In this paper I use the term "industrial minerals" in its broad general sense, and I distinguish two main groups. The first consists of the bulk materials, characterized by low unit price, nearness of deposits to markets, relatively simple methods of extraction and processing, and a tendency to be closely related to the construction industries. The second group includes those materials valued for exceptional purity, or for some special property such as hardness, immunity to acids, or dielectric strength. These materials are produced in smaller amounts, at high unit values, from deposits notably restricted in. distribution; and they require more or less sophisticated methods of production and beneficiation. The applications of this second group are not closely tied to any particular part of the economy. From the way in which the commodity committees of the Industrial Minerals Division are set up, I take it that the chief interest of most members is with the first group of materials mentioned above. Hence this paper will deal mainly, though not exclusively, with such bulk commodities as sand and gravel, clay, and stone. The first word in the title of the paper also requires brief explanation. It is here given a threefold interpretation. First is the role of the industrial minerals themselves in industry; this would probably be taken as the conventional meaning of the title* The second is the role of the industrial-mineral producers as citizens of the community. The third is what may be called the scientific role of these producers.

The Newell Creek Dam Inlet/Outlet Replacement Project is located approximately 11 miles north of Santa Cruz, California along Highway 9 in the San Lorenzo Valley. This project will replace the existing inlet/outlet works at the Loch Lomond Reservoir by constructing a tunnel using conventional excavation methods while simultaneously drilling three intake shafts to intercept the tunnel from within the city’s water supply. This project will improve the system’s overall operational efficiency and performance, and provide a safe and reliable facility for the City of Santa Cruz’s drinking water supply. This paper discusses the overall project configuration, construction observations, and challenges during construction, including tunnel excavating through the marine sedimentary siltstone of the Monterey Formation, probing and pre-excavation grouting, and the tools utilized to manage the project.

What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Porphyry copper ores are frequently a source of low-grade gold ore, but gold in these ores is often associated with significant levels of cyanide-soluble copper. Cyanide leaching of such ores increases flowsheet complexity and operating costs, and requires thorough planning to satisfy environmental requirements for tailings disposal and mine closure. This paper presents a review of the chemistry of cyanide leaching of gold-copper porphyry ores, carbon adsorption phenomena and means of removing base metals from leach solution. The primary economic drivers behind the processing of such complex ores are also analyzed.

One of the oldest settled portions of Canada is that "strip of land" extending into the Gulf of St. Lawrence, known as the Gaspe peninsula, with the Bay of Chaleur on its southern boundary. This "strip of land" is still so very sparcely populated that only at a few places does settlement extend more than a few miles from the coast. ? The peninsula is 160 miles long, 75 miles wide and with the exception of the above mentioned settlements is a mountainous wildness-void of all roads or inhabitants. Developments in the interior, of all nature, out-side of the cutting of timber by limit holders, was entirely lacking until the year 1915, when mining was first commenced. In the summer of 1844 Sir William Logan made a preliminary survey across the peninsula, from Cape Chat on the Gulf of St. Lawrence to Cascapedia on the Bay of Chaleur, passing through a country ?of which very little was known at that time. After a rather rough trip to the headwaters of the Grand Cascapedia river, Logan's party descended this river to its mouth, passing ten miles west of what is now known as the Federal mines. There is no record of Logan, or of any of his party, finding zinc or lead ores of any character on their journey across the peninsula, and until 1909 no precious or base metals were discovered within reasonable distance of Logan's survey.

The material in this paper is intended simply to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions of various phases of the subject have been published a few of which (4, 20, 25, 88, 90) have more or less extensive bibliographies of the earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon dioxide with perhaps sore methane) is quite apparent. The presence of small quantities of carbon dioxide can be attributed to oxidation of the carbonaceous matter exposed to the air. In the few cases in which this explanation is not sufficient, obviously the carbon dioxide must escape as such from the coal and neighboring strata.

Mine closure planning integrated into life-of-mine (LOM) planning during the operational phase consists of many subcategories. One of these subcategories that needs to be fully integrated into the LOM planning is that of water management planning. Issues arise when mine water management infrastructure, which is required post-mine closure, is only considered closer to the end of LOM. Once the mine is closed monitoring is focused on water quality as an indicator of closure performance, hence inadequate upfront post-mining water management planning or integration into operations will result in environmental harm. The lack of considering post-mining water management is not uncommon in LOM planning. Poor mine site water management and planning are a wide reaching problem for the mining industry. Numerous active mines have been issued with environmental notices and penalties for contaminated water discharge; including issues with abandoned mines now being cared for by governments all over the world.Mitigating sources of water contamination caused by existing and closed mine sites that are leaching pollutants might be impractical, due to inaccessibility to the contaminants or final landform topography. The opportunity to consider and introduce post-closure required mine water management infrastructure is lost once the waste facilities are constructed. Mitigating contamination is made more problematic with mines located in remote areas, serviced by dedicated roads, water supply, electrical supply, etc. It is expected that these services will be decommissioned or drastically reduced, once closure is reached making remedial work much harder. Inadequate planning, to ensure access and easily maintainable water management infrastructure, could lead to erosion and contamination going unnoticed. There are numerous examples of poor mine water management practices in Africa, Asia, Australia, South and North America. In the United States more than 23 000 km of streams are affected by pollution sourced from some 50 000 abandoned or mature mine sites (DeGraff, 2007).CITATION:Boshoff, H J J, ?2014. "A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

The petrographic microscope as a tool in determining impurities and grain size of limestones, clays, sand and coal ash for possible use as raw materials is discussed. Its use in the determination of the mineral composition of various size fractions of the raw mix, after fine grinding in ball mills, and of the waste dust from the rotary kiln. A description is given of the typical clinker crystals; alite, belite, tricalcium aluminate and ferrite. The process problems indicated by various changes in the crystal characteristics are listed with possible solutions. Finally the microscope as used in relation to field problems with concrete such as air void volume, percent hydration of the cement, cement aggregate bonding and the determination of solid additives, is presented.

"Over 90,000 feet of raise have been bored at International Nickel underground mining operations throughout the Sudbury District since the advent of raise boring in the early part of July, 1964. With a total of 10 raise borers on hand at this time, techniques have improved steadily since introduction at INCO mines. The first unit, designed for use in rock of low compressive strength, had to be modified and redesigned to cope with Sudbury Area Precambrian rock. As equipment and boring techniques improved, a specially designed machine for larger holes was developed and is now in use. More powerful units, with a thrust capacity of up to 750,000 pounds, are under investigation. Raises have been bored up to 84-inch diameter, and the changeover to 5- and 6-foot flat reaming heads with improved cutter design has increased performance substantially. As a result, 5-foot-diameter raises have been completed to a length of 750 feet and 6- and 7-foot raises to over 500 feet. Reference is also made to the drilling of over 23,000 feet of drainage and sand-fill holes, ranging up to 7% inches in diameter, with smaller underground rotary drill equipment.Finally, a look into the future indicates the need for further improvements in equipment design to permit economic boring of 7- to 8-foot-diameter raises in Sudbury Area ground types."

This report covers the activities of a feasibility study of fiber optics technology fur use in mines. The objective of the study was to evaluate, both technically and cost-wise, the possible use of fiber optic technology for underground mine communication and monitoring systems. The first phase of the study was devoted to the collection of information on the present underground mine communication systems and monitoring techniques, and the status of applicable fiber optic technology. In the second ph se of the study, a communication and monitoring system for a hypothetical underground coal mine was designed and the costs estimated. The significant findings and conclusions are presented.

Introduction ASARCO's Ray Operations include an open-pit copper mine in the Mineral Creek Mining District of Pinel County. The district is located in east central Arizona, 132 km (82 miles) southeast of Phoenix, AZ, and 126 km (78 miles) north of Tucson, AZ. The mine lies 8 km (5 miles) north of the Gila River in Mineral Creek Valley, between the Tortilla Mountains to the west and the Dripping Springs Range to the east. The rich copper deposits of the Mineral Creek mining district were first noted by a US Army Officer in 1847. The Ray Copper Company was the first major operation in the area. The company was named after the Ray mining claim, which was one of the earliest recorded claims. After decades of sporadic and unsuccessful mining ventures, the Ray Consolidated Mining Company was formed in 1910. The company introduced one of the first successful block caving operations in the world. In 1933, the Kennecott Copper Corporation acquired the Ray Consolidated Mining Company and continued operation of the mine under the same name until 1943, when the property was renamed the Ray Mines Division of Kennecott. Underground mining continued until 1955, when the mine was converted to an open pit operation. In November 1986, ASARCO Inc. purchased the Ray Mines Division and related facilities from Kennecott. The purchase also included the Hayden concentrator and the Ray Smelter, located approximately 32 km (20 miles) from the Ray Mine. This paper summarizes the 54,400 tpd (60,000 stpd) in-pit crusher and overland-conveying system and the 24,200 tpd (30.000 stpd) copper SAG concentrator and tailings disposal system constructed at ASARCO's Ray Complex - Ray Operations. General description of facilities The Ray concentrator includes a sulfide SAG concentrator, a "relocatable" in-pit primary-crushing plant and overland-conveyor system, a concentrator tailings-disposal system and plant ancillary facilities, The major elements of the project include: • A relocatable Fuller-Traylor in-pit 1524-mm (60-in) x 2261-mm (89-in) primary gyratory crusher at the 442 m (1450 ft) mine elevation. The crushing plant has a nominal capacity of 54,400 tpd (60,000 stpd) of sulfide ore. • A 1524-mm (60-in) wide x 1253-m (4110-ft) long overland belt conveyor, which runs from the in-pit crushing facility to a transfer station serving both the Ray Concentrator and the existing Hayden concentrator railroad load-out facility. • A 1524-mm (60-in) wide x 152-m (500-ft) long stackerbelt conveyor, which delivers a nominal 27,200 tpd (30,000 stpd) of ore from the transfer station to a 23,600 t (26,000 st) live-capacity coarse-ore stockpile serving the Ray Concentrator. • A nominal 27,200-tpd (30,000-stpd) concentrator, including semiautogenous grinding, flotation, copper concentrate filtration and associated plant ancillary facilities. • A tailings disposal system. Flotation tailings are pumped from the Ray Concentrator to a 122-m (400-ft) diam. thickener, located 4.8 km (3 miles) southeast of the Ray Concentrator site. The thickener overflow is pumped to two 76.2-m (250-ft.) diam. concrete process-water reservoirs. The thickener underflow, at 45% solids, is pumped to a new tailings disposal site located at Elder Gulch. • An HDPE-lined temporary-containment area to collect material from Ray Concentrator plant upsets and local storm-water run-off from a 100-year, 24-hour rain event. •A reclaim-water system from the Elder Gulch tailing pond area to the Ray Concentrator. • A 610-mm (24-in.) diam. x 31.9-km (19.2 mile) long fresh-water pipeline from the Hayden fresh-water-well field system to the Ray Concentrator. The overall process design criteria for the new Ray Concentrator is based on a nominal throughput of 27,200 tpd (30,000 stpd) of ore at 90% plant availability. However, based on the maximum performance capacity of the installed grinding equipment, it may be possible to achieve a sustained operating level in excess of 36,300 tpd (40,000 stpd) when processing soft ores. "INTRODUCTION Outer space technology and exploration have reached a tipping point so that mining and mineral processing in outer space is now a certainty and not a dream. Several competing companies, worldwide, are well on the way to building spaceships to land on the Moon and eventually mine the Moon and asteroids for volatiles, rare earth metals and Helium-3. The Google Lunar XPrize offers a $30 million prize1. China has recently landed a spacecraft on the Moon. The European Space Agency, with cooperation from the United States, has landed a spacecraft, Philae, on a comet. And, Mars One is planning a one-way trip to establish a settlement of humans on Mars. How and why are the Moon and asteroids and their resources of interest to private space industry and companies? Why are the Moon and asteroids viewed as a potential business venue? GEOLOGY OF THE MOON AND ASTEROIDS –WHY DO WE WANT TO MINE THERE? Space enterprises are actively working towards establishing and operating lunar and asteroid mining locations for resource extraction, resource processing, conversion to salable products, and distribution of the products and services in space and to Earth and beyond2. Forty-five years ago, the Apollo manned missions to the Moon returned rocks and regolith to Earth, which were studied and analyzed. What they found was that the Moon contains valuable minerals and resources. These minerals are largely due to meteor and asteroid impacts, which have, over eons, created this mineral rich regolith. These impacts have occurred on Earth as well, for billions of years, particularly early on in the history of the solar system. However, on Earth, wind, water, and vegetation have erased most of these impacts. On the Moon, in contrast, the only weathering is caused by subsequent impacts and the solar wind. The Moon regolith contains valuable rare earth minerals, platinum-group minerals (particularly where the Moon has been impacted by asteroids), volatiles (useful for processing and habitation), Helium-3 and titanium. Almost non-existent on earth, Helium-3 is abundant and accessible on the Moon and can be used in nuclear fusion power plants, producing much more energy than fission reactions and with much less radioactive waste. One of the main reasons Helium-3 is sought after as a fusion fuel is because there are no neutrons generated as a reaction product. Governments and private companies focus on mining of Helium-3 on the Moon as a basis for their economic models. Moon Express, one of the private companies who is planning on mining on the Moon, will recover moon rocks to fund its early operations25. Subsequently, it will recover Helium-3, platinum, and rare earth metals, as it engages in surface mining operations."

WHAT proportion of the national wealth is represented by' the producing mines of the country?' Or by the- mining and metallurgical industry-as a whole, for it is impossible to make-an economic distinction between the mines that produce the ore and the plant that is used to get the metals from it. The total national wealth in fixed property is about $270,000,000,000. How much for the mines? I do not know that any one 'else has ever tried to furnish answers to these questions. In making such an attempt I am conscious that the result can be nothing more than a rough approximation. Yet even that will give an idea of relative values. No separate valuation for the mines of the country has appeared in any inventory of the national wealth previous to that which I compiled and published for 1916. -In earlier census estimates mines were supposed to be included under the head of real estate. However, an examination of the laws and practices of the several states with respect to mine taxation will make it evident that no good idea of the value of the mines of the coun¬try is obtainable from the assessment rolls. In my previous estimate for 1916, I computed the value of the mines at $8,000,000,000, which was approxi¬mately 10 times their net income as reported to the Bureau of Internal Revenue. In making that estimate I fell grossly into error, for several reasons that it is unnecessary to explain, but chiefly because the net income of the mines of the country in that year was exceptionally large. The whole subject of valuing the mines of the country en bloc is extraordinarily difficult At the best, no one can hope to arrive at, anything more than a rough idea about it. However, elements of reason may be introduced and may be made to serve as chief bases.

IT SEEMS particularly appropriate that, in celebrating its Diamond Anniversary, the Canadian Institute of Mining and Metalturgy chose our Province of British Columbia as its locale in this, our own Centennial year. I am sure your organization is justifiably proud of its achievements and growth over the period of its sixty years, and we, for our part, are justifiably proud of our growth over our first one hundred years. With your kind indulgence I pro-pose to talk to you today about our industrial growth, or, to put it an-other way, to highlight, historically, our progress in industrial development over the past one hundred years, and to take the liberty of speculating on what we may reasonably look forward to over the next few years. I am sure, Mr. Chairman, that some may have questioned the appropriateness of a talk on the industrial development of British Columbia to the Canadian Institute of Mining and Metallurgy. However, strangely enough, we in British Columbia owe our origin, constitution-ally and industrially, to the mining industry.

MR. T. L. McCALL: Planning ahead in coal-mining is essential, but the question may be raised, just how far ahead can we plan. You can overdo it: chat is, you can get in a rut. Never let planning get a hold on you to chat extent. You must be prepared to deal intelligently with any new conditions that arise, and to apply new discoveries. It may become necessary to abandon ? .your plan, make the best you can of the ground you have developed, and start again, with a new plan. So far as the submarine workings of the Dominion Steel and Coal Company are concerned, we cannot know definitely what lies ahead of us under the sea: we must ?base our tentative plans on assumptions, and, as we meet changing conditions, we must change our plans. In the case of inland mines it is possible to bore in advance, and consequently it is generally possible to set out your plans in advance, block out a section of the mine, and develop to obtain a uniform product for a whole year, or perhaps even longer. MR. J. B. MORROW: While planning in coal mining, we must bear in mind chat the consumer also is planning ahead. Some people will tell you that, in ten years time, the demand is going to be all for pulverized co al; others believe that the field for such fuel is limited. Needless to state, planning for a pulverized-coal market is quite a different matter to planning for a general grade, ore stoker, market. In planning, therefore, our endeavour must be to keep a jump ahead of the work being undertaken by the anthracite producers. This year, they are spending about two million dollars-money contributed, not by the Government, but by the industry itself-in the study and promotion of new and improved ways of burning anthracite. For example, they are perfecting small hot-water heaters, and one they have brought out weighs only about ten pounds. I feel that research of this type must be regarded as an essential part of planning in coal mining. We, in the soft-coal industry, are also planning types of more efficient burning equipment and doing other investigational work.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. San Juan which owns and charters vessels for the bulk ocean transportation of iron ore, petroleum products, coking coal, slurry, salt and other commodities.

The US mining industry today is fighting for its existence. We are plagued by the shortage of materials, of equipment, of fuels, of capital, of manpower. If we solve those shortages, we are then frustrated in our attempts to open a new mine or, perish the thought, a new smelter. If we manage to make a profit, demagogues will accuse us of stealing from consumers; and, if we do not make a profit and have to shut down, the same demagogues will accuse us of creating unemployment. Meanwhile, in every aspect of our business - from research, exploration and development, to production, marketing and selling - we are hindered in every way by the bipartisan mismanagement and crippling controls of a government bureaucracy gone amok. We are fighting a war on every front. Some of you realize that ours is a war of ideas. In order to win, our industry must make its ideas heard. But to be heard, we must have something to say - which means: we must know our case logically and consistently, all the way down to essential principles. A principle is a primary truth applicable to a great number of instances. A principle is like a road map: it shows you all the possible alternatives for getting from where you are to where you want to go. Although practically everybody recognizes the usefulness of a map and the need to consult it to find the best way' to get from one city to another, most people are not as careful in charting the course of their life, or the course of their industry, or the course of their nation. And so they act blindly, at random, by the whim of the moment, and get nowhere fast.
