This paper is a collection of thoughts and frameworks. It addresses a simple question: æIf we are to believe the large number of people and institutions indicating that humans are destroying the Earth and that the end is nigh, why do we bother trying to be sustainable?Æ The paper lays out evidence for the existence of multiple hazards to global society. The existence of a hazard alone is insufficient to make an assessment of risk. Risk estimates are required to support decision-making. An approach to assessing risk is provided and some limited data are presented. A new ædefinitionÆ or statement of what sustainability (in a broad sense) might have become is then given. A decision framework for guiding decision- making about the risks is developed. This framework includes a definition of leadership with inherent implications for what determines whether a leadership position by title is actually leading. The paper concludes by offering a view of minerals industry sustainability and considerations around maturity in the current economic situation. It is hoped that by placing this collection of frameworks around sustainability, a supporting structure emerges that will facilitate action. It is proposed that action taken in this way will be more effective than reaction to regulation or even social license to operate imperatives because it is driven by a more holistic view of the challenges and the potential roles of individuals û all of whom are potential leaders at some scale of action.

A Major Hazard Risk Assessment (MHRA) was developed in Australia after a series of mine disasters in the 1990’s. A MHRA is used to help prevent major hazards, i.e. fire, explosion, wind-blast, outbursts, spontaneous combustion, roof instability and chemical and hazardous substances, from injuring miners. A MHRA is a structured process that identifies the characteristics of major hazards, assesses and ranks the risk they present, and evaluates engineering and administrative controls to mitigate them. These controls typically consists of a broad spectrum of prevention, monitoring, first response, and emergency response techniques and helps to move an operation from a reactive to a proactive approach towards safety. This paper documents a MHRA performed at an underground mine where strata instabilities and fire hazards may threaten the condition of its escapeways. The objective of this MHRA is to 1) identify what hazards could affect the egress through the mine’s escapeways, 2) determine what unwanted events pose the greatest threat for the mine, and 3) recommend a plan to prevent or recover from the potential disruption of egress through the escapeway. The plan provides information on the key existing controls that should be monitored and audited, and makes recommendation of new potential controls to further reduce related risks. By documenting the use of MHRA to this specific ground control issue, this paper provides a framework for others to judge the merits of this approach and to help design and perform these activities.

Most large projects are based on complex financial models where the funding is related to a future income stream. Project delays and cost over-runs can critically affect the financial model. Too often, delays and cost over-runs originate in the substructure and foundations. We must take positive steps to improve our industry's reputation for reliability.

Mining education has received almost continuous discussion since its inception and most people engaged in the mining industry and in mining education feel at some time the urge and necessity to express their views. This paper is not a comprehensive survey of past and present practices and accepted principles, but a personal opinion of the form mining education should take at university level. It is expressed because of a dissatisfaction with the existing courses offered to students. It is hoped to provoke discussionand bring forth guidance to those engaged in mining education. After all, students spend four or five years at a university and it is desirable that the graduate should be something more than just those many years older at the end of his course.POST GRADUATE EMPLOYMENTThe first problem confronting the university should, be to discover what the mining industry wants and expects or graduates. This must influence the university course and yet universities have done little to seek this information, and if suggestions have been offered by industry; universities appear to have made little use of them. Traditional cycle theory would postulate that if you have a supply shortage relative to demand, the price will increase because buyers will incrementally increase the price they are willing to pay to ensure that their needs are fulfilled. As prices rise, more supply will be brought on and will eventually exceed demand. This supply excess will cause the price to decline as producers have to lower their prices to sell their goods. What is interesting is that cycles are simply volatility over time. Without the time factor, volatility simply goes up and down. When we add the time element, a cycle is created. This cycle can be big or small. In mining?s case, we are talking about a Super Cycle ? a big cycle. But a Su-per Cycle can be formed in two ways. It can form by either increasing the wavelength or the volatility. If these two elements are combined, a Super Cycle is formed. It is bigger than the normal cycle in terms of time duration and extent of volatility. A recent study (Fig. 1) conducted by Cuddington and Jarrett showed an interesting proof of Super Cycles and suggests that these cycles last between 15 and 30 years. So, what causes a Su-per Cycle? Is it a convergence of unrelated events or a consequence of related events? In a global community everything is related. Equilibrium theory would also take the position that a Super Cycle is a consequence of events.

In addition to improving productivity related to these new equipment, several additional jobs were planned and executed on equipment already installed has been carried out in order to improve the efficiency of the line. Permanent rock bolts in civil engineering are taken as having to serve their design purpose for at least 50 years. In many projects the design life is specified as greater than 100 years. A review of recent Australian tunnelling projects shows that substantial differences exist in the level of corrosion protection provided for permanent steel shafted rock bolts. This paper reviews the current state of practice and sets out what the authors consider to be appropriate requirements for corrosion protection.

In mid-1984, SAIMM reached an agreement with the South African Region of what is now the Institute of Metals to combine the physical-metallurgical activities of the two organizations. This was the outcome of several years of informal collaboration, and followed the recognition in 1982 by the SAIMM Council that applied physical metallurgy had grown in importance to South African industry and should have a place alongside the two areas already well-established for SAIMM commitment and support-mining and extractive metallurgy.

The Surface Mining Control and Reclamation Act of 1977 (SMCRA) requires under-ground coal mine operations to prevent "material damage" to renewable resource lands caused by subsidence. However, what constitutes material damage is not defined. This paper discusses the applicable criteria for agricultural lands, forests and grazing lands, surface water bodies, and ground water aquifers. Although data on the subject are limited, an attempt is made to present quantitative guidelines to distinguish between moderate and severe damage due to subsidence.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. Three aspects of gas deliverability are presented in this paper. The first treats with the gas deliverability or availability of a normal depletion-type dry gas field. Such encompasses not only the period of stabilized constant rate, but more so, the "tailings" when a fixed abandonment pressure is reached and the rate by necessity must decline. A comprehensive work plot is offered, developed from mathematics herein included, that removes the triai-and-errnr computations that attended such undertakings in the past. The second part treats with the discount factor of the open flow potential constant from what is observed initially in testing a gas well to what is evidenced when stabilization is reached. This prevails in tight formations, such as the Kansas Hugoton field which is offered as the example. The means of establishing this factor are pressure build-up curves which, as sustained by analytical deductions, reproduce this entire period of transient flow under conditions of a constant rate influx. Finally, what is offered in this paper is the deliverability performance of an exceedingly rich gas condensate field producing from a tight formation. The example shown is the Knox Bromide field in Oklahoma, producing from the Bromide formations. The results are ominous, showing early reduction in permeability to gas pow, due to the retrograde condensate forming in the pore space, with the attending early logging-up of these wells. The analytics of lowered permeability are incorporated in the gas deliverability formula along with the PVT data that gives the increased condensate liquid saturation as the gas flows to the well bore. This paper would not be complete without a critique oflered at the end. With the many gas wells now in production and those that have completed their life, there has been no factual information collected by any source as to what constitutes that permeability range where a gas well would be unimpaired in its gas deliverability by the presence of rich condensate content, and the lowered range where such would be harmful. This question confronts all producers. INTRODUCTION Various aspects of gas deliverability are presented in this paper that includes depletion-type reservoirs, deteriora- tion factor of the gas deliverability constant, and the performance of a rich gas condensate reservoir producing from a tight sand. With respect to the presentation of gas deliverability and its tailings for depletion-type gas reservoirs, one notes that this is essentially the information offered by every gas transmission company and producer appearing before the Federal Power Commission for Letters of Conveyance in the dedication of reserves. In the ordinary procedure, as many engage upon this study, trial-and-error calculations are included, particularly as apply to the tailings. For many years one of the writers has employed mathematical analyses to perform this step and avoid the complexities so associated. In the preparation of this paper these analyses have been amplified to include any slope n for the open flow potential relationship for which the tailings can be determined from Fig. 1. With reference to the deterioration or discount factor of the open flow potential constant as such occurs in the gas deliverability formula, this for the most part has been an unexplored subject. Although the issue first appeared in the Kansas Hugoton field, where such was surmised but only recently resolved, this situation of a deterioration of the gas deliverability constant can occur wherever dry gas production from a tight sand is encountered. The first concerted attacks upon this problem were the presentations of Hurst' and Goodson' before the Kansas Corporation Commission to show that transient fluid flow and unsteady-state flow formulas prevailed. This was amplified later before the Federal Power Commission3 to show that this deterioration factor could be identified from pressure build-up curves. This has been reported by McMahon.4 Its importance to the industry merits the review of these essential features in completing the program on the aspects of gas deliverability. Finally, as illustrated here, for a low permeability formation such as the Knox Bromide field where the gas is rich, representing some 165 bbl of condensate per MMcf of effluent gas, the gas deliverability can be of limited extent in the life of the field, leaving substantial amounts of condensate and gas unrecovered. In cases such as this, gas cycling is mandatory. This is particularly revealed by the fluid mechanics introduced here, employing factual field as well as laboratory data, to show this-restriction upon gas deliverability. For many years the author has been cognizant of the difficulty encountered by some in treating with the water influx formulas for unsteady-state fluid flow as pertain to the material balance equation. This has particularly applied in establishing reservoir performance and identifying reservoir pressure, which to the practicing engineer has entailed a trial-and-error procedure, and for others has necessitated resorting to computing devices and reiteration processes. In retrospect this difficulty stems from the fact that reservoir pressure in the material balance formulas, as well as associated with the water influx equations, is an inexplicit term, and the work reported in the past is irrefutable. However, what will be presented in this paper is another approach to the problem, whereby the entire material balance equation will be treated by the Laplace transformation, and reservoir pressure which hereto has been inexplicit, can now be isolated by mathematical procedure to relate that parameter with all the factors contributing to its change. This is the simplification entailed, that treats first with an undersaturated oil reservoir as an integrated effect from the inception of production. The second phase pertains to saturated oil reservoirs that encompass a survey traverse. Although both methods of approach are necessarily different in aspect, the most interesting fact is that the mathematics so deduced are identical. Both the linear and radial water-drive systems are incorporated. for which an illustrated factual example is offered for the latter, treating with a saturated oil reservoir. INTRODUCTIO N What is performed in this work is the simplification of an involved computation by advanced analysis. Although such may be construed as a contradiction when one treats with higher mathematics; nevertheless, when direction is given to such an undertaking the results car. be most revealing. Likewise, it is to be mentioned that the bases for these mathematics have been developed on the expediency of the occasion. This is not to be inferred as a qualification of this work, but rather the demands frequently placed upon the author in his private prac- tice in meeting a time limit. A situation, instead of being fraught with hazards, often has given emphasis to creative thought. What will be entailed in this work is the simplification of the material balance formulas by the Laplace Transformation., Although this reveals entirely new horizons that will be given expression in a forthcoming tract, it suffices in the present instance to limit our attention to this phase of the development that treats both with an undersaturated and saturated oil reservoir. To orient the reader's thoughts as to what is involved in this simplification is the recognition that reservoir pressure, as such, is an inexplicit term in the material balance equation. This is the independent parameter that defines the total history of performance in the author's' unsteady-state water influx formulas, as well as the basis for the physical dependency of fluid behavior within the formation as prescribed in the Schil-thuis' material balance equation. Therefore, to isolate reservoir pressure, which is the most essential factor in any reservoir study, is rather a cumbersome procedure entailing either a trial-and-error calculation for the engineer; or as some prefer, a reiteration process performed on a computing device. However, once such an equation can be transcribed as a Laplace transformation, this inexplicitness so expressed can be alleviated to identify reservoir pressure as an explicit function of all the factors contributing to its change. This is the simplification encompassed, that will treat first with an undersaturated oil reservoir as an integrated effect from the inception of production, and secondly, with a saturated oil reservoir as a survey traverse. Although the two approaches are necessarily different because of the uhvsics involved. it is an interesting commentary that the mathematics are identical, showing the interdependency of the two methods. In order to acquaint the reader with this development, the simplest case will be treated first; namely, an under-saturated oil reservoir subject to a linear water drive. However, what may be construed for this example as an idealistic case is actually a most practical application in certain parts of the world, where the size of the fields are so large that radial water-drive approaches the configuration of a linear drive.
