile driving operations. With increasing usage of High Strain Dynamic Testing (HSDT) the engineering community started paying more attention to this occurrence of dichotomy resulting in overdriving, pile damage, increased claims, and loss of time. To overcome the dichotomy limitations of HSDT, NCHRP recommends, “the use of superposition to combine the back-calculated tip resistance from a blow on initial drive or from redrive with the back-calculated skin resistance from the early blows at the beginning of restrike”. However, the current practice of external mounted gauges and signal matching for a single blow are unable to evaluate independently the Skin resistance and Tip resistance to achieve the goal of determining the optimum Total Pile Capacity using the superposition. This paper discusses advancements of science and technology with sensors embedded at the pile top and pile tip, the data collected is analyzed by the state-of-the-art FDOT Method to determine Skin and Tip resistances independently for every blow. Independent Tip and Skin resistances each with a Resistance Factor can be summed up to obtain optimum Total Pile Capacity. Additional benefits of determining independent Skin and Tip resistances include obtaining lost skin capacity due to scour, due to pre-drilling/preforming and uplift tension capacity. Furthermore, the benefits of embedded sensors include increased quality control/quality assurance through 100% testing, accelerated construction, life cycle monitoring and asset management.

Assessing and managing instability hazards is an essential activity when working with unstable natural slopes and excavated open pit mining slopes. Slope monitoring has become the standard technique for the management of geotechnical risks associated with mine slope instability hazards. In recent decades, a proliferation of new monitoring techniques such as terrestrial radar, satellite InSAR and LIDAR have become standard operational tools, complementing conventional survey-based monitoring solutions. A reliable monitoring system should identify and record incipient anomalous slope movement. Although the most obvious purpose of a monitoring system is safety related, slope deformation and performance monitoring also enhance the understanding of slope behaviour and assists in improving system design and implementation. For a monitoring system to be considered an effective early warning tool, it needs to operate in real-time and should be linked to the mine’s emergency communication systems. Terrestrial radar systems have been developed that can provide near real-time measurements, at a high level of precision and covering broad areas in all weather conditions. This has had a positive impact on the management of geotechnical risks in operational conditions. The technology adoption of RADAR in mine monitoring has significantly progressed in the last 20 years from technology enthusiasts, to visionaries, to pragmatists to conservative users. However, the increasing adoption of RADAR cannot reduce or remove other monitoring techniques that often have important benefits; even if these technologies cannot be used as a real-time operational tool. An increasing awareness on the importance of combining data from different monitoring techniques to develop a holistic picture of all possible geotechnical hazards is a current industry trend. This is proving to be an excellent foundation for managing hazards associated with slope instability in open pit mines, and is only expected to improve with time with the adoption of new technologies based on big data and Artificial Intelligence (AI).

GEOSCAN on belt analysers have been widely utilised in iron ore for nearly two decades. Since the first installations in 2003, the availability of accurate and reliable grade data has become standardised across iron ore mines in the Northern Cape in South Africa, where various streams are monitored continuously to ensure the optimal functioning of plants. Assmang Khumani has been at the forefront of technology adoption, and has implemented 19 GEOSCANs at various locations throughout the plant, monitoring run-of-mine, stockyard feed, beneficiation plant feeds, and products. Over the years, collaborative advances in the technology have allowed for numerous benefits and gains to be made. In recent times, there has been a concerted effort on the development of analysis for phosphorus in the material flows, and based on Scantech’s experience in the phosphate industry, this element has now been calibrated to achieve statistically acceptable and repeatable accuracies for real time analysis of this element on many of Khumani’s GEOSCAN analysers. This paper provides an overview of GEOSCAN use at Khumani, while focusing on the development of phosphorus analysis. A case study of analysis results is presented for a range of analysers that have been calibrated for this element, as well as a discussion on the benefits obtained as a result of this analysis.

The potential of rockfall at open-pit mines presents a continuous hazard to mine workers and is typically mitigated by designing catch benches at empirically determined widths. The National Institute for Occupational Safety and Health (NIOSH) is working in conjunction with industry and academia to revisit and update current catch bench guidelines to better match acceptable risk tolerances for modern mining practices. To begin this process, a rockfall testing program was designed to gather empirical runout and bench catchment data at partnering mine sites in the Western United States. This paper presents a detailed description of each component of the rockfall testing program, including scouting and safety plan development, equipment requirements, synthetic rock development for uniform testing across varying bench configurations, local rock collection for testing of mine-specific geology, data acquisition during testing, and data processing. Additionally, this paper describes how the program has been updated over time according to lessons learned during initial rockfall testing.

Critical minerals are becoming more important in our technological society because they are used in many of our electronic devices, batteries, and magnets. In New Mexico, low to moderate concentrations of critical minerals are found in Late Cretaceous coal and related strata in the San Juan and Raton Basins. These rocks are being characterized as part of the DOE’s CORE-CM (Carbon Ore, REE, and Critical Minerals) program. The New Mexico coal, humate, and clinker deposits are relatively low in REE (<325 ppm TREE), Li (<90 ppm), V (<168 ppm), Co (<51 ppm), Ni (<108 ppm), Zr (<557 ppm), and many other critical minerals compared to normal economic deposits. Some of these rocks are enriched in Al2O3 (<40%) and Sr (<3740 ppm), both critical minerals. Common minerals hosting the critical minerals in these rocks include clay minerals, zircon, and rutile/anatase. As the demand for some of these elements increases because of increased need and short supplies, the dollar value per ton of ore rises, enhancing deposit economics. Ultimately, economic potential will most likely depend upon production of more than one commodity, maybe even from coal, humate, and clinker deposits.

(San Francisco Meeting, October, 1911.) THE value of any particular ore, coke, or limestone, for iron-making, depends upon its effect, first, upon the quality or value of the resultant product; and second, upon the cost of smelting. The factors under the first head are the percentages of phosphorus, manganese, and other elements, which remain in the pig-iron ; while those under the second head are the percentages of iron, carbon, or lime, the slag-forming constituents, which must be fluxed, and any other ingredients which give rise to variations in cost of fuel and flux. The first of these criteria of value is perhaps not capable of being reduced to a general formula embracing all cases, since it must vary to a great extent with market-fluctuations. For example, Bessemer pig is worth sometimes more and sometimes less than foundry-pig ; and the premium paid for high manganese varies within wide limits. The second, or smelting-value, however, can be expressed numerically with a fair degree of accuracy; and it is with this phase of valuation that the present paper is concerned. The utility of a means of comparing numerically the relative smelting-values of different ores, cokes, and limestones, is self-evident, although it may not have importance in Northern practice, where materials are largely standardized. On the other hand, there are, especially in the South, many furnace-managers who must use a great variety of materials of widely varying grade; and it is with special reference to this district, and in connection with the efficiency-methods which I have elsewhere proposed,1 that the methods herein described were devised.

My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. &apos;Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. I. INTRODUCTION. THIS cavern was discovered Oct. 22, 1904, by Mr. Charles H. Deutschman, in company with whom I made, May 29 to June 3, 1905, at the request of Mr. Howard Douglas, Superintendent of the Canadian National Parks, the first exploration of it for the Canadian government. The results were stated in a paper, orally presented, with lantern-views from my photographs, at the British Columbia Meeting of the Institute, Victoria,, B. C., July 5, 1905.* The present paper embodies also the results of a second examination, made Oct. 25 to 29, 1905. The accompanying map, Fig. 1, will serve as a guide to the following description. II. LOCATION. The cavern is situated at snow-line, at the head-waters of Cougar creek, on the west slopes of the Selkirks, about 2 miles north from Ross Peak water-tank, and 5.5 miles west from Glacier House, on the main line of the Canadian Pacific Railway. It was then reached by an arduous climb from the water-tank, up the ravine of Cougar creek, for 8,000 ft. (2,000 ft. of altitude) over rock- and snow-slides, and through a thick tangle of alders. But an easy and very picturesque trail has, during the past summer, been opened by the government from Glacier House. Figs. 2, 3 and 4 represent views, not heretofore published, of the grand scenery of this region, so rapidly becoming the-object of attraction to thousands of tourists from all parts of the world. In my opinion, the explanation of the fuel-requirements involving the conception of heat available and necessary above a critical temperature, as advanced by Johnson 1 and elaborated by Howe, Raymond and others,2 affords a theoretically correct basis for such an accounting. It is the purpose of this paper to set forth a first crude attempt to construct a formula which shall show quantitatively the relation between the various factors affecting fuel-economy, and afford a means of comparing the enormous amount of data on the fuel-consumption of various blast-furnaces, at various times and under various conditions of operation. I have also applied this formula to a large number. of individual cases, and have, by its means, compared the furnace-practice of several important iron-making districts. II. DERIVATION OF FORMULA FOR FUEL-REQUIREMENTS. The general expression for the fuel-requirements of the blast-furnace, which I believe to be theoretically correct as to form, is as follows Carbon per ton of iron = Heat per ton of iron necessary in hearth above Tc./Heat per pound of carbon available in hearth above Tc. XFactor of rate of driving. +Carbon dissolved by CO2 of flux. +Carbon dissolved incidental to reduction of ore. + Carbon dissolved in pig-iron. (NOTE.-Tc = critical temperature.) Energy piles are a new innovative renewable energy technology to access and exploit the relative constant temperature of the ground for efficient heating and cooling of buildings. Examples of energy piles include drilled shafts, continuous flight auger (CFA) piles, driven piles, and micropiles. A field test setup was installed at the Virginia Tech Geotechnical Research Facility to study energy piles. The field test consists of a total of five micropiles 25 cm (10 inches) in diameter, four of which were equipped with circulation loops. The test piles extend to a depth of 30.5 meters (100 feet) and are heavily instrumented with strain gauges and temperature sensors. Several observation boreholes were formed around the test piles to monitor ground temperatures. Thermal conductivity tests and field load testing were performed to investigate the behavior of Energy Piles. This paper presents results of the thermal conductivity tests and thermo-mechanical field load test performed as part of this field investigation.
