Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

ONE of the largest hard rock operations ever undertaken on the continent is part of the Aluminum Co. of Canada's gigantic British Columbia development in the mountainous wilderness back of the north coastal port of Prince Rupert. To provide electric power for the huge aluminum smelter under construction at Kitimat, 400 miles northwest of Vancouver, Alcan is reversing the flow of a 5000 sq mile drainage area by blocking the eastward-flowing Nechako River with the largest sloping clay core dam in the world. The backed-up waters of a 110-mile chain of lakes will be tapped at their eastern end by a 10-mile tunnel piercing a mile-high mountain range. From this tunnel water will pass through penstocks to a subterranean powerhouse after a drop of 2600 ft and empty into the Kemano River almost at tide water. A projected battery of eight turbine-driven generators will produce more than a million horsepower, although, initially, three generators of 140,000 hp each will be installed. Power will travel 50 miles across another mountain range, over a glacier, and across an arm of the ocean to what will ultimately be the world's largest aluminum smelter-a plant 2 ½ miles long. Ore smelted at Kitimat will come from Jamaica, but carving the tunnel, penstocks, and powerhouses cavern out of the heart of a mountain is so vast a job that most of the problems of a major mining operation are encountered. The powerhouse cavern alone is a big hard rock job. This chamber lies 1400 ft back from the mountain face and will eventually be 1100 ft long, 80 ft wide, and an average 118 ft high. Now under construction, the roof of this cavern will take the form of a parabolic arch. The prime contractors, Morrison-Knudsen Co. of Canada, are to excavate a length of 700 ft by May 1954. This section will provide a main control room, erection bay and space for eight generating units. The roof arch is to be lined with reinforced concrete and a plan now under study provides for concrete curtain walls separated from the rock sides of the cavern to prevent moisture accumulation. Cavern Excavation Excavation of the cavern began with the driving of an 8x8-ft exploratory drift 1500 ft long. Two horseshoe-shaped access and tailrace tunnels were bored to serve excavation work. These tunnels are approximately the same length as the exploratory drift and 25 ft high. The floors of both tunnels were graveled to permit the use of rubber-tired equipment. Eventually, the tailrace tunnel will be enlarged to 40 ft height to drain water from the turbine pits below the powerhouse floor. When the tunnels reached the cavern location, a mucking tunnel, approximately 25 ft square, was driven the projected length of the powerhouse at the floor level of the cavern. Another tunnel, 10 ft square, was carried in the same direction from the exploratory drift at the level of the arch spring line, 65 ft above the cavern floor. To connect these two tunnels, seven shafts 10 ft wide and approximately 80 ft long were driven through to the lower mucking tunnel, 65 ft below. These shafts were located on 120-ft centers, the length of the powerhouse cavern. Blasting is done from this upper tunnel to the final line of the roof arch. Two bulldozers, an International TD-24 and a TD-9, doze blasted material to the shafts where it drops to floor level. From here, the rock is loaded by Eimco loaders and power shovels into rubber-tired Koehring Dumptors and Euclid end-dump trucks. The arched roof section will be completely excavated and concreted before vertical blast holes are drilled down from the level of the arch spring line to the floor of the cavern. The arched roof section with its parabolic curve will have a width of 80 ft and a rise to the crown of 47 ft.

IT has long been known that there are wide variations in the thermo-electric potential of pyrite. In the last few years a study of this variation and other properties of pyrite was carried out at the University of Toronto by F. G. Smith on specimens of pyrite from many loyalities. As a result of these studies the pyrite geothermometer was developed by Professor Smith. The calibration of the pyrite geothermometer is based on the assumption that "crystals of any one electronically conducting mineral species deposited at a high temperature have a more positive thermoelectric potential than crystals deposited at a low temperature, and the thermo-electric potential varies continuously between any given limits of the temperature of deposition." The cause of the variation was postulated to be crystal discontinuities, such as lineage boundaries. As yet this postulated relationship has not been established as fact. On theoretical grounds it is indicated that the thermo-electric potential of pyrite or any other partial conductor is dependent upon a number of factors as well as the temperature of formation. For this and other reasons there is ground for doubt as to the validity of the relationship postulated above. To date a large number of readings have been made with the pyrite geothermometer which have been recorded in terms of the calibration of the instrument in degrees centigrade. So far most of the pyrite tested by this technique has been in association with gold ore. The values for the temperature of formation obtained in these tests appear to be reasonable and, in relation to geological problems, to vary in the right sense. Determinations on some specimens not in association with gold ore have given readings that appear to be much too high, taking into account the probable maximum temperature of the host rock. To sum up, although many determinations made with the pyrite geothermometer appear to give reasonable values for the temperature of formation of the pyrite, there are at the same time other readings which seem anomalous. On the basis of an examination of available results of work with the pyrite geothermometer, two problems must be considered: 1—the validity of the calibration of the pyrite geothermometer; and 2— the nature of the distribution of the thermo-electric potentials of pyrite in relation to the specific problems that have been examined. In this paper the academic problem relating to the validity of the calibration of the pyrite geothermometer will not be discussed. Instead, the variations of thermo-electric potential of pyrite in association with gold veins will be discussed with regard to specific examinations. The first of these two examinations deals with the distribution of thermo-electric potentials of pyrite in association with a gold vein and was carried out in the McIntyre Porcupine Mine, Schumacher, Ont., in the summer of 1949 as part of a study with this technique. The second problem deals with variations of thermo-electric potential of pyrite in gold ore specimens from all over the world. The specimens used in this study were part of the private collection of Frank Ebbutt, geologist for Howe Sound Exploration Co. Results of Detailed and Reconnaissance Studies In discussion of the results of determinations made in these two studies the values of thermo-electric potential in millivolts will be used. It will be noted that in some of the diagrams the determinations are recorded in terms of pyrite geothermometer temperatures. Fig. 1 is a calibration chart relating pyrite geothermometer temperatures and thermoelectric potentials. A full discussion of the technique is given in the original paper by F. G. Smith.' Briefly, the determinations are made by placing two stainless steel probes, one hot and the other cold, against the surface of the pyrite crystal being tested. IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company's responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company's expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920's, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

A comprehensive review of the salient features of the differentiation method of rheological analysis in Poiseuille flow from its inception circa 1928 is presented. Here no initial assumptions regarding the nature of the function relating rheological parameters to observed kinematical and dynamical parameters are required in the data-analysis process. In contrast, the integration method involves interpreting flow properties in terms of a particular ideal model. It is shown that, although both methods represent modes of solution of the same integral equation, being relatively bias-free, the differentiation method offers a more discriminating procedure for rheological analysis. The application to problems involving plane Poiseuille flow is also described. INTRODUCTION In most instances, the approach to the problem of interpreting the rheological properties of various compositions as they are affected by changes in chemical or physical environment, assaying the characteristics of a particular constituent of a suspension, analyzing flow behavior in terms of interactions between components in a system, to cite but a few examples, has been in terms of what Hersey1 terms the integration method. Briefly, it consists of interpreting flow properties in terms of a particular ideal model. The usual practice of the integration method is to choose a model with a minimum number of parameters because, other things being equal, it is desirable to use the simplest model which will describe the behavior of a real material and yet be mathematically tractable for the requirements of data analysis. This expression is then substituted into an equation which relates observed kinematical and dynamical quantities, such as volume flux Q and pressure gradient ], and angular velocity and torque T, in a capillary and concentric cylinder apparatus, respectively. The rheological parameters appear on integrating, in an expression relating the pairs of observable quantities such as those just given. In many instances a particular model provides a good representation of rheological behavior over a reasonable range of compositional and environmental changes. Just as often, however, it is obvious that the interpretation of rheological changes by the integration method is not providing realistic information about changes in flow behavior. A more general method of interpreting rheological data for a given material is to make no initial assumptions regarding the nature of the function relating rheological parameters to observed kinematical and dynamical quantities, e.g., flow rate and pressure drop in capillary flow or angular velocity and torque in a rotational viscometer. This general method Hersey1 terms the differentia-ation method. Instead of integrating, one differentiates the integral equation with respect to one of the limits, i.e., one of the boundary conditions; the resulting expression contains the same observable quantities just given, their derivatives, and the rheological function evaluated at that boundary. By obtaining these derivatives from experimental data, graphically or by a computer routine, they can be substituted into the differential equation and a graphical form of the function derived. THEORY OF THE DIFFERENTIATION METHOD FOR POISEUILLE-TYPE FLOWS In this introductory paper, two flow cases which are important in viscometry are considered (one for the first time) from the differentiation method of analysis, flow in a cylindrical tube and flow between fixed parallel surfaces of infinite extent, the basic integral equations being formulated in a manner analogous to the way they originally appeared in the literature. In addition, the following ideal conditions will be assumed: (1) an absence of anomalous wall effects, (2) isotropic behavior everywhere, and (3) steady laminar flow conditions. Before proceeding it would seem appropriate to preface the analysis of these flow geometries with the comment that the basic philosophy of the differentiation method could be said to stem directly from the efforts of Herzog and weissenberg2 to indicate systematically the various ways of using

INTRODUCTION The orebody at Pea Ridge strikes NE-SW and dips at about 800 to the SE. The ore and surrounding rocks are Pre-Cambrian in age. These rocks are usually very competent. Locally strong jointing has caused problems and toward the hangingwall dikes have caused particular problems during or after the open stoping phase of production. About 396 m of sediments lie over the ore. The shape and mineral content of the orebody has been fairly consistent so far with production areas lying from the 1375 to the 2475 levels. The deeper limits of the ore- body haven't been found yet. The ore is high grade magnetite with a strike length of over 600 m and a maximum width of over 180 m on some levels at the center of the orebody. Production at Pea Ridge for the first three years of operation came from two types of open stopes. The original stopes were recovered with horizontal production rings being drilled and blasted from vertical raises. Later a more typical sublevel stoping method using vertical production rings from one or more drilling sub- levels was used. There were a number of reasons for the selection of open stoping as the initial production method at Pea Ridge. First, it was judged that the ore was not of a block cave quality. After fifteen years of production, this assumption can be verified. There was some concern during the planning days for the potential for high flow rates of water into the mine from aquifers in the sediments lying over the orebody. Dewatering wells from surface and underground were put in as a precaution and nothing came of this potential problem. Open stoping and its resulting pillar structure put off this problem by supporting the sediments a few years longer. For a moderate investment in level development some production from open stoping was quickly realized. The first open stopes were brought in on what was then the bottom mine production level (2275), near the shaft pillar and situated on the footwall. This production practice of stoping on the heels of development from shaft pillar westward and from footwall to hangingwall continued through the open stope phases of production at Pea Ridge for many years. From the standpoint of mine efficiency and pillar stability, this would not seem to be a recommended mining practice. 74 570 w electric slushers, using 1.37 m dippers, pulled the open stope ore out into 18 ton bottom dump cars. Ordinarily five of these cars made up a train, which was pulled to the dump area by a trolley powered electric locomotive. Open stoping had the disadvantage that 100% of the recoverable portions of the orebody had to be developed in order to recover 33% of the ore. 67% of the ore was left behind in a large pillar system. For many years we had no planned method for recovery of these pillars. Mining methods are of course, limited by the existing technology. Advancing technology, coupled with the limited production capabilities of open stoping, low efficiencies and high relative cost early in the history of the operation recommended that other mining methods be looked at. In Sweden, considerable practical experience, coupled with a large amount of theoretical work had become available on sublevel caving. To Pea Ridge it offered the apparent benefits of: 1) The flexibility of diesel powered trackless haulage. 2) The efficiency of two machines to one operator on longhole drilling. 3) A multilevel production picture with a large number of drawpoints for ore recovery. 4) 100% recovery of the mineable portion of the orebody in one production pass, with no pillar recovery problems left behind. This paper outlines the experiments and experiences which Pea Ridge has gone through with sublevel caving from 1967 to this date.

The authors of T.P. 4179 have conducted a large number of experimental water floods, and the data are reported in a very clear manner. These data show significant variations of residual oil saturation with changes in wettability, interfacial tension, flooding rate, and oil-water viscosity ratio. Furthermore, some of the data obtained cover a range of variables not previously reported in the literature. It is our opinion that at least some of the observed variation in oil recovery can be obtained only in floods made under conditions identical with those used by the authors. There are other systems which may be said to have the same wettability, but which exhibit an entirely different qualitative dependence of oil recovery on the experimental variables. In this regard, we would like to direct attention to several items which we feel are not given sufficient consideration in the paper. The first of these items has to do with wetting equilibrium. A survey of the current literature will reveal that little is known, and even less is understood, about wetting equilibrium. This is particularly true of the relation between contact angle measurements made under static conditions, and the wettability existing under the dynamic conditions of floods carried out at relatively high rates. We feel that this is a very important consideration, particularly in the floods the authors performed under what they consider to be "water-wet" conditions. It is our opinion that wetting equilibrium did not exist in these floods, except possibly at the very lowest rates. This opinion is in part based on some flooding tests we have made which are very similar to some of those described by the authors. These floods were made in unconsolidated cores, 6 in. long and 13/4 in. in diameter, made up of carefully graded glass spheres of the approximate size of the sand grains used in the subject paper. The cores were mounted vertically, and distilled water was used to displace a refined oil equivalent to the authors Soltrol C. The glass spheres had previously been carefully cleaned so that they were strongly wet by the water. The floods were made with and without an interstitial water saturation. When interstitial water was present, the solid surfaces were mostly covered with water prior to injecting the flooding phase. Consequently, a condition very near wetting equilibrium existed throughout the flood. The data in Fig. A show that under these eircumstances, rate had no influence on residual oil at flood-out, over the range of rates studied. On the other hand, in the absence of interstitial water, the surfaces are all covered with oil before the displacement. To achieve wetting equilibrium the injected water must displace the oil from the surfaces themselves. This is not a fast process. Therefore, the effective dynamic wetting condition in floods of this type must depend upon the flooding rate. When the flood rate is very low, compared to the rate at which wetting equilibrium is attained, the residual oil saturation at flood-out is essentially the same as the residual obtained when interstitial water is present. This is shown in Fig. A, and occurs because the dynamic wetting conditions are the same in both cases. However, at moderately high flooding rates, the rate has an important bearing on the amount of oil recovered because in this case the attainment of surface equilibrium is the slow step. We believe that, in the absence of an interstitial water saturation, oil recovery varies with rate because of the reasonably slow approach to wetting equilibrium which occurs during the displacement. In fact, as the rate is increased, the oil recovery performance indicates the core is becoming progressively less water-wet. At the highest rate there is even considerable simultaneous production of oil and water after breakthrough. This does not occur at the lower flooding rates, nor is there appreciable simultaneous oil and water produc-

THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country's dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements. The Munition Board's Material Purchase Specification for corundum, dated February 1954, covered two grades of crystal corundum intended primarily for abrasive use. It established limits of size and of composition: Grade A, at least 95 pct +3 mesh and 92 pct alumina (Al2O3); Grade B, at least 95 pct +7 mesh and 90 pct alumina. It also specified that "of each lot of material, not less than 95 percent shall have a hardness equal to or exceeding nine (9) on Moh's Scale." These specifications were unsatisfactory for several reasons. They did not allow the purchase of lower grades of corundum being used by industry. Neither did they specify exactly what a corundum ore actually was, except that it should contain so much alumina and have a certain scratch hardness. Nothing was said about the abrasive qualities of the material that was to be purchased primarily for abrasive use. During the period 1946 to 1948 supplies of the two grades defined in the then current specifications continued to decrease. Early in 1949 industry recommended that the finer sizes of corundum known as "crystal corundum concentrates," ¼-in. to 16-mesh material, be added to the stockpile specifications and that lower grades of crystal corundum also be included. In the spring of 1949 the National Bureau of Standards and the Bureau of Mines were asked by the Munitions Board to cooperate in developing more practical specifications for grading natural corundum ores. The National Bureau of Standards indicated that it would investigate physical test methods for determining abrasive characteristics of corundum, and the Eastern Experiment Station of the Bureau of Mines at College Park, Md., stated that it would consider the mineralogical aspects of the problem. Members of these two agencies, in consultation with representatives of the Office of Materials Resources of the Munitions Board and of the Federal Supply Service of the General Services Administration, and with the cooperation of industrial suppliers and consumers of abrasive corundum, developed, in a fairly short time, more practical specifications for six grades of corundum ores. The new specifications, issued January 1951, were for corundum, natural crystals, as by this time high-purity synthetic corundum was available and widely used. Nevertheless, for certain specific applications the natural product was preferred over the synthetic material. It has been extensively used in forming snagging wheels. It breaks into more or less cubical particles, whereas artificial corundum fractures into splintery shapes. These produce irregular cuts in glass, while the more symmetrical shape produces a more uniform ground surface. For this reason natural corundum has been preferred for certain types of lens grinding. Pure corundum is clear, colorless alpha alumina (A12O3), but it is rarely found in nature in this form. The most important gem varieties include the blue and yellow sapphires and the ruby. In 1977, an article in World Mining1 reported a total of 2726 rotary blasthole drills in service. This figure included only those machines produced by three of the manufacturers building drills of this type. The total, therefore, is much higher. Rotary drilling in the mining industry is big business to the manufacturers and suppliers involved, and a significant cost item to mine operators. The time has come to take a hard look at rotary drilling technology with an eye to reducing costs by increasing drilling efficiency. The efficiency of any rotary drilling operation is best measured in terms of the rate of penetration achieved by the bit. In blast hole drilling, there are five factors which affect the rate of penetration. They are: (1) bit selection, (2) weight on the bit, (3) rotary speed, (4) hole cleaning, and (5) formation properties. Of these factors, all but one may be controlled by the operator. Looking at any one in detail may reveal possible improvements in the system. One of these factors -- proper hole cleaning - will be discussed in this paper. In order for a bit to perform at its maximum capability, each tooth or insert should strike fresh clean rock as it falls into its drilling position. If the tooth or insert lands on previously drilled cuttings, a major portion of the energy delivered to the bit is absorbed in redrilling this broken material. A major portion of the interest, therefore, should be directed to the proper cleaning of the bottom of the hole. In an in-depth study of the cleaning of large diameter holes, Allen2 reports that horizontal air velocities of 38.10 m/s are necessary to prevent the saltation of drilled cuttings on the bottom of the hole. The exact flow pattern on the bottom of the hole, however, is not generally known. The air leaves the bit through the jet nozzles and the mouths of the cones, but where it goes from there is uncertain. This problem should be investigated by the bit manufacturers because they can best utilize the results of such an investigation to provide a more effective product. Some work has been initiated in this area and competition will probably increase its intensity. Bailing velocity is the best criteria to measure the cleaning of the hole, including the bottom, and is the factor on which efforts toward improvement must be concentrated. The first consideration is "What should the bailing velocity really be?" In drilling deep holes for oil and gas, 15.24 m/s is the generally accepted figure. In blasthole drilling, the figures of 25.40 m/s for average rock to 35.56 m/s for iron ore were first mentioned by Capp3 in 1962. The recommendations are the same to this day. A number of questions could be asked in regard to the apparent disparity between these two sets of figures. Various investigators have derived formulas which support one or another of these criteria. A thesis on the subject was written by Alexander4 who derived a formula based on research which resulted in velocities in the lower end of the ranges quoted previously. He set out to compare this figure to laboratory tests and his tests indicated that the velocities given by the derived formula appeared to be high.1 Perhaps the best reason that the 25.40 to 35.56 m/s range has been used, is that these velocities seem to work. Below the accepted figures, low bit life and slow penetration rates occur. Above these figures, increasing amounts of abrasive wear on the drill pipe and stabilizers seem to appear. There is a fallacy to this entire approach, however. The entire velocity calculation is made using nominal bit and pipe sizes and compressor deliveries with no compensation made for losses in the system. Perhaps an examination of some of the things that are not presently considered could lead to some practical improvements in the operation.

THE Enos Coal Mining Co. owns an area underlaid by coal, of approximately 5000 acres. This property is situated 9 miles from Oakland City, in the southern part of Indiana. The mine has been in operation 5 years, during which time some 350 acres have been stripped, and stripping is now proceeding at the rate of about 100 acres per year. TOPOGRAPHY These coal lands consist of gently-rolling agricultural fields which in times past were farmed for wheat. There is no timber and but very little brush to contend with. The overburden varies from 10 to 60 ft. in depth. A thin bed of slate overlies the coal, followed by limestone, which varies from 3 to 15 ft.; this, in turn, is followed by sandstone, slate, shale and clay. There is a very wide variation in the thickness of all of these beds. The coal has an average thickness of 5 ft., and is a good grade of high-volatile bituminous. MINING OPERATIONS Briefly, the sequence of operations is: drilling holes with churn drills; blasting with L. 0. X.; stripping overburden to uncover coal and, finally taking up the coal, which is sent to a tipple for cleaning and sizing. In order to show what is being accomplished by the use of L. 0. X., results will be shown from May to November, 1926, inclusive, and compared to the same period in 1925. No work was done in No. 1 pit during May, 1925, hence all figures are unduly low for this month. Drilling There are in use 8 No. 44 Loomis clipper drills, caterpillar traction with gasoline engines; recently these were equipped with extra heavy stems, measuring 26 ft. overall and 4 ½ in. dia., to increase the speed of drilling. In addition, 4 No. 1 ½ G non-traction drills have been acquired, and are used to save the time of the larger drills when recleaning is necessary.

SINCE the discussion On steel rails in America has forcibly drawn attention to the value of chemical analysis, if not as a necessary stipulation, at least as a guide to control the usual mechanical tests, some doubt has been thrown upon the accuracy of the analytical results Obtained by different chemists. To any One having the least acquaintance with chemistry., it is quite clear that if exactly similar results are to be obtained from the same borings of steel, exactly the same methods must be used by the different analysts. Hence the necessity (if complications are to be avoided) of establishing what I may call standard or normal methods, to be used both by the inspectors and by the chemists at the works. Remembering that the application' of chemistry to steel-rail inspection is yet in its infancy, it is of great importance to possess a perfect acquaintance with the best methods in use. Being myself a grateful pupil of Professor Eggertz, of the School of Mines in Sweden, it Occurred to me, two. years ago, that I could not do better than start a laboratory of my. own, and engage One of his pupils, Mr. Troilius, for the purpose of analyzing the steel borings from mechanically-tested rails, so that I might thus Obtain without delay thoroughly accurate determinations. In recent years however, the region has also been the focus of a great deal of activity in the extender and filler mineral s business from companies seeking to position themselves to take advantage of the large demand for these materials both here and abroad.Extender and Filler MineralsExtender and filler mineral s include 15different products used in numerous end uses. The nine most important extenders and fillers are listed in Table I. These products range in price from under $50 a ton to over $4,000 a ton and basically represent the following three different types of minerals:Particulate products-Calcium carbonate; Kaolin; Silica.Platy minerals-Talc (Montana, Canada); Mica.Fibrous minerals-Talc (California, Eastern U.S .A.);Wollastonite.What distinguishes these products from other industrial minerals? For one thing, an important feature of extender and filler minerals is that they are used primarily in such consumer non-durable good s as paper, paint, plastics, sealants, and rubber which traditionally do not react as violently to swings in the economic cycle. In addition, these minerals are sold principally on key physical properties, usually brightness, particle size and shape, oil absorption, and hardness. As part of the physical minerals segment of industrial minerals, extenders and fillers are traditionally the most stable group and typically the most profitable. Studies by C.H. Kline over the past decade on extender and filler minerals has revealed historic average profitability (expressed as a percentage on sales) nearly double that of most other industrial mineral s.The demand for these minerals in the western region (Fig. 1), closely follow s the areas of greatest population concentration. These markets include pulp and paper, mainly in the Pacific Northwest, and paint, around Los Angeles and San Fran cisco. Other significant markets for extender and filler minerals in western North America include joint cements, carpet backing, and plastics, mainly PVC pipe."

The Drummond Basin is a large intracratonic basin which developed in central Queensland during Late Devonian to Early Carboniferous times. It is postulated that the Drummond Basin developed as a foreland basin, to the west of a probable west dipping continental margin volcanic arc and subduction zone. The Drummond Basin sequence has been s,ibdivided into three tectono-sedirnentary cycles. Cycle I forms the base of the sequence and comprises thick sequences of intermediate to felsic volcanics and proximal volcanolithic sediments. The volcanics, particularly in the northeast of the basin, occur in separate sub-basins around what were probably isolated eruptive centres. In contrast, the rocks of Cycle 2 and Cycle 3 have been deposited during episodes of broad, basin wide subsidence. Five major igneous episodes, some of which may be co-magmatic, are recorded in the eastern Drummond Basin and environs between the Late Devonian and the Early Permian. The first and second episodes occurred during the Late Devonian to Early Carboniferous and are represented by the volcanics in Cycle 1 and Cycle 3. The third episode involves the intrusion of granitoids of Early Carboniferous age into the Drummond Basin sequence. These occur in the Ukalunda area and are related to gold mineralisation at Ukalunda and Valhalla. Episode four includes the felsic volcanics of the Bulgonunna Volcanics. This episode does not appear to he broadly auriferous but gold mineralisation does occur in possible basal Bulgonunna Volcanics at Mount Coolon. The final episode includes a suite of granitic intrusives which intrude the Bulgonunna Volcanics and which are considered to be co-magmatic with them. These intrusives do not appear to be generally associated with gold mineralisation. Gold mineralisation is widespread in the north- eastern Drummond Basin and environs. It is probable that the gold mineralisation is concentrated in epithermal cells during the Late Devonian to Early Carboniferous volcanic cycles. This style of mineralisation appears to be related to tectonic setting in modern analogues.

GOD the Almighty has all things well ordered; in G particular, the effects and attributes of the seven planets whose reign and course (by the grace of God) determine for the most part not only our own life and death but also the growth and decay of vegetable and mineral life, so that the aforesaid planets generate and develop in a wondrous way the ores of gold and other metals in minerals, rocks, and earths. Specifically, the Sun develops the ores of gold, the Moon the ores of silver, Venus the ores of copper, Saturn the ores of lead, Jupiter the ores of tin and bismuth, Mars the ores of steel and iron, and so on. Since, however, no ore is made alone but each is made and wrought so that it is associated with other ores, it is necessary to know the art of separating the thus-made ores after they have become metals; as for instance, silver from lead and copper; gold from silver, and so on. [2]* If this is to be done usefully, you must be able to assay and must understand everything that is needed in connection therewith. It is obviously true and clear as light of day that some kinds of copper contain silver and some kinds of silver contain gold. In order that you may be able to separate them, so that each is obtained by itself and can be worked with profit and re ward you need first of all a true assay for the values of such metal. The assay, by revealing how great they are, whether the pure has been obtained separate from the worthless matter, and what the admixture is, advises you whether it would be worth the expense and the effort to start mining operations. The formation of intermediate phase layers in cementation processes has been subjected to extensive qualitative investigation though to relatively little quantitative study; this work has recently been fully summarized by F. N. Rhines.' It is necessary here only to cnumerate the general conclusions drawn concerning the kinetic laws governing the growth of intermediate layers and to state what is known concerning the structural changes accompanying the generation of phase layers. I. When the intermediate phase is protective in type—i.e., when its density is less than that of the base metal, so that a continuous coating is formed and maintained—the isothermal growth of the phase follows a simple parabolic equation: X2 = kt [i] where X is the thickness of the alloy layer, k thc reaction rate constant, and t the time. The applicability of this equation to diffusion processes is tested by plotting the square of the thickness versus time, or by plotting the thickness versus the square root of time; the resultant achievement of a straight line in such a plot has been considered sufficient proof of the validity of this equation. Exceptions have been found where liquid phases are involved in the reaction, where the diffusion layer is cracked,2 and where thin semimetallic oxide and sulphide coatings are formed on metals.$ In the first two cases the thickness increases linearly with time, and in the latter it is a logarithmic function of time. 2. The rate of thickening varics with temperature according to the Arrhenius equation: k = Ae-Q/RT [2] where k is the parabolic rate constant of Eq. I, or some other rate-descriptive function, A is the action constant, e the base of natural logarithms, Q the heat of activation, R the gas constant, and T absolute temperature. This equation has been found to be generally valid except when transformations occur during reaction in either the base metal or in the reaction layer; in such instances Eq. 2 is still applicable with different values for the constants A and Q above and below the transformation temperature. 3. Ali phases that are stable at the temperature at which diffusion occurs will appear in the interdiffusion of two components. In some cases certain of the phases may be too thin to be observed and identified easily. Nonequilibrium phases have never been noted in thick reaction layers; i.e., layers of a thickness that may be discerned microscopically. The relative thickness of each phase in a diffusion layer is proportional to the concentration gradient and to the rate of diffusion in that phase.4 The reaction layers tend to have a

The Strategic Minerals Exploration program was started in 1939 and was materially expanded during the war to include critical and essential minerals. Many of them had little experience with such work prior to their employment with the Bureau, and it was necessary to instruct them in their duties. IN the winter of 1941-42, muscovite mica was discovered by a young prospector, Justin Purdy, in the township of Mattawan, Nipissing District, Ontario, a few miles north of the small settlement of Eau Claire, which lies on the main Transcontinental Highway (No. 17) between Mattawa and North Bay. Muscovite had been known for many years to occur in the general Mattawa region, and various small efforts at production had previously been made by individuals working scattered deposits in the area. These minor activities, however, had never led to production of any consequence or the discovery of any important mica bodies. The Purdy finds were made in a heavily timbered, mountainous area lying about three miles north of the low-lying settled land along the highway, and in a section not hitherto prospected. The mica taken by Purdy and two partners from surface outcrops proved so remarkable in point of size of trimmed sheets that the find attracted considerable attention, and the area surrounding the three claims taken up by the prospectors was quickly blanket-staked by various interests. Though a number of other mica-bearing pegmatite dikes were 'found later on these stakings, none proved as rich as those on the original Purdy ground; very little commercial mica was obtained from them and attempts to develop them were short-lived. Purdy and his partners sold their initial production to dealers in Ottawa and Hull, where the Canadian mica industry long has centered. Young Purdy, unfortunately was killed in a motor accident in the early summer of 1942. His father continued mining operations for a few months and produced and sold a considerable amount of mica. In October 1942 the Purdy holdings were acquired by Inspiration Mining and Development Co. of Amos, Quebec, which had been active in staking in the area. This company formed a subsidiary, Purdy Mica Mines, Limited, to develop the property. Under the energetic management of Joseph R. Norrie, rapid progress was made, and production soon attained important proportions. Realizing from the outset the unusual character and potential value in the war effort of the Purdy discovery, the Metals Controller, Department of Munitions and Supply, at once arranged with the Department of Mines and Resources for an official geological report on the area, and also drew the attention of the War Production Board in Washington to what seemed likely to prove a highly important source of strategic-quality mica. Officials of WPB were sent up in the summer of 1942 to inspect the property,

HOTCHKISS, * Madison, Wis.-It was fortunate, in a way, that this subject of income taxation came up during the war when the government could appeal, on the basis of patriotism, to men of large, business experience to undertake the work of formulating this matter and practically donate their services. At any other time the government would have been unable to secure the necessary number of men of like ability. There is one thing that must not be forgotten. In all cases, except the very largest and most important, the application of this income tax law to a mine is going to be made by clerks whose salaries are fixed by a Congress that appropriated a half billion of dollars for a war purpose and provided that $4000 should be the highest salary paid in the adminis-tration of that great sum. The Congress of the United States unfor-tunately seems almost entirely unaware of the fact that men of ability and experience are worth money and must be paid adequately if proper public service is to be secured. While the formulation of the broad plans for administering the law have been in the hands of. men of unusual ability, we have the future to guard, and, if possible, the mining industry should see to it that the Internal Revenue Department is permitted by Congress to pay salaries that will enable it to secure men of the ability and experience necessary to insure proper consideration of the industry. Another fact to which I would call attention is the difference between the business and the economic, or economists', points of view as to what a mine is. The economists have properly, from their point of view, classed a mine as a wasting asset, but the average metal mine is not a wasting asset if it is a real mine. The economists are correct in a broad sense in that every ton of ore taken out diminishes the orebody by that amount. When it comes to the consideration of an individual mine from the business standpoint, the future of that mine rests on unfore-seeable events-the discovery of new orebodies or the development of old bodies beyond the point of probable expectations. Every going mine must develop new ore each year to replace that extracted, and, .during all but the last one or two years of its activity, actually does so. Instead of being a "wasting asset" such a mine, from the practical stand-point which must control valuation, is an "increasing asset." From
