NINETEEN Thirty-Six was the biggest year in volume in the history of the oil industry, and unquestionably the best since 1929 in respect to profits. The quota of new and difficult problems to face seemed a little smaller during 1936 than in most recent years, and a somewhat better balance existed between the different branches of the industry. 'Domestic consumption of gasoline in 1936, estimated at about 475 million barrels-the highest on record, was approximately 11 per cent above 1935, and 26 per cent above 1929. Demand for crude oil increased in about the same proportion: over 1935, and the average production, of about three million barrels daily,' constituted a new high level.

In 2010, the 5-years joint industry programme Geo-Impuls started in the Netherlands. The ambitious goal of this programme is to reduce geotechnical failures in our civil engineering projects by half in 2015. In the Geo-Impuls programme over 40 client organizations, engineering firms, contractors, research institutes, and universities are involved. In a risk-driven way, and based on top risks and dilemmas, the participants defined three central development themes. These themes are (1) contracts, for dealing with legal issues, (2) geo-engineering, for dealing with technical issues, and (3) communication, for paying attention to differences in risk perception by the human factor. In total 12 Working Groups contribute to these themes by producing one or more specific tools. These provide practical solutions for how to deal with contractual, geotechnical, and communication issues. The tools include working processes, guidelines, best practices, as well as some instruments. The development of these tools, as well as the available results, will be presented in this paper. From the start, Geo-Impuls embraced geotechnical risk management (GeoRM) as the risk-driven way of working for geotechnical engineering and construction. Over the past years, GeoRM and its supporting tools were already successfully applied in several projects. Therefore, the paper also describes also the GeoRM implementation process, including the quality assurance and control. Finally, the effectiveness of GeoRM will be discussed, by summarizing an analysis of all published geotechnical failures and accidents in construction projects in the Netherlands, which decreased substantially over the past 4 years.

The most traum atic event within the lUK coal industry during the last 30 years was its privatisation. Who were the relatively unknown people from RJB: white knights or robber barons? This paper highlights the strong safety and progressive engineering cultures th at existed and continues within the company. A long-term view of the business coupled with proven professionalism is amply developed. Quite dearly, to revert to private ownership is not a return to Victorian values but ‘back to the future’.

Mine and facility closure planning is a dynamic and rapidly evolving landscape. In this landscape, mining companies and industry consultants are generally good at estimating the associated earthworks and rehabilitation costs, because it is æcore businessÆ. Through our extensive work in mine closure, we have found that the safe and cost-effective demolition of mining related infrastructure is often grossly underestimated. Or alternately, it is simply assumed that the returns on scrap steel and the sale of re-usable plant will cover the related costs. With fluctuating steel prices and no guaranteed buyer for the assets, the estimated monetary return is often unreliable and in many cases unrealistic. On this basis this logic is fundamentally flawed. We have found that on most occasions this has meant that closure cost estimates fall well short of what the actual costs are to close the mine.GSSE and Liberty Industrial have worked on over 60 mine closure projects in Australia and overseas of varying scales and across a range of commodity types. An evaluation of these projects has shown that costs associated with the safe demolition and removal of a mining related infrastructure is in the order of 20 - 30 per cent of the total cost at closure. We believe it is one of the top three risk areas associated with mine closure planning and cost estimation, alongside bulk earthworks and the capping of tailings and waste rock storage facilities.Our paper uses examples from recent projects to demonstrate all aspects outlined above. We have also endeavoured to address the following key points related to the demolition and removal of mining related infrastructure:If companies fail to plan appropriately, complicating factors such as contamination, hazardous materials, mobilisation/demobilisation, geographical location, decommissioning standards, site constraints and weather, can add considerable costs to the project and result in variations for the demolition contractor.Closure planning often assumes infrastructure that is no longer required can be utilised by a third party and/or the new land holder. We intend to show that unless adequate consultation and planning is undertaken, this is not beneficial to the mining company, the environment, or the local community.CITATION:Fletcher, D, Hutton, A and Dick, C, 2012. The effects of the Clean Air Act Amendments of 1990 on the electric utility industry, coupled with the normal complexities of coal production, quality control, transportation and contracting techniques have spurred both buyers and sellers to increase their level of sophistication. This paper will review the basic aspects of the U.S. coal business and explore the commercial approaches which have proven to be most successful.

The Bureau of Mines in its safety work has for a number of years advocated and recommended the use of permissible portable electric cap lamps for use in all mines. In the course of time required for the evolution from an unsatisfactory to an efficient and safe light, but encouraging increase in their use has been experienced in Alabama. As early as 1916, small installations of these safer lamps were made or an experimental basis by several operating companies, and the first complete mine installation eras made at the Virginia mine of the Gulf States Steel Co., July 1, 1918. From the experiments in 1316 and the complete equipment of the first mine in 1918 gradual progress has been made until there are now 30 installations with 10 operating companies; as a result 20 mines have been put entirely and 5 partly on, closed lights, and 3 companies equip their engineering departments; two installations of closed lights are maintained by other companies for emergency use. One of the mines partly on the electric cap lamp is an ore mine - the only one in Alabama (and one of the very few in the United States) that uses closed lights. Flotation columns and their variations are increasingly replacing conventional cells in mineral-processing circuits. While the operational characteristics of columns differ from those of conventional cells, the same scale-up methodologies are being employed. This practice may be attributed to a poor understanding of the factors that control throughput. The use of tall flotation columns is frequently justified because of the need for an increased particle residence time. However, it is shown that longer particle residence times alone do not translate into increased recoveries. In this paper, throughput data from several industrial flotation-column installations is presented. Also, an attempt is made at using dimensional analysis to provide a scale-up methodology for the factors controlling column throughput.

One of the major challenges to management in the mining industry today is the establishment and maintenance of positive and dynamic programs for cost control and cost reduction. To meet the challenge, management must have a good cost system. There are various types of cost accounting systems in use today: some companies check their, performance by comparing the costs incurred during one period with the costs incurred during previous periods, while others compare the current costs with estimated costs which the company considers desirable. A third type of system is a standard cost system which provides predetermined allowances for the various cost elements and operating activities. Such a system, based on sound standards, can be established to fix responsibility for cost performance in each segment of the operation; recognize the impact of volume or rate of activity by establishing a standard volume and evaluating departures: take into consideration fixed and variable costs and their dissimilar behaviour at varying levels of operations: and provide consistent and equitable yardsticks for measuring performance.

Utilities are using every technological tool at their disposal to find optimum solutions to challenges in every aspect of operations. In fuel planning and procurement, these tools include models that predict which dispatch line-up will comply with environmental regulations at minimum cost. This paper presents how those tools are being used for Duquesne Light Company.

This report summarizes the principles of safely working steep coal seam using longwall mining methods. It presents the state-of-the-art and identifies the problems which result from seam inclination. Details are given on foreign longwall faces achieving good records of safety and productivity when mining on 30 degree and 50 degree inclined seams. Recommendations for further research are suggested.

Although the liquid-solid cyclone is a relatively recent innovation in the field of coal preparation, various authors have already indicated three distinct applications to operations encountered in the modern tipple. Driessen's articles and work at the Dutch State Mines exhibited its possibilities in the beneficiation of fine coal with apparently high efficiencies down to the 200-mesh fraction. 1 2 3 4 Other publications point out its use as a recoverer, thickener, and preliminary dewatering agent of fine coal which in too many cases is being wasted due largely to former high operating cost limitations 5 6. Finally, certain authors have emphasized the practicability of applying the cyclone to the elimination of coarse and fine solids from water slurries in the tipple in order to produce a water suitable for recycle purposes containing only minute particles far below the 200-mesh size.6 This would result in a closed water system for many cases, with its accompanying economic and operating advantages to locations where water quantity and quality problems are severe; better operation of washing equipment using a consistent water devoid of injurious fine particles; lowered maintenance costs due to the lesser abrasion resulting when the fine abraiding particles are removed; and the greater ease of disposing of refuse streams of reduced volume containing greater percentages of solids.

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

The Magna mill is 19 miles west of Salt Lake City on the routes of the Lincoln and Victory highways, and the Arthur plant is 1 mile west of the Magna mill. Both are on the main road west of the town of Magna and east of the town of Garfield.

At this time, when electricity in its various applications is attract- ing so much interest, and with such good reason, it has been suggested to me that, as the Aspen Mining and Smelting Company, of Aspen, Pitkin county, Colorado, was the first mining company in America to employ electrical power for hoisting, a record of what has been accomplished by this company would be of interest. Early in the year 1888 the question of power for the development of the ore-horizon lying below the level of the tunnel through which the property is worked, became one of importance. The conditions under which it was proposed to use power were as follows (See Fig. 1): The company's mines lie upon the northwestern slope of a mountain, the ascent of which is at an angle of 28' from the horizon. The ore, consisting of argentiferous galena and other silver-bearing mineral, is found at or near the plane of contact of a superincumbent mass of blue limestone, with an underlying bed of dolomite. WE have just heard a very able presentation, by Mr. J. C. Cameron, on the subject of Recent Trends in Labour Relations, as they exist today in Canada (l). With minor changes, what he said applies equally to the situation in the United States. Direct negotiation between employer and employee on a man-to-man basis, wherein good faith and mutual esteem was at least sometimes a factor, has almost entirely given way to a mass struggle in which each side is represented by highly trained specialists in a new jurisprudence, built up on vote-getting labour laws, decisions in analogous cases by Boards whose members may have had very little personal acquaintance with the specific case, etc., etc. Membership in a labour union has become almost an essential requisite to a job; once in, the individual workman loses his identity and dares not act on his own initiative or even express any idea not handed him by his Union head. An honest workman cannot turn in an honest day's work, because his Union will not allow him. Leadership in the Unions has become so powerful an instrument, both politically and monetarily, that Union policies are drafted primarily to build up that power, and may have little relation to the equities of the individual case. ?While both sides still render lip-service to the doctrine that Capital and Labour can advance best by co-operation to mutual benefit, that doctrine has in effect given way to as bitter and as legalistic a struggle as any in our civil courts. There are many reasons to believe that we are, industrially, in a situation much like the European situation from 1935 to 1939; an impending war to the death with 'appeasement' as the only, unavailing, policy

Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.
