For the purpose of developing combinations of higher strength and conductivity than are obtainable by heat treatment alone in the age-hardening copper alloys, an investigation has been made of the effects of combinations of heat treatment and strain hardening on the properties in question. The investigation was limited to a study of the alloys containing nickel and silicon; nickel, silicon and cadmium; and cobalt and silicon. The experiments made in the course of the study arc described in this paper in three groups: 1. The effect of hard drawing subsequent to heat trcatment on the mechanical and electrical properties of the alloys. 2. The effect of low-temperature aging on the properties of heat-treat,ed and hard-drawn alloys. 3. The effect of strain on the rate of aging of quenched nickel-silicon-copper alloys. Preparation and Compositions or the Alloys The alloys were prepared by melting cathode copper in an electric resistance furnace and adding sufficient of the hardening elements to bring the compositions to the desired values. The purities of the hardening elements were as high as could be obtained in commercial practice. In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence-function-based computer program. Using an inverse application of the traditional influence-function technique, easily obtained surface displacements are used to analyze some of the complicated, expensive, and difficult-to- measure movements of the intermediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A secondary hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge-effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria, and in situ measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

During the last 12 months, Sandvik?s Technical Service Group has carried out nine Scoping and Pre-feasibility studies for the application of In-pit crushing and conveying (IPCC) for large mining companies; the majority in conjunction with the Snowden Consulting Group. During these studies several key and recurring drivers have been identified: 1. Mining schedule issues ? there are several issues which crop up repeatedly, including: ?the unnecessary curvature of pit walls, ?very high rates of vertical advance which are (created by schedule optimisers to minimise stripping at all times) which are at the limit of what can be realistically achieved (and which of course make it harder for IPCC to achieve any impact), and ?The allocation of material to semi-mobile systems to maximise the ability for IPCC to be an effective alternative. 2. IPCC productivity issues ? the key issues are the IPCC system operating hours achievable, and the system throughput (both instantaneous and the average). 3. IPCC Risk issues ? there are perceptions about the risks associated with the use of IPCC which are a mix of reality and fiction, but which nonetheless create negativity towards the use of IPCC. In this paper, the authors wish to address specifically the factors affecting the IPCC productivity.

The following description of methods for conducting gas-producer tests is probably the first attempt to give the subject an analytical, thorough and comprehensive treatment. In some cases where tests have been made, the methods have been so unsystematic and ambiguous that it has been impossible to secure comparable results. To eliminate this difficulty, the following provisional code of gas-producer tests— which has some resemblance to the code of boiler-trials of the American Society of MechanicalEngineers—has been developed. The primary object in testing a gas-producer is to determine whether the producer is working satisfactorily or, what is the same thing, to see if the efficiency is as high as it should be with the type of producer in question; and also to find out if the composition of the resulting gas is adapted to the work it has to do. In order that the test shall be of any value, it must be thorough and comprehensive, and must be conducted with skill and care. When so conducted, the test will reveal the economy of the'producer; and, by making suitable changes, the efficiency will often be increased very much. The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

IN many ways, the Annual Meeting of the Institute in February was the most successful yet held. Attendance surpassed even that of the 75th Anniversary Meeting in 1947 with its international flavor. The number of technical sessions and the number and quality of papers presented almost certainly set a new record. The banquet was the best attended of any yet held even though the price reached a new high. Despite the demand for almost 1700 tickets to the banquet, some felt that the price-$13.50-was higher than they could afford. There are two points of view: One is that this is the big social event of the year for members and that it is worth from three to five dollars more to have it at the Waldorf and to have a luxury menu, as we did this year, with turtle soup, a fish course, guinea hen for the entree, and wild rice (which we understand is $3.50 per lb) for a vegetable. The other point of view is that a seven or eight dollar banquet of more simple food at the Commodore Hotel would more than make up in appeal, especially to the younger and less well-heeled members, what it would lack in glamour.

INTRODUCTION The design of rock support for underground nuclear waste repositories requires consideration of special construction and operation requirements, and of the adverse environmental conditions in which some of the support is placed. While repository layouts resemble mines, design, construction and operation are subject to quality assurance and public scrutiny similar to what is experienced for nuclear power plants. Exploration, design, construction and operation go through phases of review and licensing by government agencies as repositories evolve. This paper discusses (1) the various stages of repository development; (2) the environment that supports must be de signed for; (3) the environmental effects on support materials; and (4) alternative types of repository rock support. Much of the information presented in this paper was derived from work conducted for Basalt Waste Isolation Project. Most of the information, however, would apply to other hard rock repositories. REPOSITORY DEVELOPMENT AND THE NEED FOR ROCK SUPPORT Repository development can be characterized by five general stages: exploration and design, excavation, waste emplacement, re trievability period, and backfilling. It is helpful to understand these phases of development to see where and when rock supports are required and how the design is verified. The description that follows is simplified. Details have been omitted, and future plans may not conform to this scenario.

THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente ore-body. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. Over a period of eight years (1989 through 1997) the Mineral Industry Research Laboratory (MIRL) at the University of Alaska, Fairbanks, AK, has investigated the effects of temperature, residence time and particle size on the degree of low-rank coal (LRC) upgrading for a nonevaporative, hydrothermal drying process, also known as hot water drying (HWD). The following three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10 to 20 min of residence time. Thereafter, the upgrading process slows down, and more than 100 min of additional residence time is required to produce percentage increases equivalent to what was achieved in the first 10 to 20 min. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C (525°F to 61 5 OF) range.

The instrumentation specification in the National Academy of Engineering (NAE) report of March, 1970, set forth some rather general guidelines that the seismic surface system should follow. The fact that there was no comparable equipment in existence at that time, and the need to produce a system from presently available equipment, was spelled out in that document. The features that the system should include were listed, and included: • Quick and simple deployment • Portability • Battery-powered operation • All-weather operation • Computational simplicity and speed • High reliability and long shelf-life • Dual service for location and communication • Adaptability to widely varying seismic velocities. topography, and geologic structures • Minimum maintenance • Capability of continuous operation for extended periods, and • Reasonable cost Since that report, there has been a substantial amount of field work addressing the trapped miner detection and location problem carried out by Westinghouse Corporation under contract with the Bureau of Mines. Two complete surface systems have been designed, built, and field tested and substantial documentation has been produced on the mine environment and background noise using these systems. These systems, built from off-the-shelf equipment, have been designed with maximum flexibility in mind in order to explore what con¬figuration a field unit should have.

FOr the purpose of obtaining some first-hand data in regard to the shooting clown of coal in bituminous 'nines, it was the writer's good fortune to be employed as a shot-firer for almost one year. In all, 6,020 shots were fired by him during this period. All of the work was clone in what is known as the South Main section of the No. 2 Mine of the Ellsworth Collieries Co., Ellsworth, Pa., a subsidiary of the Lackawanna Steel Co. Position of Shot-firing in the Cycle of Operations The established practice of the Ellsworth Collieries Co. calls first for the undercutting of the coal by electric chain machines across the face of the entry or room. This is followed by replacing any posts removed by the machine-runners, or the setting of new posts or timber, as may be required. After this has been done the machine cuttings are loaded into cars. Then the coal is spragged, and a shot hole drilled to the depth of the undercut. Next in order, the shot-firer loads the hole and fires the charge. The working place is then cleaned up, timbered if necessary, the sides and face squared up, and loose material taken down. The face is again ready to be undercut.

Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

The minerals industry in general should bow in homage to the uranium milling industry. Those in the uranium milling industry have "spark- plugged" more progress in the application of instrumentation and control in the last 5 years than has been made in 50 years by the industry in general. Part of this real progress in the application of instrumentation and control has been born of necessity because milling processes are more complex. A lot of the impetus for instrumentation and control has come from the fact that the industry is new, the processes are new, and there are no hide-bound conventions to overcome. Part of it comes from the fact that much of processing is more chemical than metallurgical and the thinking of the process chemist has carried over into the plants. One need not elaborate on what instrumentation has done for the process chemical industries. Each new mill that is constructed, if of appreciable size, seems to employ more instrumentation than the previously completed plant. Plant A makes a break-through in the application of instrumentation to a particular part of the process and Plant B accepts this and goes one step farther, while Plant C, anticipating Plant B, makes two or three more steps before Plant B is entirely leveled out.

The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Aust- ralia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are begin- ning to experience where industry no longer `calls the tune'. We miners have been quick to point out and emphasize, that ours is a `high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to elim- inate, moderate, or control or economically compensate for predicted risks or changes.

Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.
