The Closure Risk model was developed as a new tool to aid decision makers in the complex area of mine closure. It uses a simple analytical technique that allows the decision maker to simplify what is often a complex mine closure process into more easily managed sub components. This systematic approach ensures that critical factors in the closure process are not overlooked. It also allows the most important issues to be highlighted. The model can also be used to produce quantitative estimates of risk by weighting and prioritising the issues to produce the Closure Risk Factor (CRF). Field trials at several mine sites in the Northern Territory of Australia in 2001 tested the model. The trials confirmed that the model has significant potential as a tool for decision-makers to assess in a structured, systematic manner, the major closure risks at individual mine sites. The risks include not only environmental impacts but safety and health, community, legal, financial, technical and other issues. The trials confirmed the value of a team-based approach and the inputs of key staff including environmental, production, mine planning, and community liaison personnel as well as mine management. Although the usefulness of the qualitative component of the model was established, it was found that, due to the influence of subjectivity, the utility of the prototype model to determine quantitative risk was of limited value. Using a continuous improvement approach, improvements to the model were sought. A refined model, incorporating the Australian Standard 4360 definition of risk and facilitated in-house risk assessment sessions was developed and tested against the data obtained in the field trial. This model, while maintaining the qualitative strengths of the original, allows more accurate absolute and relative quantitative scores to be calculated. This in turn facilitates comparisons between the issues at a single site as well as between different mines.

LAWRENCE ADDICKS, Douglas, Ariz.-It does not seem to me that the role played by carrying heat away from one surface to another has been brought out. A cellular construction prevents the motion of air currents. Also in the installation on the top of a reverberatory furnace, that Mr. Krieger mentions, where it stopped the cooling, there is besides the question of overheating. Another complex question, entirely apart from the necessity of not carrying a brick above a certain temperature, is that of not allowing acids and bases to come together at too high a temperature. J. W. BECKMAN.-What cements together the individual cells in the insulating material? Also, how does the material behave in the presence of acids and alkalies, both strong and weak? A. H. KRIEGER, New York, N. Y.-The material is formed or composed of myriads of lace-like skeleton remains of diatoms visible only -under a powerful microscope. The diatom lives in salt and fresh water. On the Pacific Coast there must have been an abundant life of the diatom, because the beds, still in existence in Southern California, are fully 1,000 ft. through, and are hard and strong, standing a pressure of more than 400 lb. per square inch. The beds must have been many ages in forming and the diatoms have become firmly packed together. The samples shown are typical of the entire deposit as it was formed at the bottom of the sea. (written discussion).¬When ;we regard the number of British thermal units running into the billions that-must be applied to metallurgical slags in the United States, we cannot but conclude that the physical chemistry of-slags is a very important subject when measured in dollars and cents. A further contemplation of the subject shows us that it has been hitherto treated in too purely a practical manner. It is needless to comment at length on the cost of these heat units and on the cost of fluxes to produce these metallurgical slags, for, it amounts to tens of millions of dollars annually. Accordingly, this research is of value to the country. But we must,all balance our results against our efforts. Therefore, while the speaker is unwilling to criticise unduly this meritorious research, lie does criticise it in the interest of the profession for the reason that it seems to him too highly theoretical. The article is much too, scientific to produce results at a minimum cost. Let us explain our meaning. It has been said that there are always two sides to a question. It may be further said that there are always three sides to a question, the two extremes and the middle ground. In any industrial research there are the highly theoretical side, the purely practical side, and the theoretico-practical side. To study a slag and be practical in the studying, there is something needed that represents in the laboratory (or in microcosm) what actually happens macrocosmically in the blast furnace. There is such a thing as the art of metallurgical research occupying the middle ground between theory and practice.

"Since 1982, Placer Dome Inc. -Dome Mine has steadily increased mill throughput. Tonnage has increased from a nominal design capacity of 3000 short tons per day, attained in 1985, to 4130 stpd by the end of 1992. Many minor and major circuit adjustments were tried to maximize tonnage.Having utilized most conventional means of increasing tonnage, further increases required a newer approach. This paper discusses the Dome experience in the development and implementation of an expert system.The Comdale/C system was chosen for a controlled trial. The criteria for acceptance were: increased tonnage had to be sufficient to pay for the system; the increase had to be visibly sustainable and the mill operators had to be willing to accept the system.The criteria for purchase were met during the trial and the system was purchased. The system continues to perform well. The tonnage throughput increase has been sustained while operator acceptance remains high.IntroductionPlacer Dome Inc. -Dome Mine is Canada's oldest operating gold mine. The mine was among the first established in the Porcupine camp in what is now Timmins, Ontario. The City of Timmins is located approximately 500 miles or 800 kilometres north of Toronto. Figure 1 shows a map of the province of Ontario and the mine location.In 1912, milling began at a rate of 350 short tons per day. With two minor exceptions, milling has been continuous since this time. The first of these shut downs was in 1918 during the first world war. The war created labour shortages which forced the mine to stop production for more than a year. The second was in 1930 when fire destroyed the mill."

Most of what has been written during the past few years on marine mineral resources has emphasized the vast potential of the ocean, and its floor, as a source of the vital mineral raw materials upon which our modern technological society depends. Computations have been made to demonstrate that the sea contains sufficient minerals to support any reasonable world population indefinitely. The importance of these resources from the standpoint of strengthening the national mineral resource base has been pointed out. And though the information upon which these conclusions are based is sketchy, essentially qualitative, and often conflicting, there can be no doubt that the mineral potential of the sea is tremendous and that there are compelling reasons for working toward its exploitation. Unfortunately, there has been little emphasis on the problems that must be overcome, from the perspective of the economics of mineral production. Some of these problems have been noted, and some authors have appraised them realistically. However, many proposed solutions have been more romantic than practical, from the standpoint of both technology and economics. As a result the general impression has been given, particularly to those uninitiated in the realities of mineral production, that the mineral wealth of the sea is there for the taking-requiring only a good modicum of courage and technologic innovation to place it within easy grasp. But developing the capability necessary for substantial, profitable production of sea bottom minerals will be far from easy. It will be accomplished much more quickly if the problems are faced squarely, defined properly, and attacked in an orderly, logical sequence. While this approach may lack glamour, it offers the highest probability for success.

INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations' information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. Twelve years ago, some coal-mine operators, mining engineers, oil and gas operators, Bureau of Mines engineers, geologists and state mine inspectors met in Pittsburgh, Pa. to discuss and solve if possible, the problems in connection with the drilling of oil and gas wells through or near coal mines and through the future coal reserves. Regulations were drafted and presented by O. P. Hood and A. G. Heggem of the Bureau of Mines.' . There was considerable discussion of the various articles, practically all of which appear in Bulletin 65, but the interest aroused at that meeting was short lived. Practically none of the important coal-producing states gave the matter the consideration it should have received. Notwithstanding the marked progress in safety work, coal mines still have an unenviable reputation for mine explosions. Our mining laws have become stricter and the enforcement, especially in Pennsylvania, more rigid, but what good will come from a rigid enforcement of the mining laws if some source of danger exists all around the mines, over which the operators have no control ? It is hardly necessary to recite all the cases of natural-gas explosions published in Bulletin 65, but with some of them I am especially familiar. In 1912, while visiting the Miners' Hospital, at Fairmont, W. Va., my attention was called to a patient swathed in in bandages so that no part of his face and hands were visible. He had not been told that his two sons, mere boys, had died of the burns they had received in the same accident—explosion due to natural gas leaking into a country mine at Peora, Harrison Co., W. Va.

FOR the last 15 years lead has been the standard material for anodes in electrolytic zinc production and it has been generally accepted that this lead should be as free as possible from impurities. Laist1 says, "Next in importance to the purity of solution is the purity of the electrodes and tank lining material. The purest lead obtainable should be used for anodes." The same conclusion is expressed by Ingalls2 and by two German investigators who say that experiments have demonstrated that the purer the lead, the greater is its resistance to corrosion during electrolysis.3 Pure lead, however, while the best material hitherto available for anodes, is not entirely free from objection. The plain lead anode gradually disintegrates under electrolysis, so that the life of an anode, say ¼ in. thick, is frequently not more than two years. Part of the lead from the anode finds its way to the cathode, lowering the purity of the deposited zinc and decreasing the hydrogen overvoltage. The rest of the lead that comes from the disintegration of the anode goes into the manganese dioxide which is precipitated in the cells, rendering unsaleable what might otherwise be a valuable by-product. Yet a further disadvantage of plain lead anodes comes from their tendency to bend or buckle during electrolysis, as a result of intercrystalline oxidation. This makes it necessary to use a fairly wide spacing between anode and cathode to avoid short circuits, and thus leads to a higher power consumption than would otherwise be necessary. The power consumption is also affected by the high decomposition voltage at a lead peroxide surface.

THIS survey is one of the more recent tests of geophysical methods of prospecting by the Dominion Observatory and the Geological Survey of Canada, of which the purpose is to find out what application such methods may have to geological problems in Canada. The Malagash salt deposit lies on the north shore of Nova Scotia about 40 miles east of the New Brunswick boundary, and forms a part of faulted and folded Carboniferous strata. The salt beds are exposed only in the mine workings, which are about 1000 ft. deep and at one place extend for 1000 ft. along the strike. Lack of rock exposures, complicated folds, and faults make it impossible to predict the location of salt away from the mine. A survey of an area in the vicinity of the mine was therefore undertaken to find out whether the salt could be located by the torsion balance and whether its extension from the mine workings could be traced. As the gravitational effects at Malagash may be fairly typical of those at other concealed salt deposits in the Carboniferous rocks of the Maritime Provinces of Canada, the survey has a direct bearing on prospecting for other deposits. The survey was made in 1934 by A. H. Miller in collaboration with Dr. W. A. Bell, of the Geological Survey of Canada. Observations began on June 15 and were completed four months later, on Oct. 15. Definite gravitational effects including a lowering of gravity were observed over the deposit. The survey also disclosed one other area of low gravity east of the mine but whether this area is underlain by a large body of salt is not yet established.

THE application of electron-microscopic techniques to the study of high-temperature alloys has met with considerable success.' This is due, in part, to the submicroscopic nature of the phases present in this type of alloy making high resolution methods necessary. Among the newer electron-microscopic techniques, the extraction replica technique' has proven to be of great value. This method allows phases to be examined in situ in the microstructure and permits their identification by means of electron diffracticn. This technique eliminates the main disadvantage in using electrolytic extraction of residues as a means of phase identification; that is, the uncertainty of relating constituents identified in the residue to what is observed microscopically. In the course of work relating microstructure to physical properties in high-temperature alloys, it was found that the formation of grain-boundary carbide phases and intragranular precipitation of an age-hardening phase greatly influence strength and ductility at high temperature. In particular, it was found that the formation of a unique type of precipitate in Nimonic "80" (a nickel-chromium-aluminum-titanium type superalloy), termed cellular or discontinuous precipitate, at grain boundaries generally results in poor ductility at high temperature. However, this mode of precipitation can be avoided by proper heat-treatment. It was assumed that this precipitate was either a carbide or age-hardening type of phase. Using various etching procedures with the extraction-replica technique, it was found to be possible to extract the carbide and age-hardening phases preferentially in this type of alloy. 9.61. Introduction. Open pit mining methods produce more than 80% of all raw materials today in the United States. Much of this comes either from properties that formerly employed underground methods and were converted to open pit or from mines that ultimately must go underground when the economic stripping limit is reached. Generally the ores are transported over large vertical distances and techniques have been developed to do this economically. One approach is to combine conventional surface trucking, over relatively level roads, with the use of gravity and underground facilities. There are various modifications, depending upon the character of the orebody and the topography. Several schemes, as used in Sweden, Canada, and the United States, merit describing. One of the critical problems involved in the transference of ores from surface to underground is that of flow of bulk solids. Must it be crushed? Will it hang up in the transfer? What size and inclination of ore pass are required. How is the ore best fed onto the transporting device underground? As an example, the planning engineers for the Carol Project of the Iron Ore Company of Canada faced these problems in making their designs for the production and transportation of some 55,000 tpd from their Smallwood Mine in Labrador. Other operations, facing somewhat similar conditions, used other approaches of interest. It may at first sight appear somewhat presumptuous for the writer to attempt to discuss a subject in which he cannot pretend to possess any special scientific training; but a sufficient apology can surely be found in the fact that a very large percentage of the accidents from explosives occurring in metalliferous mines is traceable to the ignorance of the characteristics of these compounds by the miners who have to handle them, and to their deliberate disobedience of the rules laid down for their guidance by the manufacturers, the government regulations, or the special rules of the mines.The only method which promises any possibility of improvement upon these conditions is to substitute reason and understanding for the rule-of-thumb principle which says "you should do this" or "you should not do that." In the one case his own knowledge and intelligence enables the miner to avoid any dangerous practice in the other his inclination prompts him to do anything which will save time, provided he is not found out or at best trusting to his memory to tell him what is dangerous, without the reasoning which makes that memory easy.Another evil of rule-of-thumb knowledge is that, from its very nature, it prevents adaptability, and so we find that old miners, who learnt blasting in the days of black powder, cannot understand why high explosives do not require heavy tamping, or because copper bars are permitted in tamping powder they should not be used with other explosives...

IT has long been known that plain high-carbon steels may be susceptible to graphiti-zation below the A, critical, but no data have been available to indicate what factors cause and tend to inhibit graphite formation. Two recent publications1,2 have shown that the factors controlling graphitization below the A, are different from those operating above the A, inversion where commercial graphitization of malleable iron begins. Furthermore, for plain high-carbon steels graphitization below the critical point does not appear to be related to ordinary chemi-cal analyses. Many years ago it was recorded' that the rate of graphitization at subeutectoid tem-perature is not a maximum just below the A, critical, but at some lower temperature, which Austin and Norris have shown to be about 670°C. Indeed, work done in our laboratory has demonstrated that it is im-possible to spheroidize certain steels in the temperature range of 650° to 710°C. with-out the formation of considerable amounts of graphite. However, if the temperature is maintained just below the A, (720°°C,) these same steels may be completely sphe-roidized at constant temperature. In previous studies1,2,4 on 1 per cent plain carbon steels graphitization was en-countered during prolonged tempering. The limited number of steels studied did not provide sufficient data to permit adequate study of the factors controlling this graphi-tization. Accordingly, a limited statistical investigation was undertaken, utilizing 18 steels of similar chemical analyses, fur-nished by four steel companies, who also supplied information regarding the history of manufacture.

Over the past 15 years, Artificial Intelligence (AI) techniques have shown promise of providing the ability to capture `human intelligence' into a computer program. The sub-fields of Expert Systems and Artificial Neural Networks are finding increased use in industry to perform tasks previously considered the domain of human thinking. But, are these methods just a new type of software much like that of the past or is real magic hidden within the lines of code? Will this field continue to enjoy high growth rates and if so, what developments will we see in the near future? Which algorithms and methodologies will continue to grow? This paper discusses a number of paradigms which can be used to create successful applications. There are certain barriers; some psychological - some linked with knowledge acquisition, that must be overcome or avoided to ensure system performance. Development time also requires careful consideration before embarking on an Al project. The paper focusses on constructing goal-driven systems that transfer high-technology solutions from the research laboratory to the plant floor. Respect for system users is of paramount importance - whether their involvement is to access contained information or to participate in program maintenance as new knowledge becomes available. Examples of successful and unsuccessful AI implementation in Canadian industry and academia provide evidence of the importance of this issue. The paper also examines some current constraints on applying AI in the real-world. Among these problems are automated knowledge acquisition, methods to acquire data during run-time, real-time systems (hardware versus software), explanation and justification features and adaptive/leaning systems.

This paper aims to put into useful form the information, at hand regarding temperatures of molten steels, covering all carbon contents up to 1.5 per cent., in the hope that if the assumed ideal temperatures tabulated are incorrect the right ones may . be brought to light. THE finishing and casting temperature of steel is a subject concerning which there is so much to learn that some temerity is required to write about it. This paper is, therefore, suggestive rather than dogmatic, though the views expressed seem now to the writer to be correct; nevertheless, they may be modified by future developments or discoveries but until then may be of some utility, particularly to beginners in the making of steel. Consideration is limited to the temperatures of simple steels, also called carbon steels,, which are those in which carbon is the only element introduced for the purpose of conferring desired physical properties. Alloy steels will receive attention later. Three things largely determine what a batch of steel really will be; viz., composition, casting temperature, and rate of teeming. Each has its advocates as being the most important; but they are so interrelated that each must conform to or be right for the, other two. When one is claimed to be the most essential to have right, that, probably, was the one that it was found had to be of a certain description, within narrow limits, to suit the already adopted variations of the other two; that is, it was the last of the three to be brought into line.

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. All technologies move through a cycle from infancy to maturity. Thickened tailings have moved into the young adulthood phase of its development. Many mining companies like the idea of reducing their water-taking and water disposal issues. This limits the risks associated with traditional surface water-covered tailings facilities and the reduced dilution possible through underground disposal of thickened or paste tailings. Just as home theater systems advertised as ?plug and play? are rarely quite that straightforward, implementing and improving a thickened-tailings system has its challenges. However, the technology has also developed in recent years so it is more accessible. Some success factors have emerged because of the new technologies. Is thickened tailings the right solution? The first step in success with thickened tailings should be whether it is, in fact, the right solution for a particular mine. And, if so, what type of thickening is best. The answer depends on several factors, including: ? Grain size: The grain size that is optimal for maximizing mill recovery is some-times not suitable for thickening. Other mineralogical factors, such as mica content, may also influence whether the tailings are suitable. ? Water issues: Available water does not always have the purity necessary for the process. Another issue to consider is that if water is in short supply, as is increasingly often the case, thickening may be a way to reduce the need to both take and dispose of water.

THERE is very little useful material in the litera-ture on the construction of manometers, so each experimenter must devise his own instrument. I have experimented for a number of years and have finally built one that is satisfactory. If we are to obtain accurate friction factors in mine-ventilation problems we must use accurate instruments. The most simple and convenient instrument for the mea-surement of small pressures is the inclined manometer or U-tube. By changing the angle at which the tube is set, any desired magnification of the pressure reading may be obtained. The first question in regard to the manometer is: What liquid shall be used? Alcohol, in my opinion, is the best. It does not cling to the glass and it does not attack the rubber tubes. The next problem is the setting of the instrument at the proper angle. One method is illustrated in Fig. 1. The base plate AC is made horizontal by a level bubble. The plate AB, which carries the U-tube, is hinged at A. The angle z which AB makes with the horizontal may be made any value by pinning the end B at the calculated position on the arm CD. Such an instrument may be designed to read directly in inches of water if a liquid of constant specific gravity is used. If the specific gravity varies, a calculation is necessary to convert the reading into inches of water.
