The valuation of mineral properties in the U.S. is only partially regulated. The regulations which have jurisdiction or impact appear to have such mainly as a consequence of unintended fallout, since the regulations were designed for other purposes. Court case history can also be important. The combined results are a mixture of bad and good, with important lessons to be learned. Since 1981, the Securities and Exchange Commission has prohibited U.S. listed companies from reporting quantitative estimates of mineralization and the value of mineralization, other than proven and probable reserves. This results in the minerals appraiser (valuator) working with a shortage of data in his everyday work, both on the subject property and in sales analysis. Between 1989 and 1995, all 50 states and essentially all federal agencies adopted the Uniform Standards of Professional Appraisal Practice (USPAP) for real property appraisals (valuations). The major national appraisal societies also require their members to abide by USPAP. A significant portion of minerals appraisals must now follow these standards. This paper will discuss the content of USPAP. It provides a very good framework for the valuation of a minerals property or a mine, both as real property and as a business. However, the credentialing standards for real property appraisers are now prohibitive for minerals appraisers.

"By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

Direct Production Costs for Solar Sa 1t approximate the trucking cost for 160 Km. Operations near markets appear unusually attractive at first look. However, many desert operations have been plagued by dust storms yielding salt too high in insolubles for most uses. This paper relates the history of a successful operation in a dust storm area. Saturated brine from the solution mining of LPG storage caverns is evaporated in solar ponds yielding 99.95% sodium chloride (dry basis). Purchased energy is one-eighth that of vacuum pan operations. Production scale tests have proved it works at another desert location using a more complex brine. A new approach for refining soluble salts at ambient temperatures is demonstrated by bench scale and pilot work. Again, savings in purchased energy exceed 80%, even when temperatures are raised to reduce refining time.

The purpose of this paper is to provide a method for mine planners and engineers to evaluate on a conceptual basis if a shaft or a ramp is most suited for their particular underground access requirements. Mine planners and engineers are often raced with the decision of choosing which method of underground access is best suited for their particular requirement. Underground access can be provided by a shaft, ramp, adit, or slope for either exploration and/or actual production operations. This paper will focus on the construction cost and schedule differences between sinking a shaft and excavating a ramp which are currently the most typical access alternatives used in the western United States. It would be wrong to state that one method is superior to the other in every case. There are many variables to be addressed, and the degree of sensitivity of each of them will eventually dictate which method is the most suited to the particular circumstances. This paper compares the construction cost and schedule or sinking a shaft to excavating a ramp at different depths given different ground and hydrological conditions. This comparison provides mine planners with "rules or thumb" that may be applied to the access selection process.

This petroleum-engineering study of the Healdton oil field in Carter County, Okla., describes the geology and production history of that field and estimates the oil reserves that could be produced by efficient secondary-recovery methods. The Healdton field, in western Carter County approximately 20 miles west of Ardmore, Okla., was discovered in 1913 and was one of the early important oil-producing areas in the State. Although the volume of oil recovered from the Healdton sands has been comparatively high, studies show that a large reserve remains in the pressure-depleted sand, which can be recovered by efficient water-flood operations. In making this study of the Healdton-sand reservoir, the writers utilized many data already available in company and Government offices. Most of the fluid samples were collected by Bureau of Mines personnel and analyzed in the Bureau's laboratories at Bartlesville, Okla.; but other data, including logs, core analyses, and production records, were obtained from outside sources. These data were examined critically but were not verified, and possible errors in the original data may be reflected in the conclusions. In this study, attempts were made to consider only those aspects of the available information that would contribute to a clear and concise engineering report on the Healdton-sand reservoir. Other phases of the data, as well as those concerning associated reservoirs, were eliminated from consideration as being irrelevant to the particular problem. Cores and drill cuttings of the Healdton sands were analyzed and studied to determine the nature of the reservoir rocks. Analyses of samples of produced oil, water, and gas were studied to fix the different types, the limits of their occurrence, and the suitability of different waters for injection into the Healdton sands. Records of oil, gas, and water produced and of gas and water injected were studied to interpret the production behavior of the field and of certain individual leases. Theoretical calculations were made to predict the probable water-flood behavior and oil recovery, at constant water-injection rates, for individual sands on two leases.

This paper is not written to "break new ground" in computer applications; it is just a treatment of how an operating metal mine utilizes a mainframe computer for planning, analyzing, and reporting on the ventilation and cooling systems. The Unisys mainframe computer at the mine site is used in programs that analyze the ventilation network, keep records on various ventilation installations, calculate the results of measurements and produce reports on ventilation conditions in the working places and on the main air distribution, and plan and analyze the cooling system. All the programs are interactive to terminals. There are a series of data files that are generated by some programs which may be used by other programs. Most of these programs have been developed in-house. The computer is also used as a word processor via a vendor-supplied text editing program to produce memos, letters, and to keep up-to-date lists of equipment used.

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

Community members’ sources of information about companies’ social investments are often influenced by the messages in a variety of communication channels, such as newspapers, television and social media. In this sea of communication channels, corporate communications may not always have the desired effect in influencing community perceptions. This paper explores the efficacy of communication between mining companies and communities in Chile through content analysis of corporate sustainability reports and newspaper reporting.Chilean media reporting between 2005 and 2013 is examined to identify community perceptions of corporate social investments made by mining companies. Content within the Chilean newspapers El Mercurio (national) and Soy Chile (regional) is contrasted with content from corporate sustainability reports published by The National Copper Corporation of Chile (Codelco) and Barrick Gold Corporation, Canada (Barrick) for the same period. The objective is to identify differences in the way that corporate social investments are reported by companies in sustainable development reporting and by media in newspapers.Overall, the study demonstrates that the media’s framing and reporting of corporate activities was more negative than positive. Moreover, media outlets tended to focus upon the ‘negative impacts’ or ‘damage’ to communities brought about by mining developments. Conversely, companies’ public communications were largely focused upon direct improvements in livelihoods (health, education, etc) of neighbouring communities. This preliminary study provides a baseline for the development of new formats of effective communication with neighbouring communities. The paper advocates for an increase in participatory mechanisms with affected parties, which could lead towards a greater mutual understanding of the impacts and draw parties closer together.CITATION:Tapia Rivera, R, Kirsch, P A and Clark, P, 2014. The Bureau of Mines, as part of its Health and Safety Technology Program, is conducting research on the use of ground penetrating radar (GPR) for mine hazard detection. GPR offers a possibility of mapping immediate below-surface geologic conditions, including faulting and other anomalies, thereby exposing potential safety hazards to miners. This report summarizes a literature review of the current status of GPR research in and outside the Bureau.

Sampling errors result from heterogeneities within the lot under study. Within a rock mass in situ heterogeneity results in the geological nugget effect, which accounts for most of the natural variability. In broken rock, constitution and distribution heterogeneities are important. A major result of the constitution heterogeneity is the Fundamental Sampling Error (FSE) which is the smallest residual error that can be achieved. It cannot be eliminated, but can be minimised and refl ects the fact that the broken rock sampling process is never completely free of error. Together with other sampling errors, FSE contributes to the total nugget effect. The FSE for a sampling protocol can be evaluated using the so-called Gy equation. Its practical applications to low-grade gold ores have often been unsuccessful due to problems linking the FSE and minimum sampling mass and the defi nition of key parameters such as the liberation diameter. Well-designed sample protocols minimise the total sampling error and hence the nugget effect. Reduction of the nugget effect is a key requirement for all sampling programs whether related to exploration and resource evaluation, metallurgical test sampling, grade control or metallurgical plant sampling. This contribution reviews the relationship between heterogeneity, FSE and nugget effect in gold deposits; and emphasises the need for FSE management throughout the mine value chain.

A presentation of this project was given previously at the SHE Annual Meeting, Denver Colorado February 23-27, 1987. The project concerns the development of in situ recovery of borate products from a deep-seated colemanite deposit in California. The deposit contains some 147 million tons of borate ore containing 6.4% boron oxide (B2O3). This paper involves the numerous changes in the process that has taken place since that first presentation. This paper further explains the reasons for these changes which are primarily environmentally based and secondarily capital requirements related.

Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalk-rock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I. Although the field is divided into several districts which are more or less clearly defined and separated by unproved territory the term Zwolle field", as used in this report, includes the entire area from Blue Lake on the west side, through Zwolle proper, and eastward, including the Many or Eastern extension.

INTRODUCTION In 1974, Industrial Miners Mexico, S.A. (IMMSA), agent for the borrowers, was the largest privately-held mining, smelting, and refining company in Mexico (accounting for 32% of Mexico's nonferrous metal and coal production in 1974), the fourth largest company in terms of sales, and the second most profitable company in Mexico, excluding government wholly-owned and operated industries. The company was engaged in the mining, smelting and refining of coal, copper, fluorite, gold, lead, silver, zinc and related by-products for domestic consumption and export. A combination of favorable factors led IMMSA to propose an investment plan amounting to US$286 million for 1974 through 1978, of which US$150 million was to be financed. These factors included: Substantial profits in 1973 and 1974 Positive near-term outlook for metal prices Success of the reinvestment program in increasing productivity Substantial additions to proved reserves during 1973-1974 and Fiscal incentives provided by the Mexican government to stimulate investment in the mining industry. The primary purpose of the investment program was to construct a new electrolytic zinc refinery and to expand and modernize many of the company's existing mining and refining facilities. THE BORROWER Company History Compania Miners Mexico, S.A. was incorporated in the city of Monterrey in 1918 as a wholly-owned subsidery of ASARCO Inc. (formerly American Smelting and Refining Company, New York) for the purpose of mining and processing non-ferrous metals and related products. In compliance with the Government's Mexicanization program, ASARCO Inc. divested itself of 51% of its equity in Compania Miners Asarco, S.A. on June 30, 1965. Subsequently, ownership in the divested share was apportioned as follows: 15% ownership in Compania Miners Asarco, S.A. to a group of private investors, and 36% in trust for subsequent public sale. The company's name was changed to Asarco Mexicana, S.A. in 1965. Mexican ownership in Asarco Mexicans, S.A. was increased to 51% in 1967, following the purchase of the 36% share ownership held in trust, and then to 66% in 1974 when ASARCO Inc. divested itself of an additional 15% of its holdings in Asarco Mexicans, S.A. Following its 1974 divestiture of 15% of Asarco Mexicans, S.A., ASARCO Inc's ownership in Asarco Mexicana, S.A. was reduced to 34%. In 1974, the company changed its name for the second time to Industrial Miners Mexico, S.A. (IMMSA). Fiscal Agreement IMMSA entered into a fiscal agreement with the Mexican government in 1969. The agreement, which was renewed in 1974, provided for 100% of the production and export tax corresponding to the federal government with a minimum of 50% of the amount refunded to be reinvested in fixed assets. Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. Various metallurgical residues from iron and steel making processes have been treated by chlorination in excess air with hydrogen chloride gas generated from the combustion of scrap polyvinyl chloride (PVC). The residues include dust from both the electric arc and blast &maces, hydrocyclone overflow, zinc - lead blast furnace slags and dust rich in zinc and copper from copper refining. Chlorination is achieved either directly by mixing the residues with scrap PVC or indirectly in a two furnace system. In the latter, scrap PVC is combusted between 523 and 573 K in a horizontal furnace and the resulting gases are then reacted with metallurgical residues in a vertical furnace at 1166 to 1329 K. Gas chromatography, thermogravimetric measurements, XRD and AAS have been utilised to study the reactions. The recovery of non ferrous metals is as high as 80 to 90 % and only a negligible amount of iron is carried over. The optimum temperature for combustion is between 518 and 573 K. Above 600 K, the evolution of HCI is so fast that sufficient chlorination is not achieved. Analysis showed that no dioxins were present in the gases, the residues or the chlorides.

"The notion of ""value"" has always been a subjective and contentious issue. Indeed, Value is in the eye of the beholder. There are varied methods and practices for valuing property, as there are industries in which they are applied. For example, there are ""replacement value"", ""insurance value, ""salvage value"", ""appraised value"", ""book value"" and ""fair market value"", to name a few, although in the mining industry, valuations usually refer to fair market value.In the Canadian mining industry, at present, there are no comprehensive regulations or guidelines that specify which approaches or methods are appropriate for use in the valuation of mineral projects. In January 1999, The Mining Standards Task Force of the Toronto Stock Exchange and the Ontario Securities Commission recommended that the Canadian Institute of Mining, Metallurgy and Petroleum establish a committee to review and advise on approaches and methodologies for the valuation of mineral properties. Among the approaches to be considered, are included the following: the Discounted Cash Flow Approach, the Cost Approach, the Option Pricing Approach and Market Comparables Approach. In addition, methodologies differ depending on whether the project is at the exploration stage or the producing stage.The CIMVal committee expects that its final report will form the basis for a standard Canadian Code for the valuation of mineral properties."
