CAREFUL research into the nature of the metallic state has yet to discover, with any certainty, its essential quality. We do riot yet know, for sure, what it is that makes the metallic elements different from, if not actually unique among, all created things. We do know, of course, that metals have certain more or less characteristic properties-they are hard, strong, and tough, and good conductors of heat and electricity, and these so-called metallic properties provide a definition of a sort. How- ever, it is the structure rather than the behavior of the metals which gives the really fundamental information necessary to the understanding of metallicity. But this information is not easily obtained. Nature has a way of keeping secrets. But happily we do possess some knowledge of how a metal is built up, and it is this matter, rather than the presentation of a formal definition, that will be discussed here.

"World-class mine projects are increasingly failing to become world-class mines. Non-technical, socio-political and environmental problems seem, in part, to be the cause. However, the intangible and qualitative nature of these problems means overcoming them will require a greater systemic understanding of how the various technical and non-technical factors interact. This is particularly important as the concept of sustainable development has changed the industry paradigm sufficiently that it is no longer clear what world-class means. Finally, this better systemic understanding of mine projects needs communicating back to the exploration sector to improve exploration targeting.However, a disconnect between the exploration and mining sectors and between geologists and mining’s other professional disciplines means this is currently not possible. The use of economic evaluation techniques to assess the risk and value presented by the various technical and non-technical factors can assist with this by giving the varied professions a common language and including inputs from all disciplines. This paper therefore suggests a theoretical framework for analysing the various technical and non-technical factors, particularly the most challenging intangible and qualitative ones, and incorporating them into the typical economic evaluation techniques used in the mining industry.Understanding the risk and value relating to both technical and non-technical risks, however, places a greater emphasis on mining geologists to be conversant with a wide range of disciplines. Mining geologists will have to develop three types of knowledge:focusedinter-disciplinarybroad. In addition, they will have to become systemic thinkers to connect these types of knowledge. This multidisciplinary approach will require the use of fundamental critical thinking skills, common sense, intuition, experience and quantitative modelling techniques, dependent on the situation. Considerable process and equipment development and analysis were conducted during design of Freeport Sulfur's laterite nickel facilities in the late 1950's. These covered ore concentration at Moa Bay, Cuba, and concentrate refining at Port Nickel, Louisiana. Both facilities utilized acid pressure leaching and product refining steps that were similar to those later used elsewhere in the laterite processing industry. Unfortunately, developments in Cuba removed the Moa Bay facilities from Freeport control. This deprived the project of a start-up that would have allowed thorough resolution of difficulties and a quicker attainment of production capacity. This meant lost opportunity to positively prove and complete the technology when optimum resources and staff were available. This paper reviews the original rationale of how design was developed via laboratory, bench scale and pilot studies by Freeport Sulfur. Some later operating problems will also be discussed. "Wet-weather or 24×7 wet-trafficability is a commendable design objective for unpaved mine haul roads, but practically often difficult to achieve, due both to the road sheeting material selected, and also its breakdown under the action of traffic and environment. Accidents allied to wet-trafficability issues, either due to rain or often more commonly, over-watering of mine roads, is increasing and especially the loss of control or uncontrolled vehicle movements categorisation. The dominant system failure is that once vehicle control is lost, control cannot be regained.The friction supply, or ‘skid resistance’ of a mine haul road sheeting is critical to the safe operation of the road and data has to be collated concerning the variation of friction supply with sheeting material engineering or indicator properties. In the light of the paucity of data existing in this field, this paper presents the contributory research that informs the development of improved and validated unpaved mine road friction supply estimates, based on a number of mine site evaluations across a range of sheeting material types and characteristic parameters, leading to improved predictive models of friction supply.Results from this preliminary review will enable operators to assess their road sheeting materials, improve and validate unpaved mine road friction supply estimates. Of all the blast monitor& instrumentation systems and techniques av&able today, highspeed photography and videography remain as the most valuable, stand alone, diagnostic techniques to evaluate full scale blasts in the mining and explosives industries. Highspeed image data, coupled with information from other instrumentation systems, such as continuous VOD records, seismographs, laser surveying systems, refraction seismographs, etc. can eIiminate many assumptions about what actually took place in a blast. Thus, diagnostic confidence in evaluating both good and bad blasts is increased, and optimum blast designs are achieved considerably faster when compared to the trial and error approach or relying on just the experience factor.

Away back in the eighties of the last century, when Sir Charles, then Doctor, Tupper, was not only a prominent but a dominant figure in the political life of Nova Scotia, his opponents brought the railing accusation against him that he was the foremost of egotists because of his frequent use of the personal pronoun. I heard Tupper speak and had no sympathy with the railers, because I could not well see how the pronoun could be dispensed with without laying himself open to a charge of affectation. I shall make reference in what follows to incidents in which I have taken part, and shall be at no pains to dispense with the pronoun, even though thereby I lay my-self open to the charge of being a pupil of the deceased states-man. EVENTS LEADING UP TO THE ORGANIZATION OF THE PROVINCIAL WORKMEN'S ASSOCIATION The Springhill Mining Company began development work at Springhill in the early seventies of last century. So vigorously was the work prosecuted that in 18 7 4 two slopes, the east and the west, were in active operation, with a considerable. output, the east slope on occasional days producing 800 tons. The President of the Company, the late Senator McFarlane, was a Nova Scotian, the other directors were mainly merchants from St. John, N.B. From the first the enterprise was an .astonishing success, due in the greatest part to its geographical position, and in large part to the untiring vigilance of the directors, a majority of whom visited the collieries at short intervals, thereby keeping the manager, much of the time, on tenter hooks.

The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

Laboratory experiment as a basis of commercial plant design has been the subject of much analysis and thought and on which a large number of articles and papers have been published. We would be forced to choose between an unduly brief exposition if we wanted to cover it completely, or no exposition at all. We must therefore concentrate upon the essentials without ignoring at the same time too many of the qualifying factors which, by the choice of what we want to examine, may become side issues. In doing so, we do not imply that these side issues are therefore any the less important. In every case, what is said here applies with almost equal force to the pilot plant which may be necessary as it does to the commercial plant. In discussing a recent paper by Derek C. Shelton on the Santa. Barbara Mill in Chihuahua at a meeting of the Inst. of Mining & Metallurgy (London), D. J. Ottley said on the matter of relating laboratory results and small scale tests to full scale plant results that he would like' to draw the attention of members to the great difficulty of scaling up mineral dressing plants and processes. He felt that this was an important yet neglected subject which merited considerable fundamental scientific attention from mineral dressers and plant design engineers in particular. How much of this fundamental scientific attention has, as a matter of fact, been accorded to the subject, mainly by our sister profession, Chemical Engineering. The close similarity to chemical engineering problems that we meet, particularly in hydrometallurgical operations, suggests that Chemical Engineering publications offer a rich source of information and discussions of methods useful to us. We have only to think of pressure leaching, ion exchange, liquid-liquid extraction, precipitation and so on, all problems in chemical engineering unit processes or of the new Freeport Sulphur Nickel plant in Cuba or the Sherritt Gordon plant and many others.

Knowledge of true block grades is obtained from a mathematical model of an orebody, simulated with sample grades normally distributed and spatially correlated according io a spherical semi-variogram model.The superiority of kriging to the polygonal method of estimation is demonstrated on this modelled deposit by comparing the true values with the kriged and polygonal estimates obtained from sampling the deposit. Finally, selection of blocks of the deposit on the basis of the estimated values, shows that if kriging is used, what is predicted is largely mined, whilst if the polygonal method is used large biases can occur depending on the position of the cut-off grade.

"Extensive literature surveys, research in the project environment and personal experiences both within and consulting to project teams have revealed some consistent ‘people factors’ that contribute most to ultimate project success. Outside of purely technical and business case issues, there are a small number of leadership characteristics – probably only ten – that if correctly applied can positively leverage a team’s impact on project success.Of the top seven project success characteristics that were consistently highly rated in a recent study, five of them were around leadership. The authors have focused on this topic, noting that good leaders need to display the following traits:passionate commitment to deliveryconsistent modelling and reinforcement of correct values and behaviourfocus on managing relationships well and energising teams and individualscarefully clarifying project vision from front-end loading stages onwardseffective decision making.Not every project manager can and does practise these behaviours all of the time, but being aware of them and receiving training or facilitation in improving their application of these skills can equip project managers with the essential tools to markedly improve their own performance and that of their teams.This paper draws upon experiences in the field and provides lessons – both good and bad – to illustrate. As well as examining leadership traits, the way in which a leader can establish, organise, motivate his or her team and ultimately lead them to success is examined. "Many people in the mining and metallurgical industries were brought up to embrace Henry Ford's pronouncement that ""History is bunk"" but it is not generally known that the same Henry Ford created and paid for one of the finest technological museums in the Western World. I am aware that many people feel that industry history is something you ask aging executives to do or that history is a clip-andpaste compendium of pictures re-discovered every 25 years or on the occasion of issuing a press release on plant expansion. Moreover, there are many who fear historians as somewhat deranged individuals interested only in corruption, injustice and sensational labour strife. Good history lies somewhere between the controlled P.R. handout and the hysterical attack. Writing good history is a difficult creative act based on the application of experience, insight, wide knowledge and careful reasoning to available evidence. To date, the Canadian mining and metallurgical industries have achieved a great deal but left too little evidence and it is this lack of evidence which must be corrected before it is too late. It is the purpose of this article to stimulate thoughts with regard to archives, one of the more important vehicles for the preservation of such evidence."

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.

"Mining is the main activity that supports civilization. Actual mining presents contradictory concept to the health of the planet. Its business model is linear, fragmented and characterized by inefficiencies in the utilization of water, energy and mineral resources which generate waste and pollution. Before mining begins, it is critical to determine the vulnerability of the ecosystem and after mining, it is critical to determine the depletion of nature. Attending to these vital matters will require quantifying and measuring them. The purpose of this study is to provide and establish the metric to assess the performance and manage a sustainable future for our existence and that of our planet. This index is defined to measure and control Nature Friendly Sustainability (NFS) based on understanding nature. This index will determine the condition of nature constructed on the measurement of physical, chemical and biological equilibrium. Proposing a new mindset for mining design to satisfy nature’s needs would be to offer the same opportunities to future generations. Hence, sustainability is synonymous with equilibrium under a limited ecosystem. Nature is interconnected. Finally, this index of NFS is readable, standardized and relevant to keep nature’s needs in equilibrium. Establishing and NFS index is the next metric for humanity. INTRODUCTION There are a multitude of definitions of what sustainability is. Most of them are defined in terms of the corporate entity from which they emanate. The classical definition of management states that, “if we do not measure it, we cannot manage it.” Management of ecosystems is the definition of sustainability. Indicators of quantity and quality of sustainability are vital in order to create a metric for sustainability. These indicators will measure the depletion and degradation of nature as they occur through human intervention. The first step is to create a metric of sustainability to simplify its definition. The definition of sustainability is based on whether or not you consider nature to be finite or infinite, which is described in Nature Friendly Sustainability (NFS) [1]. The definition of NFS applies to any anthropogenic activity with an understanding of the equivalent activity in nature. That is to say, human activity with nature requires balance and equilibrium in order to be sustainable. The importance of this equilibrium is quantified in a set of metrics in order to establish measurement and acknowledge indicators for our dependence on nature. Sustainability is synonymous with equilibrium in any ecosystem that is limited and fragile. In the graph is the explanation of sustainability definition. See Graph 1"

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

The Institute of Makers of Explosives (IME) and A-P-T Research, Inc (APT) have developed and released a quantitative risk management tool, IMESAFR (IME Safety Analysis For Risk), for the commercial explosives industry. Consequence algorithms in IMESAFR are considered state-of-the-art. Generally, they mirror those in SAFER (US Department of Defense Explosives Safety Board quantitative risk management software). The science behind the software has now been assessed for its maturity. Results have identified areas where additional test consequence data could improve predictions. To address these areas, full-scale testing programs to provide the needed data have been formulated. Proposed testing efforts include work to: (1) improve characterization of explosive articles now absent from SAFER, and (2) refine modeling of the Potential Explosion Site (PES) types, particularly small metal structures, also not found in SAFER. Goals of each program as well as requirements for conducting the tests have been established. Testing results are to be used to improve the algorithms and to further the state-of-the-art in risk-based explosives safety.

The type of soil we had was a silty fine sand. It had been placed by hydraulic methods in 1904 so it was quite clean I would say less than 10% silt the rest of it was very loose sand. That I'm not certain, I've only done it on sandy soils but it would stand to reason that some sort of a number should apply because you are measuring the amount of work that you are doing to it so if the soil is fairly consistent over the site it should be able to generalize from there but I don't know for a fact that it works. Well, verifying to ourselves that this method actually worked because we weren't certain at first when we were doing it so then we would develop the numbers and then check the results.

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents--ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

Introduction More and more women engineers are joining the traditionally male mining industry. Are they successful? Do they encounter special problems? How do men in mining respond? How can the mining industry effectively use its female resources? What contributes to the success of a woman in mining? What can male engineers do to ease the entry of female professionals into the workforce? An STM survey conducted last spring provided some answers to these questions. All BS graduates in mining, mineral engineering, and extractive metallurgy from 1960-1979 were surveyed. Nearly 60% of the female graduates, from 17 universities, completed questionnaires. The women were asked why they chose mining, how they relate to predominantly male co-workers, what job skills they have gained, and what areas of work they most enjoy. They were also asked how problems of a two-career family are solved. Data were gathered on salaries, titles, specialties, and products handled. Respondents, assured of confidentiality, are identified only by title. Many male mining executives were also questioned for their advice to women in mining. Profile of the Survey Participant The "typical" female mining engineer works with coal, is employed by an operating company, feels she works very hard to prove her abilities, does not want to be treated as an anomaly, and someday wants to be an independent consultant. Of the respondents, 44% listed coal as the most familiar product, 12% said copper, and the rest listed products from industrial chemicals to oil. Titles varied widely but women managers are rarely found. However, the majority of the survey population graduated after 1976 and thus lacks substantial experience. Of 102 female graduates, only 25 graduated before 1977. Since then, there has been a steady increase. The American Association of Engineering Societies reported that in 1980 more than 100 degrees were awarded to women in minerals engineering. Education Highly Valued Twenty-two percent of the women surveyed had graduate degrees, 38% planned further education, and 12% listed a PhD as their goal. The majority of graduate degrees are in technical fields. There were only two MBAs. Five women intended to pursue law degrees, and one woman, with a mining engineering degree and an MBA, is a part-time law student. Along with advanced education, the women agree that production experience is needed for career advancement. However, only 28% of the women have worked in production. Many women, especially younger grads, commented that these are the toughest jobs to get. This is a universal complaint, from males as well as females, though women seem to encounter more opposition. Several women mentioned they were small or slight of build and managers tended to shy away from hiring them for production jobs. Two-Career Marriages The most difficult problem for two-career couples is relocation. Whose career takes priority? Fifty percent of the women said transfers or offers would be examined on a case-by-case basis, weighing pros and cons for both parties. The husband's career took priority with 47% of the women; their own careers, with 3%. These statistics conflict with comments from two employee relations managers. Both said most female engineers they've encountered are married to men who follow their wives' careers. Seventy per cent of the married respondents said their husbands were also engineers. Four said their husbands were engineers at the same company. Some male and female engineers met on the job; others joined the company as a "package deal." Both partners being engineers can ease relocation problems, since an area or company offering one spouse a job can often provide a spot for the other. A company may benefit by getting two new hires for the relocation costs of one. Most companies contacted have policies that allow married couples to work at the same division, but discouraged them from working in the same department. With 40% of today's marriages ending in divorce, one risk is that one or both parties may quit. One personnel executive said there were several couples, each spouse in a different discipline, who were work¬ing out very well at his division. However, he recognized the potential for problems if, for instance, one gets promoted and the other doesn't, or salary increases are unequal. The personnel executive said he has actively recruited married couples, and would again, were each person competent.

WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. There are many reasons to believe that we are, industrially, in a situation much like the European situation from 1935 to 1939; an impending war to the death with 'appeasement' as the only, unavailing, policy

While in some cases it is vitally important to measure the virgin stress in rock prior to tunnelling there are a number of cases where such stress measurement is really not required. The concept of having to have a number to put in a numerical model representing a continuum is often quite inappropriate. This paper discusses the cases when virgin stress measurement is required and the most appropriate means to measure it. The techniques discussed cover all of the overcoring systems, hydrofracture and borehole breakout measurements. It also covers the use of rock surface stress measurement, which is easy to perform and should be used to check for changing stress conditions. Unfortunately this technique has been ignored in recent times because engineers are addicted to numerical models requiring far field stresses rather than measuring the real values that exist where they matter – at the tunnel wall. A case is presented in which the measurement of surface stress in a tunnel boring machine tunnel enabled the far field stress to be determined in what must be the world’s largest overcore.CITATION:Gray, I, 2014.
