The occurrence of oil or "tar" in Mexico was mentioned as early as the seventeenth century by Friar Sagahun, who gives the Indian name "chapopote," by which these asphalt seepages are still called. This asphalt was apparently used, as it has been used by primitive people in many parts of the world, in religious ceremonies and for medicinal purposes. Travellers also report that the ruins in Yucatan and the pyramids in southern Mexico show traces of the use of "chapopotel' as a building cement.l DeGolyer says that the first attempt to exploit oil or gas in Mexico in a commercial way is shown by the records of the Memoria de Fomento of 1865, when permission was granted to a Senor Ildefonso Lopez to exploit the deposits of petroliferous substances in the San Jose de las Rusias area in the State of Tamaulipas. Other concessions follow, and probably refer to surface seepages which occur in that district. This was several years after the discovery of oil in Pennsylvania. In 1868, a well 125 it. deep was :drilled by a company organized in Mexico City, in what is now known as the,, Furbero district, and a little oil was refined there. In 1873, residents of Tampico denounced seepages along the Tamesi River, and asphalt was mined near Tempoal in the Canton of Tantoyuca. No drilling was attempted. But between 1880 and 1883 several shallow wells were drilled for oil in Mexico, two of them being near the present Potrero de Llano field west of Tuxpam. The wells were drilled by a Boston company with Canadian rigs, and are said to have reached a depth of about 400 ft., while one is reported to have flowed. Several other abortive attempts were made to drill for oil between 1885 and the beginning of the present century, about which time the Mexican Petroleum & Liquid Fuel Co., Ltd., in which Cecil Rhodes was interested drilled 24 wells unsuccessfully, several of them as deep as 1,500 ft., in the State of Vera Cruz. "Lead has been reported to affect blood vessels and kidneys. It also produces adverse effects in the mental and physical development of children and nervous system of adults. It is also considered as a possible cause of cancer. Because of all these threats to the human life, the reduction of its environmental occurrence, by means of recycling, is an important additional advantage to the usual ones derived of the procedures of the secondary metallurgy: lead can be recycled several times maintaining its characteristics equivalent to the primary one.Furthermore, this way of producing the metal avoids the environmental impacts of primary lead melting. Also, as an additional advantage, it triggers the metallurgical process with a raw material in what we observe higher lead content than in the natural ores. Some of the potential sources for these purposes are: ashes, slags, electrode residues, anodic muds, spent electrolytes, solid and liquid wastes, industrial or automotive catalysts, worn-out or obsolete equipment components and/or final consumption products.About 40% of world’s lead production comes from automotive batteries, mainly composed of four parts: plastic box, electrolyte (diluted sulphuric acid), contacts and connectors of Pd-Sb and plates (PbSO4, PbO2 and PbO). The plates represent 75% of the total mass. Metallic parts can be melted at moderate temperatures and then refined. The remaining fraction, constituted by the non-metallic portions, can be recovered by hydro and electro-metallurgical routes. These routes are preferred instead of pyrometallurgical ones due to the ultimate emissions of lead particulates and sulphur dioxide.The principal constituent of the residual paste of batteries is the lead sulphate. In this process, the paste is treated in two stages: in the first, lixiviating with Na2CO3 (desulphurization of the paste), obtaining PbCO3 and Na2SO4; in the second, the lead carbonate is lixiviated with HNO3, producing Pb(NO3)2, soluble, that can be converted to metallic lead by electrolysis. The reaction of PbSO4 with Na2CO3 in aqueous solutions is fast: the global rate is limited by the diffusion of the carbonate ions inside the reaction medium."

In previous publications1 it was shown that a scalar model of any weighty structure, where the stresses produced are mainly due to gravitational forces, will behave similarly to its prototype if the model and prototype material are the same and the model is placed in a centrifugal field of force (substituted for the gravitational field) which has been increased in the same proportion as the linear model scale is decreased. This principle is now being applied to a study of the behavior of mine structures in an attempt to determine the laws that control them. The importance of using models as a means of solving mining problems has been discussed previously, yet it may be well to reiterate here that this method of research and type of solution have been productive of far-reaching results in other engineering fields, notably those of hydraulics and aerodynamics. Model research is a comparatively cheap and time-saving method of checking practical experience. Up to the present time the best guide to what will happen underground has been the judgment of the man who has observed most and been longest acquainted with the local conditions. His experimental work underground is limited by the elements of cost, time and danger, while failure is seldom permissible. In a model, as in a test tube, all elements that affect the solution of a problem are under definite control. Each element may be varied independently at hill and its effects noted. Experimental work on a small-scale model may therefore be performed at a comparatively small expenditure of time and money, instead of on a full scale in the mine, where the cost, time, and danger elements are necessarily great. The experiments described in this paper are to be considered as part of a progress report and a continuation of Technical Paper 425. One object of the research program is to make each experiment point the way for further research on that particular phase of the general problem. In the year 1900 about 212 million tons of bituminous coal were produced in the United States. Almost none of this was produced by surface mines (Fig. 1), because there was no large equipment suitable for stripping overburden at that time. By 1915 the surface mines had built up their capability largely through use of the steam shovel to the point that they produced 2.8 million tons of the nation's total production of 443 million tons. Over the intervening years between 1915 and 1970 surface mining provided a continually increasing percentage of the nation's bituminous coal, stimulated by the growing availability of giant surface mining machines, some of which are presently capable of removing 220 cu yd of earth with one bite of their mighty buckets. In 1970 the nation's surface mines produced 244 million tons of bituminous coal, over 40% of the total national production. On the other hand, the nation's underground mines hit a peak of 560 million tons in 1920, dropped to a low of 273 million tons in 1961, and are presently on a very slow rise. Environmental pressures generally oppose surface mining, and have forced coal companies to consider more underground mining in future planning. Also, since strippable reserves are decreasing in the eastern states, an increase in underground mining is expected over the coming years. However, in the western states there are enormous reserves to be extracted by surface methods. Why has surface mining increased, while underground mining has decreased? It's largely a matter of economics. The cost per ton is greatly reduced by surface mining because of the relative ease of obtaining the coal. Also, there is a much greater percentage of coal recovery-nearly 85% in surface mines within the minable area, as compared to an average of about 50% in underground mines. Much surface mining recovers coal that could not be extracted by underground methods because of coal bed thinness, or multiple beds close together, split seams, the nature of the roof, and other geologic conditions. Secretary's Apology: Although every effort was made to secure efficient stenographers, the railroad conditions at the time made it impossible to get stenographers from Salt Lake City. Practically all of the discussion was therefore lost, and the Secretary's apologies are offered to those whose names and remarks we are unable to record. 'We are indebted to R. Dawson Hall of Coal Age for what we have been able to print. The question was asked why belt conveyors are not more generally used. BENEDICT SHUBART: Belt conveyors lack the ruggedness of metal conveyors and require more accurate alignment. They are much used in England though comparatively scarce here. The H. C. Frick Company's belt installation at Colonial mine is an unusual installation for unusual purposes. It is hardly main haulage, but is more comparable to railroad transportation. The belts are in long sections,, nine hundred to twenty-three hundred feet, there are no particular grades, only two turns, and the immense tonnage handled justifies a quality of installation that at this day would not prove economical in most mines. EUGENE McAULIFFE, Union Pacific Coal Co., Omaha: Was much impressed on learning at the American Mining Congress that the Hudson Coal Company had mined last year 1,500.000 tons of coal from a 36-inch bed and had transported this coal to the mine cars by scrapers and conveyors. He did not believe that because one or two percent of the men around the mines were opposed to loading machines, that it should be said that the mine workers were inimical to such labor saving means. He believes that when duly explained to them they could see the advantages of the equipment offered and would be friendly to its introduction. The Sheridan-Wyoming Coal Company at Sheridan have eight Goodman Hydraulic loaders in operation in rooms .with Joy loaders driving the headings. It is not possible for the mines which had to pay high wages to compete with those whose wage scales were lower unless by the introduction of loading machines. He received a letter from Dr. L. E. Young of St. Louis, general manager of the Union Collieries Company, that his two Goodman Hydraulic machines were loading an average of three hundred tons each daily. THE SECRETARY: H. N. Taylor, president, Sheridan-Wyoming Coal Company, said Mr. Green of the American Federation of Labor told him he would have no trouble with Union Labor, and, if any local disturbances were created, they would be stopped. The Union nationally is with the introduction of labor saving equipment. J. B. FORRESTER, General Superintendent. United States Fuel Company, Hiawatha. In his opinion metal conveyors are preferred because they can be lengthened and shortened at pleasure, and so can be operated with greater flexibility than belt conveyors. W. C. HOLMAN, Chief Engineer. Phelps Dodge Corp: The Phelps Dodge Corporation have two Jeffrey belt conveyors in tandem which obviates brushing where the coal is low. MR. E. O. WIEDERANDERS, Jeffrey Mfg. Co.: Says he has seen belt conveyors in use in England and is much taken with the idea. MR. WM. MOORHEAD, Phelps Dodge Corp.: Our conveyors are in twenty-foot sections, each with a motor. Three of them tandem make a sixty-foot face. GENERAL: There was discussion regarding the size of the coal produced by conveyors. It was said that when the Gunn-Quealy Company started their operations, the coal was very large, but now there is not so much care taken to produce large coal as the market is now demanding smaller coal. The Secretary said that the use of conveyors at the Kemmerer Coal Company's mine had almost doubled the percentage of lump coal. Mr. McAuliffe questioned

Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining's reward Tabor traveled west in the 1859 Pike's Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne's Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season's end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district's best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor's by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor's silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County's wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

INTRODUCTION Mineral explorationists range throughout the world looking for mineral deposits which can subsequently be made into mines. Mines are not found! Mines are made, usually at great cost and not often without significant risk. The process of making a mineral deposit into a mine involves a great deal more than a complete appraisal of the deposit. The making of a mine demands detailed feasibility studies of many factors, any one of which, if shown to be negative, could prevent the deposit from becoming a successful mine. Total feasibility analysis involves at least three major fields of study: (1) economic analysis, (2) financial analysis, and (3) political and environmental analysis. Economic analysis is essential for proper decision making at many stages in the evaluation of a mineral deposit. It is the yardstick by which the proposed mining project and alter- native investment opportunities are measured. Economic analysis is concerned with costs and potential profits and can be applied at various stages in the evaluation of a mineral deposit to determine if the project merits the additional funds necessary to bring about each succeeding stage. The nearer any deposit approaches to becoming a mine, the more carefully the economic analysis should be made. Financial analysis has reference to how, where, and at what cost the investment funds can be obtained to finance the proposed mine project. Political and environmental analysis has reference to the many intangible factors that can affect the making of a successful mine. These factors loom larger today than ever before, due to the profusion of government regulations and various environmental constraints now imposed upon the mineral industry both by law and by the weight of public opinion. Ultimately, many of these intangible factors can be resolved back into the economic analysis as an added cost to mine development, but more and more often they have become insurmountable obstacles to any development of certain deposits. The role of financial analysis and the analysis of intangible factors must never be underestimated when making a feasibility study upon which to base investment decisions; however, the emphasis of this text will be upon economic factors. THE PARAMETERS OF MINERAL ECONOMIC ANALYSIS The two major elements of economic analysis are: 1) The potential earnings or annual generated cash flow of the project. 2) The investment costs necessary to realize such earnings. If the difference between the two elements is large enough, i.e., if the return on investment from the cash flow is high enough to attract investors, the project can be said to be financially feasible. The mineral economic analysis must take into consideration many parameters, some of which are known or knowable within certain limits, and others of which are unknown or unpredictable within certain limits and for which estimates must be made. Because both known and estimated parameters enter into the same analytical computations, it is important for the analyst to realize the nature of each when considering the results of an analysis. Some parameters such as the grade of mining block, although estimated, are said to be known within mathematically defined limits. Other parameters, such as the future price for minerals produced, etc., can only be estimated or "guestimated" within reasonable limits for which no precision can be assigned. Known or Knowable Mineral Economic Parameters Known or knowable parameters are: 1) Tonnage and grade of valuable minerals for the total mineral body and for individual mining blocks. 2) Metallurgical recovery of valuable mineral. 3) Minimum operating life of mineral de- posit at any specified production rate. 4) Royalty schedule, property payments, etc. 5) Sales-purchasing agreements, smelter schedules, marketing contracts, etc.

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

Unlike most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are—I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital—it is not those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his approach to the problems of metallurgy, his broad-mindedness and fairness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude—his refusal to accept them as masters—that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united. Howe's Discussion of a Creep Problem I have often wished that Howe were still with us to turn his keen insight upon the problems of the use of metals at high temperatures, a field much studied but still very hazy. Indeed, 53 years ago, in a paper1 before this Institute, Howe stated a problem closely allied to some that still perplex metallurgists and engineers dealing with the high-temperature field. Howe was intrigued by a report2 from another old master, Robert Henry Thurston, on the behavior of annealed vs. cold-drawn iron wire, and in order to broaden the foundation for metallurgical generalization, Howe made experiments of his own on copper and silver. "During excavations of submerged arc furnaces producing silicomanganese, silicon carbide (SiC) has been found. Contributing to the size of the inactive area of the furnace, the active area of the furnace where reactions occur will decrease, thus reducing the potential for pre-reduction in the furnace.This work studied the formation of SiC from the liquid-solid reaction between slag, metal, and metallurgical coke. Slags and metals with different levels of silica (S1O2) and silicon (Si) have been studied. The slag and metal has been heated together with coke, and the samples investigated by microprobe. The results show that SiC was formed on the coke particle through reactions with both slag and metal. For the metal, the carbon most likely diffused through the SiC to react with Si in the alloy. SiC formation with slag is likely to go through the reduction of Si02 to Si.IntroductionToday, Silicomanganese (SiMn) is produced in submerged arc furnaces (SAF) by reduction of S1O2 and manganese oxides, mainly with metallurgical cokes. Typically, the tapped metal has a silicon content of 17 - 20 wt.%. To achieve higher levels of Si, the metal can be refined by adding off-grade silicon metal, yielding low carbon SiMn. [1]. What is believed to be SiC that has been found during dig-outs of SiMn furnaces producing high silicon alloy. It is possible that excess amounts of SiC in the furnace cause operational problems, since SiC will occupy furnace volume. As SiC accumulates, the active volume of the furnace will decrease, increasing the flow of material and gas in the active areas of the furnace. Formation of SiC is inevitable, so it is desired to keep the formation as low as possible. To be able to control the formation of SiC, one has to understand the basic mechanisms."

"The installation of Bored Piles and Diaphragm Wall under slurry using tremie raises quality concerns on the integrity of concrete. It is vital to understand the effects on concrete integrity during concrete pouring process. This paper intends to unveil to what extent the compressive strength of the concrete pour is affected in contact with drilling fluid still. Another important angle of analysis proves whether the inclusion of solids particles of un-hydrated fluid could have impact on the concrete compressive strength. The testing comparing the response of concrete compressive strength when drilling fluid is included into the concrete mix altering the water/cement ratio by 5%, 20% and 30%. Comparative results are analysed between two different hydrated slurries namely sodium activated Bentonite and 3rd generation synthetic polymer.1. INTRODUCTIONSoil stabilization is the base for a successful deep foundation execution. THE ores of mercury of North California are composed of metallic mercury and cinnabar. They are found in serpentine, and are very often associated with chalcedony, in masses more or less irregular, often concentrated enough, however, to furnish ores yielding from three to ten per cent., and sometimes richer. This deposit makes its appearance in Vallejo where it has been worked. North of here the mines are more developed. Most of the quicksilver mines, how¬ever, are situated in Sonoma and Napa Counties. On its outcrop the serpentine rocks have become decomposed, and have often been washed away to a considerable depth, so that in many cases in their neighborhood, what is apparently nothing but ordinary dirt, will frequently contain from two to three per cent. of metallic mercury, with but a trace of cinnabar, in which case, as at the Sonoma mine, it is made up into adobes and distilled. Such material does not require to be mixed with dirt to be made into adobes. Very often, also, the outcrop of the rock, where it is not decomposed, is filled with metallic mercury, so that by striking a pick into it, as at the Rattle-snake mine, a pound or more of mercury at a time will sometimes spurt out. Such rock as this is found in several localities in every stage of impregnation, and usually makes very rich ore. There is generally, however, very little of it, and it is found only in the first workings ; the ore in depth is always cinnabar. At the Rattlesnake mine near Pine Flat, where large quantities of metallic mercury are found, the rock contains so much petroleum that it has been necessary to make special arrangements to burn the carbides of hydrogen, since the distillation of the petroleum causes an extra quantity of poor soot to be formed in the condensation-chambers. At the Geysers the ore is associated with large quantities of sulphur and gypsum, so that in a hand specimen there is often more sulphur than cinnabar, which is a serious impediment to working, especially for the modern style of furnace with iron condensers, and causes so much soot to be formed that it has been known to penetrate as far as the blower, and to so completely clog it as to prevent its revolution. The ore coming from the mine is more or less hand-picked. In one or two cases attempts have been made to treat the poorest, and especially the very fine ores, mechanically as at the California works.

In the winter of 1941-42, muscovite mica was discovered by a young prospector, Justin Purdy, in the township of Mat-tawan, Nipissing District, Ontario, a few miles north of the small settlement of Eau Claire, which lies on the main Transcontinental Highway (No. 17) between Mattawa and North Bay. Muscovite had been known for many years to occur in the general Mattawa region, and various small efforts at production had previously been made by individuals working scattered deposits in the area. These minor activities, however, had never led to production of any consequence or the discovery of any important mica bodies. The Purdy finds were made in a heavily timbered, mountainous area lying about three miles north of the low-lying settled land along the highway, and in a section not hitherto prospected. The mica taken by Purdy and two partners from surface outcrops proved so remarkable in point of size of trimmed sheets that the find attracted considerable attention, and the area surrounding the three claims taken up by the prospectors was quickly blanket-staked by various interests. Though a number of other mica-bearing pegmatite dikes were found later on these stakings, none proved as rich as those on the original Purdy ground; very little commercial mica was obtained from them and attempts to develop them were short-lived. Purdy and his partners sold their initial production to dealers in Ottawa and Hull, where the Canadian mica industry long has centered. Young Purdy, unfortunately was killed in a motor accident in the early summer of 1942. His father continued mining operations for a few months and produced and sold a considerable amount of mica. In October 1942 the Purdy holdings were acquired by lnspiration Mining and Development Co. of Amos, Quebec, which had been active in staking in the area. This company formed a subsidiary, Purdy Mica Mines, Limited, to develop the property. Under the energetic management of Joseph R. Norrie, rapid progress was made, and production soon attained important proportions. Realizing from the outset the unusual character and potential value in the war effort of the Purdy discovery, the Metals Controller, Department of Munitions and Supply, at once arranged with the Department of Mines and Resources for an official geological report on the area, and also drew the attention of the War Production Board in Washington to what seemed likely to prove a highly important source of strategic-quality mica. They are not able to regenerate or regrow. One can ask a simple question: How long will they last? Or, is there anything left for our great grandchildren and many generations to come? The answer is not simple. Some minerals have become scarce or about to deplete. Some minerals may last longer. The reserve of a type of minerals depends on what we have discovered and the minable amount depends on accessibility and technology we have. Even if there are minerals in the deep ground, we may be limited by our technological capability. At the same time, we also need to understand the action of mineral extraction from the ground and the consequences of that action. Mineral extraction is a very hard work. We must break the ground to extract the ore, either through surface mining or underground mining. This action means disturbance of the land where we live. The disturbance is much more visible in surface mining than underground mining. The disturbed land, if not properly reclaimed after mining, is not going to be reusable. The very purpose of extracting minerals from the ground is to support our life but the action has a negative impact on our life. How can we reduce and limit disturbance of land from the action of minerals extraction? How can we make the disturbed land reusable? These issues must be properly addressed and a balance achieved."

The complete statistics of zinc-ore production in the United States for 1916 are not yet available. The following figures are, therefore, only approximate. The total production of concentrates for this year, including New Jersey and Tennessee, amounts to 1,280,000 tons. Of this tonnage, five mines produced approximately 536,000 tons, or about 42 per cent. The remaining concentrates came mainly from the "Valley States," Missouri, Wisconsin, Kansas, Oklahoma, and Arkansas. The 1,280,000 tons of concentrates represent about 25,000,000 tons of crude or run-of-mine ore. Of the five mines producing the 42 per cent., the dimensions of three are approximately 25 by 1500 by 2000 ft. (7.6 by 457 by 610 m.) or more: Four of the five mines are undoubtedly veins in the common acceptance of the term. They are located in great vein systems. The mines of "Valley States" have not, so far, been classed as veins; simply as "secondary deposits." The origin of these secondary deposits has been a warmly debated subject. Many geologists contend that they are the results of leaching from overlying and adjacent rocks carrying but traces of zinc, these traces leached out and deposited in favorable places. If this theory is correct, deposition is strictly limited to shallow depths. No volume of ore comparable to that of "true fissure veins" is to be expeeted. Just what this means to the future of zinc mining in these States is here indicated. The total zinc-bearing areas of these States amount to about 9124 sq. miles (23,631 sq. km.). Assuming that 10 per cent. of this total will be more or less productive, there are 912 sq. miles (2,362 sq. km.) of "mineral" ground. The average depth of the operated mines is something like 100 ft. or less. In Bulletin 606, U. S. Geological Survey (1915), p. 202, Siebenthal makes the following statement: "The writer is informed by William Waugh, one of the drillers of the Stone City well, that cuttings from other wells which he drilled in the vicinity of Pittsburgh, Kan., have shown galena and sphalerite taken from a depth of 591 ft. (180.14 m.) and that the showing of ore at some places would be considered good enough to justify the sinking of a shaft had it been found in the Joplin district and at shallower depths." Some attention should be given to definitions. The term "unit operation " may have at least two meanings. One meaning is the merging of titles and the development and operation of the unitized area, as if it were one tract of land held under a single oil and gas lease, according to a definite program intended to accomplish a maximum recovery from the pool as a whole at a minimum of cost. It is incomplete when the royalty owners do not also merge their titles to their oil and gas rights in the area, and is complete when they do. The other meaning is not accompanied by any merger of titles, but the development and operation of the area is in accordance, as nearly as reasonably practicable, with such a program. This second conception may be nothing more than a cooperative development and operation plan, but in this paper it is regarded as more than that. If there cannot be unit operation without a merger of titles, it would seem that the state cannot require unit operation, for it cannot require a merging of titles; but if it may consist in requiring each and all of the leaseholders to develop and operate or to submit to a development and operation according to some such common plan as is referred to above without at the same time requiring a merger of titles, it would seem that unit operation may be required by the state. Whether the states have this power is the subject to be herein considered. If the state can so bind the several lessees, it also can so bind the several lessors. The writer does not know what would be an ideal plan for the development and operation of a pool; but it takes into account the fact that the accumulation of gas and oil is not uniform throughout the formation; that often free gas, highly compressed, occupies the upper portions of the reservoir, the oil with compressed gas in solution coming next in order; that at places oil is not overlain by free gas, and sometimes there are peaks where free gas is not immediately underlain by any oil; and the fact that these substances are held under a uniformly distributed pressure, generally referred to as "rock pressure." It also recognizes that the most efficient utilization of this naturally existing reservoir pressure in the recovery of the oil requires that there be no operation of wells completed into areas where gas only has accumulated, for this diminishes the

INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered arc' those circumstances under which any company, including one that is cash rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON INVESTABLE CASH If you approach an individual with an investment which can be financed from savings, or by borrowing at a rate higher than one is earning on savings, that individual will quickly tell you that to pay interest at a rate higher than is being earned on savings would reduce overall income. Assuming that additional investment opportunities are not currently being considered, the individual concludes that a draw-down on savings, leaving a cushion for contingencies suited to individual circumstances, is the correct financial decision. For reasons discussed later, the simple mathematical logic leading to this conclusion tends to become obscured at the corporate level. When Leveraged Studies Are Inappropriate or Premature Surprisingly, I have heard of a number of companies that could afford to finance an investment solely with internal funds, which have made DCFROR (i.e. discounted-cash-flow rate-of-return) studies not only on a 100% equity basis but also on a leveraged basis. Certainly, a leveraged study would be appropriate if additional projects were competing for more capital than was available internally. Often, however, other projects are not far enough along to warrant a leveraged study and there is some danger that a project may be undertaken because it has an estimated acceptable rate of return, on a leveraged basis, that is not ultimately earned because some of the other projects are postponed or abandoned and borrowing is less than expected. For the above reasons, until it has been determined that (1) borrowing is a reasonable certainty for a particular project and (2) the timing and amount to be borrowed has been determined within a reasonable range of accuracy, I believe it is inappropriate and misleading to calculate DCFROR for a project other than on a 100% equity basis. Even when there are several projects currently competing for funds and borrowing will be required to finance one or more of them, using the common yardstick of calculating DCFROR on a 100% equity basis is a safer method to initially evaluate and compare the attractiveness of the projects. Many companies, whether they would have to borrow or not, will reject projects that on a 100% equity basis do not meet their minimum rate of return standards. Some companies which have to borrow will undertake a project provided the project's DCFROR on a leveraged basis meets its minimum return standards. The danger of this approach is that even moderate shrinkages of estimated cash flows could plunge return below
