A worker’s personal exposure to respirable dust in occupational environments has traditionally been monitored using established methodologies which entail the collection of an 8-hour representative sample that is sent away for laboratory analysis. While these methods are very accurate, they only provide information on the average exposure during a specific time period, generally a worker’s shift. The availability of relatively inexpensive aerosol sensors can allow researchers and practitioners to generate real-time data with unprecedented spatial and temporal granularity. Low-cost dust monitors (LCDM) were developed and marketed for air pollution monitoring and are mostly being used to help communities understand their local and even hyper-local air quality. Most of these integrated sensing packages cost less than $300 per unit, in contrast to wearable or area dust monitors specifically built for mining applications which have been around for decades but still average around $5,000 each. At the National Institute for Occupational Safety and Health (NIOSH), we are leveraging the power of high-volume data collection from networks of LCDM to establish baseline respirable hazard levels and to monitor for changes on a seasonal basis as well as following any application of control technologies. We have seen the effective use and advantages of monitoring live data before, during, and after events like shift changes, operational changes, ventilation upgrades, adverse weather events, and machine maintenance. However, many factors have prevented a systematic adoption of LCDMs for exposure monitoring: concern for their analytical performance, the complexity of use, and lack of understanding of their value are some factors. This contribution outlines a one-year case study at a mine in Wisconsin USA, covering the installation, maintenance, data visualizations, and collaboration between NIOSH researchers and the industrial hygiene professionals at the mine.

The Department of Interior, U.S. Bureau of Mines performs the task of estimating the quantity of coal reserves existing in each state on a county by county basis. As a part of Information Circular 8655, the Bureau of Mines established the criteria for the uniform estimations of coal reserves and listed the most recent estimates of coal reserves by county and by seam. At the same time however, the Bureau recognized that these figures represented the upper bound with regard to the estimated actually usable or obtainable reserves. Recovery of these reserves are subject to the mining methods used and to the resolution of such problems as the use of poor quality coal and competition provided by conflicting land use. These problems, in practice restrict the recovery of the estimated quantities of coal reserves listed in IC 8655. Another impact, the subject of this manual, is the impact resulting from previous mining activities. In particular, many of the reserve seams included in the reserve estimates overlie or underlie mined-out coal beds. Portions of these reserve seams may therefore be unmineable or at best may have a reduced quantity of extractable coal. In order to improve the accuracy of the coal reserve base estimates, the Bureau of Mines funded an effort1 to develop a systematic methodology for estimating the coal loss associated with the impact of previous mining activity. The coal loss calculation model (CLCM) described in this manual is a result of that effort and addresses the percentage of coal loss in reserve seams due to previous overmining or undermining.

This paper examines the details required to assemble, deploy and operate a 4.62 m open main beam tunnel boring machine (TBM) in a 1048 m deep operating mine accessible only by shaft.

"Total Quality Management (TQM) is becoming a reality in the mining industry. Widely adopted in the manufacturing and services industries, TQM has become the operating style of choice in numerous mining companies across the Americas and Australia. Iron Ore Company of Canada, Inco, MSA, Graniterock, Magma Copper, and CRA's Hamersly Iron - all are pioneers of TQM. These companies and others are confronting the challenges of implementing TQM and are managing the changes required of their people and cultures. What these companies are doing, why they are doing it, and how they are successfully managing the changes are the subjects of this paper.Driving the need for change in these organizations are a host of issues, some of which all mining companies are facing. Requirements from customers for ISO 9000 certification is becoming one of the initial motivators for Total Quality Management. These standards, commonly used in manufacturing throughout the European Community (EC), emphasize quality in the processes that create outputs, instead of just the outputs themselves. Iron Ore Company of Canada, for instance, responding to the requirement of one of its customers, British Steel, has become one of the first mining companies to meet the quality standard. Suppliers who meet the standards are highly desirable to customers who are themselves operating under the ISO or their national quality guidelines."

POWDER metallurgy is known as the art of producing metal powders and fabricating them in a nonfusion process by a simultaneous or consecutive application of pressure and heat under controlled operating conditions. Before the advent of powder metallurgy, the high melting points of the refractory metals and nonmetals made their manufacture and use practically impossible. Today, however, the uses of refractory materials in high-speed cutting tools, surgical instruments, brake linings, electrical contact switches, and filaments in incandescent lamps are commonplace in industry. Lately designers have even been turning to powder metallurgists to develop new techniques of fabricating refractory materials for extreme-service use in high-temperature zones of such modern products as gas turbines and jet engines. The new techniques being born will undoubtedly provide industry with a great number of new alloys and materials for future designing.

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. Incident investigation is of utmost importance in most high-risk industries. This study was undertaken to study the content of past investigation reports to determine the effectiveness of the incident investigations. The study uses a semi-quantitative method to assess the effectiveness of incident investigations in the Ghanaian mining industry by evaluating the quality of past investigation reports. The assessment tool consists of 5 elements with several indicators and rating scales for assessing the quality of an investigation report as a measure of the effectiveness of the investigation. The method was applied to 304 investigation reports of 3 Ghanaian large-scale gold mines, and the results correlated with incidence rates of the mines to determine if any relationship existed. The results showed that the mines differ significantly in the quality of their investigation reports, suggesting differences in the effectiveness of their investigations. In addition, the incidence rates of the mines negatively correlated with some elements of the assessment tool. In general, the method was found useful and revealed areas where improvement is needed. INTRODUCTION The importance of learning from incidents is well documented in the literature. For instance, some scholars regard learning from incidents as important for improving safety [1,2]. Thus, many organisations spend considerable resources in identifying lessons from incidents and subsequently on the process of improvement that follows the identification of lessons. It is therefore important for such organisations to determine the effectiveness of their learning from incidents processes, in order to identify specific areas where improvements are needed, so that interventions can be as specific as possible. The learning from incidents process models the plan-act-check-do approach of management systems, often consisting of four major stages, namely; data collection and incident analysis, planning interventions, implementing interventions and follow-ups and evaluation [3,2]. The investigating and analysis of incidents have been regarded as one of the vital stages of the learning process since it is the stage where lessons are identified [3,2,4]. It has also been noted elsewhere in the literature that results of the previous stage of the learning process are important for the next stage [3]. For example, ineffective incident analyses could result in the planning of ineffective remedial measures. One of the primary aims of incident investigations is to identify lessons from previous incidents which when implemented can prevent future recurrences or minimise the effects of future incidents. There is thus the need for organisations to assess the quality of their investigations periodically since it is one of the means they adopt to improve safety and the quality of remedial measures to some extent depends on the effectiveness of the investigations. Although previous studies [5,2] have assessed the effectiveness of the learning process, and some aspects of the learning process, such as incidents reporting, there is less focus on the effectiveness of incident investigations. The research described in this paper was therefore conducted to contribute to this gap, focusing more closely on incident investigation reports.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

This information circular describes open-pit mining methods and practices of the Bagdad Copper Corp., Yavapai County, Ariz. It is one of a series being prepared by the Federal Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. A brief history of the Eureka district and of early developments at the [gdad] mine is given, and the are deposit is described with particular emphasis on those characteristics (physical, economic, or engineering) that affected the choice of mining methods. Prospecting, exploration, and sampling and estimating the tonnage and grade are outlined. Development of the open-pit mine is shown. Mining methods, including breaking ground, primary drilling and blasting, secondary drilling and blasting, loading, transportation, engineering, and operating control, are described. A brief summary of mining equipment is given. Percentage of extraction, production rate, mine drainage and water supply, wage, contract, and bonus systems, safety and fire prevention, and the processing plant also are described. The last section gives a breakdown of such costs as are available for publication.

The record of fatalities from mine explosions during the past 2 fiscal years has been anything but encouraging; more men were killed by explosions (379) than were killed from the ante cause during to' preceding 6 years combined (368). The reason for the large increase in the number of explosion fatalities during the past 2 years as compared with the previous 6 years is not entirely clear. In some instances, there has been laxity in the enforcement of State mining laws; in others, both workers and operating officials is have failed to observe recognized precautionary measures to prevent explosions. In many of the explosions that lave occurred within the asst few years in mechanized mines it has been evident that speed of operation and a demand for maximum tonnage at minimum cost resulted in neglect of ordinary safety measures.

Mine tailings represent one of the two largest sources of mine waste from the minerals industries (the other being waste rock). Given the problems of declining ore grades and growing production, tailings generation is increasing exponentially across the global mining industry. Common practice is for mines to build large containment dams to store tailings during operations, which are then rehabilitated following mine closure. At some sites, however, the controversial practices of riverine or marine dumping of tailings is still practiced. As recent tailings dam failures have shown, there are legitimate questions being raised about the long-term viability of leaving tailings above ground due to the risks of collapse and failure. At present, it is rare for mines to emplace tailings back into former mine voids following mine closure, most commonly into a former open pit mine void (although a fraction of the tailings may be used for underground mine backfill, this is minor in scale). The approach of in-pit tailings has numerous advantages, such as inherent physical stability, low to negligible acid and metalliferous drainage (AMD) risks, as well as allowing more productive use of formerly mined land. In tropical areas where surface repositories are prone to leakage with potential for AMD and widespread dispersal of radionuclides (in the case of uranium mining), in-pit management provides particularly strong advantages – thorough hydrogeological studies are required, however, to address residual groundwater contamination risks and to establish sound, long-term environmental monitoring regimes for groundwater quality and subsidence issues. This paper presents a study of in-pit tailings management and compares it with surface repositories established in a tropical climate. The comparisons lead to the conclusion that, at least under tropical conditions, in-pit tailings management should be considered as world’s best practice – especially for radioactive uranium tailings.

This Bureau of Mines publication provides information to assist in selecting a lixiviant (leach solution) for in situ uranium leaching. The cost, advantages, and disadvantages of lixiviants currently used and proposed are presented. Laboratory and field tests are described, and applications of geochemical models are discussed. Environmental, economic, and technical factors should all be considered. Satisfying environmental regulations on restoring groundwater quality is becoming an overriding factor, favoring sodium bicarbonate or dissolved carbon dioxide over ammonium carbonate. The cheapest lixiviant is dissolved carbon dioxide, but it is not effective in all deposits. Technical factors include clay swelling by sodium, acid consumption by calcite, and the low solubility of oxygen in shallow deposits. Laboratory leaching tests can provide useful data. However, they can be misleading if, for example, the ore is allowed to oxidize before testing or if distilled water instead of formation water is used for making solutions for permeability tests. Geochemical models presently are more useful for indicating trends in solubility than in reliably predicting concentrations.

"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

Geologic studies during development at Copper Flat were directed at acquiring the information necessary in evaluating a low-grade porphyry copper deposit. In addition to the geologic mapping and core-logging of a typical exploration project, these studies included the following : (1) careful checks on the sampling and assaying (2) selection of representative samples used to establish the recoverable amounts of precious metals in the ore (3) examination of underground workings driven to provide samples both for metallurgical testing and for assay comparisons (4) evaluation of plant site and waste dump areas as non-mineral, including a placer examination of the taillngs disposal area (5) location of an adequate water supply. All these investigations were carefully documented to provide the necessary data both for the engineering design and, more importantly, for the feasibility studies required for successfully financing the project.

THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization, is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February 194I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. I8 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. A survey of literature published in the U.S. on grouting indicates that most such work has been done to stop water flow in mines and for stabilizing foundations of various man-made structures. Apparently San Manuel is one of the first mines in this country to use grout extensively underground for the strengthening and stabilizing of ground about drifts, shafts, and stations.

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites. The process consists of four major steps: (1) reduction roast, (2) ammoniacal leach, (3) solvent extraction, and (4) electrowinning. Several solid-liquid separation steps are required that affect the economics of the overall pro-cess. In this study, two techniques for solid-liquid separation, centrifugation and thickening, were investigated. This report presents the results of (1) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and (2) an economic study of the two techniques, based on the requirements of a commercial-size (5,OOO-tpd) laterite processing plant. Sizing and other equipment-related recommendations, based on data from the Bureau's studies, were obtained from commercial manufacturers. The costs of thickening and centrifugation, including all the unit operations affected, were determined by the Bureau's process evaluation group. The total operating costs ~or separation using the two techniques (including depreciation on the capital cost of equipment) were found to be quite close: $17.26 per ton of laterite for centrifugation and $18.15 per ton of laterite for thickening. For centrifugal separation, the greatest cost was found to be the initial capital cost for the separation equipment; using thickeners, the greatest cost was for re-agent recovery.

Whereas the ultimate world supply of energy minerals-defined as fossil fuels and fissile materials - is controlled by geological factors, the actual supply at any particular time is controlled by economic feasibility, technological innovations and /or political decisions. This paper identifies and discusses the principal uncertainties surrounding the international availability of energy minerals from now until the end of the century. A brief comparison is also made between energy and non-energy minerals. Genuine shortage s of energy minerals are now of a very long-term nature, whereas artificial ones may occur at any time and have a serious effect on the world economy due to the dependence of most OECD countries on imports of energy mineral . This paper argues that events over the last decade, such as the demand for a New International Economic Order, the OPEC increase in crude oil prices and the growing international lobby on environmental issues especially relating to nuclear safety - will progressively lead to a major, long-lasting transformation of the energy scene world wide. This transformation will encompass demand, in terms of conservation and efficiency, the supply mix of the various energy minerals , the supply system and the structure of the different energy industries . It is already affecting the role of governments and reaching into the question of national sovereignty both of developed countries, such as the U.K., Norway and Australia, and the developing countries, thereby making energy minerals a key area of international relations.
