Most of us here have been called into important positions in these organizations, and it should be our most earnest endeavor to sense and carry them out as if they were our very own. We have been asked to supervise and carry on a work over which our employers cannot personally watch. It has been well said that the most efficient organization is that which requires the least attention from its head. Because of the very nature and condition of our work, which separates us by many miles from our employers and makes it impossible for us to receive attention and instructions from the heads of our departments, save for occasional visits and correspondence, we are given a great opportunity to prove that we can be efficient workers without too much attention from the heads of our departments. There are few employees who cannot do their duty when it is laid before them in specific terms, and when their employers are always there to see that their plans are carried out. But the employee who is really giving efficient service sees his duty himself and willingly does it. '

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. At Newmont Corporation drill hole spacing studies are done to support the business in understanding the cost of collecting additional information (with a specific focus on drill hole sampling density) versus the value of additional drilling in terms of resource risk reduction. For the last 20 years drill hole spacing studies have been executed in an effort to answer the following question: What spacing should the deposit be drilled at to achieve a certain level of resource confidence so that when mining occurs the resource model delivers as predicted ie what is the optimal sampling density? The optimal sampling density supports a resource model that provides a sound foundation for mine planning purposes and resource/reserve reporting. At Newmont Corporation drill hole spacing studies are now a requisite for understanding drill data density needs for new deposits and near mine expansions. This paper details the evolution of drill hole spacing studies at Newmont Corporation in terms of methodology and usage.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Land rehabilitation transcends the mere establishment of vegetation across disturbed landscapes; it should be conceptualised as a specialised ecological reconstruction process. This process necessitates a long-term perspective on the success of land repurposing. It requires a continuum of inputs specified and managed by a dedicated and qualified custodian to ensure the sustained economic viability and ecological sustainability of the land. Based on the authors’ combined experience and field observations over more than five decades, they advocate for an urgent shift away from traditional land rehabilitation practices toward a paradigm centred on land capability reconstruction and active stewardship. The prevailing rehabilitation culture has overly simplified the process to a mere revegetation exercise, which is fundamentally incompatible with the comprehensive requirements for sustainable land capability. While the regulatory framework provides valuable guidance for obtaining a mine’s social license to operate, a paradigm reset is essential. Mining companies must prioritise rehabilitation quality, set achievable sustainability goals, and establish clear pathways and milestones to meet relinquishment criteria. Currently, the status quo view—a model reliant on outsourced contracting and agricultural approaches—is that mine rehabilitation is a one-time intervention rather than a complex, systemic, and long-term process. This perspective presents significant challenges, as the success of ecological interventions can only be accurately assessed over extended timeframes, often spanning decades. Shortsighted rehabilitation specifications, coupled with practitioners operating within agricultural decision frameworks, frequently overlook the necessity for integrated rehabilitation expertise and the scientific foundation essential for designing and implementing effective ecological outcomes. A lack of long-term monitoring information impedes the required adaptive management of rehabilitated systems and, therefore, delays the transition towards final land use. This short approach costs the mining industry millions annually, often without recognising the inadequacies in long-term liability mitigation and the substandard ecological success achieved. The disconnect between procurement processes, the qualifications of service providers, and the unclear pathways to relinquishment can impede successful rehabilitation outcomes, frequently undermining progress toward sustainability milestones. Unless there is a fundamental reset of the land rehabilitation culture, pursuing sustainability will remain an elusive and perhaps impossible objective. Consequently, mining companies may hesitate to fully commit to sustainable land rehabilitation practices, as the prospects for relinquishment and final closure remain uncertain at best.

The Rapidex continuous drill and blast tunneling concept utilizes a unique spiral blasting pattern that permits efficient performance with relatively small single shots, while at the same time directing major blast fragments at right angles to the tunnel axis. The concept's self-shielding geometry permits the design of a lightly shielded machine that can stay at the tunnel face firing frequent small blasts to provide rapid, virtually continuous advance. This paper describes Phase III of the development program (supported under Bureau of Mines contract H0252047) in which the "front end" of the machine?drilling loading, and shooting components, together with the shield--was fabricated and field tested underground at the White Pine Copper mine, Michigan. One of the major accomplishments of the Phase III effort was to develop a fully remote controlled loading and initiation system in which explosive slurry is pushed, through a hose into the blasthole by a small water-driven piston carrying the blasting cap. The cap is ignited via an induction coil just prior to entry into the borehole, after which a delay permits complete -withdrawal and shielding of the loading hose. The ultimate objective of the present Bureau-sponsored program is to evaluate the feasibility of mechanizing hard rock mining operations, such as development to a point where drilling, loading, shooting, and mucking can proceed simultaneously and result in increased productivity.

Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

There is no more important problem today than industrial relationship, and probably none that is receiving more thought. But in these days of Epie and Utopia, one has to be rather careful in speaking on this subject. Consequently, for fear that my plea for taking the working man into the family might be misconstrued, by some, as a step towards communism or socialism, I would like to say at the outset that I believe that, so long as we have human individualism, human ambitions, human hopes and fears, straight socialism is as far off as the Millennium. The same applies to communism, which only differs from socialism in that the communist realizes that his ideals can only be attained by massacring millions and destroying all that we hold sacred. Each still looks to Russia for inspiration and guidance, totally disregarding the Soviet swing-back to individual contract work and differential wage scales. They seem to be oblivious of the tyranny and repression in the present Russian system, and get very restless when reminded of it. In spite of the fact that the standard of living in civilized countries has improved tremendously and is still improving, we find that, every seven or eight years, production in many lines has outstripped consumption, and we have had panics or depressions of greater or less magnitude, accompanied by extensive unemployment. It is evident to every thinking person that there must be no little inefficiency in the control of industry. For four long years, governments and industrialists have striven to find the key to solve the present problem. Many countries are getting back to a position approaching normal-Canada probably more so than most. None, however, can feel assured that they have actually cured the situation. All kinds of schemes have been developed; tariff barriers have sprung up over-night where none existed before; currencies have been inflated to gain added security in the home markets and to try to gain advantage in export trade; and each country watches the movements of the others with fear and mistrust. I am not prepared to formulate a full solution of our troubles, but I hope to be able to demonstrate the feasibility and wisdom of the type of industrial relationship I advocate, and also that it may be a large, and possibly an essential, step towards the solution of our difficulties.

The manual has been organized to gradually increase in level of detail as the reader progresses from beginning to end. Individuals interested in an overview of retreat mining can confine themselves to the first few chapters. Those interested in mine planning, should read the middle chapters as well. Those interested in the development of a foreman's handbook should read the entire manual.

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

"The natural difficulties associated with the size evaluation of dusts render absolute measurement difficult, or indeed, impossible. Assuming that the desirability of gravi­ metric sampling be conceded, it appears likely tha,t the most suitable means available for physical evaluation are the method of total turbidity measurement, to give a con­ ventional value for specific surface, together with microscopical examination, the great merit of the latter being that in the hands of an experienced operator, semi-quantitative discrimination between coal and other particles is possible.The pipette method, as modified by Fryer, probably-deserves more attention than it has received up to the present. Whatever method is used, it is recommended that in view of the lack of medical knowledge, as much information as possible should be obtained with reference to the total mass concentration, the surface area of the total dust,' and the mass and area of the particles below 5μ in size."

Getting it right is a very profitable outcome. Shareholders would ideally like to see their directors get it right all the time on the major economic decisions. But it is very difficult for mining directors to get it right all the time in such an uncertain environment. Primary decision-makers of companies with significant stakes in the mining industry should get it right much more frequently. The legal measures of evidence (beyond reasonable doubt and on the balance of probabilities) can be used to determine whether grade estimates (a key revenue variable) are realistic. The application of this approach can be far reaching. More frequently correct decision-making would result in more effective allocation of limited resources (capital and labour). In turn, this would result in higher financial returns and a more extensive mining industry.

The results from metallurgical test programs are used in feasibility studies for design of new plants and brownfield expansions, in long term mine plans, and to make decisions in an operating plant. There are many elements which contribute to a well-constructed test work program. Ultimately, understanding the accuracy and precision of the test work results is critical to ensuring good decision-making at various phases of a project.Every resource drilling and associated assaying program will have a quality assurance / quality control (QA/QC) component, however this often seems to be overlooked in metallurgical testing programs. The principles of “international standard” or “certified reference material” samples and replicate/duplicate testing can be applied to metallurgical programs, although there are metallurgical-specific considerations in both generating and analysing the data.This paper will describe the QA/QC program carried out within the Olympic Dam geometallurgy program. It will present results in the form of case studies from ten years of testing of replicates and bulk reference samples for industry-standard comminution tests as well as laboratory flotation and leaching tests. In the last 50 years there have been tremendous improvements in equipment used in development on underground mines. Compressed air powered jacklegs have been replaced by high powered electro-hydraulic drifters on sophisticated drill jumbos and load haul dump units have taken over from small shovels and rail cars.Despite the increase in power applied in key parts of the development cycle, average advance rates have fallen and costs have increased. The factor that is most often regarded as the main contributor to slowing advance rates is increased support requirements. Whilst there is no denying that the drive to improve safety has resulted in the requirement for more bolting and the installation of a skin support (mesh or shotcrete), this is not the only factor.Within the industry as a whole, many of the basic principles of development appear to have been lost over time. This paper looks at a historical case study and discusses some of the features of old development cycles that are no longer in use. This highlights some of the basics that appear to have been forgotten. These may be indicators to what may provide improvements in the conventional drill and blast development cycle.CITATION:Ross, I T, 2014. "NORMALLY the duties of the exploration engineer and geologist cover the initial, and possibly, the most important phase of mining property evaluation; that phase being the presentation of an opinion of the property's ore reserve potential in terms of tonnage and grade. The prime objective of this pa-per is to outline one method of bridging the wide gap that lies between a know ledge of a property' s tonnage and grade potential and an appreciation of the value of that property in dollars and cents.THE PRESENTATION OF PROPERTY EVALUATIONThe engineer engaged on a mining property evaluation, regardless of whether he be an independent consultant, or a company employee, has as his goal, the presentation of his appreciation of the property's potential value or worth within terms of reference acceptable to his principal.To furnish a complete evaluation report, the evaluator must firstly study all aspects pertaining to the particular property under consideration, then present his appreciation of the property's worth in some tangible form. The ultimate presentation is one giving a Present Value of the pro pert y in terms of monetary exchange. The Bureau of Mines surveyed unit trainloading and storage installations in the midwestern, eastern, and southeastern coalfields. Nine individual operations were studied in detail as a representative cross section of unit train operations in these areas. Of the nine operations studied, three were in Illinois, two in Kentucky, and one each in West Virginia, Tennessee, Ohio, and Pennsylvania. Information was obtained from coal producers, coal sale agencies, railroads, construction and equipment companies, and power companies.

The Vor-Siv Dewatering and Classifying Unit was developed by the Polish Coal Industry because of a need for a unit that would dewater and classify high volumes of solids in water slurry. To be practical, the unit needed to be relatively small in size, simple in design, involve low operating costs, and be able to give a dewatered product of less than 30% moisture. The answer to the above mentioned criteria was the Vortex Dewatering Sieve or, as we refer to it, the Vor-Siv. The original installation of the unit, as we know it today, began in 1963 when the Pols installed the unit in a full scale pilot application. By 1966, at least 30 of these units were installed throughout the Polish Coal Industry. This equipment was originally introduced in the United States in 1966 at the Fifth International Coal Preparation Meeting in Pittsburgh, Pennsylvania. The first installation in the United States was not achieved until 1970, when Mr. Fred Sachs of The Valley Camp Coal Company, Triadelphia, West Virginia, installed a Vor-Siv in a retrofit application. To date, there are 36 Vor-Sivs installed in this country and 29 in the process of being installed or delivered.

Gerdau Ouro Branco´s plate mill started the operation in 2016 with high level technology. In general, national and international plate markets are every day more rigorous about final product quality. Suppliers must be aware about dimensional accuracy, surface quality and flatness of the plates, independent of the quality standards. To guarantee the best service to this increasingly demanding and competitive market, it is extremely important to guarantee the original project conditions executing the right maintenance of the rolling mill main components. In order to maintain the product quality and avoid the production and maintenance cost increase, it is important to find ways to control the mill and the main process variables, through daily measurements of the equipment performance. This paper aims to present the influence of the main equipment variables that affect the mill operational stability and how to control and evaluate the mill performance.

"In 1998, the Iron Ore Company of Canada initiated an aggressive program to improve the performance of its Carol Lake Concentrator located in Labrador City, Newfoundland. This program was termed the Concentrator Upgrade Program. The Concentrator Upgrade Program was a group of initiatives developed with the common goal of improving the overall process and operations of the IOCC Carol Lake Concentrator. The main goal of the program was to increase the annual production capacity of the concentrator from 18.0 million tomes to 21.6 million tomes. This gain in capacity was to be done mainly through improvements in process iron recovery. The target iron recovery value was 80+% versus a historical value of 70%. This improvement in iron recovery would translate to a natural weight recovery improvement from 44% to 50%.The Concentrator Upgrade Program provided the first opportunity in 30 years to make fimdamental changes to the concentrator flowsheet. To accomplish this, several pilot plants were built to evaluate new circuits. AAer 2 years, a new flowsheet was selected for the primary gravity separation circuit and the magnetite circuit. The centrepiece of the new flowsheet was the introduction of Hindered Settling Separators to the metallurgical process.The Concentrator Upgrade Program has since proceeded into detailed engineering and, as of February 2001, construction. The first one of IOCC’s 3 primary AG Mills (Mill 11) has been converted to the new flowsheet at the time of writing and is in the throes of commissioning. This paper will review the flowsheet development program in the pilot plant for the gravity separation circuit and examine the overall benefits to the operation of the IOCC Carol Lake Concentrator."

Since its passage in 1872, the Mining Law has been modified on several occasions to meet the changing needs of America's society and economy. Despite its evolution, the Mining Law continues to be criticized as outdated. This paper briefly traces the major points in the history and evolution of western mining laws, and reflects on the current status of ongoing discussion to reform the 1872 Mining Law.
