ON May 16, 1871, twenty-two men met in Wilkes-Barre, Pennsylvania, and founded the American Institute of Mining Engineers.* If we could transport ourselves back to that year and survey the state of science and technology in general, and, in particular, the field of our immediate interest-nonferrous metals-we would feel a justifiable pride in what had been accomplished up to that time. These accomplishments in the metal field were at the moment in the process of documentation by an Englishman, J. A. Phillips, in a new 700-page edition of his book to be published in 1874 under the title of "Elements of Metallurgy." True, looking over his shoulder, we would smile to read that "all metals are capable of assuming a crystalline form under favorable conditions," and that tensile testing is done "by adding weights to a firmly suspended wire until it fractures," and we would find only three pages on aluminum and none on magnesium. We would, however, find an astonishing wealth of detailed knowledge on iron and steel and the then common nonferrous metals and alloys such as brass and bronze. The present Pacific Ocean arose from rapid sea-floor spreading that commenced in the late Mesozoic, and continues to the present day. It started within what is here called the Medusa complex of seaways, basins and troughs with spreading ridges and volcanic arcs, that girdled the earth, including the Palaeotethys and Neotethys of Eurasia between Gondwanaland and Laurasia. Detailed mapping and analysis of palaeofaunas and volcanic arcs indicate that several seaways, rather than one or two, extended throughout Tethys, and into areas now occupied by the Pacific Ocean. The Medusa complex developed under a long sustained wrench regime, right lateral at least from New Zealand to Eur.ope, and saw the origin, maturation and closure of elongate and oval basins under erratic sea-floor spreading, in which no Eulerian pole of rotation remained fixed for long. The name Medusa stems from the analogy of snake-like writhing hair to the constantly shifting development of basins and orogens within the complex. The Indian Ocean split and opened up Gondwanaland concomitant with the later development and deformation of the Tethyan segment- of Medusa, whereas, to the east, the Pacific Ocean opened within Medusa itself, and dispersed Medusa around the rim of the Pacific through sea-floor spreading and strike-slip faulting.

Improve the health and safety of underground mine workers by finding ways of keeping them away from unsupported areas of the mine. Background Roof falls have been the leading cause of fatal accidents in the underground coal mining industry. During 1985-89, 92 coal miners were killed by falls of roof and rib, with more than 4,000 miners injured. According to accident investigation reports from the Mine Safety and Health Administration, 47% of the victims of these fatal roof fall accidents were in the area of unsupported roof al the time they were killed. There is an urgent need to find out why miners go under unsupported roof and to devise strategies for preventing this unsafe behavior. Approach To discover what can be done to prevent miners from going under unsupported roof, confidential interviews were conducted with 297 miners who work in the face crews of 6 different coal mines. The interview topics included company policies and actions regarding going under unsupported roof, how foremen react to people who go under unsupported roof, circumstances likely to cause some people to go under unsupported roof and how to prevent these situations, and observations concerning those who go under unsupported root.

THE operator's panel is the control center f or the operation of the electric-arc furnace. It contains the switches and meters that control and indicate the power supply and in a way gives a picture of what is going on during the meltdown and refining periods. Regardless of manufacture, these panels are very similar with respect to equipment and position of apparatus. A typical panel is shown in Fig I. The three lights at the top of the panel are connected from the electrodes to ground and give a visual measure of the voltage across each arc. The ammeters underneath the lights show the current passing through each electrode. Directly underneath are the voltmeter, the watt-hour meter and the wattmeter and under these the three current-adjusting rheostats. In the center of the panel is the master electrode-control switch, which controls the movement of all three electrodes, with the individual electrode-control switches directly underneath. Next from left to right is the six-position voltmeter switch, which can be positioned to show on the voltmeter above the voltage between phases and to ground, the tap-changer switch with its indicating lights, and the main circuit-breaker control switch.

Fatigrle of ionic crystals has been studied primarily in magnesinm oxide. under cyclic stress dislocations move irrreversibly; they multiply; slip bands form and grow; cracks mucleate and propagnte, and failure occurs. The use of ionic crystals such as MgO is advantageorus in such investigations because they are optically transparent. Individual dislocation Intersections with {100} surfaces may be observed with a standard microscope, using etch-pit techniques. Slip, deformation, crack .formation, and fracture in MgO crystals under cyclic stress are compared with cotrresponditzg processes in metals. ThE effect of cyclic loading in metals has been studied for many years. The appearance of slip lines is readily observed and the ensuing fracture may also be seen. From these observations it is possible to predict the behavior of a material and make an educated guess as to what is happening internally, but the actual changes taking place within the structure are not readily apparent. If one could obtain a material in which the individual glide components could be observed, it would be invaluable in determining the actual slip distribution resulting from cyclic loading as well as the distribution of slip in the neighborhood of a growing crack. THE application of other than mechanical methods to the study of the mechanical-physical properties of metals has become in the last few years a topic of investigation of ever-increasing interest, both from the theoretical standpoint and from that of the engineer and constructor. Besides the investigations which have been made of 'the magnetic properties of ferromagnetic metals, in their relation to the mechanical properties of these metals, which will be discussed more in detail below, there have been made studies of other phenomena in the same relation, and methods for the mechanical testing of metals have even been suggested, for example, the microscopic method of Tammann,1 and the thereto-electric, method of Turner2 for determining elastic limits. The application of all such methods, which are based upon the dependence of some physical, crystallographic, or possibly chemical property, upon the mechanical state of the metal, must be preceded by close and careful correlation of these various "test" properties with the known mechanical state of the different metals or materials. It is with this view that the present work, as well as that of many previous investigators of, what .may be termed in the interests of brevity, the mechanical-magnetic properties of ferromagnetic materials of construction, has been done.

AMONG the main interesting developments in the coal market have been the changes that have taken place between the consumer groups. Important signs of these changes began to appear many years ago, but in a modest way, and were apparent only to the few fuel experts making broad statistical determinations. It is doubtful, however, that any of these experts appreciated the significance of their early findings, and perhaps none had the imagination to consider how extensive these changes might be eventually with respect to solid fuels sales and distribution. (Reference here will be principally to bituminous coal.) Railroad Fuel Major changes in coal use did become pronounced after World War II, and it did not take an expert to see what was taking place and how serious the impact was likely to be. First, was the case of the steam and diesel locomotives. The railroads had been considered the best coal customers; they were steady and large purchasers and usually paid a better price than most others. Railroad fuel provided the basic mine realization and it often was the source for operating cash during general market slumps. It was the outlet for 20 pct of the bituminous coal production, as much as 110 million tons in 1946.

INTRODUCTION. IN presenting this paper I will attempt to answer certain questions proposed at this meeting and describe and illustrate methods of producing sound steel in an economical and hence commercial manner, which are adaptable to the production of practically all steel manufacturers, by readily effected rational changes in the methods of casting, cooling, and subsequent handling of the ingots. In some of the high-grade mills of America, where it is essential to obtain perfectly sound billets or blooms, it is the practice to discard from 35 to 40 per cent. of the crop- or pipe-end, and even with this excessive discard, secondary pipe or shrinkage-cavities are frequently discovered during subsequent working of the blooms and billets into their various manufactured products. The usual discard of from 10 to 20 per cent. from the crop-end of the ingot, which is made by the present generally employed methods of form and solidifying of the castings, certainly does not give the slightest assurance of the saleable product being physically sound or chemically homogeneous. I am aware that in the past there has been and at the present time there still is a decided difference of expert opinion as to what constitutes physically sound steel.

A surface indicating pressure, temperature and flow instrument that ernploys variable frequency sensing elements has proved useful in evaluating flow characteristics of wells. Relative productivity of individual oil and gas sands in a given well can be analyzed at several back pressures. The variable frequency sensing elements are an improvement in sensitivity and accuracy and make possible observation of temperature and pressure variations that have not been possible heretofore. The surface indicating featuere results in a more direct approach to solving problems and eliniinate; many assumptions. All three subsurface factors are evaluated, and correlation between them results in a direct means of analyzing reservoir. and well conditions. METALLURGISTS are properly interested in papers dealing with subjects ranging from the theories of the metallic state to very practical details on the use of metals. A review of theoretical metallurgy naturally excludes papers concerned with the usefulness of metals and limits itself to those concerned purely with the science of metals. Even in this more limited field the reviewer is confronted with thousands of papers dealing with facts and theories of metallic behavior, from which he can select only a few hundred. The selection is necessarily highly arbitrary. Certain classes of papers definitely fall within the scope of this review. Thus, papers on the deformation of metals, on the structure of alloys, on recrystallization, to select only a few, are fully represented. Other subjects, which verge on what is generally accepted as the science of metals, such as the magnetic properties of metals, the less familiar electrical properties and theories, adsorption of gases by metal surfaces, and the like, are treated scantily. Particular attention is given to reviews of subjects that fall with in the groups chosen; in a summary such as this, which is largely in the nature of a progress report, capably written reviews are of importance, particularly since the monograph and text book literature is so meager in this field.

The equity market is now very much within a global village environ- ment, with various exchanges acting as agencies for the big casino. In this predicament, mining companies, who provide the most extensive, but relevant risk assessment information, will be best placed for favoured treatment by potential international investors: But what risk assessment information in summary form can be provided to support a resource/reserve statement? Even more importantly, does "objective" data exist, whose trends will support a resource/reserve state- ment? A prime need of the informed mining investor is to determine whether or not the resource/reserve statement is believable? But more importantly will it be realised? While the implications within the text of the majority of reports on resource/reserves suggests that the estimates are conservative, the record indicates that very few estimates are. In fact, to date, reports claiming to be conservative in respect of the overall grade estimate at a specfic cutoff have not reflected the realised grade at the stated cutoff; it has been more common for the realised grade to be lower than implied by the resource/reserve statement. Further, it is not uncommon for penalty elements to be understated and these components are rarely incorporated within resource/reserve statements.

With the continued drop in export coal prices (as measured in US$) delivered to the Pacific Rim market, and a fixed annual 12 per cent increase in overburden, Usibelli Coal Mine Inc was faced with the need to reduce mining costs substantially or else forfeit its foreign coal contractual commitment which amounted to about half of annual mine output. Management made a difficult and fortuitous decision to proceed with an engineered plan to switch from a two seam, extended bench dragline operation to a two seam, cast blast and spoil side operation. While down-sizing and cut-backs became the rule in all departments of the mine, the drilling and blasting budget was more than doubled. Most will agree that this is contrary to what usually happens when a mine is faced with down sizing. The more common scenario would have management target the drilling and blasting budget for decrease as a first priority to cutting cost, and then later witness a decrease in equipment performance leading to an increase in the production cost per tonne. Although Usibelli Coal Mine more than doubled its annual drilling an blasting budget three years ago, the overall stripping cost has be, reduced by more then 37 per cent.

Not so many years ago the interest of the average mining engineer in money matters-aside from his pay check or his consulting fees-was confined to the per-ton cost of mining and beneficiating ore and to the amount of capital that would be required to erect the plant necessary to carry out such operations on a prescribed scale. The so-called "business men" assumed that questions of marketing the products, of profits, and of dividends were in their exclusive sphere-matters too intricate or, perhaps, too practical for the mere engineer! In the case of a new enterprise, the promoter shouldered the entire responsibility for raising the necessary funds, and incidentally he got the lion's share of profits. In fact, he frequently profited handsomely even though the mine earned little or nothing. Occasionally the engineer turned promoter or entrepreneur--conspicuous examples are Herbert Hoover, D. C. Jackling, William Braden and F. W. Bradley- but by and large he remained in a sphere of his own. To what extent this condition of affairs has changed is difficult to say. "The economic evaluation of a mineral project requires a great deal of diverse information to be brought together in one place. The greatest concern is that there will be an error by omission, so it is useful to have a detailed list of what one needs to know in order to make a thorough evaluation. The list that is presented below is intended to act as a checklist for the person who develops and reviews an evaluation, and as a shopping list for the persons gathering data at the project site.There are varying degrees of detail required at the different stages of evaluation in a project, from the ""quick and dirty"" overview, to the pre-feasibility study, to a full detailed feasibility study, to a due diligence review. This list addresses most of the economic variables in a project and can be used for all levels of studies. Its purpose is to identify a variable or issue and to raise a question, which the reviewer can then pursue in more detail using increasingly more comprehensive checklists for each topic. While developed from the point of view of a new project, this list is equally valid for an ongoing operation."

In recent years there has been a trend among mining companies to diversify exploration and development away from the countries that have dominated mining activity for the latter half of this century. With some exceptions, this trend is accelerating and is a function of the recognition that many parts of the world, with no previous exposure to modern exploration, are endowed with considerable mineral potential. In addition coincident with changing political and economic circumstances, many countries have recognised the benefits of attracting international mining investment and have radically changed policies, fiscal and legal regimes so as to encourage exploration and mining. Some countries, however, have not readily accepted mining for cultural or social reasons and have yet to make effective changes to mining legislation. For historical reasons, other countries may have little or no direct experience of western economics, nor may they fully recognise the need for stability and competitive fiscal and legal systems to attract foreign investment. Not all ventures in new countries have been commercial successes and there have been some lamentable and recent lapses from grace. Scorodite is considered as a secondary mineral formed from the product of weathering of primary minerals by chemical or biological reactions. In the case of biological scorodite formation, microorganisms mimic and accelerate what in nature takes a very long time, i.e. biocrystallisation. The goal of the biological scorodite formation is to form very stable arsenic crystals suitable for long-term and safe disposal. The biological formation of scorodite is a novel combination of biological oxidation, biocrystallisation, and proper bioreactor design to achieve the biological formation of scorodite crystals in one step. We have explored simultaneous biological arsenic and iron oxidation at 30ºC and at 70ºC leading to arsenic-jarosite phases and scorodite, respectively. As biologically formed scorodite crystals are very stable (TCLP < 1 mg/L As (V)), the risk of arsenic toxicity is minimized when leaching takes place. This process is suitable for arsenic concentrations above 0.5 g/l As achieving up to 20 mg/l As in the effluent. This biological scorodite formation system is a selfsufficient bio-oxidation system and therefore many new applications can be explored such as reprocessing of arsenic trioxide, orpiment or calcium arsenate to scorodite crystals for a stable and safe disposal.
