The Bureau of Mines study described in this report was conducted in the Denver, Colo., area (1) to summarize existing conservation practices as related to the most beneficial utilization of deposits of sand and gravel; (2) to identify the conflicting positions of the aggregate producer, the mineral owner, nearby residents, and local government officials responsible for determining land status and for issuing operating permits; and (3) to show the need for planning in Denver and in other expanding communities toward obtaining the benefits of conservation of our rapidly dwindling mineral resources. In order to determine the effects of urbanization on the Denver aggregate industry, interviews were held with owners of sand and gravel operations, with producers of concrete and bituminous pavement, with city and county planning and zoning personnel, and with representatives of various interested organizations. The conservation and ultimate utilization of deposits of construction raw materials near expanding urban areas can best be accomplished by long-range land-use projection and the requesite cooperation of technically advised planning and zoning administrators, government officials, mineral producers, and land developers.

A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland û Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground subsection of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes operational. Support of the site's system continues from head office which is continually involved in development of SUMPS and issuing revision updates to sites. The users, as well as programmers, were mostly geologists and mining engineers. This helped to ensure rapid, successful implementation. The broad approach of this system was to use interactively the specialist skills and interpretative abilities of the user mining engineers and geologists with the data manipulation abilities of the computer. It is an integrated system which covers geological exploration, deposit modelling, mine planning and production scheduling. An important feature of the system is that the user has full interactive control over each function through a graphics terminal where applicable.

"It is the duty of the mine operator to ensure the mine environment is healthy and safe for the mine workers. For deep and hot underground mines, this requires maintaining adequate working temperatures by means of mitigating the heat load generated by strata, auto-compression, mining equipment, explosives, ground water and human metabolism. The heat load is best reduced by minimizing the amount of heat transferred to the mine air from these sources and through the use of efficient ventilation with effective cooling systems. The heat emitted by mining equipment and vehicles contributes a significant proportion to the combined heat load of an underground mine. This is especially a problem for diesel equipment due to the fact that besides heat, a large amount of water vapor is produced, which increases the humidity in the production workings. Diesel engines have proven advantageous in recent history due to their high power output and reliability. However, as mines continue to become more mechanized and deeper the climatic problems introduced by elevated heat generation will continue to rise. With that, the issue of heat generated by diesel equipment must be addressed.The economic alternative for diesel engine equipment fleets in underground mines is the electric engine. Technological advances in battery technology, increased mechanical output and improved reliability have made the electric engine significantly more competitive in comparison to diesel engines. Because electric engines do not utilize internal combustion, the heat produced by them is significantly less than the diesel engines. Battery-powered mining equipment likewise eliminate diesel particulate matter (DPM) produced by diesel engines. Utilizing battery electric equipment in underground mines provides many advantages, such as: (a) reduced heat load, (b) healthier and safer environment for the mine workers and (c) reduced mine operating costs due to lower ventilation requirements"

SOME nonmetallic minerals and their products, such as portland cement, common brick and hollow tile, sand, gravel, crushed rock, vitrified salt-glaze clay pipe, and the like, are a necessity in every community. They are mineral in nature but the establishment of plants for their production is usually a local and elementary problem. Yet it is probable that an economic study of the problem in every locality will show that such nonmetallic mineral commodities are not always obtained in the most economical way, or in the best quality. Other nonmetallic minerals are of such value that they may be shipped for long distances and sold in sufficient quantities to establish prosperous commercial ventures. Among these are phosphates, barium compounds, borates, nitrogen compounds, magnesium compounds, sulfur, asbestos, and potash. Success in marketing such products depends on quality, production cost, transportation, and similar conditions.

With the surrender of the Japanese Imperial Government as a climax to the capitulation of the German High Command , the main objective of the Petroleum and Natural Gas Division pivoted from war assignments to its main normal functions . One of these functions is to give wide public distribution to valuable technical facts which the Division has obtained through research on petroleum , natural gas , helium , and related subjects . During the war years many engineering data and scientific facts could be released only on a restricted basis as reports to war agencies and others immediately concerned . Moreover , many of the wartime reports contained masses of detailed data that were prepared under stress to meet emergency schedules . For peacetime publication and application , these data must be reviewed , correlated , and rearranged so as to present the essentials in proper form . To illustrate , a wartime report of 50 pages might be resolved into one curve in a composite graph for a peacetime publication . Another factor affecting the orientation of the work of the Division is the broader horizon of research revealed by its war activities . Fundamental research and careful engineering analyses are just as important in time of peace as in time of war; in fact , they should be more important to the forward view , because under peace conditions disrupting influences that distract from the orderly acquisition of knowledge are minimized . Therefore , the concerted effort has been not to " salvage " the results of the war activities , but to evaluate them on the basis of their relative importance in the future economy of the country . Where wartime investigations have pointed to peacetime accomplishments , the effort has been to give the corresponding type of work additional emphasis . This adjustment can not be made hurriedly , but many of the necessary preliminary steps on the new course have been taken ..

Unfortunately, the term "control" has a negative connotation in the minds of many of our operating plant personnel. Whereas the opposite is true of those associated with research and technical centers in our industry. The magnitude of this difference in opinion and actual experience has often proved to be a major factor influencing the success or failure of process control applications. Through the years, many plant people have endured a number of unsuccessful attempts by "outside" people to "optimize" their plants; and these experiences have proved to have had quite a callousing effect on them. On the other hand, in many plants, successful process control efforts have made firm allies of the operating personnel, and have increased the number of metallurgical people who are well qualified and experienced in process control. The instrumentation industry, computer industry, and the mining industry's ability to quantify what is really happening in our processes have grown and developed rapidly since the first control efforts were made in the 1930's (1). Because of this-,: new control opportunities are becoming increasingly more feasible and older well established ones are becoming even more practical and necessary with regard to the economic s of our industry.

1. HISTORICAL REVIEW AND INTRODUCTION. THE development of the mining industry in Sardinia dates from the application of the minim law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempts to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing-mill of Monteponi, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.1 This example was followed two years later by the Société Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned-dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concentrating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. The financial performance of the mining industry, measured by return on equity and capital employed, has been inadequate for many years. Consequently, mining companies are not valued highly by stock markets. Among the more important causes for the decline in the sector are the conservative working practices and reluctance to adapt to change or to develop new technology, although some relatively recent developments such as SX-EW copper and heap leach gold have made a significant impact on the cost base of these metals. The subsidiary business of metals exploration suffers from the same problems as the rest of the industry. The rate of discovery of ore deposits has been falling over many years and since the late 1990s, there has been a sharp reduction in global exploration activity that, if it continues, will further reduce the global supply of new ore reserves. New technological developments, particularly in geophysics and different operational practices may help reverse this trend. Statistical methods for evaluating the risk of ore reserve estimates will also improve the economic return on new mining ventures. The science of ore geology has potential to reduce exploration risk, but modern ore genetic theory has not contributed greatly to recent discoveries. The junior exploration market has almost ceased, but a new style of technically specialized efficient small exploration company has emerged which, in alliances with major companies, may be the vehicle for future global exploration. Exploration in virgin terrains has a higher risk discounted potential for the discovery of very large orebodies than that in known mining districts but mining companies have little financial incentive for this high risk exploration because of the very long lead time to production. Alliances of two or more companies reduce the risk in both the exploration for and development of major new mining projects. If new orebodies are not found, then metal prices will inevitably rise in the long term. Governments of industrial countries, particularly those with a significant mining industry such as Canada, should therefore provide assistance to exploration in order to maintain their existing industry and prevent a metals shortage from developing in the future with its consequent impact on the world economy and increased environmental damage as large lowgrade orebodies are developed to supply an expanding market.

"The Community Memorial Hospital of Ventura, California, proposed to build a new state-of-the-art Cancer Treatment Center with radiation shielding walls and roof. The loose silty soils at the site had the potential to liquefy during an earthquake, which would result in significant settlement under the heavy footing loads. Treatment options included various deep foundation alternatives, as well as several ground improvement methods. The choice of wet soil mixing minimized the disturbance to the adjacent hospital during construction and potential settlement. Wet soil mixing allowed the structure to be supported on a raft foundation, meeting the stringent building total and differential settlement criteria. The authors also performed unit cell 3-D finite element analyses to evaluate the behavior of the wet soil mixing system in seismic loading conditions. This paper highlights the ground improvement design, construction, QA/QC, and the research related to evaluating the effectiveness of soil mixing for liquefaction mitigation.INTRODUCTIONThe Ventura Community Memorial Hospital proposed the construction of a new Cancer Treatment Center to replace the existing structure, which was built in 1901. The hospital complex is located in a wellestablished residential neighborhood. The soil conditions at the site of the proposed structure required ground modification to support the very heavy radiation treatment section of the building and limit settlement. Originally, 90-foot-long precast piles were considered for foundation support. Based on supplemental Cone Penetration Tests (CPTs) performed, the deepest CPT did not encounter competent pile bearing strata at a depth exceeding 30.5 m (100 ft). This could result in failure of the piles under long-term conditions, especially if hydro-consolidation occurs. The more realistic pile penetration depth would have been 36.6 to 45.7 m (120 to 150 ft). In addition, the excessive noise in association with pile driving would have been unacceptable to the community, patients, and staff of the hospital, so an alternative ground improvement solution was required.The specialty geotechnical contractor recommended wet soil mixing, an economical solution of creating a soil-cement product known as soilcrete that would significantly reduce the construction related noise and provide a more complete deep foundation for the structure.SOIL CONDITIONS AND SETTLEMENT CONCERNSThe subsurface soils were interbedded (Fig. 1) consisting of loose to medium dense silty sands, and soft to medium stiff silty clays to a depth of 30.5 m (100 ft). Groundwater was encountered at depths of 9.1 m (30 ft) and historical high groundwater was at 8.5 m (28 ft) below the ground surface."

The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah's Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah's coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.

"In order to characterize non-ideal explosives, the explosives industry rely on unconfined velocity ofdetonation tests and where possible underwater pond tests. The information obtained from such tests isquite helpful, however it cannot tell us much about the dynamics of the detonation reaction process. The detonation process has been studied for ideal explosives and the reaction zone length have been measured. However, for non-ideal explosives, that type of information is not available. Therefore, the primary aim of this work was to capture the detonation process of a non-ideal explosive using high speed video camera to determine the zone length."

Two facets of surface mining were studied: feasibility of using training simulators to increase productivity of haulage trucks, front-end loaders, and shovels; and improving the efficiency of dragline operations with a computer-aided analysis of dragline usage and the addition of an on-board operator display. Training costs per student were estimated based on current training practices. Training objectives were derived from task: analyses of haulage trucks, front-end loaders, and shovels. The cost effectiveness of training simulators was determined. A computer-aided analysis defined the critical performance parameters. An on-board operator's display is recommended to improve operator efficiency.

The Chagres Smelter is located 80 kilometres north of Santiago - Chile, in the middle of an agricultural valley which is also one of the poorest districts in the country. This condition sets the main focus for the smelter's Corporate Social Responsibility (CSR) programmes, which ultimately aim at building self sustainable social and economic capital in accordance with the local capacities. With the help of Anglo American's SEAT (Socio Economic Assessment Toolbox), a corporately developed instrument designed to help the operations understand the needs of the communities and the impacts of those operations, the Chagres Smelter implemented several programmes, such as the CETTA (Experimental and Applied Technology Transfer Centre) programme. This project started in 2003, and consists of creating a centre for the transfer of sustainable techniques and skills for the small agricultural and livestock producers that live in the rural areas near the Chagres Smelter. Its main impacts are: Improved production quality (goat cheese and bee honey) and access to relevant markets, improved training and self-sustainability levels of producers, enhanced socio-economic level of the District's inhabitants by improving their income earning opportunities and technical knowledge, creation and promotion of a local brand as a symbol of quality products from the valley and a positive environmental impact of good breeding and native flora protection practices in the area. Other relevant social programmes are the 'Environmental Strivers', which created a recycling centre in the community; and the 'Beautiful Valley" project, which provides management knowledge and skills to local youngsters and leaders who can contribute to finding solutions for local environmental needs.

Tube bundle monitoring systems have come a long way from their first introduction to coal mining in the late 1960s/1970s. Early developments in the United Kingdom (UK) commenced with single gas analysers (carbon monoxide) and quickly moved towards introducing oxygen analysers and methane analysers for improved analysis, in particular the calculation of air-free results. Recommendations were made in the early days as to how and where to run tubes and on the matching of sample pump and purge pump pressures. Current Australian installations are commonly based on a four-gas multianalyser, infrared for carbon monoxide, carbon dioxide and methane, and paramagnetic for oxygen. These systems are controlled with programmable logic controllers (PLC), with component monitoring as an integral part of the software. This paper discusses the development of tube bundle systems from the 1960s to the current date and looks at the advantages and disadvantages of the installations, along with making operational recommendations to be considered with the siting of the analyser building, running of tubes and maintenance of the system.CITATION:Watkinson, M, 2015. The 17th National First-Aid and Mine Rescue Contest was held in the Kentucky Fair and Exposition Center, Louisville, Ky., October 2, 3, and 4, 1957. The meet was under the auspices of the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with the National Coal Association, United Mine Workers of America, State mining departments, local mining institutes, and coal operators' associations. The Arrangements Committee, as authorized by the General Committee, made all the necessary arrangements for conducting the 1957 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.
