Foreword The office of the Supervisory Mining Engineer, a branch of the l. Federal Government, is financially interested in no oil company and has no stock to sell. This office, however, is deeply interested in the proper and efficient development of Canada's natural resources. The people of Canada are interested in the petroleum development in Turner Valley for two principal reasons: As represented by the Department of the Interior, they are the largest owners of petroleum and natural-gas rights in the field; As a nation, they are vitally interested in the development of petroleum and natural gas as a national asset, and therefore, also, in all productive property, no matter who directly controls the leases. As has been stated by Mr. Charles C. Ross, Supervisory Mining Engineer, "The Department, being responsible for the administration of these public resources, necessarily requires regulations to protect them from abuse by lessees. Our portion of this responsibility is to record a complete history of all drilling operations and to see that proper drilling methods are adopted to prevent damage and wanton waste of the valuable natural resources under discussion." Not only does our position necessitate an impartial and a judicial viewpoint, but, being day by day in touch with all operations in the western provinces, we are uniquely situated to comprehend both individual and general problems.

"INTRODUCTION Review of Previous Work Many investigators and certain commercial interests have recognized that the briquetting process is a practical method to convert much of what is now considered undesirable fuel into a usable form of domestic fuel.The art of improving the form of solid fuels is ancient, as early records indicate that the Chinese employed crude hand briquetting of combustible materials long before coal was known in Europe and America.According to Franke, 4/ the earliest description of a briquetting proce¬dure employed in the Occident is contained in an English patent dated in 1773. Following this in rapid sequence, many methods and procedures wore developed in this country and in Europe. Stillman/ states that the first attempt to briquet coal in the United States was made by Loiseau 6/ at Fort Richmond Piers, Philadelphia, in 1872. The American briquetting processes outlined by Stillman comprise an imposing compilation of successes and partial and outright failures."

My topic today is our Nation's interest in the minerals beneath the oceans. I will state what I think should be our objectives, the means available to attain these objectives, and the obstacles to their accomplishment. It is possible that as early as this year of 1969 our country must make policy decisions on this subject, and that these, once made, will be almost irreversible. Two factors are hastening an. early decision. First, the 1958 Convention on the Continental Shelf becomes eligible for amendment after June 10, 1969, if the Assembly of the United Nations so decides. Second, the United Nations has created a permanent committee of 42 nations, which was preceded by an ad hoc committee of 35 nations, to study the question of the peaceful uses of the seabed "beyond the limits of national jurisdiction. While these measures purport to deal with the creation of a regime to govern mineral development on the deep sea floor beyond the limits of the jurisdiction of the coastal nations, it has become clear that the urgent issue is the extent to which this future regime shall acquire jurisdiction over the mineral resources of the continental margin, and receive royalties therefrom. This brings the proposal into potential collision with the interests of the coastal nations under the 1958 Convention on the Continental Shelf, including, of course, the United States.

Discussion of the Paper of Albert R. Ledoux, read at the Atlantic City Meeting, February, 1904. ARTHUR JARMAN, Sydney, New South Wales, Australia' (communication to the Secretary*): Some remarks upon. Dr. Ledoux's interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer's training is receiving greater consideration. Once launched upon his career, the American engineer is immediately called upon to exercise his self-reliance and ingenuity, if he is to retain the confidence of his employers; but what can we say of English directors? In how many cases is the engineer allowed to guide the destinies of his company? The mechanization of hard rock underground mines offers a large potential for reducing cost, improving efficiency, and increasing profitability. However, in spite of serious efforts by quite a number of equipment developers and mining company initiatives, the industry has achieved little real progress. The task is difficult and the blasting alternative to mechanical excavation is an effective and well-developed method, which continues to improve in spite of its inherent limitations. A large number of machines have been built and tried. Only a few developments have succeeded to make a major impact on underground hard rock mining. It is certain that hard rock mines would be laid out and designed quite differently if the mining engineers knew they had available continuous mechanical excavation machines. In the absence of the machines, mines will be designed for excavation by traditional methods. It is not easy to utilize mechanical excavation in a mine which is designed to operate with normal drill and blast excavation. This is certainly an impediment to machine development. But what if an ore body cannot be mined conventionally, simply because the mining company cannot get permits to satisfy the ever increasing strict EIS requirements of the general public and governmental agencies? This may provide the incentive necessary to develop the equipment that will be needed by a new mining method that will have almost no impact on the environment.

Exploration budgets are commonly determined by "rules of thumb" such as a percentage of earnings or other fiscal measure. An appropriate exploration budget is the amount needed to achieve the goals of the company. It can be determined by discounting the income expected from achieved goals. Budgets for individual projects are determined in a similar manner except that risk of failure is included in the computation.

The slow-speed compressor is giving place to the high-speed type, with its greater economy of material and space; and, where very large units are required, the turbo-compressor is supplying the need. In the very large air-supply stations on the Rand, turbocompressor units of a capacity of 20,000 and even 50,000 cubic feet, requiring 4,000 to 13,000 horsepower, are quite a commercial proposition, and have proved a practical success. Air-compressors of this size are, however, very exceptional, and the high-speed reciprocating compressor is quite capable of dealing with the highest outputs so far required in this country and, in the hands of manufacturers experienced in the design of high-speed steam-engines, a very high standard of reliability and efficiency in operation is obtained. The so-called “high-speed” or more correctly quick-revolution type of compressor is now extensively used in mines and collieries; for the air-pressures required for power purposes in mining work, two-stage compression, with an intercooler between stages, is the design usually adopted in best practice. It is not the writer’s intention to describe a variety of high-speed air-compressors but to select as an example of this type of compressor the one with which he is most familiar, and which is probably more largely used than any other, namely, the double-acting two-cylinder two-crank type with automatic light-plate air-valves, and with the working parts lubricated on the forced-lubrication principle. "All-in sustaining cost is a metric used by mining companies to reflect the cost of gold mining in a consistent format useful to both investors and mining professionals. Cost reporting focused on the direct cost of mining and processing ore was summarized in the non-GAAP cash cost developed by the Gold Institute in 1996. In 2013, a group of mining companies, working with the World Gold Council, developed a more inclusive approach to reporting costs designed to solve the dilemma of showing a more comprehensive reflection of recurring costs involved in producing gold, without discouraging investors. INTRODUCTION Mining today plays a key role in the development of our civilization as a source of essential raw material and provider of essential fuels, producer of jobs, and a factor in support of the international balance of monetary payment (Camm, 2014). Professionals in mining locate, develop, design and manage ore deposits in an environmentally safe and profitable manner. As mineral deposits become increasingly scarce, new challenges face the industry. A current trend is to an increased emphasis on underground mining techniques for deeper deposits. Operations are safer today than before as companies understand better their work environment and the importance of mining responsibly. A continual challenge for the industry is accurately reflecting the costs and selling price of ore. An enduring characteristic of mining is the situation where the market typically determines the price of a commodity; the main control a company has on the bottom line is to control the cost of production. An attempt to bring light and clarity on the cost of their business will give a better idea to investors on the true profitability of the mining business. Gold producers face this struggle to accurately reflect the cost of production while also seeking to attract the interest of the investment community (Hill, 2013). In order to have a consistent format to report on their production costs, leading gold producers through their alliance inside the World Gold Council (WGC), worked on the adoption of a new cost framework: the All-in Sustaining Cost (AISC) and All-in Cost (AIC). Since 1996, the traditional cash cost reporting has focused only on the mining and processing costs incurred in mining an ounce of gold, which included the costs of goods sold (labor, energy, and consumables costs) and royalties (Table 1). But cash cost reporting ignores many important aspects, like sustaining capital, general and administrative expenses, and site rehabilitation at the end of the mine life (Whelan, 2013). The cash cost was used to attract many investors into the business. In fact the high gross margin (sales minus cash costs) has been promoted the past decades by the industry instead of the net or operating margin. As a result, even when the gold price was high, nearly $1900 per ounce in August 2011, gold producers were not reporting excessive profits in their cash flow / income statements, to the disappointment and incomprehension of investors (Milstead, 2014). The truth was simply that the other costs omitted in the traditional cash cost were reducing the apparent profits."

An investigation was made of the distances over which sympathetic detonation of ammonium nitrate (AN) and ammonium nitrate-fuel oil (AN-FO) might be expected. Large-scale gap tests used two types of AN-FO donor charges in three sizes with AN, both at ambient and elevated temperatures, and AN-FO acceptor charges. Donor sizes were varied to test the validity of a scaling law commonly used in quantity distance tables. The up-and-down experimental design was chosen to determine the 50-percent initiation point efficiently. The acceptor charges were instrumented to indicate initiation and to determine detonation velocity. Other electronic techniques for measuring the rate of growth, stability of detonation, and detonation pressures were employed. Air shock and fragment velocities between charges were measured by electronic and photographic methods, and determination of side-on air-blast pressures and impulse duration were made for about half the shots. Separation distances between donor and acceptor were found to be larger than anticipated both for the AN and the AN-FO. With AN-FO acceptors and a 16-gage steel faced donor, one initiation occurred at a separation of 53 feet or nearly 16-charge diameters; with AN, initiation occurred at 4 to 5-1/2- charge diameters.

This report documents the design, fabrication, testing, and coal mine demonstration of a hopper-feeder-bolter during a four-phase program for the U.S. Bureau of Mines. The machine was designed to increase productivity and safety in under-ground room-and-pillar mining. It performed well as a hopper-feeder for continuous haulage during a coal mine demonstration. Testing in a simulated mine showed that the machine also has good roof bolting capability.

The leaching of gold and silver by ammonium thiosulfate solutions in the presence of copper has been actively studied in recent years. Newmont Gold Company has successfully tested the ammonium thiosulfate for gold extraction following biooxidation pretreatment of low grade refractory carbonaceous/sulfidic ores. In this paper, the chemistry of the copper catalyzed leaching process is reviewed. Factors affecting both the leaching reactions and the stability of the lixiviants are reviewed and discussed from a solution chemistry perspective.

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

WHEN Mr. Bain asked me to lunch with you he requested that I say a few words as to how the Institute could be helpful to the bituminous coal industry. I feel like saying, "Thank you, what have you?" I do not want to trace in detail the story that is old already to many of you. On the other hand it does take some little stage-setting to illustrate what is the matter in the bituminous coal industry, a trouble that must some day be cured. There has been something over a century of bituminous coal production as a real business in this country. True, Joliet and Marquette discovered coal in Illinois in 1673, according to published accounts of their travels, and shortly thereafter Father Hennepin also found Illinois coal in 1689. Coal was mined near Richmond in 1750, and Richmond shipped coal to New York and Philadelphia in 1789. But it was not until 1838 that the production of bituminous coal in this country totaled a yearly output equal to the minimum for one class A mine today, for that was the first year that production exceeded 200,000 tons.

Introduction The mines of northern Ontario have entered the class of deep mines. It has often been asked: How deep can operations be carried on? What will the temperature be? This paper is a résumé of a brief survey of rock temperatures made by the Ontario Department of Mines during the year 1932. Present temperatures were recorded and the geothermal gradients that now exist were determined. No alarming situations were found, but many interesting ones have been noted. Northern Ontario mines are fortunately situated as compared with most deep-level mines of the world. The mean yearly temperature, as determined from meteorological records of the Federal Department of Marine, is from 33 to 38 degrees Fahrenheit. The tables on the next page show the temperature range in and about our mining camps ( l ). As no exact figures were obtainable for Kirkland Lake, the data for Iroquois Falls, which is about 50 miles northwest, were taken as applicable there. The figures for Timmins were checked against those of Cochrane and Iroquois Falls and found to be very similar, so that the Cochrane data may be used for the Porcupine camp. The yearly mean temperature is considered to be 33.5 F.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

To THE average person, the purport of the items and figures on the balance sheet of a mining company are hazy and the real financial condition of the company is cloaked in obscurity. It is also likely that the satisfaction of the stockholder in his investment, as well as the determination of the prospective investor, rests more on the reputation of the company, his confidence in the management, the stated earnings per share and the dividends paid, than on a comprehension of the information contained in the balance sheet. The balance sheet of any company at best can only closely approximate the true financial condition as of a given date. Any item of asset, except cash, can probably be altered if another's viewpoint is applied. It is difficult and expensive to drill and explore an orebody to determine the entire tonnage of ore therein. Those inherent difficulties render it practically impossible to prepare an absolutely correct balance sheet of a mining company. It is possible, however, to present the facts of a mining company more intelligently and comprehensively than is usually done. With this in mind, a balance sheet of an imaginary mining company is submitted, with supporting schedules. The same fundamental principles hold true whether we consider a large or a small company. Less complexity is involved in dealing with the affairs of a smaller company. Therefore, for this purpose, the assumed company operates but two mines and a smelting plant. It has been deemed advisable to introduce the features of the operation of a mine acquired prior to March 1, 1913 and one after that date. The presentation therefore is concerned in one mine with the appraisement as of March 1, 1913 and in the other with the appraisement by reason of discovery. A consequential factor pertains to dividends paid from depletion reserves and therefore free of surtax to the stockholders. While supporting schedules, when necessary, give details of certain items on the balance sheet, it seems desirable to give further explanations with respect to some of them. This seems to be important because some mining companies do not treat the items as indicated on the statements submitted.

Each of us has a vision of what the future mine will be and, generally, these visions have many similarities and some differences. One of the major discrepancies in visions of the future mine is not the ultimate goal but the path to achieve it. Many of the future concepts require a radical re-thinking of how things are and will be done yet. So how do we reach this visionary future mine? We need a path that satisfies both our future aspirations of a high tech gee-whiz operated from our iPads and the unfortunately mundane approach that says ‘we must know the method works, ie nothing new’.This paper explores how, within a research based organisation, we firstly set our ultimate goal and then divide the path into realistic technology development chunks that would appeal to mining companies to progress within their organisational constraints. Through examples, such as, automated LHDs, communications systems, surveying and localisation, rock cutting and geological sensing, we illustrate how this path will get us from the here and now to the out there future.This paper also demonstrates CSIRO’s short, medium and long-term research in many of the areas needed to create the Future Mine: mining methods, automation and remote control, mine communications, mapping and mission planning, geological sensing and, importantly, human-system integration, which examines how to effectively present data as information to operators and supervisors in an intelligent and useful manner.

The Australian mineral industry involves a diverse range of expertise and skills. Within that, the mining industry, representing mine planning, mine management and equipment operation, has capital intensive, high productivity equipment and a small but skilled workforce. Continuing education for all personnel in the workforce after formal school courses will be an important contribution towards improving competitiveness. The non-tertiary sector represents a significant proportion of the workforce and requires as much attention as the tertiary educated group. Competency Based Training is now being developed for the mining industry in Australia under the National Training Board and the mining industry is well represented in establishing standards and curriculum. TAFE is a major source of accredited courses but some mining companies are also developing internal courses not necessarily for external accreditation. Articulation of such accredited courses to tertiary mining engineering courses has been considered. The education and training of equipment operators through continuing education requires attention to operating skills, an understanding of the productivity factors under the direct influence of the operator and providing product quality to the customer. The education and training of mining engineers has been widely covered and continuing close involvement of the mining industry is required to ensure well balanced courses in technical and interpersonal skills as well as motivation to continue learning for life. Postgraduate research is a part of continuing education but the mining industry has to continually address the adequate recognition of post-graduate qualifications for the increased technical or management expertise and the development of better analytical and problem solving skills which can be directed towards improving competitiveness. More attention has to be paid to providing adequate financial incentives to attract suitable students, particularly after attaining some experience, and to address their professional career path with a company so they are not significantly disadvantaged by undertaking post-graduate studies. The Chartered Professional Engineer status as provided by The Institution of Engineers, Australia to qualified candidates is being considered by The Australasian Institute of Mining and Metallurgy as a further recognition of a member's specific expertise and competence in mining and metallurgical engineering. Continuing education plays a major part in the maintenance of the expertise and competence required for a professional engineer to develop and also to retain chartered status. Continuing education will be a significant part of the education and training of all the mining workforce towards improving the competitiveness of the mining industry. The major challenges will be the motivation of all towards lifelong learning and the integration of the various programs towards providing the opportunity for a steady and satisfying career progression.
