A discussion of the paper by Mr. Campbell, which was read by title at the Lake Superior meeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 772). These papers are here published onder a mutual agreement between the Councils of the two Institutes, and will also be found in the Journal of the Iron and Steel Institute for the year 1901, vol. ii. Mr. William R. Webster, Philadelphia, Pa., said: We are under great obligation to Mr. Campbell for his exhaustive investigation, and the results he has put before us to-day. They are the most conlplete series of tests that have ever been made, where all the conditions of rolling, etc., were kept uniform. In discussing Mr. Campbell's first investigations, I claimed first, that the method of least squares, then used, would of necessity only gire the average value of any element, and that if the effect of any element was greater in the presence of high carbon than with low carbon this would not be shown by the method of least squares. Secondly, that the effect of manga nese should be considered on acid steel as well as on basic steel, instead of ignoring all the eff'ect of that element when it was below 0.60 per cent., as was then recommended by Mr. Campbell. I am pleased to note that the results of his present investigation confirm my views on these points. In presenting the results of his first investigation, Mr. Campbell referred to my investigation of 1893-94, and took exception to the value of phosphorus varying (depending on the amount of carbon present) from 800 to 1,500 lb. for each 0.01 per cent. He claimed that one might just as well consider the effect of phosphorus as being constant, and of carbon varying. I refer to this, as he now has introduced very similar conditions in his present tables, in that he gives variable values for manganese (depending on the amount of carbon present) for both acid and basic' steels. Professor Jenney has performed a notable service in presenting this summary of the steadily increasing body of observation on the presence of carbon in rocks of all kinds and its probable influence upon ore-deposition, and in formulating a mode of comparing directly the relative resistance of minerals to oxidation, as well as their reducing-power, and the protective action which minerals having higher reducing-powers exert in preventing the oxidation of associated minerals which possess relatively lower affinities for oxygen. I have had an opportunity of observing a vein which falls within the scope of his interesting discussion. The vein at Ku Shau Tzu, Mongolia, lies directly across a contact of limestone and overlying bituminous shales. Probably it occupies a compression-fissure. The shale has been reduced to such a condition of' non-coherence that much of it can be crushed in the hand, producing a handful of angular fragments resembling beech-nuts in shape and size. In the limestone the metals are principally in argentiferous galena with some pyrite and blende; but the latter two are very subordinate in quantity to the galena. In short, it is an every-day lead-vein in limestone, with siliceous limestone gangue. It is one of those veins in which the ore is not continuous, but consists of a band in the country-rock in which seams of lead sulphide begin at one wall and cross in a bent form, increasing in thickness, to the other wall, where they thin out and end. This may indicate torsional stress, but the shape of the lenses points to some other action. They often ran nearly parallel to the hanging-wall for a considerable distance and crossed the vein on a moderate angle, but turned sharply along the vein on approaching the foot-wall. The intermediate rock contains nodules, bunches and specks of ore, and the lenses vary exceedingly in size, shape and position in the vein.

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. IF it had not been for the testimony of former Secretary of the Interior, Harold L. Ickes, before the Senatorial investigating committee the public would have heard little about the Federal Government's suit against California for the ownership of the tidelands. The Ickes-Pauley dispute brought to public attention that the California tideland oil deposits are the last remaining large Federal oil reserves. Ickes contends that these tideland oil deposits belong to the nation for the benefit of all the people of all the states and not solely to the State of California. Ickes also accused California oil man Ed Pauley of offering to give $330; 000 to the Democratic party fund if Ickes would drop the Federal Government's suit against the State of California for the ownership of said tidelands. The tidelands may be considered as the land bordering the coast line between mean high tide and outward under the ocean for a distance of a marine league, or about three statute miles. This strip of land along the coast of southern California contains large oil deposits which have a present and future prospective value of several billion dollars.

On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this $5 million installation climaxed three years of development, testing, and construction. The mine and concentrator are located approximately 30 miles from the town of Waratah in a rugged semi-mountainous terrain. The open pit mine will produce approximately 5 million long tons a year of crude ore, which is ground in autogenous mills, separated magnetically, thickened and prepared for the pipeline. The 53-mile pipeline transports the 2,250,000 tons of concentrate north to Port Latta. The Port Latta facilities include the receiving, storage and thickening equipment for the slurry as well as filtering, balling and pelletizing equipment to produce the 2,250,000 tons of high grade iron ore pellets. Five vertical shaft furnaces are used for pelletizing.

Gold was discovered at Waihi in 1878. In 1987 the modern Martha Mine opened in the middle of the town of Waihi. Newmont Waihi Gold as the current licence holder has been operating the mine since 2000. The current open pit was scheduled to stop production in mid 2006. An underground mine is currently being developed to the east of the town.   In 2001 serious subsidence issues from historical underground mine workings outside the mining licence and the forecast closure of the open pit acted as a catalyst for the development of new communication initiatives.   In this context Newmont Waihi Gold and the Hauraki District Council initiated a community consultation process with the people of Waihi. The Waihi Community Consultation Committee (WCCC) was established in May 2003. After an initial brief to act as a forum for community participation in closure and rehabilitation of the Martha Mine, the group quickly took on a much more proactive role working towards the long-term social, environmental, cultural, economic and spiritual sustainability of Waihi.   In the course of over three years of meetings all groups represented on the committee have presented their views, developed ideas and established an organisational structure to bring those ideas to fruition. The challenge now is to work together to consolidate likely options, seek sources of funding, produce business proposals and implement the plan for the future of Waihi.   This paper backgrounds the experience to date and describes the outcomes of the process. For more detail on process considerations this paper should be read in conjunction with Part C by process facilitators, T Clark and S Stewart. The strong temperature dependence of the flow stress of bcc metals has prompted considerable interest and controversy concerning the rate-controlling influence of the Peierls' mechanism upon deformation in metals.18"21 Dorn and Rajnak" recently offered a criterion for Peierls' deformation utilizing a line-energy model of a dislocation to estimate the saddle-point activation energy, for the nucleation of a pair of kinks as a function of applied stress and the height and shape of the peierls9- barrier. It was found that Un/2Uk, where 2Uk is the excess energy of a kink pair, was a unique function of where is the effective stress and 7p is the Peierls' stress as defined in Fig. 20. Temperature distribution as well as position of the solidified front is solved by means of "heat balance integral", for the case of freezing a slab with time-dependent surface temperature. Numerical solutions for the cases of linear variation and exponential decay for surface temperature are given. Application also includes solidification of casting. An increased interest in the heat-transfer problem involving a change of phase has been developed in recent years. Practical problems include solidification of a casting, freezing and thawing of soil, ice formation, and others. Despite the importance of the topic, a literature search reveals relatively few solutions which may be extended to practical problems. Due to mathematical complexity, which comes from the nonlinearity of governing differential equations, exact analytical solutions which have been published are limited to a few cases with simple boundary conditions. Although numerical solutions of these problems have become available after highspeed digital computers were introduced, lack of simple and general methods of programming for computation makes this approach impractical. The case of the semi-infinite slab with constant surface temperature was solved in the 19th century. In honor of Neumann, who first found an analytical solution, this kind of problem is generally referred to as the Neumann solution. As has been shown in Fig. 1, the problem to be analyzed is the freezing of a semi-infinite region (x > 0) which is initially liquid at the melting temperature with the surface (x = 0) maintained at time-dependent temperature. This analysis can be applied to the study of many casting processes where most of the heat removal is essentially unidirectional. "Heat balance integral" which has been used by Goodman1 is employed in this analysis. The concept of "heat balance integral" is to define a quantity, d(t), called the thermal layer. Beyond this thermal layer, for all practical purposes, there is no heat transfer, and the region is at the equilibrium temperature. "Heat balance integral" is obtained by integrating the conduction equation with respect to the space variable over this thermal layer d(t). Choosing some plausible temperature distribution, usually a polynomial or a finite trigonometric series in the space variable, this integral equation becomes an ordinary differential equation, with time as the independent variable, which can be solved by classical methods. The thermal layer and "heat balance integral" are equivalent, respectively, to the boundary-layer thickness and the momentum integral in hydrodynamics. A modern account of Prandtl's concept of the boundary layer and von Karman's momentum integral may be found in Ref. 2. Although the problem considered here has been limited initially to uniform melting temperature, the present method is equally applicable to the case with arbitrary temperature distribution in the liquid. STATEMENT OF THE PROBLEM The physical situation and coordinate system used in the problem to be analyzed are shown in Fig. 1. Notations used are listed in the table of nomenclature. INTRODUCTION Rocky Mountain Energy is the mining subsidiary of the Union Pacific Corporation, and has been active m uranium exploration since 1966. Since 1970, RME's uranium activities have been funded 50% by Mono Power, the fuels supply division of Southern California Edision. RME and Mono recognized the need for development of new methods for recovering low grade uranium deposits, and contacted Halliburton Services in regard to in situ leaching, because of Halliburton oil industry experience. As a result, a joint venture between the three parties was formed in 1974. BEAR CREEK The first ISL test was at the Bear Creek deposit in the Powder River Basin of Wyoming, about 60 miles north of Douglas. The mineralized sand is the tertiary Wasatch formation, which is an arkosic sandstone. The sand typically contains about 10% clay. The predominant clay being montmorillonite with some kaolin and illite. The roll front type trends occur along the flanks of old stream channels. This deposit was being considered for exploitation as an open pit mine. Routine amenability testing indicated it was quite amenable to a conventional acid leach, consuming about 50 lbs. of sulfuric acid per ton of ore in an agitation leach, while recovering more than 95% of the uranium. Hydrology testing indicated a permeability of about 1 darcy. The groundwater has a pH of about 8. 0 and TDS of about 1200. Test Facility The Bear Creek test was a summer-only operation, with no effort towards weather-proofing. Uranium was removed from the recovered leach solution by fixed bed ion-exchange columns. Loaded resin was eluted with strong sulfuric acid. The recovery plant was designed for simplicity of operation, with little concern for the grade or form of the yellowcake product. The plant was constructed of PVC piping and valves, fiberglass reinforced tanks, and stainless steel pumps. All waste streams were directed toward a lined evaporation pond. Wellfield The test pattern was a 30 foot radius 5 spot, with wells fully penetrating the 30 foot ore sand to a total depth of about 165 feet. The injection wells were three-inch PVC with slotted casing, while the producer was eight-inch I. D. , with a stainless steel screen. The eight-inch well was necessary in order to accommodate a six-inch stainless steel pump. Wells were cemented using cement baskets, at the top of the sand, to contain a latex acid resistant cement. Leach Conditions The lixiviant generally contained from five to seven gpl sulfuric acid, and about 0. 5 gpl hydrogen peroxide. The pH was generally 1.4 and EMF was usually -550 millivolts. Injection rates were rather variable from well to well, with a total injection rate between 12 and 25 GPM. Production rate was set at 25 GPM, since the production pump could not be throttled more than that. Approximately two pore volumes of solution were injected during the three-month test. Leach Results Injectivity was quite variable, but was generally rather poor, because of poor completion techniques. The problem stemmed from injecting before the injection wells had been completely cleaned of drilling mud. Pregnant solutions averaged about 50 ppm U308, with groundwater dilution varying from 10 to 50%, depending on the injection rate. Injectivity did decline with time, probably as a result of contamination of the well faces. A total of 1000 lbs U308 had been recovered when the test was shut down. This probably represented about 10% of the mineral under leach.

As a leader in the development of metal extraction technology, Avecia continues to pioneer advancements for the processing of copper through leach, solvent extraction, and electrowinning of copper. From the initial patent of the second generation of oxime 5- nonylsalicylaldoxime in the 1970's; to the effective use of modifier technology; and development of computer assisted modeling programs, Avecia is driving SX technology to maximize extraction productivity. Keys to consider when advancing productivity are: 1) high quality, high performance products; 2) a responsive, partnering approach to technical service; and 3) tools to aid in the education of industry wide technical personnel with a view on continuous improvement. The focus of this paper is on the advancement of tools to aid in the education for optimization of processing copper through solvent extraction. One such tool is Avecia's own customized solvent extraction modeling program called MEUM. MEUM is currently used world wide to analyze plant operations, test ideas for improving operations, assist engineering companies in design, and to teach basic solvent extraction concepts. Recently MEUM has also been incorporated into a University setting. In the spring of 2000 Avecia worked with the University of Melbourne to integrate MEUM into their Mass Transport tutorial class. Students completed exercises to evaluate how operational changes affected a solvent extraction plant's performance. This paper introduces the basic functions of the program and discusses the successful implementation of MEUM into the University of Melbourne curriculum.

This growing dependence of Canada upon foreign mineral commodities, just referred to, applies particularly in the direction of the United States. There is, in fact, no more significant feature of Canada's mineral trade than the manner in which it affects the Dominion's commercial standing with that country. Our heavy adverse balance of trade with the United States is perhaps not a matter of such wide concern or frequent comment as was the case two or three years ago. It is, of course, a well-known fact that the Dominion each year buys from the States a volume of goods to a value enormously in excess of our sales to that country. And it has come to be accepted as a ?normal, though not altogether satisfactory, feature of our international commerce that a huge portion of the bill incurred by our American purchases must be met, not by our American sales, but by the proceeds of our sales to other countries, not-ably Great Britain. It is a three-cornered situation in which our trading deficit with the United States is covered largely by our trading surplus with the United Kingdom. In this situation the mineral trade plays a remarkable part. If one delves into the details of our transactions with the United States it will be found that, in one sense, the mineral trade is entirely responsible for the huge annual balance against the Dominion. In fact, Canada gets decidedly better than an even break on Canadian American trade, if one leaves out of account the three mineral groups, "iron and steel", "non- metallic minerals", and "non-ferrous metals".

Safety work in mining at the Andes Copper Mining Company, Potrerillos, Chile, is divided into three parts: (1) accident prevention, (2) fire prevention and protection, and (3) silicosis prevention and control. In the company's operations a steady campaign has been waged to reduce accidents and silicosis, and to prevent fires. In the following pages the safety record for the past twelve years will be examined and the methods explained by which the accident rate was reduced. Table 1 contains yearly data pertaining to the scale of the mining operations and the accident record. Block caving is used for all ore production and the tonnage mined has averaged 30,000 short tons per day for the past seven years. Table 2 classifies 44 fatal accidents which have occurred since 1935. The leading causes of accidental death are transportation of ore and use of explosives, followed in order by persons falling, falls of ground, and by asphyxiation. In the case of serious accidents, however, the greatest cause is falls of ground, followed, in turn, by ore transportation, persons falling, explosives, and asphyxiation. Accident Prevention The improvement of the safety record was obtained by a combination of many factors. In surveying the results at Andes for the past twelve years, it is possible to select some features of the present operation which have contributed to the accident record. The most important of these are: (1) good staff planning, (2) good equipment, (3) an alert safety organization, and (4) education and selection of the workmen. GOOD STAFF PLANNING As a result of good staff planning, the mine has good working conditions, namely, good ventilation, moderate temperatures and humidity, and good lighting. These factors not only reduce accidents but also improve efficiency. In haulage work, accidents have been reduced by having traffic move in a forward direction only. The latter makes possible a one-man train crew. Trains are centrally dispatched from loading drifts which are interconnected by signal lights, so that when a train in a lateral drift is given permission to move into a main line drift, a red light signals in all other lateral drifts in that area. Good track is maintained, and safety niches are required at all switch throws. Since safety niches were provided there have been no fatal or serious accidents at such points. All main line haulage drifts are illuminated by electric lights. Haulage drifts are kept clean. Adequate clearance has been provided between cars and between cars and the sides of the haulage drifts. The 4 1/2 ton Cranby type cars are equipped with roller bearings, and the 10 ton loconlotives with trolley shoes instead of wheels. These two features are responsible for improved ore haulage conditions and contribute to greater efficiency and safety.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. Although Australia is the world's second biggest producer of iron ore, the last few years have not been easy for companies in Western Australia's Pilbara region (see map) where more than 90% of the nation's iron ore is produced. For at least two years, the industry has been plagued by dwindling markets abroad, production-crippling strikes at home, skyrocketing costs (well above the official 13% annual inflation rate), an acute shortage of investment capital, increasingly ferocious competition from foreign iron ore producers-and, as if all this weren't enough, by an over-valued currency that has caused incalculable damage not only to iron ore producers but to the entire mining industry of Australia. (This last problem was mitigated less than two months ago, on November 28, 1976, when the Australian dollar was devalued by a whopping 17 1/2%.)

Sutter Gold Venture excavated an exploration decline into a mineralized zone in the Sutter Creek gold mining district. Delays in obtaining the conditional-use permit resulted in 7 to 10 million gallons of water accumulation in the decline containing elevated dissolved arsenic. Sutter received a permit to land apply the water after reducing the arsenic concentration to 0.05 mg/L. Initially the water was treated by co- precipitation arsenic with ferric hydroxide. Operational difficulties of this treatment system resulted in Sutter pursuing alternative treatment methods. The activated alumina adsorpting was selected due to its flexibility and ease of operation. Operating and maintenance data and costs will be presented.

DURING the past several years of diamond drilling in Washington County, Mo., the St. Joseph Lead Co. has discovered a concentration of commercial lead-zinc ore at four different points within an area of 36 square miles. The largest and to date the most promising group of these orebodies is located in the Indian Creek area. It was considered to be of sufficient value to warrant development.

The Tacoma, Washington plant is one of six plants in the United States Gypsum Company's Acoustical and Mineral Fiber Division. The Tacoma facility was acquired in 1959 along with six other mineral wool plants from the American Rock Wool Company. Originally, the Tacoma plant was built as a carbide plant during the Second World War and after that was converted and operated as a mineral wool plant by several insulation companies. Through these early years, the use of raw materials at Tacoma consisted primarily of slags along with small percentages and various combinations of silica (in various forms such as gravel), limestone and basalt. These raw materials were melted in cupolas using coke as the heat source. Raw material usage and types as well as mineral wool production methods and equipment remained without major changes for many years.

The Mina Santa Rosa mine in Panama was the victim of a mine closure 24 years ago that left the community in dire straits. The mine showed the potential resources of greater than 1M ounces of gold and 4.5M ounces of silver. Veragold Mining Company decided to reopen the mine and address all the issues that were involved in the startup of an historic mine. This paper provides methods to restore the community trust, provide a transparent process, and develop an environmentally sound flowsheet. Immense scrutiny surrounded the Tailings Storage Facility, and the company developed a plan focused on paste thickening and surface stacking to eliminate the need for a conventional tailings’ facility. Paste thickener principles and benefits are also provided.

Following a routine production blast at Vale S.A.'s Itabira Mine in the Quadrilátero Ferrífero region of Minas Gerais, Brazil, nearby residents registered complaints about blast-induced vibrations. Analysis of the blast footage revealed that multiple blastholes were detonated simultaneously, resulting in a higher-than-expected charge per delay, ground vibration and cratering even though the electronic delay timing was configured correctly. Subsequent blasts within the mine's soft schist region confirmed the occurrence of sympathetic detonation. Mitigating or eliminating this phenomenon is critical for the mine's operation. Two dynamic pressure tests were conducted using carbon resistors together with typical VOD monitor maintaining the standard booster, electronic detonator, and a blend of 70% emulsion with 30% ammonium nitrate explosive. The tests involved increasing the distance between the central hole (detonated first) and the four surrounding holes in a five-hole sequence. Unfortunately, sympathetic detonation occurred in all these tests. To address this issue, a new explosive with a lower density and detonation velocity was tested. This approach proved promising, as no sympathetic detonation occurred. By leveraging the data obtained from this study, engineers can now identify situations at risk of sympathetic detonation and implement preventive measures, such as selecting the appropriate explosive and recommending safe minimum burden and spacing settings as well as confinement level for each blast while maintaining the desired level of rock fragmentation.
