The nonmetallic minerals work of the Bureau of Mines started with the organization of the Mineral Technology Division in 1912. A special experiment station devoted to the mining, preparation, and processing of nonmetallic minerals was established in 1923 at New Brunswick, N. J., and concentration problems on nonmetallic minerals of all kinds also were studied at the Mississippi Valley Experiment Station at Rolla, Mo. In July 1936 the Nonmetals Division was organized, and in May 1937 the Nonmetallic Minerals Experiment Station at New Brunswick, N. J., was moved to and made a part of the new Eastern Experiment Station at College Park, Md. At present the Nonmetals Division operates at three points: The Eastern Experiment Station, College Park, Md., which is headquarters for the division chief; the Southern Experiment Station, Tuscaloosa, Ala.; and the Northwest Experiment Station, Seattle, Wash., where coal washing and preparation studies are included with those on nonmetallic minerals. Sand, gravel, and aggregate work is carried on by the Mining Division, as sand and gravel preparation are intimately associated with mining methods. The Economics Branch of the Bureau of Mines also prepares occasional papers on nonmetallic technologic subjects in connection with the presentation of statistics on a particular industry and reviews of the mineral industry in foreign countries for use in the monthly publication, "Mineral Trade Notes."

The study of geotechnical history is well-established. Most geotechnical practitioners, teachers, and graduate students have some grasp of the origins of the field. However, this understanding often consists of a jumble of names and anecdotes. This paper discusses how a deeper comprehension of geotechnical history can benefit academia and practice alike and describes how the authors have begun a wide-ranging study of the subject. The paper reviews the dual-track methodology the authors have generated for the study, which consists of written articles about different works in geotechnical history and a database tracking how often pieces have been cited in geotechnical literature. The first technique has shed light on aspects of geotechnical history such as the connection of the Darwin family to the origins of geotechnical engineering, the St. Francis Dam failure of 1928, and the rivalry between theoreticians and practitioners in the early days of the field. The second has helped quantify subjects such as the outstanding contributions of Karl Terzaghi, the disagreements between Terzaghi and Donald Taylor, and the specialization of the field over time. The paper concludes by discussing the authors’ planned future work on geotechnical history.

THE controversy regarding the ,'probable future of the Mexican oil fields, and its relation to the oil industry of the United States, has led to the preparation of this paper. As has been predicted by several writers in recent papers, certain of the producing areas in the so-called "southern fields" in the Tampico Embayment have only a limited oil reserve. These areas are being pulled on by every pipe line in that region, and the length of time that they will continue to produce is a direct factor of the daily oil shipments of these companies. However, this is not the whole story, and in the following paragraphs an attempt will be made to show that the life of Mexican oil production will be a long one, and Mexican oil will continue to be a large factor n the market for an indefinite time after the areas mentioned above have been drained. The past and present producing fields will be discussed separately, in order-to establish a basis for comparison, the ,only method by which underground reserves 'can be estimated in these fields.

The U.S. Bureau of Mines has evaluated the potential availability of nickel from 36 deposits or districts in 16 market-economy countries (MECs), analyzing more than 95 percent of production in those countries. This study indicates the quantity of nickel available on the basis of net production costs and total costs with a 0-pct and a 10-pct discounted cash flow rate of return (DCFROR). Costs of production are expressed in dollars per pound of recovered nickel. The study also indicates sensitivities of the cost of production to energy, labor, and other factors. The studied deposits and properties contain approximately 33 Mmt of recoverable nickel. About 26 Mmt of nickel is potentially recoverable from laterite deposits, of which 4.5 Mmt can be produced at $2.50/lb or less with a 0-pct DCFROR. Approximately 7 Mmt of nickel is potentially recoverable from sulfide deposits, of which about 6.3 Mint could be produced at $2.50/lb or less at a 0-pct DCFROR. The price of nickel averaged above $6.00/lb in 1988. Sensitivity studies performed for both laterite and sulfide deposits indicate that the total cost of producing nickel from laterites is most sensitive to increases in energy costs and that the total cost of producing nickel from sulfide deposits is most sensitive to increases in labor costs; sulfides are also affected by changes in revenues from byproducts.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Explosives identification tagging refers to the addition to explosives, during manufacture, of coded microparticles that can survive detonation, be recovered and decoded, and allow the explosives to be identified and traced to the last legal possessor as a result of distribution records kept of the coded tagged explosives. This study seeks to prepare the way for National implementation of identification tagging of all dynamites and cap-sensitive slurries (also known as water gels) by resolving technical issues and by developing a plan for pilot testing of the program. It is presented in two volumes: Volume I, National Implementation Model, and Volume II, Pilot Test Plan.

In 1980, a caravan of representatives of Japanese trading companies debarked on the shores of the United States bearing gifts of watches, electronic games, and radios. In early 1983, we find in a parking lot of a major U.S. coal company, a haggard general manager of marketing returning to the Orient with a box under his arm of trinkets of his own; cross pens with company logos, alarm clocks, etc. The tables have turned, but our fellow sitting in a jet plane over the Pacific Ocean had only to heed the warning of the famous 19th Century poet well familiar with the ways of the Far East. Kipling said; "And the End of the Fight is a tombstone white and with the name of the late deceased, And the epitaph drear, a fool lies here who tried to hustle the East."

The technological advances in efficient, rapid, and non-destructive hyperspectral core logging systems for systematic mineral mapping have led to the discovery and exploitation of new mineral deposits Hyperspectral imaging in the long-wave infrared range has been recently used successfully to identify various phosphatebearing minerals (monazite, xenotime, and britholite), with limited work on apatite associated with mafic-ultramafic layered intrusions. In this study we investigate the effectiveness of a hyperspectral imaging (HSI) system with long-wave infrared (LWIR) bandwidthsto identify apatite in the Upper Zone of the Bushveld Complex. The accuracy of the HSI results was validated by mineralogical and geochemical data. The two apatite-enriched zones detected by HSI suggesting widespread development of apatite throughout the uppermost 600 m of the Upper Zone. The lower apatite-enriched zone is approximately 40 m thick, while the upper apatite-enriched zone is about 23 m thick, consistent with previous thickness determinations by traditional logging and analytical methods. Spectral mixing observed in the response of apatite is ascribed either to the common association of apatite and olivine in these rocks, or to differences between the spatial resolution of the hyperspectral image and the size of apatite grains. The VNIR-SWIR wavelength region did not show prominent spectral features of apatite. Nonetheless, HSI in the LWIR range is effective in mapping apatite and should therefore be considered as an exploration tool. This research advances our knowledge of the reflectance spectroscopy of REE-bearing minerals, which makes it easier to detect, identify, and quantify REE-bearing silicate minerals by HSI.

THE raw material men in all industries, and copper is no exception, are accustomed to think of them- selves as the whole show, and not without justice, for if there were no copper mines the world would have no copper. Nevertheless, many different things costing money and resulting in profits must be done to their product before it is ready for the world's use. In other words, they are making the frequent mistake of Chinking in terms of partial costs. Nobody really uses electrolytic copper. Possibly that is why nobody seems willing to pay anything for it. The manufacturers, being canny, do not buy any more electrolytic than they feel that they can work up and sell profitably, although they like to make the raw material men Chink that they will take all that can be produced. This is a state of affairs that has aroused my sympathy and curiosity, and has induced me to study the financial history of the copper wire and brass industry of the country or such portion of it as publishes any records readily available to the curious minded. SOME 2,000 years ago Pliny is supposed to have said, "Out of Africa always something new." It may perhaps even now be news to a great many that the Belgian Congo has in recent years been producing approximately a quarter of a ton of diamonds annually. For that is what the 1 1/4 million carats, the recovery from 40-odd operating mines, and about 20 or 25 per cent of the world's normal consumption, amounts to. In 1915, first exploitation operations produced less than 50,000 carats from two mines. The rapid expansion of operations following the Euro¬pean war meant a most rapid development of a virgin land. The interior is now reached by air in one day from the mouth of the Congo River, where steamers unload mail and passengers from Antwerp. This trip formerly consumed 4 to 6 weeks by a narrow-gage, wood-burning, railroad around the rapids of the lower Congo and Livingston Falls; by river boat to the heads of navigation, Djoko Punda on the Kasai or Luebo on the Lulua; and thence by caravan of native porters over narrow-trails to head¬quarters on the Tshikapa. Hundreds of miles of automobile roads have been constructed over veldt and through forest, bridging streams and ferrying rivers. The railway from Capetown to the Katanga copper district to the East, once two months away by trail is now reached in 2 or 3 days over fair automobile highway. Native "boys" who a few short years ago wore little more than a smile and a string of beads and to whom a wheelbarrow was a complicated piece of machinery, are today driving Fords, tending boilers and engines and operating electrical equipment, or are capable mine workmen, machinists and artisans, and dressed in all manner of cast-off white man's clothing. Even as late as 1920, due to difficulties of securing and transporting machinery during and just after the war, the crudest hand operations were the rule for the excavation, sizing, and concentration of the diamondiferous gravel. All washing and concentration is now mechanized, using steam or electric power, and where operations are sufficiently large to permit competition with native labor costs, excavation and transportation are also accomplished by machinery.

The Century zinc-lead-silver deposit has a geological resource of 118 million tonnes averaging 10.2% zinc, 1.5% lead and 36 g/t silver. It lies approximately 250 krn NNW of Mt Isa in NW Queensland, Australia, and is hosted by middle Proterozoic age siltstones and shales of the Lawn Hill Formation. Within the orebody, most mineralisation occurs selectively within black shale units as fine grained sphalerite and galena lamellae with minor pyrite and siderite. The black shale units are separated by weakly mineralised sideritic siltstone horizons. The deposit is unmetamorphosed and only weakly deformed, displaying excellent lateral stratigraphic and grade continuity. The deposit is mostly overlain by younger Proterozoic sediments and later Cambrian age limestone cover and only a small proportion of the mineralisation crops out. Mineralisation has a subtle surface expression without a classic gossan profile, probably due to the low iron sulphide content of the ore. These factors contributed materially to the length of time between the first recognition of lead-zinc-silver mineralisation in the area by prospectors in the 1880s, to the discovery of the orebody by CRA Exploration Pty Ltd (CRAE) in April 1990.   Small scale prospecting and mining continued in the area from the date of the first mining lease in 1887. Post 1950, the deposit area was also included within nine separate regional exploration titles prior to CRAE's title acquisition in 1987. CRAE's original exploration strategy was partly pragmatically and partly conceptually inspired, but the eventual discovery only partly conformed to the original conceptual model. The deposit was found higher in the stratigraphy than the original target position, with unexpectedly low total sulphide content relative to other known deposits.   The discovery soil anomaly was located by the CRAE's first regional orientation traverse line in the area, but was not drill tested for three years. The discovery sequence at Century has strong elements of persistence, technical competence and some luck. It demonstrates that even in well explored terrains (by conventional standards) the exploration story can never be said to be over. The foreshadowed development of an economic resource at Century will hopefully inspire continued commitment to 'brownfields' exploration by mining companies, and demonstrate to external regulators the importance of genuine multiple land use strategies and the need for continued access to land for exploration and mining purposes.

As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

At LKAB's plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer's interest in the reduction properties of the pellets' has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. A rock mass classification system has been developed for recommending drift support requirements in block caving mines. This development follows a two-year program incorporating field observations of support practice and performance in rocks of different classes, at several U. S. block caving mines. Popular rock mass classification systems presently in use for tunneling were applied at the various field sites; and were evaluated for conformance with caving mine support requirements and for general utility to caving mine operations. The developed system (MBR System) accepts readily-obtainable engineering and geologic data to yield a rational estimate of support requirements. The background and development of the MBR system is described in this report (Volume I). The use of the system is given in the Manual, a separate volume (Volume II).

Newmont Gold Company (NGC) located in Northeastern Nevada has been processing carbonaceous and sulfide refractory gold ores through a chlorination circuit prior to cyanidation. A "Flash Chlorination" pilot plant was installed in 1987 in an effort to obtain higher chlorine utilization efficiency and increase gold extraction. The Flash Chlorination process oxidizes organic carbon and sulfide sulfur. It also deactivates preg-robbing carbon, making the ore amenable to cyanidation. Significant recovery improvements were observed using this new process. This scheme has also been instrumental in the processing of higher than normal grade ores at economic chlorine levels. The Flash Chlorination pilot plant has been successfully treating carbonaceous ore on a production scale since April 1988. This paper summarizes laboratory and pilot plant optimization test work, using conventional and statistical methods.

The New Lead Belt of Missouri, situated in the heart of the Clark National Forest, stands as a dynamic example of how mining activities can successfully coexist in a restricted wilderness area. After 16 years of intensive drilling activity, mine development and surface plant construction, many would agree that the mine-plant design philosophy of St. Joe has minimized the imbalancing effects to the ecology and the wilderness appearance of the Ozark area. In a recent dedication speech of St. Joe's newest operation, it was stated: 1 "this Brushy Creek Mine, as well as nearly all of the mines in this district, lies within the boundaries of the Clark National Forest. Here the Forest Service has an outstanding and realistic program for multi-use of Federal lands. Mining, lumbering, recreation and conservation coexist in, what I consider, a delightful wilderness environment. I believe that this same type of usage could be permitted on all government land without seriously detracting from its natural beauty." Each and every activity in the process of discovery, exploration, development and finally operating a mine and process mill could have drastically degraded some phase of nature's environment were it not for the well developed and executed plans of the mining people involved. This is not to say that everything has been kept in perfect balance; but most certainly the industrial impact on what was once a wilderness area has been held to a minimum. What follows is the story of how each phase of this gigantic development was handed by industry people. Through their interaction and cooperation with government agencies, educators and researchers, allowed not only the ecology of the area to be protected, but the aesthetic beauty of the Ozarks to remain intact.

This resume of the work of the Petroleum and Natural - Gas Division of the Bureau of Mines for the fiscal years 1940 and 1941 is the second of a series. of progress reports . It brings forward from the 1939 annual report information on the course of activities of the division in carrying out its objectives of increased conservation and better utilization of petroleum, natural gas, and related resources through a coordinated program of research and fact - finding . It discusses, also, special assignments. executed for other Government agencies, which in recent years have constituted a considerable part of the division's work ." . In the present national emergency, in which petroleum is so essential , many of the Bureau's research activities bear directly on the availability, conservation, and use of petroleum for national defense . Accordingly, during the past year attention has been focused for the most part.on.problems associated with the needs of national defense . Several long-time researches , which in themselves are potential sources of desirable knowledge , were judged to be of secondary importance under present conditions and accordingly were suspended . Studies also were oriented in line with rapidly changing conditions to meet the demand for accurate findings on short notice . The Petroleum and Natural - Gas Division has experiment stations at Bartlesville , Okla . , and Laramie, Wyo . , a field office at Dallas , Tex . , and a field office and laboratory at San Francisco , Calif . It also operates the Government helium plant near Amarillo , Tex. In addition to the helium operations , some of the petroleum and natural - gas research activities are conducted at the Amarillo plant .

While the occurrence of phosphorus in coking-coal has assumed less importance with the development of the opeu-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6 Y2 O14, 18 Aq). Subsequently, through the courtesy of Dr. J. Sharshall Grasty, of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. This was examined by Prof. John J. Porter, of the University of Cincinnati, and gave the following partial analysis: Per Cent. Loss on ignition,......... 37.43 Phosphoric anhydride,..10.33 Alumina,..........36.33 There was also a trace of silica, and quite a considerable quantity of lime and magnesia. Professor Porter was led to think that the material was not pure, but a mixture of several of the phosphates of aluminum carrying lime and magnesia. The material available did not permit of the convenient determination of the other ingredients. One form in which phosphorus occurs in coal is evidently as a hydrated phosphate of aluminum; and any coal which shows to the eye the occurrence of a light-colored resinous-looking material should be looked on with suspicion as being high in phosphorus.
