Mining activity is increasing in northern boreal and subarctic regions of Canada. This is the case in the far north of Ontario, especially in and near the Hudson Bay Lowland (HBL). De Beers Canada opened the Victor diamond mine in the centre of the HBL in 2008, and advanced exploration and impact assessments are occurring to the west in the ?Ring of Fire? for ferrochrome, nickel/copper, iron/ vanadium and platinum-group elements, making it one of the richest mineral finds in Canada in recent years. However, the HBL is also a near-pristine, sensitive environment. Its peatlands forms the third largest wetland in the world and are globally important stores of terrestrial carbon. Human populations in the region are sparse, consisting almost entirely of First Nations communities. Local First Nations also have a strong land ethic and greatly influence mining developments. Through formal agreements, they have insisted on a gold standard for environmental management, including a small mine footprint and the return to representative native ecosystems after mine closure. However, knowledge on the revegetation of subarctic and northern boreal ecosystems is limited. Here, we are conducting research at the Victor mine to develop gold standard protocols for the revegetation of disturbed peatlands and mine waste uplands and present a summary of results. We first tested existing protocols for peatland restoration from southeastern Canada. We collected peat-forming plants from nearby muskeg, spread them sparsely over disturbed peatlands and applied a light phosphate fertilizer, but unlike southern protocols, no mulch appeared to be required to produce a representative cover of peat-forming plants within three years. A bigger challenge is the reclamation of uplands made of mine waste back to representative ecosystems. We first characterized reference conditions for uplands in the HBL, which are scarce in the region. Nearby natural uplands were divided into two classes, interior uplands and uplands along river valleys. Multiple parameters were examined at these sites including soil development, bulk density, soil chemistry in the rooting horizons, plant cover by stratum, plant species composition and dead wood. The mean condition and, more importantly, the range of these parameters allow us to set broad targets for progressive reclamation, which will facilitate success. Finally, we characterized local upland plant species through their functional traits to determine their likely abilities to colonize, grow and contribute to ecosystem processes. A classification of species by these simple functional attributes will help restoration managers to select candidate species to meet different goals at different successional stages (i.e. good versus poor dispersers or establishers). Research into these protocols remain in the early stages, but show promise that gold standards can be achieved to ensure that mining wastes can be reclaimed to productive ecosystems.

Questionnaires were sent to 12 underground metalliferous mines in Queensland to enquire how these mines control diesel emissions from mobile diesel engines used underground. Where responses or controls were absent, discussion has been provided. A significant finding concerns secondary ventilation design rates. Some mines were designing ventilation rates to meet the superseded Mines Regulation Act of 1989 which required 0.04 m3/s/kW. The current Queensland Mining and Quarrying Safety and Health Regulation (2001) is risk based. In line with other jurisdictions, including New South Wales (NSW) and most Provinces in Canada, a minimum ventilation rate of 0.06 m3/s/kW is acceptable. However, this design ventilation rate will vary in practice depending on the diesel engines and controls. Dedicated ventilation engineers and technicians should be appointed to evaluate the effectiveness of the ventilation system. Personal exposure monitoring is required to confirm that exposure standards are not being exceeded. The primary control practice should be to reduce the emission at source. This can be ensured by purchasing low emission (Tier 2, Tier 3) equipment. In addition, the use of ultra low sulfur fuel (et al, 2002). Diesel fuel with a low aromatic content such as Eromanga diesel fuel will also mean employees are exposed to lower levels of poly-cyclic aromatic hydrocarbons. These controls should be carried out in parallel with good maintenance practices. Preventative maintenance should be programmed and emissions be routinely tested, including both gaseous and particulate pollutants and compared against defined criteria. According to McGinn, 2002, there are a number of fundamental tools necessary to carry out preventative maintenance. These are outlined in maintenance guidelines and best practices for diesel engines in underground mining produced for the Diesel Emissions Evaluation Program (DEEP). An effective diesel emission management system needs to be fully integrated within the Safety and Health Management System. These requirements are further discussed in this paper.

Recently, there has been much debate as to the relevance of reporting financial results using the conventional accounting systems, which is based on historical costs, during a period of rapid inflation. In the following paragraphs , the symptoms, if not the causes, of inflation, its detrimental effect on the financial soundness of business in general and the financial reporting changes being advocated to overcome perceived weaknesses in the present financial reporting system in accounting for the effects of inflation will be reviewed. Finally, a course of action as a sound approach to the financial reporting problem will be recommended.

The use of stemming plugs in surface blasting is gaining popularity because of the environmental, technical, and economic advantages. Although previous studies have established the operational effectiveness of different types of stemming plugs, evaluations of the economic and ergonomic impacts are lacking, thereby hindering their application in many mining operations. Consequently, a significant proportion of mining operations end up performing less efficient blasts. We evaluated the effectiveness of three types of stemming plugs by conducting multiple full-scale production blasts. The results show that stemming plugs reduce the need for secondary blasting and increase blast performance. An economicanalysis showed that the incorporation of stemming plugs can reduce blasting costs significantly.

The Bureau of Mines sponsored a study of the impact of changing technology on the demand for metallurgical coal and coke to 1985. Individual technologies were analyzed to determine what effect each had on the demand for and the consequent consumption of metallurgical coal and coke in the steel industry. The domestic steel industry demand for metallurgical coal and coke for the production of hot metal will probably increase through 1985. Formcoke if implemented on a worldwide basis could begin to supplant the U.S. export market for metallurgical coal. The major technologies that have contributed to the decline in demand for metallurgical coke per ton of hot metal are (1) the increased usage coupled with higher iron content of agglomerates, (2) modification of blast furnace practices such as high top pressures and blast temperatures, and (3) increases in the injection of supplemental fuels. The projected demand for metallurgical coal and coke under current technology for 1985 are 109.4 and 76.0 million tons, respectively. With future technology implemented, the demand for metallurgical coal and coke will be 82.0 and 56.9 million tons, respectively. The projected domestic demand for metallurgical coke could further decrease by as much as 15 to 20 million tons by 1985 if formcoking proves technologically and economically feasible.

This report describes an experimental program which we conducted on behalf of the U. S. Bureau of Mines, to select from currently available materials two novel systems of construction for air-restraining bulkheads to be used in control of radon-polluted air in underground uranium mines. The program included both laboratory and field tests, the latter conducted in a portion of an operating mine owned and operated by Union Carbide Corporation at LaSal, Utah. The test site was a worked-out, double entry stope having a Volume of about 2000 cubic meters, and was located immediately adjacent to an exhaust airway. The bulkheads were constructed of 15 cm x 1.5 cm timber uprights, 5 cm x 15 cm horizontal members supporting a close-fitted 13 mm plywood curtain-wall., which was covered with a low-permeability membrane to seal in the radon-polluted air. The two membrane materials selected for testing were chosen from a list of twenty-two potentially acceptable candidates using criteria such as strength, flammability, ease of application, adhesion, radon permeability, and elasticity. Thirteen of the candidates were tested in our laboratories for adhesion to plywood and to both wet and dry concrete (simulating wet and dry mine rock surfaces), and for their general physical properties, including radon permeability. The final selections made by the Technical Project Officer, and based on our recommendation, were a pre-formed ethylene propylene diene monomeric rubber (EPDM) membrane 1.12 mm thick, normally used as a roof sealant in industrial construction, and available from Carlisle Tire and Rubber Co., Division of Carlisle Corp., Carlisle, PA, and Aquafas 48-00, a water-based mastic used in a wide variety of commercial applications and available from H. B. Fuller Co., Foster Products Division, Spring House, PA. The EPDM membrane was applied as a single sheet, laminated (dry) between two layers of plywood, and the Aquafas was applied both by troweling and spraying onto a plywood surface. In the field test, radon concentrations were continuously measured before, after, and in the trapped air behind each bulkhead. Temperature, pressure, and velocity of the air in the adjacent airway were also measured and recorded continuously. Radon fluxes at the rock/air interface and through the bulkheads themselves were measured manually on a frequent basis. All continuously acquired raw data were recorded automatically on two USBM Data Aquisition Systems (DAS), and the raw data were converted into engineering units and recorded on magnetic disks by a specially programmed microcomputer that was interfaced with the DAS's. Relatively clean (i.e. low radon concentration) air was pumped into a point near the face of one test bulkhead from a location 170 meters away through vent bag. Several air curtains and two air-restraining bulkheads were erected in passageways adjacent to the test area in an effort to control both velocity and radon concentration of the air flowing past the bulkhead faces. An average concentration of approximately 500 pCi/liter at a flow of 550 m3/minute was attained as the background concentration against which leakage through the bulkheads was measured. The entire field test period extended from October, 1981 to March, 1982, a total of six months, and was subdivided into seven successive time periods: 1) site preparation 2) background measurements prior to bulkhead construction 3) passive restraint, with bulkheads in place and totally sealed 4) open bleeder period of natural convection ventilation in and out of the bulkheaded area through a 10 cm (diameter) opening, with connecting tubing; leading into an Exhaust airway 5) open bleeder period, having forced exhaust through a 1.0 cm opening using a servo-controlled fan 6) charcoal trapping period, using the servo-controlled fan to exhaust air through the charcoal traps, to test the effectiveness of such traps in removal of radon from the exhausted air 7) site decommissioning Each of the two systems tested, one incorporating the pro-formed EPDM-rubber membrane and the other utilizing Aquafas 48-00, was assessed for effectiveness in controlling radon-polluted air by observing the change in the radon concentration in the ventilation air flowing continuously over the surface of each bulkhead. The sensitivity of the observed measurements was limited by the volume flow-rate of the ventilation air and the radon concentration in that air. The data would indicate that the observed increments in radon concentration in the ventilation air moving across bulkheads B-l and B-2 were essentially zero within the limits of sensitivity of the measurements. Data from radon flux measurement taken both on the sealed ribs adjacent to the bulkheads and on the bulkheads themselves did not differ significantly from blank data.

The World Health Organization (WHO) considers contamination from oxyanions, such as selenium and arsenic, a global concern. While their elemental forms are toxic, the aqueous oxyanions are more so. These aqueous forms, which exist at a higher oxidation state, are the most common forms released during mining processes. Many technologies are capable of meeting the governmental discharge criteria for oxyanionic contaminants, but may possess limitations due to redox chemistry as well as the water matrices. An innovative technology was developed that can successfully reduce such aqueous forms generated during mining processes to a level below the discharge criteria. This paper discusses how an understanding of the sensitivities of this novel adsorbent towards these variations in water matrices and redox chemistry can be used to optimize its application.

The mining industry has already become highly technical in all its branches and this has brought about specialization in mining engineering. Increasing demand for mineral products, exhaustion of high-grade or easily worked deposits, and narrowing of the fields for exploration and development, are forcing mines to greater depth and to working material of lower grade and more complex composition. The Robinson Deep at its Turf shaft has reached a depth of 7,640 feet and expects to go to 8,500 feet; Miami Copper, under normal market conditions, profitably mines ore running only 16 pounds of copper to the ton; Alaska Juneau is making a profit on ore running about $1.15 per ton in gold; and many mines are handling ores of an extremely complex nature. In each case, the success of these operations has depended upon the application of sound scientific principles and good business methods to the problems involved. It may be safely assumed that mining at great depth and the exploitation of low-grade, or complex, ores will become more and more important as time goes on, and this means that greater and greater demands will be made upon the technical skill and business ability of the mining engineer. To meet this condition, the more or less haphazard methods of training the young engineer that have prevailed in the past will have to be replaced by a careful and well-ordered system of engineer-training. Upon the industry and the older mining engineer falls the duty of providing means to assist the deserving student to prepare himself properly to meet the increased demands that are falling upon his profession. Consideration of the training of the mining engineer involves a decision as to what constitutes his field of usefulness. Technical control of methods and processes obviously falls upon the engineer, but there are still many who doubt his usefulness in the executive field, particularly in positions involving close contact with the men and work. Many engineers have failed as shift-boss or foreman, but this has been generally due to fault in the management in using men who were temperamentally unfit to lead others or who lacked the necessary preliminary training.

Geochemical prospecting seeks hidden mineral deposits by sampling for variations in the chemical composition of naturally occurring materials. Usually the samples are of soils and other products of weathering and erosion—surface materials extremely susceptible to contamination by human activities. Except when a survey is conducted well away from populated areas, contamination is an ever-present hazard. The program's success is particularly endangered when the contaminants are the elements sought; if these occur erratically throughout an area, spurious anomalies completely unrelated to mineralized areas can be formed. Evenly distributed contamination can be dangerous too, if it raises the background to such a level that true anomalies can no longer be easily detected. Suppose, for example, that in an area where the lead background is 20 parts per million the soil over a lead vein contains 1000 ppm of lead. Here the contrast would be 50 to 1, which is very satisfactory for geochemical surveying. Now if 1000 ppm of lead from some source were added evenly to the soil in this area, the contrast would be reduced to about 2 to 1, and the anomaly would no longer be readily detectable because a threshold of significance twice the value of the background is the minimum generally used for interpreting geochemical data. Of the many possible sources of contamination, probably most important are smelter fumes, which may distribute large quantities of metal contaminants over many square miles of ground. For several reasons, the investigation reported here was begun in the Coeur d'Alene district in northern Idaho: 1) a lead smelter has been operated in this district since 1917 and an electrolytic zinc plant since 1928, and presumably the contamination patterns are strongly developed; 2) to evaluate the usefulness of certain geochemical techniques, V. C. Kennedy and S. W. Hobbs of the USGS had already studied the distribution of copper, lead, and zinc in the soils (both in background areas and other veins) and in the water and plants, providing a criterion for measuring the magnitude and effect of soil contamination; 3) one of the economically important parts of the district lies south of the South Fork of Coeur d'Alene River and within a radius of five miles of the reduction plants near Smelterville (Fig. 1). In this area, and in the entire district, conventional methods of prospecting are hindered by heavy vegetation and thick soil cover, and the possibility of contamination by smelter fumes has discouraged geochemical prospecting. Should data reveal that geochemical prospecting could be done successfully in such an area, a particularly useful tool would be available to mining companies and prospectors searching for concealed orebodies in this economically important part of the district. The field work on which this report is based was done from July 28 to 31, 1955. It should be emphasized that this was reconnaissance study only, and therefore far from exhaustive. Previous Investigations in U. S. : The first geochemical survey known to have been affected by contamination was conducted in 1940—a geobotan-ical reconnaissance made in the Michigan copper district by a private company. Geologists found striking variations in the copper content of oak and maple leaves, but unfortunately the high copper isograds of the study seemed to be related more to the Calumet and Hecla copper smelter fall-out than to mineralized ground.' The leaves of one oak tree near the smelter contained 0.4 pct Cu. Similar contamination was reported by Clarke (Ref. 2, p. 41), who conducted experimental geochemical soil and botanical surveys at Ray, Ariz. He found that the leaves of oak trees growing in unmineralized ground near Superior, Ariz., contained more copper than the leaves of oak trees growing on the capping of the Ray orebody and attributed this fact to contamination from the fumes of the Magma smelter at Superior. According to H. E. Hawkes,3 soils and stream sediments in the Superior area are also severely contaminated. Hawkes' work there has shown a copper content averaging 0.5 pct in the surface horizons of soils within one mile of the smelter stack. Samples taken only a few inches below the anomalous surface samples showed only background copper values. In 1950 L. C. Huff' of the USGS made a geochemical survey in an area near Jerome, Ariz., and found considerable zinc and copper in the soils over unmineralized basalt close to Clarkedale, Ariz., and over limestone close to Jerome. As the amounts were notably greater than could reasonably be expected to be derived from the underlying rocks, Huff suspected airborne contamination from the smelter at Clarkedale. Description of Area: The area sampled in detail (Fig. 1) for the study presented here is one of strong relief. The dominant watercourse is the westward-flowing South Fork of the Coeur d'Alene River. East of Kellogg the South Fork flows in a rather narrow canyon, but its valley floor widens considerably to the west where much of the flood plain is covered by an extensive veneer of mining, milling, and smelting debris. "Location. The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company's shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother 'of F. J. Kipp, director of the Company.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

In considering blasting it is necessary to consider the drilling and explosives since one is generally concerned with the total cost of muck of a certain size in the pit or through the crusher. To get a current idea of the drilling situation in open pit mines plotted in Fig. 1 are the drilling costs per ton of material vs. hole diameter for rotary drill holes in large limestone, iron ore and taconite operations. The exception is the 2-in. diam hole which was drilled with a percussion drill in limestone.

"Since our last meeting we have gained many new members, whom we especially welcome. We are sorry to have lost a few. I am mindful, at this time, of two very good members from my home state who have passed away, Walter Wetzel, a former president of this institute, and Lee Alger, at the time of his death, Vice-President from Utah. We also lost very recently our assistant Secretary-Treasurer, Everret Davis. These men contributed a great deal to the institute and the coal industry in general. I am sure they are greatly missed by all who knew them."

Under a cooperative agreement between the Bureau of Mines, the United States Geological Survey, and the United States Bureau of Standards, a study of the stone-quarrying industries of the country was begun in 1914. The results of investigations made have been published from time to time.1 During the World War the Bureau of Mines centered its attention on problems relating to national defense, and detailed studies of stone-quarry problems were not undertaken except for an investigation of labor saving at limestone quarries, reported in Technical Paper 203, which related to a question of military importance. Since the return of peace, the high cost of materials and labor has made more imperative than in prewar times the conduct of investigations for aiding the quarrying industries in every way possible to adopt more economical methods and to utilize the most efficient labor-saving equipment. The publications already issued have had a wide demand, and in the interest of the quarry industries the bureau proposes to issue additions to the series as rapidly as funds are available. In an endeavor to promote economy and the reduction of waste in the slate industry, a study of slate quarrying was begun in 1920 and covered a period of about two years. Sixty-five active quarries were visited, and a detailed study made of all problems bearing on their successful operation. Field study was supplemented by a study of all information available in books or published articles on slate quarrying.

Dilation and contraction of the rock surrounding horizontal access open-ings of a deep mine were analyzed during stope advance to determine what type of measurements, made with relatively inexpensive instrumentation, would best reflect the rock behavior. A variety of instruments, mostly mechanical extensometers, were used. Detailed descriptions are given of Down-the-hole extensometers, floating rockbolt clusters, transit surveys, and other instruments and measuring techniques. Although all of the radial-deformation-rate graphs illustrated useful rock behavior data, the most informative graphs were compiled from data procured with the radial extensometers that penetrated, to various depths, the rock around the access openings. An analysis is given of measurement data on the rock around lateral drifts and across and adjacent to the nearly vertical vein of the Star mine, Burke, Idaho. Several useful relationships were found between the rock deformation rate and the stoping process. Information was produced on the elastic state of rock around an underground opening, effectiveness of stope support, rheology of rock, zone of influence around stopes, effectiveness of rockbolts, axis of maximum strain in a plane perpendicular to the long axis of the lateral, and other phenomena. This information could be of particular value in determining location, design, and support of underground openings.
