A significant news item appearing in a coal mining journal in November 1969 stated simply that a Caterpillar D-333-CNA engine had received Bureau of Mines Schedule 31 approval. This item occurring at the time a new mining property in Martin County of East Kentucky was being prospected and prepared for mining, resulted in the manage-ment of Martin County Coal Corporation asking the question, "Why not use diesel equipment in our new operation?" Martin County Coal Corporation is part of the A. T. Massey Coal Company, Incorporated organization. The property being developed is on a 17,500 acre leasehold obtained from Pocahontas Land Corporation and lies in the Wolf Creek area of Martin County. The Norfolk and Western Railway Company built a 24-mile railroad into this undeveloped section of Kentucky to tap a huge reserve of steam coal. Duke Power Company is the customer who will take all of the production from Martin County Coal Corporation mines which ultimately is projected to be 2,000,000 tons annually. Four coal seams, all above drainage, are included in the lease. The Middle Coalburg and Stockton are being deep mined now and it is in those mines that the diesel haulage equipment was introduced. This paper will endeavor to trace the steps loading to the introduction of the first diesel-powered Wagner Mining Equipment Company ScoopTram in a coal mine in America. It will further elaborate on the features which make this unit a very versatile and useful utility unit as well as the safety features which are incorporated in the machine. "New Brunswick Finance Minister John Baxter pulled something out of a hat for the mining industry in April, but there is a general concensus in the industry that he should put II back where it came from.The industry has never been in the mood f or progressive rate structures, but that is exactly what New Brunswick 's 1984 budget offers to this depressed sector of the economy.IntroductionThe Province of New Brunswick stunned the Canadian mining community in April with the announcement that the province' s 16% mining tax rate would be replaced with a progressive rate structure effective January 1, 1984 (Table I). The proposed change, contained in the bud get papers tabled by Finance Minister John Baxter on April 17, caught the industry totally by surprise. The move to a progressive rate structure was completely unexpected for a variety of reasons:• Generally speaking, relations between the province and the industry have been relatively good, yet the industry was apparently not consulted with respect to the proposed measure and had no indication that a change of th is nature was coming. This is in stark contrast to the mood which prevailed during the major revamping of the province' s mining tax regime in 1977: at that time, the industry was invited to contribute in advance to the province's plan for a new tax structure.• The new structure would appear to make th e province less competitive in terms of mining tax rates with Ontario , Quebec, and other provinces, despite indications in the past that New Brunswick is very cognizant of this competitive factor in formulating mineral policy.• A joint report in November 1978 by federal and provincial officials to federal and provincial finance and resource ministers, which was careful not to directly criticize Ontario and Quebec's progressive mining tax rate structures, recommended that provincial "" tax regimes be examined to ensure the inclusion of appropriate mechanisms to avoid the excessive taxation of cyclical type profit "" , and that ""the federal and provincial governments consider the concern over progressive tax regimes expressed by the industry and examine mining and royalty tax regimes and the income tax regime with a view to alleviating the effect of such regime on the aggregate marginal tax rate"". In this context, any move to a progressive rate structure would be viewed by many observers as retrograde."

In dealing with transformational aspects, the South African Constitution aspires for a balance between attempts to broadly represent the country’s demographics in the way in which organizations are structured and the need to maintain the necessary skills to ensure continual retention of skills for optimum and efficient organizational performance. Through the Mining Charter, government aimed to redress gender and racial imbalances in the mining industry as part of transforming the demographic representation of mining companies to include black people, women, and people living with disabilities in all job levels up to top management. While the Constitution calls for an appropriate balance between demographic representation and competency, this aspiration for mining poses challenges for companies due to the proficient and competent skills needed in this industry. To this end, the South African mining industry has been subjected to substantial criticism from government regarding the slow progress of transformation. The mining industry justifies its slow pace of transformation by pointing at inconsistent, varying legislation and definitions governing transformation, limited skills available from historically disadvantaged groups, and cautioning not to compromise the sustainability of mining companies by marginalizing white males and white youth with the objective of addressing racial imbalances. This lack of understanding between industry and the government has led to considerable confusion regarding the accountability of stakeholders in transforming the industry. This article presents the perspectives of ten mining executives on transformation in the South African mining industry. The theoretical description of transformation, as well as other mining stakeholders’ interpretations of transformation. is presented. Qualitative data from interviews with mining executives demonstrates their understanding of transformation through rich descriptions, interpretations, and implications in their contexts. The findings demonstrate that transformation in the mining industry is not simply about race and gender, but about cultural change, a change in mind-sets, embracing diversity, equalizing rights and opportunities, and attaining social justice. Moreover, transformation is clearly a gradual process. The article concludes with a recommendation for the definition of transformation to be corroborated with the views of mining executives and that of the Constitution of South Africa. This will create an overarching, simplified definition of transformation that can be accepted and interpreted by all stakeholders.

"This paper presents the results of the eleventh yearly accident-prevention contest, the National Safety Competition of 1935, conducted by the United States Bureau of Mines. Participating in the competition were 336 mines and Quarries in 37 States. Five mining or quarrying companies, each the leader in its group for having established the best safety record during the year, were awarded the national safety trophies 'Sentinels of Safety.Since these annual contests were begun 11 years ago the scope of the competition has been broadened materially, both as to the number of plants participating and as to the number of man-hours of exposure to accident hazards. Moreover, marked progress in the pre¬vention of accidents has been achieved, as is indicated by an almost constant downward course in the accident-frequency rates for the contest group as a whole during the past 11 years. On the other hand, the accident-severity rates for the group showed an upward trend during the first part of the period and a downward trend during the latter part, except in 1930 and 1934, when two disastrous explosions occurred with heavy loss of life, and in 1935, when there was an increase in the number of fatalities although no major disasters occurred. The accident rate for 1935, both as to frequency and severity, was higher than for 1934.The National Safety Competition is conducted by the Bureau of Mines in the interest of safety in the mining and quarrying industries. This object is accomplished directly through the efforts of the competing companies and their employees to win first place in the competition and thereupon receive well-merited and national recognition for their achievement. Indirectly the purpose of the contest is accomplished through studies by the Bureau of Mines of the fasts contained in the accident reports which the competing companies furnish to enable the Bureau to compute the accident rates that are the basis for determining the winners of the contest.The statistics that constitute the basis for determining the winning companies and the relative standing of all companies are prepared uniformly without regard to the States in which the companies operate, or to differences in classes of accidents covered by State laws relating to compensation for injuries resulting from industrial accidents."

This paper consists of two main parts. The first, under the heading Preparations, deals with suggested preparations to be carried out in advance so that loss of life might be prevented should a fire occur. The second part, under the heading Fire Procedure, deals with actual organized procedure to be followed for the preservation of life if and when a fire occurs. The writer realizes that these preparations and procedures may be to some extent applicable to only a few mines with a relatively simple vein system and that each mine would need to formulate a procedure to conform to its own particular conditions, scope, and degree of complexity. Preparations 1. - Ventilation Control The objective in ventilation control in the event of a tire underground is to keep the travelways, through which men must pass to reach surface, supplied with air not deficient in oxygen and free from gases and smoke. Without some control of the volume and direction of the main air currents flowing through the mine, the success of removing men to surface might be seriously hampered. ? This control is achieved by means of mechanical ventilation forcing air through desired airways and workings with the assistance of doors to regulate the volume and direction of the air flow. In connection with fans and doors, the possibility of short-circuiting should always be taken into consideration, as it can often nullify the value of a fan and possibly trap men in dangerous atmosphere if the short-circuiting involves the fire area. Main fans are often installed so that they can be reversed in a short time. However, fans should not be reversed unless this is found absolutely essential by those in authority. Misjudgment in this respect could cause the loss of life to men who might naturally take refuge in what they believe by experience to be a fresh air stream. Another precaution to be taken is to see that doors in airways are fastened in a fixed position so that they cannot be sucked or blown open when the fan is reversed, otherwise short-circuiting could possibly render the fan useless.

Public awareness of, and involvement in, recycling has increased significantly in recent years. Nevertheless, recycling is generally perceived as a new development, and is familiar only in the context of municipal solid waste management. The actual magnitude and scope of metals recycling in the United States have gone virtually unnoticed. Over time, both the quantitative and qualitative aspects of secondary metals recovery and reuse have changed substantially, while the attendant regulations have become increasingly stringent. This U.S. Bureau of Mines report examines trends and developments in major metal demand and recycling, and analyzes the possible impacts of regulations with regard to recycling activities.

A CHAPTER of appealing interest was added to the industrial history of the Southwest early in June, when the War Production Board gave final approval to the erection of a blast furnace, a battery of coke ovens, an ore-beneficiation plant, and other facilities for the production of pig iron in northeastern Texas, just north of the East Texas oil field. For many years the people of Texas and adjoining states have cherished the ambition and desire that eventually an iron and steel industry drawing upon local mineral resources would be established to serve Southwestern markets. The existence in this vicinity of valuable deposits of iron ore, limestone, and coking coal has been known in a general way for many years, and efforts have been made from time to time to use them in the production of iron. The present development promises to bring to realization the dreams of the men who have visualized what the establishment of this basic industry would mean to the region.

A new, large mine is about to be born. Many years and millions of dollars have been invested in exploration. An orebody has been found and proven. All necessary political and legal work to establish rights and conditions for development are complete. The feasibility studies are favorable. Financing has been arranged. Board approval has been given to proceed. The time has come to engage a contractor to design and build the new facilities in a location, as is the common case today, far re¬moved from the centers of advanced technologic development where the minerals will ultimately be used. A select list of Engineering and Construction (E&C) companies is asked to prepare proposals. At this point the common viewpoint among mining companies is that the company's sole remaining problem, a major one to be sure, is to select qualified contractors to design and build the project at the lowest cost and shortest time possible so that production can start generating a return on investment. The purpose of this discussion is to explore the viewpoint of the large E&C contractor toward such projects. It differs in important ways from that of the client mining company and it is these differences and the reasons for them that must be understood by the client if severe difficulties and misunderstandings with the contractor, starting at the beginning of contract negotiation and continuing through design and construction to final startup are to be avoided or minimized. Often enough, the difference is in degree, not kind, which only serves to obscure the fact that a difference exists.

Radon emanation coefficients of 0.02 to 0.55 were measured at moisture contents ranging from dry to saturation in eighteen different ores. The emanation coefficients rose from a minimum when dry to a plateau usually starting at 5-20 percent of saturation. A model, using measured pore-size distributions, suggested that the radium mineralization may be confined to annular layers about 0.02 micrometers thick around pores. Radon's diffusion coefficient was determined as a function of moisture. The techniques involved comparing a disc's exhalation as a function of time whether or not the disc had a distributed source. The model was free of approximations and included the effects of porosity and adsorption. An increase of diffusion coefficient with moisture for one or two ores was explained in terms of a model's equation for the diffusion coefficient in terms of both volume and surface diffusion. Radon's adsorption coefficient was determined on a uranium ore.

"I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. Many authorities tell us that real competition from these sources is a long way off and that the atomic energy program will consume far more coal than is displaced by nuclear power. "I do not mean to infer that we coal people are out of the woods by a long way' so far as holding and regaining markets, for our coal. The investigations recorded in this bulletin were conducted by the Pacific Coke & Coal Co. in cooperation with the United States Bureau of Mines and the University of Washington. They cover one phase of a comprehensive investigation to determine whether coals from an extensive, undeveloped area of Pierce County, Wash., can be used in the manufacture of coke for the iron blast furnace. The completed investigation had three parts: (1) A geological survey of the coal property, (2) washing and crushing tests of the coals, and (3) coking and by-product tests. The geological survey, which was not conducted in cooperation with the Bureau of Mines and the University of Washington, included systematic tracing of the coal beds by test holes throughout the property, except some portions covered by an impenetrable layer of glacial drift. By this means all of the beds were correlated, their thickness and general character were determined, and tonnage estimates were made. Only such parts of the survey results as are necessary to a full explanation of the investigations described herein are included in this bulletin.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

"A ‘geologically constrained’ orebody model has long been hailed as vital for a Mineral Resource statement that is compliant with the South African Code for Reporting of Exploration Results, Mineral Resources and Mineral Reserves (SAMREC Code). In this paper, the requirements for geological modelling as contained in the outline for the SAMREC Code are considered, and whether the new modelling software available on the market is a ‘black box’ or is better for modelling than traditional methods of wireframe creation.Implicit geological modelling is a technique that uses a radial basis function to establish and update geological models relatively quickly and efficiently from borehole data, outcrop data, manually interpreted vertical or horizontal sections, and structural data. Assays and any coded drill-hole data, such as lithology and alteration, can be interpolated.Leapfrog Geo software is an example of this new approach to geological modelling. A case study of a short training course in geological modelling for non-geologists at the University of Witwatersrand, as part of the Higher Certificate in Mineral Resource Management, is presented. The benefits of this type of geological modelling software are considered for this type of assignment as well as for mining industry applications.The use of geological models in mine planning is reviewed and a case study is presented comparing the variations in mine plan design and financial output of 13 final-year Mine Design projects from the University of the Witwatersrand School of Mining Engineering. These designs were all based on the same geological model created in the traditional way, and yet the resultant mine designs were significantly different, with very different resulting financial outlooks for the project. This raises questions as to how significant a very detailed model in the pre-feasibility and feasibility phases of projects really is, considering the huge costs involved in gathering the required data to build a SAMREC-compliant geological model."

The course has been broadened in scope, revised, and brought up to date and is being published as a similar series of seven miners' circulars (Nos. 51-57, revised) on accident prevention in metal and non-metallic mines. These circulars are as follows: Injury Statistics (Miners' Circular 51), dealing with general statistics on injuries from accidents at metal and nonmetallic mines, including causes, costs, and the use of investigations and reports of all injuries.

"During the excavation of the north bound tunnel of the Devil’s Slide Tunnel project, deformation (convergence) was measured after passing through Fault Zone B. The tunnel convergence was not symmetrical, but was larger on the left side of the profile. It was determined that a shear zone nearly parallel with the tunnel drive was contributing to the uneven deformation. This paper will discuss how it was determined that the shear zone existed and how multi-point borehole Extensometers (MPBX) were used to verify that a significant amount of the deformation was occurring due to movement along the shear zone as the excavation was advanced. In addition, performance of the shotcrete liner in the area of the convergence will be examined. Finally, the paper will consider the means and methods that were utilized to ultimately control and stabilize the deformation. INTRODUCTION The Devil’s Slide Tunnel Project consisted of excavating two 1,250 meter tunnels each with a profile of 80 m2 utilizing the New Austrian Tunneling Method (NATM) or otherwise known as the Sequential Excavation Method (SEM). The tunnels are part of the California Coastal Highway south of Pacifica, CA, a suburb of San Francisco. The tunnels were opened to traffic in March of 2013. Geological Setting The tunnels run north-south through the San Pedro Mountain ridge, which is part of the Santa Cruz Mountains. The tunnel lies within the San Andreas Fault system and is 7.2 km west of the surface trace of the San Andreas Fault and 2.8 km east of the surface trace of the San Gregorio Fault. The 10 km strip between these two faults is referred to as the La Honda structural and terrain block (Decker et al. 2010; Amini et al. 2005; Earth Mechanics Inc. 2003). Locally, the tunnel passes through three blocks representing different geological conditions: South Block, Central Block, and North Block (Figure 1) (Decker et al. 2010; HNTB Corporation et al. 2005). The South Block consists of Mesozoic aged granodiorite and quartz diorite. The South Block also contains many local shear zones and a low angle thrust fault (Fault A). The South Block ends at Fault B, which is the southern border of the Central Block."

The primary objectives of this project are (1) the determination of manpower demand in primary lead and zinc production for the years 1985 and 2000, and (2) the estimation of the availability of the required manpower for these years. In order to meet the first of these objectives relationships between employee requirements and metal production in the various states were established, The total primary lead and zinc production from United states mines in 1985 and 2000 has been predicted by the U.S. Bureau of Mines. These forecasts and the 1974 figures are as follows: [1974 1985 2000 Lead metal, tons 669,000 700,000 900,000 Zinc metal, tons 494,000 585,000 995,000] Mining By analysis of ore reserve data and industry characteristics, the authors estimated the portion of the primary production which each state would yield in the future years. As manpower requirements are determined by the tons of ore produced and by worker productivity, these figures were determined for each mining state and district by developing relationships between lead and zinc metal production, ore production, ore to recoverable metal ratios, employee productivity, and number of employees required. The number of new employees required annually to compensate for attrition and production growth is provided, also.

"The majority of tunnels for civil engineering applications are now being constructed using some form of mechanical excavation. Beginning in the 1960s with rock tunnel boring machines (TBM), the tunneling industry has introduced both earth pressure balance (EPB) and slurry pressure balance (SPB) soil machines; mixed soil and rock machines and a variety of different mechanical devices for the construction of small diameter tunnels. Over time, these machines have become more powerful and more adaptable to a wider variety of ground conditions; so much so that tunnels are now being constructed in ground conditions and in the vicinity of third-party impacts that would have been considered beyond the state of the art just 10 years ago. Figure 1 is an example of a mixed ground crossover TBM used successfully at Mexico City’s Túnel Emisor Poniente II.All of the above is highly advantageous for the tunneling industry, but it has also placed a much higher level of risk on the performance characteristics of the tunneling machines, on the contractors operating those TBMs and on the manufacturers of those machines. Most of the risks for a tunneling project are associated with creating the space inside of which the finished facility will be constructed. In order to create that space, the tunnel contractor must make many decisions about the best way to excavate the ground, the best way to control the ground at the face of excavation and the preferred method for supporting the ground around the tunnel in a manner that is safe for the workers and stable with respect to all of the overlying and adjacent existing structures. If it is proposed to use some form of TBM in order to build the tunnel, then the TBM becomes central to all three of these activities and becomes an integral part of managing the risks associated with these activities."

The Ladd manganese deposits are in San Joaquin County, Calif., about 13 miles southwest of Tracy. The deposits are confined in two main areas of development, roughly about 1,700 feet apart horizontally, and known as the Ladd mine and Fabian mine, respectively. The deposits occur as interbedded lenses in the white cherts of the Franciscan formation. The ore minerals are bementite, rhodochrosite and psilomelane. As a part of the Bureau of Mines program of investigation and development of domestic mineral deposits, a development program was started. August 24, 1940, and completed on June 24, 1941. The Federal Geological Survey cooperated by mapping the geology and logging the drill cores. The program included road building, trenching, rehabilitating the mine workings, trenching underground excavation, sampling, and core drilling. The following pages mention the location, give a brief history, and note the physical features of +1-.1, district. Mine workings are sketched, the deposit is described and the plan of the project is noted. The work performed by the Bureau of Mines is explained in the concluding pages with a summary of the drill hole logs.
