There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. This talk will include a discussion of the data as collected in the Department of Mines and Natural Resources department database, and offer solutions based on this data.CITATION:LaBranche, N and Callinan, G, 2016. PipeBlast is a spreadsheet-based calculator based on research conducted by Southwest Research Institute (SwRI), used by the pipeline industry to determine if proposed blasting planned near existing pipelines can be safely executed. The two factors determining “safe” are blast-induced pipe wall hoop stresses and predicted peak particle velocity (PPV) at the pipeline. Although methodology used to predict hoop stresses is somewhat sound, predicted PPV amplitudes are highly exaggerated based on inappropriate attenuation models developed using spherical explosive charges of limited charge weights, placed in soil adjacent to model pipelines that do not represent rock blasting. Hence, pipeline companies readily reject well-design blasts and limit scaled distances far beyond what is reasonable and cost-effective to pipeline owners. Full-scale trench blasting in rock was conducted near a 24in (711mm) diameter operating API 5L X70 grade steel pipeline in Texas to compare PipeBlast model predictions with a Ground Strain Model (GSM) based on field measurements of ground motions on the surface and at the pipeline springline. Results of the GSM were compared with pipeline strains measured using wire gauges mounted on the Springline. The comparative results showed that a site-specific velocity propagation model provided good estimates of ground strains that are replicated on the pipeline walls in terms of hoop and longitudinal strains. Trench blasting 28ft (8.5m) from the pipeline produced ground motions of 7.6in/s (193mm/s). At this ground motion amplitude, the factor of safety defined as the allowable stress divided by the combined operating and blasting hoop stresses was reduce from 3.04 in the absence of blasting to 2.98. This paper explains the research and findings on which PipeBlast is based and presents an alternative approach to predicting blast-induced pipe wall stresses based on site-specific velocity propagation measurements and a ground strain model.

The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium.One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives. Controversy can always be achieved by producing a best of list; it can be guaranteed that everyone will disagree with at least one of the nominations. On this occasion, the best contributions by individuals or groups in a number of areas of mine fill technology, over the last 25 years, will be the basis for the nominal awards. The controversy can be increased by posing a number of questions that, hopefully, some of the authors will address during their presentations. I imagine the social functions will be busy enough, but the questions may just add to the cut and thrust of the debate.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

As the latest plant on a large scale, the new Bessemer works of the North Chicago Rolling Mill Company, at South Chicago, presents some features of interest to steel-makers, I have ventured to lay before the Institute a short description of that plant, and some* remarks upon the practice there. At the time the South Chicago works were designed the adoption of the basic process in this country seemed imminent. Experience in Europe had demonstrated the perfect success of the process technically, and the question of its commercial value was one which, for any particular works, would have to be settled by its special advantages for procuring the necessary ores and basic materials. Under the circumstances, it was thought best at South Chicago to so arrange the plant as to allow the introdnction of the basic whenever it became advisable, and to make such other changes from the standard type of Bessemer plant as the state of the art seemed to demand and to foreshadow. As the use of metal direct from the blast furnace, while generally condemned by experts here, was in such successful practice in Europe (particularly in connection with the basic process), there was no doubt about its feasibility, while its economy in fuel and labor made it especially attractive to the Western manufacturer. It was accordingly decided to build a direct-metal plant adapted to the basic process. The ingots made were to be rolled into rails at one heat, and were to be of such size (12 inches square and long enough for three and four rails) as to be readily and quickly handled by the rolling machinery proposed. This small size of ingots, and the large number cast from each heat of 10 tons, made it necessary to provide a good deal of room in the casting-pit—much more than in any previons plant—and to put down extra facilities for handling ingots. To meet the delays incident to the basic process—to insure that one vessel should be always blowing if necessary, and to provide opportunity for current repairs to linings, etc.—it was decided that three vessels should be used, and, to properly concentrate the work of

Using digital image correlation the evolution of strain and strain at the onset of localisation resulting in a hot tear has been determined for alloys AA6111 and Al¬0.5wt% Cu during solidification. High resolution images of hot tear formation and growth were captured during a constrained bar test that incorporated a glass window above a central hot spot region. The images were analysed using digital image correlation software to measure the evolution of displacement and strain based on tracking the motion of discrete features on the as-cast surface of the sample. Temperature data was also acquired with a thermocouple cast into the sample in close proximity to the hot tear. The interval starting from the point immediately after solidification shrinkage ends (the metal pulls away from the glass) and finishing when the first sign of a crack or hot tear is visible to the eye was used to determine strain data. The minimum strain at which strain localisation occurs was found to be 0.0069 in AA6111 and 0.0021 for A1-0.5%Cu.

Recent advances in ruggedised industrial control system technology and architecture in combination with latest technologies in the fast-evolving 3D LiDAR sensor sector becoming available have enabled the implementation of sophisticated automation algorithms for mining equipment such as bucket wheel reclaimers, as published by the authors in the peer reviewed AusIMM 2019 Iron Ore conference proceedings. This paper provides an overview of a second use case for such automation technology in bulk material ports integral to iron ore operations. The real-time 3D machine-vision based port automation system described in this paper was originally developed for the BHP-Mitsubishi Alliance’s (BMA) Hay Point port. The system has seen deployment at other major mining and general ports in Australia, such as at Dalrymple Bay Terminal (DBT) (shown in Figure 1) managed by Dalrymple Bay Infrastructure Management (DBIM), Hay Point, Queensland. "The growth of the mining industry in British Columbia in the last ten years has been largely the result of the development of large low-grade copper and molybdenum deposits. There are two problems which must be solved in the search for mineral deposits of this type. It is necessary to detect large volumes of rock containing a low percentage of total sulphide mineralization1 and, secondly, to get some idea of the economic significance of this mineralization. The standard geophysical exploration techniques available have a varying degree of application in the search for disseminated sulphide de-posits. The electrical methods, and the induced polarization method in particular, are the most successful direct methods, and magnetic methods have indirect application in most situations. This is illustrated by geo-physical survey results from several properties in British Columbia."

"INTRODUCTION This report presents statistics of accidents at coke ovens in the United States during the calendar years as 1933, the twenty-first year for which data of this kind are available, 1913 being the first year for which accident reports were collected from the operating companies by the Bureau of Mines. The present report is presented in mimeograph form because insufficient funds are available for printing it. The first report of the Bureau of Mines that contained statistics of accidents for the coke-mining industry in the United States covered the two calendar years, 1913 and 1914. While the figures presented therein related both to beehive and by-product ovens, the original returns from the operating companies were not classified so as to permit the presentation of accident statistics for each class of ovens separately. Beginning with 1915, the accident reports from the operating companies have shown the general type of ovens to which the reports related; therefore, since that year, separate statistics for each of the two classes of ovens have been given in the Bureau's yearly reports of accidents at coke ovens.The coke-making industry in the United States established a safety record in 1933 almost equal in merit to that which it achieved in 1932, when the accident-frequency rate was the lowest and therefore the most favorable that the industry has known. Credit for the achievement is due almost entirely to companies operating byproduct ovens. (See table 8.)"

The Rogan-Mallery tin property is in the foothills on the south slope of the Tehachapi Mountains, Kern County, Calif. It was first visited by the senior author in August 1942, and exploration by means of trenching and diamond drilling began in May 1944 and was concluded in August of the same year. Cassiterite, associated with iron-rich gossan, occurs in a limestone roof pendant at places near or at its contact with the underlying granitic rocks. The cassiterite grain sizes range from 20 mesh to 150 mesh. Surface and diamond-drill samples showed tin ranging from traces up to 122.6 pounds per ton. Exploration by the Bureau of Mines included 2,100 cubic yards of trenching and the drilling of 11 diamond drill holes totaling 1,000 feet. Dana Hogan, president of the Rogan Petroleum Co. of Los Angeles, Calif.) brought these projects to the attention of the Bureau of Mines in July 1942, and the following month a Bureau engineer made a preliminary examination in company with Hillard Mallery, of 408 Ruby Street, Redondo Beach, Calif., the man who discovered them.

Thermodynamic and kinetic aspects of nickel and cobalt leaching from metals. minerals and ores in various media have been reviewed and discussed in this paper. A kinetic model developed to delineate the leaching mechanisms for these metals has been discussed in view of experimental observations. The current review also includes the dissolution behavior of nickel and cobalt from various minerals such as oxides, sulrides. ocean floor manganese nodules, and laterites. A particular emphasis has been extended to similarities and differences of the dissolution behavior of these two metals in various media. The leaching of nickel as well as cobalt metal in acidic solutions and arnmoniacal solutions exhibits in most part mass transfer controlling. although at some pH's, chemical controlling or mixed controlling mechanisms seem to prevail. The leaching of nickel and cobalt from oxides in acids and ammoniacal solutions. on the other hand, can be described best by chemical controlling mechanisms.

Since 1909, when an agreement between Minnesota's Tax Commission and the University of Minnesota's School of Mines was worked out, it has been the annual responsibility of the School to evaluate and classify the iron ore deposits within the State. These unique duties of an academic institution have provided School officials with an excellent view of the past, present and probable future of the mining industry in Minnesota as the average grade of iron ore (excluding taconite) * diminishes while at the same time it competes with beneficiated taconites and foreign high-grade ores for use in America's eastern blast furnaces. SYSTEM OF EVALUATION In the latter part of November of each year, the Mining Division of the Department of Taxation makes a preliminary study of the active mines which the Department wants the School of Mines to review. These are discussed with the engineers of the Ore Estimate Division of the School of Mines and with the mining companies. After these discussions, a list of the mines of each of the major operating companies is submitted to the Ore Estimate Division of the School of Mines with the request that these properties be reviewed by them as of the next assessment date (May 1st). At the same time, a letter is sent to the mining companies requesting that they submit to the Division their own estimates on the selected mines operated by them, together with all computations, drill records, maps and cross-sections. The mining companies are re- quested to send in this information during the first half of the year, and, as far as is possible, they have always complied with this request promptly. Much of this information received by the School of Mines is of a confidential nature and is treated as such.

As the dust begins to settle and mining companies begin to take stock of the battle, Newmont Mining Corp. will be one that is standing strong with just a few scrapes and bruises thanks in large part to the leadership of president and chief executive officer Gary Goldberg and his right hand man and chief operating officer, Chris Robison.As he closes in on retirement (for a second time) Robison, a third-generation miner from Nevada, took time to speak with Mining Engineering about a 33-year career in which, among other things, he is credited with not just helping Newmont survive the turbulent times but with steering the company to a safer, more productive and more profitable heading.“I think we did it better than anyone else,” Robison said when asked how the company fared during the past five years. “We didn’t talk about it a lot, we just put together a strategy and we delivered.”What Newmont, the world’s second-largest gold mining company by production, delivered since Robison took the position of chief operating officer in 2013 are improvements in costs, porduction, projects and safety.Operating under the mantra of “live within your means,” Robison was pulled out of retirement from Rio Tinto and into a challenging situation at Newmont. The price of gold was in a nose dive from a high of nearly $58/g ($1,800/oz) and heading to levels closer to $38.60/g ($1,200 oz).“Newmont is a big ship that can’t be turned, but has to be steered,” said Robison. “We recognized that we had to set a new course. The direction the ship was going was great for $1,600 to $1,800/oz gold but we were chasing ounces.”Like the rest of the gold mining sector before the falling gold prices, Newmont was focused on volume and was looking for gold wherever it could be found. The slogan at Newmont in 2011 was “7 million ounces a year by 2017.”When Robison came on board it was a different reality.“We had to begin focusing on value over volume as the cornerstone of Newmont going forward,” he said."

Each year more than 400 coal miners are injured (fatal and non-fatal) by rock falling from between or around roof supports. Many of these injuries could be prevented by the installation of roof screen (wire mesh). However, many coal mines may be reluctant to use roof screen because of the added cost. The goal of this study was to determine the potential saving in workers? compensation (WC) premiums that could be achieved due to a reduction in rock fall injuries after roof screening. The WC rate-setting methods utilized by IL and KY were investigated in this study. Using actual data obtained from MSHA, national and state WC bodies and individual insurance companies (e.g. average cost per injury, loss cost rate, number of injuries per year, number of injuries preventable each year with roof screening), hypothetical mines (representing two mine sizes: 67 and 150 employees) were constructed with realistic ranges for estimates of injuries and WC premium costs. Using each state?s actual WC rate-setting formulas, total savings in WC costs after a three-year period were determined. Across both states, savings in WC premiums ranged from 1.8% to 14.6% when injuries were reduced by 10% to 20%. Additionally, an economic analysis was performed for an existing mine consisting of 67 employees. For this mine, the annual cost of a roof screening program was estimated at $240,000. If the screening prevented 13 ?struck by? WC claims over a 3-year period at this mine, the reduction in WC premiums alone could pay for the entire screening program.

Whilst spontaneous combustion has never been considered a major problem in south Durham, certain collieries in the area have a history of heatings and precautions are essential. Three collieries are affected - Shotton, Vane Tempest and Seaham - and in the case of the last two, there are huge areas of high quality coal to work under conditions where spontaneous combustion is a real hazard. The seam being extracted has an immediate roof in goaf left by the incomplete extraction of a contiguous seam worked before the turn of the century. The presence of residual coal stocks and old roadways and cavities adds to the difficulty of preventing unwanted air movement. The main preventive measures adopted are the construction of airtight gateside packs and the use of sprayed surface coatings in the gate. Sampling systems and sampling points are described and, in particular the field of continuous monitoring from the surface is examined. The resulting possibility of a quantitative as well as qualitative assessment of the preventative measures required is discussed.

Current attitudes by exploration companies towards working on another party's exploration permit or equivalent vary widely. That this is so is due to the virtual absence, on the one hand, of anything in the mining legislation in any jurisdiction that establishes what are the exclusive rights to explore, as opposed to apply for a mining tenement, that the grant of such an authority conveys on the holder, and on the other hand, of any code of ethics or set of guidelines to proper practise. By contrast, in most states and territories, if not all, it is an offence to enter onto a mining tenement, other than to cross it, without the consent of the holder, although until recently most field personnel would have been unaware of this and most explorers would have transgressed at one time or another. A similar vacuum exists where aerial surveys are concerned. There are in fact no guidelines. It has always been assumed that a party wishing to carry out such a survey was free to do so, without even an obligation to notify the holders of any tenements or permits in the area to be surveyed, let alone make available to them any data from the survey. Concepts of 'geophysical trespass' now being tested in the US also raise the possibility that data won from adjoining ground using geophysical techniques may be privileged. Attitudes now appear to be changing. In the absence of legislation or any code of practise, what does the industry regard as ethical behaviour? Do we need to define the rights and obligations of various parties more clearly, and if so, what should they be and to what extent will it be necessary to confirm them by legislation as opposed to adopting a code of practise? Will the existence of such a code in fact improve corporate practise?

The organisers of this function have suggested that this presentation should accomplish the following broad goals:set the technical tone for the conference to follow, implying some discussion of the æstate-of-the-artÆ of reserve estimation; and raise some current and common problems or deficiencies in our art in order to be thought provoking. As an engineer it is always easier to raise problems than to solve them with state-of-the-art. Consequently, I have had to limit the extensive list of problems that could have been discussed within this presentation. In regard to the state-of-the-art, this presentation will not be an esoteric discussion of the latest statistical estimation processes, although I intend to challenge those with skills in that area to address some of the thought provoking issues later on. The subtitle of the paper was established after reading an excerpt from æLife on the MississippiÆ by the American humorist Mark Twain in which Twain observed that the Mississippi River had become shorter during his working period on the River due to natural cut-offs and man made channels. Projecting into the future, he calculated that by now, Cairo, Missouri and New Orleans, Louisiana would become a single city with one mayor (the two cities are still separated by some 500 air miles). As a moral to this story Mark Twain observed that one can obtain: æwholesale returns of conjecture out of such a trifling investment of factÆ.

"This paper is the result of a continuing investigation begun in 1953 by government geologists and mining companies. Previous work is reviewed and the development of several stratigraphic nomenclatures and correlation schemes is traced, culminating with the interim report of the Federal-Provincial Committee on Huronian Stratigraphy formed in 1966.The stratigraphy, structure and correlation of the Huronian rocks of the Blind River area and the region between Sault Ste. Marie and Sudbury are reviewed. The area is underlain by three Precambrian units: (1) the Archean greenstones and granites, (2) the Huronian sedimentary and volcanic rocks and (3) the post-Huronian intrusive rocks. The Huronian rocks, largely quartzite and conglomerate with greywackes, argillites and carbonates, were laid down in shallow water transgressing over the eroded Archean basement. Thickness and facies changes indicate a northwesterly source, northerly overlap and deposition controlled by basement topography. Polymictic conglomerates, occurring at least at three horizons, represent tillites and are associated with varvites with dropped clasts. These are best developed in the Gowganda formation, which varies from a continental glacial environment in the north to a marine glacial environment in the southeast.There were at least three phases of post-Huronian igneous activity, probably related to several periods or phases of late Precambrian deformation and metamorphism: (1) sills of Nipissing diabase and rather younger diabase dikes; (2) the Cutler Granite and Croker Island Complex; and (3) dikes of Keweenawan olivine diabase.Copper mineralization is associated with the Nipissing diabase. The uranium ores are found in pyritic quartz-pebble conglomerate near the Huronian Archean unconformity, particularly in ancient valleys; they are considered to be placer deposits modified by later events. Uranium production from the Blind River camp to the end of 1966 was 128,160,096 pounds U308 valued at $1,203,840,848 derived from 56,077,179 tons of ore grading 0.11 per cent U308.Within the Blind River and adjacent areas, future discoveries will probably be the result of costly systematic deep-drilling programs accompanied by detailed geologic studies of the type carried out by oil companies and probably computer-oriented."

"New contracts for 65 million long tons of coking coal valued at over $900 million, over the next 15 years, herald the rebirth of Alberta's coal industry. The industry is optimistic that export orders may reach 20 million tons per annum by the mid-1970's. Coal will be extracted from underground and surface mines and it is expected that the total labour force will double from the present 1,200 men within the next two years. Ali the health hazards associated with coal mining are likely to be encountered and it will be incombent on the Provincial Department of Health to specify the standards which relate to health and environment where no such standards have previously existed. This paper examines some of the problems which are being encountered in setting up an environmental health program and reviews the practicability of environmental monitoring methods, with special reference to respirable dust."
