Although the first application of strip mining dates back to 1866, the true origin of today's problem of land reclamation is found in World War II, when the yawning war machines demanded more, and faster fuel production. To meet the new wartime demands, the strip coal mining companies that had been producing coal for the normal needs of industry and commerce during peacetime worked to the full extent of their capacities but were unable to satisfy the voracious demand. To supplement the production of the established mining firms, a host of temporary, make-shift coal strip operations came into being-road contractors, ditchers and foundation excavators, earth movers of every type became strip coal operators. Unfortunately, many were of the here-today-gone-tomorrow category, and showed little concern for the condition of the land after mining. Likewise, the land owners of the mined properties (most of the land was on royalty lease or tonnage contract) showed little concern. Land owners realized from their acreages more income during the war years of coal production than could have been obtained in two or three lifetimes of conventional farming or other land uses. Most of these mined lands were sub-marginal with little productive promise. As a result the wartime stripping produced most of what are known today as "orphan banks" or "abandoned strip pits." It is of these that so much of the present day complaints about strip mine reclamation are being made.

A discussion of the probable future use of coal for power development involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor—the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal consumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, arid to the question of what the coal industry itself can do to further its own interests arid influence the consumption of its product.

An idea of what is meant by "Ultrafine Minerals Or Slimes" as used in the title can be had by an examination of Fig. I. Particle size distributions are presented for a crude kaolin clay, a coarse fraction and a fine fraction. The crude kaolin as mined was blunged with water, degritted through a 325-mesh Tyler screen, and dispersed with sodium silicate. The dispersed crude was then centrifuged in the laboratory into the coarse and fine fractions shown in the figure. The distribution curves were obtained by the well known sedimentation technique of Casagrande' using a long arm centrifuge to obtain equivalent spherical diameters down to 0.2 microns on the finer fraction. Fig. 1 shows the coarse fraction kaolin to be 50% finer than 3 microns, while the crude kaolin is 50% finer than 1.4 microns, and the fine fraction 50% finer than 0.6 microns. For comparison 53 microns on the horizontal scale would represent Stokesian diameters which would just pass a 325- mesh Tyler screen, taking into consideration the Andreasen sieve correction factor of 1.22 X the screen opening.' Another helpful comparison is the surface areas, which in square meters per gram, are 0.044 for 53 micron particles, 0.77 for 3 microns, 1.65 for 1.4 microns, and 5.0 for 0.46 micron particles. Fig. 2 is an electron micrograph of a similar fine fraction kaolin showing the hexagonal plate- like particle shapes.

Recovery performance may be measured in absolute terms or in relative ones that relate the actual mining outcome to what was expected. Consideration is possible in terms of the control exercised by the operator. The eventual mineral output is the only figure known with complete certainty. The paradox is that, while performance is judged against the sampling, the reverse also applies. The R/Efactor and its four component factors are the best overall measures of performance. The choice of equipment for sampling and mining is very important. The sampling process may introduce errors and the sample density may lead to poor mining block selection. The resulting recovery performance is most visible on a regression curve. Changes in the cutoff grade must also be taken into account to avoid unrealistic production targets. Estimation methods incorporating different mathematical assumptions and techniques may cause over-or underestimation of the grade and volume. If the selective ability of the mining equipment does not match the size of the reserve blocks, the performance will be compromised. The treatment plant efficiency, the throughput rate and the degree of bedrock clean-up also affect performance. The maximization of throughput does not yield the optimum results. Marine conditions, which are outside the operator's control, affect not only operational availability but also performance. Examples are provided from actual operations for various commodities, showing the relative magnitude of the different effects upon performance.

The hole mas abandoned. At Mt. Bassett, lat (approx.) 26" 20' S.; long. (approx.) 149", Roma Blocks Oil Co. No Liability drilled to a depth of 4033 ft. The hole bottomed in granite. There were small showings of' oil and gas above bedrock in what may be Permian but is not yet determined. The company intends to run a formation tester. New South Wales.—At Kulnura, lat. (approx.) 33" S., long (approx.) 151°, the Kamilaroi Oil Company Ltd. (subsidiary of Oil Search Ltd.) drilled to a depth of 6293 ft. The Permian, probably Upper Marine Series, was reached. Drilling is to continue. Victoria.—At Romawi, lat. (approx) 37" 50' S., long. (approx.) 147" 45', a dry hole 3246 ft. deep bottomed in the Jurassic and was abandoned. It was drilled by the Governments of the Commonwealth and the State of Victoria. At Lakes Entrance, 1st. (approx.) 37" 50' S.; long. (approx) 748", a small showing of' oil (a few pints a day) was obtained from a well drilled 1275 It., to the Upper Oligocene-Glaucnnitc series, by the Austral Oil Drilling Syndicate, No Liability. Future Drilling Preparations is are being made by companies fur further test drilling in 1939, and the Governments of the Common wealth and the State of Victoria are continuing test holes for information only in the Gippsland district of Victoria. In Papua and New Guinea, no test drilling was done in 1938, but several companies are carrying on geological investigation and it is expected that, some test holes will be drilled during 1939.

"Thiosulfate is one of the most promising non-cyanide lixiviants for gold leaching. However, the undesirable reaction between thiosulfate and copper (II) gives rise to increased reagent consumption, which results in high cost and huge limit to its development. This paper presents study on the effect of ammonia, copper (II) and Cu(NH3)l+ ions on the oxidative decomposition of thioulfate. It shows that the presence of copper (II) and Cu(NH3)l+ can significantly increase the thiosulfate oxidation, while ammonia is relatively unaffected. The oxidation of thiosulfate by copper(II) in the absence of ammonia is fast at first and then decreases as time increased within a certain time, which can postulate that an intermediate product is responsible for the decreased consumption. The effect of ammonia is depended on the interaction with copper (II), which was found to significantly affect the consumption of thiosulfate.IntroductionFor over one century cyanidation is widely used in industrial production of gold, due to its simplity of process and low cost of production. However, cyanide is a highly toxic chemical reagent used dangerously and brings serious environmental pollution. What's more, cyanidation has slow speed of leaching gold and poorly leaching effective for refractory ores. With the exhausting of free-milling gold ores and promoted environmental protection requests, the disadvantage of cyanidation becomes a growing problem. In recent years, more and more research activities have been focused on alternative processes using non-cyanide lixiviants. Among the non-cyanide lixiviants, thiosulfate is considered as the most promising one[l-5].Compared to cyanide, thiosulfate is an inexpensive, nontoxic and less-pollution reagent, which can form complexes with many metal ions. Thiosulfate leaching of gold has an acceptable leaching rate and is insensitivity to impurities. Moreover it presents advantage on the treatment of refractory gold ores such as carbonaceous gold ores, copper gold ores, complex arsenic and sulfur gold ores, and so on[6]."

THERE are many who may consider a paper on aerial transport and its possibilities in connection with mining operations somewhat premature. Nevertheless, as there is considerable interest manifested in the subject at the present time and the amount of information available is both scanty and misleading, the result of investigations in some of the remote mining districts of Peru will not only be of interest, but will help crystallize, in the minds of many, a more correct conception of just what an airplane is capable of doing. By way of introduction, I will deal briefly with the types and varieties of airplanes now in use, and the developments of the past few years, pointing out -how the war has encouraged machines. of startling performance rather than those of commercial utility. I will then take up aerial transport in general, showing how airplanes may be employed to advantage and the particular kind of work for which they are best suited. This will cover a preliminary discussion on cost, which is one of the most important phases of the subject. In passing on from a general survey of the situation, I will deal with actual observations and investigations made in Peru. This part of the paper will be divided into two sections: the first, covering the mountainous districts of the Andes (Tamboras, Pataz, Soledad, etc.); the second, the alluvial deposits in the rivers, Chinchipe, Santiago, and Napo. In each case the question of atmospheric conditions, altitude, landing grounds, motors, cost, etc. will be discussed. While it is my intention to deal chiefly with mining in the sections mentioned, the same line of argument will be applicable to any other districts in the world. In conclusion, I will touch on the possibilities of using lighter-than-air craft of the Zeppelin type, followed by a summary of the most salient points brought out in the paper.

The purpose of the studies that form the basis of this report was to learn from microscopic examinations of coal how far and in what ways the grouping of coal by types depends on differences in the kinds of plant material from which it was formed and on the condi- tions of its accumulation, or how far the special characters or qualities of coal of any type were determined by the nature and the state of the plant débris from which the coal was formed. The fact is almost universally accepted that beds of coal represent accumulations of vegetal matter in varying stages of preservation, with, as a rule, very small proportions of the remains of animal life. Mingled with the organic substances are different inorganic mineral sediments, which, together with the mineral matter originally con- tained in the plants themselves, constitute the "ash" of coal. The examination of coal shows that the kinds of ingredient plants range all the way from algee and fungi to large trees of various orders, and that these in turn vary in their own groups according to the depth and the nature of the water in which they grew and according to the other conditions of growth, such as moisture, temperature, soil, light, climate, and the competition of individuals. The species or kinds of plants and the numbers of each kind also differ greatly among themselves, not only during any one geologic period because of the changes of environment, but also from one geologic period to another, and it will be remembered that well-developed coal has been found in the strata of every period since the Silurian." Most geologists now agree that coal is transformed peat. True there is wide difference of opinion as to how the transformation has been accomplished and even as to whether coal started as such peat as is now found. Some writers insist that the higher grade coal, in its processes of development, never passed through geologic stages

Greenbank Terotech is a member of the Halley & Mellowes Group of Companies and is accredited t AS3902. Greenbank has been involved within the wear resistant lining industry for over 20 years. Initially supplying cast Basalt piping systems through to the present day breakthroughs with SiTech cyclone linings. The challenge of finding the most cost effective cyclone lining has been a difficult process. Over the years many varieties of ceramics have come and gone. In particular within cyclone applications, many people have become disillusioned with the term "Ceramic." In practice, it was discovered that if a ceramic worked in one part of the plant, it did not necessarily work in the cyclone area. A good example of this is Alumina chute and pipe linings. An Alumina lined cyclone underflow bend would provide exceptional wear resistance, whereas an Alumina Spigot would have failed miserably. After Alumina's were tried, Silicon Carbides were experi­mented with. The results in many trials were mixed. What worked at one mine did not work at another. The results did not conclude decisively that ceramics were here to stay within the hard rock cyclone area. It was then that Greenbank Terotech started to look at the reason "Why do some linings work and others don't." We came to the conclusion that the matrix holding the particles together had to be the key to a successful cyclone material. At the time we looked at materials such as Alumina Bonded Silicon Carbides, Metallic (Aluminium) Bonded Silicon Carbide, 99% Alumina Ceramics and Nitride Bonded Silicon Carbides, but all these materials either suffered from chemical attack on the Aluminium matrix (via cyanide) or the matrix simply was not hard enough causing wear rates to be excessive. It was then we looked at SiTech. SiTech is a unique material in that the primary particles are Silicon Carbide, but the matrix is made up of a Secondary Silicon Carbide formed within the reaction bonding process.

Mine closure and reclamation issues have evolved over the past several years becoming further complicated by stricter standards and by the cmrent economic climate and price of gold. Many mine permits are calling for more stringent remediation of spent ore heaps and tailings. Leachate solution water quality must meet strict discharge criteria for multiple parameters besides cyanide at mine closure. Closure standards are more difficult to meet and most mines do not have an increased budget at the end of mine life to deal with the falling standards. These issues make additional gold recove1y at the end of mine life a critical problem in financing some closure operations. Another issue is the length of time that must be budgeted for heap rinsing operations. Innovative biological processes developed and applied by Pintail Systems, Inc. at numerous mine closures have indicated that bio-processes can significantly enhance gold recovery dur­ing heap cyanide bio-detox over the recoveries expected from rinse operations. If heap rinsing can be eliminated or reduced and if gold recovery can be improved at the end of mine life, many mine closures may be possible with processes that pay for themselves or generate profit. Additional advantages of the bio­detox technology is that it can be engineered to treat multiple contaminants besides Weak Acid Dissociable (WAD) cyanide. Other contaminants treated in heap process solutions include nitrates, ammonia, heavy metals, thiocyanate and total cyanide. At the Cripple Creek and Victor Mining Company Ironclad Mine near Victor, CO, 5 million tons ofrinsed, heap leached spent ore were biologically detoxified to reduce cyanide content, enhance gold recovery during bio-detox and to reduce dissolved metals in heap leachate solutions. During the bio-detox treatment period a substantial improvement in gold recovery allowed the detox oper­ation to operate as a profit center. Final gold recovery was at least twice what was expected from a normal rinse operation.

Clarence M. Haight, Franklin Furnace, N. J. (communication to the Secretary*).—In that part of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes bad as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given? The second, or lower, series of stopes will present a different problem to that which the first series (under the capping) gave. Although no mention is made in the text, it would seem that the second series of stopes will have to be worked on center lines which are offset half the stope width, 20 ft., from the centers of the stopes above, in order to take advantage of the "rafter" effect of the stringers so named. How is the fill to be introduced into the lower stopes? There are no crosscuts mentioned to provide for this; or is it intended to tap the filled stopes above for the fill? In the latter case the method of control of this fill will be of interest. Ore that will admit of a stoping width of 40 ft. with the lengths mentioned in the description is stronger than any with which many mining men are familiar. The old adage, " Necessity is the mother of invention," is fully borne out in the case of the device described in this paper. About four years ago the firm of the writer received instructions from Sir John Hawkshaw, C. E., and I. Wolf Barry, Esq., C. E., to construct and erect three large Guibal fans for ventilating a portion of the Metropolitan and District Underground Railway, of London. On account of the cost of coal and the very limited space for boilers, it was arranged that the fans should be driven by gas-engines. Those who have had experience with Guibal fans will be aware that as each blade or vane passes the lower edge of the shutter a pulsatory action takes place. When the fans above mentioned were set to work, the pulsation or vibration of the immense volumes of air discharged was so great that it caused a corresponding vibration of the window-sashes, doors, etc., of the surrounding buildings; and this was so unpleasant that the shopkeepers and others near obtained an injunction against the railroad company, compelling it to stop one of the fans. The work was by this time out of our hands, and we only casually heard what had taken place, learning also that, in addition to this injunction, another was threatened in the case of the second fan, and that the railroad company had thus far escaped the enforcement of this threat by agreeing to run the second fan at a few short stated intervals only during each day. In considering the case, it occurred to us to incline the lower edge of the shutter, instead of making it parallel with the axis of the fan,. by which means we thought that the waves of air might be broken

The attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinitions of the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia,. at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal; and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in &other way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

(Butte Meeting, August, 1913.) THE following is a brief description of the cost accounts in effect at the. mines of the Anaconda Copper Mining Co. The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OPERATING. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development " is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this, account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow: Breaking Ground-Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.-Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.-Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

DURING the year just ended we have had three great fires in the mines in the Wilkes-Barre district. One at the Empire Colliery, one at the Prospect shaft, and the other at the Baltimore old mine. It is proposed in this paper to give a brief history of the fire at the Empire Colliery, and the methods employed in extinguishing it. The fire was first discovered breaking out in the air-stack, alongside what is known as the " Kidder Plane," about one o'clock on the morning of December 31st, 1873. Subsequently it was ascertained that the fire originated in the return airway somewhere near the steam boiler, located inside the mine, near the head of No. 5 slope. The coal from this slope was hoisted to the shaft gangway, at a point nearly four thousand feet distant from the foot of the shaft. As there were from four to five hundred mine cars hoisted per day from this slope the steam boilers were located at this place. The mines being of considerable extent required a large volume of pure air for ventilation, and no fan having been erected at this slope at the time, the heat from the boiler was made use of to assist ventilation, by conveying the return air from No. 5 slope into the large airway made from these boilers to the surface through the old "Kidder slope" to the stack where the fire was first discovered. The length of this slope or airway was about one thousand feet, with a sectional area of about sixty feet. The quantity of air passing through it must have been over sixty thousand cubic feet per minute

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. THE questions as to what grades of ore it pays to conserve for the future, and the valuation of low-grade reserves, are becoming immediate and definite as applied to individual ore deposits, and seem to call for some sort of quantitative answer. Both opinion and practice involving these questions differ widely. The number of variables in this problem is so large that final solution will perhaps never be agreed upon, yet there seem to me to be certain controlling factors which can be placed in quantitative relation and serve to reduce the number of variables which it is necessary to consider in a given instance. I assume that it will not pay either for the individual or for the State to conserve any ore when the present cost of conservation (by stock piling or otherwise), when compounded at 6 per cent. interest for the number of years which would elapse before this ore is used, will exceed the profit which the ore will yield when it is used. It may be urged that any loss to the individual may be made up in gain to the State. This might be true if there was any definite limit to the amount of iron ore, but when we remember that iron makes up .4 per cent. of all the rocks of the earth and the amount of rock carrying iron in excess of 20 per cent. is for practical purposes, unlimited, it is apparent that posterity is assured of its iron ore. The changes will be mainly in methods and cost of extracting the ore. Therefore, any expenditure of money or effort now, which when compounded will exceed the worth of the effort or money needed in the future to utilize the iron, is a net loss both to the individual and to the community.

IN a paper published three years ago,' the term "silicic chemistry" was used for the first time to emphasize the increasing importance of the chemistry of silicon in science and technology. The development through which the colloid chemistry of siliceous matter has gone since then is in itself ample proof that the coining of this new term for this branch of colloid science was not presumptuous. Until quite recently, however, silicic chemistry concerned itself only with the composition and colloidal properties of natural and synthetic siliceous matter, but had not paid much attention to the genesis of this matter, particularly to that of the clay minerals. What is even more disturbing, particularly from an educational point of view, is the fact that neither mineralogy, geology, nor metallurgy has fully realized the important role colloidal phenomena must have played in the genesis of our planet and the formation of minerals generally speaking. Considering the importance of colloid chemistry today in the fields just mentioned, it is not surprising that the theories most agreed upon by geologists and mineralogists for the origin of clay minerals are not acceptable from a strictly colloid chemical point of view for the genesis of these most important and most abundant components of the earth. Of all the theories pertaining to the origin of clay minerals, those still most accepted by geologists and mineralogists are the "residual clay" and the "transported clay" theories.15 The former is based primarily on the assumption that the formation of clay minerals is the result of surface weathering of fresh rocks, or is due to the action of solutions. Taking the action of water on orthoclase as an example, the most recent ideas have been summarized by H. Jenny13 as follows:

During November and December, 1907, four serious mine-explosions occurred in the Appalachian coal-field, which resulted in the loss of nearly a thousand lives and caused an eliormous damage to propcrty. These accidents attracted more than the usual attention; coal-trade and engineering papers contained many comments and suggestions on the cause and prevention of accidents; the daily press in many instances condemned the coal-operators and charged these accidents to their negligence, or their anxiety to make money without adopting precautionary measures. Immediately after cach accident the respective State authorities ordered close investigations to be made, with the view of establishing the cause and suggesting remedies to prevent recurrence. Representatives of the Technologic Branch of the IT. S. Geological Survey, to whom the investigation of mine-accidents had recently been delegated by the Secretary of the Interior, visited the mines and co-operated with the local authorities in their determinations. It may be safe to say here that an investigation of a mine after an explosion has occurred discloses but little, because the causes hare been removed and conditions have been entirely changed. On Jan. 8, 1908, the coal-operators of West Virginia organized an association at qTashington for the purpose of making extensive investigations, and sufficient funds were pledged to carry out this work. At this organization meeting, the representatives of the Geological Survey present had no suggestions to offer as to the cause of these accidents. An examinatiou of the various reports concerning these accidents indicates that the explosions were caused by the ignition of gas or dust; they show the point of origin and the direction in which the force was expended, and give a detailed description of the damage done.
