"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

With the exception of the development of large scale mining equipment (haul trucks, draglines, shovels, etc.), there are likely few other candidates responsible for the ability to exploit large tonnage, low grade deposits, than the development of large capacity comminution equipment and circuits; crushers and grinding mills. Ball mills are often the final step in the comminution process and are responsible for providing what should be the optimum particle size distribution of ore to subsequent mineral concentration steps in the flowsheet. Because comminution processes are such high cost centers for milling operations, both capital and operating costs, an enormous amount of research has been conducted to study and model their performance, in order to improve efficiencies (Kelsall, et al., 1969; Austin et al., 1984; Napier-Munn, et al., 1999; Powell and Smit, 2001). With respect to modeling ball mills, estimates of the breakage rates for individual size classes of ore particles are fundamental, as are the particle size class breakage functions (the progeny of particle sizes produced from breaking a coarser particle size class), also termed appearance functions. Fundamental research into particle breakage in tumbling mills focuses on how much energy is input into single particles versus how they break and what size distribution of particles results. Several test methods, including JKMRC?s well known dual pendulum test and drop weight test, have been developed for the breakage of coarse particles down to 6 mm in size (Napier-Munn, et al., 1999). Work on the breakage of finer particles is still an area of intense research and single particle breakage is being investigated as are multiple particle, fixed bed methods (Hoffler and Herbst, 1990; Bourgeois et al., 1992; Whiten, 2007).

On a regular basis, mine personnel should obtain air samples directly from active underground areas as well as remotely from sealed locations. These samples provide mine officials with data relative to the makeup of the various atmospheres. Should conditions underground change, these results can provide a baseline that can assist officials in determining the extent of change. Relating the concentrations of individual gases to time, applying gases to equations, and examining their change over time are tools that have been successfully used to determine if a heating event exists and, if so, the extent of the emergency. These atmospheric status equations have either been developed for the mining industry or adapted from other industries. They serve as tools to assist personnel in determining the condition of underground mine atmospheres. As long as the problem area continues to be ventilated, certain gases, gas ratios, and equations can be used to determine if a fire exists, what type of material could be burning, and what quantity of coal is burning. Once the mine or the involved section has been temporarily sealed, gases, ratios, and gas-derived equations can assist personnel in determining how conditions within the sealed volume are changing over time. To alleviate potential explosions when fresh air is once again introduced into the sealed volume, equations and a diagram have been developed to predict the likelihood of an explosive atmosphere. Similarly, prior to commencing recovery of a mine or section, equations exist that can assist in determining if the fire will rekindle when air is reintroduced. This paper serves as an overview to remind and/or instruct readers about gas-sampling methodologies and gas analyses to assist in determining the status of underground atmospheres.

"The importance of the oxygen content of sulphide mineral pulps in determining which reactions occur, and their subsequent influence on flotation behaviour is grossly underestimated in most operating concentrators. While pH is routinely monitored, Eh and dissolved oxygen measurements are obtained infrequently. However, dissolved oxygen measurements in conjunction with other pulp chemical parameters (i.e. pH, Eh, and EDTA extractable metal ion analysis), can provide valuable insight into where and what type of reactions are occurring within a circuit. Unfortunately, these readings yield “instantaneous” measurements of the pulp chemical parameters.What is needed is a means of establishing how reactive a pulp is, and how this reactivity changes as components of the system are manipulated. Oxygen demand provides an opportunity to do this. Several attempts at measuring the oxygen demand of a pulp have been made in the past with varying degrees of success. Most notable among these are Noranda and BOC Gases.Learning from these experiences, Magotteaux have developed the MagO2 ® demand vessel to measure the oxygen demand of mineral pulps. This paper described the apparatus, and through a case study on Broken Hill lead/zinc ore demonstrates how the MagO2 ® demand vessel is used.INTRODUCTIONThe role of oxygen in flotation is complex. While a considerable body of work exists demonstrating the strong involvement of oxygen in the interactions between sulphide minerals and collector (Gaudin and Finkelstein, 1965; Gaudin, 1974; Woods, 1984; Laajalehto, Nowak and Suoninen, 1993), the presence of oxygen can also affect the oxidation state of sulphide and non-sulphide minerals, which can impact on their flotation behaviour. Further, sulphide mineral oxidation is related to their oxygen demand (Spira and Rosenblum, 1994)."

It is bound to bring forth more and better work and to attract and keep workmen of the better class . There is keen competition between the various branches of this corporation for a trophy that is awarded each year to the one having the best accident record . This trophy was won by the Nacożari branch of the Moctezuma Copper Co. in Mexico in 1926 and 1927 , and the Morenci branch won the trophy in 1928 and 1929 .

The current boom being experienced by mining, coupled with a shortage of professionals, will mean those in the industry will have many choices. It may be easy to become carried away and run with the highest bid or the biggest promise. Without planning, however, the ærightÆ opportunity may be missed and there may be some long-term consequences. There are many choices of paths in the industry to suit work preferences, life cycles and to achieve a balanced life. People in mining have changed jobs and companies frequently û which means new leaders need to take greater responsibility in charting their own direction. Career options need to be carefully assessed and aligned to personal values and preferences. Emphasis is given on gaining site experience early on.This paper examines strategies for career planning, which incorporate life cycles, education and what is meant by a balanced lifestyle. Two tools are identified as being helpful in ensuring strategies can be successfully executed. They are ævisioningÆ and æinfluenceÆ.To make the mining industry more attractive, we need more creative solutions around advances in technology and organisation of work. It also needs the input and leadership of new entrants in to the industry to assist in its survival. New leaders are encouraged to voice a vision and effectively influence their companies. New leaders have little authority and need to learn how to effectively influence. We as a mining industry need to listen, be open-minded and give it a go.

Gold miners have been underperforming the price of gold for a number of years. So why has the æmarketÆ undervalued our gold miners relative to what they have been mining? The low valuation ascribed to gold mining companies is largely attributable to their profit performance. In the period since 2006 the price of gold in A$ has risen about $900/oz, but the real cash margin (operating cash costs + cost of finding and/or acquiring deposits + the cost of bringing them into production) has only risen about A$100. Rising operating costs are a major part of this reduction in real margin. Energy and labour costs have risen more than the inflation rates across a number of countries as have taxes, royalties, etc. There are however, more significant contributors to the rising cost base. Firstly, in 2006 the average gold grade was 2.0 g/t; today it is 1.3 g/t. Secondly, strip ratios (for surface mines) have increased by 19 per cent during this time. Open cut mining equipment unit output across the world has dropped by 26 per cent during 2006 - 2012. Finally, costs have risen by 55 per cent during this time period. Consequently, there is now 3.8 times more mining cost required to produce an ounce of gold from surface mines compared with 2006. The decline in gold grade looks to be a permanent trend as does increasing strip ratio if output is to be maintained. Costs will continue to rise although cost control will be necessary. Reversing the decline in equipment performance and closing the gap between median and best practice provides the hope for a sustainable reversal of cost increases. The current gap between best practice and median performance has grown to 112 per cent for mining trucks, 168 per cent for excavators and 169 per cent for front end loaders. Closing this gap is the potential for a more profitable future. For most gold mining companies improving mining efficiency is not an option; it is an imperative.CITATION:Lumley, G, 2013. Mother Nature controls, technical professionals model and miners decide. Decisions to explore, mine and mill. Mine decisions, mine design, planning and scheduling are subject to the quality of models û geological models, geotechnical models, resource models, density models. The closer these models are to reality, the more accurate the predicted outcome. So why is it we delegate the modelling tasks to the most junior and least experienced people? If we insist on this, we need to support them û to provide them with æexperience acceleratorsÆ. Technical mentoring is the most effective way to provide the right information at the right time. When this information (read skills) is supplied at the right time we can inject experience into the quality of our modelling and into our decision- making processes. The objective of this paper is to share those behaviours and manners that foster relationships and create frameworks for skills and experience transfer. Central to this is an understanding of how adults learn, an understanding of the basic rules of mentoring etiquette, and the three keys to building meaningful mentoring relationships. An understanding of adult learning processes and styles provides a structure within which a mentor can understand the learnerÆs perspective. Understanding the world from the learnerÆs point is critical to selecting the right language to engage, teach and transfer skills. Basic rules of mentoring etiquette like timeliness, respect and trust need to be brought into the consciousness so they can be agreed on and monitored to prevent conflicts in cultural and generational norms between the mentor and the learner.Meaningful relationships hinge on the three behaviours: truly listening, rather than just hearing; understanding the technical issues within the WIIFM (whatÆs in it for me?) question; and facilitative behaviour. Stronger and more meaningful technical mentoring relationships within our industry will bridge the generational gap and ensure we can capture and capitalise on the wealth of grey hair experience and develop an informed group of young decision-makers.

This report presents the results of a study examining the relationship between supervisor characteristics and performance in underground coal mines, The specific objectives of the research include; document tasks performed by first-line supervisors during a normal shift; explain why supervisors carry out their duties as they do: identify salient characteristics of effective first-line supervisors; and formulate criteria for selecting and developing candidate supervisors. To accomplish the study objectives, on-site observation and data collection was carried out at 13 underground mines in Illinois, Ohio, and Pennsylvania. One hundred thirty-eight first-line supervisors were observed during a full work-shift and discussions with the supervisors and the mine superintendent were held during the course of the visit. The observational data from the study provide a detailed description of what supervisors to during their shift. The report begins with an introduction discussing the problem being studied and objectives of the research. The literature related to supervisor selection is then reviewed. The following section describes the research design including data collection procedures and statistical methodology used in the study. The next sections present the analysis of mine, section, crew, and supervisor characteristics. The report concludes with a discussion of the results of the study and recommendations concerning supervisor selection and development.

"Through the years, a wide variety of dust control methods have been utilized at mineral processing operations. While some have been successful, many have been highly ineffective. Dust Control systems currently in use include baghouse systems, fog systems, surfactant spray systems, and foam dust suppression. While baghouse systems can be effective, they are capitalintensive and costly to operate and maintain. Chemical dust control programs can be very effective. However, if applied incorrectly, they can have detrimental effect on mineral recovery. Thus, many operations utilize a combination of baghouses and water, often with limited success.Recent advancements in surfactant and polymer chemistry have resulted in substantially improved chemical dust suppression programs. These products range from non-corrosive surfactant/humectant combinations for road dust control to foam-based systems for crushers and transfer points, to advanced polymers for pile binding and soil stabilization. These advances are discussed in detail, citing results from fieldwork in the precious and base metals industries.INTRODUCTIONThe global nature of the mineral processing industry presents a unique set of challenges. Traditional thinking would tell us what works in one place should work in another. This could not be further from the truth in the area of dust control. We learn very quickly that there are a number of factors that can affect the efficiency and success of a dust control program and that these factors are not all chemical or equipment related. Some of these factors include facility maintenance, product selection, water quality and characteristics, and economic considerations.What has been learned from past experience is that each mineral processing plant presents a unique set of factors that will affect the ability to create an optimal dust control program. This paper presents a myriad of treatment options that will highlight the advancements in chemical dust suppression products and equipment."

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

This paper outlines the journey of cultural maturation and management system development at the Mt Rawdon (MRO) gold mine from its acquisition by Evolution Mining Limited (Evolution) in late 2011 to 2016.Evolution embarked upon a series of projects that aimed to improve the operational consistency and implementation of change on-site, while leveraging off the existing strengths of the operation. This document describes the gaps that were identified, the processes used to close them, and the resulting cultural change and production outcomes, with a specific focus on how to optimise the culture at any mining operation.MRO had a history of four owners in less than three years when it became a key asset of Evolution. The site leadership team (SLT) decided to influence the culture at MRO by reviewing and upgrading the existing management processes.The first priority was to improve transparency and collaboration at the SLT level, followed by improving competency in project management. The next phase was to strengthen the internal communication using a deliberately designed network of meetings, communication screens and other initiatives. Once there was some traction, the focus moved toward increasing production volume and decreasing cost per unit by improving short-term planning and execution capability. Together with other initiatives, this resulted in improved collaboration between all functions, which in turn netted over 37 per cent mining production uplift.Following solid success, a process of prioritisation and alignment management was implemented. This supported the ‘Mine to Mill one operation’ ideal and allowed the SLT to decide month-by-month what actions were to be prioritised. These priorities incorporated production realities and longer term imperatives of the balanced business plan.Much of this work was completed during a period of declining gold prices and a relentlessly strong Australian dollar, making it difficult to justify spending money on improvement projects. The authors often see problems on mine sites that are due to insufficient feedback between technical discipline silos as the realities on the ground fail to inform the models and plans used to drive resource exploitation. Resource modelling, reserve definition, life-of-mine planning, short-term mine planning and scheduling, mine operations and beneficiation operations are all processes that inform each other, but in many instances feedback between these processes occurs in an ad hoc way and only after problems have come to light.Universal reconciliation uses a multidisciplinary approach across the entire mining value chain to identify both opportunity and loss of value and to maximise operational performance. This paper will look at the operational effectiveness of universal reconciliation and will outline the important elements that make it successful, including how to map out the detail underpinning modelling, planning and execution processes. We do this by documenting the physical processes, logical work practices, organisational roles and responsibilities, data origin and quality, working assumptions and information management practices at an operation. The results quickly show how misinformation and assumption causes suboptimal decisions to be taken, where inefficiencies exist and what the opportunity is to remedy these issues.A universal reconciliation study opens up an opportunity for stakeholders to reassess how the operation should be run and how operational effectiveness should be measured. Clear envelopes for reconciliation become obvious and questions about the practicality and data quality can be addressed.A reconciliation code of practice is a key element of a successful universal reconciliation project and the authors outline the important aspects that will provide an operating model, showing the effectiveness of the resource and reserve modelling, the practicality of the mine planning and scheduling practices, how well the mine operations team are executing these schedules and how effective the processing area is given what it is fed. Most importantly, a system that allows operations time to react before the losses become systemic and that is based on identifying early warnings from hard data when these processes start to wobble is outlined. Believe it or not, mine evaluation and feasibility studies are as old as the industry itself. In the first recorded writing on mining by Agricola (1556), he gave several clues as what to look for in evaluating a mine, to determine if it was economically feasible. Below is the guidance from Agricola, with my interpretation of what he would include today. Now a miner, before he begins to mine the orebodies must consider seven things, namely: ? The situation (the geography/topography). ? The conditions (the geologic/mineralogic and mining conditions). ? The water (availability, hydrology and ownership). ? The roads (plus the railroads, power lines, all other infrastructure). ? The climate (the weather-rainfall/environment). ? The right of ownership (the land and legal entitlement). ? The neighbors (the social environmental concerns of the area). It is amazing how much of his guidance has not changed in 455 years. Yet Agricola gives no guidance on determining the correct cost, or determining the correct commodity pricing. But he does give a few words of caution on the related ethics involved on buying mineral properties: ?A prudent owner, before he buys shares, ought to go to the mine and carefully examine the nature of the vein, for it is very important that he should be on his guard lest fraudulent sellers of shares should deceive him.? Three hundred years later (1866), to further amplify this point, in the most famous thing that Mark Twain never said, as an introduction to a lecturer to an audience of gold-miners at Red Dog, CA, the famed author/humorist allegedly described a mine as ?a hole in the ground owned by a liar? (Farrar & Rinehart, 1935). So, one might conclude that between these two dates, the mining industry did little to improve its reputation. Unfortunately, since Mark Twain allegedly made those remarks, we have not done near enough to gain accountability for the mineral industry.

This report describes the development of the instructional design and content of a training program for shaft construction miners and supervisors. The recommended training approach is based on the results of a needs, task, and competency analysis of the jobs performed by conventional shaft sinking and raise drill personnel. Learning objectives were derived from the task analysis and the appropriate training delivery system was chosen using a selection technique which employed learning algorithms. The training described is aimed at improving the safety and efficiency of constructing shafts by new hire and experienced miners and supervisors. A self-paced, self-teaching, modular approach to training, using criterion-referenced tests was proposed. Recommendation was made to divide the training into three parts: Orientation and Safety; Task Instruction; and Practical Exercise. Training requirements for conventional shaft sinking and raise drilling were described. Training program content was detailed in the form of module and lesson design approaches. In addition, the report recommends a method for developing, implementing and validating the training program. The authors conclude that such an implementation would meet the major objectives of improving the safety and efficiency of shaft construction work operations.

In November 1989, the U.S. Bureau of Mines sponsored a 2-day conference to stimulate thinking and discussion about changing materials technologies and implications for the Government's materials information programs. On the first day of the conference, speakers provided overviews of developments occurring in each of the major materials groups. Emerging technological developments, applications, economic and national defense significance, intermaterial competition, and potential market growth in advanced plastics, polymer composites, ceramics, metals, and electronic materials were described. In general, the speakers forecast advanced materials market growth rates in excess of overall gross national product (GNP) though high costs will tend to limit growth outside of aerospace, defense, electronics, medical equipment, and other typically high value-added businesses. On the second day, a wide range of speakers representing several facets of the materials community described how advances in materials technology are creating a need for new types of data, statistics, information, and analysis. Reflecting the speakers' broad range of organizational, professional, and personal perspectives, an array of information needs was identified. Most requirements, however, seemed to fall into one of five major categories: Federal materials research activities, material standards, market and economic information, health and safety, and public policy.

To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

In two case studies we look at strategies of acceptance that the analyst can employ to gain entrance and to see his problem solution out to use. The first example comes from metal mines. The problem area was excessive usage and cost of wear parts in the concentrator and an atmosphere of crisis over frequent and unexpected breakdowns. The second case pertains to coal exploration.
