A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The intent of this address is to look forward into the 21st Century and present certain thoughts as to how underground coal mining might be conducted. The views in this talk are based principally on the author's experience with mining practices in the United States. It may be difficult to accept, but the 21st Century is a mere 12 years away. What new techniques will be available? To develop an understanding of the way in which technology has been and could be changing, a two- stage analysis is made of mining technology for U.S. Coal. The first phase covers the period 1975 to the present, while the second includes 1960 to 1975. This historical perspective includes a view of underground production by mining methods, considerations of labour productivity, and a review of accident and fatality rates. Several topics are important features of this historical analysis. Among the most significant are: (1) the introduction of Ion-wall mining technology into U.S. underground coal mines, (2) the use of computers to assist in mine planning and design activities, (3) major efforts to improve health and safety performance, with emphasis on underground dust control, and (4) improvements in mining equipment with an eye towards increased reliability and up-time performance. Based on that historical perspective, projections are made in three increments. The first being immediately at the turn of the century, the second being a dozen or so years beyond that, and the third being at the quarter point of the 21st Century.

THE most important event in the history of mining in the United States was the discovery of gold in California, which led to the rapid development, not only of a new industry, but of a new empire. The settlement of the Pacific slope was making but slow progress under the inducements of a scanty commerce in furs and hides. The liberal grants offered by the government to agricultural pioneers in Oregon had attracted to the Willamette valley and other favored points in that territory a limited population; but the government of the Mexicans in California was positively unfavorable to enterprise. It is true that gold was known to exist in the country. Rumors of it were current among the trappers, and placers had actually been worked in what is now Los Angeles County ; but the padres of the neighboring mission of San Fernando had discouraged the business as demoralizing to their flocks ; and the existence of the precious metal was not widely known; still less was its distribution north¬ward suspected. The discovery of gold, January 19th, 1848, at Sutter's saw-mill, on the south fork of the American River, afterward famous as Coloma, in Eldorado County, was the beginning of the new epoch. This discovery was made by James Wilson Marshall, a partner in the mill, who observed in the debris washed down by the tail-race a glittering fragment of a mineral unknown to him. It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. "The Coal Seam Gas (CSG) industry has seen a rapid increase in activity over a 30-year periodfrom the early 1990s within Australia. Despite public concerns over environmental issues, theCSG industry has increased in Queensland to the point where more than 90 per cent of naturalgas consumed in Queensland is CSG. The New South Wales (NSW) CSG industry has been slowerto respond for many reasons. Ninety-five per cent of natural gas consumed in NSW comes frominterstate. However, CSG activity in New South Wales is increasing notwithstanding publicconcerns. The CSG potential of three Petroleum Exploration Licenses (PELs) are being assessedwithin the Southern Sydney Basin that provides a unique opportunity to develop resourcesstrategically around many abandoned coal mines. The question has been asked - what do theseabandoned coal mines mean to the project? Are they good or bad? Are they friend or foe? Thispaper att empts to answer these questions and in doing so describes the coal mine ventilation andgas management philosophies and practices used to assess gas production potential. The coalmining philosophies not only have the potential to assist in the construction of a highly successfulCSG project, but they also potentially add signifi cant pre production value by re defi ning how theresources and reserves are assessed and therefore valued. The behaviour of abandoned coal minesand the goaves within the PELs are not well understood by the petroleum industry. However, in the Illawarra region there is an abundance of coal mining knowledge and expertise that if properly focused can greatly increase the chances of project success."

Discussion of the paper of J. V. EMMONS, presented at the Pittsburgh meeting, October, 1914. and printed in Bulletin No. 93, September, 1914, pp. 2233 to 2248. ALBERT SAUVEUR, Cambridge, Mass.-Mr. Emmons is to be congratulated for having placed before us in so forcible and satisfactory a manner a question of much importance-that of the surface decarbonization of steel. Of course, both manufacturers and consumers have known for many years that during the heat treatment of high-carbon steel, surface deca.rbonization is always likely to occur to a greater or less degree, but the subject does not seem to have been investigated with the method and thoroughness it deserves. I am in substantial agreement with Mr. Emmons's conclusions, and I have but little to add to what he has so well said. His statement that carbon dioxide is just as effective an oxidizing agent as pure oxygen is likely to cause surprise and some will wonder whether his investigation has been carried far enough to warrant so unexpected a conclusion. The reaction C + 0 = CO, expressing the oxidation of carbon by pure oxygen, is decidedly exothermic, whereas the reaction C + C02 = 2C0, expressing the oxidation of carbon by carbon dioxide, is endothermic. Decarburization by pure oxygen, therefore, should take place much more readily than by carbon dioxide. One cannot help regretting that the author does not mention' the best way of preventing in a practical manner surface decarbonization while treating tool steel and other high-carbon steels.

INTRODUCTION Creep of rock in situ, like most rock mass behavior, will be largely governed by the behavior of the natural discontinuities -- bedding planes, faults, and joints, in particular, Several past studies have investigated various aspects of the time-dependent deformation of rock discontinuities; examples include Amadei and Curran (1980), Engelder and Scholz (1976), Johnson (1975), Kaiser and Morgenstern (1979), Solberg et al. (1978), and Wawersik (1974). These studies have provided much insight into the general phenomenon, but they have also produced some inconsistent conclusions and left many unanswered questions. This paper will attempt to shed some light on one of these questions: What is the influence of stress level on the creep of unfilled rock joints? The discussion will follow a two-part approach to the problem: (1) laboratory creep experiments on small scale jointed specimens, (2) a simple theoretical mechanism to explain, at least in qualitative terms, some of the results from the experimental program. EXPERIMENTAL PROGRAM Uniaxial creep tests were conducted on intact and jointed samples of a specially formulated gypsum plaster "synthetic rock." Synthetic rock materials have several advantages over natural rock for long-term creep testing: (a) higher creep rates, (b) lower strength and therefore lower loading requirements, (c) simpler specimen preparation, and (d) more controlled and consistent properties. Gypsum based plasters have been used previously in studies of short-term strength and deformability of jointed samples (Patton, 1966; Einstein and Hirschfeld, 1973). Furthermore, Williams and Elizzi (1977) demonstrated that natural gypsum, at least, creeps in a manner similar to that of most other creep-susceptible natural rocks.

A fuel-rich fire exists when the quantity of fuel exceeds the oxygen available to support complete combustion. The transition of a mine fire from Oxygen- rich to Fuel-rich combustion, at this time, represents a point-of-no-return in the fire fighting efforts. Once the transition has been made to fuel-rich the fire can spread at a rate 6 to 10 times as fast as in the oxygen-rich state. Utilizing available technology the fire fighters are left to seal the fuel-rich fie as the only technique to extinguish it. In order to minimize the devastating effects of a fuel- rich fire it is important to understand the means by which the fire becomes fuel-rich and by what means the fire may be returned to an oxygen-rich state. This paper covers: the development mechanism of a fuel- rich fire in a coal mine entry and the physical and chemical effects of applying water to a fire. Experiments concerning these matters have been conducted in a 30 cm square wind tunnel constructed at the Virginia Polytechnic Institute and State University as a model coal mine entry. This paper also addresses the results obtained in testing application of a water mist to fuel-rich fires in this model. These tests have centered on the development profile of a fuel-rich fire in a duct and demonstrate a means of regaining control of a fuel-rich fire by returning it to an oxygen-rich state.

"The above committee sent out a questionnaire to the gold mines for the purpose of learning what units and methods are currently in use in the mines as the first step in an attempt to agree on standard units to be used in any papers or reports that may be given to other mines or presented at meetings. The next step is to try to arrive at acceptable standard units for reporting and methods of making tests. It was suggested by Mr. J. Jardine of Eldorado Mining and Refining that the use of the metric system should be seriously considered. It was also brought out that there was no intention of having any mine change their methods to the standard for internal reporting as this would involve too much change. ThE following chronology presents the history of lead-mining in the United States in a brief form and is a useful reference in connection with the statistics of production: 1621.. Lead was mined and smelted near Falling Creek, Va., to supply the local demand for bullets and shot. This was the first mining and .smelting of lead in what is now the United States. 1632. In a report made on the minerals of New England, lead-ore is mentioned. (Bishop, I., 470.) 1650. Supposed beginning of mining by Jesuits in Pima county, Ariz. 1651. Grant of lead-mine at Middletown, Conn., to Gov. John Winthrop. 1682. Lead-ore supposed to have been discovered in Wisconsin by Nicholas Perrot. (K. D. Irving, Mineral Resources of Wisconsin, Trans., viii., 498.) 1700 Discovery of lead in Missouri by Penicaut, one of Le Sueur's party. Tile same expedition discovered lead near the southern boundary of Wisconsin in August of the same year. 1712. Grant by Louis XIV. of the Crozat patents, with special privileges respecting the discovery and operation of mines in the then territory of Louisiana. Little or no mining was done under this patent until about 1720. 1717. Transfer of Crozat patents to the Mississippi Co., promoted by John Law, which prepared for active mining. 1719. First attempt to mine and smelt lead in Missouri, made by Sieur de Lochon, in behalf of the Mississippi Co., near Meramec river. Results unsuccessful.

The US Bureau of Mines undertook a study of those factors influencing worker escape from an outby coal mine fire. The results of this investigation were two-fold. First, those factors affecting escape from a mine fire were defined, and second, the relationships between these factors were identified. Although the individual components had been studied before, little information was available on their interdependence. Fault tree analysis was used to evaluate the miner escape scenario. After constructing the fault tree, a two-phase analysis of the tree was conducted. During the first phase, the minimal cutsets of the fault tree were identified and ranked. These sets were the smallest sequence of events leading to fatalities during the fire. This ranking revealed that reduced evacuation delays, improved self-rescuer training, and improved stopping construction were important in controlling fatalities during escape from the mine fire. The second phase involved additional analyses of the fault tree. These evaluations were started by first determining occurrence probabilities for each event in the fault tree. Two types of sensitivity analyses were then conducted. The first analysis dealt with changes in event probabilities and their impact on the likelihood of fatalities. The final sensitivity analysis considered dramatic reductions in the probability of fire fatalities. This revealed what event probability values were necessary to reach this level. These results have revealed various remedial actions that could be used to improve the survivability of an outby mine fire.

This chapter reviews the steps which should be taken from the time it is decided to consider autogenous grinding in the development of a new ore deposit or the expansion of an existing plant up until the purchase of the new autogenous mills. In this case the term autogenous includes semi -autogenous, secondary pebble mills, and lump milling as well as fully autogenous grinding systems. Also, both wet and dry grinding alternatives have been included. Before the test program it must be decided how many bulk samples are required to properly assess the autogenous grinding possibilities of the deposit. Also, a decision must be made on where and how the samples are to be ground i.e. pilot mill at site or in established location, wet and or dry grinding, etc. In the test program itself, certain fundamental data must be obtained. The testing should include enough work to determine whether fully autogenous or semi-autogenous grinding should be used and what type produces best power efficiency. Also, all the other pertinent data should be collected such as power; tonnages; feed, charge, and product sizing; circulating loads, etc. If a secondary mill is required to produce a final grind the decision on whether a pebble or ball mill should be used may require additional test work. Finally, the concentration of the mineral may play an important part in selection of the circuit and should become a part of the final testing once the grinding has been established.

All projects that are implemented, have been given corporate go-ahead on the basis of a set of clearly defined targets. These are typically a production goal at a capital cost, operating cost and production schedule, that will yield an acceptable return on investment by the companies internal criteria. The challenge for the implementation team is two-fold, firstly to properly define the project criteria prior to board approval and secondly to deliver an operating facility that meets these objectives, in particular the ROI. The paper addresses the issues a project team and the company management must address for a successful project. Key questions that will be explored are: ? What is the status of key technologies? Are they well proven in commercial practice, completely novel or in between? ? Is the project schedule driven by market constraints or cash flow constraints? ? Are the risks of fast tracking worth the potential rewards? ? For a retrofit project, are all the technical and production interfaces and issues known at the time of approval to proceed? ? How much should be invested in technological development and engineering and at which phase? ? For an owner-operator, how much responsibility is it wise or appropriate to push down to vendors? The answers to these questions for a specific project will define how you go about a project, the resources required, the contracting strategies, the phasing and the appropriate level of investment in the definition and procurement phases, prior to starting major capital commitments and construction.

A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

Two marine diamond deposits on concession 2b off Namaqualand along the South African Coast, have been systematically mined over the past year by the mv Moonstar. The two deposits, Smith?s Ulcer and Wedge Point Basin, are comparable in morphology, straddled the same water depths and have similar geology yet have given very different recoveries when compared to their respective grade models. These differences are best ascribed to the different style of mineralisation observed within the two deposits which has been directly controlled by the bedrock morphology. The smith?s Ulcer deposit has been formed in a metagreywacke bedrock displaying a strong north-south trending foliation which dips steeply to the west. Consequently the mineralisation is confined to narrow north-south linear trends with limited lateral extent (less than 5m) making extraction extremely difficult and somewhat variable. RE factors (recovered grade versus estimated grade) for this deposit range from 0.5 to 1.1. The Wedge Point Basin deposit is formed in a micaceous metaquartzite with a conjugate southwest northwest joint set, the southwest lineation being the more prominent, and structural foliation dipping gently to the west. The resultant style of mineralisation is confined to basinal features defined by topographical lows and is fairly lateral in extent (in order of 50m). Extraction of the mineralisation from this deposit is less arduous with recoveries more uniform, RE factors are frequently in the range 2 - 3. This style of mineralisation is more in line with what is to be expected from marine alluvial deposits, the nugget effect of diamond concentration being responsible for the high RE factor. The long narrow linear trends observed in Smith?s Ulcer demonstrably require a specialised approach in successfully sampling, modeling and ultimately mining.

DURING the month of March there was some lifting of the veil, revealing somewhat of the maelstrom in the economics and politics of the world. Great Britain was in throes of political controversy, with threats of resignation by Lloyd George and a general election to ensue. Ireland was uneasy with internecine squabbles. The leaders of the opposing sides have been summoned to London for a conference which Parlia-ment believes offers the only hope of a solution of the present difficulties. France, awakening more and more to grim realities, learned of a budget for 1922 calling for more than 50 billion francs, or nearly one-third of the estimated national production, with the prospect that after this deduction is made there will be nothing left over what is required for the immediate support of the, people, and that on a reduced scale. Germany, although hard at work, found itself coming closer and closer to financial collapse and repeated its intimations that it would be unable to keep up with the provisional payments of 31 million gold marks to the Reparations Commission every 10 days as arranged at Cannes. Russia suffered more acutely from the famine and there were evidences of political insubordination among the Ukrainians. Egypt was in trouble arising from determination to win independence. About the middle of March the complete independence of Egypt was established and that country passed into somewhat the same relation-ship toward Great Britain that Panama has to the United States. At the head of the Adriatic, Fiume came into notice again with disorders threatening to produce conflict between Italy and Jugoslavia. In the Near East there were forebodings of trouble through resumption this spring. of the war between Greece and Turkey.
