The Federal Government, as the largest lessor of oil and gas lands in the United States, is vitally interested in the conservation of those resources. This manual has been prepared at the direction of the Secretary of the Interior to call the attention of lessees of public oil and gas lands to the most common oil and gas field wastes and the best methods of preventing them; to outline the policies of the Interior Department on field operations; and to give information as to how the "Operating Regulations" of the department will be interpreted by the Bureau of Mines. The oil industry has progressed steadily. Present operating methods are much more efficient-and less wasteful-than those of a few years ago; moreover, the art of producing oil and gas is continually advancing. Public interest requires that improved methods, which will result in obtaining the greatest possible amounts of oil and gas from the natural deposits, shall be developed and used. Part I of this manual points out types of oil and gas wastes and suggests, in detail or by reference, the most practical and effective methods in current practice for stopping these wastes. Throughout Part I the department's operating policy is given, with interpretations of the "Operating Regulations" for enforcing every practical measure of conservation. Part II comprises the revised "Operating Regula-tions" which supersede all previous regulations and will govern future operations on public lands; it will be found in the pocket in the back cover of this bulletin.

The issues facing graduate training in the mineral processing industry are not too different today from those that prompted the initiation of the Anglo American Platinum Graduate Development Programme (AGDP) in 2002. Graduate metallurgists in South Africa enter the industry from different undergraduate programmes at various tertiary institutions, and so the knowledge and skills of the young graduates varies. Further, the geographical expansion of the industry combined with the downsizing of business units means that there are fewer opportunities for young graduates to be mentored through their first few years on site. Anglo American Platinum chose to address these issues by implementing an intensive, structured graduate training programme for all their new metallurgical graduates, known as the AGDP. The first two years of experience of the AGDP, from the viewpoints of both graduates and lecturers, were presented to the mineral processing community at the IMPC in Turkey in 2006 (Sweet et al, 2006). From the beginning, the programme was structured in a modular fashion to include a basic technical ?toolbox? including statistics, the scientific method and sampling protocols, while the mineral processing content comprised advanced learning in comminution, classification and flotation (later extended to include hydrometallurgy). Technical communication ? both written and verbal ? was included from the start. The programme was focussed very strongly on site work (?learning by doing?), with a major integrated site campaign conducted and analysed by each cohort. In 2012 the AGDP will accept its ninth cohort into the programme. This paper describes how Anglo American Platinum and the University of Cape Town have developed and adapted the programme over the last few years, in response to the challenges of the global recession, skills retention, and the changing operational needs of the company. The programme, which was drawn up to accommodate around 15 concentrator-only graduates, now accommodates 35-40 concentrator, smelter and refinery graduates annually. The programme has also been modified to facilitate new graduates spending most of their first year on the operations. The benefits of the programme for Anglo American Platinum have been tangible, and will be discussed in the paper. Keywords: graduate training, technology transfer

This paper describes the original planning which actually resulted in the opening of a new aggregate plant located in central New York State. This plant, which is now named the Skaneateles Plant of The General Crushed Stone Company is unique in that the plant itself is a departure not only in design but in concept of operation from the normal aggregate plant the company has operated in the past. Whether or not the concepts which resulted in the Skaneateles Plant are economically feasible remain to be proven by the next few years of operation. By way of background data about our company which will help set the stage for this presentation, we currently operate seventeen stone quarries in the states of New York, Pennsylvania and Virginia. These quarries range in size from 200,000 tons per year to 1,500,000 tons per year with a total annual stone production of approximately 7,500,000 tons. We also produce about 1,250,000 tons of sand and gravel at six sand and gravel plants, 300,000 cubic yards of ready mix concrete, 1,500,000 tons of bituminous concrete, aglime and other minor construction materials. In many cases we are our own best customer consuming a large percentage of the total production of our own aggregates in our various ready mix and blacktop plants. Up to the concept of the Skaneateles Plant our operating facilities have been of the permanent type as opposed to the moveable or portable type plant. The steps involved in the case history of Skaneateles will begin with the basic economic requirements, market research, geologic surveys, land acquisition, zoning and financing and carry through to the final design and construction. We will attempt to show what some of the problems were, how we interpretted them and how we proceeded to solve them. The current results are apparent and can be analysed. The success of the total concepts of the Skaneateles Plant remains for future analysis.

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

This paper briefly describes the principal known commercial and near commercial deposits of gold-bearing gravel end the principal placer mining operations of Idaho County, Idaho. It is one of a series of similar papers on western mining districts. The data used in writing this paper were gathered during the summer of 1937. Information concerning gold-bearing gravels was obtained from prospectors and operators, while operators supplied most of the data on mining operations. No attempt was made actually to test the gravels. The principal object of the examination was to indicate placer areas worthy of further investigation by prospective operators.

The success of any project in which gas is injected into oil-producing sands to increase the current rate or the economic ultimate production of oil or in which surplus gas from oil-producing operations is stored temporarily in reservoir sands that have been wholly or partly depleted of their producible oil depends mainly upon an understanding of the underground movements of oil, water, and injected gas and the ability to control their speed and direction of migration through the reservoir sends. Many operators believe that injected gas always travels up the structure and drives oil to wells structurally higher than the injection wells, because the specific gravity of the injected gas is less than that of the fluid substances in the formation. Consequently, many injection wells are located on the flanks of oil-bearing structures with the idea of utilizing the energy of the injected gas to drive the oil to producing wells higher on the structure. It is true, under certain conditions of pressure and fluid depletion of the reservoir sands that injected gas will move in an up-structure direction, but the theory that injected gas always moves up the structure is based on an erroneous conception of the laws that pertain to the expansion of gases. By definition, "a gas is distinguished by its property of infinite expansion and is limited in volume only by the walls of the vessel which contains it." The expansion of gas that is injected into reservoir sands also is limited by "walls" that surround the space influenced by the injected gas. The walls of the majority of undrilled or virgin oil-bearing reservoirs in California are the impervious shales overlying and underlying the productive strata and the "dams" or effective barriers of edge water around the rims of the reservoirs. When gas is injected into the sands of a producing reservoir, regardless of the location of the injection well on the structure or the degree of depletion of oil from the sands, one of the walls which confine the gas in the structure about the injection well is fluid. This wall will be edge water in a nearly depleted reservoir, where the drainage cones or regions of reduced pressure about injection and producing wells intersect; and, where there is no interference of drainage cones and the injection well is structurally above the edge water, the wall will be oil. In some producing reservoirs bottom water may be the lower wall of the space that confines the gas about injection wells, but the effect of bottom water on limiting the expansion of gas is the same as if the water was not present and impervious formation separated the producing from the underlying nonproducing strata. Therefore, since compressed gas always seeks regions of reduced pressure and its final volume is limited only by formation and fluid barriers and since the force exerted by the gas under pressure is equal in all directions, the course of migration of injected gas in reservoir sands in California and the effect of the gas pressure on fluid movement does not depend necessarily upon the up-structure location of low-pressure regions.

Each year, haul truck accidents account for a large portion of mining injuries and fatalities. To better understand why these accidents continue to occur, researchers from the National Institute for Occupational Safety and Health (NIOSH) utilized a cognitive task analysis methodology to identify the user requirements of surface haul truck operators and assess differences in perceptions between operators, managers, health and safety professionals, trainers, and maintenance personnel. Additionally, researchers used the critical decision method to focus on better understanding the cognitive demands, decision-making, and problem solving during nonroutine incidents. The preliminary results of this study identify and explore themes within the broad categories of hazards, skills & expertise, and training and provide detailed accounts of nonroutine incidents such as near-misses, loss of control, and collisions. These accounts reveal insights into operator decision making and event progressions that can then be used to build more realistic training scenarios and address hidden hazards and root causes of these incidents. These results, along with potential solutions offered by study participants, can inform future research and help identify creative interventions that can be used by mine operators to address haul truck safety issues

Summary This paper describes the general situation of the mining industry in New Brunswick, and gives a detailed description of the recent developments in the antimony deposits at Lake George and the copper deposits in the vicinity of New Horton. At the end are lists of the most interesting geological literature relating to the Province and of the geological and topographic maps that have been published. Introduction In presenting this paper to the Institute, I apologize for the small amount of scientific data which it contains. Recent investigations in the Province of New Brunswick have been carried on largely by outside interests, and at present we ourselves are in the position .of taking stock. However, I am glad of the opportunity of giving you a general idea of the situation. The Province is making an honest effort to learn the truth concerning her mineral deposits and in time hopes to collect data which should be of interest to the mining community.

This paper is a case history of an exploration venture for base metals, begun by the Rocky Mountain District of Bear Creek Mining Company in 1952 and completed in 1954. The project was based on the idea of W. S. Burbank, U. S. Geological Survey, that commercial deposits of base metals might occur in Paleozoic sediments beneath hydrothermally altered volcanic rocks in the Southern Bonanza mining district, Colorado. Here, an area of andesitic rocks, four square miles in extent, has been argillized, pyritized, chloritized and silicified. Geological, geophysical and geochemical studies were followed by the diamond drilling of three holes totalling 6,220 feet. Further alteration ang geochemical studies were made on the cores from these holes. A brief review of the alteration and geologic mapping, colored aerial photograph interpretation, geochemical soil and rock sampling, magnetic, gravity and radio-metric surveys are presented together with some conclusions regarding this work. This paper is a case history of an exploration venture for base metals, begun by the Rocky Mountain District of Bear Creek Mining Company in 1952 and completed in 1954. Important contributions were made to the project by personnel of the Rocky Mountain District and the Geophysics Division. Individual acknowledgements to these people are made at the end of the paper. BASIS FOR THE PROJECT The project was based on the idea of W. S. Burbank (1947, p. 444) that commercial deposits of base metals might occur in Paleozoic sediments beneath hydrothermally altered volcanic rocks in the Southern Bonanza mining district, Colorado. Paleozoic sedimentary rocks, including the favorable Leadville limestone, are exposed three miles south of the altered area, and reason exists to believe that they might underlie it within a reasonable depth. Alteration of pre-mineral volcanic rocks has been used successfully as a guide to concealed orebodies in the Main Tintic and East Tin tic mining districts, Utah (Bill-ingsley, 1933, p. 120-122; Lovering et al, 1949; Howd, 1957, p. 124-134; Cook, 1957, p. 73) and could be a useful guide here. GENERAL GEOLOGY AND STRUCTURE The Northern and Southern Bonanza mining districts are northwest of the San Luis Valley in southern Colorado, just within the northeastern edge of the San Juan volcanic province. The districts are1ocated on the southern extension of the Sawatch uplift, a prorninent northwest-trending structural high. The vibro driver/extractor is a machine that grips to a pile and vibrates it up and down. When the vibrating pile is lowered into the ground, all soil around the pile begins to vibrate. A vibrating pile breaks the friction between the pile and the soil, thus allowing it to penetrate the ground. A vibro is usually operated by hoisting it into the air with a crane and then placing it onto the pile. The vibro has hydraulic gripping jaws that are controlled from the ground. Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. The application of digitization to operations and logistics is commonplace. From advanced data analytics to intelligent networks, digitization offers tremendous opportunities to create value, raise the efficiency of production processes, and reduce emissions. Several manufacturing industries have already implemented solutions to good effect by using digitization. Mining companies, for example, are using historical data about equipment health to predict potential failures, while aeronautics and automotive companies are using robotics and end-to-end digital twins to improve their design and production processes. Not surprisingly, first adopters of digitization in many industries have gained an edge over their competition. The cement and aggregate industry can better manage the enormous energy consumption, rising cost challenges, inefficient uses of raw material, logistic problems, emissions, and overall process complexity that are inherent in their operations by doing the same. This paper presents the results of a literature review and analysis and conveys the challenges for adaptation and implementation of digitization and artificial intelligence (AI) in the cement and aggregate production industry.

(communication to the Secretary*) :—Although Mr. Bordeaux prefaces his paper with the statement-that it is a general outline of practice in the Republic, many of his statements seem to be made from the view-point of a particular case, which does not always agree with general practice. For the purpose of calling attention to some of these variations, I respectfully offer the following comments: The operation of crushing and grinding is performed by so many different methods and systems that it is useless to select any one as the standard. However, primary crushing in rock-breakers followed by stamps is thus far so general that it might be so classified. Whether or not it is the best way, is open to question. Regrinding may be performed by any of the various types of Chilean mills, Huntington mills, or similar machines, or the material may be taken directly from the stamps and delivered to the tube-mills. Mr. Bordeaux's statement that " the slimes can be treated only by decantation; the new Butters slime-filter, as used in Nevada, does not seem to be successful with silver-ores," is surely an error. All over Mexico many of the purely silver-ores are being successfully handled by the Butters or similar filters, such as the Moore and the Burt filters, and a letter to the manufacturers of these filters will undoubtedly bring a list of the silver-ores now being successfully treated in this way. The statement that crushing silver-ores in solution is impossible is equally erroneous. Most modern mills crush the ore in solution, in some cases containing as much as 0.12 per cent, of KCN. I cannot for the moment recall any modern mill in Mexico which does not follow this practice. There may be some reason for it in particular instances, but, generally speaking, the practice is to crush in solution. Care in installation avoids any mechanical loss of cyanide, and the chemical loss is so small as to be negligible.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

This U.S. Bureau of Mines report on U.S. and Canadian 1iterature pertaining to soil characterization and the use of soil amendments as a part of the reclamation process of coal surface-mined lands contains 1,280 references. The references were published during the 1977 to 1988 period. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate those articles with the coal mining region and subjects of interest. From September 1978 to December 1983, ESD Corporation (formerly a Division of FMC Corporation) undertook the development and testing of a bidirectional auger under contract with the U.S. Department of Energy. Underground testing began in August 1981 at Peabody Coal Company's Marissa Mine near Marissa, Illinois. The auger was developed to increase mine production and coal recovery without increasing land subsidence. It bored 4-foot-diameter by 10-foot-deep holes into pillars on 7-foot centers (each hole recovering 5 tons). All operating during this test was performed by maintenance personnel with the goal of finding ways to increase the machine potential. The maximum excavation rate achieved was 1.4 tons per minute. It was concluded that the concept of drilling short holes to extract coal from underground pillars without surface subsidence was practicable with a wheel mounted auger, but that more power was desirable for this mine, and that the hydraulically driven augering system that provided experimental versatility was not sufficiently reliable for production use.

THE present era of exploitation of the Little Long Lac and Sturgeon River areas commenced in 1925, when Beardmore Gold Mines started development of what is now the property of Northern Empire Mines. A shaft was sunk in 1927-28 and a very limited amount of underground work was carried out, following which the property was shut down. It remained idle until 1932, when Empire Star Mines, a Delaware Company, optioned the property. This Company formed the Northern Empire Mines Company, Limited, to operate the mine, and immediately instigated an aggressive programme of surface and underground development. By the summer of 1933, sufficient ore was indicated to justify the installation of a small mill. The decision was also reached to bring in electric power. A power-line was built from Hydro, the Ontario Power Commission's development on the Nipigon river, to the mine, a distance of approximately 50 miles. This work was entirely financed by Northern Empire Mines. Mill construction was commenced in October, 1933, and completed by March, 1934, thus making this mine the first producer in this district.
