This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

In his report on the Coal Resources of Southern Vancouver Island, Mr. J. D. MacKenzie stated that: "For various reasons it has been imagined that the coal deposits of Vancouver Island are extremely large and readily available." "Unfortunately," he added, "neither of these assumptions is correct." The chief disability under which the Island mines now labor does not concern the extent of the deposits. There is ample coal for the present demand. It does, however, concern the availability of the coal. If it were readily available the fuel-oil competition would not be serious and there would be no competition with Alberta, American, Welsh, or Australian coal along the Pacific Coast, for Vancouver Island coal could be produced at a price that would cut out all competition. The outstanding operating difficulty common to all Island mines is the extreme irregularity of the coal seams. To most people a coal seam is synonymous with uniformity, and in most coal seams a condition found at one point will be repeated at other points in the same seam throughout the basin. The accompanying drawings show how very far this is from being true in the Cassidy mine, which, in many respects, is typical of Vancouver Island mines. Figure I is a plan covering about 160 acres of the Douglas seam, the only workable seam in this part of the district. The area shown represents what has been the best producing part of the mine and indicates the very large percentage of the seam where the coal is either entirely lacking or so small in amount that it cannot be profitably recovered.

Introduction In the following pages a general description is presented of the concentrator and cyanide plant of the Hudson Bay Mining and Smelting Company, Limited, at Flin Flon, Manitoba, together with some account of the steps which have led to the adoption of the present practice. For an account of the preliminary test-work and pilot-mill operation, the reader is referred to a recent paper by R. E. Phelan on the History of Flin Flon Mine up to Construction (1). Additional notes may be found in a paper which the writer presented at the Annual Meeting of the Institute in 1930 (2). The first ore was crushed in the present plant on July 1st, 1930, and the first ball-mill was started one month later, on August 1st. Since that time, production has been continuous with the exception of one month lost during a strike in the summer of 1934. There have been no major changes in equipment or methods of treatment since the present plant was built, but many minor changes have contributed to the improvement in results obtained and to the increase in capacity to the large tonnage now being milled. The accompanying flow-sheets indicate the equipment used in the several plants, with the average life and repair cost. As originally built, the concentrator was to treat 3,000 tons per day, but the capacity has been increased to 4,400 tons. The methods adopted to make possible this increase in tonnage will be referred to below. It was the intention to produce two classes of ore: (1) a heavy sulphide, and (2) a disseminated ore. The mill was consequently divided into two sections, each adapted for most efficient treatment of one particular type of ore. However, it was soon found that it would be impossible to mine the two classes of ore separately, so it was decided to treat open-pit ore, which varies greatly in character, in the sulphide section, and underground ore, which is fairly constant, in the disseminated section. This segregation is still maintained.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three- year period. Also to be discussed will be the operation of this line during the past eleven months.

The selection of the production rate is one of the most crucial decisions to be made in the development of a mineral property. However, it is not uncommon for the production rate to be decided arbitrarily, before any technical evaluations begin, and it is often not reconsidered when better data becomes available. A number of methods are used in the mineral industry to select the production rate for a project. There is general agreement that the size of the ore reserve has a strong influence on this decision, but what other factors are involved? Is there a way to identify an optimum rate? This paper examines the factors that influence the selection of a production rate from the perspective of project economics. The NPV maximum value should be viewed as a “failure” point. The “two times capital” maximum is proposed as a lower limit. A practical check is suggested to confirm that a selected rate is in an optimum range. Production rate assumptions are much more likely to be reviewed for marginal projects, but they should also be reviewed for viable projects.

Large mining-induced seismic events and their aftershocks cause hazardous working conditions, damage infrastructure, delay production and pose a risk to miners in the deep-level gold mines of South Africa. Stress changes affecting pre-existing zones of weakness are the main drivers of large mining-induced seismic events, which are often followed by aftershocks triggered by quasi-static stress transfer within the rockmass. A better understanding of seismic source mechanisms is important if the seismic data is to be used more effectively for mine planning and to reduce the rockburst risk. Four large seismic events (ML≥2.0) associated with the mining of the Ventersdorp Contact Reef (VCR) at Kloof Gold Mine occurred on 13 June 2017. The events and their fore- and aftershocks were studied in detail to establish the circumstances and the cause of the incidents. The local magnitudes ranged from ML 2.3 to ML 3.0, the seismic moment from 0.69 to 2.25 x 1013 Nm and the source radius from 92 – 150 m. The main shocks were preceded by foreshock sequences, which were especially vigorous in the four hours before the main shock. Seismicity was recorded by in-mine arrays of three-component 4.5Hz geophones (detection threshold approx. ML -2.9). Following all four main seismic events, ML 2.3, ML 2.3, ML 2.9 and ML 3.0, the network detected a total number of 300 aftershocks ranging from ML -2.9 to ML 1.6 spread within a 1300 m radius from the centre of the seismic network. The statistical properties of the aftershocks were analysed using three scaling relationships: (i) Gutenberg–Richter frequency magnitude relationship; (ii) modified Omori’s law; and (iii) Båth’s law for the magnitude of the largest aftershock. The geological or mining feature that controlled the failure (e.g., fault, dyke, pillar, abutment) was determined by calculating the orientation of the nodal planes of the large seismic events using moment tensor analysis and studying the aftershock distributions.

WAGES in the United States, in spite of the wage freeze, have increased materially. Overtime payments have become standard practice in almost all industries. Now efforts are being made to place wages on an annual basis, and if this is adopted, it will result in an increase in the cost of production. Organized labor today is more powerful than ever before; union membership is large and steadily increasing, and in many instances membership in the union is a prerequisite to employment. The treasuries of many unions are strong as a result of the large membership and full employment. The unions, therefore, today are in a much better position than ever before to carry on long strikes. Politically, too, the unions are more powerful today than they ever were. On the basis of their strength, one may expect that some of the demands that the labor unions will make in the not distant future will be granted. It is, therefore, quite evident that before long, particularly when the curtailment in war production reaches about 40 per cent, this country will be confronted with a serious labor problem.

"The aim of this work was the study of the effect of the type (Fe3+, Al3+ and Fe3+ and Al3+ mixture) and of the coprecipitant concentration on As5+ removal by ACF. Removal of As5+ using Sodium Dodecylsulfate (SDS) as a collector was studied by Adsorbing Colloid Flotation (ACF) at laboratory scale. The morphology of the precipitate retained in the foam was analyzed by Scanning Electron Microscopy (SEM/EDS).By comparing the coprecipitant type and concentration studies it could be concluded that As5+ removal in the presence of Fe3+ (160 mg.L-1) alone, or a Fe3+ (80 mg.L-1) and Al3+ (40 mg.L-1) mixture, is equivalently effective (99,9%) and greater than in the presence of Al3+ (80 mg.L-1) alone (97,7%).Through SEM/EDS analyses, it was possible to observe that both morphology and composition of the precipitate produced in the solution and retained in the foam depend on the physico-chemical conditions of the system, that is, on the species present in the solution."

The San Bartolomt silver deposit was discovered by a United Nations team of geologists working with a counter- part team of staff of the Ecuadorian Government's General Directorate of Geology and Mines (DGGM). The Phase I project over five areas of operation during which this discovery was made was financed through a United Nations Development Program contribution of $860,000 and an Ecuadorian Government participation of about $680,000 equivalent. Existence of mineralization at San Bartolomé was first recognized in 1966 when a reconnaissance geochemical stream-sediment program was carried out over a 10 500 km2 (4,054 sq mile) area centered around the city of Cuenca in southern Ecuador. Over the course of this project more than 10,000 samples of stream-sediment, soil, and rock materials were collected. Average costs per sample were $10.00, as follows: collection, $5; sample preparation, $1.60; assay work, $3.40. Initially in the program (1965-1966) sediments were collected along all motorable roads and tracks. Routine analyses, originally by colorimetry and later by AAS, were for Cu, Pb, Zn and occasionally As, Ni, and Co. Discovery geochemical samples from the San Bartolomé drainage area were among the first to be taken in 1965. As luck would have it, the road along which this traverse was taken passes only some 100 m (328 ft) downstream from the mineralized suboutcrop. The relevant two streams sampled are of inconsequential size, some 1 m (3.3 ft) in width, with a limited flow volume throughout the year. Original anomalies were recognized through cold-extractable Cu/Zn analyses. The pH of all river waters was also recorded at sample sites. Resampling the discovery sediments when AAS became available showed total extractable values of between 150 ppm-300 ppm Zn, 550 ppm Pb, and 10 ppm Ag. In 1967 the first followup was by rough-and-ready means. Dithizone field-kits (THM) were used to rapidly test soils from the surrounding area. The area has no outcrop. This work allowed the definition of an area of interest of some 2 km (1.2 miles) x 500 m (1640 ft). Six approximately 1 km (0.6 mile) to 1.5 km (0.9 miles) lines spaced at approximate 250 m (820 ft) intervals were established and used for IP surveys and soil sampling at 50 m (164 ft) intervals. Where one of the lines crossed the westernmost geochemical discovery creek a first-priority geophysical anomaly coincided with a major Zn/Pb (and later Ag) soil anomaly. A pit was sunk and encountered mineralized vein material at a depth of 1.5 m (5 ft). This lucky glory hole confirmed the geochemical discovery and prompted systematic followup. Immediately, costeaning of the west bank of the discovery creek, the Quebrada Ocashuaico, was carried out and exposed weathered and leached mineralization. Nearly 100 mineralized veinlets ranging in thickness from 0.5 cm (0.2 in.) to 8 cm (3 in.) were exposed across the 180 m (59 1 ft) costean. Sixty mineralized veinlets were determined over a 90 m (295 ft) wide zone. Sampling delineated minable widths averaging between 0.16 and 0.31 kg/t (5 and 10 oz per st) Ag with associated copper (very sporadic) lead and zinc. Over the period 1968- 1972 a considerable amount of detailed work was completed: detailed IP, EM Turam, magnetic and mise-a-la-masse geophysics, very detailed soil- sampling, trenching, drilling and glory-hole drifting, and cross-cutting. Numerous problems were encountered: the area was found to be a most difficult geoelectrical target; zero outcrop; pyrite (nonargentiferous zones) associated with faulting; mineralized groundwater; extensive clay development; loss of diamond drill-core, and no two-dimensional surface information. Acid rock drainage (ARD) is one of the most serious and potentially enduring environmental problems of the mining industry. High liability costs carried by many mining companies to cover potential obligations of ARD are a clear indication of the gravity of the problem. Unchecked, ARD can result in water quality impacts that could well be the industry's most significant financial and credibility risk. Effectively preventing acid drainage is a formidable challenge that requires the total commitment of the mining industry throughout the entire life-cycle of a mine. To achieve this commitment a strong business case for ARD prevention must be developed. This paper will address the elements of acid prevention and discuss their importance not only to the company but the entire industry as well. The International Network for Acid Prevention (INAP) is an industry-led group created to help meet this challenge. In 2009, INAP published the GARD Guide (www.gardguide.com), a web-base best practices guide for the prevention of ARD [1]. In this paper, the GARD Guide will be used to identify preventative actions for all mining industry stakeholders. It will, in turn, be used to estimate ARD management and mitigation value accrued to the company from ARD prevention, which will be used in developing a business case for acid prevention.

"Komatsu has been on the cutting edge of autonomous mining for the past 30 years and the company remains at the forefront of the technology that is changing from concept to a full-fledged reality.In 1996, Komatsu America Corp. (KAC) purchased a controlling interest in Modular Mining Systems; a move that enabled both companies to expand their product lines. It was through this effort that Modular helped to deploy the first autonomous haulage system (AHS) — the Komatsu FrontRunner system. In January 2008, the first commercial implementation of the FrontRunner system occurred at Codelco’s copper mine in Chile. Since then, Komatsu has put more than 130 haul trucks into seven sites on three continents to haul copper, iron ore and oil sands and its equipment has moved 1.8 Gt (2 billion st) of material with zero lost time incidents attributed to Komatsu’s autonomous trucks. The 1.8 Gt (2 billion st) is the most of any commercial mining autonomous haulage system and there is more to come. In November, Komatsu announced that an additional 150 autonomous haul trucks will be deployed to the Canadian oil sands over the next seven years.Komatsu has continued to pioneer autonomous haulage development, creating a range of autonomous options that includes semiautonomous and teleremote options all the way up to a haulage vehicle that stole the show at the world’s largest mining equipment trade show.In 2016, Komatsu advanced the concept of driverless haul truck to a new level when it displayed its Innovative Autonomous Haulage Vehicle (IAHV) at MINExpo in Las Vegas, NV. The concept vehicle is the first mega class haul truck designed to be fully autonomous, without an operators’ cab included on the vehicle.Unlike other haul trucks, the vehicle was developed exclusively as an unmanned vehicle designed to maximize the advantages of unmanned operation. Among other advancements, it was designed to distribute equal load to the four wheels, both when the vehicle is loaded and unloaded, and adopt four-wheel drive, retarder and steering. Komatsu said it is aiming for high-performance shuttling of this vehicle in both forward and reverse travel directions, thereby eliminating the need for K-turns at loading and unloading sites."

"Every year a large number of projects are evaluated by small listed and unlisted mining companies that are hoping to find the ideal project, which will catapult them from a mining junior status to that of a mid-tier mining company. Usually this includes finding the æidealÆ or ærightÆ orebody and then developing a process which will allow cost-effective recovery of the valuable metals and the production of a saleable product. These dreams are seldom realised and there are a number of good and obvious reasons for this. Issues that are generally high up on the agenda for the smaller companies are: cost of developing a project before the feasibility study stage finding a suitable, or optimum processing technology financing of the project dealing with risk.The most expensive part of the development process for the small miner is often the exploration side of the business and finding the æidealÆ orebody. However, finding the right orebody will not be discussed in this paper. The æidealÆ orebody does not necessarily solve the problems of the mining junior, as much of the uncertainty lies in the process required to recover and produce the final metal product. Once a mineralised deposit has been identified and the grade at least reasonably qualified, the development of a suitable process becomes the driver to convert the deposit into an orebody. This paper proposes that a small exploration company has a very limited opportunity to succeed if it does not do sufficient homework before it identifies the æidealÆ orebody. The risk profile for the small mining company, by its very nature, has to be different to that of a major company and as a result the opportunities often lie in managing different and often new process options, which may be the key to bring such projects on line successfully.CITATION:Muller, H and Lorenzen, L, 2012. The Anaconda Minerals Company operates a molybdenite and copper producing mine and mill facility near Tonopah, Nevada. Included with the milling facility is a ferric chloride leach plant for removal of copper mineralization from the molybdenite concentrates. Discussed are the engineering and construction schedules associated with the leach plant. The chemistry associated with the process along with a description of the process flow, equipment, and operating parameters are contained in the paper.

Abstract-The Amazon region is characterized by the development of deep chemical weathering represented by widespread lateritic covers and soils. Two distinct periods of laterite formation can be distinguished: mature laterites from the Eocene-Oligocene (and locally from the end of the Cretaceous), and immature laterites from the Pleistocene. The older laterites occur on plateau landscapes, and the younger ones on widespread hilly to flat lowlands. Both types show complete or truncated profiles, generally covered by deep yellow to brown topsoils. The mature laterite profiles contain high concentrations of gibbsite and/or aluminum phosphate, whereas the immature ones are poor in these minerals. The Amazon region is rich in mineral deposits related to lateritic profiles. Some mineral deposits are of primary origin but were concentrated to economic grades by lateritic processes. The most important ore deposits are of iron, aluminum (bauxite), kaolin, manganese, gold, nickel, copper and phosphate. These are mainly related to mature profiles. The wide spectrum of ore deposits and mineralogical and geochemical complexity of the Amazon laterites has been promoted by: (1) the prevalence of ideal conditions for laterite formation throughout much of the Tertiary; (2) the presence of varied basement lithologies due to contrasting geological environments; and (3) a variety of epigenetic alteration types. The lateritic profiles show a well-developed ore zonation which is related to specific lateritic horizons. Iron and gold deposits occur in the ferruginous horizon, which is nearest the surface; the central aluminous horizon hosts bauxites, aluminum phosphate, strontium and gold; and the lower clayey horizon contains deposits of manganese, nickel, copper and kaolin. Resistate phases which residually accumulate throughout entire profiles include titanium (as ilmenite and anatase), chromium (as chromite), tin (as cassiterite), yttrium (as xenotime), and niobium (mainly as ilmenorutile). Epigenetic alteration, caused by swamp environments developed above truncated lateritic profiles, has led to the formation of high-grade kaolin and refractory bauxites. The laterites in the Amazon region contain most of all known kinds of ore mineralization related to laterite processes.

"Mineworkers are routinely tasked with making critically important decisions about whether or not a hazard presents an imminent danger. Researchers from the U.S. National Institute for Occupational Safety and Health collected formative data to investigate mine safety professional perspectives on workplace examinations, which revealed a potential gap in how mineworkers are assessing risk. During interviews, participants revealed not having a systematic methodology for mineworkers to use to determine if a hazard is considered imminent danger. In this paper, we identify and describe three distinct categories of imminent danger complexity and discuss potential steps that could lead to improved identification of imminent danger situations. Finally, we identify potential practices to incorporate into risk management efforts, including feedback, communication and specialized training, to increase awareness of imminent danger situations. IntroductionIn recent years, the metal and nonmetal mining sector, as categorized by the U.S. Mine Safety and Health Administration (MSHA), experienced an increase in the number of fatalities occurring at mine sites. From 2013 to 2015, 69 mineworkers were fatally injured, twice the number of fatalities in each of the previous two years (MSHA, 2015a). As a way to address this increase, MSHA issued its P15- IV-01 program policy letter, suggesting that “miners would benefit from rigorous workplace examinations conducted by experienced and trained examiners” (MSHA, 2015b). The goal of these examinations is to find hazards in the field and mitigate them before they cause injury or death to mineworkers. While it is important to identify all hazards in the workplace, it is critically important to identify those hazards that are considered imminent danger because they require an immediate response to avoid a severe or even fatal injury."

After nine years of negotiations, the U.N. Conference on the Law of the Sea approved a Law of the Sea Treaty text in April. Israel, Turkey, the United States and Venezuela voted against the text and 17 other nations including Belgium, the Netherlands, Italy, the Soviet Union, the United Kingdom and West Germany abstained. These nations still have the option of joining the treaty when it is opened for signing in December. However, the Reagan Administration has stated that several provisions of the deep seabed mining portion of the text are unacceptable and it seems unlikely that the United States, at least, will change its position. ALUMINUM Reynolds Metals Co. has criticized an Oregon state plan to relax air pollution standards for aluminum plants. The company feels that relaxation of the rules does not go far enough. Reynolds officials say that they have spent about $31 million at their Troutdale plant for state-of-the-art pollution control equipment, and if they are required to make the pollution reductions called for in the 1986 rules, Reynolds would be forced to close the 40-year-old plant.
