Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

Miami Oölite limestone is the only significant construction mineral in southeastern Florida. Its source area coincides with that of rapid urban expansion. Two-thirds of the existing resource is already unavailable because of development. Land-use conflicts place future availability of limestone in jeopardy. However, a sufficient limestone resource to meet demand for many years is present if its extraction is not restricted. Adverse environmental effects of quarrying Miami Oölite are not severe; land values often increase following quarrying. Future availability depends upon--(l) achieving uniformity of Federal, State, county, and municipality statutory requirements governing quarry operations; (2) setting aside specific land areas for future quarrying; and (3) cooperative planning to provide for land utilization upon completion of quarrying.

"The mission of the Respirable Dust Center is to enhance the health, safety and productivity of the miners 'through advancing the fundamental .understanding of all aspects of respirable dust associated with mining and milling and the interaction of dus.t and lungs for reducing the incidence and severity of respirable dust disease. All Dust Center activities are focussed to be responsive to this mission which is shared by several federal agencies closely associated with the Generic Mineral Technology Center for Respirable Dust such as USBM, M,SHA, and NIOSH, and the mining industry. While significant progress has been achieved in making mine atmospheres cleaner and healthier, respirable dust disease remains the nations worst industrial hazard. GOALSThe goals of the Respirable Dust Center have been formulated to recognize the diverse scientific, engineering and medical aspects of respirable dust as well as the need to enhance the interaction, education and technology transfer in the respirable dust area.The Center goals are to:1. Enhance the understanding of the scientific, engineering and biological characteristics of fine and respirable mineral particles, fibers, organic aerosols, and complex particles found in the mining and milling atmospheres.2. Advance the understanding of the physical behavior of airborne respirable dust particles in flowing streams under different. stimuli during mining and milling.3. Advance fundamental understanding of the causative mechanisms for the occupationally related lung impairments and the airway diseases of mine and mill workers.4. Establish the relationship between natural and cultural factors (mine geology, mineralogy, mining and milling methods, equipment and control measures) in the generation, exposures, and pathogenic properties of fine particles.5. Contribute to the development of control mechanisms for reducing ambient respirable dust concentrations, worker exposure, the incidence and severity of dust related lung disorders and disease prevention in mining and milling atmospheres.6. Enhance functional integration among the various research personnel in the Center, as well as, with other groups, such as MSHA, NIOSH and USBM involved in respirable dust research and control.7. Develop technically trained personnel for employment in the mineral industry for respirable dust research and control.8. Enhance the availability of respirable dust-related information utilizing several technology transfer avenues."

The Tennessee Copper Co. operated two mines in the Ducktown district during 1928. The Burra Burra mine is much the larger operation and is the chief source of the ore smelted and treated in the, company's smelter and acid plant rat Copperhill, 4.5 miles from Ducktown. This mine operates steadily and furnishes a regular output of about 40,000 tons per month. The Eureka mine is operated irregularly and produces a much smaller tonnage of high-sulphur ore the rate of output depending upon the demand for sulphur. During 1928 about 60 per cent of the combined output of these mines was shipped directly to the smelter, and the balance was concentrated before shipment in the flotation plant located near the mines. Much has been published in recent years on the challenges facing the engineer of the 21st century and the consequent challenges facing the education providers and industry. The world is changing rapidly on the social, economic, political, technical and environmental fronts and our metallurgists/mineral processing engineers of the future will arguably need to have a different set of skills than those which were traditionally regarded as adequate during the latter half of the 20th century. This paper attempts to explore some of these issues and their ramifications.

This U.S. Bureau of Mines report reviews the first 2 years of the agency's progress in implementing total quality management (TQM), which the agency refers to as Quality Improvement (QI). All employees have been trained in basic TQM concepts, a cadre of facilitators has been selected and trained, and 13 Bureauwide teams are addressing specific issues that were identified by Bureau employees nationwide as problem areas. Also in place are a Quality Council composed of the Bureau's top executives, a Quality Management Board, and eight QI Working Groups to provide a national 01 infrastructure. There are also Quality Steering Groups at each Bureau location nationwide to address local concerns. In addition to the narrative text, the texts of salient memoranda and other documents are included as appendixes.

"Prior to the 1950s in the USA, surface coalmines were generally left without any reclamation. As government regulations advanced, mine operators were required to backfill the area and plant grasses or trees. After the federal Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977 in the USA, mine operators were required to conduct pre-mining analyses of the site and to designate a land use that could be achieved after the mining. Common post-mining land uses in the USA are: agricultural uses such as prime farmland reclamation with crops, hayland and pasture, and biofuel crops forestry wildlife habitat building site development.Provisions and regulations for each post-mining land use were developed and practices to achieve successful and sustainable land uses were established. Post-mining conditions should provide ecosystem services and produce lands capable of supporting societal needs in the future.CITATION:Skousen, J and Zipper, C?E,?2014. Mineralogy is the link between ore formation and ore extraction. It is the most fundamental component of geomet programs, and the most important aspect of a life-of-project approach to mineral resource projects. Understanding orebodies is achieved by understanding the mineralogy and texture of the materials, throughout the process, because minerals hold the information required to unlock the value they contain. Geomet mineralogy programs absolutely require the appropriate expertise and at least three steps of mineral characterisation prior to using semi-automated or other methods: field examination, thorough core logging, and optical microscopy. Economic geological inputs for orebody characterisation are necessary for orebody understanding, and are exemplified by current research in the Zambian Copperbelt, where revised sequence stratigraphy and understanding of alteration, metasomatism and metamorphism can be used to predict topical issues at mine sites. Environmental inputs for sustainability characterisation are demonstrated by recent work on tailings from the Leadville, Colorado, USA area, including linking mineralogy to water quality issues. Risk assessments need to take into account the technical uncertainties around geological variability and mineral extractability, and mineralogy is the only metric that can be used to make this risk contribution.CITATION:Olson Hoal, K, Woodhead, J and Smith, K S, 2013. There is increasing demand for geotechnical contractors to commit to carbon reduction, net zero or science based targets. A lot of focus has therefore been placed on using low carbon materials and low emission rigs. However, whilst these are ways to help reduce carbon, there is a need to look beyond just substituting materials and fuels to meet net zero. Using the IEMA carbon hierarchy, there is a need to first look at eliminating and reducing emissions, before considering substitute materials. For example, in geotechnical designs, this may mean considering using ground improvement or reducing the number of piles, before considering using low carbon cements. Equally, for remaining emissions, this hierarchy means considering carbon negative products to offset emissions, such as ground source heat pumps. This hierarchy can also be applied throughout geotechnical contractor organisations. For example, considering video conferencing for meetings, before considering public transport or using an electric vehicle. This article explores the carbon hierarchy and how it can be applied to all areas of a geotechnical contractor’s business. Only through embedding this hierarchy across the business can geotechnical contractors achieve the step change required to meet net zero.

This eight-chapter document is the second volume of a two-volume report that presents a comprehensive outline of coal-mine electrical power systems from theory to practice. Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Building upon Volume I, the subject of protective equipment and relaying starts Volume II, first as an introduction in Chapter 8, then by a treatment of device selection in Chapter 9. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.

A GREAT deal of time and energy is now being devoted to the study of post-war reconstruction and rehabilitation, in spite of the fact that as yet we have not won the war in which we are presently engaged. If you feel that the study of post-war problems takes our thought away from the problem immediately before us, you may well query, "Well! What has all that to do with winning the war, our most urgent problem today?" The answer has been given by Principal James of McGill University, Chairman of the Cabinet Committee on Reconstruction: "Reconstruction is something which must be thought of in advance, partly for the purpose of recognizing exactly the influence of war-time activities, controls, and regulations on the post-war Canadian scene. Many people are acutely interested in this great problem. It is not that they are not interested in the war itself, or epochal events that are taking place from day to day. They have a vision of that future which they hope will be Canada's, and this vision inspires them to even greater efforts at the present time". The trend of events would indicate that changes, economic and industrial, after this war will be greatly out of line with those that followed previous wars in history, for the present struggle has involved every nation in the world. In the peace that will come, every engineer will have a task in bringing the most desirable order out of the most distressing chaos. We certainly are living in a changing world; we are witnessing geo-graphical and economic readjustments that no other generation in world's history has ever witnessed. And there is an opinion gaining strength in our Dominion, as in other lands, that after this war we shall live in a world in which our process of thinking and our very way of life will have to undergo drastic changes to cope with the new order of things. Sadly our world of today has had to revise the sublime vision that nation shall not lift up sword against nation, while salvage operations continue to beat ploughshares into tanks and the peaceful pruning-hook into a weapon for the deviltry of the commando.

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

Understanding the variability of sulfur and calorific value in coal seams is critical to planning mining operations and marketing the mined coal. In this study, statistical and geostatistical techniques were used to explore the underlying spatial trends present in a large coal deposit. Eight prediction models for the sulfur content of the coal seam were developed. Six of the models were created using geostatistical techniques, while the remaining two models were created using other techniques. The performance of each model was examined by conducting cross validation exercises. The results of the study showed that very pronounced trends and anisotropies were present in the sample data, which had to be accounted for in the modeling. The study found that a cokriging model using sulfur and ash is the best prediction model for predicting sulfur content in this coal reserve.

Thermoelectric and metal alloying applications have changed the status of tellurium from oversupply to under supply . In a search for new sources of this element in Arizona , Colorado , New Mexico , Utah , and neighboring states , the Bureau of Mines analyzed more than 200 samples and obtained the results of tellurium determinations by private companies on more than 500 samples from a wide variety of mineral - bearing deposits . The About 40 minerals containing tellurium have been reported , mainly tellu- rides of gold , silver , bismuth , mercury , lead , copper , iron , and nickel . minerals usually occur in small quantities and identification in ores is extremely difficult . Samples containing more than 0.1 percent tellurium were taken from the Hilltop and Memphis properties in Dona Ana County , N. Mex . , and the Silver King property in White Pine County , Nev . , where development was chiefly for base metals . The Lone Pine mine in Catron County , N. Mex . , and the Bambolla mine near Moctezuma , Sonora , Mexico are potential sources of native tellurium occurring in small but high- grade pods . Much of the production of tellurium has come as a byproduct of electro- lytic refining of copper and lead- zinc ores in Arizona , Colorado , New Mexico , and Utah . Base -metal ore deposits will continue to be the most important pri- mary source of tellurium , although the concentration in ores is nearly always less than 10 parts per million . Any significant increase in output of tellu- rium probably will be related to production and improved efficiency in smelt- ing and refining base - metal ores .

Coal has been mined by hydraulic means in various countries, i.e., the hydraulic excavation as well as the hydraulic transportation of coal has been practiced. The hydraulic breaking (excavating) of the coal dealt with in this report is done with a monitor directing a continuous jet of water against the coal, pressures of the water fed to the monitor range from 1500 to 2500 psi at 1000 to 2100 gallons per minute Transportation of the coal from the face is by fluming if a gradient exists in excess of 2 or, when a favorable gradient does not exist, the coal is pumped from the face by various types of pumps which can also provide a means of hoisting the coal to a higher elevation as required. This report presents: 1.) preliminary design and systems specifications of a demonstration miner (referred to in this report as a hydrominer), 2.) mining configurations showing good promise for typical U.S. thick coal seams in three seam pitch categories, (0° - 7° = Flat, 8° - 250 = Moderately pitching, 26° - 90° = Steeply pitching), along with cost and performance analyses for each system, 3.) a definition of a test program that will provide sufficient engineering data for the design of a water jet cutting head adequate to cut coal in those typical U.S. thick coal seams The cost analysis data showed hydraulic methods to be economically competitive with present thick seam raining methods. It was also obvious from studies of thick seam methods that the hydromonitor coal breaking techniques are more effective in removing most of the coal with its long reach of 60 ft. (or more), is a safer mining system, and produces very low coal-dust content in the air (usually less than 0.25 to 0.5 mg/cubic meter). It is recommended that the USBM sponsor a full fledged continuation of the hydraulic mining program: (a) lab, test, (b) preliminary field test, (c) full scale mine section demonstration.

Coal occurs at many scattered localities in Arizona, California, Idaho, Nevada, and Oregon, but in most of the known occurrences thick coal beds are of small extent and the coal generally contains a high percentage of impurities. The coal beds occur at many different horizons in strata of Cretaceous and Tertiary age. Bituminous coal has been found in several areas, the most extensive of which is the Eden Ridge field of Oregon. Lignite also occurs in many places, but the only extensive deposit is in the Goose Creek field of Idaho, Nevada, and "Utah. The coal reserves of the region are largely of subbituminous rank; most of the subbituminous coal is in the Black Mesa field of northeastern Arizona and the Coos Bay field of Oregon. The Black Mesa field contains more than 80 percent of the coal reserves of all ranks but is remote from both transportation facilities and centers of consumption. Substantial reserves ill the Coos Bay field are favorably situated with respect to transportation and markets. ARIZONA Subbituminous coal occurs in the Black Mesa, Pinedale, and Gallup coal fields in Apache, Navajo, and Coconino Counties, Ariz. (fig. 1). Bituminous coal occurs in the Deer Creek field in Pinal and Graham Counties and in a small area in Apache County at the north-east corner of the State. All the coal beds are in strata of Cretaceous age. The coal in the Gallup field and at the northeast corner of the State lies in the Western edge of the San Juan structural basin. "Vest and south of this basin the coal-bearing strata have been removed by erosion except in high mesas.

This report summarizes the results of a review of foreign coal mining literature conducted under the Bureau's Advancing Coal Mining Technology program. In addition to a discussion on the historical development of mechanized longwall systems, and the current state-of-the-art method in Europe, this report summarizes the previous and ongoing Bureau efforts to adapt longwall technology to U.S. conditions. The bibliographic section of this report, divided into major categories such as mine design, face management, roadway development, strata control, powered roof supports, coal winning, conveying, and automation, contains over a thousand individual entries. The purpose of this report is to provide U.S. mining engineers with background information on longwall methodology and equipment developed in foreign countries (principally Europe). The Bureau of Mines, as part of its Advancing Coal Mining Technology program, is funding R&D projects to demonstrate that the longwall mining method, successfully used in the deep mines of Europe, can boost productivity and improve safety in certain U.S. mines.

As the current boom in the global mining industry rumbles on, mining companies have had to step up their efforts to replace mined reserves. Many of the majors are replacing and adding to their reserves and resources through acquisitions. This situation has allowed junior mining and exploration companies to do what they do best. They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.
