The former mayor of Los Angeles, CA is a believer in public transportation but thinks neither his city nor the entire country is spending enough on basic infrastructure. In fact, the United States has fallen behind most other developed nations in improving public transportation, the former mayor said. Antonio R. Villaraigosa was the keynote speaker at the North American Tunneling (NAT) conference, held June 22-25 in Los Angeles, CA. The event, held every two years, is sponsored by the Underground Construction Association of SME (UCA). This years? conference attracted 1,091 underground construction professionals from around the world. The accompanying exhibition continues to grow, attracting 142 exhibiting companies occupying 162 booths. As always at NAT, registered attendees received the proceedings volume of the conference, which contains 132 papers. The proceedings volume, including a CD of the papers, is available from SME for $149 member, $139 student member and $189 nonmember. An experimental investigation is reported on creep-feed grinding of a nickelbased alloy (IN718) using conventional aluminum oxide grinding wheels. Straight surface grinding expe.riments were conducted on nickel-based alloy blocks over a wide range of grinding conditions with straight oil as- grinding fluid applied at high pressure. Grinding power, forces, workpiece surface roughness, and radial wheel wear were measured. Specific material removal rate as high as 64 mm2/s was Used without burning the workpiece, which can be attributed to the extremely low specific energy of 12.6 J/mm3. It was found that the grinding wheel under the present test conditions had a strong capability of self-sharpening as indicated by the stabilized power, forces, and surface roughness after an initial short transient.

Problems in new strip mine development is a subject that could require several days to cover adequately. Coupled with the fertile imagination of television writers, we could probably expand it into a series rivaling Gunsmoke in longevity with just as many shootouts at sundown. It would-of course-be subject to a high Neilson Rating. To bring the subject into perspective, we will limit the comments to a general discussion covering western strip coal developments. Stimulated by increased demand for low sulfur coal, surface mineable western coal operations began a shift into high gear approximately four years ago. Then came last year's "energy crisis" that increased the pressure on coal development not only in the west, but nationwide. Several eastern power plants having dual oil and coal burning facilities were directed to discontinue using oil. Also, a number of new south and southwestern power plants scheduled to burn natural gas or of I commenced an ordered conversion to other fuels, namely, coal. The involved utilities with reserve positions accelerated their planning while others began the search for long-term commitments from coal producing companies. In addition, announcements were made for proposed mine mouth coal gasification projects in New Mexico, Wyoming, and North Dakota.

Field prospecting for bauxite in Venezuela has had a long but interrupted history having till now oferred but evidence of occurrences. The Venezuelan Government, trough the Corporación Venezolana de Guayana (C.V.G.), in 1974, formalized a major effort in prospection for bauxite in the Shield area and the Orinoco Delta in orden to establish the possibility of raw material supply to an upcoming and expanding aluminium industry. The Corporation, in turn, created and delegated to the Division of Geological Stu- dies, the formulation of the necessary infrastructure and execution of work in orden to determine the existence of economically exploitable bauxite deposits.

"In 2013, Coeur Mining had more than $55 million in general and administrative (G&A) costs and less than $100 million in cash flow. This year, its G&A costs stand at $30 million, down by more than 40 percent, its all-in sustaining costs have shrunk by more than 30 percent, and its cash flow is above $200 million. To realize this, the company aggressively reduced both its corporate overhead cost and operating cost and repaid more than $300 million in debt.The more robust balance sheet meant the precious-metals producer was well positioned to reap the rewards of an upsurge in commodity prices in the early part of 2016. Its stock price soared from $1.75 in January to $15.98 in August. Although the stock price has since dropped to around $9 due to a stronger dollar and a more hawkish Federal Reserve that recently raised U.S. interest rates, shifting the opportunity-cost argument away from buying gold and silver, Coeur remains attractive to analysts in light of its prudent spending and improved fundamentals.Focus on balanced portfolioCoeur is the largest primary silver producer and one of the largest gold-producing companies in the United States and one of the largest silver companies in the world. Incorporated in 1928, the U.S.-listed company has a total of five operations: three in the United States, one in Mexico and one in Bolivia. About two-thirds of its revenue comes from the United States.The company is conscientious about having a balanced portfolio, so no single mine accounts for more than about 30 percent of its business. Being in three different jurisdictions provides further diversification, and its revenue split of about 60 percent from gold and 40 percent from silver gives it some metals mix. This year, it expects to produce about 466 t (15 million oz) of silver and 10.3 t (330,000 oz) of gold."

At our Monkland Mine at Gympie, we operate a deep, narrow vein gold mine using hand held equipment, rail mounted haulage and narrow shafts. This is in many respects the old-fashioned way and is well suited most of the orebody geometry exposed to-date. We have also commenced some long hole stoping and we use alimaks for some jobs. The heart of our particular mining style is the employment and retention of experienced miners with remuneration based on productivity. We do our planning/monitoring/supervision down to the level of daily individual productivity. In focussing on cycles per se, we have chosen not to talk about drill and blast cycles or cycles for mine development, stope preparation or drawdown and haulage. Instead we have stepped right back from the operation as presently run and have adopted a very broad view of the mining cycle. We will in this presentation intertwine the ebb and flow of, exploration, project sponsorship, development, production and cash returns to owners. The time line considered spans both history and predicted future.

Many factors, some of which are not easily defined or described, must be considered in the design of a hydraulic backfill system. After participating in the design of several plants, I have a conviction that future refinements in sandfill systems must come in large part, from the merging of good design ideas and information from existing operating plants. It is important then, that we document and publish information on existing plant designs and their operating characteristics. This information will then be available for use by our successors and later innovators in hydraulic fill placement. The Mayflower hydraulic sandfill system is similar to other plants. The intent of this paper is to describe only this system's unique design and operating characteristics. I will not describe in any detail, the familiar elements of the system. I will document some of the observed hydraulic characteristics of the system, elaborate on some of the design situations that had to be solved, and will discuss operating factors that are not generally described in our technical literature.

With increased CO2 emissions from steel and coal industry, there is great opportunity to capture CO2 and utilize the captured CO2 for economic advantage. The primary goal is to develop energy-efficient processes that reductively couple CO2, an abundant and renewable carbon source, for the production of value-added chemicals such as methanol, ethanol, and oxalic acid. These chemicals can be used elsewhere in the refining process or sold as valuable by-products. Geological sequestration, in comparison, has no economic return. Current CO2 utilization research at Michigan Technological University focuses on electrochemical reduction of CO2. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. This paper will present different ideas and their viability to utilize CO2 as a feedstock to produce several value-added compounds. INTRODUCTION Carbon dioxide (CO2) emissions into the atmosphere will need to be drastically reduced to curb the various undesirable effects of climate change. The large contribution in total CO2 emission originates from coal or natural gas power plants, and a considerable amount from steel plants. Average CO2 emissions in the US from steel industry is 2.9t CO2/t steel (Global CCS Institute 2013). Capturing the available CO2 from the steel and coal industries for economic advantage is a win-win situation for the industry. This technology is not only important scientifically but is also vital for a sustainable future. The various ongoing investigations can be categorized as biochemical, thermochemical, photochemical, and electrochemical approaches. Among these, the electrochemical method shows the most promise as an efficient form of CO2 conversion technology, because of its many advantages like high reactivity under ambient conditions and good extensibility from small- to large-scale processes1 BACKGROUND Extensive research has been done on the chemistry of transforming carbon dioxide into more useful products. Methods are known to convert carbon dioxide into a wide variety of substances, including methanol, isobutanol, carbohydrates, methane, carbonates, urea, formic acid, oxalic acid, carbon monoxide, epoxides, formaldehyde, and so on. Several of these (carbohydrates, formaldehyde, isobutanol etc.) are primarily results from biological processes. The rest are results of strong reduction reactions or electrolytic reduction. In short, electrolytic reduction can be used to form methane, methanol, formic acid, oxalic acid, carbon monoxide from carbon dioxide2. CO2 reduces at the cathode in an electrolysis cell. These processes have the general form of generating the carbon dioxide anion radical (2⋅−) and allowing it to react with itself or the electrolyte3. Catalysts can be added to influence the formation of the anion radical or to suppress side reactions3. The electrolyte, catalyst, voltage, electrode material and CO2 content are all known to effect the reaction pathway. Mines are typically located in remote, inhospitable locations and movement of materials between site, processor and port are often at risk from extreme weather events. Mining companies have recorded multiple supply chain, production and logistics delays caused by climatic events. Recent analyses of extreme temperature and rainfall events (90th and 99th percentile values) for 1960 to 1985 and 1986 highlighted regionalised increases in the frequency and intensity of extremes. The trajectory of this change is likely to be maintained (IPCC, 2014) in regions where increases have occurred historically, suggesting that some parts of the industry may be faced with management challenges beyond current experience (Hodgkinson et al, 2010; Loechel, Hodgkinson and Moffat, 2012). Reliance on historical data to plan for extremes (such as scheduling production downtime to reduce impact) will become increasingly ineffective as the data become less representative of future conditions. Importantly, mine site remediation and closure management need to consider the future climate to ensure rehabilitation is sustainable under changing conditions.Vulnerability assessments and risk-reducing adaptation will become more common as the industry reaches to secure both a mine’s longevity and the industry’s reputation as shareholders and clients become less tolerant of repeated or prolonged interruptions (Hodgkinson, Hobday and Pinkard, 2014). Climate-resilient new mines may be planned using site planning tools combined with knowledge of future climate scenarios. THE importance of the Donets coal field (the Donbas) to the national economy of the Soviet Union is well known. Great as was the significance of this tremendous deposit of coal in prewar days it is destined to become an even greater factor in the economic life of the country now that the tremendous havoc wrought by the Germans is being remedied. Since the war began, new coal fields have been extended; for example output of the Moscow and Karaganda (Kazakhstan) fields has become considerably larger while new mines are producing coal in several parts of Uzbekistan and Kirghizia. The huge West Siberian coal field, the Kuznetsk Basin, is producing more coal than ever before to supply the industries of that region and of the Urals. But so great has been the development of industry to meet war needs, especially in those districts of the Soviet Union that lie to the East of the Urals, that the coal obtained, eked out by such locally-won fuels as peat and wood, is still barely sufficient to meet industrial requirements. The main burden of the coal supply for the restored industries of the West, therefore, will fall on the Donbas.

BRIEFLY, the ore body of the Bagdad Copper Corp., Bagdad, Ariz., is a monzonite porphyry carrying copper values fairly evenly distributed from the surface down through the primary zone. Tabular in shape, the ore body extends over several hundred acres. The oxidized zone averages about 60 ft thick and assays about 0.50 per cent copper. Under this is the chalcocite zone, or the zone of secondary enrichment, which averages about 100 ft in thickness and assays about 1.4 per cent copper. Under this zone lies the primary zone which extends in places to a known depth of about 150 ft and averages in grade about 0.60 per cent copper. Several years ago the block-caving method of extracting the ore from the chalcocite zone was installed. Then it was necessary to draw only about 250 to 300 tons per day, the capacity of the old milling plant. Early in 1943 the new 2500-ton concentrator was put into production. Drawing ore from the developed stopes in sufficient tonnage to furnish the mill at capacity proved unsuccessful in more ways than one. First, drawing the ore at an accelerated rate caused a large amount of dilution, there-by lowering the grade, and also caused funneling through to the surface. The surface material was detrimental to milling metallurgy and development of these stopes was costly per ton of ore extracted. The grade of ore decreased. making it impossible to maintain a mill head of over 0.9 per cent copper. The

DESPITE the tremendous drop in the volume of domestic production of metals, their prices, and profits, the world as a whole has managed to produce and consume nearly as much as in 1937. Measured by production, 1937 was the record year for copper, lead, and zinc. The Copper Institute figures for 1938 (estimating December as equal to November) show that although apparent domestic consumption declined 309,422 tons, foreign consumption increased 133.035 tons. The total for 1938 was 1,971,790 tons compared with 2,148,177 tons for 1937. The domestic decline was 38.5 per cent, the foreign increase 9.9 per cent, and the total decline 8.2 per cent.

RECENTLY completed experimental work, carried out in the department of geology at the University of Wisconsin, aiming at a prevention of silicosis in industry has been reported in the American Mineralogist. A vast amount of work on silicosis has been reported in the literature, the clinical aspects having been especially well covered. A host of critical observations have been made on the variations in the nature of the silicosis problem in different environments, and a great deal of valuable experimental work has helped to clarify these observations. At present a greater amount of information of a critical sort is available than ever before, which affords a more sound basis for interpretive thought. It has been observed in industry that essentially pure silica dust gives rise to silicosis. Jones would modify this conclusion to place the responsibility on sericite, a silicate mineral present in the siliceous dust. Material such as granite dust, which carries a high free silica (quartz) content, is also a silicosis hazard. But sericite, too, is usually present in granite. In general it is widely believed that silicosis is caused by the presence in the lung of silicic acid regardless of the source. This view is adopted here.

ONCE a millionaire's plaything, the Santo Domingo mine, in Peru, is now, because of its metallurgical problem, an engineer's nightmare. It is deep in the montaña jungles of the Amazon basin, 140 mi. northeast of Tirapata, which is a rail- way station between Puno and Cuzco, and about 250 mi. east of Mollendo on the Pacific. The discovery was 111ade by Marian(-) Quispe, an Indian, who, while searching for quinine bark, was attracted by a slab of gold quartz 1x1 the rock wall of a narrow canyon. He broke off a piece, weighing 47 Spanish ounces and, that time, worth approximately $900. This he took to Francisco Velasco and Manuel Estrada, merchants of Coaza, who persuaded Quispe to lead them to the place, five days' journey on foot through a tangled wilderness. Velasco ' and Estrada denounced the claim

Demand for eastern magnetite in 1948 necessitated practically all eastern magnetite industries to operate on a six-day week, with the result that over 11,000,000 long tons of crude ore were mined, and the shipping products amounted to approximately 5,000,. 000 long tons. Reports indicate that operating on a six-day week and doing maintenance work on the seventh day was satisfactory and resulted in excellent continuity of operation. In the Port Henry district, Republic Steel Corp. once again set new all-time records for the production of crude ore and total shipping product; 1,868,000 long tons of crude ore were mined, 945,000 from the Old Bed mine, 408,500 from the Harmony mine, and 514,500 from the Fisher Hill mine. Of the 969,000 long tons of shipping products, 663,800 long tons were sinter, 181,000 lump ore, and 115,200 con¬centrates.

In preparing the Steep Rock Lake iron ore body for mining, it was necessary to drain Steep Rock Lake. Using diamond drills, a cut 1800 ft long, 100 ft wide, and maximum depth of 95 ft amounting to 300,000 cu yd of material, was excavated in Greenstone to provide a drainage channel. This was done under the general contractor C. A. Pitts, of Toronto, who in turn employed a diamond drill contractor, Boyles Bros., to do the drilling. The method of excavation was selected be- cause a clean square cut and grade could be maintained in the bottom of the channel. Bootlegged holes would have left blocks of rock in the corners which would have created a situation which would have become progressively worse as the open cut advanced from one side of the ridge to the other.

Flotation is the one of the most used techniques for the mineral separation of non-ferrous ores worldwide. However, the increase of the complexness along with the decrease of ores liberation sizes ought to become important challenges for mineral processing, including flotation. It now appears necessary to better understand the fundamentals of the flotation process, particularly the adsorption of flotation reagents at the liquid/mineral interfaces, to propose further improvements. Flotation relies on different phenomena: surfactants adsorption, on one hand, and collision, adhesion, and transport of particles with bubbles, on the other hand. For acknowledging the reagents adsorption mechanisms, molecular modelling tools borrowed from chemical and material sciences, are increasingly used. Atomistic simulations were successfully applied to study the flotation reagents interaction with various mineral surfaces, eg of two common minerals from iron ores, kaolinite, and magnetite surfaces, or with fluorite surface, a tungsten ores common gangue mineral.

James DouGlas, New York, N. Y. (communication to the Secretary*):—In my paper on the Conservation of Natural Resources, I referred to the slow replacement of bee-hive ovens by the by-product ovens as a most notable instance of waste. And I quoted from Mr. Parker's report for 1906 an explanation given by him in accounting for the small production of by-product coke. It was that the market for the by-products of the coke-ovens was so limited that some of the ovens constructed were out of operation. His report on the manufacture of coke in 1908' does not record an improvement, and attributes the strange fact that we alone, of all the industrial peoples, delay the adoption of this cardinal improvement from the continuance of the same almost inexplicable cause. To quote again from his report, he says (p. 241): "The year 1908 was not marked by any notable gain in the construction of byproduct coking plants, though some new work was done. E. T. Dumble, Houston, Texas (communication to the Secretary) : During the field-season of 1890 I had occasion to examine some of the salines of eastern Texas. As the result of my stridy of them I came to the conclusion that, together with the oil of Hardin county (since extended to Beaumont by the work of Capt. Lucas) and the rock-salt and gypsum-deposits of the coast country, extending southward to the Rio Grande, these were simply a continuation of similar deposits in Louisiana described by Hilgard, Hopkins, and others; and I recommended the sinking of wells wberever they were found.
