Mining men, quite as exploration minded as petroleum interests, are in the position where most of the exposed crustal portions of the earth have been examined, where the demand for metals is high and likely to continue so, and yet where, perhaps, the tools fail for the economic exploration of many of the possible mineral areas more deeply covered with drift, alluvium, and later formations. At the same time the incentive exists to create acceptable substitutes for many of the duties of metal. The problem of the economic exploration of possible mineral-bearing areas is hence a vital one. In oil exploration, the absence of surface or shallow occurrences and the high cost of test drilling has led to the intensive study of geophysical techniques. Hence the development of the seismic method with its high certainty factor and its adaptability to standardized procedure.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. The minerals that enter welding-rod coatings and fluxes are the main subject of this report. Few mineral producers know just what minerals and what grades and quantities of minerals are required by the welding trade, and it is for their information that this report has been prepared. The various methods of welding are discussed extensively enough to inform this type of audience. Specialists in welding probably will find little on welding that is of value to them, but they may learn something more about the minerals or mineral products that they use. The authors did not find it easy to prepare this publication, and any needed corrections will be welcomed. Regarding welding, research, Jenks4/ 1 points out that while the process of welding in simple in operation, the phenomena attending its use are extremely complicated, and the efficient and safe use of welding requires an understanding thereof. Although the fluxes and the coatings used have solved many problems, many other problems require the joint effort of the whole industry; therefore, it is hoped that this report will be found of practical value.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

Opencast coal mining is responsible for the greatest area of land disturbance across all of the commodity types in South Africa. Many thousands of hectares have been rehabilitated to date and, although rehabilitation performance is not always measured or reported, a significant database, spanning 24 years, has now been analysed to identify the main shortcomings holding back rehabilitation sustainability across the industry. Data from 48 different collieries with rehabilitation performance scores measured from 2000-2024 were analysed. A standardised assessment framework was implemented at all 48 collieries, focusing on aspects of land capability, soil fertility, landscape form and drainage, vegetation species composition and basal cover, implementation of maintenance programmes, and prevalence of invasive alien plants. The findings show that, although invasive species management, plant species composition, and plant basal cover are often adequate, the implementation of aftercare and maintenance programmes (influencing soil fertility) and deficiencies in overall landform design and drainage systems are most significant in preventing overall rehabilitation progression and self-sustainability. Integrating these during design and rehabilitation execution, followed by intensive maintenance (especially in the first five years post-topsoiling and seeding) will be key for the overall industry performance to improve to acceptable levels. The database is biased towards collieries that actually do undertake rehabilitation and that do measure it, hence the actual industry performance is likely worse than what is presented. Due to the substantial hectarages involved and the main post-mining land uses being grazing and crop production, the industry cannot afford to keep perpetuating deficiencies in achieving the foundational aspects of rehabilitation that would pave the way for sustained economic future use.

An extensive study including fluid dynamic calculations, cold model tests, pilot plant tests as well as measurements in a commercial flash furnace was carried out in order to develop a new Sumitomo flash smelting concentrate burner. The pressure measurements in the commercial burner indicated that the premixing of the concentrate and reaction air in a burner was insufficient. Pilot plant tests showed that enhancement of the premixing of the concentrate and reaction air is very effective for improving the burner performance. Using the additional pressure drop of the reaction air as an indicator of the premixing, a new type Sumitomo premixed concentrate burner was developed.

Interest in mergers in the nonfuel mineral industry developed when 5 were listed among the 50 highest valued mergers in the United States in 1981. This report presents a Bureau of Mines study of trends in merger activity from 1960 to 1979 and explores motives for mergers in the nonfuel mining and mineral industry. The objective was to determine precedent for or a trend toward the 1981 acceleration in merger activity and to examine certain financial motives for non fuel mineral mergers. Data indicate that the relative value of non fuel mineral mergers has grown since 1972 although the number of mergers has remained proportionate to historical trends for all mergers. Since 1974, the assets acquired in "large," nonfuel mineral firm mergers, those of $10 million or more, have comprised at least 93 pct of assets acquired. More nonfuel mineral firm mergers involved mineral companies as the acquiring firm than vice versa but mining and minerals firms acquired were of higher value than nonmining firms. A major motivation for mergers involving large mineral firms was the acquisition of assets at less than replacement costs. Univariate statistical testing, a methodology chosen for its applicability to the data, confirms this hypothesis while rejecting other financial motives. The remainder of the work is devoted to a discussion of suggested areas for future study.

The Canadian non-ferrous mining and metallurgical industry has made great strides in environmental protection during the past half century. The path taken by the copper-nickel smelting industry in reaching today’s level is traced in this paper. Following the practice at early copper smelters in Wales and in the US, Canadian smelters originally used tall stacks to disperse furnace of-gases. This was the normal mode of operation and was accepted by society and by Government. Gradually, Government regulations required fixation of sulphur dioxide emissions and Canadian companies responded with significant technical developments to achieve this result. The initial development in Canada of the first new technologies such as the Cominco Flash Suspension Roaster and the Freeman Flash Smelting Process - both representing early versions of the modern established flash smelting technologies - and then later technologies such as the Inco Flash Smelting Process and the Noranda Process, both of which continue to this day, are discussed in this paper in terms of their contributions to the development of environmentally friendly plants. The evolution of these and other technologies is also discussed. Some comments regarding how the industry will face the future are also included.

Modern-day direct reduction of iron first developed as a small-scale, low capital and operating cost alternative to the blast furnace. Since commercialization of continuous DR technology in the late 1960s, the market for the products of direct reduction has grown to more than 74 million tonnes in 2012. The initial advantages of DR plants over BF facilities have grown over the years, for several reasons, including the increased size of DR modules, lower energy and emissions (particularly CO2), along with the flexibility to use a number of different reductants. The development of DR technology over the past forty years will be emphasized in this presentation, including recent developments that allow for even more direct sustainability comparisons with the iron blast furnace – and even combine the two technologies for improved synergies. Also briefly discussed will be the possibilities of using direct reduction for non-ferrous ores.

It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

In June, 1980, Reserve Mining Company completed a 370 million dollar construction project which included process modifications required to reduce the silica content from nine to five percent by weight and increase the iron con- tent of Reserve's pellets from 62.5 to 65.8 percent by weight (dry basis); process modifications and additions required to implement "best available technology" water quality controls; and installation of "best available technology" air emission controls. The new process began operation on June 24, 1980 and is being optimized to meet design objectives. Dry cobbing, fine screening and flotation additions to the concentrating process have reduced the silica content of Reserve's pellet from nine percent to five percent by weight. The process reclaims and reuses all process waters, stores all tailings in a zero discharge tailings basin and meets all air emission standards.

Recent trends in flotation technology are briefly reviewed. These show that considerable development has been made as the operators, suppliers and technologists have responded to the challenges of the industry. Most of these advances have been based on empirical and phenomenological methods. There is a considerable opportunity to make further advances through a more fundamental, scientific approach. Some of this work is discussed and, although progress is being made on this front, industrial uptake has been somewhat slow. A number of specific issues facing the industry are discussed.

TWO days of solid discussion, with barely time out for meals, characterized the Tulsa meeting of the Petroleum Division. It was preeminently an earnest gathering devoted to technical matters. Sessions were held in the Crystal room of the Mayo Hotel with luncheon served each day in the back of the same room so that talk of methods, while slightly less formal, extended right through the lunch hour. Thursday evening the Committee did provide a little relaxation in an informal dinner at the Tulsa Club where, after a brief musical program and an amusing skit by the local Herman the Great, brief addresses in non-technical vein were made by President Farish and Vice-president Rice of the Humble Company, Henry L. Doherty of Cities Service, Secretary. Bain of the Institute, and others. The presence of leading executives of a number of the oil companies at the dinner and the sessions, and the cordial approval they expressed of the work of the Division were especially gratifying. The total registration was 215 with 100 at the dinner and 70-to 80 lunching together each day.

"Air-sampling results suggest drill operators working inside environmental drilling cabs at an open-pit gold mine in Nunavut, Canada, are at risk of exposure to asbestos and silica (quartz). The authors installed RESPA® CF Vortex HyperFLOW® units, which showed promising results under laboratory conditions. The goal was to evaluate the effectiveness of these units under actual working conditions. Personal and area air sampling was conducted in drilling cabs with and without the unit and a Wilcoxon rank-sum test was performed to compare the results. Particulate concentrations were significantly lower in drill cabs with a unit installed than in those without.RÉSUMÉ Selon les résultats d’une campagne d’échantillonnage de l’air, les foreurs travaillant dans des cabines de forage environnemental dans une mine d’or à ciel ouvert du Nunavut, au Canada, risquent d’être exposés à l’amiante et la silice (sous forme de quartz). In an open-pit gold mine in Nunavut, Canada, drill operators are routinely exposed to asbestos (primarily amosite) and silica (quartz)—two naturally occurring substances in the ore that is to be drilled (Table 1). Inhalation is the primary route of exposure for these two hazards, which are associated with respiratory health effects such as asbestosis and silicosis, respectively. In addition, asbestos and silica are classified as human carcinogens by the International Agency for Research in Cancer (2001, 2011). Given the toxicity of these two agents, it is imperative that precautions be taken to minimize the risk of exposure of the mine’s workforce. To address this matter, the mine has an exposure-control plan, which includes the provision of personal protective equipment, personal hygiene facilities, training, and a medical surveillance program. Furthermore, the mine performs occupational exposure assessments or air sampling on a regular basis because the morphology of the ore changes rapidly with respect to asbestos and silica content."

The Oatman District produced approximately 2.2 x 10 6 ounces of gold and 0.8 x 10 ounces of silver between 1897 and 1942. A total of 3.8 x 10 tons of ore averaging 0.58 O/T gold and 0.17 O/T silver was extracted from eight major orebodies and a number of lesser deposits. Oatman lies at the center of a trachyte-latite-rhyolite volcanic complex which contains at least one resurgent caldera. The orebodies are typical epithermal quartz-calcite + adularia lode deposits which are very deficient in sulfur. Ore deposition has occurred within dilatant zones on faults which radiate from a common point within-the complex. Fischer-Watt Mining approached the Oatman District with an integrated exploration program utilizing four basic procedures to define the characteristics of past productive areas the results of which were applied to unexplored portions of the vein system. These procedures, listed in their order of usefulness, in defining known and prospective mineralized zones are: vein contouring, detailed alteration mapping, fluid inclusion temperature determinations, and geochemical sampling.

The United States Geological Survey has estimated 1 that the State of Washington contains 11,412,000,000 tons of bituminous coal and 52,442,000,000 tons of subbituminous coal, in beds more than 14 inches thick. As the present rate of production is about 4,000,000 tons a year, Washington apparently contains coal enough to supply Pacific coast markets for many years. The character of the coal beds of Washington renders the production of clean coal very difficult, and a considerable proportion of the output is washed before it is marketed. In 1915 Washington ranked fifth among the States in the amount of coal washed, though only twentieth in total output. In that year 37.9 per cent of the coal produced in the State was treated in surface cleaning plants. On account of extensive folding and faulting of the coal measures, mining in Washington presents many difficulties; therefore a description of the methods employed at some of the mines may be useful in planning operations in other regions, and is presented in this bulletin. The coals of Washington differ in quality, ranging from true lignites in Cowlitz County in the southern part of the State to anthracites in the Mount Baker district of Whatcom County, in the north~ rn part. Most of the output consists of subbituminous and bituminous coals, the latter including both coking and noncoking varieties. Analyses of the coals of the State and descriptions of the beds from which the samples were taken have been printed in publications of the United States Bureau of Mines.2 Details of coal beds and analyses of the coals of King, Kittitas, and Pierce Counties have also been published by the Washington Geological Survey; 3 and most of the coal beds of the State are described in some detail in a bulletin of the United States Geological Survey.4 In 1918 mining was in progress at 72 mines in the State 4a; 46 of these mines each employed more than 10 men underground. These mines were distributed as follows: Thurston County, 1; Lewis County, 7; Kittitas County, 14; King County, 16; Pierce County, 6; Skagit County, 1; and Whatcom County, 1. During that year a total of 5,847 men were employed, 4,172 underground and 1,675 on the surface. The average number of days worked in the State was 275, and the average yearly output per man was 706 tons. Coke is made only in Pierce County by four companies, which have a total of 341 beehive ovens. In 1918 they produced 93,699 tons of coke. Up to 1919 mining machines were little used in the State. In 1917 only 6.61 per cent of the coal :produced was undercut by machines. In that year 58.95 per cent of the coal was mined by hand, and 34.44 per cent was shot off the solid. The explosives used were as follows: Black powder, 36.6 per cent; dynamite, 38.l per cent; and permissible, 25.3 per cent. The State of Washington is divided naturally into two parts by the Cascade Mountains which extend north and south somewhat west of the middle of the State. The coal areas east of the range will hereafter be referred to as eastern Washington-though nearly all of it is west of the middle of the State-and that on the west side as western Washington. The geographical distribution of the coal fields is shown in Plate I. Exploration of the State has not been exhaustive enough to preclude the possibility of discovering, besides the foregoing, other districts that contain deposits of coal in commercial quantities.

Anticipating a major power cost increase in 1990, Cyprus Copper Company decided to modernize the Miami Smelter at a cost of $92.5 million. The modernization project included the addition of an Isasmelt vessel for use as the primary copper smelter and the modification of the existing electric furnace to a slaglmatte separating vessel. The project was completed in June of 1992 and is currently operating at close to its design capacity. This paper provides a summary of the decision making process, a description of the project, a summary of start-up problems and solutions and the current status of the smelter operation.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.
