The Greens are asking the question: what do our mining towns look like in 2050 and how can we be better prepared? The resources boom brought enormous profits to the main players and was partly responsible for insulating Australia through the worst of last year's global economic turmoil. However, with indicators of a resurgent mining boom, it is essential we learn from the recent past. The last boom saw housing stress at levels unseen in the big cities, health services strained to breaking point, and Aboriginal poverty side by side with some of the most lucrative industrial precincts in the country. Much of the wealth still flies right over the heads of regional communities as fly-in, fly-out operations proliferate.   Behind these local stresses, resources booms rely on the stripping of non-renewable resources which will eventually run out, and the unique environment of the north-west is taking a battering.    Communities of the north-west have a perilously narrow economic base which must be broadened if townships of the Pilbara and Goldfields are to avoid the fate of places such as Goldsworthy and Wittenoom. Unless this is informed by local communities, decisions will be made in capital cities thousands of kilometres away by people largely ignorant of the unique conditions prevailing in regional Western Australia.   Global climate change negotiations and oil depletion will heavily penalise emissions-intensive economies like Australia which fail to keep up as the world moves to a low-carbon environment. Pintail Systems, Inc, a Colorado USA based company has developed and commercially applied bioremediation processes for biological detoxification of cyanide compounds in mine waste. Site-specific microorganisms are isolated from spent ore, tailings or process solutions and augmented in the laboratory for cyanide oxidation, denitrification and metal biomineralisation. Biological processes typically treat complex contaminants (cyanide compounds, soluble metals and nitrates) in a fraction of the time of conventional remediation processes. Cyanide is used in microbial metabolic processes as a carbon or a nitrogen source. Biological detoxification processes applied at the end of mine life can end long-term liability and perpetual monitoring and containment. Case studies from commercial application and demonstration programs for the US Environmental Protection Agency will be presented in this paper.

This paper is concerned with the influence of engineering geology on design of Wall Control Blasts. In the Introduction, the Blast Management Framework and the Blast Design Requirements classification system (previously developed by the author) is drawn upon to set the context. Blasting objective for all wall control blasts involves both profile and damage control. Four classes of approaches for blast design are outlined and briefly discussed. Five distinct wall control blasting techniques are summarised. The general relationship between geology and blast design is explored in the paper. Influence of geology on pre-split and post-split design and blasting direction is highlighted. Wall damage modelling from the closest row of blastholes is also introduced using the Analytical Damage Model (ADM). The relationship of rock properties and explosive selection and in particular the Mach wave generation is introduced to assist blast designer in this regard. Finally a Conceptual Model that relates vibration, damage and rock mass condition has been presented along with some applications that have been undertaken by the developer. Eight conclusions have been formulated based on extensive work in this area and the current study.

"This paper presents two recent studies on the extent of blast damage after excavation in crystalline rock. The Swedish Transport Administration and the Swedish Nuclear Fuel and Waste Management Company (SKB) are both under regulations to limit excavation damage during construction of tunnels. SKB is also required to limit the Excavation Damage Zone (EDZ), as this could be a potential flow path for radionuclides in the planned repository for spent nuclear fuel. Presented in this paper are investigations of blast damage from three tunnel sites, a road tunnel, an experimental tunnel in Äspö Hard Rock Laboratory and an underground subway depot. As expected the fractures resulting from the bottom charge are both longer and more frequent then those mapped in the column charge. The results show that the requirement to limit blast damage according to Swedish regulations was fulfilled for the column charge at the three studied sites.1 INTRODUCTION The Swedish Transport Administration (TRV) and The Swedish Nuclear Fuel and Waste Management Company (SKB) have both recently completed studies related the extent of blast damage from modern explosives after excavation. SKB studies focused on blast damage from pumpable emulsion explosives for underground construction (Ittner and Bouvin 2015) and hydraulic connectivity in the EDZ (Ericsson et al. 2015). TRV had a broader focus with different types of explosives including blasting for both road cuts and tunnelling with pumpable emulsion explosives. Investigations by means of geophysics were also conducted (Olsson et al. 2015). High demands on perimeter control and excavation damage is usually required for underground constructions with a long operation time, such as public tunnels for transport or underground repositories for nuclear waste. This paper presents the findings of recent Swedish studies and aims to discuss the topic in a broader context."

Introduction The development of the method for recovering zinc from lead blast-furnace slags at Trail is interesting and important in the history of both lead and zinc metallurgy. Many efforts have been made in the past, particularly in Germany, to make economic recovery of zinc from slag. The Pape process on Oker slags was successful and is being worked at the present time. More recently the Waelz process has come to the fore. One effort at Cockle Creek, Australia is of special interest in view of subsequent developments. This was re-ported in detail by Guy Courtney in 1920(1). It deserves mention as it shows how, as in many other instances in the metallurgy of lead and zinc, important pioneering work has been done in Australia. These experiments, started over 25 years ago, comprised reduction with coke, powdered coal, and eletrothermically in carbon-lined furnaces. The so-called slag eye furnace, which volatilised the metals from a blast furnace running with a hot top, was also investigated.

CONTINUED expansion of gold mining in 1935 led to further developments in treatment methods. In base metals and non-metallics progress is also noted, coincident with greater activity. Statistics are not available yet for 1935 but the trend is shown by 1934 when nonferrous ore mined in the United States was 35,840,737 tons, or 45 per cent more than in 1933. The amount concentrated was 27,167,530 tons or 75.80 per cent of the ore mined, and flotation was used in whole or part on over 96 per cent of the ore subjected to concentration. In the crushing field a new model of the Fahrenwald crusher is promised soon. The Symons fine-reduction cone crusher and Traylor secondary crusher continue to gain as intermediate crushers. A new book entitled "Crushers for Stone and Ore" by William T. W. Miller appeared. This contract final report summarizes the design, fabrication and testing of a "line brattice air curtain" device under Bureau of Mines Contract H0357097. The purpose of this program was to develop the concept of using an air curtain for coursing ventilating air parallel with the air curtain From the last open crosscut to the face in exhausting ventilation systems to replace the line brattice cloth in room and pillar coal mining operations. The final design of the air curtain device consists of a 10-foot long closed end pipe with c: slot cut along its length. Pressurized air is delivered to the open end with a hydraulically-driven blower. A sheet of air emanates from the slot and is directed toward the mine roof. An invisible sheet of air is thus created between the top of the machine and mine roof and acts a an extension of the existing conventional line brattice.

I. INTRODUCTION. DURING the last twenty years or so the chemical investigation of rocks has made great advances, and it is now generally recognized that a knowledge of the chemical composition is as essential as that of the texture or mineral composition-if not more so-for the proper classification of rocks and study of their origin and relationships. Rock-analyses have vastly increased in numbers and, what is of greater importance, in quality. New and improved methods permit of greater accuracy than was possible in the early days, and the list of chemical constituents frequently determined has risen from the seven or eight of the greater part of the nineteenth century to twenty or more. Indeed, rock-analyses with determinations of so many constituents are now commonly made by the chemists of the United States and Australia, while in Germany, Great Britain, France, and Italy the rarer constituents are determined more frequently than formerly. As a consequence of this modern, accurate work, it has been discovered that some elements which were formerly supposed to be rare are of wide-spread occurrence and are often present in considerable amount. The fact is further being developed that the elements tend to show certain relations of occurrence or abundance in connection with each other. This is a fact which is applicable to the rarer elements, and which also finds a broad geological and petrological expression in the recognition of petrographic provinces. We are beginning to obtain some definite, though as yet rudimentary, knowledge of the distribution of the elements among igneous rocks. THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. The electric steel industry has reached a level of maturity in its relative participation in the world’s steel production. As the industry has grown and matured, EAF steel producers have participated in an ever more competitive market. This competition has led to a continuous search for lower cost alternatives for energy and input materials. Over the years, the Electric Steel Furnace community of operators has developed a variety of technological improvements geared to increasing EAF productivity. Operators have emphasized lowering operating costs and improving the quality of steels produced. Depending on market conditions, the EAF operators may run with different goals and priorities. In times of low demand, the goal may be to operate with an emphasis on cost and the goal of maximizing cost effective use of resources. When the market demand is high the goal may be to maximize EAF throughput. The objective of this work is to list some of the EAF operating best practices observed by our team in the electric arc furnace operations around the world. EAF operators can consider and possibly implement these practices depending on the specifics of each EAF operating reality.

New opportunities for miners are beginning to appear through new discoveries, improved knowledge and access to vast unexplored areas of the deep sea and continental shelf. Recent discoveries of undersea hydrothermal deposits show evidence of high-grade mineralisation, although in many instances the extent of the resource is still unknown. The promise and the difficulties of undersea mining have been evident since attempts were first made to mine manganese nodules in the 1960s. The physical nature of the undersea resource is a key influence on its mining potential; and environmental issues will also become increasingly important. This paper explores these issues and concludes with a description of the immediate to medium term applied research required to develop this industry and the spin off that such research can provide.

These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. "INTRODUCTION Preliminary examination of the Blue Ledge mine was made by O. H. Metzger, a Bureau of Mines engineer, in May 1943. A result of his recommendations; a Bureau of Mines sampling and exploration project was begun by J. R. Reynolds in October 1943 and continued to December when it was recessed for the winter. The project was resumed by the auther in May 1944 and was completed in November 1944. The Federal Geological Survey 3/ assisted by mapping the geology of the mine and logging the diamond-drill cores obtained from the Bureau's exploration Company maps, diamond-drill-hole records, several reports, and other data on the property were made available to the Bureau by D. C. Brown, of Towne Securities Corporation, owner of the Blue Ledge group of claims. E. A. White, general manager of the Tacoma Smelter of the American Smelting & Refining Co., supplied statistics for all ore that has been purchased from the Blue Ledge mine by his company."

In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

I HAVE been introduced in the dual capacity of president of the Canadian Institute and Metals Controller for Canada. There are three particular points of similarity between these two positions. They are both temporary ; they both have to do with the mining industry ; and by a peculiar coincidence they both pay me exactly the same salary. It is difficult to appreciate the background of our present situation without knowing the really tremendous changes that have taken place since the last war. I sometimes think that even among ourselves we are likely to forget the extent to which our great mining industry has been expanded. In 1914 Canada's gold production amounted to only $16,000,000 and the suggestion was seriously ad¬vanced in Ottawa that the gold mines should be allowed to close down so that their men might be used in more important work. Today with a production at the rate of over $200,000,000 a year no one in Canada would venture such a suggestion because the output of our gold mines is the greatest single factor in producing dollar exchange, badly needed for the purchase of munitions and to maintain Canada's unbroken record of always meeting its obligations. Even with the severe restrictions now in effect against the importation of nonessentials, our imports for war purposes from the United States are resulting in the biggest adverse trade balance in our history. With us, gold mining ranks as an essential industry.

"RELIABILITY & SAFETY – TOGETHER. REALLY? I was starkly reminded of the challenges facing by the coal industry while talking with a number of senior mining executives. One said to me: “Safety is the #1 priority in our organization but of course, dollars are very, very important!!!” A coal mine worker at the Bluefield Coal Show claimed: “We know our equipment is bleeding hydraulic fluid all over the place but all that matters is getting the coal out”. We all understand. We want our people to go home safely at the end of the day but the coal industry is bleeding – fluids, dollars and real blood. An issue getting plenty of buzz these days is equipment reliability – in mining too! Achieving an optimal return from the massive investments in equipment is a critical requirement for success within a capital intensive industry like coal mining. You can cut costs by scrimping on maintenance, scavenging used parts and downsizing. Or, you can save money by being smarter with your asset management processes. Can we afford to spend money on both safety and reliability? Is one more important than the other? Many leading edge companies from a variety of industries will tell you that you can’t just cost-cut your way to profitability - or even survival. You need to systematically improve the effectiveness of your business. Do reliability and safety both have a place in improving the performance of the coal industry? According to Ron Moore, of The RM Group, the answer is emphatically YES! Ron says: “If you believe in safety, then you MUST believe in reliability and, more importantly, have the appropriate policies, systems, practices and measures in place. If you want lower costs, you must get your processes right. Simple cost cutting will remove resources from your system without changing the underlying system design, and performance will likely deteriorate.” Figure 1 shows the 5+ year results of a large manufacturing company. When plants are running well (high Asset Utilization), then injuries are less likely. Figure 2 plots data from a number of manufacturing plants. If you want sustainably lower costs get your reliability processes right. But these are manufacturing companies, not coal mining operations! It doesn’t matter. The fundamentals still apply. Mining industry thought leaders tell us that manufacturing is 20-30 years ahead of us and we need to learn from them – and do so quickly. Leading companies, no matter the industry, think in terms of operational excellence. They see this as the meshing of people, process and technology to achieve optimal results. Safety and reliability go hand-in-hand. People and equipment are different – but only to the extent that each requires its own relevant, but related, policies, practices, systems and metrics to achieve effective performance."

New construction in metropolitan areas has direct impacts on immediate neighbors and abutters. While noise and dust are generally nuisance concerns, demolition, vibrations, excavation, and dewatering can cause structural damage to adjacent structures. Different cities, states, or jurisdictions have different regulations that dictate requirements, roles, or responsibilities for varying parties during construction. The authors will introduce and discuss risks of new construction adjacent to existing structures, and the legal framework in Illinois which requires the owner of the new construction project to provide adequate protections for adjacent existing structures. The authors, who are engineers and attorneys, will discuss technical and legal concerns, and will highlight the importance of early and frequent communication among project participants to manage risks, despite whether or not any local regulations exist to drive the process. RISKS IN ADJACENT CONSTRUCTION New construction in metropolitan areas inherently involves some combination of noise, dust, ground-borne vibrations, earth excavation, and subgrade dewatering. These issues have potential to directly and adversely affect abutters and their property. Noise and dust can be nuisance concerns, while vibrations, excavation, and dewatering can result in damage to abutters’ structures. Noise and dust are unlikely to lead to physical damage to abutters’ property, and can be controlled with limited work hours and good housekeeping practices. Vibrations and excavations, however, if not well understood, planned for, and mitigated, can result in serious damage to abutters’ structures. In turn, this damage introduces additional and often significant costs and schedule delays.

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

The industry?s relationship with society is both critical and under pressure. Rising levels of public opposition and social conflict are already having material impacts on operations around the world. Industry has an opportunity to shape the future direction of this social engagement, build public trust and proactively respond to a material risk to operations, but first it needs to better understand the nature of the challenges and the urgency of addressing them.
