In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The question as to the proper amount of total carbon that the malleable founder would prefer to have in pig iron for use in the production of air-furnace, white iron castings, must be considered from different angles, that is, whether it is desirable or advantageous from an economic standpoint to use some kind of low-carbon scrap on his mixture, or make use of pig and sprue only. Whereas silicon is the acknowledged scrap carrier in the case of cupola gray iron castings, carbon performs this role for the most part in malleable iron practice, irrespective of the character of furnace used for the production of the white iron castings. In this particular, the advantage lies with the maker of gray iron castings in that the silicon content in pig iron through a regulation of furnace temperature is under very easy control by the blast-furnace manager, whereas he has little or no control over the resultant percentage of carbon, as this is dependent on the quantity of coke in the hearth, and hearth temperature, coupled with the amount of hearth slag and its particular composition. As perhaps more than 95 per cent. of white iron castings are made in air furnaces the following statements are intended to cover that situation particularly: In the malleable process the composition of the hard iron castings (that is determined upon as best suited for the work in hand) is the one factor that must control the composition of the mixture to be used; because if the elements are not between certain definite limits individually and collectively the annealed or finished product will be unsoitable, due, perhaps, to lack of sufficient strength or because it is too hard, to machine easily. The annealed product can be divided into two classes, one of which greatly predominates, that is, by far the largest tonnage is used for machine parts where high strength and ductility are essential requisites, while a far smaller amount, light in weight and thin in section, is used for other manufactured products in which castings of any reasonable degree of strength and ductility have proved satisfactory.

"In 1879, when the Dominion government initiated its controversial program of industrial promotion, iron smelting in Canada was limited to one company producing coke iron on the mainland of Nova Scotia and three small charcoal blast furnaces in Quebec. There was no steel production. By the eve of the First World War, iron and steel were being produced in very large quantities, the companies active in 1879 had disappeared and new centres of integrated iron and rolled steel production at Hamilton, Sydney and Sault Ste. Marie had come to resemble the industry as we know it today. The most dramatic change was that at Sydney, Nova Scotia, where in the early 1900s, two steelmaking companies established works. The Sydney developments have been explained as the result of resource discovery and technical change. W.J. Donald, in his authoritative account of the Canadian iron and steel industry, observes:(1) ""The most rapid growth of the Canadian iron and steel industry has occurred since 1897 ... The remarkable growth has been caused largely by the new conditions of the industry. The discovery and use of Newfoundland ores, together with the availability of Cape Breton coal, has made the Nova Scotia industry not only possible but profitable .... It is a safe conclusion that the Canadian industry would not have been an important one, had it not been for the discovery of the Michipicoten and especially the Wabana (Newfoundland) ores:' Donald also argues that metallurgical progress had been necessary to render the ores valuable. ""Newfoundland ores ... contain a considerable amount of phosphorus, and were made available for steel-making by recent inventions:' The purpose of this paper is to re-examine Donald's story. It will be argued that the origin of steel-making at Sydney is somewhat more complicated than Donald has indicated. The difficulty with Newfoundland ore extended beyond its phosphorus content and a resolution required more than the basic open hearth furnace identified by Donald. Moreover metallurgical change was only one of several developments necessary to induce industrial investment at Sydney. Surprisingly, however, the discovery of iron ore in the late nineteenth century does not appear to be part of the explanation."

As underground mines become more geotechnically challenging with increasing depth and excavation size, the requirement for ground support to be installed as per design becomes more critical. The verification of installation quality for cable bolts and grouted rock bolts is difficult to assess. Current methods to control quality have limitations; pull testing is largely inconclusive with only extremely poor installation being identifiable. Audits during installation can only capture a small percentage of installed bolts. Following large rock mass displacement from either squeezing ground or seismic events, even previously well installed bolts may have yielded and require replacement. A method to provide an improved understanding of the reinforcement installation quality is Non- Destructive Testing (NDT) using acoustic reflection. To validate the accuracy of an NDT system, both plain and bulbed strand cable bolts were grouted in clear plastic tubes. The encapsulation grout quality was deliberately varied from full encapsulation through to partial encapsulation and a range of different size voids. The clear tubes allowed the ground encapsulation to be observed. Cable bolts strands were cut at varying lengths and different water cement grout ratios were used. Acoustic testing of the cable bolt specimens was completed blind; the technicians were not aware of what was being tested. The NDT results correlated well with the grout encapsulation, with differences between full encapsulation, minor voids and major voids being determined. The different water cement ratio and bolt lengths (including when partially cut) were also identifiable but with some discrepancies. Trials of the technology underground have also shown the data collection process to be relatively quick with each bolt taking 1-2 minutes to test, with interpretation of the results able to be completed soon after. The NDT results collected from the underground trial showed a wide variance in cable bolt grout encapsulation quality indicating that there were installation issues.

When I wrote the Railroad portion of "Mining Engineering" magazines 94 Powder River Basin (PRB) Coal Article I described to you some definite destinations the Railroads had in mind. As with many destinations, the ones I wrote of turned out to be merely stops on the way to places that we have yet to reach. Somewhere along the way we discovered that making it better is a continuous process not just something that you can do in phases I, II, III, & IV. We always knew this I suspect, but perhaps not at the awareness level that exists in RR environments in 1997. The purpose of this article is to update the 94 article, which I could do very quickly. Everything I told you we were going to do in 94 is done, end of story! But in addition to making it a very short article it would not be telling you the things RR has done beyond what we were planning in 94 and for the future.

INTRODUCTION FOR THE purpose of this paper, western bituminous coal is defined as steam coal produced in Alberta and southeastern British Columbia for sale primarily to railways and industries. Before examining present and future markets of this industry, it is proper to review briefly financial and operating conditions within the industry. The report of the Royal Commission on Coal, 1946, supplies financial data from which some conclusions may be drawn. In 1944, the industry as defined above had share capital of $24,886,696. In the fifteen years 1930 to 1944, inclusive, the industry produced: 44,364,211 tons of coal. The profit on this tonnage amounted to $4,678,382.58, which represented 10.6 cents per ton of production. Miscellaneous earnings increased the amount available for dividends to shareholders to a total of $8,487,952.41, which is equal to, 19.1 cents per ton of production. Dividends actually paid in this fifteen-year period amounted to $12,332,040.64, which represented an annual average rate of 3.40 per cent on share capital. It is worthy of note that, in 1944, the net current position of the industry, including investments, was $8,753,874.51. The writer believes that the financial position of the industry with respect to capital, current financial position, and net earnings, has not significantly changed from the fifteen-year period out-lined above. The figures quoted indicate the following situation: (1) The western bituminous coal industry is adequately financed. (2) The industry has followed a conservative dividend policy and has accrued funds for contingencies. (3) The industry has sold its production at very reasonable prices as evidenced by its moderate earnings per ton of production.

A SURVEY of Minerals Beneficiation Div. membership indicated genuine interest in automatic process control, but revealed that the average mill is operating with a minimum of self-regulating devices. Apparently, the mill operators are content to continue without controls until the practicality of self-regulating devices is more generally accepted, or, in the opinion of the writer, until automatic controls become a necessity to meet economic demands of product quality and cost. Both to stimulate interest in control, and to solicit publication of technical know-how by members and equipment manufacturers, this paper presents a cross section of control problems in two general categories: (a) Control problems that can usually be solved by reference to the literature, i.e. controls that have proven successful in the mineral or chemical industries; (b) Problems that are troublesome and frequently unsolved due to unavoidable adverse conditions in the mill circuit to be controlled.

The epizonal Ag-Pb-Zn vein deposit at San Bartolome is characterised by a base-metal sulphide assemblage containing the spectacular development of interpenetrating, bladed networks of pyrrhotite which have been replaced by marcasite and pyrite. A similar assemblage displaying the same crystal habits and textures are also a diagnostic feature of the Sn and SnAg deposits ofBolivia. On this basis, it is reasonable to conclude that both deposits were formed from fluids of similar nature and origin. Although no economic accumulation of Sn is known in San Bartolome, further comparison of the geologic setting, age, mineralogy, fluid inclusion data and magmatic association of this deposit with the Bolivian systems has highlighted additional similarities consistent with a hypothesis that more extensive Sn mineralisation might exist in the San Bartolome area.

"INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale. Figure 2 illustrates the Laney shale within a generalized lithologic cross section.OIL SHALE LEASING The proposed Kinney Rim oil shale mining project is located in an area dominated by a 1 square mile checkerboard landownership pattern with every other section typically administered by Bureau of Land Management (BLM) and Anadarko. Surface and mineral ownership is a split estate legal entity. The immediate Kinney Rim mine plan is all on Anadarko sections."

The Mexican fluorspar industry is faced with and will face serious problems, some of their own making and others beyond their control. However, they still offer the most secure source of fluorspar for North American' consumers. Since 1975, even in light of declining markets, they have, increased then production capabilities' as shown in Table #1. In analyzing Table #1, we note that Compania Miners Rio Colorado has closed down due to their ore reserves being exhausted. Fluorita de Rio Verde expanded their acid grade fluorspar capacity in anticipation of additional North American business. Campania Miners Las Cuevas presumably increased capacity to meet their North American contractual commitments and to supply their own hydrofluoric acid plant (Fluorex) at Juarez, Mexico. Historically, the Mexican fluorspar industry has relied on the United States as the mainstay for their sales. As shown in Tables #2 and #3, the Mexican share of the United States market has moderately decreased. However, as noted in Table #4 the volume loss is substantial as explained below.

This paper suggests that pre-occupation with the random process model notised by geostatisticians may result in neglect of more promising techniques, especially since the random process model does not appear to be essential to current geostatistical procedures. This point of view is emphasized pictorially. To emphasize the potential of new techniques a simple application of the conventional Brownian function is described. The ability to increase and maintain dragline productivity is a key mine driver for the Coal Creek Mine. The Coal Creek Mine is owned by Arch Coal Inc subsidiary Thunder Basin Coal Company; located near Gillette, WY. Coal Creek Mine overburden stripping is primarily accomplished by a BE-1570W walking dragline in combination with cast blasting and dozer assist for bench preparation. The two main variables impacting dragline performance are maintenance reliability and operator skill levels. The mine?s most recent process improvement efforts have focused on its most valuable asset - the operator. Various techniques have been used to reduce variability in the dragline operator?s digging performance. Utilization and communication of operator performance data, statistics, and video reviews have been of great value towards achieving this goal. Operators are given a chance to critique operational tendencies from a third-person point of view, and are also presented statistical feedback to support observations. From these sessions, operators gain knowledge as to what portions of the dig cycle can be improved in order to reduce cycle time and increase productivity. BACKGROUND The BE-1570W walking dragline was commissioned at Coal Creek in November 2006 after relocating from Arch of Wyoming located in southeast Wyoming. The first two years of operation the machine was performing simple side cast stripping due to the low ratio. Coal Creek Mine is a multiple seam operation with overburden thickness ranging from 24 to 140 feet. Early in 2009 the ratio increased to the point where transitioning to cast blast/extended bench stripping was necessary. The current mining conditions consist of a mixture of both stripping styles where the ratio allows. The dragline crews running the machine consist of a mixture of experience levels ranging from 30+ years to only a few years. It has been in this digging environment and slightly inexperienced personnel that the focus has been set for improvement in dragline performance.

25th Julius Wernher memorial lecture given at Tunnelling '91, sixth international tunnelling symposium held in London, 14-18 April 1991. The title gives the lecturer a chance to share some of the lessons he has learnt in a lifetime of tunnelling and particularly in the last six years of his involvement with the Channel Tunnel and the International Tunnelling Association. These included: the difficulties of split contracts but the problems arising with Eurotunnel over the need to create a single owner to whom the banks could lend; the peripatetic nature of tunnellers who built London's underground in the 1960s and returned to build the Channel Tunnel from Egypt, Singapore, Hong Kong and Australia; the increasing requirement for strategic planning resulting in tunnels between European countries and the need for engineers to deal with decision-makers; EU work on harmonising regulations so that there need no longer be, for example, arguments over which regulations should be followed for temporary electrical equipment in the section of the UK tunnel that is technically in France; the huge improvements in safety standards and attitudes; the enormous increase in the scale of undertakings and individual contracts, with an accompanying change in attitudes to logistics; technological advances to cater for the high performance now required of equipment; and the rising importance of environmental issues. "Since 1994 the Bureau of Reclamation has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has applied risk analysis methods to inactive and abandoned mines to evaluate tailings dams and flooded underground mines. Case histories of potential failure mode analysis as applied to mine impounded water illustrates what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first. INTRODUCTION Impounded water, and high water content wastes, at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (5.4 million yd3 released), the Mt Poly Tailings Dam failure in British Columbia in 2014 (5.8 million yd3 released), and the Smarco Fundao Tailings Dam failure in Brazil in 2015 (78 million yd3 released) has renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originates not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes, and flooded underground mine workings. Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984 the agency developed and began using risk analysis methods. Reclamation operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of one hundred years. Many of these facilities were constructed using engineering design and construction methods which would not be considered good practice according to present day standards. Diligent observational monitoring, detailed site investigations, and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high risk sites, significant improvements to dam safety have been achieved. BOR has also applied risk analysis to evaluate and reclaim inactive and abandoned mining and industrial sites. The application of risk analysis methods in the mining industry is not new, the methodology was transferred to the mining industry more than 15 years ago as discussed in ICOLD Bulleting 121 (ICOLD, 2001), yet failures persist. This paper is meant to convey the lessons learned from BOR’s use of risk analyses in its work on mine sites."

A PART of the Bureau of Mines effort to improve the conversion of coal to liquid fuels, batch autoclave tests were made on the hydrogenation of bituminous coal by a dry method, which featured charging the autoclave with dry ingredients only-coal, catalyst, and hydrogen. This innovation, which omitted the liquid vehicle used in earlier work, limited the products to those made from the coal charged. The effects of the common process variables (catalyst, hydrogen pressure, temperature, and residence time) were studied. Tin catalysts showed the highest activity in the widest variety of forms and were the easiest to disperse; dry mixing in the autoclave during the heating-up period usually sufficed. Ammonium molybdate, on the other hand, was inactive when dry mixed, but it compared favorably with the best catalysts known when applied by impregnating the coal with a solution of a molybdenum compound. As a group, metal naphthenates were the most effective; in fact, molybdenum naphthenate was the most active catalyst the Bureau tests disclosed. One-hundredth of a percent of molybdenum in this form (calculated as the metal in weight-percent of maf coal) induced 90-percent conversion of coal. However, because of their high cost, naphthenates have as yet only technical significance in coal hydrogenation. Long residence time and high reaction temperatures tend to increase the amount of thermal decomposition products formed (light hydrocarbon gases and/or char). High hydrogen pressure favors the production of liquids.

As a scientist and an engineer whose responsibilities include the consideration of air pollution and its control, I am frequently called upon to answer variations of two basic questions, These questions may I be set forth as: (1) How much air pollution does the coal industry cause? (2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

ENGINEERING is in essence quantitative, and the engineer must deal with exact figures when he plans and, constructs. Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people

A recent survey of CEOs from major steel companies worldwide revealed the importance of recycling zinc units from EAF dust, mill scale, blast furnace dust, and other zinc containing streams in their plants. Many processes were developed and installed in response to this challenge. The most successful approach involves the production of a crude zinc oxide and selling it to primary zinc producers to recover the metal value. The problem with this process is the high concentration of halides in the crude oxide. This type of material cannot be processed directly in an electrolytic zinc plant because of corrosion problems it will cause in electrolysis. In 1999, BRZ installed a zinc oxide receiving and washing plant to minimize the impact of halides to its circuit. A description of the washing plant and initial operating results are included.
