"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Can international development NGOs and the mining industry find common ground and work together in the Third World? The Canadian Hunger Foundation/PARTNERS in Rural Development (CHF-PARTNERS) has, over the past forty years, implemented more than 800 rural community development projects in some 38 countries of Africa, Asia, and the Americas. Working with or for the Canadian mining industry offers both opportunities and risks. We can help a mining company ensure that the workers, their families and communities share adequately in the economic and social rewards from a mining operation in their area. We can contribute to the provision of sustainable livelihoods when an operation winds down. The company?s reputation as a good corporate citizen can be enhanced. On the other hand, mining companies and NGOs have generally very different values and missions. The risk of misunderstandings from conflicting motives and work practices is correspondingly high. Both partners must state their values and expectations clearly at the start of collaboration. The NGO must ensure that the company abides by acceptable ethical standards. It must not directly or indirectly subsidize a private company from its charitable donations. The mining company must satisfy itself that the NGO has the capacity, resources and experience to produce the results expected.

The real option valuation method is often presented as an alternative to the conventional discounted cash flow (DCF) approach because it is able to recognize additional project value due to the presence of management flexibility. However, these two valuation methods can be separated on a more fundamental level by their differences in risk discounting. Real option valuation applies the risk-adjustment to the source of uncertainty in the cash flow while the DCF method adjusts for risk at the aggregate level of net cash flow. This seemingly small difference is the reason why the real option method is able to differentiate between projects according to each project?s unique risk characteristics while the conventional DCF approach cannot. This paper provides an overview of the real options and DCF valuation frameworks and discusses the differences in risk discounting that exist between the two methods. Using grade-school mathematics, this paper clearly demonstrates how, with real options, a unique project risk discount can be calculated which is directly linked to the project?s unique risk profile. It also highlights why the DCF method fails in this regard and shows why a call to ?increase the Risk-Adjusted Discount Rate? is an incomplete solution at best. Finally, a heap-leach project and satellite reserve development project are valued with both techniques and the difference in investment conclusions is explained in terms of the risk-discounting concepts discussed here.

THE iron deposits of central Labrador occur within a relatively small area, herein called the Knob Lake Iron Range, in which a northwest-trending series of low hills and ridges defines the height-of-land at the boundary between provinces of Quebec and Newfound-land. Approximately two-thirds of the deposits are in Quebec and the remainder in Labrador, with several deposits straddling the inter-provincial boundary. These deposits are being exploited in open-pit mines by the Iron Ore Company of Canada centered at Schefferville, Quebec. Since 1954 this company has produced more than 56 million tons of iron ore to become Canada's leading iron ore producer. With indicated reserves of more than 375 million tons of direct-shipping ore and large tonnages of iron formation amenable to beneficiation, this mining district is assured of a long life. This paper describes the Knob Lake iron ores and their geological settings and stresses the features that lead to a better understanding of their origin. The

When the Paulsens operation was poised to be placed on care and maintenance, Bill Beament and the rest of the Northern Star Resources (NSR) team capitalised on the opportunity to send the Ashburton region’s only operating gold mine into the record books.A three-stage strategy was devised by NSR to pay off the acquisition and maximise the return from the operation. The first stage was to mine the 55 000 oz mine plan and pay off the cost of the acquisition, then maintain profitable production beyond the seven months and re-establish a mine life. The second stage involved an early commitment to a 220 m long diamond drill drive being placed in the hanging wall of the orebody from which the extensions of the orebody could be further explored, allowing the second stage of the plan to come into effect and extend the mine life by converting Inferred Resources into the mine plan. The third stage of the initial plan was to utilise this drill drive and continue to drill deeper holes beyond the current limit of drilling in the ore zones to extend the orebody and increase the mine’s life.With an ever growing desire to further expand, the young company took on the bold move of establishing its own mining services division. A critical element to the success of this was ensuring that the right people were recruited with the appropriate specialised skill sets.Aligning common goals amongst all NSR team members, from the board and senior management to the work force on site, was critical to integrate the new and driven direction that Paulsens had adopted. It was essential to change the focus and a shift in all employees’ attitudes and values from a mine that was all but down and out, to a site that wanted to be kicking some serious goals.Teaming together a passionate and driven leader with a strong allied workforce was always going to put NSR in the best position possible to make Paulsens the success story that it now is. In its efforts to maintain production of tungsten during the recent war period, the Bureau of Mines explored certain parts of the properties of the Atolia Mining Co. in San Bernardino County, Calif., by diamond drilling. Owing to past production record and other available data, the area was considered attractive for possible development of new ore bodies. Scheelite occurs in narrow veins ranging in width from a fraction of an inch to several feet. The veins are in quartz monzonite in a zone 2 miles long and 500 feet wide. Production from the district was reported to have been over 1,000,000 units of W03. Twelve diamond-drill holes, totaling 5,056 feet, were drilled by the Bureau of Mines in the vicinity of the Papoose, Papoose No. 5, Amity, and Union mines, the tailings pond, and the "Old Spud Patch." The work began in August 1943 and was completed in June 1944. This publication briefly describes the history and deposits of the district and gives full details of the work performed by the Bureau.

The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

"The activated carbon used in the carbon-in-leach (CIL) process to absorb gold is subject to breakage. This carbon breakage can be minimized, but it will always be necessary to deal with fine carbon particles, known as carbon fines. These fines contain a significant amount of gold and mining operations generally struggle with the treatment of this product. Since IAMGOLD’s Essakane mine is located in Burkina Faso, shipping carbon fines out of the country was not considered a viable solution due to the logistical burden and legal procedures in place. A benchmarking study demonstrated the complexity of treating carbon fines on site. IAMGOLD partnered with the host government to find an innovative approach to economically recover the gold locked in these fines. This paper describes the new circuits commissioned in July 2016 built to improve carbon fines collection, incinerate the carbon fines and leach the gold in the ashes produced by incineration. These new circuits successfully demonstrate that it is possible to extract more than 94% of the gold content in the carbon fines. This is profitable for the company as it improves the overall mill recovery rate by 1.0% to 1.5% and significantly decreases gold inventory build-up on site.INTRODUCTION The activated carbon used in the carbon-in-leach (CIL) to absorb gold is subject to breakage. This breakage can occur in the CIL tanks, the stripping circuit, the regeneration process or anywhere throughout the pumping and handling processes of carbon through the circuit. Fine carbon particles are invariably created and, because of their small size, present a large specific surface which favors gold absorption (Hilsher et al., 2014). At the very beginning of operations at Essakane, the carbon fines were recovered by means of a thickener and a filter press, but the circuit was undersized and inefficient. Subsequently, a decantation basin was used to settle the fines before the thickener. The settled fines were shovelled from the basin into bags. All these bags were stored in the backyard of the plant. The average tonnage of carbon fines recovered monthly was 23.5 tons with a gold grade at 1938 g/t."

"Since early 2015, the price of nickel has dropped from the region of US$6/pound to current levels of around US$4.60/pound (March 2017), reflecting several market factors, but principally due to lower demand from China. Under such conditions, nickel companies have been under pressure to contain operating costs. In addition, labor and energy costs will continue to rise, while nickel ore grades will likely continue to drop. All major companies now accept the need for climate change action and consequently efforts are being made towards lowering carbon-based emissions. Nevertheless, meeting these challenges can also contribute to higher operating costs without parallel innovative developments - which at the same time, under current conditions, major companies are tending to curtail. In this paper, several productivity improvement opportunities to reduce unit operating costs at nickel sulphide and nickel laterite plants are reviewed. Opportunities include: (a) process technology and energy-type selection, production capability, optimization of process intensity and implementation of newer technologies; (b) improved productivity, equipment availability including maintenance best practice; (c) energy savings and recovery opportunities and use of energy surveys and, (d) process modeling and improved scheduling. Such improvements along with an uptick seen in nickel demand going forward should better position the world nickel industry.INTRODUCTION Nickel is an essential metal to modern society, primarily through its use as an important ingredient in stainless steel. Thus, stainless steel finds vital applications in food preparation facilities, as well as important uses in transportation and industrial applications. Canada has always played an important role in nickel production and nickel metallurgy. In the 1940s and 1950s, Canada supplied over 90% of the world’s nickel. However, this proportion has declined considerably to around 10% of the world nickel supply today. Still, Canada remains an important nickel supplier and contributor to nickel extractive technology. Due to the importance of nickel to society, nickel demand is expected to continually rise. On the other hand, nickel companies have been under pressure to contain production costs amid languishing nickel prices. While demand projections show nickel growth, there are uncertainties in actual levels of future market growth. Ore grades are dropping, while labour and energy costs, which are key cost contributors are rising, hence efforts to lower production costs will generally require innovative approaches."

Microscopic point-counting of polished sections, in combination with x-ray diffraction analyses of representative whole rock samples, provides an efficient means to compare the modal mineralogic composition of different rock types. Major gangue minerals, e.g., quartz, feldspars, micas, amphiboles, chlorite, clays, etc., are estimated semiquantitatively by x-ray diffraction techniques, utilizing optimum grind, gridded sample surfaces and a sample spinner during scanning. Opaque to semi-opaque oxide and .sulfide phases are estimated by microscopic "point-count" and "gross-count" scanning. Total mineralogic compositions are calculated and normalized to 100 percent from XRD and microscopic data by computer programming. Comparative mineral analyses for different rock types, as well as quantitative microscopic data for various parameters, including particle and crystal sizes, textures, degree of alteration, paragenesis, etc., provide useful guides in mineral exploration, both in early stages of geologic mapping and later stages of economic evaluation. Several case histories are described.

This one discusses the publications issued during 1955 and in addition describes briefly the work in progress during the year. Further details on the published work may be found by referring to the publications cited in the footnotes. The Bureau continues to direct its research and technologic work on coal toward safer and more efficient mining, improved preparation, and more effective utilization, with the ultimate twin goals of promoting conservation and insuring that coal will make its maximum contribution to the Nation's industrial capacity. Significant advances toward these goals were made in 1955.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. "6.1. Mineralogical Techniques ApplicableTo the Platinum-Group Elements6.1.1. IntroductionThe named platinum-group minerals (PGM) usually occur as grains smaller than about 200 microns and, even when present as larger grains as in nuggets, these are often complex multimineral intergrowths. Therefore, the PGM must be examined by microscopic techniques and, because all named PGM are opaque, they are suitable for microscopic study by reflected light. Special techniques for concentrating PGM and preparing suitable polished sections are detailed in Chapter 5. Another characteristic of the PGM is that the majority have very high reflectance at 589 nm, i.e., over 450Jo, but they range from about 38 to 74%. In contrast, micro-indentation hardness has a wider range from - 60 to - 3,000 kg I mm, and the PGM range from brittle to malleable.The small grain-size of PGM imposes certain limitations, or complications, on the usual mineralogical determinative methods of reflectance, micro-indentation hardness and X-ray diffraction. In addition, certain combinations of elements in some PGM render electron-probe analyses difficult. The usefulness and shortcoming of these methods, as applied specifically to the PGM, are discussed in the following sections. These are not, however, meant to be exhaustive descriptions of the techniques, which are fully described in other texts.6.1.2. Micro-Indentation HardnessDetermination of the Vickers Hardness Number (VHN) is discussed in detail in recent publications, such as Bowie and Simpson (1977) and Craig and Vaughan (1981). In addition, the recommendations of the Commission on Ore Microscopy (COM) of the International Mineralogical Association (IMA) are given by Criddle (1980). The usual small grain-size of the PGM, however, precludes the widespread use of this technique and very few PGM have, in fact, had their VHN determined at the COM-recommended standard load of 100 gf (cf. Cabri, 1981b, in Chapter 7). Examination of VHN data reported in the literature reveals that the few PGM whose microindentation hardness has been measured have incomplete VHN data, measured with loads other than 100 gf (Chapter 7). The small grain-size may also result in unreliable VHN data because, even though the correct load may have been applied, a thin grain will give erroneous data due to the matrix, or the grain may even shatter or pop out of the section. On the other hand, micro-indentations may give useful qualitative diagnostic clues. Moncheite, for example, shows fractures near the indentation (Chapter 7, Plate 1). In other cases, intergrown PGM produce different-sized indentations: e.g., froodite-michenerite-gold in Cabri (1972); isoferroplatinumtulameenite in Cabri et al. (1973); michenerite-moncheite in Cabri and Laflamme (1976) and Chapter 7, Plate 1; altaitemichenerite- testibiopalladite in Hudson eta/. (1978) and Plate 1, Chapter 7."

It is argued that the present value of the future corporate income tax flow derived from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit.The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits.Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels.Computer simulations can be run of discounted cash flow models at various taxation levels to show the impact of taxation changes on future tax revenues."

"The horsepower required to drive large grinding mills has increased dramatically during the past ten years. Limitations on the amount of power which may be transmitted by a single gear and pinion have resulted in the application of multimotor drives, with consequent loadsharing problems. It has also sparked the development of some entirely new drive concepts. In addition, the severe demands made upon the electrical system during the acceleration period have required that the selection of motors and electrical system design be closely coordinated. Moreover, the installation of such large process units results in downtime being very costly. The equipment selected and the plant maintenance philosophy must therefore be such as to minimize the risk of unscheduled downtime."

The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

The residues from mining and processing ores can often be considered as secondary raw materials. However, the material is only available in the form of fine particles (< 3 mm). In order to recycle these wastes, it is necessary to agglomerate it for transportation prior to reprocessing. The resulting agglomerates need to mechanically resist the stress of transportation and loading into the furnace. X-ray computed tomography (CT) is an established method for characterisation of internal structures in material science. This non-destructive technique can provide information on size and distribution of particles and grains. However, the information is not limited to the size, but also can yield structural features like orientation and position of cracks and fractures, which are important features indicating potential for deteriorating the agglomerates. Furthermore, deduced features such as contact conditions of inclusions or boundary surfaces can also be calculated. We studied binder-free tablets of manganese-oxyhydroxide, bentonite, kaolinite and slag powder using micro-CT. Inclusions of highly absorbing particles were identified using a watershed transformation with automatic segmentation by Otsu thresholding. Subsequently, the resulting data was analysed regarding their volume percentage, distribution in size and location within the sample. For the slag agglomerates, the volume fraction of iron could be determined. Furthermore, visible cracks were investigated with the goal to determine the long-term durability. It was shown that the data provided by micro-CT is reliable and helpful for the characterisation of industrial waste agglomerates. TAXATION has become a major item in the operation of Canadian mines, and, as such, merits our most serious consideration. I feel it was a splendid idea for the Institute to set aside this time for a frank discussion of this important subject, and believe great benefit will result from a better understanding of the methods and underlying principles involved. Mining, as a great national industry, may quite properly be called upon to pay its fair share of the cost of running the country; and there is no tendency on our part to avoid this responsibility. There is, however, a very definite demand that the proportion be just, and fairly and sensibly applied. I believe that Mr. C. G. Williams, Secretary of the Canadian Metal Mining Association, and others, are giving details of the various Provincial and Dominion regulati6ns, so I shall not touch on that phase of the situation. However, there are some important factors to which I should like very briefly to call your attention. The first is the vital need for stability. As you all know, a considerable period must elapse between the preliminary stages of any mining venture and the time when it comes to production-or is finally abandoned as un-profitable. These early days are fraught with many unavoidable uncertainties. If, to these natural hazards, the apprehension of instability of governmental action be added, the risk becomes so great that capital seeks other and safer fields for investment, and many otherwise promising projects are thus discarded. There probably never has been a time in recent years when so much money was seeking investment as now. Under favourable conditions, the development of our great mineral resources would be a natural and attractive outlet for this money. The amount of taxation which the mining industry can properly absorb is of the utmost importance at this time, and it might be well to consider this question in its relation to the economic stability of our country, for it cannot be too greatly emphasized that direct taxation is only one item in the net return which our governments derive from the mining industry. Indeed, the many indirect benefits are so manifest that it would seem almost unnecessary to enumerate them! We almost invariably think of mine taxation as a direct company tax-overlooking the fact that sales tax, customs duties, acreage tax, income tax on mine dividends, foreign shareholders&apos; dividend tax, and others, must all be taken into consideration. It would seem that the economic value of non-ferrous metal mining in Canada is not sufficiently understood and appreciated.
