THE following brief description of the status of operations of the Chile Exploration Co. at Chuquicamata, Chile; and of the plant as it exists today, points out the-great progress that has been made since the initiation of prospect drilling in 1912. During the 11 years which have elapsed since then, a group of small mines, eking out a 'precarious existence, has been consolidated into one large operating property,, taking high rank among the world's producers of copper. After a drilling campaign followed by a construction period, the plant first started operations in 1915. Since then production has been gradually increased, as world conditions permitted, until the present status has been reached.

ALUMINUM'S war history is the record of a successful race to expand facilities fast enough to meet the multiple increases in military requirements, principally for aircraft. From the beginning of the war program in 1940 through 1942, requirements estimates were repeatedly lifted to new high levels, and plans for increasing capacity had to be constantly revised. In 1943, basic metal supply caught up with and exceeded requirements, and by 1944, the surplus of primary production was large enough to force reduction in output and plant closings. In the past two years, ingot capacity has been ample, though periodic critical shortages have been experienced for a few fabricated shapes as a result of sudden shifts in demand. This is in direct contradiction to the generally accepted philosophy of tube-mill grinding, which is based upon an enormous amount of experiment carried on in different parts of the world. Personally, I have no faith in the reliability of these conclusions of the authors. (Incidentally, the two circuits compared consist of six mills each of which the change in the hook-up is only in the last three mills-in one case, these three mills are in closed circuit and in the other, open or series circuit. Hence the last three mills are alone responsible for the alleged improvement, which means that the improvement in these three mills amounts to at least 18.8 per cent). The value of these figures depends upon the reliability of the work, of the measurements and the calculations of the authors. As very little information is contained in this Addendum concerning the methods of the work and the details of the measurements, it is necessary, in order to form an estimate of this reliability, to study carefully the previous paper published in the July, 1940, BULLETIN(3). Referring to the original paper, the present paper has this to say (bottom of page 379): "Here it may be remarked that we have made more money for Lake Shore digging into and forming the report than in obtaining the figures and data, and so far have never gone back to work on it without a resulting Lake Shore profit". Let me state that I, so far, have never gone back to work on it without finding more discrepancies and inconsistencies and illogical reasoning. In my first contribution to the discussion of the first paper, which discussion was published on page 355 and following, in the July, 1941, BULLETIN, I pointed out discrepancies and inconsistencies and illogical reasoning.

THE year 1930 in the Ceur d? Alene district was one of curtailment in production. Many of the small properties were closed entirely and only three large. producers, the Bunker Hill & Sullivan, Hecla, and the Morning mines were left producing at capacity. No innovations in milling were evident, but progress was made in reducing costs as is always necessary in times of low metal prices. One new concentrator was constructed, a 500-ton daily capacity selective flotation plant for, the Jack Waite Mining Co. This mill uses coarse crushing, followed by hand sorting, for both a high-grade ship- ping ore and waste. The remainder of the ore leaving the sorting belt is crushed in a new type Traylor reduction crusher to %-in. size and stored in large capacity mill ore-bins. The grinding is done with ball mills, in closed circuit with a Dorr classifier to 75 per cent - 200 mesh. Minerals Separation 24-in. flotation machines are used both for a lead and a zinc concentrate, with double cleaning in each case. The concentrates are dewatered in Dorr thickeners and filtered on Oliver late-type filters.

FOR many years geologists have felt that mining companies should adopt a more liberal policy in the publication of their reports. The increasing usefulness of the geologist to the mining profession in recent years demands that consideration be given to this question. Prior to 1900, the call for geologists of high reputation by mining companies was probably mainly in connection with lawsuits arising from the interpretation of rights or ownership as defined by the "Law of the Apex," and from problems such as finding the continuation of the vein or whether the vein followed was the main one or a branch. In the USA the cost of steel ribs for tunnels approximates $100 million each year. European practice has long since abandoned heavy steel ribs for tunnel support, and tunnel coats in Europe (normalized for wages) are about half the costs incurred in the USA. A feeling has existed for some time that the USA practices of supporting tunnels with heavy steel ribs have been overly conservative. The USA practice is based on rock load coefficients by Karl Terzaghi. In 1946, Karl Terzaghi published a tunnel rock classification system (Terzaghi, 1946), with the rock loads on tunnels predicted for each class of rock. No data on real rock loads were presented by Terzaghi and his rock load coefficients may have been largely intuitive. His classification system and associated predicted rock loads have been widely used in the USA. Each rock class, taken from Terzaghi's classification system, is assumed to generate loads of loosened rock resting as dead load. The dimensions of the loosened rock are described by rock load coefficients multiplied by the tunnel diameter. The resulting rock loads are used by design engineers, contractors and agencies to size supporting steel ribs. Terzaghi clearly stated that he had conservatively assumed high rock loads for his classes 4, 5 and 6 to take a presumed effect of groundwater into account. If the tunnel was not affected by ground- water, Terzaghi stated those rock loads should be reduced by 50 percent. Twenty two years later Tor Brekke (1968) wrote a paper clearly showing that based on observation of more than 250 tunnels groundwater does not affect tunnel rock loads. In 1969, Deere, et al., published measurements made on a number of tunnels, and a well-known curve was drawn by Deere to illustrate Terzaghios coefficients graphically. Deere's text stated that Terzaghi's predicted rock loads were too high and should be reduced. Cording and Deere (1972) more recently published data indicating that very large real rock caverns and chambers were being successfully built using rock bolts, which can take only a very limited rock load, thus indicating that real rock load is much smaller than Terzaghi or even Deere predicted.

Underground stone mines are vulnerable to karst void formations due to the erosion of carbonate rocks by groundwater flow. The voids or cavities may lead to hazards including ground collapse and sudden outflow of clay-rock sediments during the development of the mine. This study evaluates the effect of karst voids on the strength of pillars in an underground room-and-pillar limestone mine. Ground-penetrating radar (GPR) surveys were interpreted to map the void boundaries inside a karst-affected pillar. A combination of LiDAR scanning and virtual discontinuity mapping is used to formulate the discrete fracture network (DFN). Discrete element modeling (DEM) helps simulate the effect of karsts and discontinuities in the pillar models with varying stress. It is observed that the cavities may lead to a significant reduction in pillar strength. Apart from posing a hazard to miners and machinery, any advance into these cavities may disrupt mine operations. This research serves as an initial step toward understanding the importance of pillar design in underground stone mines affected by karst voids to prevent local instability or pillar failures.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

Discussion of the paper of William H. Emmons, presented at the Canal Zone meeting, November, 1910, and printed in Bulletin No. 46, October, 1910, pp. 767 to S37. CHARLES R,. KEYES, Des Moines, Ia. (communication to the Secretary*) :-It is not in a spirit of criticism that I offer a supplemental suggestion or two on the subjects covered by this valuable and highly instructive memoir. There are two points which, in my opinion, should have received greater emphasis in Mr. Emmons's excellent paper. One is the fundamental role played by the chlorides under certain conditions in ore-formation. The other is the possible establishment of geographic relationships among the four phenomena of (1) excessive chloridic content of mine-waters; (2) the abundance of chloridic compounds of the precious metals ; (3) the presence of. manganese oxides; and (4) the diminishing importance, in ore-genesis, of the metallic sulphates. Although Mr. Emmons's notes refer to gold alone, it may be pertinently asked whether the same principles do not hold good for silver and copper also, since these metals form, together with gold, a distinct and well-known chemical group. That the reactions involved apply equally well to the other two metals mentioned, is shown by a number of recent observations and discussions. Chloridic ores of silver are, as I have lately endeavored to show, mainly worked in. arid or desert regions only ; and the great deposits of disseminated copper-ores are similarly characteristic of such regions, in which both classes doubtless owe their formation to the abundance of saline materials derived from desert dusts, and to the .plentiful and almost universal presence of manganese oxide. A CORPORATION would go into bankruptcy if its affairs were conducted as are those of the state of New York, according to the Committee on New York State Government Reorganization of the American Engineering Council of the Federated American Engineering Societies, in a report to the chairman, of the Joint Judiciary Committees of the Senate and Assembly. The report, just made public, was signed by the three members of the committee who were appointed by Herbert Hoover. They were H. de-B. Parsons, chair- man, Paul G. Brown and Lewis B. Stillwell. Although the American Engineering Council is a national organization, it decided to aid in governmental reorganization in New York State because of the magnitude of the task. The Council's committee in its report urged the passage of three state reorganization amendments for consolidation of departments, an executive budget system, and a four-year term for the higher state officials. Researchers from the U.S. National Institute for Occupational Health and Safety (NIOSH) studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the continuous personal dust monitor) within a sociotechnical system (STS) framework to mitigate respirable dust sources. The results address how to best incorporate the overarching principles of meta-design STS during the technology integration process. Specifically, quantitative and qualitative data show that a prominent focus on the social factors within an STS framework could help reduce organizational unpredictability and may improve communication within the system to help reduce technology adoption time.

Increasing demand for high-grade manganese (Mn) ore has led to the practice of selective mining, which produced low-grade Mn ore as waste and in the long term could lead to environmental pollution. Research had been carried out to extract Mn from low-grade ore, which mostly exists as black Mn(IV) oxide (MnO2). Most extraction methods involved the reduction of insoluble MnO2 to soluble Mn2+ in acidic media. Metals other than Mn are also transferred to the pregnant leach solution (PLS) during the leaching process, especially iron (Fe). Due to high Mn concentration in PLS, precipitation is considered the best method to isolate Mn from PLS compared with solvent extraction and ion exchange/absorption. However, due to unselective leaching, the presence of Fe in the PLS makes the Mn separation and purification difficult. Therefore, in this research, the parameters affecting the selectivity of Mn over Fe in leaching process were investigated.

MessiteR, New Pork City (communication to the Secretary*):—Under the heading " Flues," Mr. Edwards refers to the Bee-hive construction, a cross-section of which is shown in Fig. 4 of his paper. A flue similar to this was designed by me about six years ago,' in which the walls though much thinner than those described by Mr. Edwards gave entire satisfaction. These walls, from 2.25 in. thick throughout in the smaller flues, to 3.25 in. in the larger, were built by plastering the cement mortar on expanded-metal lath without the use of any forms, or cribs, whatever, at a cost of labor generally less then $1 per sq. yd. of wall. Of course, where plasterers cannot be obtained on reasonable terms, the cement can be molded between wooden forms, though it is difficult to see how it can be done with an interior core only as stated by Mr. Edwards. In regard to the effect of sulphur dioxide and furnace-gases on the cement, I have found that, in certain cases, this is a matter which must be given very careful attention. Where there is sufficient heat to prevent the existence of condensed moisture inside of the flue, there is apparently no action whatever on the cement, but if the concrete is wet, it is rapidly affected by these gases. At points near the furnaces there is generally sufficient heat not only to prevent internal condensation of the aqueous vapor always present in the gases, but also to evaporate water from rain or snow falling on the outside of the flue. Further along, a point is reached where rain-water will percolate through minute cracks caused by expansion and contraction, and reach the interior, even though internal condensation does not occur there in dry weather. From this point to the end of the flue the roof must be coated on the outside with asphalt paint or other impervious material.
